With other Canadian cities looking to follow New Westminster’s lead, the Fraser Institute has attacked living wage laws— saying they’re not aiding those they’re intended to help. In 2010, New West became the first city in Canada to adopt the policy. So far it’s been the only one. The legislation requires all city employees and contract employees to be paid at a rate that keeps them above the poverty line, currently $19.62 per hour. Fraser Institute’s Charles Lammam said several cities including Calgary, Ottawa and Waterloo, Ont., are contemplating similar legislation. However, his research on the experience in the US., where 140 cities have adopted it, reveals it actually hurts lowpaid workers. While some benefit from a higher wage, the gain comes at the expense of others because of fewer employment opportunities. Please see POLICY, A3

The City has made an agreement with MMBC for it to start collecting the City’s recycling curbside, from multi-family residences, and from the City’s Recycling Depot starting May 19, 2014; utility rates will be reduced to reflect the change. We now have the highest rate of child poverty in Canada,” said Harper. “The marketplace has failed miserably, and that’s why we have things like food banks, homeless people on the streets.” Harper said adopting a living wage law has worked well for New Westminster. “What it shows to the contractors that come to the city is we expect them to pay fair wages and benefits. were too high. The report said the project was revised to reduce the overall cost of the structure. “Nobody could build it for what we predicted,” said Coun. Chuck Puchmayr prior to Monday’s council meeting. “We were actually quite surprised at the inflation of such a structure. So they had to go back to the drawing board to see what is workable.” Puchmayr said building over the railway tracks, and finding places to put the equipment during construction of the overpass were obstacles difficult to overcome. “It’s not a straight build site, it has a lot of complications with it that has created those costs. I can’t see us being able to do it for cheaper than that. Nobody was able to bid it at what was in the budget, and that’s unfortunate,” said Puchmayr. Despite the sticker shock, Puchmayr maintains not building the overpass is untenable because there are safety concerns, especially at night. “Overwhelmingly we hear from residents in that Downtown area that it’s an issue with them, and it’s a safety issue with them. With the railways and all the

A connection from the Front Street Parkade to Westminster Pier Park will cost more than twice what the city estimated it would less than two years ago. Prior to its opening in 2012, city officials said building a pedestrian overpass at the foot of Fourth Street down to the park would cost about $1.25 million. Since its opening in June 2012, the only access to the popular park has been via a parking lot on the west side of the park. But on Monday, council was told the contract that has been awarded to build the overpass comes with a $2.5-million price tag with servicing and engineering costs driving the final price tag up to $3.2 million. B&B Heavy Civil Construction, which won the contract, had the lowest tender of five bidders. The other four ranged from $2.675 million to $3.346 million. It’s expected to be completed by August. The city had gone through the tendering process previously but retendered it because the bids
construction that’s going on in that area it is a key to having a better access to that park not only for residents using the park but also for [visitors].” Puchmayr added the project’s costs will only escalate if the city put off building it. Plans are also in the works for the current parking lot to be replaced by a development with three highrises which would make the park more difficult to get to. “From everything I’ve seen [the overpass is] absolutely the most efficient way [to access the park], and it’s a shame the costs have escalated,” said Puchmayr. At Monday’s meeting, Coun. Bill Harper said one of the most popular decisions council has made was to build the park, but the main criticism is access to it. “You can criticize the price if you want but you can’t criticize the need. This is something we absolutely need. People have to walk half a mile to get to the park. People have said there has to be a direct link to the park,” said Harper. The report said the city’s finance and engineering departments will work on adjusting the 2014 capital budget to accommodate the increased cost.

Apology overdue The province wants us all in on the apology it plans to make to B.C.’s Chinese community for a litany of historical wrongs imposed on it by past B.C. governments. In crafting the wording of the apology, the provincial government is holding seven forums across B.C. to gather public input, including one in Burnaby, and the minister responsible for making the apology, Theresa Wat, says she wants all British Columbians to participate. The apology is a long time coming. Despite the contribution Chinese people made to building this country, they were treated as less than second-class citizens by many, including many in the general public, numerous businesses and the provincial government. More than 100 pieces of discriminatory legislation and regulation against the Chinese community were passed in the 1800s and early to mid1900s, including restrictions on employment, voting, ability to hold public office and land ownership, as well as exorbitant taxes based on ethnicity and restrictive licensing and regulation. Chinese people were not even allowed full citizenship until 1947. But, for many, the racism did not stop then. So, it’s fitting that the community should be asked to provide input into the apology the province plans to make. What’s needed now is to hear clearly from the Chinese community itself about what it expects in terms of an apology. Throwing it open to the public in 2014 may generate helpful input but it should not be allowed to blunt the apology with the excuse that the sins of the father should not be put on the son. B.C. needs to step up and address its racist past. —Kelowna Capital News

How realistic is a $1 toll? When the media start talking about bridges and roads and transit and referenda and all the stuff rolled into the Lower Mainland and B.C.’s plan to move people about, a common theme arises. Go to any recent online story about these subjects, and inevitably someone will comment that the “solution” is to toll all of the bridges equally, and the number usually proffered is $1 per bridge. This is suggested as being more “fair” than just putting these more expensive tolls ($3-$4) on the newer bridges. That usually gets shouted down in the comments when someone else comes along and says any toll at all is a “cash grab” and there is no way a piece of infrastructure should be paid for by the people who use it, and the comment thread goes from there. Rarely is there any deeper analysis of that first idea. What happens if we toll all the major bridges at $1 a crossing? What problem does this “fair” solution solve? First let’s define our terms. When people talk about tolling
Patrick Johnstone “all the bridges,” they surely don’t mean the bridge on Gaglardi Way that spans the Brunette River or the King Edward Overpass, but they likely would include the two North Shore crossings and the major crossings of the Fraser (Golden Ears, Port Mann, Pattullo, Alex Fraser and Massey). Ambitious tollers might include the Pitt River and the Knight, and really, you couldn’t do the Knight without doing the Oak and Laing as well. Seeing as how the False Creek bridges (Cambie, Granville, etc) belong to the City of Vancouver, and the Middle Arm bridges (Moray, No. 2 Road, Dinsmore, and Sea Island) to the City of Richmond, it is unlikely they could be included in any regional tolling scheme. Traffic counts for most of those bridges are available from the Ministry of Transportation web site, and it took only a bit

of digging to find the numbers for the rest. Using 2012 traffic numbers, the total daily vehicle count for the eight major bridges is 650,000. So if you slapped a $1 toll on all eight (including the Pitt River), you are looking at $650,000 per day in revenue, 365 days a year. Add the jurisdictionally problematic North Arm bridges between Richmond and Vancouver and that number boosts to $876,000. Annually, this works out to just under $320 million per year. Wow, that’s a lot of money. Except two of those bridges already collect tolls ranging from $2.50 to $9, depending on the vehicle type. Although neither bridge is yet reaching its “revenue goal,” the amount of toll revenue promised the contractor at Port Mann is about $184 million, and for the Golden Ears, $38 million. Assuming TransLink and the province could break these long-term contracts, we would need to remove this $222 million from our net increase in revenue, bringing it to less than $100 million. To put that $100 million into perspective, TransLink collects

$450 million in fare revenue every year from transit riders, which is about a third of its annual $1.4 billion operational budget. Tolling revenue at $1 per car only represents about 7 per cent of the TransLink operational budget: hardly enough to fund even the most modest growth of the transit system. The fairness or palatability of $1 tolls on all bridges seems less relevant when you realize it will hardly make a dent in the money we need in this region to build a reliable transit system, never mind building more bridges and lanes of highways that will be required to support the region’s growth if we don’t build a more robust transit system. This is why municipalities with region-wide bridge-tolling policies, like San Francisco or New York, are charging $5-$15 to use the bridges. Application to Participate in National Energy Board Public Hearing for Trans Mountain Pipeline ULC Trans Mountain Expansion Project The National Energy Board (NEB) has received an application from Trans Mountain Pipeline ULC for approval to construct and operate the Trans Mountain Expansion Project (Project). Description of The Project The Project would expand the existing Trans Mountain pipeline system located between Edmonton, AB and Burnaby, BC. It would include approximately 987 km of new pipeline, new and modified facilities, such as pump stations and tanks, and the reactivation of 193 km of existing pipeline. There would also be an expansion of the Westridge Marine Terminal. New pipeline segments would be added between Edmonton to Hinton, AB, Hargreaves, BC to Darfield, BC and Black Pines, BC to Burnaby, BC. Reactivation of existing pipeline segments would occur between Hinton, AB to Hargreaves, BC and Darfield to Black Pines, BC. The application can be found on the NEB website. Participation in NEB Hearing The NEB will determine if the application is complete and if so, it will hold a public hearing. Those who wish to participate in the NEB hearing must apply to participate. Applicants must clearly describe their interest in relation to the List of Issues for the hearing, which is on the NEB website and included in the application to participate. Those who are directly affected by the proposed project will be allowed to participate in the hearing and those with relevant information or expertise may be allowed to participate. “I thought [the AGM] was a farce anyway because they appointed Peter Goodwin to the board and made him presidentelect and then didn’t put him on the nomination page,” said Radbourne. However, Goodwin, a lawyer at a Downtown New Westminster firm, said he was properly elected at Monday’s meeting. After a long association with the organization, Radbourne said he and his wife are not even going to retain their
memberships. Lynn Radbourne said she was fired from running the Miss New Westminster Ambassador program by Hyack while the association said she resigned. “They think this will all go away, that they’ve done nothing wrong, and they’re going to get all the sponsorships back and everything will be hunky dory,” said an exasperated Bill Radbourne. One of the dissidents who resigned from the board isn’t optimistic about Hyack’s future. “All you have to do is look at the board that is elected,”
said Ron Unger. “It’s the past president and their friends. By the people they’ve elected I don’t see how they can be representative of the community at large and what the community at large wants to see in terms of who puts on the parades and festivals in the city of New Westminster.” Cathie Gibson has been serving as Hyack’s interim executive director. 2014 Infiniti Q50 challenges the old order Infiniti has had a bit of an identity crisis over the past year with a wholesale change in the way it names its products. Gone is the JX crossover, it’s called the QX60 now and the G 37 sedan has been replaced with the Q50 sedan. Q signifies for cars and QX for crossovers or SUVs. The outgoing G37 was already a very worthy on-road performer but a bit too simplistic in the inside. Now, Infiniti has taken things up a notch with the Q50, adding a dynamic look, sumptuous interior and class leading technology. Looks It could be argued that the current BMW 3 Series and Mercedes C-Class are a bit conservative, while this Q50 and the major competitor, Lexus IS, are much edgier. This is especially true with the front grille. The rest of the Q50 is nicely sculpted, with flowing lines and an almost elegant rear end. Sold as a base model, sport trim, all wheel drive (AWD), premium, and even a hybrid, there is a broad market for this sedan. Starting at $37,500 and ramping up to the AWD sport model at $49,950, there is a substantial discount with the Q50 when you compare it to a similarly equipped BMW. The base model comes with 17-inch wheels but most of the higher trim levels are equipped with 19-inch wheels. The car seen here is the AWD premium model starting at $43,400. Five fun coupes for singles So, you’re not married. That’s okay! You don’t have kids? No worries. You pretty much have the pick of the litter when it comes to buying a car. Why? Because you don’t necessarily have specific requirements that need to be met when selecting a vehicle. Meaning, you don’t need to consider having a large enough backseat to fit car seats, unless you want a big back seat for other reasons. Like, you have a dog that weighs as much as an adult. Or you don’t need four doors because you’re pretty much the only one going to be inside the cabin at any given time. Unless your profession requires you to haul around equipment or gear, you don’t have to buy a crossover, minivan, sedan or SUV if you don’t want to. That said, many singles I know decide to get something a little less “practical” in the grand scheme of things. Less practicality is usually spelled with five letters: coupe. So, to those individuals who are the alpha of their one-person wolf pack, here are a few coupes under $30K to consider.

MINI Coupe/Roadster: Base MSRP $25,950/$28,900 With room for two, even the base model of MINI Coupe or Roadster is a hoot. Specs-wise, it has the least impressive engine of the lot (only putting out 121 horsepower,) but that can be overlooked because of its driving dynamics. It has one of the best manual gearboxes for a car of its size and has an abundance of pep. They’re not cheap, though. So it has that working against it in some regards. And you could argue that a Mazda MX-5 is a better value (you won’t be wrong) but it’s still loads of fun.
Honda Accord Coupe: Base MSRP $26,400 I’m starting off with the Accord because it’s a cool car. The current generation has so much going for it and definitely has developed more personality in the redesign. You have the option of two engines: a more economical 2.4L 4-cylinder or a more powerful 3.5L V6. Either way, you can get them equipped with a 6-speed manual or a CVT transmission. For just over $20K, the Kia Forte Koup is a solid value. And it’s not a bad looking car either. Inside, the interior is well finished and isn’t cheap. Furthermore, you have many great standard amenities that come with the base model like 16-inch alloy wheels, fog lights, heated front seats, remote keyless entry, air conditioning and more.

This vehicle does remind me of the Nissan Rogue. It is larger but feels very similar and that’s a good thing. I think Nissan is heading in the right direction with this vehicle. If studies show limited use off-road, then why spend money making this an off-road vehicle? Bitumen floats: study Tom Fletcher Black Press
A new federal government study has found that diluted bitumen floats in sea water, except when mixed with some types of sediment, which can make it heavy enough to sink. The study used laboratory simulations of two common types of crude produced from the Alberta oilsands, and salt water tanks that approximated wave action. The behaviour of diluted bitumen in water was one of the key issues in the Northern Gateway pipeline hearings, which led to a recommendation in December that the twin pipeline from northern Alberta to oil tanker port facilities should be allowed to proceed. The federal government has funded an ocean-based study of spilled bitumen as part of its shipping safety program, launched in the 2012 budget and now labelled the “World Class Initiative.”
There are no studies or records of actual diluted bitumen spills at sea available. The laboratory study by Environment Canada, Fisheries and Oceans Canada and Natural Resources reached two major conclusions: “Like conventional crude oil, both diluted bitumen products floated on saltwater (free of sediment) even after evaporation and exposure to light and mixing with water; “When fine sediments were suspended in the saltwater, highenergy wave action mixed the sediments with the diluted bitumen, causing the mixture to sink or be dispersed as floating tarballs.” The study also looked at the 2010 spill of diluted bitumen from an Enbridge pipeline rupture into the Kalamazoo River in Michigan, where the heavy oil was carried nearly 100 km downstream and 10 to 20 % of it mixed with sediments and sank.

Canada’s Competition Bureau has told New Westminster it will take into consideration concerns raised by Sapperton residents worried about losing their supermarket. During an hour-long meeting, Williams said she was told if Sobeys can’t find a buyer then it will go to an independent seller. If that doesn’t work, then the bureau would go back to the negotiating table with Sobeys, which Williams said gave her a glimmer of hope the grocer would be forced to sell another Safeway outlet instead.
The bureau would not provide a timeframe for how long the process would take. However, Coun. Chuck Puchmayr said the bureau made the right call and the city should stay out of the process. “I don’t think we should be pitting neighbourhood against neighbourhood.� Williams, a Sapperton resident, said the bureau was impressed with the attention and response the ordered sale received. “They had never before received that much attention for just one store. A newly imposed ban on issuing loyalty reward points on prescription drug purchases has survived the first stage of a court challenge launched by major pharmacy chains. Sobeys West Inc. and Jace Holdings Ltd. – parent firms of Canada Safeway and Thrifty Foods – had sought an interim court injunction suspending the ban but that was rejected last week by B.C. Supreme Court. A full hearing of the College of Pharmacists of B.C. bylaw prohibiting loyalty programs on pharmaceuticals begins Jan. 31. The two firms argued in part that the bylaw banning points issuance effective Dec. 2 was pushed through by smaller pharmacies

Deflation in B.C. prices B.C.’s consumer price index slipped into negative territory in November, partly due the repeal of the harmonized sales tax last spring.The price index in Vancouver was up slightly, but deflation in Victoria and other areas of the province produced a provincial average of -0.2 per cent for the month. Canadawide, inflation was 0.9 per cent. The cost of restaurant food fell 4.4 per cent in November compared to the same month in 2012, Statistics Canada reported. The provincial average cost of health and personal care, including services where sales tax was removed, went down 3.1 per cent.

The outcome of this fall’s civic elections across Metro Vancouver may be altered by holding the promised TransLink referendum at the same time, prompting an unusual surge of voters aligned with one side or the other. Several observers say that’s a strong possibility if the province pushes forward with the plebiscite on new transit taxes that could then dominate local campaigning. Transit riders could come out in force to vote ‘Yes’ in the referendum, potentially pushing pro-transit candidates onto local councils. But more likely, some watchers say, is a stampede to the polls of anti-tax voters who want to pay no more for TransLink and will help elect conservative councillors and mayors as a byproduct of defeating the referendum. Artistic downtown living has come to Vancouver with Tate on Howe, a new condominium development from Bonds Group of Companies that offers not only gorgeous one- and two-bedroom homes but also an amazing collection and amenities and a location that can’t be easily beat. “We’ve just begun offering homes to
