Next door neighbours to a West End church are disappointed they are being dragged back into a controversial proposal they thought was resolved four years ago. The Saint Gheorghe Romanian Orthodox Church on Eighth Avenue and Bowler Street is applying to the city to rezone its property so it can build an addition to the 78-year-old building. It originally applied in late 2009, and eventually got approval for a rezoning for a scaleddown version despite objections from the neighbourhood. According to a report to city council last month, the original request would have required many updates to the structure in order for it to meet building code regulations. Council approved a zoning that would have allowed a twostorey addition of 575 square feet and for the setback from Bowler Street to be reduced from 25 feet to nine feet, said the report. However, the applicants did not build the addition. please see neiGhbours oppose wesT end ChurCh, a4

What did author C S Lewis have to do with psychoanalyst Sigmund Freud? The play Freud’s Last Session suggests that Freud invited the young Lewis to his apartment in London in 1939 on the eve of World War II and just weeks before Freud ended his own life. There they debated the existence of God, love, sex, and the meaning of life. Find out more about C S Lewis at the unique event The Freud-Lewis Connection. Presented by CityStage New West, Dr. Monika Hilder of Trinity Western University will provide background on Lewis and the Inklings Institute, which will help with the understanding of the play.

City backs off on laneway policy Legal opinion says can’t require rights of way at building permit stage Grant Granger
ggranger@newwestnewsleader.com
After getting legal advice the city has backed down on requiring laneway statutory rights of way from property owners on busy streets who are seeking building permits. Last month contractor Brian Lowka publicly complained that the City of New Westminster was using a form of expropriation by bureaucratic blackmail, and said the policy was being applied inconsistently. The city’s goal is to eventually be able to build lanes for blocks adjacent to busy streets that don’t currently have them, eliminating driveways on major arteries in order to make it safer for residents and pedestrians. To make that possible, New West
had begun requiring property owners along the routes—such as Sixth Avenue—to register a statutory right of way before approving their building or development permit applications. The rights of way are for strips of land at the back of property to make room for a lane at some point in the future. Property owners aren’t allowed to build on the statutory right of way, even though they own the land, nor does the city plan to compensate them if it decides to build a lane. City engineer Jim Lowrie said when they sought a legal opinion on their policy from the city solicitors they were told they didn’t have the authority to require statutory rights of way at the building permit stage. They could only do it if the property owners were looking to subdivide

Brian Lowka, owner of Faserit Construction, had planned to build a duplex at 612 13th St. in May but work was halted when the city said he had to grant a right-of-way for a future lane. The city has since rescinded its request.
or rezone, or unless an applicant voluntarily dedicated the land. “It is a long-term goal to have rear lane access along busy roads because of the safety concerns and to minimize the impacts on pedestrians. But as it turns
out it would likely only be achieved at the subdivision or rezoning stage,” said Lowrie. “It sounds like we’re kind of stymied at the building permit stage.” Lowka said the city’s change of heart means he can go back to his original
plans to build on a property on 13th Street just above Sixth Avenue and put the garage and driveway where he wanted to in the first place. “I’m right back to Plan A, where I started from, where I could have been
building in May,” said Lowka. “They realized there were a lot of negatives to this whole thing, and yes they probably did come to their senses, but I don’t think it was anything more than from a legal standpoint. That’s my opinion anyway.” Lowka said he wanted the city to put its change in policy in writing so he can continue on with other ventures in the city, something Lowrie said his department would do this week. Lowrie added the city will likely identify developing lanes for busy streets that don’t have them as a goal in its upcoming master transportation plan. Lowka is OK with that. “You know what, if they do it in the future and they have a proper plan … then I have no problem with that because then everything is up front,” said Lowka. twitter.com/lonegrangerbnw
TransLink to release traffic numbers later this month ⫸

“I can understand why people are making the decision, the costs certainly can add up and budgets are tight, and it’s certainly not surprising. [But] I think people are underestimating the costs of fuel,” said Coté. Williams said it will be interesting to see how commuters’ traffic patterns evolve with the tolls. “It depends on whether they value their time or their money.
Going over the Port Mann is a breeze,” said Williams, who pointed out some of the commuters are even rat running through the city hall parking lot to avoid congestion. Both are hoping the clogged traffic will finally force discussion from the province and the region about what to do not only with the Pattullo Bridge but the area’s overall transportation system. “One of the problems was the number of trucks [Monday],” said Williams, noting truck tolls were
not part of the Jan. 1 increase. “We’ve got to lure the trucks back to the Port Mann. That’s where they belong, they don’t belong on the Pattullo Bridge … The Pattullo Bridge wasn’t built for them. That’s what makes people nervous, if there’s one beside you and then one coming at you.” She added even the truck drivers can’t be happy sitting in traffic on McBride Boulevard, and she supports lowering their tolls on the Port Mann.
Coté said a better way to direct the trucks to the under utilized SFPR and Port Mann Bridge needs to be found. City staff will be having a good look at the numbers for this week’s traffic on the Pattullo when TransLink releases them later this month. “Anecdotally we’re seeing longer queues approaching the bridge, but it’s only been about a week or so,” said engineering department director Jim Lowrie. New Westminster police
Staff Sgt. Paul Hyland said the department’s traffic officers did notice a slight increase in traffic around town during rush hours this week, but they believe it had as much to do with people going back to work following the holidays. Since it’s only been a short time that the full tolls have been implemented, he added the department couldn’t yet pinpoint the cause of increased traffic. twitter.com/lonegrangerbnw

Neighbours oppose West End church’s expansion plan ⫸

Now the congregation wants to go back to the larger addition it first proposed, which would allow for another four feet to the extension, so the altar could face the east, the direction the religion traditionally calls for. “You’re supposed to have the altar to the east, but our altar is to the south,” said church parish council president Gheorghe Serban. “Every Orthodox church they’ve got to be like that.” Akhter and Tanya Zainul, who own the home on the southern edge of the church property, were unhappy about the addition back in 2010. They’re still unhappy about it. “It is disappointing that our neighbourhood once again will be dragged into this issue,” said the Zainuls in an email to the NewsLeader. “The proposed extension will cause a direct negative impact to the neighbourhood by lowering the property values and the owners’ use of yards and enjoyment.” Parking and traffic were major concerns in 2010, and they haven’t gone away, the Zainuls said. Although an

arrangement was made for Sunday churchgoers to use a 34-space retail parking lot on the other side of 20th Street following the original discussions in 2010, it is always empty, they added. “The parking is no problem because the parking on 20th Street is there,” insisted Serban, who estimated the church’s congregation at about 80 with the hope the expansion will attract more. The Zainuls also said residents have had difficulty
turning on to Eighth Avenue because parked cars block their view, and some have called police because they can’t back their vehicles out of their driveways on Sundays. The couple said the addition would be a visual blight so close to their home and would block sunlight into their yard. They noted the existing church is already encroaching on their property line closer than city regulations allow but it’s legally non-conforming because it existed before the bylaw was created. Serban believes property values are motivating the opposition. “It’s been there almost 80 years and no one complained, and now they complain because the house next to the church [has a lower property value],” said Serban. “Why buy [next to a church] if you don’t like it?” When the report came to council Dec. 9, some Start your good life today. councillors questioned why it had returned. “I’m wondering what the benefits are for this * application actually going through given that (on a 2 year membership) we went through a very protracted controversy,” E R FO E B ember said Coun. OPINION NEWSLEADER’S VIEW:
PUBLISHED & PRINTED BY BLACK PRESS LTD. at 7438 Fraser Park Drive, Burnaby, B.C. V5J 5B9
ADRIAN RAESIDE:
QUESTION OF THE WEEK:
Burning questions Fraser Valley politicians are voicing concerns about Burnaby’s incinerator, as the Big Bend-area waste-to-energy facility seeks to renew its operating certificate. Patricia Ross, vice-chair of the Fraser Valley Regional District board, says the incinerator’s emission controls should be improved to stateof-the-art technology before Metro Vancouver makes any further moves to build a second incinerator in the region. “How are we to believe them when they say they will operate the next one at the best of standards?” she told Black Press recently. For as long as we’ve been burning garbage there has been debate about the toxics emitted that spoil the air versus the harm to land, water and air of trucking trash to a distant landfill for burial. People in the Fraser Valley have reason to voice concern about incinerators because they already bear the brunt of air pollution as Lower Mainland emissions get funneled up river to Abbotsford, Chilliwack and Hope. The Burnaby incinerator burns 280,000 tonnes of garbage annually, in the process generating enough energy to power 16,000 homes. And while it emits such nasties as lead, chromium, mercury and cadmium, it does so at levels that are only a tiny fraction of the total emitted from all sources in the region. Metro Vancouver says upgrades are currently underway to reduce emissions further, and another $20m in improvements is scheduled over the next decade. Zero Waste advocates say plans for a new incinerator are a waste of money, as the facility will be unnecessary. That day is still a far way off, unfortunately. But shutting down the Burnaby incinerator one day should be everyone’s goal.

A four-point plan to save SD40 For a good laugh—or perhaps a cry—you could read through the columns I’ve written about the New Westminster School District over the years. I’ve wrung my hands so much, fretting over the way SD40 has limped from one disaster to another. It’s hard to believe, but this year is on track to being one of the worst in memory. The school district has an accumulated debt of more than $5 million and has cut teachers and support staff, with more painful cuts inevitable. Tight belts and trimming are a fact of life at any school district, but these should have been avoided. Bluntly put, SD40 has failed. As always, there are explanations. Eventually, even someone who doesn’t even follow local news can recognize a failure. A couple months ago my nephew, who goes to high school in North Vancouver, said, “I heard your high school is running out of paper”—a reference to the fact New Westminster secondary’s operating budget for 2013/14 was already in the red because it had been slashed
Chris Bryan editor@newwestnewsleader.com
from $800,000 to an unrealistic $65,000. My nephew’s words knocked the wind out of me. It’s embarrassing. We’ve already got a derelict high school we’re trying to replace. But now we can’t even afford to run it? People who follow school district issues simply throw their hands up in the air. It’s rare to find an issue so confounding. Why is our school district so unsuccessful? I know many of the trustees on the board, and find them to be smart and passionate about public education. But we need a fix. So, seeing as this is a year in which we’ll have a civic election in November, here is what I’d like to see happen: 1. Long-time trustees retire. Michael Ewen has 34 years on the board, and James Janzen has

about 20. They deserve praise for their hard work and service, but let’s have some new faces with a fresh perspective on the challenges. 2. The New Westminster & District Labour Council (NWDLC) changes its vetting process for candidates it chooses to endorse. A labour endorsement for trustee almost guarantees a spot on school board. With great power comes great responsibility. It’s reasonable for the NWDLC to choose candidates whose views align with those of the labour movement. But those candidates should also have the skills desperately needed for an effective board. Just like building a corporate or non-profit board, SD40 would benefit from people with expertise in finance, strategy, and operations, for instance. Today, three of the four labour trustees are teachers. It would be great to see more breadth. 3. More parents get involved from the high school. The NWSS PAC meetings typically see a turnout that can be counted on two hands. With a school population of about 2,300, the parent pool is hugely untapped.

More parent involvement leads to more accountability and opportunity for information sharing. Capacity is built, with more people engaged in schools and school district affairs. And over time, there’s a larger pool of talent and passion to draw future trustees. Or at least more informed voters. 4. A strong, visionary superintendent is hired. At the end of January, the superintendent’s job opens up as John Woudzia moves on to work at Vancouver Community College. He’s been at the helm eight years, so with a new person comes an opportunity for fresh eyes and with luck, a powerful vision for how to transform this organization from loser to winner. And in the end, if all these things were to come to pass, and the school district continued to be plagued by problems to an unreasonable degree, there can only be one conclusion: running schools in this modern age is too onerous for a small school district to manage. We must amalgamate with a neighbour, perhaps Burnaby. If they’ll have us.

COMMENT
Cartoon missed the point The Adrian Raeside cartoon in the Dec. 13 NewsLeader, depicting LNG, fracking and pipeline interests shmoozing with Christy Clark and the BC Liberals in the inside warmth while a frail person representing social programs shivers outside the window in the cold was a misleading piece of propaganda. However one might characterize the Liberal party in B.C and the developers of Canada’s natural resources, it is ingenuous to imply the benefits of their efforts will not help the poor in all areas of Canada. It is the opponents of resource development who are the real greedies, blind to the benefits of development for jobs, health care, and pensions through the taxes and royalties generated. The greediest want their priorities fulfilled rather than supporting the real source of assistance for the social needs of the poor. The ill-informed propaganda they spread is the real problem in the balancing of the needs
for social services with the few sources of a nation’s wealth. The general understanding of the greedies is that governments create the money for all its expenditures and social services. Dead wrong. Those funds are ultimately derived from the fields, forests, rivers, oceans, minerals and the chain of economic services required to harvest, transport, process and finance those activities. The wealth we currently enjoy is based upon previous generations building natural resource developments such as railways, roads, dams, harbours, hospitals, schools pension funds etc. Population growth far exceeds the rate of growth of natural development, and the taxes and royalties they supply. The real greedies ignore this problem, thus creating the lower standards of life our new generations are facing. Ed Linstead New Westminster

ANOTHER WAY TO DEAL WITH GLASS It was interesting to read Chris Bryan’s column (You mean I can’t put glass to the curb, NewsLeader, Dec.20). Apparently we now cannot put glass bottles in the blue box. A couple of years ago I stayed in a house in the Netherlands, where they had a similar recycling program to New Westminster. However, they solved their glass recycling with a thick plastic divider in their version of the blue container. One part was for paper and plastics and the other for glass. The truck hoisted the container where the paper and plastics slid down into one side of the truck and glass into the other. John Vegt New Westminster

Looks Toyota has always been a logical purchase, based on reliability and durability but now its designs too are capturing buyers with a visual, desirable esthetic. The 2014 edition is 7.5cm longer (mostly in the rear seat and cargo area), 1.5cm wider and 3cm lower. The stance is wide and lower, making more of a visual impact. Combine this with a large grille borrowed from the Tundra pickup truck and the Highlander has a very rugged, yet polished, look that

The cup holder is large and the centre armrest has a massive storage area inside; this is thanks to the removal of the stowaway seat that used to hide under the centre armrest. Now in the second row of seats there are three permanent seats or two captain’s chairs in the top Limited model. The previous hideaway idea was simple but not so comfortable. The biggest change takes place in the third row of seats, where three people can sit rather than just two. In addition,
there is 100L of cargo space behind the third row of seats offering much better functionality. It has all the interior amenities that one expects in a modern three-row crossover, even a system that allows the driver’s voice to be amplified through the stereo for easier conversations with passengers in the very back, but there seems to be a lack of sophistication compared to its competition. Drive The previous Highlander was available with a 4-cylinder engine and front wheel drive (FWD). It’s with a standard 3.5L V6 with 270hp, matched to a 6-speed automatic transmission, also with FWD. The starting price stays at $31,680; factoring in the backup camera there is good value here. When it arrives later this month, the base LE with all wheel drive (AWD) starts at $34,180. I think most people will opt for the LE with convenience package that includes 8-way power driver’s seat, heated front seats, three-zone climate control, satellite radio and leather steering wheel to name a few. This brings the price up to $34,480 for the FWD and $36,980 for the AWD. On the road, the AWD system sends power to just the front wheels as often as possible with only 10 per cent of the torque shifting when cornering. The system has the ability to shift or lock up to 50 per cent of the power for better traction but limiting it to times
Question
when it is truly needed helps improve fuel economy. The other part of the fuel economy story is the all-new 6-speed automatic. The official fuel rating for the most popular AWD model is 11.5L/100km in the city and 8.2L on the highway, which is almost a full litre improvement in combined highway/city economy over the 2013 model. The rear suspension has been modified for a slightly more dynamic drive and improved ride. The steering is rather light and vague but the buyers of this type of product will appreciate the ease of use.
OF THE WEEK:
Verdict The Highlander is a functional vehicle for young buyers with kids and friends that need to get to practice and carry all the sports equipment that goes with it. Overall, a very good family crossover that will get the job done every day.

QUESTION OF THE WEEK!
Go to drivewayBC.ca to submit your answer.
With challenging road conditions across the province, January is always one of the highest months for crashes in B.C. Take some small steps to prepare your vehicle for the conditions, such as checking your tire pressure – tires deflate more quickly in cold weather – and top up your vehicle’s anti-freeze, windshield washer fluid, and gas.

He’s relentless that way, when he sees something he wants to do he pursues it.” Although City Stage hadn’t put on a production for a while, financially it worked well for them because their biggest expenses were acquiring the play’s rights and the venue rental. With only Calderwood and Richard Newman, who portrays Freud, on the stage a big theatre wasn’t needed. Galbraith House fit their needs because it’s like an old English house and its dining room area can hold an audience of up to 40. “It’s not like a big technical production, there’s not going to be any big bells and whistles,” said Robson. “That’s what

Despite the small venue we’ll still break even even if we’re only at half capacity. “It’s a very intimate setting. In a lot of bigger theatres people might feel removed from what is happening. In Galbraith House you’re pretty much sitting in the laps of the characters. If you’re playing Freud or Lewis there’s nowhere to hide. It’s a very personal experience.” Freud’s Last Session raises provocative questions and City Stage has a responsibility to choose projects that make people think and feel, said Robson. But, he added, the big issue in the long run for City Stage is finances. “Having what I would say is
a good track record of unique productions spread out over time, we’re at a crossroads,” Robson said. “This is our challenge now, to take this to the next level. Getting somebody on this board who has experience in fundraising [is a priority]. This board has ample experience in making theatre, but the other thing is paying for theatre.” The play will run Jan. 29 to Feb. 9. More information is available at www. citystagenewwest.org. In conjunction with the play, a lecture entitled The Freud-Lewis Connection will be delivered by Trinity Western University professor Monika Hilder and behavioural scientist Mychael Gleeson at the New Westminster Public Library, Tuesday, Jan. 14, 7 to 9 p.m.

B.C. actor banned from U.S. wins surprise reprieve Chad Rook cites social media in beating ‘expedited removal’
lawyers warned had little chance of success. Then, on Dec. 30, Rook got a letter telling him the ban was rescinded, on the authority of the director of U.S.
Jeff Nagel Black Press
A 31-year-old Vancouver actor who was banned from entering the U.S. for five years – putting the brakes on his budding Hollywood career – has won an unexpected reprieve after a year-long social media campaign fueled by his fans. Chad Rook was the victim of “expedited removal” – a sometimes-abused provision where U.S. border guards can turn Canadians away and refuse them entry for five years or more, with little justification and virtually no chance of reversal. The star of the TV series Supernatural was headed to Los
Customs and Border Protection (CBP) in Seattle. On Facebook and Twitter, Rook credited the groundswell of support from fans and a flurry of media
stories last year that thrust expedited removals into the spotlight. “Thank you so much to everyone for all the support during this fight,” Rook tweeted.
Blaine lawyer Len Saunders, one of the attorneys who aided Rook, said it’s extremely rare for U.S. authorities to review and rescind border bans.

U.S. officials unexpectedly rescinded an order banning Vancouver actor Chad Rook from entering the country for five years.

pleasure and he had no intention of working in the States illegally – he already had an L.A. lawyer to prepare his work visa but couldn’t formally apply until he secured a job. Banned from crossing the border, he spent most of 2013 considering whether to submit a costly waiver application that his

GVHBA ready for exciting, busy year ahead By Kerry Vital
As 2014 begins, the Greater Vancouver Home Builders’ Association is looking forward to some exciting events. On Feb. 5, the GVHBA will hold its Legends of Housing event in Burnaby, featuring Morningstar Homes Partner Dale Barron, Bosa Development Vice-President of Development Eric Martin and former President and Director of British Pacific Properties Ltd. Jim McLean. It will be moderated by
Ledingham McAllister President Ward McAllister. The BC Home + Garden Show will take place Feb. 19 to 23, and will feature the GVHBA Renovation Gallery, a 1,000-square-foot space featuring before-and-after photos of professionally renovated projects as well as free consultations with RenoMark renovators, designers, subtrades and suppliers. You’ll also find the HGTV Main Stage, with appearances from experts such as Bryan Baeumler, Mike Holmes Jr. and Sherry Holmes and Janette Ewen.
NEW HOME DEVELOPMENT
March will bring the 20th annual First-Time Home Buyers Seminar, taking place at the Bell Performing Arts Centre in Surrey. “Our experts will help first-time buyers consider all available options and important issues before they take that critical first step onto the property ladder,” says GVHBA CEO Bob de Wit. “Real estate continues to be a hot topic in this region, so seminar attendance is expected to be as many or greater than the 750 young people who attended last year’s event.” A panel of experts will discuss a variety of topics, including the best location, what home type is best matched to wants, needs and financial resources, and legal considerations. Exhibitors will also be available beforehand to answer any questions and provide information to attendees. Pre-registration is required; you can register online or call 778-565-4288 Monday to Friday between 8:30 a.m. and 4:30 p.m. Attendees are asked to bring a food item for the Surrey Food Bank. For more information and for a full calendar of events, visit www.gvhba.org.

The views from Coquitlam’s Burke Mountain are truly spectacular, below, and Morningstar Homes is taking advantage of this with their view homes at Partington. With all the gorgeous features of Partington plus the amazing scenery, the homes are second-to-none.
Taking in the view on Burke Mountain By Kerry Vital
Morningstar Homes continues to impress with their latest release of amazing View Homes, an extension of Partington on Burke Mountain that combine beautiful homes and a view that’s second-to-none. “This is a really special offering,” says Deborah Calahan, vice-president of sales and marketing for Morningstar. “There is a limited quantity of view homes available on Burke Mountain and they are in high demand.” The spectacular homes include all of the
gorgeous features of Partington, while also including some of the most beautiful views in the Lower Mainland. “It’s like being on top of the world,” says Calahan. “Our Partington homes were designed with incredible views in mind by making the windows the focal point of each home. We could not pass up the opportunity to show them off.” The four-bedroom homes at Partington are available in three different open-plan floorplans, ranging from 3,700 to 3,900 square feet. All of them include an unfinished basement and a large private yard with patio or deck. The kitchens are truly huge, with granite islands, stainless-steel appliances and tons of counter space. Hardwood flooring throughout the main living areas complements the 19-foot vaulted ceiling and floor-to-ceiling linear fireplace. “These homes are very well laid-out” Calahan says. “There’s a sense of grandeur here. People are noting the ‘wow’ of the house; it takes your breath away.”
Partington is perfectly located for homeowners to live the Burke Mountain lifestyle. The neighbourhood has been growing over the years and now includes schools, parks and trails. It is also just a short drive to Coquitlam Town Centre for shopping, dining and transit. You can also find leisure and recreation activities nearby. Partington joins Morningstar’s seven previous projects on Burke Mountain, including Belmont, Avondale and Kingston. “We always strive to be innovative and offer our purchasers the best,” says Calahan. “We never tire of trying to better our designs, with each new project being given its own consideration.” Morningstar was the first developer on Burke Mountain, and Calahan says that they’ve been welcomed with every project they build. She has increasingly seen friends and family members of other Morningstar buyers looking to purchase their own home. Every home at Partington has been selling well, with Calahan noting she is releasing
more lots for sale this weekend. “Demand is high for a quality product by a trustworthy builder with an outstanding view. We’re selling them faster than I can release them!” she adds with pride “The Morningstar brand is becoming a household word on Burke.” View Homes at Partington start at $1.2 million.
