Next door neighbours to a West End church are disappointed they are being dragged back into a controversial proposal they thought was resolved four years ago. The Saint Gheorghe Romanian Orthodox Church on Eighth Avenue and Bowler Street is applying to the city to rezone its property so it can build an addition to the 78-year-old building. It originally applied in late 2009, and eventually got approval for a rezoning for a scaleddown version despite objections from the neighbourhood. According to a report to city council last month, the original request would have required many updates to the structure in order for it to meet building code regulations. Council approved a zoning that would have allowed a twostorey addition of 575 square feet and for the setback from Bowler Street to be reduced from 25 feet to nine feet, said the report. City backs off on laneway policy Legal opinion says can’t require rights of way at building permit stage Grant Granger

After getting legal advice the city has backed down on requiring laneway statutory rights of way from property owners on busy streets who are seeking building permits. Last month contractor Brian Lowka publicly complained that the City of New Westminster was using a form of expropriation by bureaucratic blackmail, and said the policy was being applied inconsistently. The city’s goal is to eventually be able to build lanes for blocks adjacent to busy streets that don’t currently have them, eliminating driveways on major arteries in order to make it safer for residents and pedestrians. To make that possible, New West

had begun requiring property owners along the routes—such as Sixth Avenue—to register a statutory right of way before approving their building or development permit applications. The rights of way are for strips of land at the back of property to make room for a lane at some point in the future. Property owners aren’t allowed to build on the statutory right of way, even though they own the land, nor does the city plan to compensate them if it decides to build a lane. City engineer Jim Lowrie said when they sought a legal opinion on their policy from the city solicitors they were told they didn’t have the authority to require statutory rights of way at the building permit stage. They could only do it if the property owners were looking to subdivide

or rezone, or unless an applicant voluntarily dedicated the land. “It is a long-term goal to have rear lane access along busy roads because of the safety concerns and to minimize the impacts on pedestrians. But as it turns

building in May,” said Lowka. “They realized there were a lot of negatives to this whole thing, and yes they probably did come to their senses, but I don’t think it was anything more than from a legal standpoint. That’s my opinion anyway.” Lowka said he wanted the city to put its change in policy in writing so he can continue on with other ventures in the city, something Lowrie said his department would do this week. Lowrie added the city will likely identify developing lanes for busy streets that don’t have them as a goal in its upcoming master transportation plan. “I can understand why people are making the decision, the costs certainly can add up and budgets are tight, and it’s certainly not surprising. [But] I think people are underestimating the costs of fuel,” said Coté. Williams said it will be interesting to see how commuters’ traffic patterns evolve with the tolls. “It depends on whether they value their time or their money.

Going over the Port Mann is a breeze,” said Williams, who pointed out some of the commuters are even rat running through the city hall parking lot to avoid congestion. Both are hoping the clogged traffic will finally force discussion from the province and the region about what to do not only with the Pattullo Bridge but the area’s overall transportation system. “One of the problems was the number of trucks [Monday],” said Williams, noting truck tolls were

not part of the Jan. 1 increase. “We’ve got to lure the trucks back to the Port Mann. That’s where they belong, they don’t belong on the Pattullo Bridge … The Pattullo Bridge wasn’t built for them. That’s what makes people nervous, if there’s one beside you and then one coming at you.” She added even the truck drivers can’t be happy sitting in traffic on McBride Boulevard, and she supports lowering their tolls on the Port Mann.

Coté said a better way to direct the trucks to the under utilized SFPR and Port Mann Bridge needs to be found. City staff will be having a good look at the numbers for this week’s traffic on the Pattullo when TransLink releases them later this month. “Anecdotally we’re seeing longer queues approaching the bridge, but it’s only been about a week or so,” said engineering department director Jim Lowrie. Staff Sgt. Paul Hyland said the department’s traffic officers did notice a slight increase in traffic around town during rush hours this week, but they believe it had as much to do with people going back to work following the holidays. Now the congregation wants to go back to the larger addition it first proposed, which would allow for another four feet to the extension, so the altar could face the east, the direction the religion traditionally calls for. “You’re supposed to have the altar to the east, but our altar is to the south,” said church parish council president Gheorghe Serban. “Every Orthodox church they’ve got to be like that.” Akhter and Tanya Zainul, who own the home on the southern edge of the church property, were unhappy about the addition back in 2010. They’re still unhappy about it. “It is disappointing that our neighbourhood once again will be dragged into this issue,” said the Zainuls in an email to the NewsLeader. “The proposed extension will cause a direct negative impact to the neighbourhood by lowering the property values and the owners’ use of yards and enjoyment.” Parking and traffic were major concerns in 2010, and they haven’t gone away, the Zainuls said. Burning questions Fraser Valley politicians are voicing concerns about Burnaby’s incinerator, as the Big Bend-area waste-to-energy facility seeks to renew its operating certificate. Patricia Ross, vice-chair of the Fraser Valley Regional District board, says the incinerator’s emission controls should be improved to stateof-the-art technology before Metro Vancouver makes any further moves to build a second incinerator in the region. “How are we to believe them when they say they will operate the next one at the best of standards?” she told Black Press recently. For as long as we’ve been burning garbage there has been debate about the toxics emitted that spoil the air versus the harm to land, water and air of trucking trash to a distant landfill for burial. People in the Fraser Valley have reason to voice concern about incinerators because they already bear the brunt of air pollution as Lower Mainland emissions get funneled up river to Abbotsford, Chilliwack and Hope. The Burnaby incinerator burns 280,000 tonnes of garbage annually, in the process generating enough energy to power 16,000 homes. And while it emits such nasties as lead, chromium, mercury and cadmium, it does so at levels that are only a tiny fraction of the total emitted from all sources in the region. Metro Vancouver says upgrades are currently underway to reduce emissions further, and another $20m in improvements is scheduled over the next decade. Zero Waste advocates say plans for a new incinerator are a waste of money, as the facility will be unnecessary. That day is still a far way off, unfortunately. But shutting down the Burnaby incinerator one day should be everyone’s goal.

A four-point plan to save SD40 For a good laugh—or perhaps a cry—you could read through the columns I’ve written about the New Westminster School District over the years. I’ve wrung my hands so much, fretting over the way SD40 has limped from one disaster to another. It’s hard to believe, but this year is on track to being one of the worst in memory. The school district has an accumulated debt of more than $5 million and has cut teachers and support staff, with more painful cuts inevitable. Tight belts and trimming are a fact of life at any school district, but these should have been avoided. Bluntly put, SD40 has failed. As always, there are explanations. Eventually, even someone who doesn’t even follow local news can recognize a failure. A couple months ago my nephew, who goes to high school in North Vancouver, said, “I heard your high school is running out of paper”—a reference to the fact New Westminster secondary’s operating budget for 2013/14 was already in the red because it had been slashed

from $800,000 to an unrealistic $65,000. My nephew’s words knocked the wind out of me. It’s embarrassing. We’ve already got a derelict high school we’re trying to replace. But now we can’t even afford to run it? People who follow school district issues simply throw their hands up in the air. It’s rare to find an issue so confounding. Why is our school district so unsuccessful? I know many of the trustees on the board, and find them to be smart and passionate about public education. But we need a fix. So, seeing as this is a year in which we’ll have a civic election in November, here is what I’d like to see happen: 1. Long-time trustees retire. about 20. They deserve praise for their hard work and service, but let’s have some new faces with a fresh perspective on the challenges. 2. The New Westminster & District Labour Council (NWDLC) changes its vetting process for candidates it chooses to endorse. A labour endorsement for trustee almost guarantees a spot on school board. With great power comes great responsibility. It’s reasonable for the NWDLC to choose candidates whose views align with those of the labour movement. But those candidates should also have the skills desperately needed for an effective board. Just like building a corporate or non-profit board, SD40 would benefit from people with expertise in finance, strategy, and operations, for instance. Today, three of the four labour trustees are teachers. It would be great to see more breadth. 3. More parents get involved from the high school. The NWSS PAC meetings typically see a turnout that can be counted on two hands. With a school population of about 2,300, the parent pool is hugely untapped.

More parent involvement leads to more accountability and opportunity for information sharing. Capacity is built, with more people engaged in schools and school district affairs. And over time, there’s a larger pool of talent and passion to draw future trustees. Or at least more informed voters. 4. A strong, visionary superintendent is hired. At the end of January, the superintendent’s job opens up as John Woudzia moves on to work at Vancouver Community College. He’s been at the helm eight years, so with a new person comes an opportunity for fresh eyes and with luck, a powerful vision for how to transform this organization from loser to winner. And in the end, if all these things were to come to pass, and the school district continued to be plagued by problems to an unreasonable degree, there can only be one conclusion: running schools in this modern age is too onerous for a small school district to manage. We must amalgamate with a neighbour, perhaps Burnaby. If they’ll have us.

Cartoon missed the point The Adrian Raeside cartoon in the Dec. 13 NewsLeader, depicting LNG, fracking and pipeline interests shmoozing with Christy Clark and the BC Liberals in the inside warmth while a frail person representing social programs shivers outside the window in the cold was a misleading piece of propaganda. However one might characterize the Liberal party in B.C and the developers of Canada’s natural resources, it is ingenuous to imply the benefits of their efforts will not help the poor in all areas of Canada. It is the opponents of resource development who are the real greedies, blind to the benefits of development for jobs, health care, and pensions through the taxes and royalties generated. The greediest want their priorities fulfilled rather than supporting the real source of assistance for the social needs of the poor. The ill-informed propaganda they spread is the real problem in the balancing of the needs

for social services with the few sources of a nation’s wealth. The general understanding of the greedies is that governments create the money for all its expenditures and social services. Dead wrong. Those funds are ultimately derived from the fields, forests, rivers, oceans, minerals and the chain of economic services required to harvest, transport, process and finance those activities. The wealth we currently enjoy is based upon previous generations building natural resource developments such as railways, roads, dams, harbours, hospitals, schools pension funds etc. Population growth far exceeds the rate of growth of natural development, and the taxes and royalties they supply. ANOTHER WAY TO DEAL WITH GLASS It was interesting to read Chris Bryan’s column (You mean I can’t put glass to the curb, NewsLeader, Dec.20). Apparently we now cannot put glass bottles in the blue box. A couple of years ago I stayed in a house in the Netherlands, where they had a similar recycling program to New Westminster. However, they solved their glass recycling with a thick plastic divider in their version of the blue container. One part was for paper and plastics and the other for glass. I think most people will opt for the LE with convenience package that includes 8-way power driver’s seat, heated front seats, three-zone climate control, satellite radio and leather steering wheel to name a few. This brings the price up to $34,480 for the FWD and $36,980 for the AWD. On the road, the AWD system sends power to just the front wheels as often as possible with only 10 per cent of the torque shifting when cornering. The system has the ability to shift or lock up to 50 per cent of the power for better traction but limiting it to times

when it is truly needed helps improve fuel economy. The other part of the fuel economy story is the all-new 6-speed automatic. The official fuel rating for the most popular AWD model is 11.5L/100km in the city and 8.2L on the highway, which is almost a full litre improvement in combined highway/city economy over the 2013 model. The rear suspension has been modified for a slightly more dynamic drive and improved ride. The steering is rather light and vague but the buyers of this type of product will appreciate the ease of use.

Verdict The Highlander is a functional vehicle for young buyers with kids and friends that need to get to practice and carry all the sports equipment that goes with it. Overall, a very good family crossover that will get the job done every day.
