Evergreen Road residents want no part of a low-barrier shelter for homeless people in their neighbourhood. “Just relocate it downtown and the problem is solved!” said one man who was applauded by fellow neighbours. Monday’s meeting wasn’t well attended – about 20 people total – but it was certainly contentious as just over a dozen residents came to voice their opposition. In a nutshell, they don’t want people who are high on drugs or drunk to use the Salvation Army’s shelter on Evergreen. “I already feel it’s a low barrier shelter already,” said neighbour Abby Morris who documents the needles and other drug paraphernalia she finds in her yard. “We don’t need to deal with this in our neighbourhood. Wasting syndrome strikes local sea stars Monday, Milligan and two college students walked the reef to count star fish as best they can. They counted 371 Pisaster with 43 – or just over 10 per cent – in various stages of the wasting syndrome and that included 18 dead. With the low tides, many others are walking the reefs and they’re being asked to watch their footing around diseased stars and not to handle them in an effort to prevent cross-contamination.

“Severed arm… another severed arm, it looks like a crime scene,” says Sandra Milligan as she walks the Willow Point Reef. After apparently avoiding the Campbell River area last year, sea star wasting syndrome is now here and local stars are disappearing at an astonishing rate. “I walked here last month and those big rocks were loaded with purple sea stars, now there are none,” says Milligan, a biology instructor at North Island College who’s hosted intertidal walks along the reef for the past decade. Milligan’s scrutinizing the bigger rocks closer to shore looking for surviving Pisaster, a genus of Pacific sea stars that includes three species that come in colours of ochre, brown, orange and purple. But the rocks nearest shore are bare of Pisaster, a keystone species whose presence helps at least 10 other species of invertebrates thrive due to a delicate balance of

competition. Take away the star fish – hungry predators – and the mussel population starts to boom. That’s what Milligan sees as she walks out towards the reef: More mussels, fewer star fish and the signs of disease on the living. Out on the reef there are numerous examples of star fish – mostly purple – going through the four stages of the wasting syndrome. A white spot a single arm of a plump and very purple Pisaster

is the first sign of trouble. From there it can quickly spread. The star fish deflates, loses its colour and turns into a whitish goo before dying. The disease, believed to be caused by bacteria or virus, was first noticed last year in B.C. coastal waters. Then it was seen throughout the Pacific Northwest, but the Campbell River area seemed strangely unaffected. Scientists point out there have been past

d e cl i ne s i n re c e nt decades of star fish populations, but never to this extent. Now, onceplentiful local star fish are disappearing and fast, especially from the Willow Point Reef. “Where a month ago we had to avoid them as we walked, there were essentially none – a Pisaster wasteland,” wrote Deb Cowper, education manager of the Discovery Passage Aquarium, in an e-mail. Someone is going to get hurt!” The 22-bed shelter on Evergreen is categorized as “high barrier” meaning that visitors must be sober and not under the influence of drugs when they enter each night. But that policy leaves some people outdoors. This past fall and winter, a trial project took place in downtown Campbell River utilizing a portable 16-bed shelter that was set up beside the #1 firehall. It was classified as “low barrier” and operations were managed by members of the Radiant Life Community Church – located across the street – who worked in conjunction with Campbell River Family Services and the Homelessness Coalition. The shelter proved to be quite successful and received a lot of community and business support, as well as the approval of the RCMP

who noted a drastic reduction in calls for service. However, the pilot project is over and that shelter is gone, meaning there’s no low-barrier shelter available. That led to Monday’s meeting spearheaded by the Salvation Army and their supporters on the Homelessness Coalition. The goal was to have a forum to see what neighbours envisioned for the needs of the homeless, but it got off to a rocky start. The Salvation Army and the Homelessness Coalition split the cost to hire a consulting firm to engage the public, but consultants were the last people the residents wanted to hear from. “Why are you asking us about the needs of the homeless? We’re not the experts,” said another man. While a woman added, “Yes, something needs to be done, but I think

we all agree it should be located downtown.” During a meeting in January, the needs of the homeless were specifically addressed by a wide variety of service providers. The consensus of the group was the need for, “An easily-accessed minimal-barrier shelter operating 24/7 under a harm reduction model, offering a spectrum of services on-site, including sobering assessment.” And that led to the Salvation Army being asked to reclassify its Evergreen shelter to make it low barrier. “We would like to be part of the solution…our partner, BC Housing, is supportive of the reclassification,” said Salvation Army Capt. Gordon Taylor in a news release that appeared in last Wednesday’s Mirror. However, at Monday’s meeting, Sean Junglas of the Salvation Army said BC Housing was invited,

but “wouldn’t come.” He also tried to appease the agitated residents by saying that a decision has not been made and their concerns will be noted. He also sided with them in one respect and suggested the shelter could one day be moved. “It’s not an ideal location for a shelter facility,” he admitted of the Evergreen location. In the end, the residents refused to take part in a forum. Rather they wanted their objections noted and passed along to the deciding authorities. Junglas promised to do that. “I know you’re upset, frustrated and ver y concerned…I also want to provide services our community needs,” he said. A second meeting with the consulting group was held Tuesday with local service providers. Details were not available at press time.

Public School Employers’ Association (BCPSEA) met until midnight Sunday, as the union moved from rotating strikes to a full walkout with a “study session” on Monday. BCTF president Jim Iker said a complete strike is “imminent,” after union members endorsed the move in their second provincewide strike vote. Education Minister Peter Fassbender said Monday he is waiting for a response from the union to the latest offer from BCPSEA, which represents the province’s 60 school districts. The Campbell River Head Injury Support Society intends to expand its operations in order to provide its clients with a long-term home. The society plans to build an apartment building next to its Hillcrest House facility as early as next year. We’ve put it to paper – we’ve got some building ideas, we’ve got some drawings of how the apartment is going to look.” The society intends to build a four-storey building with up to 22 rooms that will be a mix of studio suites and one and two bedroom apartments. There will also be offices for community non-profits looking for a place to put down roots.

Councillors expected to be present and accounted for Coun. Ryan Mennie has done “many” great things for our community – both on council, in his employment and in his personal life We say: City – and for that he deserves our thanks. has a history of Anyone offering to stand for public office and endure the subsequent controversy on abuse it opens you up to, deserves our this issue appreciation. His decision to remain on council, however, after he moves to Alberta to take up new employment is a disappointing one. It might be practical

– do we really want to incur the cost of a by-election or operate a shorthanded council – and it might be political – the power balance on our contentious present council will shift – but Mennie’s choice just does not look good. Campbell River has a history of this kind of absentee representation and it was not pretty. A previous councillor continued to serve on council for a significant amount of time and receive compensation even though he was living and working off the Island. A hue and cry was raised over that situation and it sent the message that the community expects our councillors

to be present and accounted for. Coun. Mennie could still govern effectively via electronic media and really, what difference does five months make? But it’s not a comfortable solution, the optics are not right, again, in light of Campbell River’s past history on this issue. When Mennie made this decision, we hope somebody pulled him aside and pointed out how well this was going to go over. If he still believed in his decision, that’s admirable – we want our political representatives to lead with conviction – but he also has to live with the criticism.

What is our return on investment? We are expected to invest, over the next five months or so, about $10,000 into a city councillor who no longer lives in the province, let alone our community. So what, exactly, will we be getting for that 10 Grand? Will we be able to talk to him, directly, about an issue? Will we be able to challenge him on his stand on a issue? Will he be able to physically see, for himself, something that is happening in the city that is of concern to those of us, who actually live here? Will he be directly effected by the decisions he votes on? I think you will agree that the answer, on all accounts, is no. So why this insistence on remaining a member of this council, for the last five months of its sitting? Is it the money? If it is, then there is a serious issue, for that is not a good enough reason for the citizens of this community. It smacks of personal interest and greed, which does not serve the best interest of the taxpayer. I suspect that money may be part of it, but I suspect the real reason is even more base than that. Continuing the disfunction of a 4-3 vote.

So, the teachers go out on strike and everybody is asked to take sides. With social media that becomes even more imperative as supporters and detractors alike post strongly-worded opinions about the situation. I find it interesting how there’s an element of arm-twisting to their statements: “The teachers need our support because they’re fighting for our children’s education...” or: “Send those blasted teachers back to work, give me their salary, I’d take it...and the two months’ off in the summer to boot!” There’s no middle ground. There’s nobody saying, “Does anybody feel the teachers are being shafted by the government or should they really be content with what they’ve got? Does anybody have any feelings on this? I’m having a

hard time knowing just what to think.” No seeing both sides of the situation or being undecided because there may be valid points in either camp. Nope, “yer either fer us or agin’ us.” Is our education system a bleeding mess? Well, no actually. Our education system is actually pretty good. It’s not the best but it’s far from the worst. In fact, according to one website, Educate Every Child on the Planet, Canada has the ninth best educational system on the planet (seventh in another ranking). Ninth. Now, of course, that’s a national average, given that Canada has 13 educational jurisdictions. Could it be better? Yes, of course it could be better. Should we be content with ninth? Well, no of course not. But the world isn’t going to end.

So, what thoughts do I have about the strike? First of all, full disclosure, my kids have been and are home-schooled (but through the provincial education system, so we are affected by the strike). But what occurs to me with the strike is how labour strife only seems to affect our public institutions these days. Maybe it’s because we now no longer have a unionized major employer (the pulp and paper mill) but it seems like the only people battling it out on picket lines are public sector employees. Private sector workers have long had to deal with market realities and settle for a lot less. Public sector workers still have the ability to wield the walk out stick to further their aims. But they lose a lot on the moral ground if they strike. It’s not just shut down the mill and deprive

the employer of income. Teacher strikes threaten a student’s educational year. It’s another one of those situations where we need to know how much is enough? How much does a quality educational system cost? And if that is important to us, then we need to tell government to buck up. If it isn’t, if keeping our taxes down to a certain level is more important, then quit complaining about the poor education system we have. You get what you pay for. The big problem with this is, whether a settlement is negotiated or imposed, either way, we’re probably going to have to go through this again. The biggest failing of our education system is the F we get for our inability to run our schools without educators and administrators butting heads regularly.

I can’t believe that Ryan Mennie is moving to Alberta but saying he’ll stay on council until November. Why? Leave that position vacant, I’m sure that it’s a real possibility. The record shows (both written and video recorded) that Councillor Mennie followed the lead of both Councillor Adams and Moglove, over the past two terms. Rarely did he show any independence from their stands, remaining a part of the “4” side, of a one-sided vote. His resignation would change that dynamic, with the chance of a 3-3 vote to happen, more often than not, a vote that could be broken by the mayor and land in a direction opposite of what Adams and Moglove would want, in their continued drive for personal power and influence. It is an election year and there is, in fact, very little that will be accomplished in the next five months that would really make much of a difference, other than leaving a mess or a legacy for the next council. Regardless, the requirement for Ryan Mennie to remain on council is nil, as his participation offers no real return on our taxpayer investment. Caring for Reptiles The lot of a reptile captured or bred for the pet-store trade is grim. The trip from the breeder or dealer is typically cramped and unsanitary, and many reptiles do not survive it. Those who do will probably have health problems that don’t show up until months later. Unfortunately, reptiles are perceived as requiring minimal care rather than specialized care, so they’re big business. Snakes Depending on the variety, snakes can live for decades and grow to lengths in excess of 5 feet. They require at least a 30-gallon tank, frequent checkups, and care by a veterinarian who specializes in reptiles. Fresh water and a spotless environment must be provided at all times. Most are carnivorous. They are susceptible to a variety of parasites as well as blister disease, respiratory and digestive disorders, and mouth rot. Strictly controlled daytime and nighttime temperatures and the careful application of pesticides are required in order to guard against mite infestations. Iguanas Green iguanas are some

of the most frequently abandoned companion animals, likely because people find out too late what is required to care for them. A properly cared-for iguana can live for more than 20 years and grow to be more than 6 feet long. The enclosure for a full-grown iguana should be at least 18 feet long, humidified, and maintained at a particular temperature with specific timetables for darkness and ultraviolet light. Common problems for captive iguanas are metabolic bone disease from calcium deficiency, mouth rot, respiratory disease, abscesses, and ulcers. Wild iguanas do not suffer from any of these illnesses. They’re also strict vegans, limited to a very specific range of greens and fruits. Costs for food, an enclosure, lighting, and vet bills can total hundreds of dollars per year. It takes about a year of daily interaction to socialize an iguana, and even then, sexually mature males will be very aggressive six months out of the year if they see their own reflections or if confronted with other iguanas. Geckos People who would never take on the commitment of a 6-foot iguana might be interested in geckos. Sadly, these are very popular reptiles in pet stores. These

small, frail-looking lizards can often live up to 30 years and require a very particular environment without the slightest variance in temperature. They feed on insects and baby mice. Although wild geckos are found throughout temperate and tropical regions of the world, most of the ones offered for sale are captive-bred. Turtles In contrast, most of the North American species of turtles available in pet stores have been taken from their natural habitats. All other species are probably captive bred—most likely in Louisiana, which has nearly 60 “farms” that exported 11 million turtles in 2000. Since parasites, bacteria, and fungi prey on weak or stressed turtles, the health of a store-bought turtle is questionable. Just like any other reptile, a turtle’s needs are very specific: thermostatically controlled temperatures, enough water to swim in, a large housing area, and a varied diet. The average lifespan of an aquatic turtle is 25 years, while a land tortoise could outlive you.

Award winning Czech children’s choir to perform in Campbell River

As in previous years Island Voices Chamber Choir is thrilled to be sponsoring a choir from afar, that will be travelling to Canada to perform at the Kathaumixw Choral Competition in Powell River. Campbell River man blames city sewer for road conditions KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

Campbell River resident Richard Paquette says he has been waiting 14 years for the city to fix his street. Paquette, who lives on Spring Road, said his road is full of cracks and potholes and the city has done nothing to improve the street. He said the problems began after the city hooked up his neighbourhood to the city sewer line. “Before, it used to be nice and smooth, no damage, easy to ride on,” Paquette said. “Now it’s like a washboard. “They dug up the road 14 years ago to put in sewers. The asphalt is smashed. I want it restored to the way it was before they installed the sewer system.”

Paquette said his taxes are going up every year and he asked council at its June 10 meeting how much longer he will have to pay until the road is fixed. “I don’t know how many more years we have to pay more taxes before we get the street back the way it was,” Paquette said. “That whole street should have been repaved, the way it was before it was touched.” City Manager Andy Laidlaw said he couldn’t give Paquette a definite timeline on how long it will be until the city gets to Spring Road. Laidlaw said when the city lost significant tax money from the mill, it had to cut back on several services, including the road overlay program. He said re-instating the program will be up

for consideration by council during 2015 budget planning at the end of the year. “If there is funding, which I hope there will be, projects will be prioritized and if your road is one of the worst conditions – and I know there are a lot of roads in poor conditions – that work will be undertaken,” Laidlaw said. “I can’t tell you when your road is going to be done. I can tell you that until 2015, our road program is essentially for patching and dealing with potholes.” That didn’t sit well with Paquette, who noted that the city found the money to improve the road through Willow Point. That work was completed in 2011 with grants from the provincial and federal governments and before the

Damian Brown owed the city $3,164.60 while Jennifer Maguire owed $2,014.41 Dennis Brodie, the city’s finance operations supervisor, said the money relates to a car crash that the city has decided to write-off. “This outstanding account relates to a single motor vehicle accident in 2008 which resulted in damage to city infrastructure,” Brodie said. “There have been numerous attempts to contact the responsible party with no success. The account was referred to a collections agent who also had no success in collecting any of the amount outstanding.” With no options left, councillors made the decision at the June 10 council meeting to write-off the account. Coun. Andy Adams asked Brodie if the pair owned any property, or if there was any other kind of recourse, that

the city could followup on. Brodie replied that the city can’t legally go after the pair through property tax because the money owing is not on Brown or Maguire’s own property. “No, we don’t have any record of these folks and even if we did, the Community Charter only allows for monies owed to the city to be collected through means of taxation if it’s on the specific piece of property that they own,” Brodie said. “So even if they were present, that wouldn’t be a means to collect.” Council was also forced to forfeit a further $4,992 related to two other outstanding accounts. Council wrote off $1,271.02 from West Coast Helicopters from an incident which dates back to 2009. Bro d i e s ai d t h e account relates to a property lease on Tyee Spit. “Staff suspects an error in billing related to the transfer of receivables from our old accounting system to the Vadim system in 2009,” Brodie said. “ There exists no

documentation on file related to this particular charge and the customer has stated this amount was paid, and all subsequent billings to West Coast have been paid in full on a timely basis.” The final write-off was $3,720.99 from ICB C, relating to another car accident, this time in 2013 which damaged the Brewster Road bridge. Brodie said ICBC disagreed with the $9,985.37 invoiced from the city. “ICB C conteste d some of the amounts charged related to engineering inspection of the bridge (after) the accident because the city has a regular inspection program in place for its bridges, and ICBC took the position that an inspection would have been necessary regardless of the motor vehicle accident,” Brodie said. “The city agreed to settle the claim for $6,264.38 – leaving the amount of $3,720.99 outstanding. As a settlement agreement has been reached with ICBC, the outstanding amount is uncollectible.”

GOLF Weekly The Top Ten Mental Game Tips For Better Putting 1. Never take the second putt on the practice green. If you miss it, you get to experience the three putt, which you simply don’t need in practice. 2. When you’re practicing, try putting with your eyes closed. And them guess where the putt finished. Was it short-right? Longleft? Or in the hole?! Besides being quite a fun thing to do, over time, this will massively improve your feel. 3. Don’t drop 3 balls on the practice putting green and putt from the same spot. You need to reinforce the feeling of “I only have one chance” like you do on the golf course. 3 balls gives us the same feeling as we have on the driving range, where we get too comfortable, knowing we always have another shot. You need to feel and practice under a little pressure. 4. Practice using a smaller hole. Try putting a tee in the green so it covers one third of the hole. Then putt to this hole. I find this good to do before a round. After putting to a small hole for 5-10 mins, it’s amazing how much bigger the hole looks when you’re out on the course. 5. When reading the green, use all your senses. In addition to using your eyes, try to sense the ground under your feet as you walk round the ball (don’t just look at a putt from behind the ball). It’s amazing how much more you’ll learn about the putt for both line and speed. 6. Pick your spot for accurate alignment. Once you have committed to

1938 - 2014 Laurel passed away peacefully after a courageous battle on June 11, 2014 at the Campbell River Hospital, BC. She was a loving, kind and accepting woman whose devotion to her family was unparalleled. She will be greatly missed by her family and friends. Laurel was born and raised in Flin Flon, MB. While growing up in Flin Flon, she enjoyed ballet dancing, participating in school musicals, curling and teaching swimming lessons. She especially enjoyed family gatherings with her large extended family. As the oldest of her generation, she was much admired by her many younger cousins. She attended Teachers College and began her life long career as a teacher. She married her husband George in 1965 and moved to Thompson, MB. They created a life in this northern town, raising their daughter until they retired to the community of Campbell River on Vancouver Island. In her retirement, she dedicated her time and found great satisfaction in supporting organizations like the Mountainaire Avian Rescue Society (MARS), the Willowcreek Watershed Society, and the Wildlife Tree Stewardship Program. She loved to be surrounded by nature, tending to her garden, taking walks, beachcombing and watching the eagles. She had a passion for the arts and embraced music and dance. Left to mourn is her husband George, daughter Darcy (Paul) and her beloved granddaughter Cassidy. She is also survived by sister Sharon (Neil), brother Don (Jeanette), sister-in-law Kathleen, aunt Helen and numerous nieces, nephews and cousins. Laurel’s Celebration of Life will be held on June 21, 2014 at 1pm at the Campbell River United Church, 415 Pinecrest Road with Rev. Wayne Hughes officiating. Cremation has taken place. Please join us for a luncheon following the service. Swim team has a whale of a time

The Campbell River Killer Whales headed to Nanaimo for the Vancouver Island Regional Championships June 6-8. In similar fashion to the rest of the season, they made everyone take notice with their fast swimming and loud cheering. Thirty-six swimmers represented the Killer Whales on the weekend ranging from eight-year-old rookies to 20-year-old veterans of the sport. Senior swimmers, Connor Milligan and Taylor Padington did made sure that all the younger swimmers were

part of every cheer and excited for every race. Some of the stars of the meet were Sophia Simard and Kira Dunn making their VIR debut and going best times in every race. Simard took off over 20 seconds in her 200 Freestyle, while Dunn took off time in all of her swims, and swam up on the older girls relays all weekend. Brendan Kobayashi and Carson Dunn were the standout boys of the weekend, with Kobayashi winning two medals in the 100 butterfly and 200

butterfly both in season best times, while Dunn won three gold and four silver medals in the 10 and under category. CRKW had a bunch of swimmers that achieved new qualifying standards on the weekend: Lilan Forsyth AAA standard 200 backstroke, Maya Ruehlen AAA standard 800 free, Jenna Beaudin AGN standard 400 IM, Melayna Beaudin AGN standard 200 backstroke and 100 backstroke, Cianna Dunn AGN standard 200 butterfly and Jasmine Skuse AGN standard 400 IM.

Telus won’t remove pipes blocking Willow Creek Kristen Douglas

Telus does not want to remove equipment in Willow Creek that is obstructing fish passage, according to the city.

Telus has a duct bank under the bridge that crosses the creek on the Island Highway near Rona. There is also an abandoned water main and an abandoned sewer,

it would need to come up with a permanent solution and that the work be completed during the 2014 fish window which is between June 15 and Sept. 15. Jennifer Peters, the

city’s utilities manager, said the city assumed all three pipes were abandoned and could easily be removed. That turned out not to be the case. “In May 2014, Telus advised staff that the

Telus infrastructure was active and that removal and relocation of their infrastructure would be extremely expensive,” Peters said. “Telus has let staff know that removing the duct bank would cost in excess of $1 million and the work would have a significant impact on its customers. “Telus has confirmed that they will work with the city to develop a solution to the concerns raised by DFO (Fisheries and Oceans) and the streamkeepers.” Coun. Larry Samson said Telus, a billion dollar company, should be held accountable. “While this is a costly thing, I think we have to ensure Telus does the right thing and if it can’t be removed then we have to ensure the creek becomes, I’ll say, habitatfriendly,” Samson said. Peters said the city will work with Telus, DFO, and the streamkeepers to come up with a solution and will request financial assistance from Telus for part of the work. Ron Neufeld, the city’s general manager of operations, said the city will ensure work on the pipes does not conflict with the pink salmon run. “We’re very aware of the perspective of the local stream stewards in terms of getting the work done as soon as possible to ensure minimal conflict with the pink returns,” Neufeld said. The city plans to have all of the work completed in 2014.

New Hyundai dealership in the works The owners of Hyundai are building a brandnew dealership in north Campbell River, but first they have to work around a road block put up by the province. Owners Gary Thulin and Scott Kilby took possession of property on Meredith Road – the future home of the new Hyundai dealership – on April 1 and were ready to begin construction. But the province stepped in and put a freeze on the property before shovels could go into the ground, Thulin said. “The province decided in their wisdom they wanted a Stage Two environmental report which has of course delayed us,” Thulin said. “We’re waiting for a letter to come back from the province to release the property so that we can start the construction.” The property in question is next to the North Island Nissan dealership and formerly housed a boat repair business. Chris Osborne, city planner, said the province is concerned about the possibility of site

contamination generated from former industrial use and requires environmental studies be carried out. Thulin said Levelton consultants have tested the site and given it a clean bill of health and he was surprised the province asked for further testing. “The initial Stage One environmental that came back didn’t really show anything that warranted a Stage Two from any of the experts, including Levelton, but the province at the last minute, on March 26, decided they wanted a Stage Two,” Thulin said. Thulin said the report requested from the province has been provided and he expects to hear back soon, and have the freeze on the property lifted. “Our contractor is sitting there waiting and we would like to get him started,” Thulin said. “As soon as we get the letter of removal from the province we can get started on construction.” The new Hyundai is expected to have a fullinfiltration rain garden along the Meredith Road property line, in front of the dealership, with large ash trees. Doug has just recently taken over the helm of the Campbell River Thrifty Foods and is excited about continuing the company’s involvement in the community. After 31 years with Thrifty Foods, Doug has worked his way to the top, starting out as a bag boy in the Fairfield Thrifty Foods in Victoria. He worked his way up from his start in groceries by first transferring to produce and then becoming produce manager. After that he progressed to head office and became produce merchandiser before entering the Store Manager Training Program. His first assignment as a store manager was the Parksville Thrifty Foods around October 2006. After that he did a brief stint in Nanaimo’s Brooks Landing store before transferring to Campbell River.
