Premier shuns refinery decisions to avoid conflict Jeff Nagel Black Press Premier Christy Clark is stepping aside from any decisions related to new oil refineries after the emergence of a new refinery proposal involving her exhusband.

Mark Marissen has been hired as vicepresident of Pacific Future Energy, which today announced plans to build an oil refinery in Prince Rupert.

“I learned that this proposal was going to become something real last week,” Clark said, adding she then contacted the provincial conflict-ofinterest commissioner for guidance.

Pacific Future Energy is the latest company pursuing the idea of refining bitumen from the Alberta oil sands before it’s loaded onto tankers so there’s less risk to the marine environment waters in the event of a spill.

Victoria businessman David Black, owner of Black Press newspapers, has spearheaded a similar refinery proposal, to be located between Kitimat and Terrace.

Black’s Kitimat Clean plan could use bitumen coming from the Northern Gateway pipeline – if it’s built – or else it could aim to build a separate pipeline or use trains carrying oil by rail.

Black continues to seek a $10-billion loan guarantee from the federal government to satisfy potential international investors.

“It is my understanding that this proposal doesn’t depend or isn’t linked to any pipeline proposal,” Clark told reporters Tuesday.

She will refer all government deliberations on any refinery proposal to Finance Minister Mike de Jong. The conflict-of-interest rules for MLAs do not specifically cover spouses, but say MLAs should recuse themselves if

a situation is likely to lead to a perception they may personally benefit. NDP finance critic Mike Farnworth called it the right decision.

“It’s important that the premier is held to a higher standard,” he said.

The B.C. Liberals 2013 election platform backed the concept of Black’s refinery plan and pledged to support its development.

“The good news to me is their interest validates our value-

There have been no further talks on joining forces, he said.

Black said he’s not concerned about provincial bias arising from Marissen’s role.

“I’m not asking the province to pick a favourite or anything but I do hope they endorse the concept and provide funding for the concept so we can move ahead.”

Black said he’s been told by federal officials that a loan guarantee from Ottawa is possible – but only if B.C. also backs it.

“It comes down to whether the B.C. government is keen on championing this kind of project and has money for it.”

Cruising Vancouver Island’s “Wild West” Coast on the MV Uchuck III’s Kyuquot Adventure

Pods of kayakers hug the shorelines, eagles cruise overhead, diving down to grab fish close to the surface. Cameras are working overtime and you’re only twenty minutes out from the dock as the aroma of fresh baked muffins and coffee wafts up from the galley below.

Stopping at fish farms, supplies and food are dropped off for both the employees and the Atlantic salmon that are being raised in open net holding pens. Standing close to the action, guests watch the First Mate deftly man

the controls of the cargo winch as it lifts supplies from the cargo hold and drops them onto the dock, taking into consideration tide and wind effects on the vessel.

Heading further down Tahsis Inlet stops are made at resorts and logging operations to drop off much needed supplies. These drop offs are informative for those interested in resource industries as well as those who are more interested in the environment. It’s also an opportunity to engage in dialogue with the boat’s crew as well as workers on the dock as they work offloading supplies.

Up to this point the vessel has been

A trip aboard the MV Uchuck III gives visitors a glimpse into a unique maritime way of life.

The coves and inlets of the rugged northwest coast of Vancouver Island are home to remote logging camps, fishing resorts, fish farms and coastal communities.

All of which have no road access and rely on Nootka Sound Service and its MV Uchuck III to deliver everything from groceries to fuel on a weekly basis.

GOLF Weekly The Top Ten Mental Game Tips For Better Putting 1. Never take the second putt on the practice green.

If you miss it, you get to experience the three putt, which you simply don’t need in practice.

2. When you’re practicing, try putting with your eyes closed.

And them guess where the putt finished. Was it short-right? Longleft? Or in the hole?! Besides being quite a fun thing to do, over time, this will massively improve your feel.

3. Don’t drop 3 balls on the practice putting green and putt from the same spot.

You need to reinforce the feeling of “I only have one chance” like you do on the golf course. 3 balls gives us the same feeling as we have on the driving range, where we get too comfortable, knowing we always have another shot. You need to feel and practice under a little pressure.

4. Practice using a smaller hole.

Try putting a tee in the green so it covers one third of the hole. Then putt to this hole. I find this good to do before a round.

After putting to a small hole for 5-10 mins, it’s amazing how much bigger the hole looks when you’re out on the course.

5. When reading the green, use all your senses.

In addition to using your eyes, try to sense the ground under your feet as you walk round the ball (don’t just look at a putt from behind the ball). It’s amazing how much more you’ll learn about the putt for both line and speed.

6. Pick your spot for accurate alignment.

7. Play the putt with your practice strokes.

With your practice strokes, instead of making them a general practice of your putting, actually play the upcoming putt in your mind. With each stroke, imagine the ball coming off the face and rolling towards, and into, the hole.

This will increase your confidence by visualizing the ball going in, and give you a sense of the speed of the putt.

8. Develop a very strong pre-shot routine, which you stick to every time.

If you break or miss any of the steps, START OVER!!! Putting is a game of confidence and knowing you have done everything correctly will give you that confidence you need to hole more putts. Do everything the same down to the number of practice strokes.

9. If you stand over the ball and second guess the line (or anything else), step away immediately and go through your pre-shot routine again.

You will kick yourself afterwards and create negative emotions.

Only when you are 100% sure, should you pull the trigger.

10. Get zoned in.

Once you are over the ball and you have gone through your routine, your body and mind know the speed and line. Focus only on your “spot” and hitting the ball in the center of the putter.

Snowden is also the home of The Campbell River 50 km Trail Challenge. This annual event features some of the best trails we have to offer and is a test of any rider’s stamina, both physical and mental. Comprised of two loops, the actual loop length is 27km for a total of 54km.

Pump House The Pump House Trail was the first true mountain biker’s area in Campbell River, built by riders for riders. Suitable for the beginner with a little experience, yet with some challenging sections for the more seasoned rider.

The club hosts group rides, trail days, organized rides to other communities, and good times for all. The River City Cycling Club has a unique working relationship with BC Parks land managers and works directly with them for mutual stewardship and maintenance goals of the existing trails that exist in the parks area.

Riding on the Wet Coast If you have to ride during periods of sustained precipitation, choose trails that are rocky and well drained. The Pumphouse trails are well suited to wet conditions and are underrated for their fun factor.

In Campbell River we have three main riding areas, Snowden, Pump House and The Beaver Lodge, and a couple of lesser used areas, Menzies Mt., McIvor Lake and Woods Creek. There are numerous other areas of trails, however most are not bike friendly, either because of terrain or use restrictions. We are fortunate that our trails remain snow free most years except for a couple of weeks mid-winter. In the summer there can be a shortage of water for our four legged riding partners.

It is not uncommon to see deer, elk, bear and occasionally a cougar in any of our riding areas. Please be respectful of the inhabitants and carry out any litter. Also be aware that in most of the Snowden and on Menzies Mountain, help is many hours away in the event of serious injury. In the event of an unrepairable mechanical, the walk out can take

This is our largest area with over 100 kms of trails. This is a cross country and all-mountain area, well suited to 5” travel bikes. Although Snowden Forest trail difficulties range from Green Circle to Black Diamond, these trails are not well suited to the absolute beginner rider, as most of the trails are challenging with technical features.

The trails traverse a variety of terrain, from dense forest to open rock bluff with incredible views. Unique to this area is the almost total absence of roads. Most of the trails are signed and marked for the preferred direction of travel, although most can be ridden in the reverse direction by a strong climber. The trails of the Snowden Forest are designated for non-motorized use, so leave the quads at home.

The River City Cycle Club and the Ministry of Tourism, Culture and the Arts (MoTCA)

Trails are in forest and on open rock bluff, the entire area is within Elk Falls Provincial Park and the trails are recognized by Parks for bike use. A competent rider with a knowledge of these trails could cover them all in a couple hours easily.

The Beaver Lodge Quite flat and with many of the “trails” built on very old rail grades, this is the area most suitable for the family or complete beginner. A strong rider with area knowledge can ride everything “the Beav” has to offer in a little over an hour. There are a few hidden gems in the “Beav” with technical features that will challenge most riders.

Other Areas McIvor Lake/Skidmarks. This area comprises mostly intermediate trails.

Woods Creek has a small network of fairly easy trails with little elevation gain.

Woodsman’s Wilderness Trails on Menzies Mountain are Campbell River’s newest and most remote riding area that contrasts the mountain’s rugged “working forest” character with its pristine subalpine meadows, mountain views and exhilarating descents on the way down.

If you are pedaling up, expect a long, steep and rough access road climb of an hour and half to the start of the trail. The descent is a long XC and technical DH trail from the end of the road access back to the starting point, with some optional but highly recommended trails in the lower elevations, such as Fauxhawk.

The trails vary in difficulty throughout the descent, but riders should be very comfortable with technically difficult DH trails before attempting to ride this remote area. Many riders take over five hours to complete the round trip, however a seasoned rider can complete a loop in half that time.

Woodsman Wilderness Trails are not maintained by the River City Cycle Club. Trail conditions (including snowpack) and hazards will vary with the season. Ride within your limits and at your own risk! (Note: Mohawk will NOT appeal to any but the most skilled and risk tolerant riders.)
