A citizen satisfaction survey conducted in 2013 for the Town of Creston seems to indicate an increased satisfaction level among residents. “While there are some areas where we can make comparisons to the results in 2009, we need to be careful as some questions are different, and we are dealing with a different sample size,” Bhar Sihota, who works on contract for the town, said at the June 10 regular council meeting. “The differences between the two surveys have not been statistically tested to determine significance.” Sihota said that quality of life was described as good or very good by 89.4 per cent of the respondents — 384 of the 1,000 surveys sent out randomly were returned, for a response rate of nearly 40 per cent — up from 79 per cent in 2009. On the topic of safety, 81.3 per cent said they feel the safety in their neighbourhoods is good or very good, up from 75 per cent in 2009. One of the largest swings in attitude came from questions asking about whether the Town of Creston is doing a good job in the area of customer service and communication. In 2009, only 43 per cent agreed or strongly agreed. The percentage increased to 61 per cent in the 2013 survey. See TOWN, page 5

Centre Stage — Theatre BC’s Kootenay Zone festival held in Creston last month — Footlighters Theatre Society is raising funds to take the show to the provincial competition, Mainstage. One fundraising effort is a garage and bake sale, which will run 9 a.m.-1 p.m. June 21 at the red grain elevator on Northwest Boulevard. At Mainstage, held in Kamloops July 4-12, Almost Golden will compete against six plays and one musical from around the province. The July 7-9 trip is expected to cost about $6,000 for the 12 cast and four crew, who will transport the entire set from the Creston production to Kamloops, where they will perform for an adjudicator at the Sagebrush Theatre on July 9. Footlighters will chip in $1,500, and Theatre BC’s Kootenay Zone has contributed $1,000, but the organi-

A 25-year-old nurse from Fort Steele was named the region’s best vocalist in the final edition of Kootenays’ Best Singer, which ran Saturday at the Prince Charles Theatre. Tyrel Hawke, who also competed in last year’s regional contest, was declared the winner by the evening’s three judges, all from Alberta: Canadian County Music Award-winner Duane Steele, musical theatre director Rachelle Sugden and voice instructor Tekarra Roach. Hawke’s rendition of Leonard Cohen’s Hallelujah in the first round — “I do just a different twist on the end, which I enjoy,” he said — easily took him to the second, and his crowd-pleasing Feeling Good, as covered by Michael Bublé, propelled him into first place. “All the singers were fantastic,” said Creston producer Vern Gorham. “But there is no question that Tyrel brought a bit extra. There is no question that he was also the people’s choice, as he was the only singer to get a curtain call.” Hawke previously competed in the 2013 Cranbrook’s Best Singer contest, placing in the top two and moving on to the regional contest, held last year in Cranbrook. He landed in the top six, with Nelson’s Charlie PearsSmith taking the top spot. “I thought I had it in the bag — but I didn’t,” he said. Having started taking piano lessons when he was four, and becoming more inspired by a high school teacher’s composition class, Hawke was thrilled to take the top spot in the region. “I’ve worked really hard at it,” Hawke said. “No feeling beats being on the stage.” Fifteen singers performed in this year’s regional contest, with the top three from Creston’s Best Singer — Cara Waddle, Taya Blackmore and

Tamara Leavitt — taking on two from Nelson’s Best Singer and 10 others, gleaned from last year’s contest. Waddle ended up placing in the top six, with Fernie’s Maria Landa placing second and Nelson’s Emma Chart coming in third. Both East Kootenay and West Kootenay contest plans fell through this spring, after Gorham tried to enlist the help of other groups to take on the contest. A new job as a financial advisor has left his with little time to continue the contest series, and he announced that Saturday’s would be the last under his leadership, although he would like to see it continue. “It is a fun event, and allows people of all ages to share their musical abilities,” he said. “If someone who was tied to a non-profit, and therefore could qualify for grants from the various foundations, ran this, it could be a great fundraiser.

“There is still a lot of untapped potential for this contest, but it is simply too much for me to do by myself, and it’s time for me to move on to hopefully let other more qualified people run with it. But I hope it continues, because I love listening to people sharing their talents.” After holding the regional competition in Cranbrook in 2012 and 2013, he was pleased to hold the final contest in Creston, back where he started Creston’s Best Singer four years ago. “It was a pleasure to be able to bring some of the great Kootenay talent here to Creston,” he said. “Especially since this is my last show, I wanted it to be at home. It gave me a chance to say goodbye around the people and community I care most about. It was an honour and a privilege to be able to do so. “Also, this is where it all began. It is fitting that this is where it also ended for me.”

At that point, the victim called the RCMP, which has forwarded the information to the Canadian AntiFraud Centre. On June 12, the story had a more unfortunate ending. A resident of the Yahk area responded to an email informing him he had won $1.5 million in a lottery. To collect he was required to send a processing fee in the amount of $20,900. He did. Upon notification, the RCMP

again forward the complaint to the Canadian Anti-Fraud Centre, which determined that the money had indeed been sent out of Canada and to the Philippines, and it is unlikely it can be recovered. “These are very frustrating cases for police officers,” Gollan said. “To see trusting people being made victims in this way is very sad. I encourage all readers to be very skeptical when they get demands, requests or offers of money, especially over the Internet or by telephone. Recreational and fitness opportunities were given a good or very good rating by 88.6 per cent of respondents. If there was a cautionary message from those responding to the survey, it was on the subject of property taxation. Two-thirds said they preferred to maintain current property tax levels even if it means reducing levels of municipal services. “It is always good to see that people are generally satisfied with their local government,” Mayor Ron Toyota said. “But this information is also a valuable tool when we are creating budgets, policies and strategic plans. It helps us set our priorities.” Council Briefs •A request from the Ingham Arts and Culture Centre Society for a break on property taxes was referred to a future committee of the whole meeting. In 2013 the society was not granted a reduction or exemption after council set a cap on the total property tax exemptions it would approve. The society was told at the time that it was not granted an exemption because it was not operational. A renewed request includes information about activities that benefit the public, and an explanation that the parking lot south of the building is used by the general public and local businesses. An addition to the town’s permissive tax exemption policy in 2013 says, “Council will now consider applications for permissive tax exemptions every three years and only advertise and accept new applications for consideration for in-between years if cap room exists or becomes available.” •Toyota said that he had received about 80 messages regarding the recent broadleaf herbicide sprayed on Burns, Centennial and Millennium Parks. The issue was referred to a future committee of the whole meeting, to which Karolyn Whitford, who organized a petition against the spraying, and others will be invited.

And the government has kept appealing, and continues to do so, spending your money and mine on a losing battle that wins them time. What they plan to do with that time is anyone’s guess. I don’t think there is any doubt that teachers have come down a long way in their salary demands, but the unknowns about class size and composition still mean that any negotiated settlement is going to cost taxpayers a lot. If this, or any government, is truly determined to rein in public sector wages, it might look at creating an equitable system that works from top to bottom. It’s hard to tell front-line employees that they aren’t getting the increases they want when they show a great willingness to bump up compensation for deputy ministers and assistants, and use patronage appointments to reward friends of the governing party. Why not bring in legislation that restricts each and every person in the public sector to a cost of living increase only? No more salary negotiations or increases beyond that for, say, 10 years? Make it include MLAs and administrators and crown corporations. No more performance bonuses, no more increases to perks and benefits. I could live with that and I suspect a lot of taxpayers could. Not that it solves the key to this whole mess, the arbitrary removal of class size and compensation from these current negotiations. Sixteen teams enter triathlon

We had the third annual Just-Tri-It triathlon the first Saturday in June and it sure feels good to be at the “third annual”. I remember telling you a couple years ago about the advent of the event and calling it the first annual, which, as we know from seeing many events come and go over the years, could be construed as a bit brazen in assuming it would become an annual event. That’s ancient history now as the triathlon has become accepted and looked forward to by a number of individuals and teams each year. The brainchild of our head fitness technician Tia, she organizes the whole thing and with the assistance of many volunteers makes it a reality for those brave of heart souls that like to swim, bike and run really hard for like an hour and a half. This year we were up about 12 participants from 2013 but the interesting thing is there were less individual participants and an increase to 16 teams from 11 the year before. That’s the neat thing we are seeing — it has become less of an elite athlete sport and more a team experience with a wide range of ages and abilities scattered throughout, typified by one team whose swimmer was 80 years old (and still swims

faster than me). Many people performed on a team with the hope that they will possibly do it on their own in upcoming years. The camaraderie and support the participants and volunteers provide to each other is also really great to experience.

Louie ‘author of his own misfortune’ To the Editor: I carefully read Lorne Eckersley’s column, “Facing the Challenge Headon” (May 29). I agree with Lorne that mental illness, like depression, is a stigma that is not easily understood, let alone easily rooted out of our social conscience. I also agree with him that Chief Jason Louie has struggled in his life with a mental illness, but that is where Lorne and I part company. Lorne went on to depict Louie as a victim that has been treated cruelly by his people and family for reasons unbeknownst to him. Louie is the author of his own misfortune, however. As a Lower Kootenay Band member, there are valid reasons why Louie has been shunned by some of his people, including his family members. A simple question-and-answer session with band members or a journalistic investigation by Lorne would reveal the reasons. Louie has looked after himself remarkably well these past four years

while suffering from a mental illness and post-traumatic stress disorder (PTSD). After living on the Lower Kootenay reserve, and being under Louie’s so-called “leadership”, I now have PTSD. For Lorne to say that Louie has left the Lower Kootenay community a better place than when he started depends on which band member you talk to, but the public needs to know that there is another side of the story that Lorne failed to mention. Canada’s b’day worth celebrating To the Editor: I would like to take this opportunity to wish a happy birthday to a very beautiful lady who will be turning 147 years young on July 1. She truly is a real sweetheart indeed; we all love and respect her greatly and in return, she takes care of us. We are so fortunate to live in such a

lovely and unique country as Canada because there are some places in the world where people don’t get enough to eat and are exposed to poverty, war, famine and disease. This is why I’m thankful for what I have (as everyone should be). Also, lest we forget our veterans who fought to defend freedom and democracy against fascism, along with terrorism, and to those who made the ultimate sacrifice, we will be eternally grateful. In conclusion, I urge everyone to come out and celebrate Canada Day, as well as your heritage, whatever it may be (I am French myself, and politically conservative). However, politics aside, we Canadians are one big happy family in which the human spirit can, and will, overcome any obstacle, regardless of how difficult it may be. And never forget the legacy of Sir John A. MacDonald, the Father of Confederation and our nation’s first prime minister. Incidentally, Jan. 11, 2015, will mark the bicentennial of his birthday. Democracy is one of the world’s most valued institutions. It gives every person a chance to voice their views through the ballot box and in between elections. In Ukraine, an election resulted because tens of thousands of people congregated in Kyiv’s Maidan, the city’s

One hundred people died for the cause of a government being accountable and responsive to the public. With an election set for May 25, among escalating tensions in the eastern regions of the country, the world sent its largest election observation mission in history, over 1,100 people with the Organization for Security and Co-operation in Europe alone. I was one of them. Unlike the 2012 parliamentary elections that I observed, this one was conducted freely and fairly and lacked some of the nationwide systemic intimidation found just two years ago. However, that cannot be said for Donetsk and Luhansk, where conflicts continue. Before leaving for Ukraine, I was in our provincial legislature. There, I was

speaking out for my constituents’ local food security, agricultural land and businesses. Bill 24 proposed to systemically destroy the Agricultural Land Reserve in the Kootenays, thus having untold negative consequences on the region’s local economy — and most strongly in the Creston Valley. After 25 minutes of sharing your views from the hundreds of letters you sent me, I moved a motion calling on the legislative assembly to conduct formal public consultation on this provincewide land-use legislation. I then spoke for another 30 minutes in favour of talking to eaters about the land they need for their food production (so that’s all of us). You can watch any portion of my speeches on my YouTube channel, Michelle Mungall MLA. Every single one of my BC NDP colleagues spoke at length in favour of my motion. Even though Agriculture Minister Norm Letnick promised public consultation when he was appointed to the post, the Liberals used their majority to deny the public their input on this issue. By May 29, they rammed through their Bill 24. Behind all of this is our neighbouring Liberal Kootenay East MLA, Bill Bennett. Days before his party rammed through the bill he crafted, emails revealed his and the former agriculture minister’s utter disdain for the ALR and that a few wealthy special interests had their ears on dismantling

it. To make provincewide land use policy in this way is irresponsible at the very least. The fact that Christy Clark allows Bill Bennett to bully Bill 24 into law is even more reprehensible and demonstrates her inability to do her job. The Liberals’ arrogance displayed with Bill 24 is matched by their fightpicking with teachers, their shady push for Jumbo Glacier Resort, their cover-up of a crashed computer system that affected the lives of hundreds of thousands of British Columbians, their refusal to take action to reduce child poverty and end the clawback of child support payments meant for B.C.’s poorest kids, their increase of ferry fares while reducing services, the denial that the Highway of Tears needs a bus, and the list goes on. It can all sound overwhelming and many ask me what can be done. We can only counter undemocratic acts with democracy. Unlike Ukraine, we have a stable electoral process. Yet only 50 per cent of voters take advantage of it — even less among 25-34-year-olds. Each one of us has a powerful tool to change how and by whom we are governed. Let more of us use it. Let more of us speak up in between elections. We do a good job of it in our community; let us spread that spirit of democracy. In Ukraine, the people called for an election; the people voted freely and fairly, and the people made a difference. It’s always tea time at Tigz Tea Hut

T

igz Designs isn’t just a place for gift baskets anymore — since the shop moved downtown last fall, the tea selection has been expanding at the Story and store, now known at photos by the Tigz Tea Hut Experience. And what Brian Lawrence an experience it is! “I think with the way tea has been flying out of here, everyone in Creston has cups full of it,” said Lori Cameron, who owns the shop at 1013 Canyon St. (the former location of Black Bear Books). Luxury teas from around the world line the shelves behind the counter in matching tins — and with over 170 kinds, it’s no wonder the scent that envelops customers as they enter offers a shot of instant relaxation. “There’s no way I’ve tried all of them — but I’m trying,” Cameron said with a laugh. With premium luxury teas from around the world — including black, green, rooibos, herbal, white and organic (the latter of which is the least popular) — and offering tea-related items, such as pots and gift cards, Tigz is truly an experience for any tea lover. And for the uninitiated, it can be equally exciting, particularly when they can try something unexpected, such as fruit teas, which are a big change from the bottled iced teas found in convenience stores. “They taste it and then they say, ‘Whoa!’ They’re used to sweet tea,” Cameron said. Customers can drop in for a sample anytime — elderberry blue is June’s tea of the month — or simply pick up a full-sized tea to go, and Cameron is planning to offer iced teas throughout the summer. For Tigz Tea Hut, summer gets started with a grand opening celebration on June 28, with guests including Laura Leeder, who will sign her teacup cards, and the makers of Tabletree juice and Swan Valley Honey.

A cup of tea is a tradition with many customers, said Cameron, and she is no different — afternoon tea brings back a lot of memories. “I think about when I would sit with Grandma — there was always tea and cookies,” she said. Even for dedicated tea drinkers, there is always something new to learn, and Cameron does plenty of research when she brings in new products. For example, she’s discovered that teas grown at high altitudes require less pesticides, some black tea has higher antioxidant levels than green tea and, she said, “rooibos is naturally caffeine-free — and delicious!” Having a downtown storefront has been a positive move for Cameron. She previously ran Tigz Designs out of her Ash Street home, but being downtown has made it possible for even more customers to visit. And the tea makes it possible to add even more items to the gift baskets she sells, along with the greeting cards she designs combining digital art, rubber stamps, photos, handmade paper, ribbon, embossing and found items. The larger space has also allowed her the opportunity to expand on what she already does, with new chocolate products and gift basket items in the works. “We’re going to be building on that,” Cameron said. “I’m always looking for good things.” And she’s enjoyed the chance to interact with the public far more than she would have when the business was based at home. Although she’d planned to only offer gift baskets for the Christmas season, it quickly became clear that plan would change. “It’s just been incredible,” Cameron said. “I think it was a week before Christmas when I thought, ‘I’m really going to miss this.’ By the time I got to the last week in December, I knew I had to do it.”

Volunteering empowers cancer survivor to help others

These are the findings from a recent survey of adult Canadians conducted by Ipsos Reid on behalf of Neutrogena and Aveeno skincare brands of Johnson & Johnson. And, 69 percent are under the impression that skin cancer is correctible if it is detected early enough. Spectrum Farms part of inclusive community SPECTRUM FARMS

The former Endicott Centre grounds is the location of a unique business. Spectrum Farms — a non-profit and registered charity — is a social purpose mixed farm business operated by Kootenay Regional Association for Community Living (KRACL). The operation includes eggs, greenhouse plants, garden vegetables and orchard fruit. Everyone is invited to a public awareness open house from 11 a.m.-3 p.m. June 28, including a barbecue (by donation), silent auction, property tours and entertainment. Along with this venture, KRACL will be starting an agritourism retreat adjacent to Spectrum Farms in the near future, which will generate more employment opportunities for people with disabilities. Just like any other business, the employees receive regular wages through generation of profits, and extra profits go back into programming. Products and pricing of both enterprises will be comparable to and will not undercut similar businesses in town. There are very limited employment opportunities for people with disabilities, especially in a rural community, and this project started as a result of this need. “They’re amassing out there someplace and they’ll be back. You can count on it.” No, they weren’t Hitchcock’s birds, but birdwatchers, flocking to the Creston Valley to partake in the May 9-11 Creston Valley Bird Fest. Hosted by Wildsight, the festival is a celebration of the art, agriculture and birds of the Creston Valley. With 7,000 hectares of protected wetland and a richly rural landscape, it is where the birds are. Over 200 participants enjoyed a weekend of presentations, birding tours, fine food and several unique tours, as well as special events such as the community greenhouse, the organic dairy, a walk through the medicinal plants at Schikurski Park and several children’s events at the Creston Valley Wildlife Management Area. The festival included a bus tour to an eagle’s nest, a night listening to bats, a photography workshop with wellknown West Kootenay photographer Jim Lawrence and an amazing keynote address by wildlife biologist Dave Quinn from Kimberley. Over 108 bird species were seen on the Saturday birding tours. The golden eagle, the red-necked phalarope and a possible sighting of Lewis’s woodpecker are rare occurrences for the valley. Henry Jean Gay

March 10, 1923 ~ June 6, 2014 Henry Jean Gay passed away peacefully on June 6, 2014 at the Swan Valley Lodge in Creston, BC at the age of 91 years. Henry was born to parents Georgette and Camille on March 10, 1923 in Moose Jaw, SK. Henry married the love of his life, Josephine, in May of 1950 in Nelson, BC )ollowing Àve years with the 5oyal Canadian $ir Force, Henry began a career as a butcher, initially in Nelson then moving to Creston. His Ànal career was a life insurance agent, working throughout the East Kootenays from a home based ofÀce. Henry was a proud member of the 5oyal Canadian Legion, the Holy Cross Catholic Church, Knights of Columbus, Creston Military 5eserve and the Creston Volunteer $mbulance. ,n his spare time, he enMoyed Àshing, gardening, assisting at church fundraisers and work parties, but most of all, he loved spending time with his family. Henry was predeceased by his wife, Josephine and parents Georgette and Camille Gay. He will be lovingly remembered by his two sons 5obert Kandy of Cranbrook, BC and 'ennis Jeab

of Penticton, BC and grandchildren Carley Hughes and Matthew Gay of Fernie, BC and Natthaphon of Penticton, BC. A Funeral Service was held on Friday, June 13, 2014 at 10:00 a.m. at Holy Cross Catholic Church with father Tom Kakkaniyil celebrant. A luncheon followed the service at Holy Cross Catholic Church Hall. It is with great sadness we announce the passing of our beloved mother, Ethel Sampson on June 2, 2014 in Edmonton, Alberta. Mom was born in Neepawa, Manitoba on October 9, 1925 and moved to Nipawin, Saskatchewan where she grew up on a farm outside of town. She met Dad in Edmonton but they moved to Cut Knife, Saskatchewan to help run the family farm. Mom was a great cook and loved to bake. She had a huge garden which she spent countless hours tending to. In 1974 they moved to White Rock, BC where Mom enjoyed the city life. They moved to Creston, BC in 1981 where Mom made many lifelong friends. She resided there until June 1, 2013 when she moved to Onoway, AB to be closer to her family. Mom loved dancing, music, watching curling, hockey and football, driving her van, Kootenay Casino in Bonners Ferry and her many dogs over the years. She loved all animals, especially her beloved dog Candy. Left to mourn are her four children: Greg, Lynn (Mike) Kanak, Debra (Don) Klaehn, Diane (Ray) Wilkinson; four grandchildren: Jorin, Trevor, Tyler, Amber (Jordan) and numerous wonderful friends and relatives. She will be greatly missed by all who knew her. A Celebration of Mom's Life will take place in Creston, BC in September, 2014. Obituaries Shirley Anne MacDonald (Bell) August 20, 1946 ~ June 7, 2014

Shirley met life with a sunny optimism and a radiant smile. She was born in Creston, BC and moved to Vancouver to attend UBC. It was a huge, exciting adventure for a young woman from a small town. She graduated from UBC with a degree in education and worked for the next 30 years as a classroom teacher, as an art teacher and Ànally as a teacher librarian. Shirley loved to teach and her students and colleagues were very important to her. A kind soul at heart, Shirley always tried to Ànd and bring out the best in everyone. In 1972, Shirley married Dougald MacDonald. They made their home in Vancouver. Two wonderful sons arrived, Derek in 1975 and Ross in 1977. Shirley, with love and wisdom, helped Ross to manage a childhood disability. Ross went on to earn a place on the Canadian National Wheelchair Basketball team. Derek earned a degree in computer science and has worked in Silicon Valley on projects that have taken him around the world. Shirley was a great Mom and a wonderful, patient companion. In 1995 Shirley and Dougald built a home on the Sunshine Coast and became members of the Sunshine Coast Golf and Country Club. They met many of their very good friends through golf and enjoyed playing on travels to Scotland, Australia and the US. Shirley enjoyed a broad range of arts and was an enthusiastic member of the Spinners and Weavers Guild. Her weavings shimmered with bright colours, often purples. The community that Shirley enjoyed on the Sunshine Coast was stimulating and supportive. Shirley and Dougald built a small house in Creston in 2006 to spend time with her mother Marion who survives her at 103! It was a pleasure to become reacquainted with childhood friends and to share the experiences of a lifetime. Shirley and Dougald spent the summers in Creston and winters near Gibsons until her illness. Thank you to those who helped us with home care, to Dr. Walter and Dr. Wadge and to the very kind nurses who were such a comfort while at St. Mary’s Hospital. A Celebration of Life in Creston will be arranged at a date to be announced. The gathering will be informal and friends may make donations to the St. Mary’s Hospital Foundation, Sechelt, BC in lieu of other tributes.

Crawford Bay’s Medley Arts Camp is returning July 28-Aug. 1 with summer classes and activities for all ages and abilities, with plenty of time afterwards to hit the beach. Visitors last summer said it was the highlight of their year. Anyone can take just one course or several, while someone else in the family plays golf, visits the artisan shops or goes hiking, biking or fishing. Courses include dance, drama, clowning, folk art and band, crafts, singing, choir, mandolin, accordion, marimbas, walking on stilts, fiddling and more. The artistic line-up this year at Medley includes homegrown and regional treasures such as Bessie Wapp, Slava Doval, Velle Weitman and Ben Johnson, with the delectable addition of experts from farther away, notably actress and drama teacher Vanessa Gendron from Prague. Classes are held for one to two hours a day for five days from Monday-Friday, with a delicious lunch available each day and a performance on Friday. All types of musical instruments will have an opportunity to join in with group band classes. All ages are welcome. There is a bursary and volunteer program if financial help is needed in order to attend, thanks to sponsors Nelson and District Credit Union, Regional District of Central Kootenay and Selkirk College. Throughout the hospitality, stage management, production, site and services departments are mothers, daughters, sisters, brothers, grandparents and grandchildren working in harmony to celebrate the area’s vibrant eclectic community. The Starbelly Jam family has a successful collaboration of community members with a common goal to create a safe and fun event for all. Families attending the festival feel the support of the caring family who are always ready to point out quieter zones, shade/shelter, lost and found or other services. The festival has many levels of security and first-aid personal, all of which are trained in festival policy, procedure and risk management.
