Absentee councillor fires back at mayor AlistAir tAylor Campbell RiveR miRRoR

Local man accused of drunk driving causing death PAul rudAn Campbell RiveR miRRoR
Almost seven months later, charges have been laid against a local man accused of driving drunk and killing another motorist who just happened to be a long-time volunteer with Alcoholics Anonymous. “That’s the sad irony,” said Jodi Cohen, whose husband died in the Nov. 26, 2013, head-on collision. John Norman Fisher, 59, was returning to Campbell River after working the day at a group home in Buckley Bay. Just after 10 p.m. Fisher was driving north on the Island Highway, near Sailor Road in Oyster Bay, when the tragedy occurred. According to Campbell River RCMP, a southbound Volvo crossed the centre line and collided head-on with Fisher’s Honda sedan. Continued on Pg. 4

Coun. Ryan Mennie says vacating the last four months of his city council seat would deprive the community of the perspective of a two-term councillor, young working father and an involved 16-year citizen of Campbell River. He also took exception to Mayor Walter Jakeway’s statement that Mennie’s decision to finish his term on council was unethical after taking a new job in Alberta. “The mayor’s comments that question my ethics and morals are baseless and do nothing but show our mayor’s disdain and disrespect for his fellow councillors,” Mennie said. Mennie, the former afternoon show host for 97.3 The Eagle, will “attend” his last 10 council meetings via video conferencing. “After careful consideration, I recently decided to take the next step in my radio career, a job opportunity in Alberta which will also bring my family closer together,” Mennie said in an e-mailed statement to the Mirror from his new home in Alberta. “It’s been a bittersweet decision as we will be leaving behind great friends and family and a community that has helped shape who we are. It’s fortunate that technology now exists to help keep those relationships intact, no matter the distance. That same technology that keeps friends and family together will also assist me in continuing to provide my perspective as a representative of the

community on Campbell River City Council.” Rather than leave an empty chair on city council for the rest of his term, Mennie feels a moral obligation to continue to provide his perspective as a working family man, experienced councillor and community volunteer. “This is why I chose to remain on council during my family’s transition,” Mennie said. “I thank the other councillors for their comments from the June 11 meeting recognizing the contributions and viewpoint a community member of my age and current life experience has brought, and can continue to bring, to the decision-making process.” Mennie said in a follow-up interview with the Mirror that suggestions he is staying on to maintain the current balance of power on council are groundless. Temporary closure for new trail as hydro construction begins The newest addition to the popular Canyon View Trail will be closed for about two months as work begins on the John Hart Generating Station Replacement Project. The Station View Trail opened last year as a detour route for the Canyon View, but needs to be partially re-routed due to upcoming work. Starting on Monday, InPower BC – the contractor selected by BC Hydro for the $1 billion project – will begin construction of two underground portals. These portals will eventually link to the water supply tunnel and new generating station, all of which will be built underground in the bedrock. The location of the work means the existing Station View Trail routing up and around the surge towers needs to be changed. The trail will be re-

routed from the current interpretive sign kiosk along the top of a plateau that leads to the pipelines immediately below the surge towers and then on to the Millennium Trail and Canyon View Trail. The plan is to build a wood bridge across the three concrete anchor blocks for each pipeline. This will provide trail users with excellent views
of the 90-metre-tall surge towers and, looking the other way, an overview of the Campbell River and hydro facility. “The views should be ideal,” said BC Hydro spokesman Stephen Watson. Based on community input BC Hydro committed to maintaining a trail system through its property during the five-
year construction phase. Last year, BC Hydro built the Station View Trail to go inland from the river and around the construction area. Since then, people have two options in walking through the property by going on the new Station View Trail or the Canyon View Trail. The new trail and viewing platform will be in place for a limited time. Around 2018, the pipelines will be removed, two of the three surge towers will be gone, and the generating station will be taken down to the ground level. Before that happens, Watson said, the Station View Trail will need to be re-routed again, probably two times. The Station View Trail will be closed Monday and is expected to reopen in mid-August. During this time, Canyon View will remain open.

Telus is committed to resolving a conflict over a pipe that is obstructing fish passage in Willow Creek. Shawn Hall, spokesperson for Telus, said the company is well aware of the issue and is working with the city to come up with a solution. Hall said Telus is waiting to hear back from biologists before making its next move. “We want to hear from the scientists and we’re committed to addressing this,” Hall said. “We are actively working with the city to find a solution.” Issues with Telus’ con» NEWS » SPORTS » BUSINESS » ENTERTAINMENT » COMMUNITY LIFESTYLES » OPINION campbellrivermirror.com

duit popped up over the last year. Hall said the pipe, which is active, was installed under the Island Highway’s Willow Creek bridge in 1979 and everything was fine until two years ago when it appears the water course changed. In 2012, Willow Creek streamkeepers advised the city that the Telus conduit, along with two abandoned city pipes, was blocking the passage of pink salmon. The city and Fisheries and Oceans Canada worked together on a temporary fix to allow passage during the 2013 salmon run but a few months later, Fisheries
and Oceans told the city that wasn’t good enough and it would need to come up with a permanent solution. The city thought it would be able to easily remove the three pipes and found out only recently that’s not the case. The Telus pipe is active and provides home phone, TV, and wireless services to its customers. It’s also estimated that it would cost Telus more than $1 million to remove it. Hall said Telus is open to the experts’ suggestions and is waiting until the company hears back from biologists before deciding on its next
course of action. “It’s really too early to say what the solution would be,” Hall said. “We have to consider what the impact is to our customers and decide what the best solution is. “We need to let the biologists do their work and we’ll be speaking to the city and working towards a solution.” Hall said no matter what the scientists find, Telus is committed to ensuring the pinks are able to freely pass through the creek. “We’re an organization with a tremendous track record on environmental stewardship,” Hall said. “The environment is very important to us
(and) we need to make sure what we’re doing is the right thing for the creek.” The city is expected to begin work on the pipes as soon as possible because the city has to avoid encroaching on the fisheries window. If the city is not able to get the work done in time, the project will be split into two phases with the city pipes removed and temporary fish passage measures put in place before the fall. Phase two would be completed in 2015 and involve the remaining work required to ensure permanent fish passage around the remaining Telus infrastructure.

when he didn’t arrive on time, she called RCMP who told her the highway was shut down due to an accident. But she couldn’t get any further information. Then, around 1 a.m., she got the knock on the door as Mounties arrived to tell her the dreadful news. “My whole life was turned upside down,” she said. Cohen has grieved and
waited patiently, and now charges have been finally laid against the man accused of killing her husband. Kenneth Spencer Johnston, 29, of Campbell River was charged with impaired driving causing death, driving with a blood alcohol level exceeding .80 and dangerous driving causing death. He’s due to make his first court appearance on July 14 in Campbell
River. “It’s important to me there’s accountability,” said Cohen, who understands why it took so long for charges to be laid. “The police investigation took quite a bit of time. I’m told they handed over a 1,300 page report to the Crown prosecutors. That takes a long time to put together and I’m learning the judicial process takes a long time.”
Charges: First court appearance set for July 14 Fisher sustained fatal injuries and bled to death at the scene, while the other motorist was taken by ambulance to Campbell River hospital and later airlifted to Victoria General Hospital. Police did not say what injuries the other driver sustained. Just as he always did, Fisher called his wife before leaving work and

Councillor questions new sidewalk construction KRISTEN DOUGLAS
CAMPBELL RIVER MIRROR
The city is spending $283,964 on new sidewalks, predominantly in the Campbellton area. The sidewalks are being built in the 15th Avenue area as part of the city’s sidewalk infill program. Coun. Andy Adams, at the June 10 council meeting, said the new sidewalks are a nice addition to Campbellton but questioned the side of the street city staff chose for the sidewalk on Spruce, between Highway 19A and 14th Avenue. “Can you explain the rationale as to why it’s being constructed on the side of the road that it is, versus the other side of the road, which

As part of the sidewalk infill program, the city is installing roughly 1,642 metres of concrete sidewalks, 12.8 square metres of concrete driveway restoration and 1,518 metres of concrete barrier and mountable curbs. Funding for t he project is being split between the city’s Community Works Fund which is made up of Gas Tax revenue from the federal government, and through Development Cost Charges which the city collects through new development.

City wants to implement GPS tracking on city buses KRISTEN DOUGLAS
CAMPBELL RIVER MIRROR
Campbell River is pursuing GPS and city bus tracking in an effort to encourage more people to use public transit. Although Campbell River has the highest percentage of ridership among B.C. communities between 20,000 and 50,000 people, members of the city’s Youth
es ™
Action Committee told city council last week that only 2.5 per cent of Campbell Riverites take the bus to work. Manesha Bains said the group of high school students, which provides the city with a youth perspective, wants to change that. “Our goal is to get people out of their cars and onto the bus,” Bains said. But in order to do that,
the city needs to make some improvements, say the youth. The group surveyed 93 of its peers and several dozen members of the public and from the results, came up with five recommendations for council. Topping the list is the need for resources to plan a transit user’s route. “In Vancouver you can put in your address and
where you want to go and it maps your route,” said Claire Billings, chair of the youth committee, who recommended Campbell River adopt “an easy to search website/ online trip planner/bus tracking, and electronic information on bus frequency at bus stops.” Coun. Andy Adams, who made the motion to have city staff pursue GPS tracking, agreed that the
city could benefit from a tracking device so transit riders can instantly figure out whether or not they’ve missed the bus. He noted that local governments at the Union of BC Municipalities have also been lobbying for QR codes at bus stops that can be scanned with a smart phone to bring up the bus schedule. And speaking of schedules, the youth said that’s
something that could also use some improvement. “A lot of the people who took the survey said they would like improved frequencies,” Billings said. “If you miss the bus it’s really hard to wait an hour for the next bus.” The final recommendations were: more transit exchanges, including one in Willow Point; more shelters at bus stops and better lighting; addi-

Our View
Sun safety should be second nature
Canadians love the sun so much, it’s killing us. After being cooped up for months at a time to shelter from the interminable We say: You rain, we rejoice at the first days of don’t have to stay warm sunshine. By July we’re positively basking in it. indoors but do Problem is, we don’t like to cover up and we’re loath to slap on some sticky, take care oily or runny sun screen to protect our skin. And that’s leading to an alarming increase in skin
cancer, according to a report released last week by the Canadian Cancer Society, Statistics Canada and the Public Health Agency of Canada. The report says there will be about 6,500 new cases of malignant melanoma diagnosed in Canada this year. That’s the deadliest, most insidious form of skin cancer that will kill more than 1,000 Canadians. Another 76,100 cases of non-melanoma skin cancers will also be diagnosed. Those are less serious and can usually be treated in the doctor’s office.
Unlike many other forms of cancer, the incidence of skin cancer is actually going up rather than down. For men, the incidence rate went up two per cent between 1986 and 2010. For women it increased 1.5 per cent. Mortality rates also increased. While it might be a little much to ask people to stay indoors, it’s not a big deal to put on that shirt, roll down those sleeves, slap on that hat and slop on that sunscreen. And pay heed to the UV index that’s become a standard feature of most weather forecasts. – Black Press
Letters
Broom removal important Thank you to Jane Davies for her letter about broom removal along Jubilee Trail and ditches. This project was organized by Noon Hour Rotary club and Broombusters. Greenways involvement was to provide tools for the work. The broom piles along the road were generated by hard-working volunteer s and Rotary members. City Parks staff were able to spend one day picking up broom along Dogwood. However, the enthusiastic volunteers cleared much more broom than could be picked up in one day. Other Broombuster volunteers will continue to cut broom this weekend. Carol Couture with Broombusters will be hiring a private contractor to pick up any remaining broom piles along Dogwood and Jubliee next week. Broombusters and Greenways Land Trust are completely separate organizations, though we share some common goals. Greenways Land Trust supports the efforts of community members to beautify the city and remove invasive plants. However, projects like this need to include planning for removal of the plant material generated. The city has a very small budget for “community beautification” that includes invasive plant removal from environmentally-sensitive areas such as the Campbell River estuary and other streamside habitats. If anyone would like to cut invasive plants in their neighbourhood, thank you very much for using your own vehicle to remove the waste. Contact Greenways@greenwaystrust.ca or 250 287-3785 for information about safe and effective disposal. Sandra Milligan, Director and Invasive Plant Projects Greenways Land Trust
Ontario election lessons for British Columbia
Tom Fletcher B.C. Views
“Liberal” is becoming one of the most ill-defined words in Canadian politics. Here in B.C., a Liberal is a Conservative, or at least a fiscal conservative, bent on balancing budgets and battling big unions to force them to recognize today’s world of low growth and low inflation. In Ottawa, a Liberal is currently whatever Justin Trudeau wakes up and decides. In Ontario, Premier Kathleen Wynne saved her gut-shot Liberal government by limping to the left of the NDP, promising to spend lots more borrowed money and build lots of transit. This is in a have-not province with an operating deficit that is currently running north of $12 billion. For comparison purposes, B.C.’s deficit swelled
briefly beyond $3 billion in the wake of the Great Recession of 2009, and the books stayed in the red until last year as the B.C. Liberals unwound the Harmonized Sales Tax and repaid a $1.6 billion HST transfer allowance to Ottawa. The Ontario Liberals clung to power in part by promising a provincial pension scheme on the same scale as the Canada Pension Plan. B.C. has a similar pension program in the works, to be offered to the two thirds of small business and self-employed people who don’t have a group plan with their employer. Ours would, of course, be voluntary. Not so in Ontario, where large and small businesses will be required to cough up half of the required pension payments.
The Ontario model is dumb on several levels. It is to be imposed just as the baby boom retirement wave breaks across Canada’s most populous province, increasing risk that the pension pool may run dry. And it sticks small business with a new payroll tax in a province that has lost much of its traditional manufacturing base and needs to innovate. Here’s the funny part, if you don’t live in Ontario. Wynne tabled her spending-spree, deficit-be-damned budget in an effort to convince the NDP to keep propping up the Liberal minority government and avoid an election. Instead, she won a majority and now has to implement her pie-in-the-sky promises. Ontario Progressive Conservative leader Tim Hudak ran on a plan that sounded similar to the one presented
by Christy Clark in 2013: hold the line on spending, balance the budget, reduce the size of government, stimulate job creation. Hudak was rejected for a second time, and resigned the leadership on election night. B.C. voters now have three years to see how the Ontario version of Liberal government plays out, compared to the B.C. Liberal version. For us, much depends on resource development, including forest products, natural gas and other trade with Asia. If all goes well here, B.C. can continue to send transfer payments to the fantasyland of Ontario. Tom Fletcher is legislature reporter and columnist for Black Press. After helping so many, Rotary gets sympthetic ear
O
ver the past 67 years, the Rotary Club of Campbell River has put millions of dollars and thousands of volunteer hours back into the community. Recently, however, the club was on the receiving end of some local goodwill. Campbell River Hearing Clinic has donated both the equipment and manpower to help local Rotarians with reduced
hearing sensitivity overcome the challenging acoustics of the club’s new meeting venue at the Maritime Heritage Centre. “Rotarian Ian Baikie approached me a while back to share his concern that some of his fellow members were having difficulty understanding at the new venue,” explains Martin Jurek, who owns Campbell River Hearing Clinic with his wife
Jana. “After some discussion, we concluded that installing a loop system would dramatically improve the listening environment for those members who wear hearing aids.” A loop system is like a wireless loudspeaker that delivers a clear sound through an individual’s hearing aid. It activates any time the room’s sound system is in use, feeding the sound directly into the
telecoil (“t-coil”) of the listener’s hearing aid. “I’m a huge supporter of Rotary and all the great things they do both in Campbell River and around the world,” says Jurek. “Jana and I immediately volunteered to donate the system and help install it; we felt it was the least we could do for an organization that has done so much for others.” The Maritime Heritage Centre itself is obvi-
ously another benefactor of the Jureks’ generosity, and will continue to be so. Jurek plans to also help upgrade the acoustics of the room itself in the near future. “The loop system is only going to help people whose hearing aids have T-coils, ” he says.

t was an injury that helped kickstart legendary country singer Ian Tyson’s music career. “I got to really start playing while I had smashed my ankle and it took a long time to mend and I had a lot of time on my hands,” Tyson said. “That’s what really got me going with learning and trying to learn to play the guitar properly.” Beginning next week, the 80-year-old Order of Canada recipient will be heading out on a fourday British Columbia tour, which will see him make stops in Burnaby, Victoria, Campbell River and Nanaimo. “It’s been quite awhile. I’ve been ranching,” Tyson said. “I am looking forward to it. The road is always easier than being at home. When you’re at home there is so much stuff piled up that you gotta do. “Sometimes going on the road is like vacation.” For much of his life, Tyson has called Alberta his home, but the Juno Award winner was actually born in Victoria and spent his teenage years living in Duncan.
“It’s always nice [to come home],” Tyson said about returning to Vancouver Island. “I really enjoy going back to the fatherland.” Tyson has released over 15 albums throughout his career. His most recent album, All The Good ’Uns Vol. 2, was released last year and is a collection of some of his greatest hits between 1999 and 2012. The Alberta resident is currently working on his next album, which he is hoping to release in the near future. “I am in a meeting trying to get this album done,” Tyson said. In 2006, Tyson suffered a serious vocal injury that nearly cost him his career. Tyson credits the work of throat specialist Tom Gillis and vocal therapist Katherine Ardo for helping him recover. “I was very happy recipient of that [treatment] and I can sing my damn ass off now,” Tyson said. There has been no shortage of standout moments in Tyson’s long career, which include everything from hosting his own TV show, The Ian Tyson Show, on CTV, to having his song Four Strong Winds named by CBC Radio
One listeners as Canada’s No. 1 song of the 20th century. “It was amazing,” Tyson said about having his song picked by CBC listeners. “It was a total surprise and I was very honoured. “I don’t think honoured is the right word. I was taken aback and very pleased.” In 2005, Tyson performed for Queen Elizabeth II during her royal visit. “It was a usual Alberta summer day, I don’t think it snowed, but it

did everything else,” Tyson recalled. “She is amazing. I didn’t meet her or shake hands with her but I waved and I was singing. “She’s the ultimate professional. Of course she’s done it all her life I suppose, but yeah, she’s an amazing woman.” Ian Tyson appears 7:30 p.m. Friday, June 27 at the Tidemark Theatre. Tickets are $52.75 plus taxes and fees and are available at the Tidemark Box Office or buy online at tidemarktheatre.com.

Better at Home gives seniors an extra hand
filler
Paul Rudan Campbell RiveR miRRoR
Aging and living in your own home has its challenges, but a helping hand and a kind ear can make a world of difference. Next Wednesday, a new provincial program begins in Campbell River that will provide some basic assistance to seniors living independently. “We are not a solution. We are just making things a little better,” says program co-ordinator Brenda Wagman. Better at Home is a provincially-funded program run through the Campbell River Family Services Society in partnership with Volunteer Campbell River. The program is available in 60 other B.C. communities, but the selection of services varies from place to place. Wagman says Better at Home offers seven services, but to start, just two services will be available locally: Companionship and transportation assistance. “You might want someone to talk to or play a game of cards with or go for a walk,” says Wagman. “We also offer transportation in the city for medical

Whale of a bench at Splash Park Campbell River’s Splash Park just got a whale of a tail for a unique park bench that’s built to last. Thanks to a generous donation from the Young Professionals of Campbell River (YPCR), the City of Campbell River Parks Department has purchased and installed a useful and durable piece of art. Designed by Vancouver Island artist, Jeff King, the life-size sculpture of an Orca whale’s tail is made from powdercoated cast aluminum, and measures Used books, new books, keepsakes, gifts, fax service, local authors & local interest fiction, non fiction, children’s books, and much more!

It is made of 100 per cent recycled materials, weather resistant and built to last a lifetime. “The whale’s tail fits with the marine heritage theme in the splash park, and creates a fun illusion because it appears a whale is diving into the Splash Park and heading for the rest of the pod on the splash pad,” says Ross Milnthorp, the City’s general manager of parks, recreation and culture.
appointments or social outings.” Companionship is free of charge and transportation is available on a reasonable sliding pay scale, or free itself to people on very low incomes. Other services not yet available through Better at Home include light housekeeping and yard work, minor home repairs, grocery shopping, and snow shovelling. However, that’s not to say some of those services aren’t already available locally. Wagman says partnerships are being created with other service providers such as the John Howard Society which has its own yard work assistance program. However, the top need identified in Campbell River is transportation assistance. “There’s definitely a need in the community,” says Wagman. “For seniors who are no longer able to drive, this creates a tremendous loss of independence.” For companionship, the goal is to match volunteers with similar interests with clients. And all the volunteers are properly vetted and checked out by Volunteer Campbell River which, notes Wagman, should make the senior clients feel secure. “We have wonderful volunteers who really want to help seniors in our community. Some are seniors themselves,” says Wagman. For more information about Better at Home, call Wagman at 250-287-2421 or e-mail brenda.wagman@crfs.ca

Green heron is B.C.’s smallest S tle green heron is nearly two-thirds smaller, at 43 cm (17-in.). Campbell River and the Comox Valley are toward the northern limit of the species’ range, and it’s been seen year-round at Campbell River’s Nunn’s Creek Park. This very brainy bird is famous for its ability to use bait to attract fish: it is known to drop bread crumbs into the water to capture fish that rise to the bait, or to use a feather as a fishing
lure. With canny ability, it will also bait fish by dropping insects on the water, or utilize one foot to disturb the water’s surface to attract prey. In typical heron fashion, the opportunistic predator spends much time sitting and waiting at the edge of water for prey to swim within easy reach. Happily, the range of this species has been slowly expanding on the West Coast. Prior to the 1920s, the intriguing
heron occurred along the Pacific Coast only as far north as northern California. In 1963, the first green heron was recorded on Vancouver Island. It’s now listed as rare in B.C.’s Breeding Bird Atlas. Seek this little heron near rivers, at Courtenay’s Airpark Walkway or from the Monte Cristo restaurant deck in Courtenay. Email Christine: wildernesswest@shaw.ca.

Fishing Corner Salmon fishing’s heating up Salmon fishing for the past month in Campbell River has been very good and all indications are that the season ahead will be outstanding fishing. This is the time of year when fishing guides will be out scouting their hot spots. Anglers are reporting good catches of salmon in all areas. A number of fish in the 30 pound range have been caught and the largest fish is reported at 34 pounds. Already this year, more than 9,000 visitors have arrived in Campbell River and are asking the Visitor Info Centre questions about fishing, boating, canoeing and hiking. About 24 per cent of visitors are from British Columbia. In Campbell River, we fish 12 months of the year. When I want

4 March 1965 – 19 May 2014 The MacGregor Ostler family announce with sad hearts the death of our much loved son and brother, Hugh MacGregor. He suffered in later years with the effects of both diabetes and other health issues and passed away quietly at home in New Westminster. Hughie was a musician for most of his life and was considered to be a very gifted guitarist, singer and composer. He was born in Campbell River and attended elementary school here. During a move to West Vancouver he attended West Bay School where his love of music first blossomed. Upon returning to Campbell River his interest in music developed more fully and he and friends formed The Elements at Campbell River Junior Secondary. Moving on to CARIHI, Hughie connected with other serious musicians who formed a senior school dance band, Big Rock. The group played at many high school functions. After graduation the band toured around B.C. and Alberta. During Expo ’86 Big Rock members joined Randy Friskie’s Elvis Show and played nightly to large crowds. Later they joined the Roy Orbison Tribute Show and toured North America accompanied by Sam Orbison, Roy’s brother.
$)3#2)-).!4/29 ,%')3,!4)/.
Hughie was raised in a large, happy, blended family. He leaves behind his mother Morgan K. Ostler and many brothers and sisters and inlaws including Jackie and Scott (Sally) MacGregor, Karen (Paul) Tate, David (Shelley Jo .d), Steve (Cheryl), Jeff, Murray, Kath (Will .d) Klassen, and Bill (Sadie) as well as his maternal aunts Shelagh John and Grace Moreau. Also missing him very much are his nephews and nieces Jasmine and Nick MacGregor, Tamara and Jason White, Tanner and Dillon Klassen, Stephanie and Matthew Ostler, Angus and Henry Ostler and their mother Barb, and Madison Ostler. He was predeceased by his father Howard MacGregor, stepfather Robert Ostler, aunts Pamela Scott and Maureen Taylor and uncle Terence Scott. He was also predeceased by his paternal uncles and aunts John, Bob, Aline and Kitty MacGregor. His many cousins on Vancouver Island and around B.C. also cherish good memories of hanging out with Hughie, who always had a guitar in his pack ready to join the music.

The original members of Big Rock , Clayton Hill, Steve Hillis and Dave Hillis are still playing professionally and will be together again to play the music of their old band. Members of the 1983 CARIHI grad class are especially invited to attend as well as those who loved dancing to the special sound of the Big Rock band.

In Memory of Kay Taylor Dec. 11, 1922 June 21, 2004 It’s been 10 years since our beautiful mother, grandmother and friend left us for her next adventure. She taught us how to live and she taught us how to die. Her motto: “Be proud of who you are and strive to be the best. Put forth efforts to achieve your goals and let God do the rest. Love you, love you, love you, always. Your family and friends.

FREDERICK MATTHEW RALEIGH Born: March 7, 1925 in Melbourne Australia Died: May 4, 2014 in Campbell River With great sadness we announce that Fred passed peacefully on May 4, 2014 surrounded by his loving family. He is once again reunited with the love of his life, Jean (married 67 years), and his eldest daughter Barb. Grieving his loss are his daughters Bonnie Kyle of Victoria, Linda Riddell (Dave) of Campbell River, son John Raleigh of Campbell River, 13 grandchildren, 21 great grandchildren, many nieces and nephews and his much loved Auntie Bonnie and her family in Australia. Fred was in every way a gentleman and was admired and respected by all who knew him. He had a wonderful sense of humour and never passed up an opportunity to tease. In his younger years Fred was a skilled curler and hard to beat at bridge. His passions in life were fishing, camping, dancing and enjoying what he valued most in life ... his family. His favorite places, where he made most of his friends and spoke of with fond memories, were Texada Island, Black Mountain Ranch and Campbell River. Fred was in the Australian Army and the Airforce during WW11 and met his bride, Jean, while training in Manitoba. After the war he moved from Australia and became a Canadian citizen. He spent his working life as an underground miner across Canada, becoming a shift boss and safety director at Texada Mines and ending his career at Caroline Mines at Hope BC, as mine superintendent. Even though Fred had to quit school to help his father in the family wood-yard at an early age, he was very much a self- motivated and self- taught man and his achievements were a testament to his intellect. After retiring he and Jean moved to Campbell River and he was never as happy as he was when sitting in his condo, watching the ever changing ocean view. Fred died as he lived, with grace and dignity, filled with love and courage. He has instilled values and morals in his family that each of us recognize and appreciate. If we can be half the person you were Dad (Papa), you’ve left us with a wonderful gift.
#6-1040 9th Ave., Campbell River BC 250-287-2240 Condolences may be left for the family at: www.campbellriverfunerals.com
At Dad’s request a Celebration Of Life will be a family campout at Shelter Point on Texada, where we will sit around the campfire and laugh, sing, toast him with a rum & coke, reminisce and be grateful for the many years we were blessed to have this amazing man in our lives.

have signed a Partnership Agreement for the trails in the Snowden Demonstration Forest. This means that the RCCC will provide trail maintenance services and ensure the trails are safe to ride and MoTCA will ensure that the RCCC is included in any recreation decisions that may affect the Snowden Forest. Snowden is also the home of The Campbell River 50 km Trail Challenge. This annual event features some of the best trails we have to offer and is a test of any rider’s stamina, both physical and mental. Comprised of two loops, the actual loop length is 27km for a total of 54km.
Pump House The Pump House Trail was the first true mountain biker’s area in Campbell River, built by riders for riders. Suitable for the beginner with a little experience, yet with some challenging sections for the more seasoned rider.

The purpose of the club is to promote bicycling as well as encourage and facilitate touring, races, bicycle outings, and all forms of recreational bicycling activities.

Snowden Demonstration Forest
The club hosts group rides, trail days, organized rides to other communities, and good times for all. The River City Cycling Club has a unique working relationship with BC Parks land managers and works directly with them for mutual stewardship and maintenance goals of the existing trails that exist in the parks area.
Riding on the Wet Coast If you have to ride during periods of sustained precipitation, choose trails that are rocky and well drained. The Pumphouse trails are well suited to wet conditions and are underrated for their fun factor. Check them out if you haven’t been in there in a while. Enjoy the
In Campbell River we have three main riding areas, Snowden, Pump House and The Beaver Lodge, and a couple of lesser used areas, Menzies Mt., McIvor Lake and Woods Creek. There are numerous other areas of trails, however most are not bike friendly, either because of terrain or use restrictions. We are fortunate that our trails remain snow free most years except for a couple of weeks mid-winter. In the summer there can be a shortage of water for our four legged riding partners. It is not uncommon to see deer, elk, bear and occasionally a cougar in any of our riding areas. Please be respectful of the inhabitants and carry out any litter. Also be aware that in most of the Snowden and on Menzies Mountain, help is many hours away in the event of serious injury. In the event of an unrepairable mechanical, the walk out can take
This is our largest area with over 100 kms of trails. This is a cross country and all-mountain area, well suited to 5” travel bikes. Although Snowden Forest trail difficulties range from Green Circle to Black Diamond, these trails are not well suited to the absolute beginner rider, as most of the trails are challenging with technical features. The trails traverse a variety of terrain, from dense forest to open rock bluff with incredible views. Unique to this area is the almost total absence of roads. Most of the trails are signed and marked for the preferred direction of travel, although most can be ridden in the reverse direction by a strong climber. The trails of the Snowden Forest are designated for non-motorized use, so leave the quads at home. The River City Cycle Club and the Ministry of Tourism, Culture and the Arts (MoTCA)
Trails are in forest and on open rock bluff, the entire area is within Elk Falls Provincial Park and the trails are recognized by Parks for bike use. A competent rider with a knowledge of these trails could cover them all in a couple hours easily.
The Beaver Lodge Quite flat and with many of the “trails” built on very old rail grades, this is the area most suitable for the family or complete beginner. A strong rider with area knowledge can ride everything “the Beav” has to offer in a little over an hour. There are a few hidden gems in the “Beav” with technical features that will challenge most riders.
Other Areas McIvor Lake/Skidmarks. This area comprises mostly intermediate trails. Woods Creek has a small network of fairly easy trails with little elevation gain. Woodsman’s Wilderness Trails on Menzies Mountain are Campbell River’s newest and most remote riding area that contrasts the mountain’s rugged “working forest” character with its pristine subalpine meadows, mountain views and exhilarating descents on the way down. If you are pedaling up, expect a long, steep and rough access road climb of an hour and half to the start of the trail. The descent is a long XC and technical DH trail from the end of the road access back to the starting point, with some optional but highly recommended trails in the lower elevations, such as Fauxhawk. The trails vary in difficulty throughout the descent, but riders should be very comfortable with technically difficult DH trails before attempting to ride this remote area. Many riders take over five hours to complete the round trip, however a seasoned rider can complete a loop in half that time. Woodsman Wilderness Trails are not maintained by the River City Cycle Club. Trail conditions (including snowpack) and hazards will vary with the season. Ride within your limits and at your own risk! (Note: Mohawk will NOT appeal to any but the most skilled and risk tolerant riders.)

Honouring the Heritage and Cultures of Aboriginal Peoples
National Aboriginal June Day 21
B2
O
n June 21, you and all your friends are invited to a very special celebration!
That date, the first day of summer, has been chosen as National Aboriginal Day. It’s an opportunity for everyone to celebrate the cultural richness and contributions of First Nations, Inuit, and Métis peoples. Why June 21? Well, on that day, for centuries, many of the first inhabitants would celebrate the arrival of the warm weather and the pleasures of the summer solstice. The summer solstice is the day of the year with the longest light. It is a day with spiritual significance for many people and is a good time to celebrate Aboriginal people and cultures. The growing recognition of Aboriginal rights in Canadian law led to calls for greater recognition of the contributions of Aboriginal peoples to Canadian society. Shortly after the adoption of the Canadian Charter of Rights and Freedoms in 1982, the National Indian Brotherhood, the leading body representing First Nations in Canada, called for the creation of a yearly “National Aboriginal Solidarity Day” on June 21st. Pressure for a national day of recognition continued to grow during the following decade as new ways were sought to bridge the divide between Aboriginal peoples and Canadians, especially in the wake of the 1990 Oka Crisis. In 1995, the Royal Commission on Aboriginal Peoples recommended the designation of a “National First Peoples Day” as a way to focus attention on the history, achievements and contributions of Aboriginal peoples in Canada. This message was repeated later that year during the Sacred

Assembly, a national conference chaired by Elijah Harper, which called for a national holiday to celebrate the contributions of Aboriginal peoples. On June 13, 1996, after considerable consultation with Aboriginal organizations, June 21st was officially declared National Aboriginal Day. Since its inauguration, National Aboriginal Day has become part of the annual nationwide Celebrate Canada! festivities held from June 21st to July 1st. June 21st was chosen because of the cultural significance of the summer solstice and because many Aboriginal groups mark this day as a time to celebrate their heritage. Setting aside a day for Aboriginal peoples is part of the wider recognition of their important place within the fabric of Canada and the ongoing contributions to Canadian society made by First Nations, Métis and Inuit. National Aboriginal Day is for all Canadians, so share in the celebration!

National Aboriginal Day Embracing the culture of aboriginal day

June 21
Paul Rudan Campbell River Mirror
T
his National Aboriginal Day is special for Shawn Decaire.
On Saturday, June 21, Decaire’s youngest daughter will be exactly 21 months old. For the chair of Aboriginal Day events in the city, it’s a day to celebrate family, First Nations and Metis tradition, and to share that culture with the rest of Canada. Decaire will start the celebration by singing traditional songs with the drummers under the expansive roof of the Campbell River Big House as youngsters dance barefoot around the fire. It’s the sight of young First Nations people not only learning but also embracing their culture which makes him smile with pride. And the sooner they learn the better for them, says Decaire, 33, who knows the difference. Growing up, Decaire didn’t have much connection with his aboriginal heritage.
He was raised in the culture of silence by family who had suffered the indignity of residential schools where First Nations language and tradition had no place. “They were made to feel ashamed of our culture,” he explains. As he grew up, Decaire wandered and found himself living on the streets of Vancouver and then Nanaimo. Drinking and drugs were a way of life and that opened the door to a bouncer’s job in a Nanaimo nightclub. But then a back injury forced Decaire to come back home, to the Cape Mudge Reserve on Quadra Island, to await surgery. It was 2001, and by chance, the Tribal Journeys canoe and paddlers were coming to the village. “I was awaiting spinal surgery and had nothing to do,” he says of the decision to join the journey. On board was a paddler a decade older than Decaire, William Wasden Jr. of Alert Bay who just happened to be a singer. He began teaching Decaire simple

songs in their traditional language and something just clicked. “I thought I was just getting way,” Decaire says of the paddling journey, “but it was the resurrection of culture in my life. I’d never been around it.” Learning the traditional language, the songs, the culture, and connecting with like-minded people helped Decaire change. And one incident in particular made him decide to change forever.
education of aboriginal youth. “Now I’m trying to teach the next generation,” he says with his everpresent smile.
“We were singing, dancing, and then this seven-year-old boy came up to me and said, ‘I want to be just like you’…and I was high,” he says. “It really rattled me and I knew I had to make some changes. I’ve now been clean and sober for 12 years.” Katherine Assu

Decaire also thinks it’s remarkable that more and more Canadians are also celebrating National Aboriginal Day and learning more about First Nations culture during National Aboriginal History Month (June). “What I really look forward to is the Bighouse and the sharing of culture, the singing and drumming. I look forward to people seeing that and the food in the Spirit Square!” he quickly adds. “The whole day is a great event.”
Decaire also came to realize his mission in life is to help others and to make them smile. He now provides outreach support at the Laichwiltach Family Life Society, but it’s not really “work” for Decaire who takes part in the cultural

Cermaq Sponsors Kids Science Camps Grant Warkentin Cermaq Canada Ltd.
C
ermaq Canada helps kids attend popular science camps on Vancouver Island’s west coast Each year, Cermaq Canada is pleased to be able to help children attend science camps in Nuu-chah-nulth communities on Vancouver Island, BC. The science camps address aboriginal values, and feature activities focused on fisheries concepts as well as a connection with the marine environment. There are six camps hosted in Nuu-chah-nulth territories each summer. The camps are funded by donors and organizations interested in cultivating science (particularly aquatic science) among the next generation of Nuu-chah-nulth.
Delivered through the University of Victoria’s Science Venture program, the camps have been a mainstay of summer programming for children and youth since 2006 by Uu-a-thluk, an aquatic resource management organization administered through the Nuu-chahnulth Tribal Council (NTC). The goal is to bring science to Nuu-chah-nulth communities and present subjects like chemistry, biology, and engineering in a non-threatening way. Integrating Nuuchah-nulth science is also a priority, and elders contribute their knowledge during the camps through community partnerships. About a decade ago, two studies showed
the education system was failing to make science relevant to aboriginal learners. Research from the UBC Fisheries Centre showed that while many factors were at play, the consistent failure of Western education to incorporate aboriginal values and experiences at all levels of study was paramount. The Canadian Council on Learning published a study titled “The Cultural Divide in Science Education for Aboriginal Learners” which summed up the issue: “A cultural mismatch between the values and philosophy of Western science (particularly as these are typically exemplified in the classroom) and the values and philosophy held by many
Aboriginal people and communities, makes the issue of increasing Aboriginal participation in science and technology a particularly thorny one.” Uu-a-thluk hopes this enthusiasm will lead to increased participation in marine resource jobs in the future. The program is already proven to be successful and popular, and with increased exposure comes increased comfort and enthusiasm for science from aboriginal learners. For more information about the program, or to sponsor a child, please visit www. uuathluk.ca For more information about Cermaq Canada, please visit www.cermaq.ca

or more than 4,000 years, First Nations people have cultivated many different kinds of corn. For example, by the 1500s, the Iroquois were already growing 150 varieties of corn, which were used for food and trade. This grain that we find so frequently on our plates was the very basis of the First Nations diet for a very long time. Pumpkins, squash and beans have also been
grown for a very long time in our country. Also, small fruits like raspberries, blueberries and wild cherries. All these foodstuffs enabled Aboriginal people to prepare some delicious dishes. On June 21, why not celebrate National Aboriginal Day by enjoying a traditional meal? You could try to prepare a complete meal, or maybe just your favourite recipe.

Mix half of the flour with the remaining dry ingredients. Add water until the mixture becomes thick, like paper maché paste. Add more flour until the dough feels like a soft earlobe. Heat the oil over medium-high heat until very hot but not smoking. Break off small pieces of the dough, and flatten each to the size of your palm. Place the pieces in the hot oil. Turn over after 3–4 minutes, or when golden brown. Place the bannock on a paper towel to soak up the excess grease. Serve plain or with maple syrup or blueberry jam.

Jesse Shade competes in special olympics, indigenous games Grant Warkentin Cermaq Canada Ltd.
B
y the end of next month, Campbell River’s Jesse Shade will have competed in two of the biggest sporting events of the summer, including his first time competing in the North American Indigenous Games. “I think it’s going to be fun. I’m a bit nervous, though,” said Shade, a tall, quiet young man.
Coach Dave Samson (left) is proud of his young swimmer, Jesse Shade, who is attending two big competitions this summer.
But although he’s humble, Shade, 15, from the Wei Wai Kum First Nation, has no reason to be nervous. He’s already ranked as one of the best swimmers on the squad training for the upcoming Canada Special Olympics Summer Games in Vancouver July 8-12. He will be competing in four swimming events at the Special Olympics and is favoured to bring home a medal. And shortly after the summer games, Shade will be heading to Regina, Saskatchewan to compete in the North American Indigenous Games July 20-27. The Indigenous Games is a huge event, featuring 5,000 aboriginal athletes from all over Canada and the United States. Shade will be competing in three swimming events: the 100m freestyle, the 50m freestyle and the 50m backstroke. “I’m really proud of him,” said Dave Samson, who coaches several Special Olympians in Campbell River including Jesse. “He’s been training really hard for months and I know he’s going to do well.” Samson also works for Cermaq Canada, which is helping sponsor Shade’s travel costs to get to Regina in late July.
