Pipeline move to boost parking off parkway Langford Lake access affected through the busy summer months Arnold Lim News staff

The City of Langford is relocating pipelines for parking. Relocation begins July 2 for a 200-metre underground stretch of a Fortis gas pipeline adjacent to Westhills Stadium’s turf field. The 10-inch natural gas pipe, servicing much of Greater Victoria, will be moved from the south side of Langford Parkway, to the north side of the road. “It is to create more parking and get the line out of the way so we can do things around it … We would have way more access in and out,” said Langford Coun. Matt Sahlstrom. “This will make it so much easier for people to enjoy the many, many amenities (of the parks).” The parking area would be used for people attending events at the two sports fields, Langford Lanes and City Centre Park, as well as those accessing Langford Lake. The construction will require closure of that section of Langford Parkway on predetermined days, with periodic lane closures in the area between July 2 and mid to late August. Langford director of engineering, Michelle Mahovlich, acknowledged the closures would inconvenience some residents. She said a number of factors precipitated choosing the summer months to do the work, including a lower water table that allows for easier removal of the pipeline. Decreased gas consumption in summer also allows for reduced service disruption for Fortis, which is sharing the cost evenly with the City of Langford. “We really encourage residents to go to the website and watch for traffic advisories,” Mahovlich said. “Best estimates (are) already online.” Safety will also be improved following construction. It was not properly ballasted when the pipeline was first installed and the north west side of the turf field is currently slumping.

Marijuana bylaw change shot down in Metchosin Arnold Lim News staff

Avid gardener Barbato Sparanese of Langford has turned his back yard into garden based on his Italian heritage.

A place of love and nourishment Italian-Canadian couple’s lush backyard garden inspires family members Barbato Sparanese is in his element. Walking through his immaculately trimmed lawn, passing potted eggplants, Roma tomatoes, stalks of dill and fragrant flowers, the retired machinist beams with pride. It is a small piece of Italy, he says, Arnold Lim a piece he has Reporting manicured at his Langford home for 12 years. “We lived in Italy and my dad

had a little farm, but it didn’t look like a farm,” Sparanese says. “It looked like a garden. When people were passing by, they would stop for a long time at that garden.” He shares that same camaraderie today. Children from Lakewood elementary across the street visit with their teachers to learn about gardening, and passersby – some complete strangers – are invited to share in conversation and enjoy the sprawling two-level garden. Sparanese, 74, says his father taught him to live and love in the garden, among the plants where he harvested both happiness and nourishment for their family of five. It is a tradition

he holds onto today, spending countless hours where he says he feels his best. “To tell you the very truth, when I am back here in my garden, I feel like a king. I don’t have money, but I still feel like a rich man,” he said. “I don’t count the hours. I come out as soon as I can and I only go inside for breakfast, lunch and for dinner.” Those meals are provided by Rosa, his wife of 48 years, who says there’s a running joke in the family of why their meals taste so good. Is it the cooking, or the ingredients from the garden? Whatever it is, says daughter, Enza, the garden is home. “It is my home; it will always

be my home,” she says. “Every time I have had something go wrong, it is my go-to happy place.” She loves it so much she will be married in the garden in the summer of 2015. Not surprisingly, the food and wine for the wedding will be created from the garden where she feels so comfortable. “I have never been to Italy, so I feel like I am experiencing the home that they had,” Enza says. “I actually think it is one of the most beautiful places I have never seen… It is all wholesome and home. It is a place full of love. It is a place where if you are not happy, you become happy.” alim@vicnews.com

Any possibility of a medical marihuana facility being built in Metchosin appears to have gone up in smoke – for now. By a 3-2 margin Monday, Metchosin council rejected moving forward a proposal to amend a bylaw that would allow a medical marihuana facility on industrial land. “The form and character of federal government parameters does not fit the rural community on agricultural land or anywhere else,” said Coun. Bob Gramigna, who proposed the motion. He said Metchosin does not have a 250- to 300-acre industrial area that might make it a fit. Gramigna took things a step further by filing a notice of intention with council to bring forward a different motion to prohibit medical marihuana facilities throughout Metchosin. He pointed to a public hearing May 26, where commentary was consistent and overwhelming against allowing such a facility at any of the three industrial-zoned lands in the rural community. “It is just not appropriate for Metchosin and does not fit our rural character,” he said. “It is not a debate whether it is pro medical marijuana or not. It has nothing to do with that issue at all.” The subsequent motion comes before council next month. Gramigna, Coun. Larry Tremblay and Mayor John Ranns voted against going to a third reading. During discussion, councillors Moralea Milne and Jo Mitchell, who voted in favour, voiced a preference to study the proposal further. Because the public hearing was over, no new information could be heard by council and debate could only happen if there was an appetite to restart the entire process. “I look forward to bringing the motion to the next council meeting and see where it goes from there,” Gramigna said. alim@vicnews.com

Veterans of the Korean War are being memorialized in Langford. Tomorrow (June 21) at Veterans Memorial Park, the Royal Canadian Legion unveils a monument to the vets and marks the more than 60 years since the cease fire in 1953. Korean War veteran Fred MacDonald, 82, is grateful for the celebration. He said the war, which claimed 516 Canadians and more than 1,500 injured is one that has been forgotten by many. “I want people to recognize the Korean vets more so than what they do,” he said. “Most of us are not recognized. I have had people say ‘Canadians were in the Korean War?’… That bothers us.” MacDonald’s brother Bruce, a machine gunner on the front lines, was among those who didn’t make it back. Fred said the sacrifices made of his older brother, who was killed at 20, and others are important to remember. “We appreciate it, because we don’t get very much donated to us,” he said. “(People remember) the First World War, the second war and Afghanistan, but they don’t count Korea.” MacDonald, who worked in brigade headquarters, is still pained by an injury suffered when his jeep flipped over and rolled onto his leg. He returns whenever he can to visit his brother’s grave at the United Nations cemetery in Busan, South Korea and vividly remembers his time at war. “There are a lot of things that can happen and you don’t want it to happen. You are scared most of the time,” MacDonald said. “Wartime was hell, but after the cease fire it was good.” Langford Coun. Lanny Seaton said celebrations such as this are an important piece of history. “I think it is important we honour anyone who has gone to war or has a role in peacekeeping,” he said. “If you don’t remember the past you can’t go forward. We are finding that with some of the vets, they need to have a place where they can go.” The celebration takes place at 11 am. alim@vicnews.com

closed for three days to accommodate the removal. “Langford’s policy is to never have pay parking,” Sahlstrom said. “People still use their cars a lot and come from all over the region to use our facilities, so they need a place to park. You know how frustrating it is to drive around for an hour looking for a parking spot.” Work crews will be onsite six days a week, Monday through Saturday, until the project’s expected completion in late August. There is no service disruption expected for the natural gas pipeline customers. “The pipeline is an essential part of the infrastructure for the Greater Victoria,” said Fortis spokesperson Michael Allison. “We do apologize for the inconvenience and hope to wrap this project up and essentially pave the way for the construction that the city needs to do.” alim@vicnews.com

Landfill more than a ‘dump’

Who knew going through the trash could be so fascinating? It’s one thing to get your annual property tax bill, see the line for garbage collection, pay what you owe and forget about it until next year. But it’s an entirely different experience seeing exactly where your money goes by taking a tour of Hartland landfill. This is where every piece of garbage that’s thrown in the trash in the Capital Region – and has been thrown in the trash for the last several decades – ends up. But Hartland is not a dump. It used to be, back in the 1950s, a pit where you’d go and dump your trash. Now, this is an engineered, sanitary landfill. This weekend’s Hartland Happening event at the landfill is a great opportunity for our region’s residents to not only get a lesson on what happens to our garbage, but to appreciate just how the Capital Regional District is managing to reduce the environmental impact of the landfill on our land, in our water and in the air we breathe. That latter component of the landfill’s operations is quite impressive, and something we in Greater Victoria should be proud of. Not every landfill has procedures to prevent greenhouse gas emissions coming off the pile of garbage from entering the atmosphere, or screens that prevent rainwater from seeping through the soil and down deep into the rotting waste to become hazardous leachate. It’s also slowly returning to its former state as a native forest, thanks to a reforestation plan that will eventually see the entire landfill become – on the surface – nothing more than thriving plants and animals. With all the ongoing heated discussions surrounding the CRD’s future plans on managing and treating our liquid waste, it’s nice to see our solid waste is in really good hands. Sooke animal advocates look to open pet food bank on West Shore A mother-daughter team that helps homeless people and financially challenged families feed their dogs and cats is looking for a connection on the West Shore. Sooke resident Margarita Dominguez and her daughter, Kai Yates, who are the heart of the

Sooke Animal Food and Rescue Society, began providing a free pet food bank service at Our Place in Victoria in 2013. Having developed similar charitable setups at the Beecher Bay First Nation in East Sooke and a home delivery service in Sooke,

they hope to find a distribution centre in Langford or Colwood. “We’re searching for space,” Dominguez said. “We hope that by bringing attention to the issue, somebody will offer (space).” The two women accept donations of pet food from the commu-

nity, but frequently pay for it out of their own pocket, Yates said. The Westshore Food Bank, which operates out of the Langford Legion, has many clients with animals, a staff member said, but doesn’t always have pet food in stock. Clients are asked to call 250-

Because the high-risk classification is inappropriately based on a freshwater model, Canadians are being forced to spend a billion dollars to replace Victoria’s exemplary, low-impact marine-based treatment system with a higher-impact land-based system.

It’s rather tough to get a collection of three- and four-year-old children to sit still for a while. Claira Coulombe, who turns four in July, sat about as still as any of the kids at Pussywillow Preschool on Thursday as she had a 10-inch length of her curly blond hair chopped off for charity. The youngster is donating it to Locks of Love, a registered charity that provides hairpieces for children and youth under 21 who suffer from hair loss due to medical conditions or treatment. “Claira’s hair grows really quickly and I always taught her to give to others,” said mom Trish Coulombe,

whose family lives in Langford. Mother and daughter were inspired to donate by a fellow preschooler who suffers from alopecia, an auto-immune condition that can result in partial or total hair loss at any time. “We were on a field trip one day and someone said Claira’s got such beautiful hair. I told them, ‘not for long, we’re going to donate it,’” Trish said. Asked what she thought about having shorter hair, Claira said, “A little girl will get my hair for Locks of Love.” Preschool owner Dianne Holmes appreciated being able to help out the youth-focused charity and applauded her young student. “Claira’s a very special little girl to go ahead with something like that,” Holmes said. The 2011 model year edition of the Ford Mustang, coupe and convertible, came with a more menacing frontal appearance and under the hood new engines produced more power with less fuel. So, you could also call it the “meaner and leaner” revamp. Appearance changes on the 2011 included new headlights and revised lower fascias, fenders and grille, plus a power-dome hood that allows additional air cooling to the Mustang’s new engines. At the back, new threelight LED lamps sequentially signal a turn, reminiscent of the muscle car years. The Mustang GT convertible models came with improved body rigidity with 12 per cent more lateral stiffness versus the previous year. In addition to newly strengthened structural members, under its hood you’ll also find a (race-style) tower-to-tower strut brace. Even the new base 3.7-litre V6 engine packs a punch as it can deliver 305 horsepower and can rev to 7000 rpm. Its rated city/highway fuel economy is an impressive 10.7/6.4 L/100km. Laura had no idea how rare her car was until she decided to embark on this project and began doing her research. The T5 registry has informed Laura that of the 453 Mustang Hardtop T5s built in 1967, hers is one of the few examples ordered with a vinyl roof, which is listed as an option in the V.I.N tag. There are only two T5s known to exist in Canada, hers and one in Ontario and only 45 have survived in various states of condition worldwide. It is going to be a busy

summer for Laura, her two daughters and the Mustang. I suspect her father never in his wildest dreams would have thought the car would end up as a show car let alone become a family affair involving three generations of his family. The T5 will debut at the Vancouver Classic Car Show and Auction at the PNE on June 21 and 22. Then it will head south in July to the Mustang Roundup in Bellevue, Washington, the world’s largest Mustang meet. The car is entered in the Concours restoration class and should place well. Because this is the 50th anniversary of the Mustang the invitations are pouring in, the most recent one from an event in North Carolina, Laura still has a day job so unfortunately will miss that one. She will finish the summer off at the Luxury SuperCar weekend at VanDusen Gardens in September. The car will be viewed at least 30 or 31 times in a month, gracing the walls of garages and repair shops all over North America featured in a 2015 Ford calendar. House fire offers cautionary tale Working smoke detector might have reduced damage Don Descoteau News staff

A Langford couple were lucky to escape injury recently after an overnight fire ripped through the kitchen of their house. The incident has prompted Langford Fire Rescue officials to raise the alarm about the importance of having working smoke detectors in one’s home. “These people were very lucky to escape,” said fire prevention officer, Insp. Lance Caven. The fire was confined to the kitchen and a detector was located nearby. “At some point they had taken the battery out,” he said. “Luckily the woman woke up in the night, went down the hall and found the fire.” By the time the man was up, the smoke was so thick he didn’t know where his partner was, said Caven’s fire prevention counterpart, Insp. Chris Aubrey. “Twenty or 30 years ago materials were a lot different, there was a lot of wood,” he said. “Today there’s a lot more plastic. Fires burn a lot hotter and faster than before.” As a precaution, the upstairs couple were taken to hospital to be treated for smoke inhalation. While the fire was limited to one room, the home suffered smoke damage throughout the upstairs. A downstairs tenant had no idea there was a fire until the trucks arrived, Caven added. Some homes have smoke detectors hard wired, negating the need for batteries, and in some cases the upstairs and downstairs devices are linked, he said. The close call has firefighters encouraging people to test their smoke alarms every six months to make sure they’re all in good working order. Aubrey says people often make the assumption their detectors are working if they haven’t heard

them go off in some time. As well, placing a device too near the kitchen can create false alarms, he added. Langford Fire Rescue offers a free in-home smoke alarm check for residents that includes free replacement of any battery powered devices older than 10 years. Advice is also given on options for hardwired detectors, which are advisable since they don’t require batteries, Aubrey said. Classical music fans have a pair of treats in store at the upcoming Sooke Philharmonic Orchestra concerts in Sooke and Saanich. One is the opportunity to hear the Bartok “Concerto for Orchestra,” conducted by Maestro Norman Nelson, who calls it one of his favourite works by one of his favourite composers. The other is a performance of Tschaikovsky’s challenging and beautiful “Violin Concerto” by the talented Alice Haekyo Lee, who placed first in the Don Chrysler Concerto Competition in 2012. Haekyo Lee, 14, is currently studying at the Toronto Conservatory of Music. She played SaintSaens’ “Violin Concerto No. 3” with the orchestra in October 2012. Nelso said he began playing the Bartok concerto in 1957 when he joined the London Symphony Orchestra. “Since then, having played most of Bartok’s symphonic output many times, with many orchestras, I have come to know and love his wonderful music and, of course, especially this last great concerto,” he said. “These coming Sooke Philharmonic Orchestra concerts in June will be the first time I have conducted the work and I hope not the last.” Viola player Michelle MacHattie said the entire orchestra is behind Nelson in this work especially. “It’s hard, quite modern and spectacular in a way Sooke hasn’t heard before,” she said. The June 28 concert begins at 7:30 p.m. at Edward Milne Community School, 6218 Sooke Rd. in Sooke. Well-established rugby club touches down in Colwood Velox Valhallians partner with West Shore Parks and Recreation Don Descoteau News staff

Growing the sport of rugby on the West Shore has been something the Velox club has been involved in for some time. With a number of Valhallians players and coaches living around the area, school programs at Belmont secondary and Dunsmuir middle school and Edward Milne secondary in Sooke, as well as a Langford-based youth program, have seen significant growth in recent years. That relationship between the Gordon Head-based club and its adoptive home grew stronger this week, as the West Shore Parks and Recreation Society announced that Velox is relocating to the Juan de Fuca recreation area for the 2015 season. “Our idea is to bring sports into the community and that works with what West Shore Parks and Recreation is doing, that’s what they do,” said Velox president Steve Neish. “So it’s a good fit. This is a centre for recreation for the community.” A major component of the deal,

excited to be coming out here,” Neish said. With little in the way of capital funds available to the multimunicipal society, the prospect of building a turf field onsite was slim to none, said administrator Linda Barnes. The ability to fit Velox’s league games into the field use schedule only came about after West Shore Parks and Rec signed a deal with the Sooke School District to share fields at Royal Bay secondary once they’re completed next year. Adding an all-weather turf field was the icing on the cake, Barnes said. “This gives us a lovely community resource that everyone can use,” she said. “It’s all very winwin for citizens on the West Shore. (The club will) be doing some camps and youth development with us.” While the turf will be built inside the velodrome, the project gives the track cyclists more certainty that their facility isn’t going anywhere, Barnes said. Neish said Velox will continue to run its junior, youth and minirugby programs in Gordon Head in addition to those on the West Shore. “We’ve been building youth rugby out here for the past three years, this is just going to accelerate it. Three local charities are saying thanks to local women, after about $30,000 was raised with the third annual Victoria Goddess Run that happened in Langford on June 1. Five dollars from each of the 2,100 registrations was donated to either the Victoria Women’s Transition House, Victoria Sexual Assault Centre or KidSport’s Active Girls Program, with participants choosing which charity they wished to support. “The Victoria Women’s Transition House is honoured to be a part of this event that is inspiring, engaging and fun,” said development director Tracy Lubick. “The show of support for our organization was overwhelming, and it was a joy to know that people in our community are working in partnership with us to create hopeful futures for women and children who need our services.” The proceeds brought the total raised close to $100,000. editor@goldstream,gazette.com

Q: WHAT SHOULD I CONSIDER BEFORE PURSUING A CAREER IN REAL ESTATE?

Do you have enough savings to cover your learning curve? – It’s recommended that new agents have two years’ income put away when they start in the business.

In any industry, it’s natural for people who’ve been around for a long time to feel they have the edge on someone new to the business. In real estate sales, the same scenario applies. But is it as simple as saying experience is everything? Perhaps not. Technology has definitely changed the way Realtors do business, especially from the standpoint of forwarding information about new listings to potential buyers, or moving the appropriate paperwork back and forth between agents and legal professionals. But some things haven’t changed, say Deborah and Roy Coburn, a husband and wife team who have been in the business for 26 and 24 years, respectively. “We’re a person-to-person service,” Deborah says. “That’s always the way we’ve operated.” While she admits most buyers today get their first glimpse of a home online, she says, it still comes down to working with clients in person to really get a handle on their real estate needs. She cites three separate out-oftown client couples who found “the perfect home” online in Greater Victoria, only to arrive and discover in a showing that the property wasn’t at all what they had in mind or envisioned. “In some ways, technology can only go so far,” she says. While many listing agents send information on homes to buyer’s agents via email, Roy finds it helpful to pick up the phone and call

He’s enjoyed some success already, partially due to building a new Internet marketing program for himself and his father, longtime Victoria-area Realtor Michael McMullen. Taylor, who also speaks Mandarin, has tapped into the Asian immigrant market, largely through his online work. In that respect, he views technology as something not to be feared, but to be embraced, a characteristic he says he shares with other younger professionals. “I think the difference between (younger and older Realtors) is

we grew up in a period of change. Everything is changing so quickly and we’re easily able to adapt to change,” he says. “There’s still lots of risk-takers out there, but I’d say the average young person is more likely to take risks and change.” While taking full advantage of technology to secure and work with clients can work well, McMullen admits it’s just one tool at his disposal. But he admits much of his business has come from referrals, door knocking and cold calling: good oldfashioned personal contact. “Real estate’s all about relationships. The majority of your business will come from referrals no matter how much marketing you do,” he says. The Coburns couldn’t agree more.

Deborah chuckles at a fringe strategy making the rounds lately, that of giving home evaluations without setting foot on a person’s property. Whether representing clients looking to buy or sell, agents’ responsibility is huge, she says, given the need to know everything about a house. “When it comes down to it, it still requires a relationship with us.” One thing agents of any age may find today more so than in past years, McMullen says, is that younger buyers tend to be less patient and more focused on saving money than being loyal. “I find younger people are always chasing the better deal or the quick response (from a Realtor). Reduce, reuse, recycle, reforest Hartland Happening event on Sunday offers behind-the-scenes look at landfill Kyle Slavin News staff

A family of ducks swims to the edge of a freshwater pond and waddles up a slight embankment to enter a growing forest of Douglas fir trees. The air smells clean, as a light breeze passes through the expansive site in rural Saanich. This isn’t the land surrounding Prospect Lake or a daylighted section of Tod Creek – these are the grounds occupied by Hartland landfill. Below those ducks’ feet is 40-plus years worth of garbage – 50 metres deep and 4.5 million cubic metres of it. But you would never know it from the surface. This is Phase 1 of Hartland landfill. When it was filled to capacity in 1998 it was closed and covered up. Now it’s in the process of being transformed back into a forest. “If you can visualize it, we’re on a whole bunch of garbage right now. Then on top of that is 10 feet of dirt, then this two-inch piping lays across the entire footprint, then on top of that is a big, geotextile membrane, and then on top of that membrane is another 10 to 15 feet of dirt, and then we reforest it with native plants,” says Drew

Fafard, supervisor of safety and technical services for Hartland operations. The reforestation is a long-term project that began at the landfill in 2004. In the decade since, more than 25,000 native trees and plants have been planted on the site. “Eventually when everything’s closed, you’re not going to know this was a landfill,” says Monique Booth, supervisor of communications and education for Capital Regional District environmental services. The goal is for the landfill footprint to eventually blend seamlessly with the forested area and Mount Work Regional Park that shares a border with the property. Hartland landfill is divided into two phases. All of the Capital Region’s garbage that’s sent to the landfill today (and since April 1997) is deposited in Hartland Phase 2. It’s that phase that’s currently slated to be full – 10.3 million cubic metres of garbage – by 2049. But Booth says that deadline could potentially be pushed back indefinitely if people follow the three Rs: reduce, reuse, recycle. “It might not ever be full; if diversion rates keep going up. But

We really feel like this is our region’s landfill and it’s our region’s decision on what happens to it in the future.”

This weekend, the landfill hosts Hartland Happening, a behindthe-scenes event that gives residents in the Capital Region a better understanding of where their garbage goes and what’s going on at the landfill. “I like to think of it as, ‘Come say hello to away.’ People throw away so much stuff, and it really doesn’t go that far away,” Booth says. “If you grew up in Victoria,

everything you’ve ever thrown away you can go and wave to at Hartland. From your diapers when you were a baby to that plastic bag last week.” Visitors to Hartland Happening will be able to take a guided bus tour of the landfill, and there will be info booths on site to learn about all the projects at Hartland. Kids will be able to play in a giant sandbox and see a live hawk up close. (The bird of prey is brought to the landfill nearly every day to scare away seagulls, preventing them from treating the active landfill site as an easy food source.) Hartland Happening aims to be a zero-waste event. Visitors are encouraged to bring reusable water bottles. Napkins, plates and cutlery given with food sold at the event – courtesy of Mr. Tube Steak – are compostable or recyclable. “Nothing used on the day will actually go up to the landfill,” Booth says. Parking at the landfill is limited, but the CRD offers a frequent shuttle bus service from parking lot 5 at Camosun College’s Interurban campus (4461 Interurban Rd.).
