TERRACE - The federal government’s June 17 approval of the Enbridge Northern Gateway oil pipeline plan, provided 209 conditions set down by the Joint Review Panel late last year are met, has been greeted with opposition from northwestern B.C. political leaders. Aboriginal opponents in the North Coast region include the Haida, Gitgaat, Gitxaala, Heiltsuk, Lax Kw’alaams, Metlakatla and Haisla First Nations. Haisla Chief Councillor Ellis Ross said it is too late for more consultations. “Every mistake they’ve made

we actually pointed out to them and said ‘this is not following our case law principles, you’re making a mistake’,” Ross said after the announcement was made. Kitimat Mayor Joanne Monaghan said her council has made its opposition clear after an April community vote that came down opposed to the project. “I think most of the councillors are of the opinion that they really don’t want to see bitumen going down the channel,” Monaghan said. “They would rather have it refined and have a product that’s refined going down the channel.” The Northern Gateway plan, nearly 10 years in the making, would see a 1,100 km twin set of pipelines built from Alberta to a marine terminal at Kitimat.

The main pipeline would pump diluted oil to the coast for export while a second pipeline would pump a diluting agent called condensate from Kitimat to Alberta. That’s to make the oil flow more smoothly through the export pipeline. From Kitimat, tankers would take the oil to Asian refineries. The decision by the federal government will allow the National Energy Board to issue the Certificates of Public Convenience and Necessity. “After carefully reviewing the report, the Government accepts the independent Panel’s recommendation to impose 209 conditions on Northern Gateway Pipelines’ proposal,” said Canada’s Natural Resources Minister Greg Rickford in a news release.

Terrace mayor Dave Pernarowski said the now approved Northern Gateway pipeline project threatens the environment and the way of life in the north. He doesn’t believe the federal government’s decision is the final say on the matter. “It wasn’t surprising given the previous decision by the joint review panel, however I don’t think the federal government’s approval at this point in any way finalizes this issue. I think they are still up against a lot of opposition in British Columbia,” said Pernarowski. “I think our community continues to strongly oppose a project like this that could have harmful impacts to our environment and to our way of life in northern British Columbia.” See Leaders Page 3

Leaders in northwest line up in opposition Terrace council voted against the project in 2012 with a 5-2 vote, but Pernarowski at the time voted to stay neutral until a later point in time. When a new council forms after the local government elections this November another motion related to Northern Gateway could be brought forward, said the mayor. “I don’t think this is any further ahead today than it was yesterday, I think the opposition will continue and it will end up in the courts,” said Skeena NDP MLA Robin Austin. He said the provincial NDP will now focus on holding Premier Christy Clark to her word around the province’s five conditions. “My job is to represent the people up here who are a huge majority opposed to this and to hold the BC Liberals to account,” said Austin. “Prior to the election, Christy Clark made it clear that she had five conditions, those five conditions are nowhere close to being met.” The province has said the project doesn’t yet meet Premier Christy Clark’s five conditions for new heavy oil pipelines, which include world leading marine and land spill protections, resolution of aboriginal concerns and a fair share of benefits for B.C. And Environment Minister Mary Polak has indicated the province could refuse permits for the project’s construction in B.C.

Saying the decision is “no great surprise”, Austin said he believes this is “the beginning of the next chapter of the fight on this.” “I suspect it’s going to be in court for a long time,” he said, adding he sees the fight heading to the Supreme Court of Canada. “I’m no constitutional lawyer, but if you look at the judicial rulings over the last five to 10 years in regards to First Nations’ rights and title, I suspect the First Nations lawyers will have a field day with this one. And we’ll fight it all the way.” Skeena - Bulkley Valley NDP MP Nathan Cullen has been at the forefront of regional opposition. “I truly believe this pipeline will never be built. I think the resolve and the passion of the people of the northwest will overcome it ... governments can grant permits, but only people can give permission,” he said. The federal NDP would put aside the decision if they are elected to form the government in next year’s federal election,he said. Area environmental group SkeenaWild director Greg Knox said his group stands with First Nations. “Everybody’s saying the same thing, that they will support First Nations in legal action [and] that they’re willing to stand on the line,” he said. “I think this is going to be a very long, drawn out process.”

to the agreement with Avanti being signed. Kitsault has been the location for two previous molybdenum mining projects, the most recent being in the late 1970s.

But production halted barely two years into production when the price of molybdenum crashed. Avanti purchased the project in 2008 and began drilling to prove

up a viable project. Along with that purchase came a mines permit and the amendment provided by the province June 13 takes in Avanti’s new mine plan for reclamation and oth-

er items. The company will ship its molybdenum concentrate to Vancouver via the Cranberry Connector by truck for shipment overseas to smelters.

Courts affirm compensation claim made by the Kitselas First Nation By Anna Killen THE NORTHERN CONNECTOR

TERRACE - The Kitselas First Nation is still owed compensation for a land transaction dating back to 1891. That’s the word from the federal court of appeal, which, following two days in court this April, ruled June 5 that last year’s favourable ruling by the Specific Claims Tribunal, a tribunal set up in 2008 to hear cases involving First Nations claims on specific pieces of land, is valid and that the federal government’s opposition to the ruling is not. “I would dismiss this judicial review application,” writes Justice Robert Mainville in the decision. “The judge reached the appropriate legal conclusion with respect to the fiduciary duty owed in this case by Canada to the Kitselas.” The federal government, Kitselas, the Specific Claims Tribunal, and First Nations interveners spent two days in federal appeals court this April arguing the government’s appeal of the tribunal ruling, which dates back

to 1891 and deals with a 10.5 acre parcel of land located along the banks of the Skeena River on traditional Kitselas territory. The tribunal found that the land, which contains a former village site, was wrongly excluded from the original Kitselas reserve allotment in 1891. A Hudson Bay Company warehouse was located on the site, which became known as Lot 113 and is now a provincial park. The federal government’s decision to appeal the tribunal’s finding was the first time the government has appealed a tribunal decision. The Specific Claims Tribunal was formed as an independent body of the federal government with the government seeking the opinion of the Assembly of First Nations prior to its establishment. It is not part of the more sweeping negotiations involving comprehensive claims which lead to treaties being signed by First Nations and governments. In its appeal, the federal government argued that it should not be obligated to provide

financial compensation for lands the government wrongly neglected to include in original reserve allotments and that if there is an obligation, it should be shared with the province. To the latter point, the appeals court ruled that, as laid out in the tribunal judge’s decision, details surrounding compensation owed by are to be dealt with at the compensation stage of the hearing. “Under the judge’s order of July 3, 2012, the issues of validity and compensation with respect to the claim were bifurcated, with the understanding that the issue of validity would first be determined separately from the issue of compensation,” reads the decision. “In fact, the judge made no final finding in his reasons with respect to the potential liability of British Columbia affecting the compensation that would eventually be owed by Canada.” But the compensation stage of the hearing cannot begin until the appeals process is complete. Federal representatives refused to say whether they would

be appealing the June 5 decision. Canada has 60 days to file an appeal with the Supreme Court of Canada. “Should the Government of Canada seek to appeal the Federal Court of Appeal decision, Canada’s reasons will be fully set out in its application for leave to appeal to the Supreme Court of Canada,” read a statement from Aboriginal Affairs and Northern Development Canada. Given the precedent value of the case and how much it could mean to Canada in terms of money, Kitselas lawyer Stan Ashcroft said the government could decide it is worth it to take it to the highest court. A second federal appeal to a tribunal decision was filed earlier this year regarding a similar favourable Specific Claims Tribunal decision for the Williams Lake Indian Band. “If Kitselas had lost its case ... then that would have severely damaged the Williams Lake band,” said Ashcroft. In fact, Ashcroft says this ruling gives precedent to a number of specific claims cases

across Canada – something which could prove expensive for the federal government. “Sometimes lessons learned are expensive,” he said. “Hopefully what it will do is achieve or at least induce Canada to act better in the future.” A release by Williams Lake Indian Band Chief Ann Louie said the victory was shared across B.C. and across Canada.

TERRACE - The Terrace Drag Race Association (TDRA) was banking on having a few gearheads wanting to race each other with their everyday cars for their first meet of the season earlier in June. Turns out there’s a load of them. Thirty-five entrants signed up for the June 6 Street Legal races and Chris Roesel walked away with first-place after beating all of his challengers in the brack-

eted setup. Chris Sweet took second. Sunday’s winners for the Summer Classics competition included Jeremiah Wiebe from Terrace (first in Pro-class), with Houston’s Ken Kaperlari taking second. Super Pro saw Kitimat’s Harley Bell take top honours, followed by Terrace’s Paul Soares and for the Junior Dragsters, Kitimat’s Tanner Daum won first-place, with Terrace’s Dalla Vecchia and Prince Rupert’s Shelby Peterson rounding out the top three. Paul Amado was also a

winner in Saturday’s Gamblers race. The street legal races were the first of its kind in years and the association will try and run the same competition Friday, Aug. 1 with regular class races occurring the following Sunday and Monday at the Terrace airport. City fined for black liquor leak By Shaun Thomas THE NORTHERN CONNECTOR

PRINCE RUPERT - A black liquor spill from Watson Island back in 2012 has proven costly for the City of Prince Rupert. The city has been fined $50,000 after pleading guilty on June 5 to one count of the release of deleterious substance into fishbearing waters. Back on Jan. 21, 2012, approximately 28,054 U.S. gallons of weak black liquor spilled into Porpoise Harbour. “The City of Prince Rupert reported to the Provincial Emergency Program (PEP) that a spill of black liquor — a toxic product in the pulp process — had occurred from the closed pulp mill into Porpoise Harbour. Environment Canada receives spill reports

from PEP,” explained Environment Canada spokesperson Mark Johnson, noting the maximum fine under the Fisheries Act for such an offence is $300,000. Samples of the spill were collected and found to be toxic to Rainbow Trout, resulting in charges being laid on Dec. 12, 2013. Of the $50,000 total, $5,000 is a fine under the Fisheries Act while the rest will be targeted for future cleanup. “The $45,000 penalty will help remove some of the priority chemicals of concern from the Watson Island site, and as part of their regular duties, Environment Canada’s enforcement officers will continue to conduct regular inspections of sites like Watson Island to ensure ongoing compliance with the pollution provisions of the Fisheries Act,” said Johnson.

Hillcrest apartments gets development permit KITIMAT - Council has approved a development permit for the Hillcrest Apartments, for 1611 to 1711 Haisla Boulevard. The complex has already had apartment blocks on the property renovated and the development permit now allows the construction of a new workshop and manager apartment. “The primary reason for the workshop is to accommodate equipment they use to maintain the property,” said Director of Community Planning and De-

velopment Gwen Sewell. The development permit also reduces the required rear setback for the workshop by three metres, and reduces the parking stalls on the property by 14. The reduction in parking stalls, to 76, will allow more turning space for a fire truck, snow storage, and the relocation of fire hydrants on the property. The permit will also be conditional on installing bicycle parking facilities at a minimum

of 14 spaces, relocating fire hydrants and one BBQ structure to address Fire Department concerns, the workshop must match the renovated apartment building exteriors, among some other conditions. The exterior renovations to the buildings on the property are ongoing as per an August 2012 development permit. The issues the Fire Department referred to is the fact existing fire hydrants are at the rear of the property, adjacent to a

public walkway. Moving them to be adjacent to the parking lot will improve fire response times, District of Kitimat staff say in a report to council. The Advisory Planning Commission had reviewed the application before council saw it and requested some of the conditions that made it to the final recommendation, which included placing ground floor windows on the north side of the workshop.

KITIMAT - At around 9 p.m. on June 8 a woman using the ATM machine at the Royal Bank of Canada was robbed of $500. Police say the unknown male pressed an unknown object in to the middle of her left shoulder and demanded she withdraw $500. The suspect is described as over six feet tall, slender build, dressed in all black with a ski mask covering his face, and a hoodie over his head. Police are encouraging the public to be aware of their surroundings and report any suspicious activity. Refinery company says a poll backs up its value-added plan VANCOUVER - In a poll released June 17 by Pacific Future Energy Corporation (Pacific Future Energy) over two-thirds of British Columbians expressing an opinion believe that “refining oil in Canada means more value is added and Canadians get more benefit in terms of price, jobs and tax revenues.” The company says the poll also indicates a refinery will allow “Canadians to take environmental responsibility for the full processing of oil from Canada’s oil sands.” Pacific Future Energy is a company that has been developed to build our future and protect our coast by financing, designing and constructing the world’s greenest oil refinery on the north coast of British Columbia. It has yet to choose a site for its project. “We cannot risk the future of British Columbia’s cherished coast by shipping raw bitumen,” said Samer Salameh, Executive Chairman of Pacific Future Energy Corporation. “While we believe that it’s in Canada’s national strategic interest to gain access to international markets for Alberta’s oil, especially the fast growing Asian market, it shouldn’t be done at the sacrifice of BC’s coast or broader envi-

ronment and must be done in full partnership with First Nations.” “Our project is not dependent on Enbridge’s success,” Salameh added. “Over the coming years, we will work with partners who can effectively demonstrate to Canadians – and to First Nations — that they share our values.” A majority of British Columbians expressing an opinion agree that a refinery should be built. Other findings from the poll conducted by Rushbrooke Communications Inc: Sixty-six per cent of British Columbians surveyed agree: “Currently, Canada sells oil almost exclusively to the United States. Building a refinery would allow us to open new markets and be less dependent on the United States.” Sixty-four per cent of British Columbians surveyed agree: “By locating a refinery in BC, British Columbians will share in the economic benefits of oil shipped through the province.” A significant percentage of British Columbians (21 per cent) don’t know that refined products pose a much smaller risk to our coast than raw bitumen. Pacific Future Energy believes that as more British Columbians become aware of this project, this number will de-

cline, the company said in a statement. City votes to keep Westview lands classified as a park By Martina Perry THE NORTHERN CONNECTOR

PRINCE RUPERT - Westview Park will remain park land because of a group of Atlin and Graham Avenue homeowners. A number of Rupertites sent a letter to council requesting Westview Park, legally referred to as parcel 4, Lots 1 and 2, be included under the covenant of Chapter 59. Chapter 59, was signed by the City of Prince Rupert, CN and the provincial government in 1965, and saw CN hand over 12 parcels of land to the city “subject to the express condition that the hereinafter mentioned lands shall not be used for purposes other than of parks, public recreation, municipal public buildings, public schools, hospital buildings, cemeteries, reservoirs, and generally only for those purposes that are for the use and enjoyment of the public at large and are of a nontax producing nature”. Westview Park, which includes the property the former Westview Elementary and transition house sit on, were origi-

nally part of the act but were later subdivided. Prince Rupert’s city manager Robert Long said for an unknown reason the covenant wasn’t put on the title at the time. “It appears that after Westview Park was subdivided in 1964 to include a school on the property, the new Certificates of Title did not show Chapter 59 on the Legal Notations. This failure to register Chapter 59 on these Titles was the city’s responsibility and somehow was missed by both the province and the city,” reads the letter signed by 14 homeowners living in the area. Long said after the proposal to build condos on Westview Park was cancelled late last year, the city had Bill Horne, the city’s former manager of engineering, look into the properties and do a report for council. Horne came to the conclusion that it was likely an oversight and Chapter 59 was still operative on the property. Coun. Gina Garon wanted city staff to do another report before making a decision. “I’m not saying I’m against it, I just don’t

want to make a decision until we know exactly what all the legal avenues are that we go to do this,” she said. But councillors Anna Ashley and Joy Thorkelson said Horne’s report was sufficient. “In that report, the legal information was there,” Ashley said. “I don’t want to spend a lot of money and a lot of time getting a report when Mr. Horne did such an incredibly thorough report. I don’t think there’s much more we could find out,” said Thorkelson, adding if a problem arises in the future they can deal with it then. Mayor Jack Mussallem said it was hard to think council is running a good government and it was embarrassing as mayor to have council pass a motion based on a letter without adequate staff background. But he and Garon were the only members of council that felt more information was essential, with all others voting in favour of putting Westview Park under Chapter 59 conditions aside from Coun. Skills, recreation is the goal for soccer field in Nass Valley GITLAXT’AAMIKS Ground was broken June 11 in Gitlaxt’aamiks (New Aiyansh) in the Nass Valley for a soccer field which will accomplish several goals. It’s not only an addition to recreational facilities but its construction will bolster the skills of people taking apprentice training. The field will showcase the partnership of the Gitlaxt’aamiks Village Government and a provincial training agency called the UA Piping Industry College of BC that was started late last year because of the frustrations the village government had with certification of their apprentices and employment in various trades, states a village government press release. Since partnering with UA Piping Indus-

try College of BC, the village government has put a total of 25 Gitlaxt’aamiks students in trades upgrading, introduction to construction, pipefitting foundation and heavy equipment training. “We want Gitlaxt’aamiks young people to acquire training, complete their apprentices and then move on to fulltime employment,” stated Chief Gerald Robinson, “(UA) Piping Industry College of BC provides us with the opportunity to fulfill that endeavor.” Eight members of the heavy equipment operator apprenticeship training program, led by the piping industry college and Pacific Trail Pipelines Aboriginal Skills to Employment Partnership (PTP ASEP), broke ground. “We have found

that working with the community of Gitlaxt’aamiks has been very beneficial,” stated Kelly Sinclair, Special Projects Coordinator, Piping Industry College of BC, “The calibre of students that they are providing us is first rate. The students work hard, take pride in what they do and really want to succeed.” “The same skills essential to being a skilled trades person,” said Kelly Sinclair, Special Projects Coordinator of the UAPIC BC. “These apprentices are building the future of their community.” This is the seat time component of the heavy equipment operator training program that started in partnership with the UAPIC BC, PTP ASEP, and includes training at the Operating Engineers Training

Centre. The training program is being financed by the Industry Training Authority (ITA), a federal-provincial training program, the piping industry college, the International Union of Operating Engineers, the Pacific Trails Pipeline training program and other community and several corporate sponsors.

Generator, motors stolen NEW HAZELTON RCMP responded to 101 calls during the week of June 5-11. On June 5 police received a call regarding a break and enter on a property 4 km west of New Hazelton along Hwy 16. Sometime between May 15 and June 4, a generator, two small boat motors and other

items were stolen. On June 5 RCMP received a report that on May 31, the rest area near Boulder Creek along Hwy 16 had been vandalized by smearing excrement on the outside of the outhouse. And on June 9, vandalism was reported in the 300 block of Mountainview Cres in Gitan-

Avoid Hiring Traps: Recruit Strategically, Effectively In business, when it comes to the proper fit, nowhere is it more important than in recruitment of new staff. Your hiring strategy is key to your company’s future growth. There is no better way to retain employees than to ensure their personal and work values fit in with the culture of your company. Learn about these five steps for a successful hiring process. 1. Start with the job description Ensure that the job description is current and accurately reflects the requirements, skills, and knowledge required to complete the job at the highest possible level.

2. Prepare questions Once you’re ready to interview, be sure that you ask questions directly relevant to the tasks of the job. A good practice is to include behavioral questions. In other words, do not ask “what if” questions; instead, ask “tell me a time when you…” type questions. 3. Watch out for hiring “traps” Hiring traps include situations where a manager hires someone to replace an exiting employee. The trap is the propensity to hire the “opposite” of the skill set from the last employee who held the position. For example: if your exiting staff had difficulty writing reports, you want to be certain that this new employee can write

Tips On Starting Your Own Business If you’re serious about having a business, here’s where you start. Writing a business plan will help you identify the strengths and weaknesses of your idea, your resources and your situation. It will help you decide if you should pursue your idea, and help keep you on track as you grow. And if you’re looking for financing or investors, a business plan is essential. You can hire someone to draft your plan, but if you can, it’s best to prepare it yourself and start getting to know your business inside and out. Take the time to review several sample plans, and make use of one of the templates and models available online or in print. An online interactive business planner (see Resources) can help you break the task into manageable chunks. Make sure you study the automated financial reports it will generate to learn how they work and relate to each other. You will need to fully understand these

reports to answer questions from lenders and investors later on. A typical business plan includes: Company information: Sets out your company’s name, history, size,type of operation (home-based, or commercial), legal structure (sole proprietorship, partnership, incorporated company) and location. This part also describes your intentions, which may be expressed in a vision or mission statement. Product or service information: Describes the nature of your product or service, its key features and benefits and its competitive advantages. Management plan: Outlines the ownership and management structure of your business. It includes division of responsibilities, resumes for yourself and your management team and contact information for lawyers, bankers or accountants.

Market research and analysis: Describes the nature and size of the industry in which you will operate, growth potential, common costs and profit margins, current trends and future prospects for your product or service. It identifies your potential customers or target market (gender, interest group, location, income level, their buying trends). Explores market trends and unique challenges of different regions in the province that could affect your plans. Analyzes your competitors’ strengths and weaknesses and how you measure up. Marketing plan: Describes how you intend to present your product or service to your customers, and how will you spread the word: through advertising, trade shows, networking, word of mouth, etc. Includes the pricing, sales and distribution strategy of your product or service.

Operations plan: Describes where you will run your business (home, office, warehouse, etc.). Lists licenses, permits and insurance you may need, along with materials, equipment, and suppliers. Describes your plan for production, inventory and staffing, if applicable. Financial information: Analyzes how much it will cost to run your business and how much you will earn. Includes where you intend to get financing, and what the funds will be used for. Provides essential financial statements you will need to get loans or investors – cash flow projections, a starting balance sheet, a projection of anticipated income, and a break-even analysis. Our goal is to provide a safe comfortable client- focused environment for individuals who wish to explore their skills and deficits and facilitate them in creating new pathways for employment options. VICTORIA - The bargaining agency for B.C.’s 60 school districts has put a price tag on what its chief negotiator called “a truckload of benefit provisions” sought by the B.C. Teachers’ Federation. The cost estimate was released by the B.C. Public School Employers’ Association after negotiations broke down Monday and the BCTF proceeded with a fullscale strike that could continue to the end of the school year. BCPSEA calculates that with increased class preparation time and other benefits, the latest offer from the BCTF adds up to a 12.5% increase in total compensation over the five-year term proposed by the union. BCPSEA has proposed a 7% pay increase over six years, plus a $1,200 signing bonus for an agreement ratified by the end of the year. The BCTF countered last week with a

proposed $5,000 bonus, to make up for a year the union has worked under an expired contract. BCPSEA chief negotiator Peter Cameron said the union has disagreed with some of the calculations, but has not provided its own costing, and after weekend negotiations he could no longer determine which of them are still on the table. BCPSEA calcu-

lates the added costs of union’s proposals for year five as follows: • Wages and benefits: $211.1 million • Dropping the bottom two teacher wage classifications: $16.9 million • Expanded preparation time, elementary grades: $86.2 million • Expanded preparation time, secondary grades: $5.9 million • Pregnancy and pa-

rental leave: $22.1 million • Extended health and dental benefits: $11 million. • Substitute teacher pay increase: $8.8 million BCPSEA has also calculated the cost of the union’s position on class size and composition at $1.67 billion. That’s been the subject of a series of court actions and the B.C. Court of Appeal is expected to rule on it in the fall.

John McLachlan, 84, of Parksville, BC, passed away peacefully on Thursday, May 29, 2014 at Nanaimo Hospital. Born in Renfrew, Scotland, he came to Canada in 1953 and lived most of his life in Kitimat, BC, where he was employed with the Aluminum Company of Canada. John leaves behind his wife, Alvina, daughter Jean (Mark) and grandsons Paul and Lachlan. With some eccentricities of manner and some faults of irritability of disposition, he was a loving father, husband and friend...a scholar and a true-hearted gentleman whose virtues will be remembered long after his faults have been forgotten. For those wishing to make a donation in John’s memory, please do so to the Heart and Stroke Foundation. Forever Loved

STEWART LOG TERMINAL - UPGRADES TO LOG LOADING INFRASTRUCTURE BACKGROUND The District of Stewart is Canada’s most northerly ice-free port located in one of the most resource-rich regions in North America. At the end of the Portland Canal, Stewart has a continuous 100 year port history in supporting mining and forestry development. The District owns a log storage and handling facility on the Arrow Dock Causeway along the east side of the mouth of the Bear River. Several forest product processing and exporting companies operate out of the District of Stewart Log Storage and Handling Facility. The aging log loading infrastructure is in need of repair. Matched funding has been awarded to the District through a contribution agreement (not a grant) from the federal government through the Asia-Pacific Gateway and Corridor Initiative, Transportation Infrastructure Fund, to assist with an upgrade project to rehabilitate and upgrade the facility’s log skids. The log handling facility has 16 log skids, or slides, made from long steel pipes that are filled with concrete and welded together which are anchored to buried steel and/or log foundation structures. This project will rehabilitate and upgrade all 16 skids. SCOPE OF WORK The scope of the work is to include: x

Address grade issues and gravel erosion: In order to ensure the log skids remain on a level, secure surface, gravel erosion needs to be addressed at the site by installing shot rock. Procure and install 800 yards of gravel and 700 yards of 6”-8” shot rock along the lower one third to one half portion of the log skids in the entire bottom area of the log handling facility. Equipment will be needed to temporarily lift the log skid structures while the material is spread beneath.

Repair and replace steel log skid structures: Log skids are approximately 60-70 feet in length consisting of 2-3 20-30 foot pipe sections that have been welded together and filled with concrete. Pipes are 14-16” in diameter. Short log skids have three pipes, regular skids have two. Pocket references and skid numbers illustrated in drawing below: Pocket #1: Replace centre pipe of Skid #3 (3 x 21” steel pipes) Pocket #2: Reposition Skid #1 so that the ends are evened up Pocket #3: Replace middle pipe of Skid #2 (3 x 21” steel pipes) Pocket #6: Skid #1 is a short log skid, entire skid needs to be replaced. (9 x 21” steel pipes) Total of 21 pipe sections

Install flat bar on all log skids: Procure and install a 40 foot section of 4” x 1” flat bar on top of all 16 log skids. The flat bar will reinforce each of the skids' structural integrity as well as provide a smoother, longer-lasting surface for the logs to roll down enhancing their functionality. 16 skids total, 5 are short log skids (3 pipe lengths) and 9 are regular (2 pipe lengths) Total pipe lengths: 33 33 pipe lengths x 2 @ 20ft sections = 66 x 20ft sections Project management liaison with Log Handling facility operations manager and District of Stewart Director of Public Works

Venman repeats as Men’s Jubilee champ By Kevin Campbell

PRINCE RUPERT - If this is Dave Venman’s warm-up season, his competition better up their game later this summer. Venman won the Prince Rupert Golf Club’s Men’s Jubilee overall low gross title in the Championship Flight on the weekend, and he did it for the second year in a row. “It feels pretty good. I had a good battle with a local. I’m quite pleased with the way it went,” said Kitimat’s Venman. “It’s the beginning of the year, [so I’m] working on the game, getting in shape for mid-season form.” Venman’s three-day score of 216 was a stroke better than his tournament-winning score of 217 last year, and he beat overall low gross second place’s Brian Holkestad by three strokes on the weekend, after entering Sunday tied at 147. Venman scored a one-under 69 on the final round to take the title. He shot 76 and 71 in the first two rounds. “I got to play with [Brian] all three days. He’s a good player and he’s a very nice guy to play with,” said the champ. Ray Kierce, a 26-handicap playing in the second flight, won the low net title with a score of 190 after rounds of 64, 62 and 64 and he mostly did it without a pivotal piece of equipment. “I kept the driver in the bag most

That’s why my cap is so high,” said the Rupertite, playing in his second-ever Men’s Jubilee at the area golf club. “I just used my three-wood off the tee and it was straight and about 230 [yards] every time and I always

had pretty good second shots. It put me close to the green or on it,” said Kierce. “[Saturday’s] 88 was the best [round] I’ve ever had. [The course] is pretty tough. It’s nice and green. I just come out and enjoy the company, there’s lots of good people here

to meet.” Not as many as in past years, however. “[The competition] was definitely a lot weaker [than last year],” said Venman. “The numbers are down and there’s not much support around

here. Even in Kitimat, Terrace and Smithers, the support needs to grow around here in order to keep these clubs going.” In the Championship Flight, second-place Holkestad made his way around the course with rounds of 74,73 and 72 and third-place Ian Robinson fell behind after a tough first day, carding rounds of 78, 70 and 72. Greg Blair throttled his competition in the First Flight’s low gross title, shooting 83, 78 and 77 for a score of 238 for the win, while Trevor Deschamp followed that up with a 249 after rounds of 82, 84 and 83. Andrew Schaeffer, a 14-handicap shot a 209, taking the First Flight’s low net title, carding rounds of 64, 73 and 72, and Danny Wright, a 14-handicap was nipping at Schaeffer’s heels with a 210 score, shooting rounds of 78, 63 and 69 on the weekend. The Second Flight saw Teru Yamamoto shoot 252, carding rounds of 87, 81 and 84 for top low gross amongst his peers while Al Green shot 272 for the Second Flight’s second-best low gross, with rounds of 95, 90 and 87. The Second Flight’s lowest net score belonged to James Horne (following Kierce), a 27-handicap who shot rounds of 68,67 and 60 for a total of 195 and Eric Hand, a 21-handicap followed that up with rounds of 79, 68 and 68 for a 215 low net.

KITIMAT - The Kitimat Marlins had 41 swimmers attend the last regional swim of the year in Prince Rupert. Excellent results were had by all with many swimmers receiving medals and qualifying for provincial championships. The Marlins finished a close second in overall points behind the larger host club the Prince Rupert Rapids. The Bulkley Valley Otters finished third and Terrace Blue Backs fourth respectively. The age categories were set slightly different this swim meet to allow for better, closer racing in this the only regional heats and finals swim meet of the season. In the 12-13 boys division Ethan Velho took his first ever gold medal for overall points in the category. Along the way Ethan swam 100 per cent personal best times and made his first two ever AAA provincial times allowing him to compete at the AAA Provincial cham-

pionships (the highest Provincial level meet) in Victoria in early July. Brander Pacheco in the 14-andover boys division took the silver medal for overall points. On a side note Pacheco also took the gold medal for overall points in the May regional swim meet in Kitimat. Pacheco also was awarded at the Prince Rupert swim meet as points north male regional swimmer of the year. This award is voted for by the head coaches of the region for the male and female swimmer who shows the best combination of performance and leadership qualities for the season. Other medal winners for the Marlins’ were Kleanza Cathers silver in 14-and-over girls, first time medal winner Laurence Boucher swam 100 per cent personal best times and tied with fellow Marlin Morgan Winterburn for the silver medal in the 12-13 girls category. Leah Desousa tied with a Rapids swimmer for the bronze in the 11-and-under girls division. Also reaching important time standards were Vanessa Lamarre

who achieved 100 per cent personal best times and achieved her first two AA provincial time standards in the 14-15 girls 100 and 200 meter backstroke. This allows her to compete at the AA Provincial championships at the end of the month in Victoria. Also achieving her second AA Provincial time standard in the 11 and under girls 100 backstroke was Charlotte Collier. Collier will also be joining Lamarre now at AA provincial champs in Victoria. Making the largest one swim improvement for the Marlins was Nolan Striker who took 78 seconds off from his previous personal best time in his 800 meter freestyle. Striker also went 100 per cent personal best times in all seven of his races. Other swimmers who swam to 100 per cent personal best times were Gabriel Lamarre, Jaeden Silvestre, Michaela Thomas and Izaak Velho. These Marlins will now be gearing up for this summers biggest swim meets. Canadian football back on track with a new labour deal With a labour of love, now that the Canadian Football League’s labour problems have been solved, it’s on to the action leading up to the Nov. 30 Grey Cup Game in Vancouver. The last time Canada’s glamour game was played in Vancouver, the host Lions defeated the Winnipeg Blue Bombers. That likely won’t happen again this year, because the Bombers have moved back to the West Division thanks to the Eastern Division addition of the Ottawa RedBlacks, the CFL expansion team playing its first season this year. Besides the RedBlacks’ debut, there are plenty of other interesting storylines set to unfold as the CFL season kicks off June 26 with the Argos at Winnipeg. Saskatchewan Roughriders will be attempting to make it back-to-back Grey Cup titles but it won’t be easy. Two key cogs in the Riders’ machine, running back Kory Sheets and veteran receiver Weston Dressler, have both headed south to try their luck in the National Football League. Rider fans, while rooting for NFL success for both players, likely wouldn’t shed any tears if the two failed to make the grade and returned to Regina. Coach Corey Chamblin would likely find room in his lineup for both of the offensive stars. Speaking of offensive stars, Montreal Alouettes made a big splash in the off-season by signing Chad Johnson to a contract. One could describe Johnson with a couple of ‘formers’: A former NFL star with Cincinnati Bengals; and owner of a former name: Chad Ochocinco, a moniker he adopted for a few seasons to highlight his sweater No. 85. If nothing else, it gained him some attention, which he is certain to bring the CFL with his presence in 2014. Speaking of presents, Saskatchewan’s executive unveiled a nice surprise on the eve of the new season: A $10.4 million profit from 2013, which will only be enhanced in 2014 thanks to a lucrative TV deal the league recently signed with TSN. It was because of all that excess cash floating around that led the players to think they’d like to get their hands on a bit more. That led to brief talk of a player strike which was averted a couple of days

before the scheduled start of the season. So all is well. Labour peace abounds. A new team gets ready to play. The league’s riches have been spread a little wider. It’s time for the kickoff! One of the oldest tricks in the world of professional sports — the ol’ Facility Blackmail game — may be picking up steam in Calgary. Flames’ president Brian Burke recently went public with complaints about the Saddledome being one of the worst facilities in the National Hockey League, that it was shameful his team had to play in such an aging arena (it was built in 1988 for the Winter Olympics) and that it didn’t look good for a progressive city such as Calgary to be so far behind the times. Oh, yes, Mr. Mayor. That will be a few hundred million dollars if you don’t mind. And write the cheque quickly, would you? What he didn’t say was the blackmail part. Of course, team owners and presidents don’t have to state the obvious final few comments, because they go without saying: “If you don’t build us a new arena, we may move the franchise.” That usually works. Fans get up in arms. They storm city hall with demands that the city use truckloads of taxpayer money to build a new facility and keep the local professional sports heroes happy. But don’t count on it happening in Calgary. Mayor Naheed Nenshi was cool to the idea at first blush, suggesting it may not be in the overall public good for so much money to be spent on a fancy new building. A Calgary-based representative of the Canadian Taxpayers’ Federation was even more blunt: Said Kevin Fildebrandt: “We don’t believe taxpayers’ money should be given to billionaires to build facilities for millionaires” when taxpayers already support the club through purchase of tickets, beer and hot dogs. The Burke blackmail trick has worked 300 kilometres to the north, where Edmonton Oilers’ owner Daryl Katz, who has about a gazillion and a half dollars of his own thanks to his ownership of the Rexall Drug Store chain,

capital. When negotiations stalled at one point, Katz was seen schmoozing with civic officials in Seattle and Oilers’ fans went into a conniption over the thought the team might move to the Pacific Northwest. The KSM Project: It’s exploration season at KSM! Exploration season has begun at Seabridge Gold’s KSM Project camp. During the exploration season, there are typically 35 to 45 people working at the camp. Because the season is short, the majority of staff works on a four week on and one week off rotation. KSM is one of the largest undeveloped coppergold projects in the world and the goal for this year’s 19,000 metre drilling program is to add gold and copper resources to the existing reserve. KSM is located 65 kilometres northwest of Stewart. To access the camp, workers take a scheduled bus service to a staging area near the Bell II Lodge on Highway 37. From here they are transported via helicopter and arrive at the camp after a 20 minute flight. At camp, employees sleep in two person wall tents and share meals in the 25 person dining hall. Camp wide wireless internet access is available and many workers choose to watch movies, or occasionally play cards in the evenings. Workers in a variety of roles are essential to overseeing a successful advanced exploration operation. The five member camp support team, including kitchen staff, first aid attendants and caretakers, is responsible for camp maintenance and food preparation. Two pilots, a helicopter engineer and a flight dispatcher are part of the flight team flying workers to and from site. 14 diamond drillers, three drill core cutters, three drill pad builders and two directional drilling technicians work with the geological team, comprised of four geotechnicians, four geologists and two assistants. The drilling and geological teams drill holes and record and analyze the samples of earth and rock (called core), which are then sent to a lab for testing.

About 50 percent of these workers come to the KSM camp from the Terrace and Smithers areas and 30 percent come from other regions of B.C. The remaining 20 percent are from other parts of Canada. To support local businesses, Seabridge sources almost all equipment and supplies for the camp from regional suppliers and contractors. This includes food, camp and office supplies, fuel, timber, hardware and drill core boxes. About 80 percent of these supplies are sourced from Smithers, Terrace and Stewart. Since 2006, Seabridge has invested $176 million in the project and is budgeting another $29 million for 2014. Around 80 percent of spending to date has been in British Columbia, benefiting local B.C. businesses. Seabridge Gold submitted the environmental assessment application for the KSM Project to the provincial and federal governments in 2013 and expects a decision during the summer of 2014. Seabridge is proud of the work being done at KSM and looks forward to a successful 2014 exploration season.

PRINCE RUPERT - The City of Prince Rupert believes a flight service station is vital as the community prepares for growth. Nav Canada, the country’s provider of civil air navigation services, recently decided to close Prince Rupert’s flight services station based on air traffic numbers, effective July 24. The station currently has three staff members who provide information on things like air traffic and weather to pilots, also helping to ensure safety during take off and landings at Digby Island and Seal Cove. Many members of council expressed concern over the decision at the last council meeting on June 9. “It comes about at a time when in six to eight months from now we are expecting a lot more aircraft traffic here,” said Mayor Jack Mussallem. “When they take away a position like this that affects people’s safety it’s a concern, especially when we’re looking at potential growth in our area,” said Coun. Anna Ashley. Coun. Barry Cunningham said the amount of he-

licopters alone leaving Helijet’s station at Seal Cove have “doubled or tripled”. “I talked to one of the principals at Skeena Helicopters, and they’re talking about bringing in at least two or three more helicopters in the next few months,” he said. “I would be very concerned not to know when I’m in the middle of fog going up and down or looking for a hole to get through ... to land in Prince Rupert that there isn’t another plane that somebody hasn’t called in,” said Coun. Joy Thorkelson. “There’s no coordination of flight. You don’t have very much visible when you’re flying in and out of here.” The city is now calling for support from B.C. senator Nancy Green Raine, Ken Cote from Ocean Pacific Air Services, all federal and provincial bodies that could add value, the president of Union of Canadian Transportation Employees, Premier Christy Clark, B.C. Minister of Natural Gas Development Rich Coleman, B.C. Minister of Transportation Todd Stone, Skeena-Bulkey Valley MP Nathan Cullen, the Prince Rupert Port Authority, surrounding First Nations communities, as well as LNG companies looking to develop in Prince Rupert.

In Prince Rupert, events begin at noon on the water front. If the weather is bad, the action will shift to the civic centre. A blessing of the fishing fleet takes place as well and the special guest is singer Ta’Kaiya Blaney.
