Breaking ground on new $3.5m clubhouse ALISTAIR WATERS A housing development described by Lake Country Mayor James Baker as the largest single development ever in municipality, has broken ground on an elaborate new $3.5 million clubhouse for its residents. The Lake Club as it will be known, will be a large two-storey, glass-fronted building complete with an outdoor swimming pool, hot tubs, a fitness facility,
a barbecue area, outdoor kitchen and catering facilities, as well as storage for resident’s watercraft, like canoes and kayaks. It will sit just above a public beach that the Vancouver-based developer, Macdonald Development Corp. is creating as part of the Lakestone project. The project, just off Okanagan Centre Road West, is being built on 550 acres and when built out will include 1,356 homes, most of them
single family houses. “This is Okanagan living at its best,” said Baker during a ceremony to break ground on the clubhouse. “And Lake Country is the place to do it.” The plans for Lakestone go back nearly nine years, said Baker, when the former owner and first developer of the proper approached the District of Lake Country with its plans. Baker said the district saw an opportunity
to not only help with the growth of the municipality but also to get some much-needed off site improvements done to both nearby Okanagan Centre Road West— which leads to the development—and to area water and serwer services. When the former developer balked, Macdonald moved in and bought the property. Owner Rob Macdonald said he saw the potential of the stunning
hillside site that overlooks Okanagan Lake right away. Macdonald’s company has experience building here, having developed the nearby Lakes development, as well as theThe Cove Resort in West Kelowna and the Outback near Vernon. In his remarks, he praised the district, saying it was very easy to work with, not an experience he has had working in Vancouver on many projects.
Lakestone, which has already sold many of the lots in the first of four offerings it plans to make as part of the the first phase of development, is expected to include some duplexes higher up on the site, close to Okanagan Centre Road West, said Macdonald. On the site,it will also create three new roads that will be turned over the municipality.

Online funding pitch pays off for filmmaker David Nault to complete 1 Stop Closer

Recently David Nault learned his web series on local photographer Shawn Talbott had reached its KickStarter funding campaign target of $17,500 to film the last of his series 1 Stop Closer.
Where other projects from the area have tried to secure free, crowdsourced funding with pitches on the site and failed, 1 Stop Closer successfully convince this community Talbott’s adventures are worth a dollar or two of their own money to see shared.
“It is pretty cool. When we learned about that we were pretty stoked,” said Nault. Talbott is a commercial photographer with a keen interest in nature and he’s travelled the globe shooting in wild enough spaces it caught Nault’s eye.
“I have a lot on my bucket list, but I’ve seen pretty much everywhere in North America, including the Caribbean, and I just finished my fifth Asia trip,” said Talbott, when asked about his travels. As one of the most industrious shooters in the
area, his work has earned him top contracts, but also the eye of the general public. He was voted Best Photographer in the Best of Kelowna awards this month, without campaigning. He doesn’t know who nominated him and he

refused to let himself make public pleas for votes—save his initial acknowledgement. The 1 Stop Closer series will be available at 1stopcloser.com come July 10 and the project is still collecting a bit of top-up funding to help finance a trip to the Great Bear Rainforest for the final episode of the series. KickStarter only collects funds if the target goal is reached and a portion goes back to the company. There is currently a
breast cancer book also being pitched out of Kelowna intended as a coffee table book that inspires. KickerStarter is one of several crowd-sourced funding sites, though one of only a few that target assisting upstart arts and creative projects. Its biggest competitor is IndieGoGo, a similar site that offers up the opportunity to attract more donations by giving the project’s creator the chance to offer unique perks or tax deductions.

The first phase, known as Waterside, will include the public beach, a small marina and a surrounding public park, as well other green space, trails and the private clubhouse. All the lots have a stunning view over Okanagan Lake. Baker said as part of the deal with Macdonald, the municipality is getting improvements made to Okanagan Centre Road West, as well as the ability to tap into the water reservoir being built for the development. That will help other area homes having difficulty with water pressure from the reservoir the municipality inherited from the former Hiram Walker distillery off Beaver Lake Road. It is also getting sewer brought to the area and several non-Lakestone houses will be able to connect, added Baker. “This is a great development for Lake Country,” said the mayor. According to Macdonald, when you factor in the cost of the development including the infrastructure his company is providing, as well as the cost of the houses to be built at Lakestone, the economic activity will be close to $1 billion by the time of build-out. The timeframe is expected to be over the next 10 to 20 years depending on the market. But so far, the development has proven popular as its sales centre has only been open for 10 months and already 34 of the 70 lots in the first four stages of the Waterside section have been sold. Baker said he was told 60 per cent of the interest being shown in the development is local, something he was happy to see. “We like to see more permanent residents in the municipality,” he said. Meanwhile, Macdonald said he’s proud to be creating what he called “good-paying” construction jobs here. “It’s a privilege to be creating jobs here and working with the District of Lake Country. This is a very special site.”

Concerns from residents leads council to reject variance bid to narrow road RICHARD ROLKE
A developer in Lake Country has been sent back to the drawing board. Council has shot down a staff recommendation to approve development variance permits for a property on Chase Road.
“Council is listening to the residents,” said Coun. Lisa Cameron of concerns about allowing the developer to possibly narrow the road and have shorter driveways. “We received a number of letters about traffic impacting their lives. “Roads in the area are already small and not big
enough to allow two cars to pass.” In one letter, a resident expressed concern about access to the development. “There is no planned separate entrance to the new development from the main road, Chase Road, meaning all construction and future resi-
dential traffic will be through the Sage Glen community and specifically via Crimson, Satin, Celeste and Santina roads,” the residentwrote. “There are upwards of 50 children living on these four roads. “The safety risk posed from the increased traffic
from heavy equipment and machinery, construction vehicles and construction workers, followed by the eventual increased residential traffic of the additional units, is immense.” District staff had urged council to support the developer’s concept. “The proposed pave-
ment width and rightof-way width is consistent with the recent subdivision to the north,” said Paul Wolanski, the district’s planner. “Reducing the front yard setback to 4.5 metres, fronting a garage door, could be supported where vehicles will not overhang sidewalks.”
Cameron isn’t sure what council’s denial of the development variance permits means for the future of the project. “The developer will have to make the situation more amenable to residents if they want to bring it back to council,” she said.

Councillor defends district spending plans RICHARD ROLKE
A Lake Country politician is defending his use of taxpayers’ money. The district’s 2013 financial information indicates that Coun. Owen Dickie had expenses of $7,327 — higher than any other council member. “I attended three conferences,” said Dickie. Among them was a Federation of Canadian Municipalities sustainability conference in Ontario. “When we were spending a lot of money on a sustainability plan, it made sense to attend,” he said. As a councillor, Dickie insists it’s important for him to become familiar with key issues and possible solutions. “I hope to bring new ideas back (from conferences) and I believe I have done that. It’s an investment in good governance by councillors,” he said. “Spending tax dollars doesn’t necessarily mean not spending money. The issue is one of getting value for money. A summer camp like no other in the Central Okanagan
Imagine the thrills of a circus—and then imagine your child as one of the performers! That’s what Lake Country School of Dance and Gymnastics (LCSDG) is offering this summer. In addition to dance and gymnastics, the two week-long summer camps will include an exciting array of “circus arts” which will include juggling, hoops, poi, unicycle, diabolos, plate spinning and slackline. The only circus art camps available in the Okanagan, they are scheduled for the weeks of July 7 and Aug. 11, either full days or half days.
Each camp will conclude with a Friday afternoon performance, highlighting all the skills learned at camp. Children as young as 3 can register. “Circus is super fun and helps to build motor skills for all ages. And a beginner can enjoy it as much as an experienced dancer or gymnast,” said Shani Wendell, dance director. “We’ve been thinking for awhile about adding circus arts to LCSDG, because we knew it would complement the other classes so well.” To which Salena Lamb, gym director, adds: “And then last fall, Christia (Langlois) joined
our staff. In addition to a gymnastic background, she’s got such strong experience in circus arts and has taught around the world.” LCSDG will launch circus arts through their camps this summer, and will keep them on the curriculum throughout the year. Those who take the summer camps can expect an exciting circus experience with professional instruction and equipment, but also the fun of making some of their own props like rhythmic ribbons. A brief history of teacher demands VICTORIA—A few things have changed since the last all-out teacher strike in B.C. That was just two years ago, when the B.C. Teachers’ Federation was coming off its secondever voluntary agreement with a 16 per cent raise over five years and what the union termed an “enhanced” signing bonus of $4,000. Even with special teacher-only top-ups, BCTF members almost rejected the last of the government’s big-spending pre-Olympic labour deals signed in 2006. By 2012, outraged teachers were back on the legislature lawn, howling for another 16 per cent, with backup vocals provided as usual by HEU, CUPE, BCGEU and other public sector unions that settled for less. Teachers had just sailed through a crippling global recession with a series of raises, but were oblivious to all that. Last week the pro-

The signing bonus target is up to $5,000, but the raise is a mere 8 per cent over five years (compounded, for those who passed math), plus another huge basket of cash disguised as benefit improvements and so forth. Government negotiators put their total compensation demand at 14.5 per cent. One obvious dodge: they want the bottom two steps of the teacher salary grid dropped. That’s simply a raise for
entry-level teachers. Admittedly those are rare creatures these days with shrinking enrolment and ironclad seniority rules that allow retired teachers to monopolize substitute work. Something else that’s changed since 2012 is that the government has granted the BCTF’s wish to bargain directly with the province. The education ministry executed a takeover of the B.C. Public School Employers’ Association after last year’s election, and installed veteran industrial union negotiator Peter Cameron. He’s backed up by longtime labour specialist Lee Doney, whose task is to keep the teacher deal within Treasury Board limits that have defined all other public sector union settlements. Doney made it clear last week that no mediator is going to come in and “split the baby” as long as the BCTF position is so far beyond the current compensation
framework. Despite constant union complaints of low wages and deteriorating working conditions in B.C. schools, education grads remain lined up around the block hoping to get in. Why is that? For those who have been exposed to life outside school for a while, it’s fairly simple. The job market out here in the real world is tough. And here’s how the real world evaluates a teaching job. Start with 189 working days, each nine hours long as per the accepted definition, and the top-heavy seniority list that places the average teacher salary at around $72,000 a year. That works out to $42.32 an hour, plus a suite of benefits that most private sector employees can only dream about, starting with three months of prime-time vacation. I am occasionally lectured by teachers that the job goes far beyond five hours in the class-
room and an additional four hours a day preparing and marking. They throw out different estimates, variously defined. Alas, it’s a salaried job, and we salaried employees in the real world don’t waste a lot of time counting hours. Here’s the work, here’s the deadline, here’s the pay. Take it or leave it. Consider another union demand that seems to be just another thinly disguised raise. The BCTF wants a large increase in preparation time for elementary school. There are no duties being added here. For this one item, government negotiators calculate the cost to taxpayers at $86.2 million every year by the fifth year of the BCTF proposal. Repression should have resulted in lifelong damage. It didn’t. At least, I don’t think it did. Although my wife does sometimes wonder about my sense of humour…. I remember being

furious with one friend, who twisted an innocent comment of mine into a sexual innuendo. “Now you’ve made me miss ice cream!” I raged. No one in that dormitory got ice cream the first week. Or the second week. We couldn’t cheat. If any boy falsely claimed mental purity for the week, a chorus of other boys would instantly denounce him. But after a few weeks, one or two could claim the prize. Then half a dozen. Then most of the dormitory. I still remember how good it felt to be led downstairs to the darkened dining room, after all the other lights were out, to sit around a table and slurp on deli5cious ice cream. Amazingly, the matron’s tactic had worked. Words, thoughts, and actions are all connected. You can’t say a racist word without having first having had a racist thought. You can’t commit a violent act without first having had a violent thought. That seems obvious. What’s perhaps less obvious is that what you say and do feeds back into your thought patterns. If you know you
are not going to express your emotions physically—by your choice, not by external restrictions— there’s not much point in wallowing in violent fantasies, is there? If you have to make an extra effort to translate harsh thoughts into socially acceptable language, you learn not to think those thoughts in the first place. We humans are amazing creatures. We have minds. Our minds are, in many ways, indistinguishable from what we are. And yet we can tell our minds what to think. One part of us can say to itself, “That’s an unacceptable thought.” Our minds can steer our minds. It’s almost as though each of us had two selves. There’s the primitive self, the neural pathways that react unthinkingly, like a reptile. And there’s a transcendent self, that can observe our own reactions, as if from a distance, and apply some discretion. Lake Country’s restructuring is under fire. Randy Rose, former chief administrative officer, blasted council Tuesday for its role in reorganizing departments and handing pink slips to staff. “Mayor ( James) Baker, this council will go down in history as the council that wasted a million dollars, thumbed its nose at its hardworking predecessors and destroyed an award-winning organization,” he said. “Yes that is right, $1 million thrown away on severances, consultant reports and legal fees. Add on the cost of the work you will not get done. “Add on the cost of more consultants and high fees. Add the cost of production lost by creating a work environment of fear, deception and bullies.” Rose has also written a letter to local media expressing his concerns about district activities. “To the building con-

Music student wins prestigious award
Luis Melgar, a native of Lake Country, is one of 12 Fred Sherratt Award recipients chosen from post-secondary institutions across Canada. Melgar attends Capilano University in North Vancouver, a music student who performs in all premier ensembles at his school, both as a trombonist and vocalist. He is also an accomplished keyboard player and music arranger. Currently, Melgar is playing in various funk, rock and pop bands, and runs a big band in high school and university, and also plays with a video game cover band
that plays pre-arranged video game music like Mario and Zelda for a seven-piece jazz influenced group. Next year, Melgar plans to complete his Masters in performance of competition followed by a Bachelor of Educa-
tion degree at UBC. Started in 2008 in partnership with Bell Media, the Fred Sherratt Award is named after a broadcasting pioneer and recognizes the outstanding achievement, talent and leadership of post-secondary students

Lock was sent the only text work on it by Emily Geen, a UBCO grad now doing a masters at the University of Victoria. Her lost kitten posters went up, prompting an unusual kitten theme which has inspired the addition has googly eyes on the wall in a couple of locations. Another UBCO graduate, Heather Leier, sent postcards. Local artists Rose Braun and Angelika Jager have left their mark, as has Katie Brennan. The colours and images used seem to adapt to the surroundings. “In the wintertime it was quite dark but now we have this colour and people have been responding to it. You can see as the seasons change, as does the colour palette of the wall,” said Lock. When Brennan left her mark it was so cold
her paint froze, but she stood out there in a spare moment, making time, not caring who might see. Lock admits she tried to do her effort quietly, hoping people wouldn’t see her and, assuming it’s her wall, refrain from making a contribution. She added pop and rock stars’ portraits, then put tear-away tabs with song lyrics that those attracted to the ’80s and ’90s-era artists might find fun. Neither artist can explain why the wall they openly invite anyone and everyone to add to has remained such a clean creative space. “It’s something I have been thinking about a lot,” said Lock. “Is it because it’s been dictated as
art that it automatically has rules attached to it, even though I’m trying to break down those rules and get people to just add?” So successful has the effort been the public art commission is considering adding another four-by-six piece of plywood to double the space. Raw, visceral and about as real as it gets, the wall definitely attracts the gaze of passersby, even on the relatively quiet rural road where it sits. The lyrics of the Alanis Morissette song Hand In My Pocket she has scribed on one of her tear-away strips sum it all up: “I’m green but I’m wise,” it reads.

Q: My wife is the most wonderful woman in the world. I want to do something really special for her big 'Five Oh' next month. She has been pretty self-conscious about her smile over the years, and puts her hand over her mouth to laugh and all that. Her teeth, are frankly, pretty atrocious. How can I give her the 'nudge' to get her in for a really good look? Her dentist is old as the hills and just gives her a cleaning every six months and sends her home. A:
It sounds like there are two 'ruts' here. One is her acceptance that she has to live with the teeth her parents provided her, and the second is that her existing dentist either a) thinks she is happy with her teeth b) thinks she cannot afford to change anything or c) the dentist may not embrace cosmetic or reconstructive dentistry in his/her clinic. This is not unusual, but happens to be an area of focus at Winfield Dental which we enjoy. The odd thing is that frequently a patient of record in one office will go elsewhere and return with an entire 'new grill' – just because they didn't think their dentist could/would offer the same. Often this is done in a vacation destination and the warranty is '30 seconds or 30 feet'. We do end up 'correcting' some resort dentistry in our clinic. That is 'buyer beware'.

Why do my eyes always get itchy, red and watery at this time of the year, and what can I do to make it stop?
Ah, allergy season. Sun shining, flowers blooming, birds singing, and people sneezing. Ocular allergy symptoms can be exacerbated in hot, dry environments (welcome to the Okanagan!), but that doesn’t mean you won’t be able to hit the links, sit out on the patio or mow the lawn this spring. While many allergy sufferers think that itchy watery eyes are just their cross to bear, there are actually many effective remedies. Cool compresses and artificial tears can be very helpful in managing symptoms, however if this is not providing adequate relief you should see your optometrist for further intervention. When coming into contact with a specific allergen, cells called mast cells release chemical mediators (like histamine) into the surrounding tissues. Treatments aim to interfere with this reaction, either by stabilizing the mast cells so they aren’t able to begin the reaction in the first place, by opposing the effects of the chemical mediators, or by a combination of the two. Anti-inflammatory drops are also helpful in more severe cases. Prescription allergy drops come in higher concentrations and are therefore often more effective in treating allergic conjunctivitis than over-the-counter medications.

Hello! I have been working behind the scenes of the Lake Country Calendar for over three years now, and I’m excited to venture forth and meet the people and visit the businesses of Lake Country. The opportunity to serve as Sales Representative for this great community presented itself, and I eagerly accepted. I am well acquainted with the Lake Country Calendar, and many of you have probably dealt with me over the years and are familiar with my design work. Until recently, I was the senior graphic designer for the Lake Country Calendar and the Kelowna Capital News; I’ve been working in the newspaper industry for over 25 years. I recently designed the logo for the Lake Country Food Bank, and three weeks ago won a national community newspaper award for a photo illustration which appeared on the cover of the Capital News. Last month I guided those who play sports to train a few weeks before the season in order to prevent a knee injury. Today’s column is also about prevention, but this is the ultimate prevention program. What you do throughout your life to prevent this condition can have a huge impact on your health in the future. One of the most common injuries and reasons for hospitalization of older Canadians is an osteoporotic fracture. This is even more common than heart disease and stroke combined (osteoporosis.ca). But why are we more prone to fractures when we are older? We fall all the time when we are young, but we often walk it off with only a bruise to mark our battle with the floor rug. One of the main reasons we are more prone to fractures at the age of 50 and older is osteoporosis. Osteoporosis, not to

Although we often associate it with older populations, our bones actually start to become brittle when we are in our 30s. Though we are losing bone throughout our life, this process does not involve pain. It is not until the bone has become weak enough to fracture that we can have pain associated with this condition. Osteoporosis can make us more susceptible to all types of fractures but some of the more common ones include wrist, shoulder, pelvis, back and hip. Wrist and shoulder fractures are usually the least serious but can

lead to decreased movement of the joints. Back, pelvis and hip fractures are more serious; these are often the type of fractures that can land you in a hospital bed. Even more concerning is that when the bone becomes extremely brittle, a fracture can be caused by something as simple as coughing or bending forward. Now, before you run off to find the fountain of youth, let me explain why all hope is not lost. Exercise. If you’ve read some of my other columns you may be thinking that this theme is getting a bit repetitive. But that’s how great exercise is. Although I love all forms of exercise, only certain types have been shown facilitate bone growth. Weight bearing exercises are important for your back and leg bone health. With this type of exercise force is being placed on your bones from gravity and an impact with the earth. Weight bearing exercises include walking, running, stepping, rope skipping and jumping jacks just to name a few. Swimming and cycling are not considered weight bearing exercises. Strengthening exercises where you are lifting, pushing, or pulling
a weight can also help to make the bones in your upper body stronger. Osteoporosis has been named the pediatric disease with geriatric consequences. What this means is that by incorporating weight bearing and strengthening exercises into your daily routine when you are younger, you can help to reduce your risk of developing osteoporosis later on in life. If you have already been diagnosed with osteoporosis or have already had an osteoporotic fracture, visit your Physiotherapist to learn what exercises would be the best for you. Although weight bearing exercises are important for you, you may be at a higher risk of another fracture and therefore exercises should be tailored specifically to you. There are also many classes offered in the community that are aimed at improving bone health. These classes are an excellent way to get started on your exercise program in a safe group environment. If you are worried about developing osteoporosis and would like more information, check out osteoporosis.ca. The research supports it, the resources are available to do it, and the rewards are plenty. Exercise can make your bones stronger and help to prevent osteoporosis. So no matter what age you may be, get started on those weight bearing exercises for the ultimate osteoporosis prevention program. You’ll thank yourself later. Safety council holds annual draw for two Harleys Now in its eighth year, the Kelowna & District Safety Council’s most popular fundraiser is back. On Canada Day, one lucky winner will be riding in style this summer after winning two brand new 2014 Harley Davidsons and a 30 hour Learn to Ride course from KDSC. The prize bikes are a pair of 1200cc SeventyTwo model Sportsters with a show-stopping hard candy purple voodoo flake paint job and a 883cc Super Low Sportster with two-tone amber whisky and brilliant silver paint. The winner can keep both bikes, sell them and trade up, or sell them and keep the cash. Either way, it’s a win-
win and ticket purchasers will help to support KDSC’s Little Travellers’ Safety Village for kids. The total prize value is $28,067.13. “We’ve got just over one month left in our ticket sales and we’re approximately 80 per cent sold now, so it’s going well,” says Tania Meyer, KDSC executive director. “We sold out early the last six years in a row, so we’re encouraging people to get their tickets now while they’re still available in order to avoid being disappointed later,” she said. “Many people like to wait to the last minute to get their tickets, and then each year we have dozens of disappointed customers who call us after

SUMMER ROAD WORKS & PROJECTS Bottom Wood Lake Road (Lodge Rd to Woodsdale Rd): Construction started Monday, June 23rd on the Bottom Wood Lake Road restoration and active transportation upgrade project. The project is scheduled for completion before school starts in September, so the contractor will be keeping to a very strict schedule. Some screening of the sensitive environmental habitat was done prior to the project start. Traffic will be maintained with single lane alternating flow, so motorists are reminded to expect some delays and plan routing and trip scheduling accordingly. Some of the project highlights are: Improvement to renew and widen the road surface providing bike lanes on both sides and a pedestrian pathway along the eastern side of the road. Street lighting installed by BC Hydro on the existing hydro poles, bus stops at Mayrus and by the wildlife preserve and pedestrian activated lights crossing Woodsdale. Project Budget is $1,300,000. Okanagan Centre Road West & Tyndall Road
Realignment of the intersection at Okanagan Centre Road West and Tyndall Road continues as part of the Lakestone Development works. A community Open House event was held Saturday, June 21 to bring interested community members up to speed on this planned neighbourhood development. Contact the Sales Office if you have specific questions about the project or road works.
Oceola Road
Thanks to WALC and contractor crew that did the work on Oceola to widen and regravel the shoulder pathway on the east and north side from Pretty Rd to Lake Hill Drive. This joint project between WALC, with funding from Rotary, and District of Lake Country has succeeded in making this frequently-travelled route safer for those walking or cycling on the shoulder.
Gable Road End
A big thanks to community member Al Miller for finishing up the parking area with concrete parking stops for the recently improved Gable Road End.
Municipal Hall hours are 8:30 am to 4:30 pm Monday through Friday and will be open for extended hours on Wednesday, July 2nd from 8:30 am to 6:00 pm. The office will be closed Tuesday, July 1st for Canada Day. There is a drop slot available after business hours at the north entrance to the Municipal Hall. Any current taxes and rates remaining unpaid at the close of business on July 2nd will be subject to a ten (10%) percent late penalty. A tax payment does not have to be made for eligible property owners to claim their 2014 Provincial Home Owner Grant. Home Owner Grants must be claimed every year and must be claimed by July 2nd to avoid a 10% penalty on the grant amount. Eligible property owners may claim their home owner grant online by visiting the District’s website at www.lakecountry.bc.ca. The homeowner grant password is located on the tax notice below the BC Assessment roll number.
