The new council, to be formed later this year, already has a lot on its plate – before it’s even been elected. A recent city staff report serves as a reminder of the list of responsibilities the current councillors have put off for whomever’s on the new council. The tasks all relate to budget cuts that council has made over the past few years to cope with significant tax revenue losses, most notably from the defunct Elk Falls mill. The new council – to be elected Nov. 15 – will have to decide on reinstating full funding for the RCMP complement of 43 members as welll as restoring a contribution of an additional one per cent of taxes to the capital works reserve. Council will also have to debate whether to restore the pre-2012 contributions of $15,000 to the fire small equipment reserve and $180,000 to the fire reserve as well as pre-2011 annual funding of $400,000 to the fleet replacement reserve. Lastly, the new council will

Former gas station owner fined $38,000

Former Fas Gas owner Mai Nguyen was fined $38,440.53 for buying gasoline and cigarettes – minus the taxes – on First Nations reserve land using a status card and then reselling both.

According to Crown prosecutor David Fitzsimmons, authorities began investigating after seeing a sign up at Fas Gas prompting customers to buy a package of cigarettes for $5 with a minimum gas fill-up. At the time, cigarettes were selling for $8-$9 a pack, so the authorities knew something was amiss. In the end, Nguyen’s business failed and she was charged with six offences. During the investigation, authori-

ties obtained Nguyen’s financial information and were able to determine the amount of tax she avoided was nearly $17,000. The fine is just over double of that amount and Hormoth said his client will require several years to pay it off. Nguyen now lives in Nanaimo and takes care of children for a living. “I am sympathetic to your situation,” said Judge Lamperson, referring to the lengthy construction project that hampered her business, “(but) these are serious charges.”

A permanent lowbarrier shelter for the homeless may take up residence downtown. Campbell River Family Services is proposing to set up a sobering assessment centre on the same Dogwood Street lot as the temporary winter shelter. The shelter, a pilot project that ended in April, was successful in getting many homeless off the streets and led to a decrease in calls to the RCMP for service in areas where the homeless often congregate. Its success led Family

Services to seek a permanent shelter. “The success of the cold weather shelter shows the need for a year-round centre in the treatment of addictions and homelessness,” said Coun. Larry Samson, liaison to the city’s public safety committee. Samson added that a sobering centre is fully supported by the Campbell River RCMP and the initiative is directly in line with Mounties’ crime reduction strategies. The sobering centre, which would be located next to the downtown fire hall, would provide the homeless with a place

which would also be used as an extreme weather shelter in the wintertime. City counci l was expected to discuss the sobering centre at Tuesday’s council meeting, after the Mirror went to press. If council gives the go-ahead, Fire Chief Ian Baikie said a fixed facility will have to meet the requirements of the fire department regarding fire sprinklers, smoke alarms and well lit emergency exits. The sobering centre would require a permanent power source as well as water and sewer hook ups, according to Baikie.

Expect road work delays on Dogwood Drivers should expect single-lane traffic in each direction on Dogwood Street between 7th and 4th avenues as the city replaces a watermain this summer. Construction work will take place in this threeblock span from 7 a.m. to 5 p.m., Monday to Friday, throughout July and

August. “While this work is underway, we ask drivers to please follow flaggers directing traffic, and we thank everyone for their patience during this temporary change,” says Jason Hartley, the city’s capital works manager. Approximately 565 metres of watermain will

Theatre renos to begin New seats as well as an auditorium upgrade

The Big Pink is getting a summer makeover. The Tidemark Theatre is about to undergo a major seating renovation project this summer that will include the most significant changes to the facility since the theatre society’s inception in 1987. Transformation of the Tidemark auditorium will begin on Saturday when removal of the old seats begins. There will be no public access to the building after this date and through the end of August, with the exception of July 2-3, when the public who have purchased a vintage seat, will have the opportunity to claim their seats. Construction is scheduled to be completed by Sept. 1. The Tidemark box office will also close for the summer. Fortunately, tickets will still be available online and box office staff will be checking e-mail weekly to handle any inquiries from the public. When the Tidemark re-opens in early September, the theatre will have an additional 35 seats, for a new house total of 470. Thirty of these new seats will be removable to create an

There are times when COs have to kill A story broke late last week of a cougar that had to be put down after entering a home. A woman in Vernon came home from a walk to find a cougar in her living room, with one of her dog’s chew toys in its mouth. The conservation officer was eventually forced to kill the cougar. The most shocking, and saddest, part of this story is not that the cougar died; it’s the vitriol that has been spewed at the conservation officer on media websites carrying the article. “That S.O.B.” “A-holes.” “Wish the cougar would have gotten one of them first.”

Although this incident did not happen on the Island, whenever one does, similar comments flood the Internet. Such comments are not only uncalled for, they are ignorant. The bottom line is, conservation officers are exactly that: CONSERVATION officers. They are not hired to kill wildlife, and to a person, they will say it’s the part of their job they despise the most. Killing an animal is a last resort for them. In this case, that cougar had become so comfortable around human scent that it entered a home and was sprawled out on a living room rug! Yes, it was a chew toy in the cat’s mouth. It could just as

easily have been a toddler. This is a wild carnivore. It will attack, kill and eat many creatures smaller than it, or perceived as weaker. Cougars are “beautiful, majestic” animals, as one poster describes, but they are also predators. And relocating cougars is next to impossible. Many cougars found in populated areas are young males and they are there because they’re trying to seek out their own territory and that can lead to run-ins with us. In the end, the public needs to allow conservation officers to do their jobs. They don’t need to be second-guessed when there’s a potential danger to human life.

How about a sawmill? I read of Timberwest’s proposal for a new production facility in Nanaimo with a certain irony. I think of Campbell River, a small city located in the middle of one of the most productive forests in Canada. I think of a city that has some 7,500 acres of managed private forest land within its city limits. I think of our central location and access to deep-water ports. I think of my younger neighbours working in Fort McMurray while their wives and children reside here anticipating that property values will rise so that the family does not lose everything when they sell. I then remember the saw and pulp mills and the reasons they closed. I recall a municipal political issue with Timberwest, now moved to the courts for resolution, and I no longer ponder on Timberwest’s choice of industrial location. Still I wonder what a $60 million investment in a pellet manufacturing facility could have contributed to the forestry industrial cluster in Campbell River? While 15 well-paying union jobs does not sound like much, how many part-time seasonal jobs would be equivalent? Having more disposable income translates to eating out Continued on Page 9

A history of teacher demands – let the lectures begin

A few things have changed since the last all-out teacher strike in B.C. That was just two years ago, when the B.C. Teachers’ Federation was coming off its second-ever voluntary agreement with a 16 per cent raise over five years and what the union termed an “enhanced” signing bonus of $4,000. Even with special teacher-only top-ups, BCTF members almost rejected the last of the government’s big-spending preOlympic labour deals signed in 2006. By 2012, outraged teachers were back on the legislature lawn, howling for another 16 per cent, with backup vocals provided as usual by HEU, CUPE, BCGEU and other public sector unions that settled for less. Teachers had just sailed through a crippling global recession with a series

of raises, but were oblivious to all that. Last week the protest venue switched to Vancouver, where both the crowd and the demands looked a bit thinner. The signing bonus target is up to $5,000, but the raise is a mere eight per cent over five years (compounded, for those who passed math), plus another huge basket of cash disguised as benefit improvements and so forth. Government negotiators put their total compensation demand at 14.5 per cent. One obvious dodge: they want the bottom two steps of the teacher salary grid dropped. That’s simply a raise for entrylevel teachers. Admittedly those are rare creatures these days with shrinking enrolment and ironclad seniority rules that allow retired teachers to monopolize substitute work.

Something else that’s changed since 2012 is that the government has granted the BCTF’s wish to bargain directly with the province. The education ministry executed a takeover of the B.C. Public School Employers’ Association after last year’s election, and installed veteran industrial union negotiator Peter Cameron. He’s backed up by long-time labour specialist Lee Doney, whose task is to keep the teacher deal within Treasury Board limits that have defined all other public sector union settlements. Doney made it clear last week that no mediator is going to come in and “split the baby” as long as the BCTF position is so far beyond the current compensation framework. Despite constant union complaints of

low wages and deteriorating working conditions in B.C. schools, education grads remain lined up around the block hoping to get in. Why is that? For those who have been exposed to life outside school for a while, it’s fairly simple. The job market out here in the real world is tough. And here’s how the real world evaluates a teaching job. Start with 189 working days, each nine hours long as per the accepted definition, and the top-heavy seniority list that places the average teacher salary at around $72,000 a year. That works out to $42.32 an hour, plus a suite of benefits that most private sector employees can only dream about, starting with three months of prime-time vacation. Continued on Page 9

The Campbell River Bonsai Club presents its annual display at Sybil Andrew’s Cottage on Saturday. Bonsai (pronounced “bone-sigh”) is the ancient art and science of growing a tree in a pot. Almost any tree can be coaxed into miniaturization, through careful pruning of both roots and branches, as long as the leaves will reduce in size. Bonsai club members meet to share

information with each other about the best kind of potting mix, watering regime, fertilization, special tools and pots. They are pleased to share this knowledge with the public at the show. Program will be joining the Discovery Passage Aquarium for two special events this Friday. Starting at 2 p.m., Carla and Tess will have their display tent and props in action, and will talk with the kids of all ages about the amazing diversity of marine mammal species that inhabit our waters. The evening begins by bringing you up to speed with the sea star wasting syndrome that has hit local waters hard in the last month. Sandra Milligan from North Island College and Deb Cowper from the Discovery Passage Aquarium will present general information on the situation that is wiping out many species of sea stars along the Pacific coast. They will outline local and regional research efforts, and how you can become involved to help track the spread of wast-

ing syndrome for the scientists. The Vancouver Aquarium representatives, Carla and Tess, will talk about the initiatives and research on wasting syndrome happening there. MORE PARKING DURING PROPERTY TAX TIME If you are coming to City Hall to pay your taxes, we’re making more room for you. From June 16 – July 2 (inclusive) additional public parking is being made available at City Hall. Those coming in to City Hall to make property tax payments are encouraged to park in the larger City Hall parking lot with access off the Alder street hill leading into and out of downtown. During this time, parking stalls numbered 1-38 and 41-47 will be available for public use. The smaller parking lot at the top of St. Ann’s remains available for public parking but is limited to only 11 stalls. Property taxes and Home Owner Grants are due July 2, 2014.

November 3, 1914 May 31, 2014 For over 99 years Warren lived independently, then passed away at the Campbell River General Hospital after a brief illness. He was preceded in death by his wife Rhoda of 67 years. He is survived by his son Michael and Mike’s wife Juanita of Bakersfield California; close friend Beverly; grandchildren Heather, Leah and Jesse; and eight great-grandchildren. Warren was born and raised on a remote cattle ranch in Kalispell, Montana. He married Rhoda in 1937, and she was his constant companion and business partner until her death. Through Rotary, the couple made many wonderful friends in Campbell River, far too many to adequately name here. They cherished these friendships and loved Campbell River, and in 1987 immigrated to Canada. In 2003 they were granted Canadian Citizenship. Warren was an accomplished aircraft pilot with commercial and instrument instructor ratings. He and Rhoda, also a pilot, had many adventures flying from the Arctic Circle to Central America. They also traveled around the world to South America, Africa, China, and even Tibet.

He went on to write a book describing the history of the Campbell River Maritime Heritage Museum. We are thankful to Dr. Kerry Baerg, Warren’s doctor for many years, and to the compassionate nurses at Campbell River Hospital who cared for him during his last days.

Welcome Carvers! As you drive around Campbell River, you can’t help notice all the carvings. These have been adopted out through sponsorship to the merchants of Campbell River as a result of the annual Transformations on the Shore event, put on by the volunteers of the Campbell River Shoreline Arts Society. It has been a pleasure working with the Society over the past year, and we are delighted to present the 18th annual Carving Competition at Frank James Park in Willow Point. This year we will feature close to thirty carvers showing their talents, beginning on Wednesday, June 25th right through to the award ceremony on Sunday afternoon, June 29th. We have been able to make this happen thanks to the extraordinary help of the community. The wood is donated by local companies, and the merchants of Campbell River donate lunches and accommodation. We also have corporate sponsors who donate money which funds the prizes for the carvers. Every year a team of volunteers comes to the Park to help out. We couldn’t do it without your help. Our carving consultants will be back this year to share their expertise and help the carvers put even more detail into their work. There are raffle prizes to be won, and the top prize is the Pick Of The Park – your favourite carving. We are hoping for great weather – refreshments will be available for sale at the Willow Point Hall next door.

or the first time ever, we are delighted to announce that we are partnering with the Shoreline Arts Carvers to open the hall to everyone during the Transformations on the Shore carving event. So check out the chainsaw magic, and then come to the hall for lemonade, iced tea, or freezies. Della and Lil will be offering their famous cinnamon buns and giant cookies for sale, as well as premium coffee and hot tea. Plus we’ll have several craft tables set up inside. Come and sit in the shade and have a burger or a hot dog.

eventy-five years ago, the Willow Point Community Club got together a couple of carpenters, a generous landowner, and lots of volunteers to build a Hall. It sat on wooden blocks, was heated using driftwood in a barrel, and was lit by Coleman coal-oil lamps. In 1984, the Community Club asked the Lions for help with bingos, and in 1986 the Willow Point Lions Club Society took over ownership. Gary Mailman remembers helping his Dad and his brother dig out the cellar under the hall by hand. People tell us about dancing on the stage in their first dance concert, about attending their sister’s wedding in the hall, and about walking to bingo games every week. The hall continues to be well used, and is booked an average of 30 hours a week for dance classes, yoga, special interest groups, and weddings. The Lions hold pancake breakfasts, teas, garage sales, and other fundraising events in the hall to raise funds for supporting local causes. In addition to raising funds to send kids to camp, help people buy hearing aids, and support all the worthy causes who ask, the Lions are challenged these days to raise money to replace the roof in the hall and to address some structural issues.

And as a treat on the Saturday night, the 28th of June, Marine Harvest will be offering barbequed salmon for a $5 donation, and the Lions have applied for a license to offer cold beer or wine for another $5 donation – a great meal for $10. You are all invited, but quantities are limited! All proceeds of course go to help CR citizens, and to repair the hall.

S

ince winning first place in semi pro, that officially turned me pro in Campbell River last year, I was so fortunate to receive an invite to the ENGLISH Open international championships held in Manchester UK. I placed highly in that competition and received another invite to Scotland to compete in the Carbridge cup, which was such a great experience for me. I then flew to France to carve for a professional Canadian rugby player named Jamie Cudemore in Clermont Ferrand. Then on to Amsterdam to compete in the Vaassen cup, where I did the day carve and placed 3rd. I continued to carve all winter then headed to Fort Saint John to do my first Ice carvings at the fire and ice festival with Chris Foltz. It was life changing experience. After completing that I flew to Ontario to Carvapoolza with 30 other carvers from all over the world... and again it was a great show and a great time.

Throughout the winter I spent time focusing on my goals of growth as an artist and developed business through packages for sponsors. I went to my dream sponsor with the help of fellow carvers like Bob king, Mark Colp and Jason Emmons. I managed to secure a place as the first Canadian ever to be sponsored by Echo Canada thanks to Rick Cleghorn, and also closed a sponsorship deal with CANNON carving bars. It's been a dream come true. And that brings me to now as I sit in Chetwynd BC in my hotel room waiting to compete in the invitational 10th annual international chainsaw carving championships which I plan to carve Thursday with all my heart and soul. Then back to the lower mainland on Monday, by which this time I'm sure you will all be reading this article. Recently Dr. Guthy has added the counselling services of Jonathan Buchanan to her clinic. On your initial visit, Dr. Guthy will collect information for a thorough case history, conduct a comprehensive Chiropractic, Orthopedic and Neurological examination and compile a complete report on her findings. Dr. Guthy and her patient will collaborate on a treatment program suitable for the patient’s optimal care. If a referral is necessary, Dr. Guthy will also provide this. Dr. Guthy uses a “hands on” approach to chiropractic care. She may use various adjunctive therapies including ultrasound, laser, manual and nonmanual adjusting techniques and exercise therapy.
