Murphy cited three “transformative” and key strategies in realizing a successful agricultural strategy in the Shuswap:
• Establishment of an independent, non-political Shuswap agricultural organization, with staff, to represent the region’s agricultural interests; • Initiate an agricultural economic development process including the marketing and branding of Shuswap-grown products; • Provision of agricultural education services through Okanagan College’s Salmon Arm campus.
Among the many recommendations is the need to develop a common brand for all agricultural products originating in the Shuswap, something Murphy said would fit well with Shuswap Tourism’s marketing of the region. Continued from front farm opportunities as well as longer-term, region-wide approaches. “Focus on the key recommendations,” said Murphy, noting the recommended actions support each other. “Hire staff, build relationships, get funding, begin the economic development process and monitor the progress.” Murphy was adamant in his recommendation that staff be hired specifically to work for the new agricultural association, even if only part-time, in order to move the process forward. The report addresses the municipalities of Salmon Arm and Sicamous and CSRD electoral areas of South Shuswap, Deep Creek/ Falkland, Malakwa/
Eagle Valley and North Shuswap. CSRD economic development officer Robyn Cyr says she and Economic Development Society manager Lana Fitt began the process by holding an agriculture discussion group in 2011 out of a concern that most people are not aware of the extent or value of agriculture to the Shuswap. Some 40-plus people with a variety of agricultural backgrounds showed up. “We had a good discussion about where they wanted farming to go… and they definitely wanted to move forward,” she says. The search for funding began with money coming from the Investment Agriculture Foundation and the Salmon Arm Economic Development Society, with the bulk from
CSRD’s Economic Development and Development Services. Members of a steering committee formed after the initial meeting heard six proposals before selecting the Sustainability Solutions Group to produce the report. Cyr says that as well as the report being perused by regional district staff, the steering committee will be called back to strategize on how to proceed and develop an implementation plan. “We need to set timelines and goals,” says Cyr, noting that, once formed, the agricultural organization will have more funding opportunities as a nonprofit. “Our plan has always been to work with the agricultural community to realize new opportunities and ensure our agricultural
community stays vibrant and sustainable,” she says. “We’ve had a good, solid working group and I hope we can keep them interested in working with us to move it forward. We need the agricultural community to embrace this; we can’t do it alone. We need their expertise and passion.” Retired farmer John McLeod has been involved since the initial meeting and says he thinks the process has shone a light on the need for the Shuswap area to maintain and strengthen the agricultural sector. “Impressed? Yeah. Happy? Yeah,” he says, noting the need for moving the strategy forward. “I am pretty happy with the way the process went and the inclusion of the community. It was really inclusive, not exclusive.”

School District #83 trustees voted Monday to keep all nine trustees on the board of education. They looked at trustee reductions in light of budget cuts the district faces; however, the board concluded there wasn’t enough time for consultation on the proposal to reduce the number of trustees from nine to seven, and the savings weren’t enough to justify it.

A seasonal campground on the foreshore in Lee Creek will go to public hearing sometime this summer. Columbia Shuswap Regional District directors gave unanimous approval to moving the proposal forward. “This is so different from West Beach; it’s like night and day,” says CSRD senior planner Dan Passmore, referring to the former 218unit resort and marina project developer Mike Rink had planned for the site. “They are proposing to keep the existing campground a-la Cottonwoods (original campground).” New owner Greg Darrow asked for a redesignation of the site from ‘waterfront residential’ to ‘secondary settlement area – commercial,’ and a rezoning from commercial 1 to comprehensive development. This will allow him to redevelop and expand the existing campground area and will permit subdivision of its 184 recreational vehicle spaces into bare-land strata lots. The owners would be permitted to rent out their spots. “Subdividing the ownership is the key,” says Passmore. “The zoning permits them to use their own lot and to put it into a rental pool for casual visitors.” Also important, says
“I think we’re just rushing it a little bit,” said Bob Fowler, Armstrong/Spallumcheen trustee. “If we do the right thing then we should take the time to do it right.” Enderby trustee Chris Coers said there hasn’t been enough consultation with the public. “Mr. and Mrs. Taxpayer have had no opportunity to tell us what they think,” said Coers.

n Lagoon has been reopened to Shuswap Lake which will allow fish access in and out of the lake. Passmore, is that only recreational vehicles are permitted – no semipermanent or park models. “The zone allows for one RV per lot,” he says. “We’re not restricting the number of tents.” Storage sheds would also be permitted but only for storage. No sleeping accommodations will be permitted in the sheds. “The owners would also be allowed to build decks that are not attached to their RVs – more like patio areas,” adds Passmore. He notes the 184 sites has changed from the original application and could easily change again if the Ministry of Transportation and Infrastructure has issues with access permits. Passmore says the development proposal presented to the CSRD board on June 19 raised a few questions, including dedication of a park
area and water-quality monitoring. “The park area will not be dedicated to CSRD; it is shown in the zoning bylaw as open space and that would ensure no development would occur on that area,” he said, noting the environment would be protected. “It also could be a public park, or not, depending on the CSRD Parks and whether they want to see it as a park.” Passmore says water monitoring in Shuswap Lake will be addressed through the Ministry of Environment’s permitting process. The ministry assumes responsibility for water quality. “They certainly seemed OK with the answers given,” said Passmore of the board’s reaction. “They approved second reading and delegation of a public hearing sometime in the summer.”
Darrow calls his proposal “almost a downsizing,” and hopes the public will respond favourably at the public hearing which will be held in the Scotch Creek Firehall. “It is going to be the Five Star Resort for family camping, and why I am saying that?” he asks, pointing out amenities such as boating, kayaking, canoeing, hiking, golfing and more are available close to the campground. On the environmental side, Darrow received Fisheries approval to open up a former closed lagoon. “So the lagoon is now part of Shuswap Lake and open to the fish,” he said. “And it has a 110foot opening, it’s not a little access.” Darrow stresses the family campground will be seasonal – open only from the May long weekend to Thanksgiving.

Teacher pickets will target locations where summer school is being carried out if they don’t have a settlement of their strike by June 30. B.C. Teachers’ Federation president Jim Iker announced that decision Wednesday, as he prepared for the first meeting with B.C. Public School Employers’ Association since a full-scale strike began June 17. The meeting has been characterized as “exploratory talks” dealing with possible mediation. BCPSEA has applied to the
Labour Relations Board for summer school offerings to be declared essential services, if they are “secondary remedial programs provided to students who have failed a secondary level course.” Summer programs for elementary school students, international students or secondary students trying to improve a passing grade would not be protected by an LRB order, meaning the majority of summer programs wouldn’t go ahead. Iker said the union is also considering the plight of B.C.’s five modified calendar schools, which have three month-long breaks instead of the traditional
summer vacation. They are in the middle of their final three-month term and are facing more disruption than other schools. BCPSEA has also applied for essential service protection so they can resume operation. Iker said if there is no deal by June 30, BCTF negotiators would be available to continue talks, rather than take the summer off as they have done in previous disputes. The two sides remain far apart on wages and benefits, with a long-running dispute over class size and special needs support levels going back to court this fall.

Science OK when it suits agenda
Two weights, two measures. Whichever is more convenient. At least that is how it seems Prime Minister Stephen Harper deals with science, scientists and their advice. What other explanation can there be for Harper saying in a CBC interview, in reference to parents who for various reasons do not allow their children to receive immunization shots, that “it’s a tragedy when people start to go off on their own theories and not listen to scientific evidence.” Let’s take a pause to let that bit of irony sink in. Harper has consistently worked to eliminate or, at minimum, impede the development of scientific research, eliminate the objectivity of science from any debate by muzzling scientists, cutting budgets and just plain ignoring their findings and advice. Facts can be problematic, a nuisance, a hinderance, especially when he has an agenda and the only thing between Harper and the realization of his agenda is science. Unless of course the facts support his agenda. Knowledge of our environment, and the deplorable condition it is in, is particularly troubling for Harper’s agenda. So gone is most of the funding for Environment Canada, Fisheries and Oceans, as well as for the Polar Environment Atmospheric Research Laboratory and the Experimental Lakes Area. If we don’t know how mismanaged and mistreated the environment is, then we won’t have to lie awake worrying. Thanks, Stephen. -Penticton Western News

OPINION
When fishing, patience had its rewards Last week I decided to get away from everything for a while and go fishing. I just needed to relax and not have to worry about anything other than what I might have for breakfast in the morning if, indeed, I even felt like getting up early enough to have breakfast. I didn’t want to even bother looking to see if my socks matched – two similar socks is usually good enough for me at the best of times. My point is, I really just wanted to get away from all my cares. After very little planning and even less preparation I found myself turning the ignition and starting out to head on up to the cabin. I had packed both my six-weight and little threeweight Orvis rods. I also grabbed enough fly boxes full of assorted fly patterns in various colours and hook sizes to match any hatch or situation that might rise or arise. A few changes of clothes, a rain jacket – just in case, mosquito repellent, sun block, a couple of M. C. Beaton paperbacks and
THE GREAT OUTDOORS James Murray I was off. At the very last minute, I even managed to remember to put my empty cooler in the back of the Expedition. On my way out of town, I bought what I figured I would need to sustain myself for four or five days. Not that I was in a hurry. It’s just that I wanted to get out there and cast a line. Three hours later and I was putting my boat in the water. I have stayed at this particular little lake many times over the past 20 or so years, and spent many hours just sitting in my boat, casting a line and enjoying the peace and tranquility. Time spent fishing always does my soul good.
Now I am sure there are those who would look down their nose at fishing this particular lake, where a 12-inch rainbow trout is almost considered a ‘whopper,’ and anything over 12 inches is talked about well into the next fishing season. However, over the past 20 years, I have also figured out that one can still have a lot of fun by simply matching your gear to the size of the fish in the lake. Catching a 10- or 12-inch trout on a three weight is like catching a 16- or 18-inch fish on a six weight. One day, I caught 17 fish and not one of them was over a foot long. The Orvis belonged to my father. It was one of his favourite rods. I think I have come to understand why. On the third day, in a particularly warm, unproductive afternoon, I was fishing near an island at the far end of the lake where there is a prolific amount of bird life. This includes blue herons, kingfishers and a couple of osprey. I found myself watching a young family that was fishing from a boat
nearby, a couple with two young girls who were also not having much action in the fishing/catching department. They were, however, quite engrossed in watching several kingfishers that were swooping down and skimming the surface of the water in an attempt to catch small fish – even smaller than the ones I usually catch, although apparently large enough to make a meal for a bird the size of a kingfisher. A few minutes later, we all watched as a great blue heron flew from its perch in a tree and landed in the shadow cast by a large rock on shore. It stood there, knee deep in the water, motionless, waiting ever so patiently to catch a fish for its dinner. When fishing, patience does indeed have its own rewards. It was as I was watching the heron that I suddenly, finally got a hit. For some reason, I couldn’t be bothered setting the hook. I just didn’t want to disturb the heron or the family enjoying watching the majestic bird.

The Shuswap’s first tourist In the early 1880s, Kamloops was still a small cattle town with only one school and the only settlers in the Shuswap Lake area were in Chase and Enderby. The Inland Sentinel was published in Yale on an ancient press imported from California to Victoria in 1853, and it served the whole Interior. In October 1882, its owner/ editor, Michael Hagan wrote the following account of his trip on the sternwheeler, the Spallumcheen, from Savona to Fortune’s Landing (near present day Enderby) that provides a fascinating overview of the Shuswap prior to settlement: “The steamer entered Shuswap Lake about 40 miles from Kamloops. Upon the north side Mr. Jas. Hartney has been camped, getting out logs for the Shuswap Saw Mill Co. He has also got out 30,000 feet for the Railway, and has removed his camp to the opposite side of the lake, near its head, where he is now located at choice spot to get timber – Hartney’s Bay – a place land-locked. His present contract with the Railway Co. is for 270,000 lineal feet, principally for cribbing, to be delivered at Savona’s Ferry; he has a number of men and 4 yoke of cattle busy at work. “As night approached our boat (after some hours delay in moving Mr. Hartney etc.) we passed Cape Horn where a shelter is always found. Passing the NE branch leading to the Big Bend, we entered the East Arm for 12 miles, where Mr. D. Grant, the well-known shingle-maker, was landed with his freight.
SHUSWAP PASSION Jim Cooperman The locality has a biblical supply of cedar trees, which are worked into superior shingles, shakes, pickets for fences, etc. “Stopping over one night, we took on Mr. Francis Anstey. He informed us that he had an almost unlimited supply of cedar trees, from 6 inches to as many feet through, long and straight, and could supply timber of that description for railways as well as shingles; his shipments are stated to have been about 200,000 shingles. When Mr. Anstey was about to leave, Mr. Grant asked him to try and induce his (Anstey’s) Siwash to remain with him (Grant). Mr. A. said the Indian expected to get $30 due him for wages when they reached Kamloops, and asked if an Indian was ever known to stay behind with $30 in sight? That settled the question, and the boat shoved off. “Today we steamed for 20 odd miles to the head of Shuswap Lake, and must say the scenery was very attractive. Generally the appearance was mountainous, with occasional strips of bottom land spreading at times to miles. The grandeur of the fresh green firs and spruce trees contrasted with the faded yellow look of the cotton wood, and gave variety to the scene. The wa-
ter was, in places, very clear, and presented salmon, whitefish, and trout, while wild geese and ducks abounded; grouse etc. were to be seen along the banks. We passed numerous places along the bank that are flat, light-timbered, and above the high-water mark. The soil was said to be excellent. “About 70 miles on our journey we passed to the right Salmon River, and, nearly opposite, to the east runs Eagle River. Our captain two years since had taken Major Rogers, his nephew, and his dozen Indians some miles up the river when the persevering explorer started to find the passage for the railway, since reported as practicable and likely to be adopted. “From Savona’s Ferry to the head of navigation at Mr. Lambley’s landing or Mr. A. L. Fortune’s, is 142 miles by water, or 105 by wagon road. The landing is comparatively a new place, but signs of progress are visible in the fine warehouse
and other buildings, and cultivated fields to be seen. Mr. Lambley is Govt. agent, and prompt to give information respecting lands or anything pertaining to his office. Evidently he is energetic, and is rendering good service to the district. “A short distance further brought us to Mr. A. L. Fortune’s where we met a number of kind friends, for our loss at leaving Capt. Minetto of the Spallumcheen. Mr. Jas Casey having proceeded a few miles further to secure horses. Messrs. D. G. Cumming, Price Ellison, and the writer enjoyed the hospitality of Mr. Fortune and his amiable wife.” A few notes on the locations identified in this account: Hartney’s Bay may refer to Blind Bay, which is landlocked since there is no navigable stream there. Cape Horn, named after the tip of South America, is more commonly known today as Ruckell Point (incorrectly named after an early settler, Jack

Sugar is not so sweet (NC) Sugar consumption is at an alltime high. According to Statistics Canada, we consume up to 172 grams, or 41 teaspoons, of added sugar per day. The negative health effects of consuming too much sugar are many, including obesity, suppressed immune system, hyperactivity, inflammation, anxiety, heart disease and high blood pressure. Dr. Natasha Turner, New York Times bestselling author and Founder of Clear Medicine in Toronto believes that cutting back on sugar is one of the single most important lifestyle changes we can make to improve our overall health and
well-being. “My top health tip is to replace regular sugar, fructose, and artificial sweeteners with healthy alternatives,” she says. “I recommend people switch to stevia, coconut sweetener, or to a true natural sweetener called xylitol, which stabilizes
insulin and hormone levels.” With the goal of reducing sugar consumption in favour of better health, here are some of Dr. Turner’s top tips: Add fibre and protein: Both fibre and protein help to counteract the effects of the sugar we consume. So make it a habit to add fibre in the form of ground chia seeds, ground flax seeds or fibre supplements to meals. Ensuring each meal also contains a lean source of protein, such as low fat cheese, chicken, turkey or eggs will spark less of an insulin release. A good rule of thumb with packaged foods
is to check the nutrition label –products containing more than 2 grams of fibre are considered to be high fibre sources. Products containing a similar amount of protein and carbohydrate on the label are also favorable choices for you. Be smart about your sweeteners: Not all sugar substitutes are created equal. When substituting for the real thing, look to nature. As mentioned, xylitol is a great option since it has 40 percent fewer calories and 75 percent fewer carbohydrates than sugar. The Xyla brand is made from North American hardwood, is corn free, GMO free and glu-
ten free, plus it looks, tastes and bakes just like sugar. Reduce the impact: Some foods actually help control blood sugar. Adding a small amount of apple cider vinegar or cinnamon to a meal will help reduce the glycemic index of high-carbohydrate foods like pasta or desserts lessen the subsequent rise in blood sugar. And both add flavour with almost no calories. The bottom line when it comes to sugar is that less is more. Finding ways to lower intake can only add to our overall good health. www.newscanada.com

Five tips for better conversations with kids By Linda Nguyen (NC) If you are a parent, you probably understand the value of maintaining open communication with your kids. But getting there is not always easy – for parents, or for kids themselves. “There are a lot of concrete things parents can do to have better conversations with kids and teens,” says Alisa Simon, VP of Counselling Services and Programs at Kids Help Phone. “Building trust and communication is re-
ally important, and it’s an ongoing process.” Here are some tips from Kids Help Phone: • Let your kids know you are safe to talk to. Explicitly tell them that you’re open to talking about the tough stuff, and that there’s nothing they could say that would damage your relationship. • Make space for organic opportunities to communicate. Instead of sitting your child down and saying “let’s have a talk,”
spend time together at a shared activity (like going out for lunch, taking a walk, shopping, or driving somewhere in the car) where conversation is more likely to arise naturally. • When your child does bring something up, it’s okay not to have all of the answers. You’re not expected to. • Don’t make assumptions about what your child is experiencing. This shuts down the conversation and is a missed opportunity. Instead, ask questions,
show you’re interested, and give your child your full attention before jumping in. • If you know your child is dealing with a specific issue, review the “Ask Us Online” section of kidshelpphone.ca, where young people write in with a question and receive back individualized responses from professional counsellors (there are dozens of topics, in categories such as school, dating, family, friends, bullying, the Internet, emotional health, and
LGBTQ). It’s a way to learn how other young people talk about the issue that is affecting your child, giving you a better understanding of their experiences. You can even go back later to explore the posts with your child. Reverse chase nets fine RCMP: Accused followed officer after roadside stop. By Cam Fortems BLACK PRESS
Mounties are accustomed to pursuits on the Trans-Canada Highway — but not quite like the one that took place in April 2013. A Chase resident admitted to a provincial court judge he “overreacted” when he pursued a fleeing Mountie in an RCMP cruiser on the highway. Police were so alarmed they dispatched
a helicopter to assist. Shawn David Henry pleaded guilty to uttering threats following the two-part altercation last year, with provincial court judge Len Marchand levying a $900 fine. Crown prosecutor Neil Flanagan said the incident began when RCMP received a call about a suspected impaired driver on the highway. Henry, whose vehicle fit the description, was pulled over.
Flanagan said Henry was “hostile from the minute she [Mountie] first spoke to him.” Henry was not impaired and told the Mountie he was being targeted due to his Metis heritage. “She describes him as just out of control,” Flanagan said. The Mountie then wrote Henry a ticket for a broken windshield. “She wanted out of the scene and left the ticket on the screen,”
Flanagan said. An incensed Henry, “loud, vulgar and abusive,” according to Flanagan – then called 911 and began approaching the cruiser. Flanagan said Henry made threats to the officer during the 911 call, during which he complained about abuse and racism. The Mountie then drove away — and the See Defendant on A20

Striders out in force The Fresh Air Women’s run, held recently in Kelowna, saw 21 women from Salmon Arm – the majority Shuswap Lady Striders – take part. Salmon Arm’s Chelsea Kaasa won first overall in the 10-kilometre event with an amazing time of 42:23. Sandra Kilmartin placed first overall in the 5-k with an impressive time of 19:59. Other local finishers in the 10-k were: Kim Mead in the 3034 division with 57:05; Jong Ae Han, 35-39 category, 53:22; Christine Lutzko, 35-39, 1:02:30; twins Tracey and Leigh Pollard, in the 45-49 group, tied at 58:15; in the same group Tracy Fiebelkorn with 1:02:07 and Ingalise Abbott with 1:09:29; Kathy Yanke,
65-69 group, third place with a time of 1:06:34; Mary Hamilton, first in the 70-plus division. The 5-k race had 145 participants. Kilmartin came in first overall in the 20-24 division. Signaling a new relationship Aboriginal Day, June 21, was historic for the City of Salmon Arm and our aboriginal neighbours. In front of our city hall, we raised the Secwepemc Flag (pronounced Se-KWEPumk-wh) alongside our Salmon Arm flag. The Secwepemc flag will remain flying at city hall as a symbol of our recognition, respect and the importance of aboriginal history in the Shuswap area. The Secwepemc flag represents the 17 bands of the Secwepemc Nations. The four bands closest to us are the Adams Lake Indian Band, the Neskonlith Indian Band, the Little Shuswap Lake Indian Band and the Splatsin all having their lands either within, bordering on,

The decision to raise this flag did not happen all of a sudden or overnight. Coreen was born August 3, 1923 at Rotterdam, The Netherlands. She was predeceased by her Husband Lammert, sons Henry and Frank and grandson Tim. Women survives accidental shot in back A 20-year-old Salmon Arm woman was taken to hospital after being injured in what RCMP report as an accidental shooting while camping on Mt. Ida last Saturday night. At approximately 9:10 p.m.,
RCMP responded to a call regarding the injured woman, who was camping in a remote area of the mountain with a group of people. When police arrived, they found the woman had been shot in the back. Police say alcohol did not
appear to be a factor. The young woman underwent surgery to remove the bullet.
