Lake Country CEO defends staff restructuring KEVIN PARNELL The chief administrative officer at the District of Lake Country says he has had the support of the past two councils in Lake Country to move forward with a restructuring plan that, when finished, will see the district cut back 9.5 staff positions since 2012.

Alberto De Feo says not only have the moves been approved by a majority of council, they have been designed to make the district a more streamlined operation and put more money towards infrastructure in the growing community. De Feo was reacting to criticism of the district’s restructuring plan,

a three-phase plan that began in 2012 and is in its final phase currently, with the last of the staff cuts underway. “This may be new to Lake Country but restructuring and change have become part of local government in B.C. and Canada,” said De Feo. “Times are changing. We cannot do business

like we did 20 years ago. It is not by adding staff when needed but by being strategic about it. The district is now equipped to deal with the serious challenges we are facing in the community.” Among those challenges are an infrastructure shortfall in the community that has long term planning underway to

improve roads and water systems while dealing with a shortfall in tax income due to a lack of commercial taxpayers, according to De Feo. Last month the district came under fire when former administrator Randall Rose appeared before coun-

across B.C. head to the polls in municipal elections, the race for seats around the Lake Country council table is unofficially underway. Mary Dougherty, a retired Lake County psychologist, has declared her intention to run for a seat on council in the ward of Okanagan Centre. After building her career in Calgary, Dougherty has spent the last seven years living in Lake Country and says now that she is retired she has the time to commit to civic politics.

A member of Lake Country council is raising issues with the recent restructuring within the district of Lake Country and says the public has a right to question the moves the district is making. Lisa Cameron says she is concerned about the district eliminating positions when it is in fact the fastest growing community in the Okanagan. “My concern is about capacity when we are a growing community,” said Cameron. “We’re losing talent and in terms of savings from this phase of restructuring, that will only be realized if no one else is hired in 2015 or 2016.” Cameron says one of the district’s hardest hit areas is arts and culture which she says has just one person remaining to work with community arts groups. “Without a dedicated team and budget it will be difficult for all of our community groups to work with the municipality,” said Cameron.

While earlier phases of the restructure had unanimous support of council, the most recent phase was approved only by a majority of council at an in-camera (not public) meeting. “I fear we aren’t going to be able to support our community groups that do so much for us,” said Cameron. “This only leaves one person in arts

and culture.” Lake Country administrator Alberto De Feo says the recent cuts make the district as lean as it could possibly be and strong growth in the community may trigger hiring to deal with capacity issues, something he says would be a nice problem to have. “We hope this happens as we are putting a lot of effort into attracting new development and investment in the community,” said De Feo, adding that arts groups will still have a primary contact within the district but it will be someone new. For Cameron she says she wants the district to continue to grow and work with its community groups but she can understand why some members of the public are questioning the district’s restructure moves. “Any question about where taxpayers money is going is fair game,” she said. “We have to look at this critically and I think there is value in questioning where we are spending our money.”

Ready for action

Just in time for the busy summer boating season, there are two new .vessels ready to serve area mlakes in times of emergency. Once training is complete over the next few weeks, the new marine rescue boats will be operated by crews with the Lake Country Fire Department and Peachland Fire and Rescue Service and replace vessels that have been operating for many years. The boats were supplied to the Central Okanagan Regional District’s regional rescue program by Kanter Marine Incorporated in St. Thomas, Ont., which was the successful bidder through a public tender process at a combined cost of $305,100.

Rather than replace one boat this year and another next, some administrative efficiencies were realized by purchasing the boats for Peachland and Lake Country this year. Each vessel has a rigid aluminum hull with inflatable collars. A new seating system and configuration incorporates shock absorbers to provide a high level of comfort and safety for those operating the boats. This will help reduce the potential for injuries and provide a safe environment for crewmembers who are often on the water during extreme conditions answering distress calls. The Central Okanagan Regional Rescue Program has provid-

ed marine rescues since the 1980’s and with vessels stationed in Kelowna, Lake Country and Peachland, provides a rapid, reliable and trained response to marine emergencies on major Central Okanagan lakes. While local governments fund the program, the provincial government reimburses costs when boats are called to respond to an emergency. The regional rescue program also works with the RCMP and Central Okanagan Search and Rescue to provide appropriate responses to the boating community. Transport Canada estimates there are 69,000 registered boats in the region and a recent sur-

Like a lot of workers in Lake Country municipal hall, Greg Bucholz has taken on some new duties under a threephase restructuring plan but he says while recent staffing cuts within the District of Lake Country have been very difficult, there is a professionalism and culture within the district that is helping people move forward, despite some close friends losing their jobs. “There are people that have been feeling sad about the changes and the friendships they’ve made over the years,” said Bucholz, born and raised in Lake Country with deep ties in the community. “It’s not absolutely perfect but I think it’s being viewed as quite positive by the

We have a job to do and we are dedicated to serving our community.” Bucholz joined the District of Lake Country after a long career working as a consultant to local government, mostly at Urban Systems in Kelowna. He says staff cuts like the ones in Lake Country are fairly common in private practice but adds in local government it’s a different ball

game. “In the private sector when you grow you can expand and take on more work but in a municipality you don’t expand, you are limited by the budget and the amount of money is set,” he said. “So if we get more efficient, maybe contract the work force, we can do things more cost effectively and redirect some of the money into programs or enhancing ser-

vices.” Bucholz is just one of several employees with plenty of local connections to Lake Country. His grandparents arrived in Lake Country in the 1950s and ran the general store in Okanagan Centre. A graduate of George Elliot high school, Bucholz is now married with two children going through the school system in Lake Country. He admits staff members are going to have some more work to do but he says staffers are empowered to make change and take leadership. “We run a tight ship here there is no question and the way we do that is by empowering people,” he said. “We let people lead in their own right and empower them to make decisions and make mistakes. Life after the Tsilhqot’in decision

T

he Supreme Court of Canada’s landmark decision on aboriginal title held by the Tsilhqot’in Nation leaves many questions to be answered. Perhaps the biggest is this: Will British Columbia exist as we know it today by the end of this century? Or will it devolve into dozens of semi-autonomous regions, through treaties or similar court actions, as the only Canadian province that never completed historic treaties? The Tsilhqot’in decision appears to uphold the key finding of the 2007 trial, that 1,700 square kilometres of the Nemiah Valley west of Williams Lake are essentially owned by the people who occupied it hundreds if not thousands of years ago. It’s not quite ownership. Federal and provincial jurisdiction still applies, and their authority varies with the strength

Tom Fletcher of the aboriginal title claim. Chief Justice Beverley McLachlin ruled that the province overstepped its authority by issuing logging permits in the valley in 1983. McLachlin noted that lawyers for B.C. first argued that the logging was to control mountain pine beetle, then dropped that argument in its first appeal. She also upheld the decision of the trial judge, one-time NDP leadership contender David Vickers, who rejected B.C.’s position that the economic value of the timber to the

province overrode the then-vaguely defined aboriginal title. Here’s McLachlin’s definition: “The nature of aboriginal title is that it confers on the group that holds it the exclusive right to decide how land is used and the right to benefit from those uses, subject to the restriction that the uses must be consistent with the group nature of the interest and the enjoyment of the land by future generations.” That’s not land ownership in the fee-simple sense of the term. It locks in communal ownership, which I and many others have argued is at the root of the poverty seen in many aboriginal communities. Another big question: Is there any future for B.C.’s 20-year-old treaty process, or will this precedent-setting case send more First Nations to court, or to the barricades as the Tsilhqot’in did on a logging road in 1983?

One of the unique advantages that have emerged from the handful of modern treaties in B.C. is that aboriginal communities have more options in land ownership. By voluntary agreement, they can convert land to fee-simple ownership, making it available for mortgage or sale. Modern treaty holders also get out from under the federal Indian Act, which remains in force despite this latest decision. One of the big questions asked in the days after the Tsilhqot’in decision was this: Is the Northern Gateway pipeline project dead? None of the aboriginal communities along the pipeline route has this kind of declared aboriginal title. Few if any would have a similar strength of claim as the Tsilhqot’in, who fought a small war to defend their territory from a wave of gold seekers in the 1860s. One that does is the

Haida Nation, whose occupation of a beautiful group of islands was long defended militarily, and never challenged by any other aboriginal group. Among others, the Haida Nation was represented in the Tsilhqot’in case as interveners. Council of the Haida Nation president Peter Lantin said after the decision that his team is preparing its own aboriginal title case for trial. Few doubt that this assertion of title will be successful, either by negotiation or court ruling. But there is a unique aspect to the Haida claim that would set another precedent. Caregivers, whether at home or in facilities, need advocates

B

efore Parliament recessed a few weeks ago, I had a meeting with Tammy Moore, the interim chief executive officer for ALS Canada. The organization supports research and advocacy on behalf of individuals and their families who suffer from amyotrophic lateral sclerosis (ALS) a terminal disease characterized by progressive paralysis of muscles throughout the body. As home caregiving is an essential part of caring for ALS patients, 90 per cent of whom die within five years of diagnosis, it puts a tremendous emotional and financial burden on ALS families. I know and have met several constituents who take on the role of caregiver for family members, friends and others in the community who need help due to chronic or long-term illness, disability or aging.

Most caregivers devote considerable time, energy and money to provide care, and many struggle to balance their responsibilities at home and at work. The economic and social costs associated with caregiving are significant. In 2012, over half a million (about 600,000) caregivers had to cut back their regular working hours and 390,000 had to leave their jobs entirely to care for a loved one. Another 160,000 had to turn down paid employment because of their caregiving responsibilities. Beyond the costs to caregivers in terms of lost wages or benefits, the negative employment consequences of caregiving affect employers through lost productivity

The Conference Board of Canada estimates that the cost to employers in lost production as a result of caregivers missing work, quitting or losing their jobs is $1.28 billion annually. It is with this in mind that Alice Wong, Minister of State (Seniors), launched the Canadian Employers for Caregivers Plan (CECP) on June 23. Bike to Work/School week is catching on The Central Okanagan’s quality of life received a healthy shot in the arm this spring from residents discovering that biking to work is a fun way to boost community spirit, is good exercise, good for the environment and puts participants in the running for great prizes, too. Families also enjoyed the benefits of walking and cycling to school from May 26 to June 1. More than 54,119 kilometres were traveled by bike and other active transportation options, like walking and skateboarding, during this year’s Bike to Work and School Week. That’s the equivalent of going from Kelowna to Saint John, New Brunswick, and back – five times. Active Central Okanagan participants reduced 11,726 kilograms or 11.7 tonnes of greenhouse gas emissions in the region, improving air quality by reducing vehicle use and traffic congestion. Almost 1,600 residents committed to a cycling commute by signing up for Bike to Work Week. The Central Okanagan had the third highest participation in Bike to Work Week in

dents participated in this year’s events and the average participation rate at schools was 36 per cent in all modes (using a bike, a skateboard, a scooter or walking). About one-third of

those students cycled. Students and their parents travelled 45,831 kilometres in 10,448 round trips during the week – equivalent to going for three round-trips across Canada from Vancouver to Newfoundland (or running 11 marathons) and in doing so saved over 10.5 tonnes of greenhouse gases. A number of events were held across the Central Okanagan to reward cyclists during Bike to Work and School Week. Celebration Stations and new Satellite Stations in Peachland and Lake Country added to the excitement. “The weather was a little unpredictable early on, but cyclists braved the rain to attend our events,” says Kittmer. “Our sponsors and partners were amazing, as always. With their help, we were able to offer more cycling activities and walking events in more communities.” Participants are encouraged to make cycling a regular part of their family’s lives. Couple steal food, ram police with stolen truck Lake Country RCMP members were called in to help stop a stolen vehicle that was traveling from Vernon to Kelowna last week . One Mountie suffered minor injuries in an eventual arrest. On June 25 at about 11:50 a.m. the Vernon RCMP detachment received a report that someone was following a truck by the Vernon hospital with two people in it who had just shoplifted items from Buy Low Foods in Vernon. Two officers from the Vernon Detachment headed out looking for the suspect vehicle. While they were looking for the vehicle and occupants they became aware that the Ford truck was reported stolen out of Kelowna. The Vernon officer advised Lake Country members to be on the lookout for the suspect vehicle as they continued toward Kelowna. The stolen truck was located at Berry Road

One of the officers received a minor injury when his car was hit. The suspect driver received a minor glass cut from the window breaking during the apprehension. The two suspects were arrested for possession of stolen property, mischief and assault with a weapon. The truck was towed to Vernon for further investigation. Numerous items in the vehicle were seized for evidence. The stolen food products from Buy-Low were also recovered. The 31-year-old man provided an address in Kelowna; however, he has ties to Alberta. The 21-year-old woman provided an address in Grand Prairie, Alberta. They were expected to appear in court last week.

Okanagan Indian Band lays claim to section of rail line RICHARD ROLKE A First Nations’ land claim could create uncertainty for a proposed Okanagan rail trail. The Okanagan Indian Band is asking the federal government to purchase the Kalamalka Lake portion of the abandoned rail line for inclusion in its reserve. “That rail bed is part of the Commonage claim,” said Chief Byron Louis. “The whole area is up

for negotiation.” Canadian National is currently going through an abandonment process for the rail line and the Okanagan Rail Trail Society is urging all levels of government to purchase the land for a recreational corridor. If the Kalamalka Lake portion was added to the Okanagan Indian Reserve, Louis isn’t sure if a trail would fit into the band’s long-term goals. “We would look at what we could do with

To update the course, KDSC has added a new module to the course called the Business of Babysitting, which will surely appeal to young entrepreneurs! Many other important topics will be discussed, including rights and responsibilities, age-related developmental and behavioral characteristics eof children, child care, nutrition, injury prevention and emergencies. , Kids aged 8 to 10 can now take the Canada Safety Council’s three hour Home Alone ($40) course on July 3 or July 23 in Kelowna, July 9 in West Kelowna and July 22 in Vernon. Kids will learn about house keys, strangers, proper use of a telephone, what to do when feeling scared, how to establish a daily routine, manage their time, identify their responsibilities, demonstrate what to do in case of an emergency and how and when to call 911. KDSC is also now offering the Canadian Red Cross’ First Aid Courses and these are great on their own or as supplements to Home Alone and Babysitter Training Courses. Level 3 First Aid ($35) is targeted to 8 to 10 year olds and Level 4 ($45) is targeted to 10 – 12 year olds. Both courses cover calling for help, choking, bleeding, comfort, poisons and burns at age-appropriate levels; Level 4 delves into the topics in more depth

The Intermediate Bicycle Safety Camp for kids ages 9 – 12 is a three morning, nine hour program designed for kids with basic bicycle skills who would like to improve their bicycle riding techniques. Kids will learn about traffic skills, collision avoidance, obstacle courses, bicycle tour planning, trail riding, bicycle inspections and maintenance. Children will need to bring their own bicycles to these programs, as well as a properly fitting helmet.

Enjoy a performance or a movie in the beautiful outdoors The Lake Country Open Air Performance Society has announced its summer schedule of free concerts and movies and it all began Tuesday with the Canada Day Movie in the Park at Beasley Park. The 2014 performance series will include eight regular concert nights, one moviein-the-park night plus a special family event scheduled for Aug. 16 at Swalwell Park before wrapping up with the final performance night of the season on Aug. 30 with an outdoor concert and double movie feature at Okanagan Centre Park. LC Open Air concerts feature a variety of local musicians, performers and artisans at various parks throughout Lake Country taking part on Saturday nights through July and August. “We are very excited to be celebrating our seventh anniversary of free concerts and movies in Lake Country this sum-

mer,” said Amber Hugo, Lake Country Open Air Performance Society cofounder. “We’re working with the district parks and rec. group to host a really great family event with an electric picnic at Swalwell Park on August 16. Starting with a DJ in the waterpark during the afternoon, and moving into the evening with top notch performers Crystal Ships, followed by Jerry Doucette, and then the movie Draft Day on the big screen; it will be a fun event for all ages to attend.” All concerts are free of charge and families are welcome. Folks are reminded to bring a chair or blanket for seating, and picnics are welcome too, although there will be vendors present at most parks so concert-goers can purchase refreshments as well. “The crowds keep getting bigger and more diverse and the talent more varied and exciting each year,” said director Jenn Boal. “This year we had

It falls in the court of the federal government,” he said. When asked if the band prefers to own the land or to accept funds in lieu of the property, Louis said, “Money is nice but it’s easily spent. Land is always there.”
