Tyson and Heidi Schmauder hope to launch a new taxi service in the Lower Similkameen in the near future.

The pair have collected signatures and submitted an application to the Ministry of Transportation and Infrastructure and are now awaiting the status of their application. “We filed a phone book - thick pile of paperwork,” Tyson said, “we don’t know how long the process will take from there.” The Schmauders plan to operate a Pon-

tiac Vibe as their taxi, running seven days a week from 6 a.m. until midnight Sunday through Thursday. On Fridays and Saturdays the operating hours will be 6 a.m until 2 p.m. Heidi and Tyson recently sold a successful courier business in Penticton. They are six year residents of the village.

Tickets selling fast for Similkameen Barbeque King By Steve Arstad news@keremeosreview.com The annual Similkameen Barbeque King event is coming up on Saturday, July 12 from 5-9 p.m. at the historic Grist Mill and Gardens in Keremeos. This truly unique Similkameen wine and food experience is a competition where nine featured chefs compete for the coveted title of Similkameen Barbeque King or Queen. This event is a competition where competing chefs create unique dishes for guests using organic ingredients from local farmers. Attendees of the event will go from station to station enjoying the foods prepared by each chef, along with Similkameen wines specifically paired to go with each dish, and then all attendees get the opportunity to cast their vote for the best wine and food pairing. The first hour of the event, from 5-6 p.m. features wine tastings from our Similkameen wineries and some delicious appetizers from local chefs including Benja Thai, Branding Iron and Tree to Me. Extensive search for missing person involves helicopter By Steve Arstad news@keremeosreview.com An intensive search involving police, citizens and a helicopter in and around Keremeos on Tuesday, June 24 turned out to be less serious than it looked, said and Keremeos RCMP spokesperson. The search for a missing

woman came to an end early Wednesday morning when the missing woman surfaced at the Diagnostic and Treatment Centre. The woman had been missing for 12 hours. “It looked like a serious situation Tuesday night, but as it turned out, it looked worse than it was,” said a spokesman for the police.

Editorial Competitive business is increasing customer base Keremeos’ Seventh Avenue businesses are, for the most part, beginning their summer business practices, with extended hours and days of operation. With the opening of several new storefronts on Seventh Avenue, there has been some dissension amongst some of the village’s businessmen, expressing fears that there may be too many businesses pursuing a similar market niche in the community, that being food service. Granted, there certainly are a vastly increased number of places to eat on Seventh Avenue, that weren’t here a couple of years ago. Is this a bad thing? It probably isn’t from a consumer’s point of view. One can’t help but notice the increase in pedestrian traffic in the downtown core, and the increasing number of vehicles parked along Seventh, throughout the day. That says to us there is increasing business in the downtown core. We think one of the main reasons behind that fact is because of the food service variety that is now available in Keremeos. Just as food courts in malls generate traffic by hosting a variety of choices for the consumer, the Seventh Avenue business block is becoming a draw for tourists, residents, business and trades people alike because they now know there is a choice in food service offerings in the community. In short, we believe increased competition has increased traffic, exposing all businesses to a new and growing customer base. Some businesses appear to have recognized this opportunity, expanding their menus and looking for new foods to offer to further grow their business. Offering variety, quality and a competitive price, we believe, will be the key to seeing this revitalization continue, as opposed to trying to limit growth and competition. Let the marketplace decide. It’s our opinion there is lots of room for growth in the village - and lots of customers out there that local business hasn’t reached yet.

Life after the Tsilhqot’in decision By Tom Fletcher Black Press The Supreme Court of Canada’s landmark decision on aboriginal title held by the Tsilhqot’in Nation leaves many questions to be answered. Perhaps the biggest is this: Will British Columbia exist as we know it today by the end of this century? Or will it devolve into dozens of semi-autonomous regions, through treaties or similar court actions, as the only Canadian province that never completed historic treaties? The Tsilhqot’in decision appears to uphold the key finding of the 2007 trial, that 1,700 square kilometres of the Nemiah Valley west of Williams Lake are essentially owned by the people who occupied it hundreds if not thousands of years ago. It’s not quite ownership. Federal and provincial jurisdiction still applies, and their authority varies with the strength of the aborigi-

nal title claim. Chief Justice Beverley McLachlin ruled that the province overstepped its authority by issuing logging permits in the valley in 1983. McLachlin noted that lawyers for B.C. first argued that the logging was to control mountain pine beetle, then dropped that argument in its first appeal. She also upheld the decision of the trial judge, one-time NDP leadership contender David Vickers, who rejected B.C.’s position that the economic value of the timber to the province overrode the then-vaguely defined aboriginal title. Here’s McLachlin’s definition: “The nature of aboriginal title is that it confers on the group that holds it the exclusive right to decide how land is used and the right to benefit from those uses, subject to the restriction that the uses must be consistent with the group nature of the interest and the enjoyment of the land by future generations.” That’s not land ownership in the fee-simple

sense of the term. It locks in communal ownership, which I and many others have argued is at the root of the poverty seen in many aboriginal communities. Another big question: Is there any future for B.C.’s 20-year-old treaty process, or will this precedent-setting case send more First Nations to court, or to the barricades as the Tsilhqot’in did on a logging road in 1983? One of the unique advantages that have emerged from the handful of modern treaties in B.C. is that aboriginal communities have more options in land ownership. By voluntary agreement, they can convert land to fee-simple ownership, making it available for mortgage or sale. Modern treaty holders also get out from under the federal Indian Act, which remains in force despite this latest decision. One of the big questions asked in the days after the Tsilhqot’in decision was this: Is the Northern Gateway pipeline project dead? None of the aboriginal

communities along the pipeline route has this kind of declared aboriginal title. Few if any would have a similar strength of claim as the Tsilhqot’in, who fought a small war to defend their territory from a wave of gold seekers in the 1860s. One that does is the Haida Nation, whose occupation of a beautiful group of islands was long defended militarily, and never challenged by any other aboriginal group. Among others, the Haida Nation was represented in the Tsilhqot’in case as interveners. Council of the Haida Nation president Peter Lantin said after the decision that his team is preparing its own aboriginal title case for trial. Few doubt that this assertion of title will be successful, either by negotiation or court ruling. But there is a unique aspect to the Haida claim that would set another precedent. They claim title to the ocean around Haida Gwaii, a challenge to anyone wishing to sail tankers through.

Changing liquor laws offer new opportunities Local merchants react mostly positively to relaxed liquor laws, however some say local effects need to be monitored By Steve Arstad news@keremeosreview.com

On June 20, the Ministry of Justice officially announced the introduction of happy hours and minimum pricing for licensed establishments in B.C. Liquor laws were modified in response to views received by the province from industry and health advocates. Licensed establishments can now alter their liquor prices throughout the day. The change was made to help businesses attract customers during periods of the day when business is slow. Additional changes were also made to cut red tape and simplify liquor licensing rules. Food-primary establishments must continue to offer a full menu, but patrons who simply want a drink will not have to order food as well. Customers will also now be allowed to move from one adjoining licensed area to another, as long as there is a link between the two rooms. Licensees can now transfer small amounts of liquor between similar types of establishments as well. Those who have a Special Occasion License now have more flexibility to serve homemade beer, wine, or cider, and owners of Ubrews and Uvin, as well as their family members, will now be permitted to own other liquor W ATM NO LE! related establishments, something that was not legal before. Keremeos Legion Manager Mike Favel said the Legion has no plans yet to implement a happy hour. “Our prices are quite reasonable to start with,” he said, “we haven’t discussed the new policy changes yet.” Favel also noted the Legion’s weekly Friday “member appreciation day” where special prices are offered all day. “I don’t see happy hour prices as something we’d need in addition to what we have,” he said. At the recently opened Wrong Turn Tavern, proprietor Liza Needham said she plans to introduce a happy hour, probably from 3 to 5 p.m. daily. “We’re planning different drink specials and reduced beer prices during that time,” she said. New regulations allowing the ordering of alcohol without food should serve to make restaurants more publike, she added. Suzanne Siemens of the Branding IronBar and Grill said they plan to introduce a happy hour from 3 to 5 p.m., Tuesday to Friday, and weekends from 4 to 5 p.m. “It gives us an opportunity to bring in people who wouldn’t normally come in at that time,” she said, “it should help to boost business at that time of day.” Siemans also expressed concerns about changing liquor laws and their effect on village business. “We have concerns about too many outlets doing too much of the same thing,” she said, noting the increasing number of food and alcohol vendors in the village. Laurel Dierdorf, manager at the Red Bridge Pub and the Keremeos Hotel Liquor Store, hopes her business will be helped by a change in legislation that now allows her to transfer a limited amount of product between associate stores.

“We’re now allowed to move merchandise between outlets,” she said, “which will allow me to restock my store from one of our associated stores in the Okanagan.” As far as happy hour prices go, Dierdorf said, “What has changed here is that establishments now have the opportunity to adjust their prices through the day, but we’re now subject to a minumum price, which didn’t apply before.” As an example, Dierdorf said “Toonie Tuesdays” at the Red Bridge Pub were gone, as with mimimum pricing (25 cents per ounce for beer) the minimum price of a glass of beer would now be $2.25. What concerns Dierdorf is the opportunity the new legislation gives liquor establishments with “food primary” licenses to operate as pubs. “Food primary licenses now no longer mean your patrons have to order food,” she said, “which could open the door for these businesses to operate like pubs in order to fill in slow periods in their business.” Dierdorf recently attended a village council meeting to caution council about the licensing changes, and urge them to become familiar with liquor laws and the effect they can have on a small community like Keremeos. She is also concerned about the new law that allows minors in liquor primary establishments, and how that might affect lives - and business - in the village. “I really think the village and council need to educate themselves with respect to the liquor industry - the village also needs to be conscious of the draw on resources (RCMP) changing liquor legislation might have. “Overall, I’m pleased and excited to see the province making these changes to liquor licensing - they were long overdue. But we need to monitor their effect on the community.”

Meditation class worth attending Legion is a great place to socialize To the Editor: I read in a previous edition of the paper that Ron Shonk is offering another meditation session to the public, beginning July 6. As a previous participant of two of his courses, I can tell you that he is a very caring and patient teacher. He explains the technique and has an interesting background in meditation. If you have ever thought of taking a meditation class, or wondered what it is all about, I would encourage you to give this upcoming session a try. To the Editor: We have so much fun at the legion and everyone there treats us very well. It’s our favourite place to go. There’s no place in Keremeos where we can go and have so much fun. We know we are challenged, but the people at the legion treat us like regular people and it feels great. They play pool with us and dance with us. If we are having problems they help us. They don’t seem to notice our handicaps. We hope the legion will be here for many years, as we love it. Transient issues in Keremeos on the rise again Learn about cellular, get a plush critter By Steve Arstad news@keremeosreview.com Keremeos’ perennial issues with transients appears to be a topic of contention amongst village residents during recent weeks. Last week, village resident Ted Douglas was seeking names for a petition to be presented to council, requesting the village deal with transients inhabiting the east end of Veterans Avenue and the Burlington Northern rail trail bed. By Thursday afternoon, June 30, he had collected 125 signatures. Douglas feels the transients are in the wrong part of the village, too close to the skateboard park, which has become a popular spot for the community’s teens in the wake of the teachers strike. He is also dismayed by the garbage left behind by the campers, their lack of proper toilet facilities and their sometimes uncouth language. “I just wish the village would stop and take a look at things from the point of view of the residents,” Douglas said. “We as taxpayers are not responsible for subsidizing farmers and employers of the transients. I can’t understand how people can put their head in the sand about this.” Chief Administrative Officer for Keremeos,

Laurie Taylor, sympathized with Douglas’ and other residents feelings, noting the village had been receiving complaints, both in person and by email. “I have spoken to Ministry of Transportation and Infrastructure personnel about the problem,” she said, “it’s their property, so we would need their authority before we could enforce anything.” Taylor hoped to set up a meeting early in July between the ministry, RCMP and the village to discuss the problem. However, she was unsure a solution would be found. “I don’t know what we are going to do,” she admitted, pointing out the issue was an annual one, and there were no simple solutions at hand. “The problem is perhaps more noticeable this year, since access to the trail beyond the dike was cut off,” she said. “In our discussions with the ministry and the RCMP we’ll have a brainstorming session - maybe something will come out of that.” A member of the Keremeos RCMP, who preferred to remain anonymous, told the Review the detachment has not received an increase in complaints about transients this year. “In the dealings I’ve had with them, I’ve found them to be, for the most part, respectful and law-abiding,” he said.

School board concerned about length of teachers strike Contributed The board of School District 53 is very concerned about the current strike and the lockout in our province, especially now that negotiations between the two parties have stalled. They feel that the strike has a negative impact on the students, staff morale and on the positive relationships that we foster in our district. They also know how stressful this last month has been for teachers and of all the extra work administrators and senior staff had to pick up in the last month. The board would like to thank them for their hard work and commitment to students and to our district. The board is particularly worried about the vulnerable students who will miss out on the summer reading program that would have been offered during summer school. These students will now miss out on educational opportunities for at least three months which means that they will now further lag behind when school resumes. Trustees in the district (through our provincial BCSTA) have lobbied both the government and the BCTF to get back to the bargaining table and to continue negotiations until a negotiated settlement is reached. The board has also written a letter to the minister to express their concerns and to urge the ministry to explore and appoint with the BCTF a mutually agreed upon mediator. Trustees in the district support a freely negotiated collective agreement with both CUPE and BCTF unions and the board would like to see a fair wage and benefit

increase that is fully funded by the government. The board also would like to see the concerns around class size and class composition resolved and hope that through negotiations between the BCPSEA and the BCTF, this will be achieved. On a positive note, CUPE Local 523 and the Board of the Okanagan Labour Relations Council ( school districts 53, 67 and 83) have reached a tentative agreement and the local boards and CUPE will now be working through the ratification process. The board is very proud of the 193 students who graduated from the district’s four secondary schools. Trustees attended the ceremonies at YouLearn.ca (25 graduates), Southern Okanagan Secondary School (81 graduates), Similkameen Elementary Secondary School (33 graduates) and Osoyoos Secondary School (54 graduates). It was heartwarming to hear from the students how so many teachers and administrators touched their lives and inspired them. The board approved the 2014/2015 budget (as explained in last month’s board report) at the last regular meeting of the school year. Superintendent Young also outlined the 2014/2015 District Achievement Contract which was approved. This contract will be uploaded to the website soon, so please go to the website for further information. The Board of Education wishes everyone a safe and relaxing summer and hope to be back to a normal school year in September. Three archers from the South Okanagan Similkameen recently returned from the Cowichan Bowmen’s Hell Hole 3D Provincials held June 21 & 22 , with gold medals. There were over 200 archers from all over B.C., who had to shoot 40 targets each day from various distances. Medalists Cliff Young, gold Masters 60, Sarah Martin, gold, Longbow Female and Brock Paton gold, Longbow Men. Fire sparks in sawdust pile is quickly contained but proves difficult to douse By Steve Arstad news@keremeosreview.com A fire that broke out in a huge sawdust pile at the Clifton Ranch occupied much of the Keremeos and District Volunteer Fire Department’s available personnel for part of the morning and afternoon on Thursday, June 26. Firefighters were called to the scene around 11:30 a.m. A huge plume of white smoke was vis-

ible from the village centre, approximately three kilometres away. Wilson Clifton was working the pile with a cat Thursday morning when he noticed smoke and flame coming from underneath the unit. He figures some sawdust somehow ignited underneath the cat, which he was able to drive clear of the pile before it stalled. Low flames and relatively light winds kept the fire contained mainly to the sawdust pile. An earth-

en berm on the windward side and cleared ground cover along the fence line containing the pile also greatly aided the spread of flames. Nonetheless, fire crews had their work cut out for them as the fire penetrated deep into the pile. A sprinkler system was being set up Thursday afternoon to provide more continous moisture to the blaze. No buildings threatened during the incident, and no injuries were reported.

MURIEL, November 26, 1924 to June 13, 2014: It is with profound sorrow and loss we announce the passing of our mother, Muriel Cooper, on June 13, 2014 in Kamloops, B.C. Muriel was born to Mary and Henry in Mattersey, England, the youngest of seven children. After serving in World War II she met Norman and they married in England but decided to emigrate to Canada. First settling in Vancouver, B.C., the family eventually moved to Cawston in 1969. Muriel became the secretary at Similkameen Secondary School that same year. Known as “Mrs. C” to 21 years of students, she truly enjoyed her years working there until her retirement and honorary graduation in 1990. Muriel was a very loving mother who always supported her two daughters, Yvonne and Diane. She happily and tirelessly participated in many community groups including the Similkameen Hand Bell Ringers and the Similkameen Chapter #78 of the Order of the Eastern Star. She was OES Worthy Grand Matron of B.C. and the Yukon in 1995/96. In 2006, Muriel was honored with her OES lifetime membership. Muriel was predeceased by husband Norman in 2005. She was also predeceased by all her siblings and Norman’s siblings, as well as some very dear friends. Muriel is survived by her daughters Yvonne and Diane (Tom), many nieces, nephews and their families along with many, many friends. Muriel left the Similkameen Valley after 40 years and moved to Kamloops to be closer to family. She continued in her sparkling way to be busy, have fun and attract new friends. The family would like to thank the staff and residents of The Shores Retirement Residence in Kamloops, the ladies of High Country Health Care, and Dr. Mahmood for all their care and support. A Celebration of Life for Muriel will be held in Keremeos in the fall (date to be announced). In lieu of Àowers, donations can be made to any Cancer charity or the charity of your choice. Reports of a future reduction in lab technician staffing at Keremeos Diagnostic and Treatment Centre appear to be unfounded, at least for now. Terry Brent, Director of Operations for Interior Health Central, said the authority was not intending to eliminate any permanent positions in the lab at the Keremeos centre. She said staffing currently consisted of one full time position the worked Monday to Friday and a temporary, four hour position that worked Tuesdays

and Wednesdays. The temporary position was initiated last year in response to lengthy wait times experienced by many patients. “We are looking at how we can improve our processes,� Brent said, “and part of that is whether or not that temporary position needs to be permanent.� Long wait times continue to be an issue at the D and T Centre, said former regional hospital board chair Walter Despot. They could actually use two full time lab tech positions,� he said.

Notes from regular meeting of council The Village of Keremeos presented its annual report to council at the Monday June 23 regular meeting of council. The village’s Statement of Financial Information was also presented to council. The village had no severance agreements in 2013. Mayor and council authorized the license of occupation between the BC Transportation Financing Authority and the Village of Keremeos for the piece of land on Veteran’s Avenue that will soon become the village’s new dog park. The village signed a ten year term at a cost of $10. The Wrong Turn Tavern sought preliminary support from council for an application for a patron participation endorsement for their food primary liquor license in a letter to council. The request was received for information. Council amended the Parks Regulation Bylaw to permit dogs to run at large in the soon to be opened dog park. Council gave three readings to the amendment.

By Sandra Butler PART II GREEN ENERGY BALLS WITH GOJI AND CACAO 1 ½ cup almonds (soaked and drained) 2 cups dates (soak for at least one hour) ½ cup sunflower seeds (soak for at least one hour) ½ cup goji berries ½ cup cacao nibs ½ cup almond butter (or Tahini) 1 cup raisins (soaked in 1 cup water for at least 1 hour)* 4 T. flax seeds in 2 T. water (for at least one hour) 3 tsp. carob powder (or cacao powder) 3 tsp. spirulina and Chlorella combined 1 ½ tsp. cinnamon Pinch of cardamom Coconut to roll balls in

Place almonds and dates in a food processor. Process until small chunks. Add to a large bowl along with sunflower seeds, goji berries, cacao nibs, almond butter, raisins, raisin soak water*, flax seeds, carob powder, spirulina/chlorella powder, cinnamon, and cardamom. Mix well for a couple of minutes. Form into 2” balls, roll in coconut and chill for at least 30 minutes. *I find that I don’t add all the raisin soak water – the dough gets too sticky for my liking. I just add half of the water and a little more if necessary to form a nice moist, unsticky ball. These balls can be dehydrated at 105 for 12 to 15 hours, but I just like them the way they are. ICE CRÈME PARFAIT This is a super easy way to make ice crème. There are many “raw food” versions of ice cream but this is by far the quickest. Other versions include nut milk or coconut milk and can be processed in an ice cream maker. They are all delicious and nutritious. Extra Prep Time: Freeze the banana for at least twelve hours. Ingredients: 1 medium size banana (Put the whole unpeeled banana in the freezer.To use, rinse the frozen banana with lukewarm water, then cut off the peel. 2 large mangoes.Cut one mango up and put it into the food processor with 1/8 tsp cinnamon, dash of sea salt, ½ avocados.Process. Add frozen banana and process but don’t over process as it will become runny rather than creamy. Layer this mixture with slices of the second mango into a parfait glass.This could be topped with some cacao shavings.
