34-year-old seriously injured in collision
Woman loses legs after being struck at bus stop by Kevin Diakiw A WOMEN LOST both her legs when she was hit by a truck while she was waiting for a bus in the Guildford area of Surrey. Just before 8 a.m. Monday (June 30), a GMC van was traveling southbound on 148 Street when it was hit by a Toyota Tacoma pickup truck that was heading westbound on 88 Avenue. Police said witnesses at the scene said the truck ran a red light before it hit the van. The collision sent the truck into a bench where two women were waiting for a bus. The impact severed both legs of a 34-year-old woman sitting at the bus stop, while a 22-year-old woman who was only a couple of feet away sustained minor injuries. Good Samaritans who stopped to help the woman likely helped her survive, police said. As of Wednesday, the woman remained in critical condition. Both drivers involved remained at the accident scene. Charges are expected against the driver of the truck, police said. Because of the complexity of traffic investigations, it will likely take more than a year for the case to go to court, if charges are approved. The three other victims – Michael Lal, Eddie Narong and Ryan Bartolomeo – had gang and drug connections. Levitz said the evidence presented by 73 witnesses and 80 days of testimony proves, in part, that the two accused killed Lal as a gesture of loyalty to their fellow gang members. “Haevischer and Johnston participated in this because they were Red Scorpion members ... They were obliged to assist ... even though they might not have known Corey Lal or had any individual personal (animosity) against him,� he said. The Crown’s submission to Justice Catherine Wedge encompassed five volumes, with 10 chapters to be presented in court this week. Defence submissions are expected to start next week. Levitz referred to the volumes as the Crown’s “roadmap� of the case, including what he said are 30 points of fact. The province wants the referendum date determined by July 15, while mayors want their questions answered before they meet again July 29. As for the question to be put to voters, the mayors suggest it be in two parts – the first asking voters to indicate their support for the proposed 10-year investment plan, while the second would ask their support for one or more new revenue sources. Metro mayors continue to assert that they do not believe the transit plan and new taxes to fund it should be submitted to a referendum, arguing that is “not sound policy.”

School trustees must insist schools are properly funded RE: “SCHOOL STAFF cut to
help balance the budget� (The Leader, June 24). The Surrey School District is reducing staffing by 135 full-time positions even though we have increasing enrolment. Unfortunately for the support workers, there will be layoffs to the street for some of our members and other members will have increased workloads. What was missing from the
article was the real reason for the layoffs and that is the chronic underfunding of the school system in B.C. It is not the “continuous increases in employee benefits, utility costs, and carbon offsets,� as Trustee Terry Allen said. I truly believe that the trustees had hard choices to make to balance their budget and applaud the work they do to ensure we have an efficiently
run district. But as someone that has worked in the system for the past 20 years, I know that we cannot continue to keep cutting services to children. I urge our trustees to take a public stand with this government and insist that our schools are properly funded. Janice Meehan President CUPE 728

Night market starts Saturday in Cloverdale 8,000 attendees expected by Kevin Diakiw DOZENS OF VENDORS will pack into the Cloverdale Fairgrounds this Saturday as the latest night market launches in Metro Vancouver. The Surrey Night Market will include about 70 vendors when it launches this weekend, 46 selling food, and another 23 with retail kiosks across from the Cloverdale Agriplex at 17726 62 Ave. In addition, there will be bands, dancers and other entertainment throughout the night. Based on trendy weekend markets in Richmond that attract thousands of people from May through October, organizers are looking to bring that concept to this city. Surrey’s version launches on Saturday night and will be an open-air market for residents buying and selling a variety of foods, services and goods. It’s planned as a multicultural, family-friendly event for people throughout the region. It’s also expected the market will showcase a variety of talent and performing arts. The Surrey Night Market will run from July 5 to Aug. 30 on Fridays and Saturdays from 6 p.m. to 11 p.m. Organizers anticipate the market will attract up to 8,000 attendees each night. Kwantlen university to investigate payments President’s contract in violation of public service rules by Dan Ferguson KWANTLEN POLYTECHNIC Uni-
versity (KPU) has announced its own review of executive compensation after a provincial government review declared the university broke the rules by making two pre-employment payments of $50,000 each to president Alan Davis and former vice president Anne Lavack. The announcement was made by Davis, who said “the recipients, including myself, were unaware that these contracts might be non-compliant in some way with BC public sector regulations.” Davis said it was clear that before he became president “there was an established pattern of issuing pre-employment consulting contracts to people being hired to senior positions” and other such contracts were issued before the two that
attracted government attention. “I am therefore conducting my own review of these issues, using independent external resources as required,” Davis said in a written statement released by the university. Davis said the results and recommendations of his review “will be shared with the KPU Board and, to Alan Davis the extent allowed by legal and privacy regulations, with the broader KPU community and the public later this summer.” A report by assistant deputy minister Rob Mingay found “failures by Kwantlen Polytechnic University (KPU) to disclose as required” and to make a detailed disclosure.

The report did not suggest penalties for Virk or the university but called for rewritten compensation reporting guidelines to “emphasize that transparency is the overarching intent of the guidelines.” The opposition New Democrats complained the payments were not included in the reported salaries of the two executives, but were recorded instead as payments to suppliers of goods and services.

ticipate in the Shad Valley science, technology, engineering and math (STEM) program this summer. Chosen from more than 1,200 applicants across Canada were Emily Chen, Dan Hopton, Justin Li, Cecilia (Xi Yuan) Pang, Lovdeep Singh, Kate (Young Ihn) Sohn, and Betty (JiaLi) Wang. Three of the students (Chen, Pang and Wang) attend Fraser Heights Secondary, while Hopton goes to Earl Marriott, LI attends Pacific Academy, Singh is an Enver Creek student and Sohn goes to Semiahmoo. All are in either Grade 10 or 11. They will spend four weeks pushing their intellectual, creative and leadership skills to the next level, exposed to topics not regularly featured in the high school curriculum. “Centred on STEM and innovation, Shad is where Canada’s top youth achievers are exposed to great ideas, inspired to look at things differently and challenged to reach for the highest levels of excellence,” Shad president Barry Bisson said. “Shad sparks personal growth and healthy selfconfidence in Canada’s next generation of STEM leaders and change-makers – a group that needs special attention and support beyond regular high school classroom settings.” The seven Surrey students are among only 620 youth selected to spend July immersed at one of Shad’s 12 host universities, interacting with renowned university faculty and corporate leaders. Acceptance to Shad is highly competitive. Those selected have top marks, a strong community focus and come from diverse backgrounds. of committing 12 ATM robberies in Surrey and White Rock last year has been set for 20 days in B.C. Supreme Court in New Westminster. According to court officials, the proceedings against Travis Jensen-Pickford are scheduled to get underway on Nov. 16, 2015. He is facing 36 charges in
connection with armed robberies between May 12 and June 15, 2013. All but two of the crimes took place on the Semiahmoo Peninsula. One occurred in Newton and another near 186 Street and Fraser Highway. In each instance, a victim was approached by a masked gunman while withdrawing money from an ATM during non-banking hours. The robber’s unusual choice
of disguise led to police referring to the man as the “surgical mask bandit.” A preliminary inquiry was held in Surrey Provincial Court in April. During Supreme Court proceedings last week, dates were also set for a pre-trial conference (June 15, 2015), a voir dire (15 days starting Sept. 14, 2015) and jury selection (Nov. 5, 2015).
Coquitlam RCMP Prolific Target Team (PTT) recovered a stolen van and forensic evidence from a vehicle, which led investigators to believe Jaylene Hawkins, a 23-year-old Surrey woman, was responsible for allegedly stealing from a senior. On June 14, PTT investigators executed a search warrant at a residence in Surrey and recovered numerous documents, identifications, mail and other items which were believed to be stolen. Amongst the stolen goods, investigators were pleasantly surprised when they found some property that belonged to Jack Miles. “We were mainly looking for some specific stolen items as well as stolen mail from an apartment building in Coquitlam. We then came across Mr. Jack Miles’ watches, cuff links and other personal items. Unfortunately, we did not recover the war medals – stolen from the 98-year-old Second World War veteran on May 30 during a breakin in Surrey.” Police also believe Hawkins may have also been involved in a number of alleged mail thefts and other fraud-related offences in other areas of the Lower Mainland. Hawkins was arrested and she is now facing charges of theft of mail, mischief, unauthorized use of credit card data, possession of stolen property and breach of a condition.

The Tsilhqot’in case was strengthened by evidence that “prior to the assertion of sovereignty the Tsilhqot’in people repelled other people from their land and demanded permission from outsiders who wished to pass over it,” the judges wrote. The case began in 1983 when the B.C. government issued timber permits for the region and the Xeni Gwet’in, one of six Tsilhqot’in communities, went to court to stop the logging. Haida Nation president Peter Lantin said the Tsilhqot’in case strengthens his island community’s title claim, which is being prepared for court. The Haida claim includes the surrounding ocean off B.C.’s North Coast, which Lantin expects to use against plans for oil tankers from the Enbridge Northern Gateway proposal. Despite the longrunning dispute and the Tsilhqot’in Nation’s refusal to take part in treaty talks, the B.C. aboriginal relations ministry signed a three-year “stewardship agreement” with the group June 10. The agreement gives the Tsilhqot’in $670,000 per year to implement a forestry strategy and other resource development. B.C. Attorney General Suzanne Anton said the Tsilhqot’in ruling, like other aboriginal title cases, emphasizes that negotiated settlements are preferable to court action to settle claims in the majority of the province that are not covered by treaties. NDP leader John Horgan said the decision shows the B.C. government should have accepted the 2007 decision by B.C. Supreme Court Justice David Vickers. “Instead, the B.C. Liberal government wasted millions of scarce tax dollars and created seven more years of uncertainty for investors and communities, by blindly pursuing a legal theory that was unanimously and soundly rejected today by the Supreme Court of Canada,” Horgan said.

government has begun allowing “happy hour” discounts for alcoholic drinks, imposing minimum drink prices that force some outlets to raise their prices. Effective this week, the minimum price for draft beer or cider in B.C. is 25 cents per fluid ounce, which puts a 12-ounce sleeve at $3, a 20-ounce pint at $5 and a 60-ounce jug at $15. Using a one-ounce minimum, the lowest permitted price for any alcoholic drink is $3. The release of the regulations Friday was greeted with protests from some pubs that were offering drink specials below that price. The regulations also give licensed restaurants the ability to serve drinks without a food order, although their licence still requires them to offer a full food menu. The B.C. government’s liquor policy review also levels the field between pubs and restaurants by allowing families with children into pubs at mealtimes. The B.C. Restaurant and Foodservices Association issued a statement reminding its members that the new rules also allow customers to carry a drink from a lounge to an adjoining restaurant. Licensees are also allowed to transfer small amounts of stock from one to the other if they run out of a particular product. the national women’s team competes at the Canadian Open Fastpitch International Championship in Surrey. Veteran infielder Jennifer Yee of North Delta and pitcher Sara Groenewegen of Surrey were among the 17 players named to the team Monday by Softball Canada. Yee, a product of both the Surrey Storm and Delta Heat rep programs, is in her eighth season with the national team while Groenewegen is in her second. Canada’s first competition of the summer will be at the General Tire World Cup of Softball which begins Saturday in Irvine, California. After the Scotiabank Canadian Open Fastpitch International Championship in Surrey July 15-21, the team will head for Europe for the World Championship in the Netherlands Aug. 15-24. Yee has been competing at the Canadian Open for the past decade, making her first appearance in the Futures (U18) division in 2004, the same season she was named to the Canadian Development team. She made the national team for the first time in 2007, and a year later was Canada’s top batter at the 2008 Summer Olympic Games in Beijing, China with a .348 average. While playing for Canada, Yee has won silver medals at the 2007 and 2011 Pan-American Games, and a bronze medal at the 2010 World Championships in Venezuela. SECTION C0-ORDINATOR:(PHONE 604-575-5335)
Yee was a standout in the NCAA (National Collegiate Athletic Association) with the Georgia Tech Bulldogs. While batting leadoff and playing second base in 2010, she led the NCAA with a .568 batting average while reaching base in all 62 games played. Groenewegen was pitching for the White Rock Renegades rep program when she was selected to play for Canada at last year’s Canadian Open at Softball City. This past spring, she had an exceptional first season with the Minnesota Golden Gophers of the NCAA’s Big Ten conference, earning the conference’s Pitcher of the Year and Freshman of the Year awards. She is just the third player to win both awards in the same season. Groenewegen led the NCAA with an average of 11.6 strikeouts over seven innings, going 14-3 (won-lost) with a 2.23 earned run average. She held opposing batters to a .170 average, the lowest in the Big 10 and second-lowest in Golden Gophers softball history. A First Team All-Big Ten selection, she also set a conference record with 14 strikeouts against Purdue on May 2. At the plate, she hit cleanup in 44 games and had Minnesota’s third-highest batting average at .299. She tied for second on the team, sixth in the conference, and eighth in single-season school history with 11 home runs. Third place finish slipping away Delta Islanders win at home, lose in Nanaimo

But a loss on Vancouver Island Sunday will likely leave the Isles a point shy of the Victoria Shamrocks when the regular season concludes next weekend. Delta fell 13-9 to the fifth-place Nanaimo Islanders, falling to 11-9-0 (won-lost-tied) with one game to play. The Shamrocks are at 11-7-1 with two games remaining. A hot goaltender was the difference in Nanaimo, as the Islanders fired 71 shots at Peter Dubenski compared to just 45 directed but the Timbermen at the Delta goal. Chase Fraser scored Delta’s first four goals of the game, giving the visitors a 4-2 lead after 12 minutes to play. But at the first intermission, Nanaimo had pulled

Take the spicey road Earthwise holds July 5 event
FEELING adventurous? Longing for a taste of the exotic? On July 5, Earthwise Farm and Garden hosts the Spice Road Market, a unique Delta event that invites people to discover local cultural diversity through art and food. This year Spice Road Market focuses on the traditions of India. The market challenges local chefs to take part in a vegetarian “black box” competition, using organic produce from the Earthwise Farm to create a signature dish that reflects the culinary traditions of India. The contents of the black box are a secret, but the chefs can add spices and other ingredients of their choice to create their dish. Best of all this a contest where the audience gets to be the judge. A $10 advance purchase ticket ($15 at the door) allows you to sample all of the dishes and vote for your favorite. In addition to the culinary arts and spices of India, Spice Road Market showcases music, dance, and fine art. Delta Arts Council will host an exhibit featuring Eoghan Moriarity’s photographic tour of India. n early March 2014, Metro Vancouver residents were facing the prospect of having to choose in a referendum at municipal election time this coming fall between various options for public transit flowing from a defined regional transportation plan. There was, however, a very basic problem: the ‘plan’ definition was up in the air, as was the responsibility for it and the public transit options it generated. The mayors of the 21 various regional municipalities wanted greater involvement in the process, challenging the role of Translink, the government-created authority responsible for Metro Vancouver’s regional transportation network, and hence the presumptive generator of the plan and the referendum options. BC’s Minister of Transportation responded by increasing mayoral authority over Translink’s long-term strategies, and by setting June 30, 2014 as the deadline for the mayors’ council to define its plan. With deadline time upon us, it’s time to look at what progress, if any, has been made in the past four months. In mid-June, the Mayors’ Council on Regional Transportation Investments issued a 10-year, 7.5-billion-dollar plan, the main elements of which are—“…neither everything we want nor all that we ultimately need….”: a new Pattullo Bridge, a new subway line along the Broadway corridor, a new LRT line in Surrey and Langley, upgrades to the existing rapidtransit lines, seabus service improvements, and bus service improvements. Funding should
come from senior levels of government, a 50% share of the BC carbon tax, tolls, ‘mobility pricing’ and possible fare increases. The province’s reaction was a prompt and definite ‘no’ to funding via a greater share of the carbon tax. (Most media reports pointed out that the provincial carbon tax was implemented in July 2008 for the purpose of reducing our carbon footprint and hence our car usage. Funding transit expansion would seem to have been an obvious use but, almost immediately, said Gary Mason in the Globe & Mail Newspaper, “that money ended up going into that deep, dark hole in Victoria known as general revenue.”) But the Transportation Minister agreed to at least listen to the idea of funding via an additional regional carbon tax. Now the Mayor’s Council is facing the prospect of seeking referendum approval of a second carbon tax. (As Mr. Mason opined, “Good luck with that. In fact, good luck with the entire referendum.”) The “mobility pricing” source of funding has been called “politically courageous.” The Globe & Mail noted that, while not well defined, the principles “are clear enough,” and that the stated goal of reducing commuting distances by 24 per cent by 2045 largely by introducing time- and distance-based road tolls was a lead that other Canadian cities should follow. As of the end of June the following decisions have been made, and the following questions remain: The referendum will not be held coincident with the November civic elections, and if it goes ahead, this will be in early spring 2015. runs and longer distance driving. The flip side is that the 4-cylinder is a very good in-city commuter and the lighter engine helps this Cherokee to corner, brake and manouevre better. The 9-speed automatic shifts quickly and smoothly, in fact I forgot it had so many cogs but it does improve fuel economy with a highway rating of 6.4L/100km with the 4-cylinder and 7.0L with the V6. Most Canadians will opt for the AWD versions thanks to our winter conditions, but here too there are more choices. Jeep has included three AWD systems. The first is a called Active Drive 1 with a selectable drive mode called Select-Terrain, for automatic, snow, mud and sand settings. The second is called Active Drive 2 and offers a two-speed mode for low speed crawling. The most aggressive system is Active Drive Lock, which comes in the off-road purpose-built Cherokee called Trailhawk. The Trailhawk is a ‘real’ Jeep; this is thanks to a locking rear differential and a host of electronic aids. The most impressive feature is the low speed crawling mode for both up and down hill tasks. Therefore, Jeep purists, yes there is a Cherokee for you. Verdict This new Cherokee is off to a fantastic start. Sales are strong and the sharp design is bringing in buyers, not shoving them away. The 2014 Cherokee could not be further away from the last model; this is a thoroughly modern SUV with go-anywhere capability and aroundtown refinement that needs to be experienced.
