In the days following the failed referendum to amalgamate the northern portion of Area D into the City of Campbell River, questions are being asked about the cost of what proved to be an unnecessary vote. “All of Area D, the rest of the regional district and Campbell River citizens would have suffered financially if this decision had gone the other way,” said Brenda Leigh, Area D representative on the Strathcona Regional District. “Citizens of Campbell River, whose council – conservatively – wasted approximately $200,000 of public funds on this process, asking a question that didn’t need to be asked, should be held accountable financially and politically.” Leigh said the 84.3 per cent “No” vote sends a clear message that “Area D does not aspire to be part of the City of Campbell River.” “We love our rural area as it is and the large majority of people who, carefully and thoughtfully, demonstrated their respect for democracy and performed their civic duties by voting in this referendum showed how serious Area D is about our right to choose the kind of community we want to live in,” Leigh said. “This decision should put an end to the speculation that any part of Area D is ‘up for grabs.’” Campbell River Mayor Walter Jakeway, who never seemed to support the plan to absorb Area D as a way to extend municipal sewer services, agreed that the referendum was a waste of time and money. “It is regrettable that the city council spent so much City of Campbell River money and manpower/effort to determine an outcome that was obvious early in the process,” he said. “The referendum’s decisive result was no surprise, as Area D residents showed their displeasure dramatically.” Leigh paid tribute to residents in northern Area D who campaigned against the city’s proposal and what she sees as an attempt to “divide and conquer” the rural area immediately south of the city. “Our heroes on the ‘No’ campaign who live at the ‘front line’ did an amazing and wonderful job,” she said. “We are ONE community; we should have been able to vote as ONE community. I can confirm that citizens from one end of Area D to the other are very grateful for the work that northern Area D people did on this referendum. The dedicated volunteers who worked on this campaign were incredibly professional and well-organized. They never stopped, they never faltered, and they never failed. “They exemplified the very best of civic involvement. Area D thanks them.”

The province says it will work with four local businesses who have been ordered by the city to remove commercial signs along Highway 19. The owners of ABC Rec ycling, D & T Rebuilders, Flurer Smokery and Schnitzer Steel Corporation have been served notice that their signs must come down by July 18. The city discovered that only D & T Rebuilders ever had a permit from the BC Ministry of Transportation and Infrastructure to put up a sign and that it expired 14 years ago. On Monday, the ministry confirmed the permit expired in November 2000 and said it no longer issues permits for signs advertising businesses on the ministry’s highway right of way. “The ministry does not permit signs advertising businesses, other than the Service and Attraction Program, which has

specific requirements,” according to an e-mail from the Ministry of Transportation. “However, the signs in question would not qualify in this case.” But despite the lack of permits, the ministry said it’s willing to help the business owners. “The ministry will be meeting with the City of Campbell River and the local businesses to review the situation and

Boat ramps don’t float fisherman’s boat KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

Campbell River is missing the boat when it comes to community boat launches, according to a director from the Campbell River Salmon Foundation. For a community that calls itself the Salmon Capital of the World, Mike Gage can’t believe the lack of proper boat ramps. “I have to wonder why we do not have better facilities for launching boats when we have such a strong fishery,” said Gage, a volunteer director with the Salmon Foundation and an avid fisherman. “The ramp at the big rock area is the closest to the current fishing area. This ramp is totally inadequate for the amount (of boats).” Gage points out that the ramp is restricted to one boat at a time and does not have a wharf for people to use while waiting to reload or to hang on to their boat after launching. There is also not a lot of parking and on a good day, vehicles are forced

to park along the side of Highway 19A just to use the boat ramp. Gage said the city’s other free community boat ramp, the Ken Forde launch, is no better. “Ken Forde ramp at Willow Creek is only adequate at a five foot plus tide and high risk for anything larger than small 14 foot boats,” Gage said. “The pump station installed by the wisdom of the city of Campbell River makes this ramp a challenge to those who have trouble backing up.” Gage said it’s a shame that city council has not done more to improve the situation. “If our current city council could only understand the strength of Campbell River’s position in the world of sports fishing and the complete lack of facilities to launch boats,” Gage said. Mayor Walter Jakeway said he does understand and agrees with Gage that there is a problem. “As Salmon Capital of the World, Campbell River is drastically short of boat ramps after a previous council uncer-

emoniously removed a good boat ramp on Tyee Spit around 2007,” Jakeway said. “Even before that huge blunder, there was already a shortage of launch capacity.” The city is, however, in the midst of planning an upgrade to the Big Rock boat launch. The project involves replacing the ramp to extend its length, improving the breakwater, adding a seasonal float or jetty for boaters

to tie up to while parking their vehicles, accessible washrooms, and picnic tables. As of last summer, there are no plans to expand the parking area. Jakeway said he thinks city staff have missed the mark. “What is now proposed for the Big Rock boat ramp is also drastically the wrong solution,” Jakeway said. “There were public sessions held in

2012/13 by city staff but deafness prevailed and a

pretty boat ramp design evolved, instead of a use-

ful boat ramp design. “Campbell River needs a large full service – lots of parking and multiple wash wands – all tide, all weather, boat ramp as soon as possible,” Jakeway added. “If given a chance, it will happen.” Jakeway said Campbell River need not look far to see successful boat launches in action. “Have a look at Port Alberni and Nanaimo – they have it right.” Gage agrees. “Port Alberni has at least four large ramps in strategic locations for its local anglers and visitors – complete with good parking – in spite of having a much smaller run of salmon than we do here at Campbell River,” Gage said.

Area D stems the tide of urbanization – for now Any perceived attempt to change the rural way of life in Area D becomes a rallying cry for residents of the region south of the City of Campbell River in the Strathcona Regional District. We say: Let there The residents fiercely defend the rural way of life they love and bless them be no mistaking that. They have certainly made it residents’ love of for clear that they want no part of urban encroachment. They certainly don’t their rural life want to be part of the City of Campbell River. Saturday’s referendum on extending sewer service to the northern part of Area D reiterated that strongly

with an 84.3 per cent No vote. The residents’ belief and willingness to stand up for their beliefs is admirable. Unfortunately, they are probably going to called upon time and again to defend that way of life. Not from the city, the referendum has probably quashed any desire by Campbell River officials to take on urban expansion in a formal sense in the near future. But how long are Area D residents going to be able to hold back the market forces of urbanization? The area that was the subject of the referendum is already under the developers’ eyes. Increasing density on the edges of the city is a force that may be unstoppable.

Cheaper land and lots of it will continue to attract housing development, especially considering the declining amount of land available for development within city limits. And although the threat posed by supposedly failing septic systems was perhaps overstated, providing services to this increased densification will continue to be pursued. At this stage it looks like the Strathcona Regional District will be the body to address that pressure. So, for now, Area D continues to have the best of both worlds: independent, low-tax rural living right next door to the full services of an urban centre.

Coun. Mennie target of schoolyard bullies

So, two-time elected Coun. Ryan Mennie is Campbell River’s newest piñata. He’s the brunt of media ridicule, social media lynching and a petition to oust him from completing his term. Fact is, I’ve never met the man nor voted in his favour and it’s doubtful he would garner my X had he run in the next election. I do, however, remember and respect his years of volunteerism and and community public service. His crime? Accepting a job in another community so he can provide more for his family and maintaining his desire to complete the remaining months of his elected term. Where’s my stick? Political hopefuls and the usual posse would have you believe that they are protecting we, the taxpayers. Nonsense. All I see is a few schoolyard bullies picking on someone because it’s become politically-convenient and asking us to join in. I’ll pass. Riding along in an ol’ crummy with Logger Mike

You could just see the first orange glow of sunlight creeping over the peaks of the Coastal Mountains as I stepped up to the old crummy. “Mornin’, git in,” he said with a nod. As the name suggests, the ol’ pickup had seen better days, even by crummy standards. Held together by rust and hardened grease, the passenger door opened with an angry creak as I hoisted myself up onto the bench seat. The once black vinyl was cracked with age and held together in spots by tattered duct tape. The cab smelled of old cigarettes and a few ancient green packages of Export A’s still lay crushed on the floor along with a crumpled Lucky can. “Don’t smoke ‘em anymore. Gave it up years ago,” said Big Logger Mike as

I kicked the empty packs into a corner. I was here in the early morning hours to finally make due on a promise I had made to the big yellow fellow years ago: To take a first light ride with him up into the hills and the former cutblocks where he cut down trees and hauled out wood. “Where we heading?” I asked, as the diesel engine roared and sputtered to life. “Just up the road,” he replied, pointing to Menzies Mountain. The white cap of Menzie’s snow was long gone on the dark mountain, but the green treetops were now visible on the peak as the sun’s rays began to stretch out. “Started out logging here when I was just a kid, 15 or 16 I figure,” said Logger Mike as we pulled off the Island Highway onto the gravel road. “Didn’t have much

use for school – besides, I was makin’ more than my teacher!” He laughed hard and slapped his knee as we began the climb up. The old truck rumbled and rattled as we bounced over the rough logging road. As the orange glow of day grew brighter, I looked over at the man who normally resides on our downtown spar pole and noticed he was smiling. It was the smile of a man back in his element. The yellow duds were gone, replaced by sturdy black Carhartt work pants and a grey wooly sweater that had more than a few holes. The work clothes even smelled like chainsaw oil and wood chips. But then the smile darkened as we went around another corner. “That’s where Slim Eddy got it,” he

said, pointing up the bluff. “Ol’ snag just came down and buried him. Don’t think he knew what hit him...too many we lost...I was lucky, I guess.” He shook off the memory and the smile came back as the truck came to a stop, “Behold!” he announced. The sun in all its glory now breached the peaks, as the rays filled the cab and warmed our faces. Discovery Passage and the Strait of Georgia twinkled as the sunlight danced across the waves, and the shade of night was slowly pulled back across our fair city. “Wow,” was all I could say. “Yup, that’s what I think too,” replied Big Logger Mike. “Thanks for coming along. The Campbell River Hospital Foundation has received a $53,000 donation from the Mr. and Mrs. P. A. Woodward’s Foundation towards the purchase of the Argon Laser System for Ophthalmology at Campbell River Hospital. This equipment is a new addition to the hospital and Ophthalmology services, and will allow North Island residents to obtain the necessary care at home rather than travelling out of town. Province to strip building code input from municipalities KRISTEN DOUGLAS

The province intends to implement changes to the BC Building Code that will strip away local governments’ right to add its own building requirements. The B.C. government has served notice it is working towards a uniform building code that will eliminate municipalities’ authority to write

its own standards above and beyond the standard building code. Coun. Claire Moglove said for Campbell River that means the city’s sprinkler bylaw – which requires multi-unit residential and commercial buildings to have indoor sprinkler systems – will be affected. “Campbell River has a higher standard sprinkler bylaw than the BC Build-

ing Code,” Moglove said. “This will eliminate that.” Developer Jared Welychko was hit last year with the city’s above and beyond sprinkler requirement. His building permit for a triplex on Alder Street was denied because his plans didn’t include a fire suppression sprinkler system. The sprinkler system was not mandated by the BC Building Code but is a Campbell

River requirement for residential buildings with more than two units. The sprinkler system would have cost Welychko between $20,000-$25,000 and he eventually put the property up for sale. But it’s not just Campbell River that will be affected. Area D also stands to lose parts of its building code if the changes go ahead.

“We have put in customized standards, in particular, for flood setbacks specific to our area and that would be different around the province,” said Brenda Leigh, director for Area D. “We should have the right to customize our building code.” But Coun. Andy Adams said while Moglove and Leigh make valuable points, he’s looking at it

through the lens of the province. “It would make sense to have a standard building code but I’d like to see it take the best from the best,” Adams said. Leigh argued there is already a standard code, the BC Building Code, but local governments should be able to make changes to suit their needs. For example, after the 2003 Kelowna wild-

fires, local governments in that region tweaked their building codes to prohibit use of highly f lammable building materials such as cedar roofs. “I think we need to have provisions that meet those specific circumstances,” Leigh said. The province has said it will implement the changes to the building code over two years.

Midget teams to host B.C.’s Provincials here July 23-27

The Campbell River Windsor Plywood Midget B Ravens began their playoff run with a pair of lacrosse games versus Oceanside Sharks in Nanaimo. Oceanside had only lost three out of 15 regular season games so the Ravens knew they work hard and they did just that in a 9-5 opening win. After a few hours to rest, both teams lined up for game two. This time the Ravens grabbed an early lead and did their best not to relinquish it, taking a 6-5 score into the first intermission. The Sharks were getting a bit desperate and took a few chances but the Ravens made them pay dearly for their transgressions, extending their lead to 11-5 at the end of the second period. The final score was 14-7 as the Ravens swept the Sharks in two games to advance to the Midget B Island finals against Juan de Fuca (JDF). The Ravens are proud to be represented on Team Island at the BC Summer Games by Reilly Doney (field) and Nolan Morrison (box). Nolan Fair is an alternate for the field team. The Ravens also want to give a huge shout-out to the other Ravens competitive teams that were in action last weekend. The Peewee C team finished their round robin games, beating Saanich and Victoria-Esquimalt. They now play Saanich for the Island championships and the right to go to the Peewee provincial championships in Richmond. The Bantam B team beat JDF twice to punch their ticket to the Island championships against Victoria-Esquimalt and also earned a berth in the Bantam provincial championships in Victoria. Lastly, the Midget C lost a close one to JDF but earned their first victory of the season with a 3-2 win over Cowichan Valley. They play another set of round robin games to determine the two teams that will compete for the Island championship. The Midget B and Midget C teams are guaranteed spots in the 2014 Midget Provincial Championships hosted by Campbell River Minor Lacrosse. It runs from July 23-27 at the Rod Brind’Amour Arena. Canada Day came early to Saratoga Speedway. More than 60 cars filled the pits with the Crash to Pass cars, Hornets, Roadrunners, IMCA Modifieds and Bombers all on the racing card on Saturday, which was all capped off by yet another amazing fireworks extravaganza. A full field of 11 IMCA Modifieds arrived to put on yet another great showing of driving skills. Four heats were given to the mods with two of which being reverse heats. #01 Jeff May drove his brand new Modified to the win of the B

His wife Isabelle has been coming to the Adult Care Society for two years and comes three days a week. “She really loves it here and I’m grateful for that,” Braun says. But Isabelle wasn’t always so sure. “She didn’t want to come at first,” Braun says. “She said ‘you’re taking me to a place that everyone knows is an adult care place.’ There’s a stigma attached. But of course they’re so wonderful here and she knew Bill (Piercy) from way back when her kids went to school.” Braun says he needed the rest and the Adult Care Society provides him with those much needed breaks. And Isabelle loves socializing with the other clients and especially enjoys the dancing. “She’ll grab Bill and dance,” Braun says. Music and dance are just a part of what happens at the Larwood Street facility.

The Campbell River and District Adult Care Society, a registered, charitable non-profit society established in 1980, provides a variety of programs to assist adults and seniors who require supportive care. Clients are picked up and dropped off by bus and are served lunch, take part in exercises and enjoy afternoon entertainment. Activities vary and include music therapy, basketball, musical bingo, bowling, card games, painting, dancing, and horseshoes. Throughout the year, clients also participate in the Pioneer Olympics, and special annual events – the Spring Fling, Oktoberfest, and a Christmas

party. The society also offers a lunch program. Charlotte Allerton, who is 99-years-old, makes the walk across the parking lot from her home nearly every day for lunch. She’s been a part of the society for 10 years. “I come for lunch every day and I come over and play bingo in the mornings,” says Allerton. Charlotte Schwanicke, whose mother-in-law Bridgitte Larocque has been coming to the society for a year and a half, says she is grateful for the lunch program. “With her living on her own, it’s awesome she gets a cooked meal here,” says Schwanicke who recommends others give the society a try if they’re

The province intends to implement changes to the BC Building Code that will strip away local

governments’ right to add its own building requirements. The B.C. government has served notice it is working towards a uniform building code that

will eliminate municipalities’ authority to write its own standards above and beyond the standard building code. Coun. Claire Moglove said for Campbell River

that means the city’s sprinkler bylaw – which requires multi-unit residential and commercial buildings to have indoor sprinkler systems – will be affected.

have a standard building code but I’d like to see it take the best from the best.” Leigh said there is already a standard building code, the BC Building Code, but local governments should be able to make changes to suit their needs. For example, after the 2003 Kelowna wildfires, local governments in

the region tweaked their building codes to prohibit use of highly flammable building materials such as cedar roofs. “I think we need to have provisions that meet those specific circumstances,” Leigh said. The province has said it will implement the changes to the building code over a two-year period.

The members of the Tyee Club will soon be out rowing around mid-August. With the reports coming in from local fishermen, this year should be very good in the pool. In the first week of July, fishing has been solid with a good population of chinooks averaging 12-18 pounds and tipping the scales in the high 20s.

Local anglers waiting for the pinks I drove up to Sayward last year and caught the tail end of the pink salmon run – word travels fast when the run begins. The pinks will start showing up in the north starting in mid-July. Browns Bay will be getting pinks in weeks to come and then the Campbell River will be lined up with anglers throwing out lures to catch the pinks that run in size anywhere from 3-5 pounds. I expect when the pinks are finally in the Campbell River, the banks will be elbow to elbow with people getting out with their families. Before that happens, anglers will be fishing the estuary and the shoreline. Look for good fishing at Rotary Park, Oyster Bay and Salmon Point. The second is called Active Drive 2 and offers a two-speed mode for low speed crawling. The most aggressive system is Active Drive Lock, which comes in the off-road purpose-built Cherokee called Trailhawk. The Trailhawk is a ‘real’ Jeep; this is thanks to a locking rear differential and a host of electronic aids. The most impressive feature is the low speed crawling mode for both up and down hill tasks. Therefore, Jeep purists, yes there is a Cherokee for you. Verdict This new Cherokee is off to a fantastic start. Sales are strong and the sharp design is bringing in buyers, not shoving them away. The 2014 Cherokee could not be further away from the last model; this is a thoroughly modern SUV with go-anywhere capability and aroundtown refinement that needs to be experienced.
