There will be no summer school in New Westminster this year. With no resolution to the teachers strike in sight, the New Westminster school district made the decision following a Labour Relations Board (LRB) ruling that would have dramatically reduced the number of students. “We certainly see the value of summer school, but we’re also cognizant of the bigger picture. We spent considerable time looking at [the labour situation] and made the decision this morning,” said New Westminster secretary treasurer/assistant superintendent Al Balanuik on Wednesday. Normally New Westminster has upward of 800 students taking Grade 8 to 12 courses, said Balanuik. With the teachers’ strike, the district originally planned to have summer school at New Westminster secondary for about 300 students who needed to retake courses they failed. Please see STRIKE, A8

A Pennsylvania man has pled guilty to producing child pornography involving a 13-year-old New Westminster girl. Her parents contacted New West police in October 2013 saying inappropriate images of their daughter were being sent over the Internet by an unknown American. After an initial investigation the NWPD turned the case over to the FBI. A Scranton, Penn., federal grand jury in March indicted Taylor Bzdyr, 20, of Clarks Summit, Penn. According to an FBI press release, Bzdyr admitted to using a computer and a cellphone to persuade the New West girl to engage in sexual acts over the Internet via Skype. Bzdyr pled guilty Monday, and faces a mandatory minimum prison sentence of 15 years and a possible maximum of 30 years. His sentencing is Oct. 2.

Queensborough whistle cessation An information meeting about plans for whistle cessation and railway safety in New Westminster will be held in Queensborough next

week. The city and the Southern Railway of B.C. will hold the session at Rozzini’s Restaurant, 211 Ewen Drive, on Wednesday starting at 7 p.m. It will update the community on the progress made since the city established a railway advisory committee in August 2012. It will also provide anticipated timelines for completion of work being planned to deal with the issues.

Police seek suspect New Westminster police are asking for help in identifying a man who is a “person of interest” in a recent break and enter. Dublin Castle closes its doors suddenly Mario Bartel

The Dublin Castle Neighbourhood Grill in the old BC Pen gatehouse building has closed. In a message on the restaurant’s Facebook page, owner Chaya Katrensky said she was forced to shutter the doors July 1 when the Canada Revenue Agency took “action against the company.” She said her lawyers advised her she had no choice but to close. Katrensky didn’t return a phone call from the NewsLeader before deadline to provide further elaboration. The CRA said it couldn’t comment on specific cases. Patrons of the restaurant were quick to post messages of support and sorrow to the Dublin Castle’s Facebook page. “I am truly sorry and

devastated by this news,” said Katie Marshall. “So many great meals and conversations.” “The patio was the best in New Westminster,” said Nancy Kato of the popular Irish-themed restaurant with an outdoor patio offering an expansive view over the Fraser River. “Sorry to hear this.” At least two customers who were married at the restaurant also chimed in with their dismay. “It was like having drinks with family when we came there,” said Sarah Marie Heavenor, who was married at the restaurant three years ago. “It will be missed,” said Jaime Glavin, who tied the knot at the Dublin two years ago and has returned for her anniversary. It’s been a tough year for the Dublin Castle. In March the restaurant’s former co-owner Fred Bilawey was charged

with sexual assault. New West police allege the victim was responding to an ad posted on Craigslist looking for a waitress or bartender and put out a plea for other possible victims or witnesses to step forward. Sgt. Diana McDaniel of the New West police said detectives have since interviewed a number of individuals and the investigation is ongoing. But Bilawey has already missed his scheduled court appearances to answer that charge and bench warrants have been issued for his arrest. McDaniel recently confirmed in an email that Bilawey is no longer in Canada, but the department’s major crime section had not advised her where he may now be living. Katrensky said recently that Bilawey’s connection to the Dublin ceased several months ago.

Balancing speed and safety It just got quicker to get around parts of British Columbia. On Wednesday, the provincial government announced new, higher speed limits on 35 sections of rural highways, with more promised for later in the summer. In total, drivers will be able to put their gas foot down a little harder on 1,300 kms of blacktop. The Ministry of Transportion says serious crashes on provincial highways have decreased 28 per cent since 2003. Cars are safer, drivers have more technology and education at their disposal. Enforcement is better. While lead-footed drivers and owners of sports cars may celebrate the decision, not everyone is happy. The RCMP who patrol many of those highways and attend to the carnage that sometimes results from excessive speeding don’t like the new limits. ICBC is worried about safety and vows to monitor those stretches of highway with the new limits to see if there’s an effect on crash rates and severity. Truckers aren’t pleased with the new limits either. The B.C. Trucking Association says it will direct their drivers to stick to their current speed policies because the faster a fully loaded truck travels, the longer it takes to stop. Also, the faster a truck moves, the more fuel it consumes. That money comes out of the pockets of truckers and, ultimately, consumers. To alleviate safety concerns, the province has said it will adjust speed limits to weather conditions on some of those stretches of highway. Too many drivers already treat speed limits as a suggestion, rather than law. Now their threshold has just been raised.

Look at needs of education system A letter to B.C. Education Minister Peter Fassbender: For the 17 years that my children have been in the education system, I have been extremely lucky to have a job with flexible hours. I was able to volunteer at my children’s schools and it has been an incredible experience. I have had the opportunity to drive on field trips, volunteer in classrooms, run fundraisers and sit on school planning councils (SPCs) and parent advisory councils. I have worked with teachers, administrators and coaches. When I started volunteering as part of the school community, sitting on SPCs was exciting. While working on school plans, we would research best practices in helping struggling learners; at a district level, we would have evenings trying to decide our priorities in spending. Very quickly, however, SPCs became about how far we could push class size and composition. At the district level, it became

In the 2010-11 school year, my fellow SPC parent rep and I became horrified at the class composition at the middle school level and the time, effort and money spent on grievances. We wrote to George Abbott, who was then the minister of education. The response was to take up the issue with our school board. We followed his advice and the response from the board was that there was not enough funding to address class composition issues. Three years on, with further cuts in the education system, the ministry is still refusing to acknowledge the issues. You govern through talking

Driving is a privilege, not a right I regularly cross the road at Fifth Street and Eighth Avenue, often with my five- and sevenyear-olds in tow. Crossing that intersection is a place of constant stress because I know it means nine cars out of 10 will not stop, even when I am clearly in the middle of the road. I’ve had cars come within inches of me, and have been sworn at so many times I’ve lost count. Sometimes they yell at me to “use a crosswalk” as they flip me the bird. Well now, if they weren’t in such a rush, I could tell them that as per section 179, Part 3, Chapter 318 of the Motor Vehicle Act, unmarked intersections are crosswalks, and “the driver of a vehicle must yield the right of way to a pedestrian where traffic control signals are not in place or not in operation when the pedestrian is crossing.” It is my legal right to cross there and the sidewalk even leads down into the road, clearly marking the line in which a pedestrian should take. In other words, drivers must stop, and not doing so means they should get a ticket. So I’d like to remind people that driving is a privilege, not a right. And everyone needs to know the rules of the road. Yes, I know drivers will complain that pedestrians and cyclists regularly flout the rules as well, no argument there. But when the driver is clearly in the wrong, please don’t swear at me in front of my children

But last Friday, the LRB ruled only those students who couldn’t have their courses fit into next year’s timetables were essential service. “You’re probably looking in the low double digits. The Trailhawk is a ‘real’ Jeep; this is thanks to a locking rear differential and a host of electronic aids. The most impressive feature is the low speed crawling mode for both up and down hill tasks. Therefore, Jeep purists, yes there is a Cherokee for you. Verdict This new Cherokee is off to a fantastic start. Sales are strong and the sharp design is bringing in buyers, not shoving them away. The 2014 Cherokee could not be further away from the last model; this is a thoroughly modern SUV with go-anywhere capability and aroundtown refinement that needs to be experienced. Province ‘abrogating’ transit role: Mayors Jeff Nagel Black Press

Metro Vancouver mayors have sent Transportation Minister Todd Stone a letter accusing the province of “abrogating its regional responsibility” by not taking a more active role in their transit expansion planning. The response letter from mayors’ council chair Richard Walton to Stone said mayors

are concerned about his suggestion last month they delay key rapid transit extensions so their ambitious $7.5-billion expansion plan can be spread out over 20 years instead of 10. “The option of doing little or nothing in the next 10 years because we cannot come to some agreement on the timing, scope or funding sources will,

in our view, have an even greater impact on families, the economy and provincial revenue from the Lower Mainland,” it says. They say the province should instead lobby for more federal contributions to fit their plan’s time frame. The mayors also want the province to clarify whether they could use a vehicle levy, a regional sales tax or new regional

Appealing to the younger buyer at PortLiving’s Midtown In Metro Vancouver’s thriving housing market, the younger buyer is an important piece of the puzzle, and PortLiving’s Midtown development in Mount Pleasant is a project that is hitting all the right notes for that demographic. “Some neighbourhoods are more appealing to a younger buyer,” says Tobi Reyes, founder of PortLiving. “Mount Pleasant is one of those.” Midtown is a low-rise mixed-used condominium development that is focusing on being both sustainable and

connected. “There’s a lot of heritage in this area,” Reyes says. “We wanted to add to this existing community, not change it. It’s all about getting the vibe of the neighbourhood.” PortLiving conducted the Midtown Experiment earlier this year, allowing businesses to open a pop-up shop for a week to gauge how popular they would be for local residents. Among the requests they had was a coffee shop and a microbrewery. “The sense of identity in the context of a neighbourhood

is important to people,” Reyes says. “This area is a bit underserved and a bit overlooked.
