Forget about the dog days of summer, local conservation officers are still dealing with bears – a lot of bears. “So far, since April 1, we’ve received 211 calls about black bears,” says Steve Petrovic, “and that’s just for Campbell River.” Locally-based conservation officers cover the whole North Island where black bear populations are thriving, unless they get a taste for garbage. When bears find an easy source of protein from leftover meat, fish and even used diapers, they keep coming back for more. And when that frequently happens, conservation officers are called in to trap and dispatch the “problem bear.” That’s what happened near the end of June to a male black bear that was “bin diving” in garbage cans between Doyle and O’Leary roads, located near the Campbell River and Quinsam rivers. “There are a lot of families and kids in this neighbourhood…it was a serious problem,” says Chris Thompson. Thompson and his family reside in a townhouse complex on Doyle. It’s mostly young families renting units that don’t have much space for basic storage never mind garbage. As a result, table scraps and dirty diapers went into the trash and then outside. Thompson says the complex has no “bear proof ” commercial bin to deposit trash and the owner/manager does not intend to get one. “We have babies and diapers, where are we supposed to store this stuff ? In the laundry room where we have our clean clothes and is basically our only storage space?” he says. When the bear got a taste for easy pickings, it kept returning – at all hours of the day and was even seen drinking out of children’s wading pools. Fearing for their safety, residents started calling conservation officers. Starting in May, Petrovic says they received 13 complaints from Doyle Road residents. Finally, near the end of June, conservation officers set up a culvert trap on nearby O’Leary. “The bear was caught and destroyed,” notes

Petrovic. But that didn’t end the problem. A sow and her two cubs continue to skirt the properties on the green space behind the complex, and Thompson says they’re still keeping kids out of the yards.

Petrovic has advised the residents to haze the bears and make loud noises to scare them off. It may have worked because Thompson reports he hasn’t seen the cubs for several days. As well, after the male

bear got a taste for used diapers, some people started working together to do dump runs inbetween garbage pickups. Both Petrovic and Thompson said a good solution for the townhouse complex would be a commercial waste disposal bin, but if that’s not coming it’s up to residents to properly dispose of garbage. If people keep putting out attractants for bears, conservation officers have the authority to levy $345 fines or fines of $575 for failing to abide by a Dangerous Wildlife Protection Order.

statistics show that often children are struggling from a young age. “Campbell River children rate lower for standards of reading and writing to their counterparts in B.C. and the rest of the Island and the Campbell River area has a high rate of kids in need of care,” said Enns, noting that in Campbell River, 23 children per 1,000 kids require protection compared to 12 per 1,000 kids in the rest of B.C. Campbell River kids are also more vulnerable to physical disability compared to their counterparts in B.C. Success by 6, a local initiative that builds awareness around the importance of early childhood development, is trying to break down those barriers. “Early Development Instrument data, collected from kindergarten students by their teachers shows that Campbell River children under six are most vulnerable in the physical health and well-being scale over

Council was surprised by the sobering statistics. “That was kind of mind blowing,” said Coun. Ron Kerr. “I think sometimes we get to feeling pretty good about ourselves and our community and then we get statistics like that that show we’ve still got a lot of work to do – an awful lot of work to do.” Enns said the decisions council makes determine a community’s situation and in turn, its residents’ health. Coun. Larry Samson asked Enns what council can do. Enns said Island Health has been advocating for universal, $10 a day childcare which would grant more families access to high-quality,

high-standard child care subsidized by the provincial government. “It has an impact on those early years and health outcomes,” Enns said. “But anything that takes the pressure off families, because we have a generation that’s being squeezed. The 20-30 year olds are coming out with higher debt loads and they’re having to stay in school longer to get lower paying jobs. The financial pressure is really squeezing them in a significant way that we were never squeezed when we were that age.” Coun. Andy Adams suggested city staff make Enns’ statistics available on the city’s website so that different agencies working to resolve these issues in the community can access the information.

Councillor questions proposed soil remediation plant KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

A proposed soil remediation facility near McIvor Lake has the attention of at least one city councillor. At Tuesday’s council meeting, Coun. Larry Samson voiced his concerns surrounding an 18,100 square foot facil-

ity planned by Upland Excavating to remediate contaminated soil. Specifically, Samson wanted to know if the project would pose a risk to the city’s drinking water. “We’ve heard that there’s a concern of a connection between McIvor Lake, which is part of our watershed,

and the aquifer that lies below the Upland pit,” Samson said. “I’m wondering if during this environmental consideration, if that is one of the things that will be looked at and when can we expect this to go back to council?” Samson was referring to comprehensive environmental consider-

ations that the city will require from the developers if the project gets to the development permit stage. Amber Zirnhelt, the city’s acting general manager of operations, said before it gets to that stage the application first has to be vetted by the province which is in the process of review-

ing a waste discharge permit. As part of that process, a technical environmental report has been submitted and city staff have provided comment to the province. “This matter rests with the province,” Zirnhelt said. “They will be looking at health

concerns, environmental concerns and all other issues concerning the waste discharge permit and then if it is approved, it will come back. City staff will look at it further if a development permit is submitted for environmental and form and character.” The facility proposed

for 7311 Gold River Hwy. meets the requirements detailed by the Ministry of Environment protocol, according to a technical report by consultants Terrawest Environmental. That report states that Upland plans to capture any runoff at the lowest point by using a sump pump.

Devastating health report is a call to arms We’re hoping that everybody reading our front page story is as shocked as we are and as shocked as city councillors appeared to be when Health Officer Charmaine Enns delivered what We say: We are can only be described as a devastating report on Campbell River’s state of failing our most precious resource health. It’s easy to roll along happily in our lives thinking everything is hunky dory – our children but when you get a report like that it shatters all illusions. At least, it should. Campbell River has some significant health problems and as a community, as a society, we need to take

this report seriously and, what’s more, take action on improving it. Never mind Money Sense’s skewed best city in Canada ranking – which always puts Campbell River at the lower end – this is a ranking that means something. Drug and alcohol consumption is an epidemic but what’s worse is how we’re failing our children. Reporter Kristen Douglas wrote: “Enns said cultural and societal factors that a person experiences through their first five or six years of life have a huge impact on the type of decisions a person will make throughout their life and often determine their place in society. And in Campbell River, the statistics show that often children are struggling from

a young age. ‘“Campbell River children rate lower for standards of reading and writing to their counterparts in B.C. and the rest of the Island and the Campbell River area has a high rate of kids in need of care,” said Enns, noting that in Campbell River, 23 children per 1,000 kids require protection compared to 12 per 1,000 kids in the rest of B.C.’ If that doesn’t make your heart sink, you probably don’t have one. We are failing our weakest citizens our most precious resource. This isn’t a warning, this is a call to arms. What are you, individually, what are we, collectively, willing to do about this?

Aboriginal communal ownership

Just some clarifications regarding Tom Fletcher’s column, Life after the Tsilhqot’in decision (B.C. Views, July 9). 1. Federal and provincial authority may vary with the strength of an aboriginal title claim, as Fletcher contends, in the sense that the obligation to consult and accommodate is proportional to the strength of the claim. But this is not so once aboriginal title has been proved in court (as the Tsilhqot’in have done). Once such title is established it is no longer a matter of a “claim” and the aboriginal owners must consent to any development proposal respecting their land – unless the government supporting such a development meets the stringent constitutional test for limiting aboriginal rights and title in the absence of consent. 2. A finding of aboriginal title does not necessarily “lock in” communal ownership. Just as treaty First Nations may agree to convert land to fee simple title, aboriginal title holders may agree to surrender land to the federal Crown on the condition that it be re-conveyed to them for the purpose of conversion to fee simple. I suspect that obtaining such agreement is no easier in the former scenario that the latter, but it may be. 3. The Tsilhqot’in had a long history of keeping others out, and were the only First Nation that was hostile even to the fur trade. But they did not fight a war in the 1860s to defend their territory from a “wave of gold seekers.” They expelled everyone. Hamar Foster, QC Professor of law, University of Victoria

City’s gem of a park could use a great new facet

Under the tipping point of the Big Dipper we gather to laugh and to share a great time. Families, friends, neighbours and happy strangers play and mingle as the sun dips below the trees of Willow Point Park to its inevitable “melting point” in the ocean beyond. As twilight descends, a cool breeze picks up out of the north and out come the jackets and blankets, about to be covered in bits of popcorn and splashes of soda. It’s almost 10 o’clock, but the kids are still wide awake and the park is practically filled as The Lego Movie finally begins on the giant inflatable screen. It’s Sunset Cinema night in Campbell River and thanks to the folks at Coastal Community, we’re enjoying this evening

together for free. The outdoor movie night is always a big hit when the weather’s right, yet this is just my first time. It’s a terrific community event and it’s just one more facet that makes Willow Point Park a true gem of the city. The park was hardly that when I first arrived in Campbell River way back in 1990. At that time it was just a few ball fields, tennis courts and not much else. But the community leaders and planners of the day had a vision to create a multi-faceted community park in the centre of Campbell River’s fastest growing area. What they started has continued to grow and flourish. Proper playing fields for soccer, baseball, football and rugby came first, followed by the Sportsplex complex where

I’ve played squash, racquetball, badminton, volleyball, worked out, danced at big events, and sat in at boring meetings. Much more goes on there too, but the building continued outside as well. The all-weather gravel field and lights went in, followed by beach volleyball, bocce and basketball courts. Volunteers have also left their stamp on the park. A couple guys started the much-used disc golf course and Campbell River Rotarians built the wonderful new water park. On Wednesday night, before the movie began, our team played its last slopitch game of the season on the upper ball field. After celebrating our win, I walked along the path towards the big screen and passed by the much-maligned allweather field.

It’s hardly ever used because sliding on gravel hurts, yet it’s the only playing field outside the Nunns Creek baseball field that has lights. Then, once again, I thought about the city’s plan to spend millions to build a new turf field and install lights at Robron Park. You know, the home to the unused lacrosse box and tennis courts where cold winds always seem to blow. I’ll say it one last time: The money should go to Willow Point Park. The all-weather field is desperate for a make-over. In fact, two turf fields could go in that space. Sacrifice the upper ball field for more parking, build new changerooms and, voila, Campbell River’s gem of a park becomes an even more valuable asset to this community. paulr@campbellrivermirror.com

City councillors are clarifying information surrounding the Area D boundary extension proposal. A letter written by Coun. Claire Moglove, which is supported by all six city councillors, begins, “please find enclosed information that addresses some of the misinformation previously circulated and provides some context to the mayor’s recent comments in the media regarding Area D and the amalgamation process.” The letter p oints out that the city budgeted $75,000 to fund all aspects of the proposal to extend the city’s

Campbellton gets city’s attention Coun. Ron Kerr thanked city staff and council Tuesday night for sidewalk improvements underway in Campbellton. “Included in this year’s budget is more than 2,800 feet of sidewalk, that’s over a half a mile of sidewalk that’s going into the Campbellton neighbourhood,” Kerr said. “I’d like to compliment council and staff for this extraordinary improvement to the walkability, bicycling and pedestrian safety in

Campbellton.” Kerr also acknowledged 17th Avenue residents who presented the city with a petition asking that their street be included with sidewalks going in on 14th Avenue, 15th Avenue, Redwood Street and Spruce Street. “There will be opportunities in future years to improve areas which are presently lacking safe sidewalks,” Kerr said.

Water bans Council Tuesday granted City Manager Andy Laidlaw the power to authorize water bans at a moment’s notice. With the recent warm, dry summer weather, Campbell River residents have already exceeded the city’s 765 litres per second that is allotted for domestic water use. Residents used more than 800 litres/second at the end of June and beginning of July which

leaves less water for fire suppression. Laidlaw will be able to implement water restrictions should they become necessary which will eliminate the need to schedule a special council meeting to get authority from council to enact water bans.

New college to train students to work with people with special needs

The Campbell River and District Association for Community Living (CRADACL) has provided support to developmentally disabled people of all ages for the past 53 years. As t he organization grew to almost 200 employees, it was decided that CRADACL should investigate the possibility of offering educational services to individuals who would like to learn how to work in the field. Now registered with the Private Career Training Agency of British Columbia, CRADACL is now introducing Community Living College as an option for people wishing to pursue a career supporting developmentally disabled adults. CRADACL, a non-profit society, will be offering a 13 week course starting in September of 2014. This program, Community Support Worker: Supporting Adults With Developmental Disabilities, will provide both classroom and practicum experiences that give stu-

Wet and wild – summer fun days coming up in the pools The City of Campbell River’s Recreation & Culture Department is offering two waterbased programs that will get children wiggling, giggling and flip flopping like fish around the pool and at the beach! “Spending time in the pool or in the ocean on a sunny day is one of the best ways to spend a day,” says recreation programmer Margaret Lukban. “Children love

being in the water and playing classic games such as marco-polo, water tag, and duck duck splash. These camps are really a great way to get children active, involved and appreciating Campbell River’s aquatic environment!” Little Ocean Explorers takes children on a journey through the pool and ocean waters, where they will unravel

mysteries, create ocean creatures and learn about the aquatic environment. This program runs Tuesday, July 15 to Thursday, July 17 at the Sybil Andrews Cottage on the Old Island Highway in Willow Point. There are times for two different age groups. The morning camp from 9 to 11:30 a.m. is for preschool children ages three to four years.

Fun in the pool and at the beach is the focus of two city water-based programs.

Cost: $53 for three classes. The afternoon class from 12:30-3:30

p.m. is for children ages 5-7. Cost: $60 for three classes.

One Fish, Two Fish, Red Fish, Blue Fish is a program that unlocks imaginations and turns kids into fish – temporarily! Children will run, laugh, play, listen to stories and dive into the pool. This program runs from Tuesday, July 29 to Thursday, July 31 at Centennial Park. The morning class from 10 a.m to 12:30 p.m is for children three to four years old. Cost: $53

Spend a day in Paradise Summer has come early this year to Paradise Meadows in Strathcona Park, and the Strathcona Park Wilderness Centre at Paradise Meadows, operated by Strathcona Wilderness Institute (SWI) Society, has opened for the season. The Centre is located at the Paradise Meadows trailhead adjacent to Mt. Washington’s Raven Lodge. This year, thanks to support from the Canada Summer Jobs Program, the Comox Valley Regional District, and BC Parks, the Centre will be open almost

every day for Park and trail information. A new activity this year is an all-day Navigation Workshop at the Wilderness Centre tomorrow. Join experienced members of the Comox District Mountaineering Club, Tim Penney & William Wright, for a morning session on map and compass, including a moderate hike, and an afternoon session on GPS. The workshop is $20 and space is limited to 16 participants. Contact coordinator@strathconapark.org to register and obtain the partici-

pant gear list. On Sunday July 13, Julian Brooks will guide a hike around the popular Seven Lakes Loop. Preregistration is required for this moderate 7-8 hr. hike. Alder Street is still feeling the fallout from the reconfiguration of traffic lights on Dogwood Street, according to one resident who told council Tuesday the residential street has become dangerous. Ted Haylow thanked council for putting up the new four-way stop at Alder and Merecroft but said more safety measures are needed. “Since the reconfiguration of lights on Dogwood Street, Alder Street has become extremely dangerous,” Haylow said. “People speed and do not drive with due care and attention.” Haylow asked council to add a four-way stop at Alder and Evergreen, citing the city’s Transportation Plan which acknowledges that fewer traffic controls attract

Amber Zirnhelt, acting general manager of city operations, told council Tuesday night that city staff are in the middle of an Alder Street corridor review which is expected to identify any needed improvements. “We’re looking at all the different intersections as part of that review and we will be coming back to council, likely later in the fall, with that,” Zirnhelt said.

is voice may not be what it used to be, but Neil Diamond can still sell out concerts and provoke girlish screams from the audience. His charisma was – and still is – legendary. Joey Purpura has lived and breathed Neil Diamond since 2004, travelled across the country and parts of the Caribbean with his tribute show Diamond in the Rough. “I’ve always been able to do voices, as long as I could remember,” said the 39-year-old. “When I found out I could do a pretty good Neil Diamond, my friends encouraged me to go on stage.” The singer wasn’t on Purpura’s radar growing up and so he really started from the ground up. Carter Johnson entertains with piano favourites in Quadra festival

Carter Johnson, local piano prodigy, will perform Piano Favourites from Throughout the Ages at the Quadra Community Centre on Saturday, July 26 at 6 p.m. Philip Hansen, Quadra Island Festival of Chamber Music Director, will join Carter on cello in Beethoven’s Sonata for Cello and Piano opus 69. “Spellbinding”, “magical”, “electric”, and “vibrant” are words used to describe the playing of 17-yearold Johnson. Johnson began studying piano at the age of five with Shelley Roberts in Campbell River. His accomplishments include prizes in numerous competitions and festivals, including First Place in the Ruth Scott Chopin Competition and the Virginia Graczak Competition, and several prizes at the provincial festival for many years. In July 2011, Carter was BC’s single representative at the CFMTA National Piano Competition in Regina. Each province sent one competitor under the age of 25. Campbell River anglers are enjoying the chinook fishing and limiting out within a few hours.

locals and tourists fishing for the fun of it. So far, just three springs have been caught off the pier, but the scoreboard will start lighting up with new catches of pinks, springs and coho. Just south, there are lots of springs and coho being caught on the south end of Hornby and Denman islands, as well as at Kitty Coleman. Big plugs fished deep get big fish. Some larger fish are being caught in Port Hardy with catch reports hitting

the high 20s. Halibut fishing has been steady with fish caught in 300-325 feet of water. Those driving up to Port Hardy will have a short traffic delay at the Woss turnoff.

The lakes this time of year can be a bit slower for trout fishing. As the heat comes, the bite can be off. Trolling Leos Wedding Band or a Flatfish can get you a trout if your deep. On the fly, the old standard Carey Special in green, yellow or black can get results if fished in early morning or late evening. A great catchand-release river is the Elk close to Gold River. The best way to fish the Elk is floating the river and finding the hard-toget at pools.

I was in the Sayward area last week and the water levels are low on the Salmon River. The Nimpkish River is the lowest I have seen in years. Sea-run cutties can be caught on the fly and there is a summer run of steelhead and resident rainbows.

Cyclists to cover Island in under 90 hours Riding 1,200 kilometres in less than 90 hours is not your average bike ride. But then again, randonneurs are not your average cyclists. Regularly covering 200 to 1,000 kilometres during organized rides called brevets, these riders are to cycling what ultramarathoners are to running. “Cycling such a long distance, essentially nonstop, with only short breaks to eat and sleep, definitely challenges the body and the mind,” says Victoria cyclist Jim Runkel. Next week, Runkel will make his second attempt

at the 1,200-kilometre distance, but this time closer to home, as one of 57 cyclists participating in the Van Isle 1200 hosted by the BC Randonneurs Cycling Club. Ranging in age from 22 to 71, these hardy cyclists will begin their ride on July 14 in Victoria at 3 a.m., following a preplanned route designed so they never have to ride the same road twice in the same direction. “Course designer Ken Bonner’s goal was to create a 1200-kilometre route that would take riders end to end as well as across Vancouver Island,”

says organizer Steve Mahovlic. “The course has six major climbs, and is somewhat isolated north and west of Campbell River. This makes it quite the challenge so community support for the riders will be greatly appreciated.” After their early morning start in Victoria, cyclists should crest the Malahat summit at sunrise before winding their way north and passing through Qualicum Beach and Comox on their way to Campbell River. From there, they will head west to Gold River before returning

to Campbell River and cycling onwards to the northern turnaround at Port Hardy. The riders will pass through Campbell River three times between Monday at 11:31 a.m. and Thursday at 1 a.m. – once on the way to Gold River, a second time on the way from Gold River towards Port Hardy and again on the way back from Port Hardy en route to Victoria. Each Van Isle rider needs to reach designated checkpoints within specified time limits and the entire ride must be completed in under 90 hours,

which will be a challenge since the route features 9,100 metres (30,000 feet) of total elevation gain. And there is also the risk of flat tires and mechanical issues. “Riders’ bicycles must be in excellent working condition since the northern 600 kilometres of the route travels through isolated wilderness,” says Mahovlic. “Self sufficiency is a big part of randonneuring. In the same spirit, it will be the ‘Lanterne Rouge,’ the coveted last place finisher, who will be recognized as getting the most out of the ride.”

It is with profound sadness to report the peaceful passing of Helena Corry on Sunday, June 29, 2014, just 27 days short of her milestone 60th birthday. Helena had been in the palliative unit at St. Joseph’s Hospital in Comox, B.C. Helena is predeceased by her brother John Huculak of Toronto. She is survived by her parents James and Dorothy Huculak of Toronto, her daughter Stephanie Corry of White Rock B.C., her sisters Deborah Vittie-Pagliaro (John Pagliaro) of Toronto, and Stefany Schmidt (Mike Schmidt) of U.S.A., and her nieces and nephews Jessica Parrott and Nathaniel Vittie of Toronto, Brent (Suzie) and Mandi Schmidt of U.S.A and great-niece Elinor Schmidt. Helena had a distinguished career with the RCMP, having served as a Special Constable in Toronto and as a uniform Constable in Vancouver. Following early retirement, Helena pursued her passion in working with youth and served 10 years as an employment counselor on Vancouver Island. In her leisure time, Helena enjoyed singing, painting, and cooking. Helena loved her food and especially enjoying food with her many friends. Helena also had a dedicated passion for alternative health and was very generous with her knowledge. In fact, Helena was known in the Comox Valley for her contributions to alternative health and her Annual Health Fair held at Crown Isle. Helena loved butterflies and the spiritual symbolism of them. She was a very positive, feisty and determined woman who loved life and lived it to the fullest! There will be a private Celebration of Life honouring Helena at her favourite place; Crescent Beach, B.C. at a later date. Heartfelt gratitude being sent to St. Joe’s - 3rd floor staff, Dr. Howard, Dr. Mazaheri, Pastor Brian, and the amazing nurses who delivered care with incredible compassion and dignity. Special thank you to the Hospice Team, and Mikeoula for her healing music and crystal bowls, and to Helena’s dear friends Deborah, Renee and Susan for your loving commitment and your many hours. While the Mosquito A Tyees were busy winning in their division, the Peewee AA Tyees also battled to win gold at the Boulanger Baseball Tournament in Cloverdale. In their opening game, a 3-3 tie with Abbotsford,

The second game of the day was against the Richmond Chuckers. This was a highly competitive match right from the first pitch. The Tyees, backed by great pitching from Comerford, scored five times in the second inning and then played some good defence to hang on to a 7-6 victory. Hall was the team’s MVP. The win advanced Campbell River to the semi-finals against Ladner. Starting pitcher Dayton Ring had an impressive outing, throwing a complete seven innings on just 85 pitches while fanning nine and walking just one. Ring was the obvious nod for game MVP in a 9-1 romp over Ladner. Tyees faced Chilliwack in the tourney final. Taking advantage of an early

What’s a little rain when you’re already wet? Salmon Kings host swim

On a rainy July 5-6 weekend, the Campbell River Salmon Kings swim club hosted more than 260 swimmers at Centennial Pool. It was the highlight event of the Vancouver Island summer swimming season as not only do the Salmon Kings host a first rate swim meet, but also it is the only meet that allows camping on-site which makes for a real feeling of community. As well the club host a Marine Harvest sponsored salmon barbeque for 300 and its 20th annual airband competition. In difficult conditions, there were stellar swimming efforts on Saturday and Sunday, including the novice races where many swimmers, including Peyton Feltham, and Jasmine and Denver

Flood, were able to experience their first competitive events. While many best times were set, some phenomenal best times were established by Grayson Atherton, Bryn Bridgen, Alli Beck, Gavin Johnston, Gracie Lim, Samantha Tucker and Kobe Koizumi. Amongst many highlights, one memory that stands out was a sendoff by all parents and swimmers to three Salmon Kings who are travelling to National Championships. Nick Benner and Jesse Shade will be competing in the 2014 Canadian Special Olympics Championships and coach Taylor Padington will be attending the Canadian Nationals in July. Five Campbell River Comets Track and Field Club athletes are off to attend the BC Championship Jamboree in Kamloops this weekend. S eever Rondquist, Marcus Savery, Madison Ashcroft, Tekarra Reierson and Alice Rondquist are set to show their best and go for gold.

Seever Rondquist, a junior coach with the club, will compete in the shot put and javelin. He plans to use this as preparation for Nationals in Langley this August. Savery will run the 100 metre, 110m hurdles and the 300m hurdles. Ashcroft, also a junior coach, will throw javelin in
