Gary Pooni has a passion for soccer. He’s just as passionate about the city he grew up in. Now he has grand plans to combine both. The Vancouver Whitecaps and the City of New Westminster announced Tuesday they have signed a memorandum of understanding to work toward

putting a United Soccer League (USL) franchise in Queen’s Park Stadium. If it goes ahead it will be owned and operated by Pooni and his partner Ian Gillespie. Pooni, co-owner of Brook Pooni land development consultants, is the product of the Royal City Youth Soccer Club. When he graduated from high school the Whitecaps’ predecessors, the Vancouver 86ers, awarded him a scholarship for one year of university tuition. “I’ve always been grateful to the organization for the help they had given to me,” said Pooni.

When he heard they were interested in a USL team he wanted in. Pooni suggested New Westminster. He recalled watching early Whitecaps players Bobby Lenarduzzi and Carl Valentine playing at Queen’s Park Stadium, as well as participating in camps there. “The impression that it left on me not only for soccer skills but life skills, the camaraderie and team work and what it brought to my life and other young people [was huge],” said Pooni. “We couldn’t think of a better place for this type of a professional franchise than my

hometown. “I’m excited. The response in the first day alone has been overwhelmingly positive and supportive.” Lenarduzzi is now president of the Whitecaps. The club likes New West’s central location and historical sporting links, although he admitted until Pooni proposed it they hadn’t even considered putting the team in the Royal City. “We can’t underestimate Gary Pooni’s role in this,” said Lenarduzzi. New Westminster police are keeping a sharper eye out for stolen vehicles after a spike in thefts and attempted thefts of autos in the first six months of the year. Between Jan. 1 and June 30 there were 120 vehicles reported stolen in the city, and another 53 attempted thefts. In the same period last year, 71 vehicles were reported stolen in addition to 19 reported attempts. Some of the popular vehicles targeted by thieves include Honda Civics and Accords, from between 1990 and 1999, as well as Dodge Caravans of the same vintage. Ford F350 trucks from between 2000 and 2009 are also more likely to be stolen. “We are not going to accept this kind of bump in our auto theft rates,” said chief constable Dave Jones. “We are going to be aggressive and target those responsible.” Please see NWPD, A9

HOGWEED SIGHTING The City of New Westminster would like to inform residents that giant hogweed has been sighted in the Connaught Heights neighbourhood. We ask you to be on the lookout for any signs of hogweed and report it immediately so it can be removed. Giant hogweed sap is very corrosive and even brushing against the plant can cause serious injury or skin problems. If you discover the plant, please do not touch it. Giant hogweed can be identified by its reddish-purple stem with fine spines, and its spotted leaf stalks. The plant can grow about 16ft (5m) high, has leaves up to 5ft (1.5m) wide, and has flower heads which can each produce about 50,000 seeds every year. If you find giant hogweed on your property, please contact the Invasive Species Council of Metro Vancouver at 604-880-8358. A professional soccer team in Queen’s Park would be a boon for New Westminster’s young soccer players. At least, that’s the hope of Peter Van Garderen of Royal City Youth Soccer.. He and RCYSC club manager Karen Murray were attentive listeners at Tuesday’s press conference to announce the city had reached a memorandum of understanding with the Vancouver Whitecaps to begin the process of locating a developmental team that would play in a refurbished Queen’s Park stadium. The team would be a member of the minor USL PRO, a third division league that has franchises in cities like Pittsburgh, PA., Charlotte, NC, Rochester, NY and Sacramento, CA. To accommodate the team, Queen’s Park stadium would be refurbished and seating capacity expanded to at least 3,500. A new turf field for soccer would also be installed, as well as improved lighting. “It’s an exciting opportunity,” said Van Garderen, who learned of the plan via email shortly before the scheduled press conference. “But if the Whitecaps build a

also used by other sports like field lacrosse and football. “We still feel like we don’t get the respect we deserve,” said Murray, who estimated her association has more than 2,000 players. Murray is a veteran battler for New West’s soccer players. She spearheaded a drive to get a new field turf pitch built in Queen’s Park. Van Garderen said the city’s young players still need a field dedicated solely to their sport, with a clubhouse, storage and training facilities. “At the end of the day, what we need is facilities,” said Van Garderen. But what’s good for soccer may not be good for baseball. Stephen Petersen of the Vancouver Junior Cannons of the BC Premier Junior Baseball League, which share the stadium with the Cannons’ senior team, said the arrival of pro soccer at the facility likely means the departure of top-level high school-aged baseball. The Whitecaps want a place for the graduates of the team’s residency and youth programs to play. They currently send some to the Charleston Battery of the USL pro division but would prefer they were closer to home. “They can’t get any meaningful games. It stunts their development,” said Lenarduzzi. “There’s a real void there.” A USL feeder team would fill that void. The USL is considered a third-tier league in North America. The Whitecaps

play in Major League Soccer (MLS), the top level. Some of the Whitecaps senior players who aren’t getting a lot of playing time could also play occasionally for the USL squad which is tentatively being called Whitecaps FC 2. But this is far from being a done deal. The deadline for the Whitecaps to submit an application to the USL to play in 2015 is Sept. 15. On a daily basis, the NDP shows a cynical view of the electorate, underestimating the smarts of B.C. residents while it continues to play the same game that’s been played in this province for decades. If the B.C. Liberals say white, the NDP will say black. Wow, there’s some real strategy. Latest case in point: the NDP’s news-release attack on the B.C. Liberals after it was announced last week B.C. Ferries has awarded the $165 million design-build contract to a Polish company. The NDP news release talks about how the B.C. Liberals have “given up on creating jobs” here and “are doing nothing” to help the B.C. shipbuilding industry. Nowhere in the NDP news release does it mention the fact that the only Canadian firm shortlisted for the ferries contract that eventually went to the Polish company — North Vancouverbased Seaspan Marine — pulled out of the bidding early this year, saying it was too busy with upcoming contracts, including the $15 million cable ferry between Buckley Bay and Denman Island. We can’t believe the NDP didn’t know the Seaspan Marine angle, so we have to assume they left that information out of the news release on purpose. This is the same-old, same-old political nonsense that has turned voters off party politics, especially those under 30 years of age. The residents of B.C. deserve better from the government and its opposition. Tell the truth. Park the spin. Quit playing the same game you have been playing for upwards of a century. A brief history of treaty talks A few weeks before the landmark decision declaring aboriginal title proven by the Tsilhqot’in Nation, I picked up a used university textbook that looked like a handy reference. Geography in British Columbia: People and Landscapes in Transition, by Brett McGillivray (UBC Press) is a good reference, except where it strays from geography into politics. This 2005 edition came out not long before the B.C. Treaty Commission started producing agreements, notably with the Tsawwassen First Nation. It recounts the establishment of the Ministry of Native Affairs by the Bill Vander Zalm government in 1990, and the election the next year of Mike Harcourt’s NDP, who reversed the province’s historical legal position and tried to accept the existence of aboriginal title. At this point the textbook departs from the facts and leads its freshman pupils into left-wing dogma. McGillivray writes: “When the Liberal Party won the 2001 election (with all but two seats), it launched a province-wide referendum on

treaty negotiations, prompting commentators to suggest the government was ‘trying to impose 19th century ideas on a 21st century problem’.” “Commentators” in the above quote is of course only one commentator, veteran lefty Vancouver columnist Stephen Hume. This quote was indeed representative of the media consensus at the time. On TV, aboriginal leaders burned their ballots while denouncing the referendum as racist and divisive. The public, and later university students, were taught Gordon Campbell’s government was exploiting racism for political gain. In fact, this referendum was one of a long series of efforts to untangle the legal knot left by Canada and B.C.’s failure to complete historical treaties after 1900. Seven of the eight questions in

the 2002 referendum were simply to confirm the existing position of B.C. treaty negotiators. The purpose, then as now, was to settle treaties. The first question asked if private land should be exempt from expropriation for treaty settlements. Private property rights are not so much a 19th century idea as a 17th century one, defined in 1690 by John Locke. What remains true today is that no society has made significant social and environmental progress without individual property rights. See the woeful state of most of Canada’s communally owned aboriginal reserves, where individually owned property isn’t permitted. The Tsilhqot’in dropped claims of property held by nonaboriginal residents from their appeal to the highest court, a wise move considering that pushing people from their homes would lead to violent confrontations. Other referendum questions related to preserving public access to Crown land for hunting, fishing and park use. All were endorsed. The only new question asked

if aboriginal self-government “should have the characteristics of local government, with powers delegated from Canada and British Columbia.” Arguably, that’s what has emerged from the Tsilhqot’in case, which upholds provincial jurisdiction over public forest policy on environmental and fire protection on aboriginal title lands. By 2009, frustrated with a lack of progress, due to Ottawa’s inaction as well as inconsistent leadership from aboriginal communities, the Campbell government tried to cut the knot. Its proposed Recognition Act would have accepted a form of aboriginal title across the province, based on 30 historical “indigenous nations.” That idea originated not with the province but with the First Nations Leadership Council. It was rejected by a broader group of aboriginal leaders later that year. The best way forward, also endorsed in the 2002 referendum, is sharing land use planning. B.C. has also begun sharing resource revenues. The most likely path, however, is back to court for years to come.

Two-lane Bailey will help Braid/Brunette traffic Re: Bailey bridge decision ‘a disaster’ (NewsLeader, July 4) I live in the Fraser Valley and have worked in New West for 33 years. I travel through the Braid and Brunette intersection twice per day, five days a week thus, I know that intersection as well as anyone. Contrary to what New West city hall says about how expanding the Bailey bridge will put added pressure on Braid/ Brunette intersection, when the Bailey bridge is shut for dubious temporary repairs, or as is the case now, a protracted shutdown, the travel times through the intersection have increased immensely. Getting through that intersection accounts for almost half of my travel time home in rush hour traffic. Another red herring New West city council puts out there is how dangerous added traffic is to the Braid industrial area mainly due to the train tracks. If New West is really concerned about vehicular traffic traversing the train tracks, why did the city turn down the federal government’s offer to install an overpass to feed directly onto the freeway and Brunette Avenue? New West has always had the mentality that it should be allowed to enjoy all the spoils

of being a hub city without any of the pain that goes along with that, namely, commuters. So, as much as they would love to put up a moat around the city, instead they put in traffic humps, bumps, sidewalk extenders, roundabouts, back-in parking on Columbia Street etc. I recently heard a traffic reporter call the city of New West “ the city of no left turns.” What the city fails to understand is, those that commute through New West don’t want to commute through New West but there are no reasonable alternatives. In fact, all the city engineers have done is protract the length of time all of those dreaded commuters remain in the city. They haven’t actually reduced the number of commuters. I know I speak for countless fellow commuters that travel through the Braid and Brunette intersection in that we can’t wait to get that Bailey bridge open and expanded to two lanes. I do not commute via the Bailey bridge myself but when it’s open it greatly reduces traffic pressure at the intersection. PechaKucha outdoors PechaKucha is heading outdoors again. And this time there’s going to be dancing. The popular event in which 10 presenters talk about and show 20 images of their passion in six minutes and 40 seconds will be at Pier Park on July 19. But before those presenters take the stage at 9 p.m., Vancouver Urban Spaces Initiative will be hosting a daytime dance party beginning at 4 p.m. DJs will spin electronic music while Longtail Kitchen, FarmCity Fresh Cart and Steel & Oak Brewing Co. serve up

Presenters at this edition of PechaKucha include John Stark, New Westminster’s senior social planner, Deanna Tan Francoeur, a community health specialist in the city, Miriam Blume, the director of marketing for the Vancouver Biennale which will be placing three projects by renowned artists in New West, and young theatre impresarios Tiger Xu and Howard Dai.

Summer enrolment all-time high It may be summertime but the living’s not easy for students at Douglas College. In fact enrolment for summer semester at the school hit an all-time high this year, with almost 6,300 students hitting the books instead of the hammock. That’s 43 per

cent higher than 2010. “Summer is traditionally a slower time, but more people are open to studying through the summer months,” said Dr. Kathy Denton, Douglas’ interim president. “We have space constraints at our New Westminster campus, so we’re

being creative in how to use the space as efficiently as possible.” Having more students studying in the summer has eased some of the pressure on the New West campus’ space, even as overall enrolment continues to grow, said Denton.

Jones said the department will increase its surveillance of auto theft suspects operating in New West as well as increase its compliance checks for prolific offenders on court ordered conditions. New West police will also increase their forensic processing of fingerprints and DNA evidence from recovered stolen vehicles and follow up the hits that result. The department will also work closely with the provincial auto theft

unit known as IMPACT to increase enforcement in the city. Staff-Sgt. Paul Hyland said car owners can still take steps to ensure their vehicles aren’t driven away by thieves. Those include using an anti-theft device like an electronic ignition immobilizer and steering wheel lock. Motorists should also park in secure or well-lit areas, ensure the security gate is closed behind them when parking in a garage, and not leave spare keys in their vehicle.

TransLink is further delaying the full launch of its long-promised Compass payment card until at least late fall due to poor performance of the mobile card readers on buses. Officials cited inadequate speed and reliability for passengers boarding buses in holding off on any further rollout of the $194-million system, which is far behind schedule and over budget. TransLink chief operating officer Doug Kelsey said the validators on buses are frequently taking longer than the target 0.3 seconds to read a card – sometimes “a couple of seconds.” Even worse, the validators are misreading cards more than eight per cent of the time, compared to TransLink’s expectation of “far below one per cent.” That means huge numbers of passengers would often be overcharged if the system rolled out as is. “If it gives you a misread and you haven’t tapped out correctly, that’s going to take money out of your bank account – you’re charged for three zones instead of one,” Kelsey said. “Envision if you had an eight per cent error rate on groceries scanned at the supermarket.” But Kelsey insisted he remains confident smart card contractor Cubic Transportation Systems will solve the outstanding problems. “I believe we’re doing the right thing,” he said. “I’m not disappointed. I’d be very disappointed if we implemented this before we were ready.” The reliability problems are limited to the 5,000 mobile validators on buses – Kelsey said readers on SkyTrain, SeaBus and West Coast Express are generally performing well. But he said a broad rollout can’t happen until the cards work properly on the buses as well. “I won’t roll out West Coast Express and the other segments until they solve this. TransLink says the next Compass card project update won’t be until October. Once WCE passengers are using Compass, Kelsey said the cards could roll out next to students with U-Passes, then three-zone transit pass users followed by others. “We’re segmenting the rollout. You implement one, you take a pause. It’s not a race.” Kelsey said TransLink’s go-slow approach has also worked well in resolving other issues. The launch was previously paused last year over concerns about the web interface where passengers can load more money on their cards. Kelsey said the website troubles have been fixed with just minor tweaks remaining. There’s no indication when the accompanying fare gates – which were to have been operating by fall of 2013 – will be closed and begin holding back fare evaders who don’t pay. TransLink is also continuing to sell FareSaver prepaid tickets indefinitely – it had intended to discontinue them last January as part of a broad Compass rollout. Drive The worldwide launch of the NX was held right here in B.C., driving between ultra modern Vancouver and the rustic resort of Whistler. International guests were exposed to the two sides of the NX, the polished city vehicle and the weekend getaway SUV. Powering around the mountain resort, I got my first shot at the all-new 2.0L direct inject turbocharged 4-cylinder that Lexus will use in a number of its vehicles. With 235hp and 258 lb.-ft. of torque this new power plant does a good job once the NX 200t is in motion; it is getting away from a stop that could use a bit more snap. AWD is standard across the lineup but the system is designed to run in front wheel drive as much as possible to help save fuel. Lexus has made no bones about its target; it sees the Audi Q5 as the benchmark in this class. Audi has been at the small turbocharged game a lot longer and it shows, plus the handling of the NX isn’t sharp at all. In fact, all the passengers inside the base model test vehicle noticed the top-heavy body roll. Verdict What Lexus (Toyota) has been up to over the past ten-plus years is

producing hybrid cars in numbers nobody else can touch. This new NX is also available as a hybrid, but don’t expect any kind of show-stopping performance. Rated at just 194hp, the heavier NX 300h hybrid might be outclassed by just-as-thrifty diesel options in the market. The price of the NX 200T has not been set but if you look at the Audi Q5 as a target, expect the price to start at roughly $41,000 when it goes on sale at the end of 2014. Fuel economy has also not been set but with a direct injection turbocharged 4-cylinder under the hood, this new Lexus should be better on fuel than the larger RX350 equipped with a V6 engine. As the small SUV market continues to grow, and this new NX certainly is one of the most eye-catching to come along in a while.

Safety Tip: There are some quick safety checks you can make on your vehicle to protect yourself and your passengers. For starters, make sure the head restraints are at least level with the top of the head and as close as possible to the back of the head to help prevent injury.

Washington State’s first two dozen approved retail marijuana stores include two outlets in Bellingham and others in communities just south of the Okanagan. The state approved the licenses overnight and several of them opened their doors Tuesday. Tom Beckley, owner of Top Shelf Cannabis in Bellingham, was one. “We’ve secured 20 pounds plus,” Beckley said Monday. The electrician joins the ranks of a new class of marijuana

entrepreneurs since the state legalized recreational use of the drug and adult possession of small quantities in 2012. But there are growing pains. Approved producers of cannabis in the state have been slow to get enough product grown and ready for market, so the supply shortage has meant higher-than-expected prices as stores open. Beckley predicts most stores will charge $15 to $20 a gram – more than double the prices in B.C. pot dispensaries. “After a few months I think

the prices will come back down when more growers come on line.” Beckley planned to charge $10 a gram for his first customers on the basis that a lower introductory price would be “good for the state” on the first day of retail pot operations. No Blaine or Point Roberts applicants were approved in the initial announcement, but more are expected to get the green light from the state’s liquor control board. Other approved stores are in the Everett area.

The subject property was seized because there was evidence that the subject property had been used in/obtained the commission of an offence (or offences) under section 5(2) (Possession for purpose of trafficking) of the Controlled Drugs and Substances Act of Canada (CDSA) and was therefore offencerelated property pursuant to section 11 (Search, seizure and detention) of the CDSA.
