More than nine months after four mule deer were illegally shot on a Lister farmer’s field, conservation officer James Barber says the search for the culprit continues. “Fortunately, a witness got a really good look at the man, and has worked with an RCMP sketch artist to provide what he says is an accurate picture,” said Barber. On Oct. 20, 2013, at about 8:30 a.m., three mule deer were killed and one was left wounded on the ground. A witness heard the gunshots and walked over to the field on the north side of Mallory Road, just west of the Creston Golf Club. “He saw the deer, and a guy trying to drag one away,” Barber said. “He confronted the shooter and asked if he had permission to be on the property. The man said he didn’t. “The witness then saw the mule deer were does, and there is no open hunting season on them. When he told the shooter what he had done was illegal, the man panicked, said he was sorry and ran off into the bush and disappeared.” See POACHING, page 3

June Volunteer of the Month: PAWS Annual Spring Cleanup People

Once again a majestic effort was put forth by members of PAWS to spruce up the shelter after the long winter months. Brooms, mops and buckets, window cleaner and wall washing equipment was put to very good use on the inside whilst outside poop scoopers, lawn cutters and edge trimmers gave the grounds a spring hair cut. By the end of the Saturday, the shelter was sparkling in the sunlight and ready to go into the summer in its best bib and tucker. All those little chores which never seemed to get done as the needs of the animals came first were once again accomplished. We would like to thank all of the people below, for giving up their spare time on a spring Saturday to help the shelter maintain its proud standards. Town releases report for 2013 BY LORNE ECKERSLEY Advance Staff

A 56-page report detailing the Town of Creston’s activities in 2013 is now available on the town website (www. creston.ca) or for pickup at Creston Town Hall. “Each year we get better at this,” Town manager Lou Varela said at the June 24 regular town council meeting as she presented the 2013 annual report. Included in the report are updates on what each department has accomplished and annual audited financial statements. “Consolidated operating expenditures were just under budget by $16,646, which is very close to target considering the 2013 financial plan was $8.9 million,” reported finance and corporate services director Steffan Klassen. “While the budget is an effective tool to control municipal expenditures, it is, however, a forecast and therefor subject to a number of outside and internal factors which may result in variances. When an overage is expected, savings in other areas are sought in order to meet the overall budget target.” Long-term debt rose by $1.13 million in 2013 to a total of $7.16. The increase

was the result of borrowing, in large part for upgrades to the wastewater treatment plant. However, Klassen said only 20 per cent of the long-term debt is paid for by tax dollars or user fees. FortisBC pays for prepaid capital lease loans and the province pays for more than half of the RCMP building loan. Columbia Brewery pays for a substantial portion of the upgrade loan for the wastewater treatment plant through sewer charges. “Council and staff have made a great effort in operating in a transparent manner and the 2013 annual report is an important tool for all taxpayers and residents,” Mayor Ron Toyota said. “I encourage people to go to our website or to pick up a copy at town hall.”

From page 1 Up to 90 are expected to attend the conference, which will be held at the West Creston Hall, a perfect location to get out and see herbs in their natural state, said Rachel Beck, one of the organizers. “They can just go out and wander and look at things,” said Beck, who instructs the herbal practitioner program at the College of the Rockies. And the delegates aren’t coming alone — many are bringing families, and some have planned to stay in the valley for several days. “Not only are we seeing people coming to the conference, they’re coming as families,” Beck said. “They’re seeing the sights and shopping in the community.” Attendees can take part in all or part of the conference, with workshops — covering wild crafting, growing herbs, aromatherapy and specific health concerns — group panel discussions with presenters and a one-day intensive workshop. Vendors and entertainment are also part of the conference, and a kid zone for ages four to 12 will engage children in herb-related activities and guided nature walks. In addition to local presenters — including Beck, herbalist Maya Skalinska and Dr. Kim Masuch — experts will come from the U.K., U.S. and Canada, with Darcy Williamson and Katolen Yardley featured.

He has dark brown eyes and hair, which was neatly trimmed, short on the sides. He also had a small soul patch or goatee on his chin. “He had high cheek bones and a straight nose, and he spoke softly, in a polite manner,” Barber said. “At the time, he was wearing dark pants and a camo coat.” The suspect might have driven off in a silver Jetta-like car with a black ski rack on top. June 23 •A person who drove through the Canada border crossing at Rykerts without stopping as instructed for a secondary inspection was located at home and escorted back to the border. •Loud music was reported on 11th Avenue North in an ongoing dispute between neighbours. •A 36th Avenue North resident reported receiving a suspicious

phone call. •A male asking about residents around Gray Creek from the 1970s was reported as being suspicious. •An ATV drove around a freshly seeded field on Silvester Road. •A black jacket and small fanny pack were stolen from an unlocked vehicle on Birch Street. •A male who was distracted by spilling coffee went off 22nd Avenue South and collided with a tree. Temple fire creates ‘big challenge’ BY GREG NESTEROFF Nelson Star

The regional director for the East Shore of Kootenay Lake says the fire that badly damaged the temple at Yasodhara Ashram this month is a “big loss” that presents a “big challenge” for the yoga retreat. Area A director Garry Jackman visited the burned Kootenay Bay landmark both in his elected role and as a builder and structural engineer, although he is not a paid consultant. “We discussed options for removal and demolition,” he

said. “It’s not your regular let’s-frame-a-house withyour-neighbor project. This is not going to be remedied in a few months.” The fire broke out on the evening of June 5 in the structure’s domed roof and took crews about 12 hours to put out. Although the cause is unknown, it appears to have started between the outer roof and an inner stucco ceiling. No one was injured. Jackman said before the fire they were actually talking about enlarging the water storage tank along Riondel Road to refill the local fire

department’s pumper and provide additional fire support for the ashram. Unfortunately, the idea hadn’t yet come to fruition. Jackman called the ashram an “economic driver” for the East Shore. “It draws a lot of visitors and it’s important to the community as a whole.” On the bright side, he said the fire demonstrated the effectiveness of an automatic aid agreement recently adopted between the Riondel and Balfour-Harrop fire departments. The ashram blaze was the first time the

latter department has responded to a structural fire on the East Shore. The ashram has set up a page on its website to keep people up to date about rebuilding efforts on the temple. Although the temple was not covered by fire insurance, for several years they have been creating a self-insurance fund. However, the costs of deconstruction and rebuilding are expected to exceed the fund. They are accepting donations and will be asking for help later during rebuilding.

I rarely read a book more than once, there being so many new ones I want to get at, but I have read Who Has Seen the Wind a half-dozen times and, when time allows, I will open it again. It is my choice as the Great Canadian Novel, a handsdown winner even when pitted against the works of favourite authors like Mordecai Richler, Robertson Davies, Wayne Johnston, Joseph Boyden, Margaret Laurence and Margaret Atwood (the early works only, please). Who Has Seen the Wind works on so many levels, taking on the big subjects of life and death, that it easily encourages multiple readings. Most importantly, for me, it offers unmatched insight into how children look at a world that is simultaneously beautiful and terrifying. Brian O’Connal goes about his day-to-day business of being a kid on the prairie with the fascination of a social scientist and the bewilderment of someone who is regular confronted by new and often frightening experiences. For me, it is hard to overestimate the value of Who Has Seen the Wind, not least because I think it helped me be a better father. My readings inevitably take me back to my own childhood and memories of being baffled and fearful, and of how often the adults around me simply had no idea of how kids think. In his other writings, notably the Jake and the Kid stories, Mitchell demonstrated a keen insight about children, which probably explains the impishness he maintained throughout his life. The best novels entertain and inform, and W.O. Mitchell was a master at both. Lorne Eckersley is the publisher of the Creston Valley Advance.

Much to do at summer camps

Officially summer has arrived. Green grass and mosquitos abound, and this signals the emergence of some of our famous summer camps with a few additions over the next couple of months. I believe the first one we see is the Art Adventure Camp starting mid-July with our infamous instructor, Lisa (who masquerades as an aquatic leader when she isn’t teaching camps and both of which she does very well). The art camp is broken into two age ranges, and I always make a point to poke my head in there a few times during the week because the creations that they passionately construct are pretty darn cool and way beyond whatever I could dream up. Also happening during that time frame are a couple diving camps led by another infamous aquatic leader, Cherie. These camps will transform you (hopefully) from the kid that just curls their toes over the edge and bounces up and down incessantly while the lineup starts to mutter at the delay (going by my

end of summer is our Girl Power Camp (which fills up extremely fast) and this year ’s theme is “Around the World in Five Days”, which covers various countries sports, games, crafts customs — you get the idea. Between 2003 and 2007 there were an average of over 50 deaths and 244 hospitalizations from drowning across BC. 30 of those deaths and 107 of those injury hospitalizations were children. More children die from injuries than all other causes.

To the Editor: (Re: “This is the Life: Same Mess, Different Day”, June 19) I appreciate Mr. Eckersley discussing the current education issue. For me, however, this is about much more than a fair deal now. This really makes me question the bigger picture: Are we still a democracy? If we can afford the lowest provincial corporate taxes but can’t afford a properly funded health care system, are we still a democracy? If B.C.’s richest citizens can avoid tax contributions through annual tax havens but we can’t afford to address child poverty or underfunded schools, are we still a democracy? If our government is found in contempt by our own courts but then they treat that ruling with more contempt, are we still a democracy? As a teacher of over 30 years, I have never been treated as disrespectfully by a government as I am now being treated by Christy Clark’s Liberals. I love teaching but this makes me want to quit or at least move to another prov-

To the Editor: (Re: “ ‘Depraved Minds’ Opposing TWU Ethics”, June 26, page 7) Morals and codes of ethics do not — nor have they ever — belonged solely under the purview of Judeo-Christians. Many of those law professionals who take umbrage with religion and law meeting are Christians themselves. There are a multitude of Christians who are LGBTQA (lesbian, gay, bisexual, transgendered, questioning and allied), just as there are a multitude of very moral, upright people who are decidedly not Christian — or even deists. The last paragraph in particular implies a lot. You can suggest that

Canadian Christians are discriminated against after you live decades of your life with legitimized (and unfortunately, actualized) daily fears about being beaten, raped or murdered for not being cisgendered or having a non-heterosexual identity. Until that day, enjoy the reality that the majority of Judeo-Christians have the most privilege in our society. When you use scare words like “depraved” to discuss legitimate debate in the body of a law organization, and when you use your personal view of a religion as a bludgeoning tool against those who disagree, you’re doing nothing but a disservice to everyone involved — including the university itself. It is not “depraved” to stand up to defend the dignity of marginalized people, nor do these issues exist in a vacuum. Our law is already negatively impacted by religion; as a youth I was assaulted, and due to the officer’s own inability to separate faith and law, I could not lay charges. I was informed that Christian boys are incapable of assault. My experience is far from abnormal, and is woefully mirrored in many other victims’ stories. Before you begin searching for a home, it’s always helpful to think about your needs both now and in the future. And if you have any questions about the home-buying process or different types of real estate, you can always ask your mortgage professional or real estate agent for input.

Following are some things to consider when you’re deciding which type of home to buy: •Location. Do you want to live in town or in the countryside? How long will your work commute be? Where will your children attend school and how will they get there? Are you close to amenities? •Size requirements. Do you need several bedrooms, more than one bathroom, space for a home office or a twocar garage? •Special features. Do you want air conditioning, storage or hobby space, a fireplace or a swimming pool? Do you have family members with special needs? Do you want special features to save energy, enhance indoor air quality and reduce environmental impact? •Lifestyles and stages. Do you plan to have children? Do you have teenagers who will be moving away soon? Are you close to retirement? Will you need a home that can accommodate different stages of life? When thinking about your ideal home, the first thing you should consider is whether you want a previously owned home (often called a resale) or a new home. Characteristics of a new home include: •Modern design. A new home has an up-to-date design that takes into

account the latest trends, materials and features; •Personalized choices. You may be able to upgrade or choose certain items, such as siding, flooring, cabinets, plumbing and electrical fixtures; •Up-to-date with the latest codes/ standards. The latest building codes, electrical and energy-efficiency standards will be applied; •Maintenance costs. Maintenance costs will be lower because everything is new and many items are covered by a warranty. You should still set aside money every year for future maintenance costs; •Builder warranty. This is a warranty that may be provided by the builder of the home. Be sure to check all the conditions of the warranty. A homebuilder’s warranty can be important if a major system such as plumbing or heating breaks down; •Neighbourhood amenities. Schools, shopping malls and other services may not be complete for years; and •Extra costs. You may have to pay extra if you want to add a fireplace, plant trees and sod or pave your driveway. Make sure you know exactly what’s included in the price of your home. With a resale home: •You can see what you are buying. There may be easy access to services. It is probably established in a neighbourhood with schools, shopping malls and other services; •Landscaping is usually complete and fencing already installed. Previously owned homes may have extras like fireplaces, finished basements or swimming pools; •No GST. You don’t have to pay the GST unless the house has been substantially renovated, and then the taxes are applied as if it were a new house; and •Possible redecorating and renovations. You may need to redecorate, renovate or do major repairs such as replacing the roof, windows and doors. There are many types of homes to choose from and each has its advantag-

Comedy kicking off 20th Footlighters season FOOTLIGHTERS THEATRE SOCIETY

After producing plays and musicals for 19 years, Footlighters Theatre Society is kicking off its 20th season with Dogsbreath Devereaux, The Dastardly Doctor, which runs July 10-12 at Prince Charles Theatre. Dogsbreath Devereaux follows in a longstanding Footlighters tradition of presenting comedy in the summer, and this one, a melodrama, is sure to please audiences who watch the interaction between stock characters, such as the hero, heroine and villain.

“There is music, drama, pathos,” said director Gail Kitt. “It’s a good family show because it’s got everything. Everybody will get a laugh out of it.” Set in a clinic, Dr. Dogsbreath Devereaux (played by Rylan Lavallee) plots to wed and do away with wealthy widow Lotta Cash (Jennifer Adams) so he can inherit her fortune and her late husband’s clinic. He enlists the aid of nasty nurse Hilda Hatchet (Ann Deatherage) and promises to marry her once he disposes of Lotta. Problems arise when the insanely jealous Hilda catches

ARTISTIC VISIONS

This summer, the Artistic Visions group will be putting on an exhibition of local art at the Creston Valley Chamber of Commerce and Visitor Centre. The show will include a multitude of artistic disciplines, including painting, drawing, metalwork, photography, jewelry, glasswork, weaving, pottery and fabric painting. The show opens July 1 and runs right through to Sept. 4. Most items will be available for sale and a member of the group will be on site MondaySaturday to answer any questions about any of the exhibits. There will also be an open house 11 a.m.- 2 p.m. July 12 with an opportunity to meet many of the artists. Refreshments will be available. The group is comprised of Aaron Weitman, Cherie Rensing, Carolyn Stone, Carol Huscroft, Emmie Roelofse, Grace Tyler, Gloria Elliot, Harry Miller, Jenny Steenkamp, Jennifer Huscroft, Jeff Banman and Val van der Poel.

Joining them for the show as invited guests are members of the Creston Valley Mudders, who will be showing a range of their fantastic pottery, Linda Bullock with her stunning hand dyed silk scarves and BC Wildlife Federation artist of the year Guy Hobbs with prints of some of his latest works. Grace Tyler will be showing her painting series, Creston Cottages, so come see if one of them is yours. This is a great opportunity to experience the creativity of the Creston Valley.

CKF, EKFH team up to purchase bariatric bed EAST KOOTENAY FOUNDATION FOR HEALTH

A new bariatric hospital bed will soon be making its appearance at Swan Valley Lodge, thanks to the coming together of two foundations. T he C re st o n - Ko o t en ay Foundation (CKF) and the East Kootenay Foundation for Health (EKFH) decided to provide matching funds — $10,000 each — for a total of $20,000 to purchase the bed.

The CKF selected the project as part of its annual community foundation grant-giving evening, while the health foundation allocated its portion of funds from the estate of Olga Kramer, a longtime resident of the Creston Valley. This is the third time that the two organizations have committed to partner funding. “This is so very exciting and it is so good to have a partner like EKFH that has the best interests of Creston in mind,” said CKF chair Heather Suttie. “I predict that our founda-

Though the “Emergency Scamâ€? (or sometimes referred to as the “Grandparent Scamâ€?) has been around for years, the RCMP-led Canadian Anti-Fraud Centre warns the public to be on alert after noting a marked increase in the number of complaints. Ffraudsters contact potential victims while posing as a family member or friend in urgent need of cash. Often the scenario involves an accident or arrest while travelling abroad, with a request that cash be sent through a money transfer company, such as Western Union or Money Gram. In the typical scenario, a grandparent receives a phone call from a con-artist claiming to be one of their grandchildren. The caller goes on to say that they are in some kind of trouble, usually a car accident, returning from a foreign country, or even bail money and need money immediately. Victims don't verify the story until after the money has been sent as the caller speciÂżcally asks that they do not want other relatives to know what has happened by asking “Can you please help me? I'm in jail (or in the hospital / or in some type oI ÂżnanFial need %ut don't tell 'ad +e would Nill me iI he Iound out please sent the money A6A3 I'm sFared Wanting to help their grandchild, the victim sends money by a money transfer company such as Money Gram or Western Union. Variations on the scam exist such as an old neighbor, a friend of the family etc. but predominantly the Emergency Scam is directed toward the grandparents.

Judokas earn gold medals in provincial competitions CRESTON JUDO CLUB

Competing at the BC Open Judo Tournament in Vernon on April 11 and 12, Kyle Qualtieri, representing the Creston Judo Club, won a gold medal in the U-14 division. He also went undefeated during the tournament. In February, Kaeden Rendek represented the Creston Judo Club and Zone 8 (Kootenay) at the BC Winter Games held in Mission. Rendek won a gold medal in the U-16 division at the games and went undefeated during the round robin and medal matches. The club extends its appreciation to the parents and coaches, for supporting all of the students, as well as to the Creston and valley residents for their continual support of the club. This year’s cash raffle winners were Carolyn Djakovic ($500), Tyler Casemore ($300) and Sheila Qualtieri ($100).
