TransLink chief operating officer Doug Kelsey said the validators on buses are frequently taking longer than the target 0.3 seconds to read a card – sometimes “a couple of seconds.” Even worse, the validators are misreading cards more than eight per cent of the time, compared to TransLink’s expectation of “far below one per cent.” See SMART CARD / Page 8
Husband killer convicted Beatrice Thomas guilty of manslaughter in stabbing of Quannah O’Soup by Kevin Diakiw A DEADLY COCKTAIL OF FEAR, panic and intoxication all helped
fuel the fatal stabbing of Quannah O’Soup in North Delta four years ago, a judge has found. Justice Trevor Armstrong found Beatrice Thomas, 38, guilty of manslaughter on Friday in B.C. Supreme Court in New Westminster, after ruling out self-defence and murder. In the early morning of July 3, 2011, Thomas and her commonlaw husband O’Soup were drinking and smoking crack cocaine in her North Delta rental home near 115 Street and 80 Avenue with
friends, when O’Soup charged into the living room to turn up the music. Thomas went to stop him because her children were asleep. Evidence of what occurred from there is foggy, the justice found, but O’Soup ended up with a stab wound to his left upper chest that punctured his lung and heart, killing him almost instantly. Thomas was originally charged with second-degree murder but was convicted of the lesser charge of manslaughter. Crown counsel alleged Thomas knew what she was doing, and See JUDGE / Page 4

Golden Ears tolls climb a nickel Rate increase takes effect today by Phil Melnychuk JUST WHEN YOU got used to paying
$6 to cross the Golden Ears Bridge there and back, the tolls are jumping again. Starting today (July 15), the price for a transponder-equipped car jumps a nickel to $3.05, and by another dime to $6.10 for small trucks. If you don’t have a transponder for your car and are not a registered video user, the toll goes up a nickel to $4.30. This July marks the fifth anniversary of the opening of the Golden Ears Bridge, an $808-million replacement for the Albion ferry that was shut down within weeks of the bridge opening. Tolls charged on cars, trucks and motorcycles bring in about $39 million a year to TransLink, which is then paid to Golden Crossing General Partnership, owned by Bilfinger Berger, the construction company that built the bridge. As well, TransLink pours in another $35-million to $40 million annually from its general revenues to Golden Crossing partnership to top up the payments. The six-kilometre bridge will be paid off by 2041.

Former Surrey student charged in Google boss’s death Onetime Southridge School pupil Alix Tichelman accused of administering lethal dose of heroin by Tracy Holmes A WOMAN WHO SPENT part of her
childhood at a South Surrey private school has been charged in connection with the overdose death last fall of a high-ranking Google executive. The now- 26-year-old’s name made international headlines Thursday morning after she appeared in a California court July 9 accused of injecting Forrest Timothy Hayes with a lethal dose of heroin. Court documents outline a multitude of charges against Alix Catherine Tichelman: manslaughter, administering/giving away a controlled substance, possession of a controlled substance, destroying/ concealing evidence, transportation of a controlled substance and prosti- U.S. police allege Alix Tichelman tution. was a high-priced prostitute.
According to a Santa Cruz Police Department media release, Hayes, 51, was found dead on his yacht on Nov. 23, and Tichelman became a suspect after detectives “learned that she had an ongoing prostitution relationship with the victim.” The statement describes Tichelman as “a high-priced outcall prostitute” who boasted of having more than 200 clients. Police allege surveillance footage from Hayes’ yacht shows Tichelman gathering up drug paraphernalia and stepping over Hayes’ body several times, including to drink a glass of wine, before leaving. They are also investigating a possible link between Tichelman and a similar death in another
state. Tichelman, who is originally from Georgia, was arrested in Santa Cruz on July 4. A former classmate who attended South Surrey’s Southridge School with Tichelman in Grade 6 learned of the allegations early Thursday. Now an Edmonton resident, the woman – who asked not to be named – told Black Press she and Tichelman were both new to the school that year and hit it off right away, or at least that’s what she believed at the time. The friendship quickly deteriorated. The Alberta woman described the young Tichelman as a girl who was “the kind of person who was desperate to have what she wanted when she wanted it.” “To this day, I’ve never met anybody like her,” she said. She described the latest news regarding Tichelman as unfortunate. “The more I’ve mulled it over, I really felt sad about it,” she said. tholmes@peacearchnews.com

the living room and motion to one of her friends to be quiet when police arrived. Defence counsel argued much of the testimony was unreliable, and proposed that the stabbing was self-defence. Justice Armstrong dismissed the idea Thomas was defending herself, but agreed some of the testimony seemed unreliable. In the end, he said, it was not entirely clear exactly what occurred in that living room. He noted because O’Soup’s body was found several feet from the stereo, it is quite likely the six-foot, 257pound man who had
a history of violence made a threatening motion to Thomas. The intoxicants in her system weren’t enough to completely cloud her judgment, Armstrong found, but the mixture of that, along with fear and panic, could have been powerful contributing factors. “I have reasonable doubt that her state of mind was not such to convict her of seconddegree murder, Armstrong said. O’Soup’s older brother Spencer said outside the courtroom that he holds no animosity toward Thomas. “There are no winners or losers on both
sides, Spencer said, adding the court decision will allow the family some closure so it can begin to heal emotionally and spiritually. O’Soup is survived by five children who are now living with their mother and grandmother in Edmonton. Thomas, who is not yet in custody, was reluctant to speak about her conviction, but said she was “relieved to have it over. “It is what it is, that’s all, she said. Her next court date is July 17 to fix a date for sentencing.

MENTAL ILLNESS
RAESIDE
Out of the shadows
F
ew can argue – successfully, anyway – against the statement that mental illness touches everyone. There are, of course, those with the diagnosis. Then there are their children, siblings, parents, friends and co-workers. Even complete strangers are often hit with the ripples, as society is forced to bear the burden of missed work days, medical visits, inadequate treatment options, etc. It doesn’t matter that research has led to many strategies and treatments that, when adhered to, can help sufferers live productive, even normal, lives. Perhaps if it felt easier to talk openly about mental illness, things would be different. For those directly affected, it can feel simpler to try to ignore the reality – to keep the door closed and the windows shuttered, so to speak. Not the healthiest approach, really, but common nonetheless. And while time has led to strides in the realm of mental illness, it has done less for society’s acceptance of it as a disease. Many worthwhile stories do not get told in these pages because of the stigma attached to mental illness and the fear people have of being branded by going public with their struggle. “Mental illness” is still two words that, despite so-called progress, few afflicted with the likes of depression or schizophrenia or paranoia dare to mutter outside – sometimes even inside – their immediate family. Make no mistake, there are tireless advocates in Surrey and Delta for the mentally ill. Many of these individuals are parents, siblings, friends or colleagues of those living with a mental illness. A few are those individuals themselves, who have taken that brave step into the spotlight. All know firsthand the impact of the conditions. They know the difference that acceptance – both of the conditions and the person trying to live a balanced, productive life with them – makes, and we can all learn from them. Efforts by people like Olympic cyclist and speed-skater Clara Hughes, who is riding coast-to-coast to help squash the stigma, are helping effect change. But there is still a long way to go. No one should feel the need to hide something they cannot control. The reality is, many of us share the blame for the fact so many people do.

ast is the new slow, declared one Toronto newspaper’s front page when the B.C. government announced it is increasing speed limits around the province. The headline picked up on Transportation Minister Todd Stone’s justification for raising limits on 35 stretches of rural B.C. highway. Stone referred to traffic studies that show portions of the highway system where the vast majority of drivers already travel at the new speeds. Stone emphasized that accident risk is not so much a function of speed, but of differences in speed between vehicles. That’s why the signs going up this summer will include a new warning for left lane hogs: “Keep Right – Let Others Pass.” For the first time, there is a 120 km/h limit on three segments of rural divided highway, parts of the Coquihalla, the Okanagan Connector and a stretch between Parksville and Campbell River on Vancouver Island. The test hasn’t changed much in the past decade, and there are more immigrants who aren’t accustomed to highway driving, North America style. But a veteran driving instructor calls today’s new drivers “the weakest generation I’ve ever taught,” after they spent their formative passenger years watching TV or playing with game machines and other screens while on the road. “The awareness level isn’t where it was when I started 15 years ago,” Margot Podiluk told the Saskatoon Star-Phoenix. “Today’s generation, they’re so connected to electronic devices they don’t look out of car windows.” If raising speed limits is a mistake, accident statistics will soon tell the tale. My expectation is that on rural highways, speed limits are just catching up to the traffic. Tom Fletcher is legislature reporter and columnist for Black Press.

I recently sent two emails about my concerns about a mediator, prior to one trying to be appointed, and my personal concern as a trustee over class size and composition. It is a great concern as being a trustee that I cannot do the job I was elected to do. We would not be in this tug of war of BCTF and the government if schools were adequately funded to start with. This affects the number of CUPE staff, SEAs, child care workers, specialists, helping teachers, aboriginal workers, counsellors, etc. that we as a board need to hire. These are vital workers who assist teachers in the classroom and allow them to do the job they have been professionally trained to do, but with cutbacks, important positions have been cut. As Surrey being one of the very few districts with highly increasing enrolment, the situation is even compounded. You are aware of the overcrowding and the cost of portables that we have had to take from our budget that directly takes funding out of the classroom. By not funding new schools for so many years, Surrey has had to rely on portables and it has been a tremendous cost

Actually sitting in a classroom for a full day would give you a very accurate picture of what teachers, staff, CUPE, administration and students have to deal with. The board has done the very best we can to alleviate some pressures but more funding is needed to give Surrey students the schools and services they deserve. I am very passionate about the underfunding, portable costs and how the dispute has affected staff, parents, teachers, CUPE, and more importantly, the students. Laurie Larsen Surrey School Trustee

London’s transit system has begun to accept other contactless cards besides the system’s Oyster card, prompting officials to warn riders to beware of “card clash” where they could be charged twice if they tap a wallet with multiple cards in it. TransLink’s fare gates and smart card project was previously estimated at $171 million in 2009 dollars. Provincial and federal government contributions cover about $70 million of the budgeted cost. TransLink originally opposed installing fare gates, arguing revenue recouped from fare evaders – then estimated at $7 million a year – did not justify the high costs. POLICE ARE investigating a brazen daylight shooting between two vehicles in Newton on the weekend. At about 1:10 p.m. on Saturday, Surrey Mounties responded to a number of calls of shots fired near 139 Street and 88 Avenue. Witnesses reported a white Nissan following a black Mercedes speeding and cutting in and out of traffic. Police were told the drivers were shooting at each other. No reports were received of any injuries, but at least one other vehicle was struck by a bullet. Police say it’s too early to say whether the incident is gang related. They tracked down the Nissan, but it turned out to be stolen. Anyone who may have witnessed anything are asked to call the Surrey RCMP at 604-599-0502 or to call Crime Stoppers 1-800-222-8477 (TIPS).

house at 12244 78 Ave., crashing though the wall and sailing into a downstairs bedroom. A pair of young men in the car got out, walked through the house and ran from the scene. A neighbour saw one of them and gave pursuit, even following the suspect by cab, all the while calling in locations to the police. An 18-year-old male was detained as a subject of interest and is being questioned. Police say the person in custody is the son of the registered owner of
the Chrysler. Police visited the registered owner, who said he had no idea if someone had used his car. He had not reported it stolen, however. As the registered owner, he was given $564 in tickets, one for driving without consideration ($196) and another for failing to remain at the scene of an accident ($368). Police are still looking for a second youth who was also reportedly in the car when it smashed into the house.

pleted the program say it is also having positive effects mentally. Lesser is hoping to draw another 15 female participants to join the last of three 12-week sessions, starting in mid-August and taking place at the North Surrey Recreation Centre, a partner on the SFU study. The women need to be inactive, without diabetes or heart disease, and with a waist size greater than 80 centimetres. Fitness instructor Mandeep Patrola leads the women through 60-minute sessions three times a week. “The women are providing key data for the SFU study, and learning that while exercise is important, it can also be fun,” she says. “I’m already seeing a difference in these women.” The study is one of several underway by SFU’s Community Health Research Team (CoHeaRT). Researchers in health sciences, kinesiology and geography are studying population health and associated determinants of obesity, heart disease and other chronic diseases, while working to develop community-based solutions to improving disease management. Lesser says low engagement in physical activity among South Asians has been shown to explain the more than 20 per cent of the excess heart disease deaths within the population. Inner abdominal fat, which surrounds the abdominal organs, is associated with higher health risks and has been found to be a greater amount of total body fat in South Asians. “Exercise can benefit the community and have great impact through improved health as well as increased social connectedness,” Lesser adds. “The South Asian community is growing and yet it is lacking the specialized cultural focus that would allow physical activity to become an integral part of one’s lifestyle.” Study results from the SAET are expected by the year’s end. To participate in the final study session call Lesser at 778-782-7748 or email iris.lesser@ sfu.ca.

A strong voice for child care DALJIT GILL-BADESHA, a middle child-
hood manager with the City of Surrey, has been appointed to the Provincial Child Care Council, a board that provides the provincial government with advice on child care programs and policies. “The early years make such an impression on a person’s growth and development,” said Stephanie Cadieux, Minister of Children and Family Development and MLA for Surrey-
Cloverdale. “We are fortunate indeed to be able to call upon the passion and expertise of members such as Daljit for advice in so many areas.” Gill-Badesha and the Council’s other members represent parents and child care providers to give guidance on the policies and programs that affect the affordability, quality, stability and accessibility of child care. They also speak for the regional and sectoral interest of parents, children, caregivers and communities. “It is an honour to be asked to serve on this council,” said Gill-Badesha. “I look forward to working with my council colleagues in assisting the Province.”
The Provincial Child Care Council consists of a minimum of 14 and a maximum of 21 members, each of whom is appointed by Cadieux. In addition to working for the City of Surrey, Gill-Badesha chairs the Children’s Partnership, South Asian Early Childhood Development Task Group and the Middle Childhood Matters Community Planning Table committee. She has previously served at DIVERSEcity Community Resources Society where she was the manager of the organization’s Family Services and then director of their First Steps Early Childhood Development project.

7,000-piece structure to be auctioned at upcoming golf tournament
by Evan Seal
NINETY HOURS, 7,000 pieces of Lego, plenty of skill, patience and creativity was all that was needed for a group of Abbotsford Lego enthusiasts to build a replica of the new Surrey Memorial Critical Care Tower. SMH Foundation president and CEO Jane Adams initially came up with the idea to build a Lego replica of the new hospital building – with its own ambulance, helicopter and medical staff – after she learned how the Child Life Specialists at SMH use the blocks to help young patients and siblings in the Children’s Health Centre and the Pediatric Emergency Department cope with their time in the hospital. The finished Lego structure will be offered as an auction item at the upcoming charity golf

Langley resident Lee Wagner enlisted members of the Abbotsford Lego User Group to volunteer their time and take on the challenge, which included replicating the one-of a-kind windows and sourcing enough blue bricks to construct the main building. “We received incredible support from the construction industry when we were raising money to purchase equipment for the tower, so I think this unique souvenir will be a hot item at the auction,” said Adams. THE DELTA Islanders are a game away from having their B.C. Junior A Lacrosse League season come to an end, after falling behind 2-0 to the New Westminster Salmonbellies in their bestof-five semifinal series. The Islanders lost 15-11 Wednesday at Queen’s Park Arena in New Westminster, and fell 15-8 Saturday in the Sungod Arena. The Islanders tried to play catch-up for much of the first game, but in the rematch on their home floor played the Samonbellies even for 40 minutes before being outgunned in the third period. In the first game, the Salmonbellies scored six times in the first 10 minutes of play, and had a 7-4 lead after one period. The advantage grew to 10-6 midway through the second
frame until the home side attempted a comeback. Quinton Bradley, Jonathan Phillips and Tyler Nett tallied in a four-minute span to pull to within a goal. New Westminster extended the lead again with one goal just before the second intermission and two more in the first 68 seconds of the third period. Phillips led the Delta offense with three goals and three assists, while Evan Messenger added two goals and three helpers. Nett and Sam Klingsporn also had two goals, with Chase Fraser and Bradley adding singles. The Salmonbellies outshot Delta 51-40. In the second contest, Mike Henry and Messenger scored first period goals, each giving Delta a one-goal lead. Messenger netted two quick goals to start the second period, giving Delta a 4-2 lead. But
a within minute after Messenger’s third goal of the game, the Salmonbellies scored twice to knot the score at 4-4. Sam Clare gave the Islands their final lead of the game, with his first of the playoffs six minutes into the second period. New Westminster replied with two scores and a 6-5 lead, before Connor Davidson answered for Delta sending the game into the third period deadlocked 6-6. It was all New Westminster after that. The Salmonbellies netted scored the first nine goals of the session for a 15-6 lead before Cody Nass and Bromley of the Islanders close out the scoring. The series resumes in New Westminster tonight, and should Delta extend the series, game four is Saturday back at the Sungod Arena at 7:30 p.m.

from across the province will be boarding a ferry to Vancouver Island this week, as the BC Summer Games get set to launch. Of the 2,500 athletes expected to compete at the Games Friday through Sunday in Nanaimo, almost one in 10 will come from Surrey/Delta. Surrey is sending roughly 140 athletes to Nanaimo to compete in the 19 sports. Also making the tip are 20 coaches and almost as many officials and supervisors. There are 25 athletes entered in track and field, with another 15 on the Fraser Valley (Zone 3) team competing in baseball. In addition, there are also 15 soccer players, 17 softball players and 14 swimmers from Surrey set to compete in Nanaimo. Delta’s tally includes approximately 81 athletes, with four officials and nine coaches also making the trip to Vancouver Island. The largest group is in field lacrosse, where 11 Delta athletes are on the Zone 4 (Fraser Delta) team. The Fraser Valley zone has fared well in recent B.C. Games. At the Surrey-hosted BC Summer Games in 2012, Valley athletes finished second overall with 163 medals, including 60 gold. Last February at the 2014 BC Winter Games in Mission, the Valley team was first overall with 110 medals, 31 of which were gold. RENNIE, Mayda Elizabeth (nee Broberg) It is with deepest sorrow that we announce the passing of our beloved Mayda Elizabeth Rennie (nee Broberg) of Surrey BC on July 4th, 2014 with her loved ones by her side, just shy of her 95th birthday. She was predeceased by her son Brian, her daughter Sharolyn, son-in-law Rick, and grandchildren Candice and Nathaniel. Mayda is survived by her husband, Clayton; her son Warren, daughter-in-law Mary and grandchildren Jessica, Stuart, and Corinna; daughter Patti Goodwin, grandchildren John, Brian, David and Shayna; and loving sister Vernice Stephenson, as well as many nieces and nephews. Mayda was born on the Broberg family’s homestead in Spalding, SK on July 30, 1919. She completed her nursing in Saskatoon in 1944 and married Clayton Rennie in Spalding United Church on January 28, 1945. They subsequently moved to the West Coast, settling first in Victoria BC, where Warren and Brian were born. Mayda worked as a pediatric nurse at Royal Jubilee Hospital in Victoria. When the family moved to Vancouver, Mayda continued her nursing career at Saint Vincent Hospital, where Sharolyn and Patti were born. After three years in the Little Mountain area, the Rennie’s moved to their long-term home on East 7th Avenue in Vancouver, where Mayda kept a close watch on her lively family and most of the neighbours’ children as well. The family moved to their property in Surrey in 1974, and Mayda finished her nursing career at Surrey Memorial in 1984. She then had lots of time to pursue her love of travel and being with family as far away as Saskatchewan and Minnesota. Her family and friends were the recipients of her generous gifts of knitwear, cake decorating, and other creative endeavours. Mayda will be remembered for her kind-hearted, welcoming, smiling nature and her endless strength and energy, as well as her beautiful gardens. The funeral service was held at Northwood United Church on Saturday, July 12th. Her memorial book can be viewed at: www.victoryfuneralcentre.ca She will be deeply missed and loved forever.
