Land owner frustrated by lack of water service on lot KEVIN PARNELL A Lake Country property owner is expressing frustration with the time it has taken to get water serviced to his lot a couple of years after paying to be included in the Lakepine Water Utility that was taken over by the District of Lake Country. Gordon Blue says he paid a $3,900 fee to be included in the Lakepine Water system in Carr’s Landing in 2010 but his lot is still unserviced by water and he has decided to put it up for sale rather than continue to wait. “Years after applying for water we are sitting dry,” said Blue, 75, a retired Vancouver resident who purchased his lot in 1981 with plans to retire to Lake Country. “At this point I have put the lot up for sale. At this stage of my life do I really want to keep banging my head against the wall?” The District of Lake Country took over the previously privately-owned Lakepine Water Utility in 2011 and added it to the dis-

trict’s water system, moving about 70 residents onto district water. It was one of several private water utilities the district has taken over since it incorporated and there are several more still operating in Lake Country. While Blue’s lot, and one other, is included within the boundaries of the Lakepine system, the lots are physically located in an area that is serviced by another private utility called the Moberly system, a small utility with just 11 connections. “When we were asked to be part of Lakepine, they wanted to get as many people to be a part of it so that the costs were reduced for everyone,” said Blue. “We don’t want to wait anymore. We want some sort of service to the Lake Country water system. I’m just banging my head against the wall and it shouldn’t be that way. This is a negative approach to development.” Currently the only way to get water to Blue’s lot and the other lot in question would be to run a water line through a

private property to the east of the two lots. That would mean running the line through the property of Lake Country mayor James Baker. Baker says his land has already been surveyed for a possible water right-of-way and he has no problem allowing the district to run a line through his property. However he says the issue is more complicated than just running a line to service the two lots. “I would like to see a system that included everyone (in that area) and become a proper

system with proper fire flows, good water pressure and good water,” said Baker. “I think it just needs to best serve the entire community not just two individuals. There are other lots that would like water as well.” The district says it has applied for a grant from the provincial government to investigate how best to bring the residents of the Moberly system onto district water and is waiting to hear if they will receive funding for the study this year. director Michael Mercer says Lake Country has taken over several private water utilities in the past but says the first step in the process is investigating the costs of a takeover as private landowners must foot the bill. “These (water utilities) are very complicated to take over. When you inherit a water utility there are all kinds of issues,” said Mercer who admitted Blue’s lot was a unique case. “This is a land-locked lot. We are looking at the most cost effective way. There are options but they are very

expensive.” For Blue, he says waiting for a study or other action on his lot is frustrating. He says he has paid to be included on the Lake Country water system and the district has been dragging its feet and adds that he he has no option other than to put his lot on the market. “I paid my money and I trusted that the district was going to get water to my lot,” he said. “It’s been completely frustrating.” newsroom @lakecountrynews.net

The District of Lake Country will be receiving nearly $280,000 from the Strategic Community Investment Fund, money that can be applied to any projects the district decides. The funding is part of the nearly $74 million being invested into communities across B.C. to meet local needs including more policing, new equipment, increased community safety initiatives, infrastructure and service delivery priorities. The District will receive nearly $58,800 in traffic fine revenue, as well as a Small Community Grant worth more than $220,800. “This funding is unconditional, and can be applied to priority pro-

Construction update The District of Lake Country has released an update on the major construction projects underway in Lake Country. This summer work is continuing on several important projects in the district. • Bottom Wood Lake Road Restoration and Active Transportation Improvements. A $1.3-million project, the improvements to Bottom Wood Lake Road are continuing with the project scheduled to be complete by the end of August. The road has had safety issues in the past but will be transformed into a well-lighted road with walkways. As the project currently sits, there are some large ditches along the road but the contractor will be filling those as project moves along. The district says the project is currently on budget. • Beasley Park and Ride Construction on the new planned parking lot

and bus stop at Beasley Park is set to be completed by October of this year at a cost of $865,000 and the district says the project is moving along well. According to the district the contractor was given a generous construction period with a substantial completion date of Oct. 30 and control over work scheduling in order to keep costs down. The district is currently working on revising the design to ensure the project will be delivered on budget without sacrificing intended functionality and quality. • Waste Water Treatment Plant Phase 3 Upgrade The $7-million upgrade to double the capacity of the water treatment plant has been underway for approximately one year and is about four months behind schedule. However, the district says the work quality is very good and on budget. A planned ribbon cutting at com-

pletion of the project is tentatively set for early September as testing of the system is currently underway. • Universal Water Metering Water crews are at work installing agricultural meters and backflow preventers in Oyama as the district moves forward with its plan to have water meters installed in Lake Country with the first phase to include agriculture users. In addition to the above projects, there are smaller projects that have recently been completed in Lake Country including the Gable Road area road restoration, Main Street sidewalk at the Kangaroo Farm, Oceloa Road pathway, Oyama Road improvements, Middlebench Road ditching and drainage, Camp Road ditching and drainage and Okanagan Centre Linear Park beach enhancements.

Local athletes head to Nanaimo

A handful of young Lake Country athletes are heading to Nanaimo this week to compete in the 2014 B.C. Summer Games. Taryn O’Neill and d Rylee Paulson of George Elliott Secondary, will compete in the track and field events at the games, which take place July 17 .to 20 in Nanaimo. The pair will be a part of a large contingent of athletes from the Central Okanagan, competing for the Thompson Okanagan zone. Twenty-six athletes will represent the zone in the track and field competition. O’Neill will compete in the 800 and 1,200 meter races while Paulson will challenge in the 1,500 metre steeplechase event. The pair competed in a qualifying meet in May and were selected to the team based on the results

Letting drivers set speed limits

“F

ast is the new slow,” declared one Toronto newspaper’s front page when the B.C. government announced it is increasing speed limits around the province. The headline picked up on Transportation Minister Todd Stone’s justification for raising limits on 35 stretches of rural B.C. highway. Stone referred to traffic studies that show portions of the highway system where the vast majority of drivers already travel at the new speeds. Stone emphasized that accident risk is not so much a function of speed, but of differences in speed between vehicles. That’s why the signs going up this summer will include a new warning for left lane hogs: “Keep Right—Let Others Pass.” For the first time, there is a 120 km/h limit on three segments of rural divided highway, parts of the Coquihalla, the Okanagan Connect-

Tom Fletcher or and a stretch between Parksville and Campbell River on Vancouver Island. Having regularly driven up and down the B.C. Interior highway system for the past 30 years, I can confirm that particularly once you get “beyond Hope,” drivers do set the speed limit. In good conditions, it’s generally about 10 km over the posted maximum, particularly in the long spaces between communities where resources to do regular speed enforcement simply don’t exist.

Improvements in the road system, and the modern vehicles that drive it, have been enormous. My last trip was in June, up the Fraser Canyon and on through the Cariboo to Prince George. The canyon offers some of the harshest road-building conditions in Canada, but even portions of that cliff-hanging, rock-and-tunnel road are getting increases from 90 to 100 km/h. There are two common assumptions about this move. One is that increasing the speed limit means people will automatically drive faster. The other is that higher speeds mean more accidents, or at least more severe accidents. The government downplayed opposition to this change, which Stone signalled last fall when he launched the public consultation. Police agencies don’t like it. ICBC officials are skeptical to say the least. ICBC’s latest rate

increase was attributed mostly to cost pressure from higher injury payouts, and it will be tracking the sections of higher speed limit to see if the number of severe accidents goes up. Speed wasn’t singled out when interim ICBC boss Mark Blucher made the case for an increase of nearly five per cent on basic insurance last fall. One reason why claims for bodily injury, pain and suffering, future care and loss of earnings are going up is that more people are hiring lawyers. Another reason is distraction, not just from mobile devices but also more pedestrians and cyclists in urban areas. Are drivers getting worse? A recent report out of Saskatchewan suggests they are. In 2013, only 48% of new drivers in Saskatchewan passed their road test. The test hasn’t changed much in the past decade, and there are more immigrants who aren’t accustomed to

highway driving, North America style. But a veteran driving instructor calls today’s new drivers “the weakest generation I’ve ever taught,” after they spent their formative passenger years watching TV or playing with game machines and other screens while on the road. “The awareness level isn’t where it was when I started 15 years ago,” Margot Podiluk told the Saskatoon Star-Phoenix. “Today’s generation, they’re so connected to electronic devices they don’t look out of car windows.” If raising speed limits is a mistake, accident statistics will soon tell the tale. My expectation is that on rural highways, speed limits are just catching up to the traffic.

A safe summer equals a great summer on land or water

s we kick off the summer season, we look forward to taking advantage of the many outdoor recreation opportunities available in Kelowna and throughout the Okanagan. In my view, nothing beats a day with a boat in the water and a fishing rod in hand. But sometimes when we’re caught up in the fun of summer with the ones we love, we forget about the dangers that exist in our forests and on our waters. o Most Kelowna residents don’t need to be reminded of the destruction that wildfires can pose, even though more than a decade has passed since the devastating

2003 fire season. But a refresher on fire safety never hurts. Grass fires are a big concern for our local firefighters. A carelessly-tossed cigarette butt can quickly turn into a significant blaze that spreads to neighbouring property or forested areas. It’s wise to ensure cigarettes are fully distinguished and disposed of properly. Careless use of campfires is another serious problem, and one of the leading causes of forest fires. Prepare your campfire by removing all leaves, twigs and other flammable material from the area. Choose a prop-

Be certain your campfire is completely extinguished before you go to bed or leave the area. Pour water on the

fire and douse the site thoroughly. Did you know there are also ways to “FireSmart” your home and agricultural land? There are great resources on the Wildfire Management Branch’s website, www.bcwildfire.ca. Check them out, to ensure you’re doing what you can to protect your property in the event of a wildfire. On our waters, drowning is a real concern. A review of drowning deaths over the past five years shows that many victims are unfamiliar with the waters involved and therefore don’t see the risk or underestimate it. Those risks can include such things as un-

expected currents, steep and sudden drop offs, or unusually high water levels because of heavy rains or late spring runoff. In a fast-flowing river, six inches of water can sweep a person downstream and two feet can carry away most vehicles. So first off, be aware of the water conditions. Check the weather forecast before heading out, and also do a visual inspection of the area. Never dive into unknown waters, and do not head blindly down a river or stream without knowing the water conditions further downstream. Ensure your out-oftown visitors are informed of the dangers as well.

Long-term effects We can’t handle the truth of childhood bullying ly less graphically. If we were ever granted comprehension of absolute truth, it would probably destroy us. One of my favourite chapters from the children’s classic, The Wind in the Willows, describes Moley and Ratty looking for a lost infant. On an island in the river, they encounter Pan, the mythical god of nature. They are stunned, overwhelmed, crushed. And then the vision fades away. Moley and Ratty can look around again, see their own familiar world once more. Author Kenneth Grahame explained, “For this is the last best gift that the kindly demi-god is careful to bestow: the gift of forgetfulness, lest the awful remembrance should remain and grow, and the great haunting memory should overshadow the lives of little animals…” That`s why, with the wisdom of infinity, truth is always somewhere on the horizon, something towards which we travel, but never quite get there. The horizon didn’t roll up as quickly when settlers lumbered across empty grasslands in ox carts. Today, we hurtle

Always supervise children anywhere near water. Preschool-aged children can drown in only a few centimetres of water, and the drowning is often silent. Proper supervision for children of this age involves always having them within arm’s length of a responsible adult. For the boating and tubing lovers out there, always wear a properly-fitting personal flotation device when engaged in these activities. It may be impossible to find a PFD and put it on, if you are suddenly thrown into cold or rough water. And as much as you may enjoy that cold bev-

My experience suggests that whenever this happens, the holders of this fragment of truth become so fixated on what they are absolutely sure of that they lose sight of the horizon. Truth that can be nailed down is like the butterfly collection in our local museum—beautiful, but no longer a mystery that can fly to the horizon. With another school year wound down, it may seem a strange time to bring up a subject often affecting our kids when they’re out on the schoolyard. But just as there is no one season for childhood bullying, there is also new evidence to suggest its effects last far longer than the school year. A new longitudinal study out of the UK followed 8,000 people for up to 50 years to determine the long-term effects of childhood bullying. Results were published last month in AJP in Advance. Being a victim of childhood bullying was associated with persistent and pervasive negative effects well into middle age. Researchers examined data concerning bullying exposure between the ages of 7 and 11 and then followed up between the ages of 23 and 50. Bullying was fairly common for this population who grew up in the 1960s with more than a quarter of subjects experiencing some bullying and 15 percent reporting frequent bullying. Victims of bullying had higher rates of depression, anxiety and sui-

Ambulance. “For almost two years, we have been exploring various options for 911 call answer services on behalf of all nine interior regional districts,” said Regional District of Central Okanagan chairman Robert Hobson, “In 2012 we were advised by the RCMP that we would be facing significant increases for provision of 911 services. After an extensive review and negotiations, we’ve recently signed a five year contract with E-Comm in Vancouver. A new lightning-caused fire at Chelaslie Arm in a remote northwest region south of Smithers was at 5,000 hectares and threatening one building by Sunday, with 10 firefighters and two helicopters deployed. The Chelaslie fire was causing visible smoke in Smithers, Telkwa, Houston, Burns Lake, Fraser Lake and Vanderhoof. Efforts continued for a second week to contain the Red Deer Creek fire that has caused the evacuation of three oil and gas camps near Tumbler Ridge. It has 160 firefighters, 12 helicopters and 31 pieces of heavy equipment building fire breaks, with plans to set controlled burns to

Further, when we become aware of bullying behaviour, we cannot hide our heads in

the sand. We must face it and do what we can to not only stop the behaviour, but also to mitigate the lasting impact it can have on victims. Researchers in this study suggest psychiatrists need to take a more active role in schools and be willing to work alongside school staff to manage the victimization that can and does occur. At least when a psychiatrist or other mental health professional is

working with a schoolaged patient experiencing bullying, it would be helpful to ensure the issue is being addressed in a coordinated fashion between the health professionals, school staff and parents. This is a preventable problem when we work together.

Wrath, Pikes alumni team up for gig at Gatzke Orchard After hosting the third annual Woodstock Revival last weekend in Oyama, Gatzke Orchard has announced its next set of musical acts that will visit the Oyama orchard. From the mid-80s to the early-90s, The Grapes Of Wrath and The Northern Pikes produced some of the catchiest and most heart-felt singles and videos to come out of Canada at that time. Although the bands shared similar values musically, they only performed on the same bill once during their heydays. Fast forward some 20 years and the guitarists from each of these bands find themselves living just blocks away from one another in Toronto. This realization led to the two of them getting together to hang out with a couple of guitars for some casual jams, and the conclusion: “This sounds good! When he moved to the Okanagan, he assessed the state of the industry locally, the opportunity for growth and realized garlic is basically at the same stage of development as vineyards and asparagus were in the ’70s. “The people who grow garlic are just selling it in bulk; they don’t sort it by quality,” he explained. “Most of it is smaller and less nutritious, under-nourished because it’s often grown so close together to just produce a lot.” Just as grape tonnage was honed to produce more sugar-rich yields, he’s striving for odoriferous perfection, cutting the amount of garlic planted in the field in half to give each plant the proper room to grow in a field he’s leasing in Glenmore. Recently, he had a group of 10 volunteers from the Kelowna Tree Fruit Project out picking for an hour to help stock the shelves and held a grand-opening at his plot off Longhill Road with a visit from the Minister of Agriculture Norm Letnick, MLA for Kelowna-Lake Country.

how fast the prairie landscape was formed. “It was an extraordinary find,” Young says of the discovery. “To find fossils from mammals in the former high, dry, land areas is extremely rare, because most of that landscape has been eroded away,” says Young. “This find is the first of its kind, and it proves to be a great indicator of time, and it has been found in a geologically significant location. This fossil represents a hat-trick of scientific significance.” Young’s research focuses on the reconstruction of prehistoric events and environments using sedimentology, stratigraphy, and geomorphology. In particular, he has been studying the landscapes in south-western Alberta and has pieced together how the land became shaped the way it is. He wonders how long it took for the region to erode, by thousands of feet, to its current elevations. It’s a question that keeps taking the UBC researcher back to Alberta’s dry lands in the Hand Hills area of the ancestral Bow River. Young discovered the bone 14 years ago, when he and Jim Burns, a paleontologist at the Royal Alberta Museum at the time, were working on a research series about ice-age prairie dogs in the Southern Alberta high hills. There were prairie-dog burrows in the ancient sand and gravel deposits, which also gave up a wealth of unrelated fossils. Rhinoceros bones had been recovered earlier, and Young and Burns found three-toed and single-toed horse teeth and large camel bones while combing the area. “We were fanned out across a slope, slowly going over the site meth-

odically, and bingo!” says Young, of finding the paleo wolverine humerus. To Young, the bone is a clue to a larger puzzle. “My tools are knowledge of the physics and principles of sediment erosion, transportation, and deposition,” says Young. “Inferences about environments are enhanced by fossils found in sediments. Fossils are also useful because life changes with time, and so the fossil record reflects the timing of events, and tells us something about the rate of change.” The wolverine migrated from Eurasia, became widespread, and then went extinct in the Americas within that time. Like the modern wolverine, it was likely a solitary scavenger with a powerful bite and a temperament to give a good

accounting of itself when faced with competition for a kill, says Young. The Plesiogulo age, when this wolverine lived, was a condensed period that Young refers to as “a short 600,000 years.” With an inland sea and deltas dominating the western interior of North America until about 50 million years ago, thousands of feet of sedimentary layers formed. Uplift of the Rockies caused terrain to shift eastward. Occasionally small isolated gravel deposits were left untouched, becoming hilltops as the river erosion continued. Young studies these gravel deposits to date the geographic formations. “When you look at the landscape there are so many questions we have yet to answer,” he says. “Simple things like

It has been added to the collections at the Royal Alberta Museum, and a cast has been made for Young’s classes at the Irving K. Barber School of Arts and Sciences.
