Samples collected at Saanich Plaza found only a three per cent prevalence of contraband tobacco, the lowest of the five Greater Victoria sites which also included Victoria High school and Mount St. Mary Hospital. About 700 cigarette butts were collected across the Capital Region. “We want a good crosssection of smokers: court houses, hospitals and schools because we’re concerned about kids having access to contraband tobacco,” Klukas said.

Contraband cigarettes are flowing freely across Greater Victoria, according to a study that traced the origin of about 6,100 cigarette butts across B.C. The study, undertaken by Western Convenience Stores Association, found 20 to 25 per cent of cigarette butts collected at Camosun College and Royal Jubilee Hospital were illegally produced. “It’s the rock bottom pricing that’s so appealing to young people in particular,” said Andrew Klukas, association president. Contraband tobacco prices are as low as 10 per cent of the cost of legal cigarettes, Klukas said. Most of the product can be traced back to Ontario or Quebec, where

The expectation was that contraband tobacco would be harder to obtain in B.C. than in other provinces. The Western Convenience Stores Association have conducted similar studies across Canada, but this marks the first study of its kind in B.C., where province-wide contraband tobacco use is estimated to be as high as 17.2 per cent. “That’s $120 million a year in lost revenue for the B.C. government,” Klukas said. It’s also higher than both Manitoba and Saskatchewan, where contraband tobacco use was thought to comprise 14 and 10 per cent of the

market respectively. Klukas said illegal tobacco is also being imported from Asia, though it’s difficult to estimate how much. “Tobacco may be light but it’s bulky,” he said. “The Achilles heel for organized crime that deals in this is the size of Canada. “With the Asian tobacco, they’re so good at packaging it to look legitimate, we can sometimes hardly distinguish them from legal cigarettes.” In 2011, the RCMP seized nearly 600,000 cartons and unmarked bags of contraband cigarettes, 2,200 kilograms of raw leaf tobacco and 38,000 kilograms of fine cut tobacco. Liam Stone looks like a natural as he steers his bicycle into the corner of the fieldhouse at Pearkes Recreation Centre for a pit stop. But he wasn’t a natural last week, or even yesterday. In fact, Stone’s attention deficit hyperactivity disorder meant he avoided learning how to ride a bike altogether until his mom found out about a special camp through Island Health. “Liam’s otherwise been too impulsive to ride a bike, he just hasn’t had the patience and persistence to be able to learn at home,” said Rosanna Stone. The five-day iCan Shine bike camp is put on for kids and teens aged five to 17 with disabilities such as autism, cerebral palsy, Down syndrome or other disabilities affecting motor co-ordination. This year, 28 people took part, many from the school-

age therapy program at Queen Alexandra Centre for Children’s Health in Saanich. The children start with a cylindrical roller in place of the back wheel, which is then switched out with a series of tapered rollers as the child becomes accustomed to the trickier balancing act each requires. Two volunteers serve as spotters for each rider. “The mechanic brings the rollers closer together bit by bit, so that soon Liam will be able to balance the bike without them,” Rosanna said. About 80 per cent of participants can ride a two-wheel bicycle independently by the end of the five-day program, said Sharon Stangeland, camp co-director and Island Health physiotherapist at Queen Alexandra. “Our bodies have an inherent ability to maintain balance, and these bikes trigger this without the children even being aware,” Stangeland said.

co-ordinating movements on both sides of his body simultaneously. “It’s a confidence thing, being able to ride a bike,” Rosanna said. “And to have two volunteers spend time running around with you for all 75 minutes of

Fire engulfs Shelbourne area home, no injuries Saturday afternoon fire causes $300,000 in damages but firefighters manage to contain flames to single residence A fire caused about $300,000 in damage to a home near the University of Victoria last Saturday, but no one was injured in the daytime blaze. Saanich Fire Department were called to the 1700block of Midgard Ave. around 12:30 p.m. for a structure fire. It took 18 firefighters, three fire engines and a ladder truck to get the fire under control, said Saanich Fire acting battalion chief Derrik Ash. When crews arrived, flames were spreading from the home’s windows to its exterior, but crews

managed to contain the fire to the single family residence. “We do know the origin of the fire. It started outside underneath a porch area,” said Mike Simpson, captain and fire investigator. One resident was home at the time and escaped safely, Ash said. At deadline, the cause of the fire was undetermined and still under investigation by Saanich Fire Department. editor@saanichnews.com

Saanich co-op housing residents fear looming federal cash crunch End of subsidy means more people at risk of homelessness: advocates Kevin Laird News staff

Saanich residents Patty Shaw and Melissa Del-Sol look back kindly on the co-op rent supplement they received when their lives were in turmoil. Now they worry their low-income neighbours could lose their homes after the federal government announced it was putting an end to operating agreements with co-op housing providers. The changes mean low- and fixed income residents in co-op housing will no longer receive rent supplements. “The most vulnerable will be affected, and could be forced into homelessness,” said Shaw, who has lived at Kailasa Housing Co-op in Saanich for more than 22 years. Shaw said most of the residents affected in her building include seniors, people with disabilities and single moms with young children. The federal government provides capital and operating assistance to co-ops through programs created between 1973 and 1991. Through the Canada Mortgage and Housing Corporation, it entered into subsidy agreements that are tied to the term of a co-op’s mortgage.

The Co-operative Housing Federation of B.C. said there are 34 federally funded co-ops representing nearly 1,200 households in the Greater Victoria area. About 400 of those households receive rental assistance. Rent support for those low-income co-op members will vanish when the operating agreements with Ottawa ends. CHFBC has launched a campaign – You Hold the Key: Fix the Co-op Housing Patty Shaw. Crunch – to convince the provincial government to fund and administer a rent supplement program for low-income co-op members as federal agreements end. It would be money well spent said DelSol and Shaw. Del-Sol has lived at Craigflower Housing Co-op on the border of View Royal and Esquimalt for six years. She needed to go on the rent subsidy program for six months when her marriage broke up and she lost her job. “I don’t know what I would have done without it,” she said. She is now self-

employed and off the subsidy. Shaw had a similar experience at Kailasa. She was living from paycheque to paycheque, often using a credit card to fill in the gaps, in order to support herself and two children. Once she got into co-op subsidized housing she was able to make ends meet, returned to school and received a university degree. “Without the assistance of the subsidy, I don’t know where I would be today. I can’t imagine my circumstances. It was pretty dire.” The federal government said it won’t continue the subsidy program, and both women fear that if the province doesn’t come up with a program, some people could end up homeless. “It’s just frightening to think of what will happen,” Shaw said Del-Sol said a co-op subsidy program is cheaper to operate than more traditional government housing programs because the program is operated by the co-op housing society. “We do all the management,” she said. “It’s not low-income housing.” Deputy premier Rich Colmen, who is responsible for housing, was unavailable for comment.

Tax revenue up in smoke The proliferation of contraband tobacco in Canada is nothing new, but it’s often an overlooked crime in the public realm. It’s no surprise to smokers, but tax revenue on legally purchased cigarettes has been steadily rising for the past few decades with an average pack now costing $10. Advocates like the B.C. chapter of the Canadian Cancer Society say the increased cost is a win-win, as it boosts government revenue while incentivizing more people to quit the destructive habit because of prohibitive cost. Kathryn Seely, the non-profit organization’s chief advocate for healthy public policies, told the Vancouver Sun in 2013 that higher prices can be particularly effective in quashing youth smoking. “The youth who are price sensitive — it can cause them to not take up the habit,” Seely said. Yet it appears more people are finding alternative ways to satisfy their nicotine habit by avoiding government gatekeeping altogether. An analysis of hundreds of cigarette butts at five sites in Victoria and Saanich found up to 25 per cent were contraband, or illegal products. Finding a thrifty supplier seems to be the easy part, according to Andrew Klukas, president of the Western Convenience Stores Association, who conducted the analysis. Klukas also pointed out 22 per cent of cigarette butts collected at Vic High were classified as contraband, which suggests teens are finding ways to avoid expensive legal cigarettes in favour of illegal products as well. A baggie of 200 cigarettes can sometimes cost only $10, Klukas said. Klukas and his colleagues have a vested interest in locals purchasing cigarettes from their retailers, but the research suggests the B.C. government may be losing $120 million a year in tax revenue to illegal tobacco dealings. That’s money going into the pockets of organized crime from elsewhere in the country and as far away as Asia, and it needs renewed focus from both federal and provincial governments. Re: Tree tally leads to new rules, (News, July 9) I’m all for bylaws that may help to ensure we have an abundance of healthy trees, as trees provide clean air needed to survive, shade, protection, habitat, food, etc. The tree loss report is most likely the result of land clearing for development, not homeowner tree removal. This should have been mentioned in the July 9 article. My issue is that the bylaws force me to be stuck with two infested Garry Oaks (caterpillars in each of the last six years and three species of caterpillars this year), which results in dead or fallen foliage and branches long before a healthy tree would shed, as well as damaging all other trees and plants on my property. Compared to the many much healthier Garry Oaks in Saanich, the two on my property are ugly. I contacted Saanich and was told that I could pay someone to slightly reduce the two trees, which I cannot afford and would not resolve the issue. As Saanich created the bylaws, it should also take responsibility to eliminate sickly trees, such

as the two trees on my property. Forestry does this all the time to ensure the health of many. Janet Cass Saanich

Pesticide ban gets thumbs up

I’d like to take this opportunity to thank two Saanich visionaries. Coun. Susan Brice and parks manager Ray Roer deserve our gratitude for getting it right when they pledged to rid the municipality

of pesticide use a number of years ago. The Municipal Hall’s front lawn has never looked better. Everyone involved is to be commended for the foresight needed to rid ourselves from pesticide bondage. My only regret is that other institutions and local golf courses didn’t follow in the Municipal Hall’s footsteps. Perhaps some day they will. David Waterhouse Saanich

Letter: Shelbourne plan a complex task The Shelbourne Valley Action Plan (SVAP) needs more than fresh ideas, it needs a fresh approach, so our most complex problems can be solved. Not only does SVAP have a weak implementation plan, it does not address climate change. The first task is making a distinction between technical problems and adaptive challenges. Technical problems can be solved with existing knowledge. Adaptive challenges require new learning, innovation and better decision making. The second task is building social cohesion, for without it, decisions will be imposed. Most people don’t fear change, they fear loss. The September 2013 Saanich

municipality commitment to win public participation is a first step. The third and most difficult task is foreseeing the future. Like Wayne Gretzky, public decision makers will skate to where the “puck” is going to be. The best have this skill. Tough problems usually don’t get solved, because of getting stuck. To get unstuck we need to acknowledge our interdependence and explore alternatives for mutual gain. This will be simple, but not easy. We need to clearly know what is happening now, emerging possibilities, and what we intend to do. We can then see past obstacles, uncover hidden opportunities, while better serving the common good. Field lacrosse players from Claremont Secondary are gearing up for the B.C. Games in Nanaimo, which starts tomorrow and runs to July 19. Dawson Gordon, Will Johansen and Josh Pickford are three of the Claremont players heading to the Games as part of Zone 6, Vancouver IslandCentral Coast. “It’s going to be fun, high quality lacrosse,” said Johansen. “Spending time with my team, playing the sport I love.” Johansen has been playing lacrosse for eight years. “I like it better than any other sport,” he said. Pickford started playing lacrosse about eight years ago as well, when his mom put him in the sport to try it out. “I ended up loving [it],” said Pickford, adding he likes the fast pace of the game. Gordon, a field lacrosse player for 10 years, said he is simply looking forward to playing lacrosse at the B.C. Games. He said it is a bit intimidating to be playing against kids from all over the province, but he’s also excited. Gordon, Johansen and Pickford are going into Grade 10 in September, but they are already thinking about playing lacrosse in college. All three recently went to California Gold, an invitational lacrosse showcase recruiting event. It is a chance for players to get noticed by college coaches as the teens plan their future beyond high school.

All three boys are involved with lacrosse teams outside of school as well, including Victoria Youth Field Lacrosse, Pacific Rim Field Lacrosse and Saanich Tigers. They also play box lacrosse, but all prefer field lacrosse. “It’s a totally different game,” said Pickford, referring to

About a hundred full- and parttime jobs are being created with the opening of a Quality Foods grocery store in Langford. Travis Paterson More than a dozen local food producers and hundreds of hungry Saanichites descended on Cadboro Bay Village July 10 for the fifth annual Local Island Showcase food market. The free food sampling event included barbecued wild salmon burgers, Central Saanich-made Indian spices, Level Ground Trading coffee, Hornby Island raw snacks, artisan ice cream, teas, jams and even fresh-cut flowers. Foodie visitors benefited from the cross pollination of vendors, as Portofino Bakery supplied the buns to Finest At Sea for the salmon sliders. Saanich locals like Kulture Frozen Yogurt were also there to woo people out of the heat. Each year, the showcase brings a summer festival feel to Caddy Bay on what would be an otherwise quiet Thursday, said Peppers Foods general manager Cory Davits. “We started this five years ago to help showcase the great products made in Greater Victoria and on Vancouver Island, and to do it in Saanich,” he said. “We started with just a few stands in front of the store, now we’ve got fresh, wild salmon served up free. We’ve got vendors contacting us ahead of time to make sure they’re on the list to be part of it.”

The sun supports all life on our planet; however, it’s life giving rays also pose dangers. The Principle danger is in the form of ultraviolet (UV) radiation. UVradiation is a component of solar energy, but it can also be given off by artificial sources like welding machines, tanning beds and lasers. UV radiation is divided into UV-A, UV-B and UV-C. UV-C is absorbed by the ozone layer and does not present any threat (man made sources of UV-C, like electric welding arcs, are very harmful to the eyes, if you do not use proper protection). That’s not true of UV-A and UV-B. Scientific evidence now shows that exposure to both UV-A and UV-B can have damaging long and short term effects on your eyes and vision. If you are exposed, unprotected, to excessive amounts of UV radiation over a short period of time, your are likely to experience a condition called photokeratitis. Like a “sunburn of the eye” it may be painful and you may have symptoms including red eyes, a foreign body sensation or gritty feeling in the eyes, extreme sensitivity to light and excessive tearing. Fortunately, this is usually temporary and rarely causes permanent damage to the eyes. Long term exposure to UV radiation can be more serious. Scientific research has shown that exposure to even small amounts of UV radiation over a period of many years may increase your chance of developing a clouding of the lens of the eye called a cataract and cause damage to the retina, the nerve-rich lining of your eye that is used for seeing. Damage to the lens or the retina is usually not reversible. The effects of UV radiation are cumulative. The longer your eyes are exposed to UV radiation, the greater the risk of developing conditions such as cataracts in later life.
