‘Expect to get caught’ by Counter Attack By MONIQUE TAMMINGA Aldergrove Star
Motorists can expect Counter Attack checkstops all over Langley this summer including this Friday night, warn Langley RCMP traffic services. “If you’re going to drink and drive in Langley, expect to get caught and dealt with according to the law,” said Langley RCMP Sgt. Gerard Sokolowski.
Impaired driving continues to be one of the RCMP’s national priorities. For the month of July, a particular emphasis will be placed on locating Langley’s impaired drivers, said Sokolowski. To that end, on Friday night the Langley RCMP will be out and visible, actively looking for people driving under the influence. Enforcement efforts will focus on several key areas. Also pres-
ent at one of the check spots will be members of Families for Justice, many of whom are people who have lost a loved one to a drunk driver. “If your summer activities involve alcohol, plan ahead for a safe ride home,” said Hilary Matheson, local ICBC road safety co-ordinator. “Arrange a designated driver, call a taxi or take transit. Share the responsibility of being the designated driver this summer to help
your friends and family get home safely.” On average, 96 people die every year in crashes involving impaired driving. Shockingly, impairment remains a leading cause of car crash fatalities in B.C. despite new, stricter laws and consequences. However, the new legislation that sees drivers lose their license and have their vehicle impounded has reduced the number of impaired drivers significantly.
A seven-month review of Fraser Health has resulted in a new strategy that focuses on cutting unnecessary use of hospital emergency rooms in favour of improved primary and community care. Health Minister Terry Lake said Wednesday too many patients in the region aren’t getting the appropriate type of care and suffering worse outcomes, compared to other peer hospitals in Canada. “When you provide that care in the community, you take the pressure off the acute care setting,” Lake said. “That helps look after your budget problem as well.” Average lengths of hospital stays are longer in Fraser, Lake said, increasing risks of picking up infections in hospital or problems like bed sores. The concept is far from new. Fraser has been trying for years to clear its congested ERs with a shift to preventative or home health care. Although Lake did not criticize past efforts, he said the time was right for a strategic “data-driven” re-examination of the issues for the region, whose staff had been too bogged down in “putting out fires.” Some of the overuse of hospital ERs instead of community clinics may be related to cultural differences among the region’s large South Asian population, Lake said. The region will get a modest infusion of extra money – $40 million in 2014/15 and $20 million in 2015/16 – to assist with opening up community care beds during the transition. Lake said the findings confirmed Fraser’s budget of $3.1 billion has been appropriate in recent years, in light of its population of 1.7 million, rapid growth rate and demographics. “It’s not a matter of dollars,” he said. Funding for Fraser is slated to climb 4.3 per cent in 2014, 1.4 per cent in 2015 and 1.2 per cent to more than $3.3 billion in 2016. The review was ordered by Lake last November, largely in response to the health authority’s inability to avoid successive budget overruns. The resulting strategic and operational plan sets out 10 priority actions for improvement. Among them is a recommendation that trauma, cardiac and stroke programs be more efficiently coordinated across the Lower Mainland’s two health authorities. Lake ruled out a full merger of the Fraser and Vancouver Coastal health authorities, but said the ministry will continue to examine whether it’s logical to carve off the Burnaby local health area and add it to Vancouver Coastal because of the significant number of Burnaby patients who go into Vancouver for treatment. Figueroa granted a new immigration hearing By MONIQUE TAMMINGA Aldergrove Star
A Federal Court judge has granted a new judicial review in José Figueroa’s bid to stay in Canada on humanitarian and compassionate grounds. On Thursday, Judge Richard Mosley wrote that the decision by an Immigration case worker to deport the Langley father of three was “not reasonable in the sense required by the jurisprudence, ie. that the decision is intelligible, transparent and justified.” “This is great news,” said Figueroa. “This is the best scenario. We are getting closer, but we have to keep on going and encourage people to write to the ministers to make the decision as fast as possible.” Since being ordered deported to his native El Salvador, Figueroa has been forced to claim sanctuary inside
his church in Walnut Grove. He has lived there for the past eight months. In that time, Canadian Border Service Agency officers check on him nearly every day to make sure he hasn’t stepped outside the church, Figueroa said. The CBSA continues these efforts, even after Figueroa was granted temporary relief by the courts on his deportation order, while his applications go through the courts. In Mosley’s decision he writes, “the humanitarian and compassionate grounds are exceptionally strong in this case.” “As evidenced by the support that the applicant and his family have received from the community.” Figueroa has lived in Canada with his wife for 16 years. All three of their children were born at Langley Memorial Hospital.
Their oldest, José Ivan, has autism but is doing well with strong support from his father and his support team. Mosley said the Immigration case manager failed to look at Figueroa’s family situation realistically. “The Delegate (who declared his deportation) found that this relationship (with his son Ivan) could be maintained long distance by way of Skype, suggesting that the separation would have no detrimental effect on José Ivan’s development,” wrote Mosley. “That is contrary to the evidence of a school resource teacher. . . the Delegate makes no reference to the evidence that stability is important in the development of an autistic child. “Her conclusion that the applicant’s wife will be able to remain in Canada and care for the children ignores the difficulties she will encounter as a single parent trying to

Mosley notes that none of the immigration officers who considered his case over the years found that
Figueroa was a risk to Canada’s security. He also notes that the case manager “unreasonably referred to the FMLN as a terrorist organization.” He also points out that the FMLN has not been proscribed as a ‘terrorist entity’ on the list maintained by the Government of Canada. While everyone appears to agree the FMLN is not a terrorist organization, nor is it considered a threat to Canadian security, Figueroa has applied to the courts to make that position official. That court case was supposed to go ahead last week but was delayed. In that case, Figueroa is asking for an official document that says the FMLN, (the current democratically elected government of El Salvador) does not appear on any Canadian list of terrorist groups. No new court date has been set.

Twelve-year-old Kelsey Hayes from Aldergrove has been selected to represent Canada at the prestigious World Hip Hop Championships in Bochum, Germany in September. “Auditions for the Canadian National Dance Team brought some of the best dancers from across Canada, vying for a position on the team to represent Canada at the World level,” states a press release from Team Canada’s National Dance Director, Bonnie Dyer. According to the release, dance is not recognized in Canada as a Sporting Event, even though many of these dancers train up to seven days a week, are as flexible as any gymnast, as graceful as figure skaters and as dedicated as any Olympic athlete. Hayes currently dances 20-25 hours a week, training in hip hop,

The Ride for Hope cruised through Abbotsford last Wednesday, stopping at the Canuck Place Children’s Hospice, Dave Lede Campus of Care at the London Drugs at West Oaks Mall. Nearly 50 cyclists, including a number of Vancouver Canucks alumni – such as Terry Bingley, Gary Nylund, Jeff Bandura, and Phil Von Steffanelli – started the 200 kilometre adventure, which started in Hope.
Bandura, of Aldergrove, was one of the original riders. “In the first year, there were 16 of us,” he said, “and now it’s grown to this event. This is about giving back to the community. It’s not about what you’ve got, but what you can give.” Abbotsford’s Nigel Thompson was one of this year’s riders. He found out about the event through his bicycle mechanic. “I love to help people, especially kids and I like to ride my bike,” he said.
Getting to combine all his interests made the Ride for Hope a great fit, Thompson said. The journey wended through the Fraser Valley and Lower Mainland, eventually landing at the Shops at Morgan Crossing in the South Surrey. The ride was developed to raise awareness and funds for Canuck Place Children’s Hospice, B.C.’s provincial pediatric palliative care provider for newborns, children and teens living with life-threatening illness and families.

Regulations on propane cannons denied By ALEX BUTLER Aldergrove Star
The blasts of propane cannons on berry farms will continue as usual this summer, as council again could not find consensus on new regulations for the controversial devices. A proposed bylaw to largely limit the use of propane cannons in Abbotsford was denied provincial approval last month, and on Monday, council couldn’t find internal agreement on a less stringent set of rules. Last year, council struggled to settle on an appropriate bylaw to regulate the audible bird scare devices, ending on a split vote for both a strict set of regulations and a revised and less severe set of rules. The city eventually decided to send the more strident version of the bylaw to the province for approval, which aimed to shorten hours of use, lessen the number of shots allowed per hour, increase the distance between the devices and neighbouring homes, kennels and livestock, and levy fees for cannon use and fines for improper use. The use of propane cannons to scare birds from crops is protected by the provincial Right to Farm Act. Guidelines are set by the province. To further regulate cannons, the city must create a “farm bylaw� that requires approval from the ministry of agriculture. On June 13, city staff received an email from the ministry, advising it would not approve the bylaw. The province said the regula-
tions dictated in the bylaw would effectively serve as a ban on cannon use in Abbotsford and suggested lessening the restrictions while allowing the city to impose fines for not following the regulations. Coun. John Smith said that to accept the loosened regulations would be to accept downloading from the provincial government, by effectively making city bylaw staff take on the province’s duty to enforce the current guidelines. Coun. Bill MacGregor read a letter from an Abbotsford resident to council, explaining that the issue is not simply with farmers who disobey the regulations, but with any use of propane cannons. MacGregor said that frustrations are growing among rural residents, and the blueberry industry must make efforts to educate and implement changes. Though she said she would like to see greater restrictions in the future, Coun. Patricia Ross urged council to pass the bylaw. She said the city would still receive complaints despite the bylaw and then council would be in a better position to call for a total ban on propane cannons. Coun. Moe Gill voted against implementing the loosened regulations, saying he disagreed with the burden it would put on farmers, as the bylaw included fees such as a $125 annual levy to use the cannons. A tie vote defeated the proposed regulations, with Couns. Smith, Gill, MacGregor and Les Barkman
voting against the bylaw and Couns. Ross, Dave Loewen, Henry Braun and Mayor Bruce Banman in favour. Council called on staff to report on efforts to start a regional starling management program, to lessen the impact of the invasive bird species on crops. The Abbotsford Chamber of Commerce expressed disappointment over council’s decision. Allan Asaph, chamber executive director, said in a news release that the chamber had spoken against the original bylaw, which would have effectively banned the cannons, in favour of a bylaw with reasonable limits that would “allow for enforcement to deal with the few chronic abusers.� Asaph said that it is unfortunate that while communities such as Langley Township have adopted bylaws to mitigate concerns, Abbotsford has not been able to implement its own rules. The new Langley law allows one firing every five minutes for a single cannon and no more than 33 shots an hour when more than one cannon is being fired by a berry farm. Escalating fines for violating the rules are set at $150 for the first offence, $350 for a second and $500 for a third and any subsequent offence. Farmers are also required to get a $125 licence each year to use the cannons. The email from the province advises Abbotsford that Langley’s bylaw is largely consistent with the ministry’s model noise bylaw and “it appears to be working well.�

VICTORIA – “Fast is the new slow,” declared one Toronto newspaper’s front page when the B.C. government announced it is increasing speed limits around the province. The headline picked up on Transportation Minister Todd Stone’s justification for raising limits on 35 stretches of rural B.C. highway. Stone referred to traffic studies that show portions of the highway system where the vast majority of drivers already travel at the new speeds. Stone emphasized that accident risk is not so much a function of speed, but of differences in speed between vehicles. That’s why the signs going up this summer will include a new warning for left lane hogs: “Keep Right – Let Others Pass.” For the first time, there is a 120 km/h limit on three segments of rural divided highway, parts of the Coquihalla, the Okanagan Connector and a stretch between Parksville and Campbell River on Vancouver Island. Having regularly driven up and down the B.C. Interior highway system for the past 30 years, I can confirm that particularly once you get “beyond Hope,” drivers do set the speed limit. In good conditions, it’s generally about 10 km over the posted maximum, particularly in the long spaces between communities where resources to do regular speed

enforcement simply don’t exist. Improvements in the road system, and the modern vehicles that drive it, have been enormous. My last trip was in June, up the Fraser Canyon and on through the Cariboo to Prince George. The canyon offers some of the harshest road-building conditions in Canada, but even portions of that cliff-hanging, rockand-tunnel road are getting increases from 90 to 100 km/h. There are two common assumptions about this move. One is that increasing the speed limit means people will automatically drive faster. The other is that higher speeds mean more accidents, or at least more severe accidents. The government downplayed opposition to this change, which Stone signalled last fall when he launched the public consultation. Police agencies don’t like it. ICBC officials are skeptical to say the least. ICBC’s latest rate increase was attributed mostly to cost pressure from higher injury payouts, and it will be tracking the sections of higher speed limit to see if the number of severe accidents goes up. Speed wasn’t singled out when interim ICBC boss Mark Blucher made the case for an increase of nearly 5% on basic insurance last fall. One reason why claims for bodily injury, pain and suffering,
future care and loss of earnings are going up is that more people are hiring lawyers. Another reason is distraction, not just from mobile devices but also more pedestrians and cyclists in urban areas. Are drivers getting worse? A recent report out of Saskatchewan suggests they are. In 2013, only 48% of new drivers in Saskatchewan passed their road test. The test hasn’t changed much in the past decade, and there are more immigrants who aren’t accustomed to highway driving, North America style. But a veteran driving instructor calls today’s new drivers “the weakest generation I’ve ever taught,” after they spent their formative passenger years watching TV or playing with game machines and other screens while on the road. “The awareness level isn’t where it was when I started 15 years ago,” Margot Podiluk told the Saskatoon StarPhoenix. “Today’s generation, they’re so connected to electronic devices they don’t look out of car windows.” If raising speed limits is a mistake, accident statistics will soon tell the tale. No point in complaining Editor: Do I complain about my neighbour’s blueberry cannons? No. Does he move his 3 triple-shot cannons and 1 AV Alarm every four days or at all? No. Does he use other devices before using cannons as a last resort? No. Does he only use cannons when birds are present? No. Does he have a bird predation management plan? Most likely no. All of the above are some of the requirements of the province’s ABSD guidelines. If he wanted to he could, as allowed by the guidelines, use 13 triple-shot cannons (one every five acres) all blasting on different timers every five minutes. Why would I take the chance he would up the use of cannons if a complaint was made about him? That’s why I won’t complain and that’s why you don’t take province controlled guidelines, that for years we’ve been saying don’t work, and put them into a province-controlled city bylaw hoping they will work. Thinking of our future Editor: Re: Star letter, “Opponents need to think about future.” I am an opponent and I am thinking about the future for my children and theirs. A future where there is abundant clean water to drink and clean air to breathe. These are the first things we lose when big oil and gas are allowed to run away with development for the sake of profit. If Canada becomes an energy supper power will I personally benefit in any way? Will the auto fuel price and home heating cost go down? No, we will be forced to pay world prices for our own oil and gas. Gertie Pool wrote about the development of the Trans Canada Highway and the Canadian Pacific Railway. These great projects were completed because they served all the people of Canada, not just a few that will enjoy enormous profits at a cost to all of us in one way or another. About a stable oil supply, well it seems we have a surplus to a point that we have to export it to other countries at a huge risk to British Columbia. I’ve got an idea. Why not sell the gas to Canadians; it’s ours in the first place. Because there’s not enough profit in that. Coastal spills are impossible to clean up and the compensation is yet to be fully paid to the fishing communities that lost so much. That will happen on our coast and just imagine getting to, stopping and cleaning up a spill in the mountainous wilderness of the interior of B.C. If we keep pumping oil the day will come when the oil runs out and there is not enough time then to develop these new energy sources. What then? Think about the future. John Winter, Langley

Valley dikes too low to withstand major flood By JEFF NAGEL Aldergrove Star
Most Fraser River dikes upstream of Langley should be built higher to withstand the potential for more severe floods that are now expected more often. That’s the finding of a new report released by the province that recalculated the appropriate height of 15 dikes from Mission to Hope based on the latest changes to the river’s channel, which constantly shifts due to sedimentation, erosion, the effect of bridges and other factors. “Most of the dikes were found to have inadequate freeboard and are at high risk of over topping during a design flood event,” the report said, noting only the Matsqui B dike met the latest requirements. The analysis didn’t look at City of Chilliwack dikes, which were the subject of a 2013 update. Many of the Fraser Valley dikes were first built in the 1970s and 1980s to design standards that have since been revised using new data from the 2012 freshet. A second provincial study projects large floods on the lower Fraser River will be worse and strike more frequently as a result of sea level rise and climate change. By the end of this century, the report said, a 50-year flood could be similar in magnitude to floods that have occurred only every 200 to 500 years previously. A moderate climate change

If climate change is intense, the report indicated, the 50-year flood could instead be worse than the more severe flood of 1894 and close to what would until now have been considered the 1,000-year flood. The underlying climate change projections “are subject to large and unquantifiable uncertainty,” the report said. The analysis was conducted by the forests ministry’s flood safety section and Northwest Hydraulic Consultants. It also outlined three scenarios for an extreme flood of the lower Fraser. The first is widespread Interior rainfall on snow in the
watershed north of Hope – the scenario that caused the record flood of 1948 that inundated low areas of the Fraser Valley. Another threat is the potential for a landslide to temporarily block the river or one of its tributaries and then release an “outburst flood” that could devastate communities downstream. A slide in 1880 blocked the Thompson River and quickly formed a 14-kilometre long lake, but it drained gradually avoiding an outburst flood. The geologic record shows outburst floods triggered by slides have happened in the Fraser system, but researchers found no indication of how large they were. Another extreme flood risk is dam failure. BC Hydro has two dams – Lajoie and Terzaghi – that hold back the Carpenter and
Downton reservoirs for power generation on the Bridge River, which flows into the Fraser near Lillooet. “A breach of the upstream dam, causing subsequent failure of the downstream dam, would result in a catastrophic flood at Hope significantly larger than the estimated 10,000 year return period event,” the report said. “The time to the flood peak at Hope would be about 11 hours following the start of the breach.” MAJOR FRASER RIVER FLOODS June 2012 - Peak flow 11,700 cubic metres per second. Damaged or destroyed 2,000 homes and resulted in the evacuation of 16,000 people. 1894 – Largest flood of the Fraser on record, with an estimated flow of 17,000 cubic metres per second, caused flooding from Harrison to Richmond. Damage was less than 1948 because of sparser development. Future – New estimates suggest that by 2100 the 50-year flood will have flows of 15,500 to 17,100 cubic metres per second, depending on the severity of climate change, instead of 13,400 historically. 200-year flood flows would be 18,100 to 20,800 under the model, instead of 15,200 historically.

CUPE support staff working at the Langley School Board office have been forced to cross the picket line to pay their bills, including mortgages. Teachers have been picketing the Langley school board office daily in July, and it has at least one CUPE staff member asking why they would put fellow union members in financial hardship when school isn’t even in session. There are approximately 30 CUPE support staff who hold year-round positions at the school board office, as well as the senior management staff. The Langley Teachers Association and the executive of the Langley CUPE unions have urged support staff to honour the picket line. “Why expect us to give up two months’ wages during the summer when no teachers are working?” said Sharon Welsh, supervisor of office services at the board office. “I for one cannot afford to lose any more money. In the meantime, the LTA is organizing a public forum on Wednesday, July 16 at the Langley Golf and Banquet Centre where a panel will answer questions about the ongoing dispute. “There is a lot of confusion out there,” Chaddock-Costello said. While speakers from the BC Federation of Labour, BCTF and the Canadian Centre for Policy Alternatives are confirmed, they are hoping Langley’s MLAs and trustees will be there too.

Seniors Games short of cash By DAN FERGUSON Aldergrove Star
Donor fatigue has hurt the 2014 BC Seniors Games, forcing organizers to seek financial help from both Langleys. Milt Kruger, president of the Langley 2014 B.C. Seniors Games Society, said it has been “very difficult” to secure local sponsorship in the wake of the 2013 BC Special Olympics Summer Games and the 2010 BC Summer Games, both held in Langley with support from local businesses. “Our fundraisers are finding that our local business community is showing signs of fatigue with respect to the sponsorship of major events,” Kruger said in a letter to the Township and City councils asking for help to cover an projected $75,000 shortfall. The society was asking for $60,000 from the Township and $15,000 from the City in the form of a cash advance, which could be partially refunded if more sponsors are found. The most recent Seniors Games in 2013 were underwritten by the host city of Kamloops through their “Tournament Capital” sports tourism initiative, Kruger noted. On Monday, June 9, both Langley councils approved the bailout. At the Township meeting, Councillor Bev Dornan was one of several who spoke in favour of the cash advance, saying “we should be there to help them [the society] get through these diffi-
cult times. At the Langley City meeting, Councillor Gayle Martin said it was “very disappointing that some of this could not have been seen when the board of directors were putting their budget together.” The latest contributions bring the esti-
mated total donated by both Langleys to almost $200,000, $152,000 from the Township and $27,000 from the City. That doesn’t include the cost of cutting rental rates in half for Township facilities like the Langley Events Centre. The thousands of ath-

An air quality advisory was issued Sunday evening for eastern parts of Metro Vancouver and the Fraser Valley. Metro Vancouver officials said the advisory was issued because of high concentrations of ground-level ozone that are expected to persist for a few days. Residents in affected areas are urged to avoid strenuous outdoor activities in mid-afternoon, when ozone levels are highest.

In April 2014, the Government of Canada announced plans for infrastructure improvements to the Aldergrove port of entry (POE), including additional primary inspection lanes, a dedicated NEXUS lane, a larger traveller processing facility and a commercial examination warehouse. These improvements are part of the Aldergrove Redevelopment Project which supports the Canada Border Services Agency’s (CBSA) commitment to expanding and modernizing POEs in the Cascade Gateway region.

Aldergrove Festival Days President Karen Long said, “As this year’s theme is ‘Tractorfest’ we are hoping to provide our attendees at the Fair with a ‘Rainbow of Tractors’ to see and learn about. If you have a business that deals with tractors and farm machinery and you would like to ‘show off your stuff’ we can offer you a space for your machinery, where you are welcome to display your signage and have someone attend to answer questions and provide educational material. And if you would like to make a donation for this opportunity, it would be greatly appreciated.” The Fair starts at 6 p.m., Friday, with a Car Show’n Shine, food, music and more activities. On the Saturday and Sunday there will be fun for the entire family with entertainment, rides, food, and great things to see and buy throughout each day. The Aldergrove Fair Days Parade returns on the Saturday at 10 a.m. Saturday’s opening ceremonies also include the presentation of the Hilda Reddick Volunteer of the Year Award and the Bev Gold Youth Volunteer Award. There is nothing that truly says “Country Fair” better than rows of prize exhibits of sewing, gardening and other crafts that demonstrate the skill, the enthusiasm and the country pride of the exhibitors. The 17 page Aldergrove Fair Exhibits Entry Book lists all the sections and categories adults, youths and preschoolers may enter and offers a sneak peek at some
great events offered in 2014. It is available online at: www.aldergrovefairdays.com. “We are working on some new events this year,” said Long. “We will have a Garden Tractor Pull alongside the Antique Tractor Pull, and the Fraser Valley Antique Farm Machinery society will be demonstrating threshing on both days of the Fair. We are also adding Zucchini Races — Mike Robinson is building a track and fairgoers will decorate their zucchinis and put wheels on them for races down the track.” See the schedule on following pages, so you can take in the Agricultural Exhibits, Antique Tractor Pull, Extreme Lawnmower Races, World Fast Draw Championship and Air Pistol demonstrations, Chili Cook-off Contest, Hay Rides, Kids Zone, Reptile Guy, the Westcoast Amusements carnival rides, and on Sunday only, the Cowboy Church and Pet Parade among other entertainment and activities. Welcome to the 102nd Aldergrove Fair Days! Canadian Fast Draw Championships The sport of Fast Draw puts men and women of all ages up against modern electronic timers. All shooters, wearing western-style attire, using singleaction six shooters which are loaded with blanks only, must draw them from holsters and fire at random balloon targets. Timers separate winners of various divisions. The first Canadian Fast Draw Championships were held in 1968 in New Westminster, BC during their WILD WESTMINSTER DAYS and hosted by the Thunderbird Fast Draw Club. Burnaby’s Karen Robinson was the first Canadian winner of the championships. Several Canadian Championship titles have taken place in such as Paterson Park Raceways, the PNE, and at Langley Rod and Gun Club. The Championships moved to Alberta, where the Benedictson family hosted them for years. Back to BC, and thanks to sponsors like the Langley Township for the last 6 years, and steady donors such as Frontier Gunleather, Guns of the Old West and Canadian Firearms Journal

Community Service Award Presentations Hilda Reddick Community Service Award The late Hilda Reddick lived with us in Aldergrove for only a few years where she ran a small shoe store in the Aldergrove Mall. Her fierce dedication to so many organizations epitomized community spirit and service. This award recognizes an adult who lives or works in Aldergrove, for their outstanding service to our community without regard for their own
personal gain. In 2013 we were proud to honour Myrtle Clift. This year’s award will be presented as part of the opening ceremonies at 1:30pm.
Bev Gold Aldergrove Youth Volunteer Award For youth volunteers between the ages of 13-18. “Mr. Flowers,” as we best remember Bev Gold by, was well known to the Aldergrove Community for spending many hours delighting
and brightening countless children and adults with his wonderful balloon creations. He always had a smile on his face and a joke to share. Bev had a heart of “Gold” and a love of life. May his commitment to youth be an example to the youth of Aldergrove to celebrate and embrace. Our 2013 Recipient was Alexandria Kwiatkowski. While 4-H has changed and evolved since its start in 1914 the impact of the program on our young people is as relevant today as it was back then. The 4-H program aims at developing the whole person. Part of this development involves learning how to communicate effectively. One of the four activities in the 4-H Communications Program is Speak and show. Speak and show is a presentation that can be a demonstration or an illustrated talk delivered by one member. Junior members aged 9-13 perform 5-10 minute presentations and senior members aged 14-19 perform 10-20- minute presentations. Top Junior and Senior Member Speak and Shows from each 4-H club in the Langley District on will be showcased on Saturday.

Competition will be divided into three coed youth divisions (13/14U, 15/16U, and 17/18U) as well as two coed adult divisions (Recreational and Competitive). Glover Road will be closed at the CN rail crossing in Fort Langley on Wednesday, July 30 from 7am to 5pm. The closure is required to enable CN crews to repair the concrete crossing panels and to modify the elevation of the tracks at the crossing. A detour route is noted below.

Paul was born in Arzene, Italy on September 25th 1925 to Lucia Maniago and Basilio Fabris. Following a long courageous fight with pancreatic cancer, he passed away in Hospice June 29th 2014, surrounded by his loving family. As a young man, Paul played soccer in Italy and France, before immigrating to Canada in 1949. He was a member of the Westminster Royals soccer club, participating in four Canadian Championships and winning Gold Medals in 1953 and 1955. In Vancouver he met his wife Clara, to whom he was married to for over 61 yrs. Sadly she predeceased him in August 2013. Survived by children, Ramo Fabris, Mira Evens (Greg), Rosemarie Fabris (Jamie) & Maxine White. He is also survived by his grandchildren, Diana (Jaap), Michele, Sara, Michael (Andrea), Carla and Stephanie as well as great grandson, Emil & twin boys expected in August. Paul is also survived by his sister Teresa, sister-inlaw Louisa & many nieces and cousins in Italy and Canada. Also survived by his friend & dancing partner, Evelyn Schober. Predeceased by his brother Angelo, son in law, James White & infant grandson Matthew Evens. Paul was an avid fisherman, loved gardening & dancing, but his greatest love was his family. Celebration of life will be held on Friday July 18th 11:00 AM at the Roma Hall 940 Ewen Ave, Queensborough. Special thanks to Dr. P. Methven, Dr. R. Winston, Dr. M. Adamson, Dr. A. Joshi & the nursing staff at Peace Arch Hospice for their care. Donations may be made to the Terry Fox Foundation. Forever fishing in the day, dancing at night…
