SURVEY OF METRO VANCOUVER COMMU NITIES SAYS LOCAL RESIDENTS PAY THE LEAST D AN F ERG U SO N Ti me s Re po r t e r
Residents of Langley Township pay the lowest taxes of any Lower Mainland community, according to a new survey that calculates how much money an average homeowner directly pays their municipalities. The Township had the lowest municipal tax, by dollar amount, of 16 Metro Vancouver municipalities in 2014, according to a survey prepared by staff at the District of Maple Ridge. The report to the district mayor and council shows the amount an average single family homeowner was billed by the Township this year in municipal taxes was $1,754, a number that does not include utilities, transit and school charges. Langley Township taxpayers also paid the least in 2013 and 2012, the report says. The survey does not include figures for Langley City, but applying the same approach, a Times analysis shows the average single family house in the city would pay was $1,797, making the city second lowest of Metro municipalities. Third lowest municipal taxes were paid by Surrey single family home owners at $1,802. Pitt Meadows was fourth lowest at $1,835, Mission was fifth at $1,842 and Maple Ridge was sixth at $2,041. The average municipal tax bill, again not including utilities and
other charges like transit, was $2,267. The biggest tax bite of any Metro municipality, $3,761, was taken by West Vancouver, which also happens to have the highest average assessed house value at $2.1 million. The average value of a Township single family homes was $524,021, while it was $462,557 in Langley City and $647,927 in Surrey. Complete rankings, lowest municipal tax bill to highest: 1. Langley Township $1,754 2. City of Langley $1,797 3. Surrey $1,802 4. Pitt Meadows $1,835 5. Mission $1,842 6. Maple Ridge $2,041 7. Port Coquitlam $2,048 8. Richmond $2,113 9. Delta $2,168 10. Burnaby $2,184 11. Coquitlam $2,244 12. North Vancouver City $2,252 13. North Vancouver District $2,485 14. New Westminster $2,534 15. Vancouver $2,541 16. Port Moody $2,674 17. West Vancouver $3,761 Note: the amounts shown only cover the municipal portion of taxes. For the purpose of comparison, they are solely based on average single family home assessed at 2014 values and do not include utilities, transit and school charges.

Minister of Public Safety and Emergency Preparedness Steven Blaney and Langley MP Mark Warawa unveiled plans for a $17.7 million reconstruction of the Aldergrove port of entry last April. Work on the project will begin next week, closing a section of Zero Avenue for 18 months.
Zero Avenue to close near Aldergrove crossing for next 18 months SECTION OF ROAD WILL SHUT DOWN FOR CONSTRUCTION OF NEW EXPANDED FACILITY D AN FERGU SO N Ti m e s Re po r t e r
The section of Zero Avenue that runs west of highway 13 to the Aldergrove border crossing will close down on July 28 for 18 months. Traffic heading south to the border on highway 13 will be redirected to a new crossing. The date was confirmed in a Monday (July 14) memo from the Township of Langley engineering division to mayor and council. The shutdown will accommodate the $17.7 million reconstruction of the Aldergrove port of entry that was announced in April. The Canadian Border Service Agency has scheduled a public information session on Wednes-
day, July 23 from 5 p.m. to 8 p.m. at the Aldergrove Alliance church at 26291 28 Ave. The memo said representatives from the provincial ministry of transportation “will be in attendance to present an improvement concept for the intersection of Highway 13 at 264 Street.” The $17.7 million overhaul of the buildings and road access to the Aldergrove port of entry was announced April 14 by Minister of Public Safety and Emergency Preparedness Steven Blaney and Langley MP Mark Warawa. Warawa said the decision was the result of “seven to eight years of work to make the Aldergrove crossing, a strategic location, work to its full potential.” Blaney said the aging Canadi-
an Border Services Agency building at Aldergrove “would be gone in 18 months,” replaced by new structures that would serve “two new commercial lanes and five travel lanes, with the potential for up to eight in the future.” The project also includes a Nexus lane and a new commercial examination warehouse. The Aldergrove border crossing project includes an expansion of Highway 13 to four lanes. Access from Zero Avenue would be eliminated, something some south Aldergrove farmers are unhappy with, because Zero Avenue currently provides farm machinery access to working farms on both sides of the highway. - with files from Kurt Langmann

Golden Ears tolls climb CROSSING RATE HIKES TOOK EFFECT JULY 15 PHIL MELNYCHUK Black Press
Just when you got used to paying $6 to cross the Golden Ears Bridge there and back, the tolls are jumping again. Starting July 15, the price for a transponder-equipped car jumps a nickel to $3.05, and by another dime to $6.10 for small trucks. If you don’t have a transponder for your car and are not a registered video user, the toll goes up a nickel to $4.30. The yearly increases aren’t causing Maple Ridge or Pitt Meadows residents to find another way to get to Surrey or Langley, said Sany Zein, director of infrastructure with TransLink. “We don’t find the annual CPI adjustment is affecting the crossing over the bridge.” Zein said the average number of daily crossings over the Fraser River, in both directions, is now 31,000. Zein said that number, for the first six months of this year, is about four per cent higher than for the same period in 2013. In the last two years, the number of crossings has jumped a total of about six per cent. “We’ve seen about 30 to 40 per cent total growth since we started on the bridge,” Zein said. This July marks the fifth anniversary of the opening of the Golden Ears Bridge, an $808-million replacement for the Albion ferry that was shut down within weeks of the bridge opening. Tolls charged on cars, trucks and motorcycles bring in about $39 million a year to TransLink, which is then paid to Golden Crossing General Partnership, owned by Bilfinger Berger, the
construction company that built the bridge. As well, TransLink pours in another $35-million to $40 million annually from its general revenues to Golden Crossing partnership to top up the payments. The six-kilometre bridge will be paid off by 2041. Zein said the numbers reflect a different reality after the great recession of 2008 changed the economic landscape and steep jumps in the price of gasoline cut back on the number of people driving over the bridge. According to Statistics Canada, gasoline prices jumped from 86 cents a litre in 2004 to $1.21 a litre in 2008. TransLink’s original projections, made around 2004, anticipated there would be 50,000 daily crossings of the bridge five years after it was built. “When the Golden Ears Bridge opened in 2009, we were in a different economic reality,” Zein said. But after reconfiguring forecasts in 2012, the numbers are more accurate. Costs of running the bridge and using it are presented up front to users, he added. The bridge was the first tolled structure in Metro Vancouver and has now been accepted by communities on both sides of the river as a user-pay model. The Port Mann Bridge, which opened in 2012, is the second tolled structure. Maple Ridge mayor Ernie Daykin said it may still be too early to predict the effects of the Golden Ears Bridge on his municipality’s development. Ten years from now, analyzing the bridge’s effects might
be easier. Daykin cited a restaurant owner who said he now gets customers from Surrey and Langley. Someone else he knows says he bought a nice home in Maple Ridge and said he’d pay bridge tolls for 20 years and still not make up the difference he’d have paid for a house in Surrey. And it was always understood that toll revenues alone wouldn’t be enough to pay for the bridge, although TransLink didn’t expect they’d be as low as they are. “We knew it was going to be a toll bridge from the get-go,” Daykin said. He understood that no one wants to pay more. “I get it, a nickel is a nickel.” Without such regular increases, it will take longer to pay off the bridge. He still says TransLink should try to offer fare discounts at offpeak times to draw more motorists. TransLink experimented with that briefly a few years ago, but the cheaper tolls didn’t bring increased use. However, “Do it for six months to a year,” Daykin suggests. And maybe motorists could buy monthly passes. Some motorists have to cross the bridge three or four times a day. “I think 10 years from now … I think that it will continue to roll out to benefit Maple Ridge and Pitt Meadows. “It has to. It just makes access that much easier.” Daykin said he was willing to look at universal road tolls or mobility pricing, but only if TransLink’s property or gasoline taxes are scaled back in return.

Township considering dog protection bylaw REGULATION WOULD LEVY FINE FOR LEAVING ANIMALS IN HOT VEHICLES

A bylaw that would ban leaving dogs in hot vehicles is in the works for Langley Township. Councillor Steve Ferguson made the call for a ban and a fine at the Monday afternoon meeting of council. It was approved by unanimous vote. The next step is for Township staff to review what other municipalities have done about the issue and report back to council. Currently, the Township has no regulations that would apply to leaving dogs in overheated vehicles. “We don’t have anything,” Ferguson said. He said the need for a Township bylaw is obvious following the deaths of six dogs in May who expired from heat exhaustion after being left in the back of a dog walker’s truck. The incident was first reported as a theft in Langley by the dog walker before the deaths were admitted. “It was a sad day for Langley,” Ferguson said.

Steve Ferguson won unanimous backing from council to begin work on a bylaw that would punish people who leave dogs in vehicles during hot weather. Township staff will research what other communities are doing. Langley City has had a dog protection bylaw on the books since 2006. In the city, a person can be fined $100 if a dog is found in a poorly ventilated vehicle on a hot day. In June, Surrey approved a bylaw that would fine people $500 for leaving a dog in a hot car. While there is no bylaw
against the practice, if someone spots a dog in apparent distress in a poorly ventilated car in hot weather, Langley animal shelter manager Sean Baker says witnesses should call the Langley Animal Protection Society or the RCMP and steps will be taken. - with files from Monique Tamminga

Question langeytimes.com
It is time to end the farce that has become the José Figueroa deportation case. Federal Court judge Richard Mosley has declared the decision by an immigration case worker to deport the Langley father of three was not “intelligible, transparent and justified.” He’s ordered a new judicial review in Figueroa’s bid to stay in Canada on humanitarian and compassionate grounds. It is good news, of a sort, but it means Figueroa must continue to live in sanctuary in a church while he waits for a ruling. There is no need to drag this out any longer. All that is required to end it is for some person with the necessary authority to simply concede the obvious, that Figueroa is not and never has been any kind of a threat to Canada. That a mistake was made when a case worker ruled Figueroa should be deported for belonging to the left-wing Farabundo Martí National Liberation Front (FMNL) when he was a student in El Salvador. The bureaucrat in question decided that the FMLN was a “terrorist organization” under hastily drafted post 9-11 definitions that attempted to tighten security in the wake of the twin towers tragedy. Yes, the FMLN was trying to overthrow a government, a sadistic and violent right-wing military dictatorship responsible for the murders of thousands. And it succeeded, after an often-violent civil war that ended when the FMLN had won enough military battles to force a negotiated peace agreement. The government lawyers who want Figueroa deported have been unable to produce evidence linking him to acts of violence. After the fall of the dictatorship, the Farabundo Martí National Liberation Front ran as a political party and won election. The FMLN have been recognized as the legitimate government of El Salvador by the Canadian government. The same government that is allowing its minions to persecute a man for supporting that very same organization. There is no practical purpose to be served by sending José Figueroa back to El Salvador other than a bloody-minded refusal by the powers that be to admit a mistake. Enough is enough.

Soak up summer they
It’s hot. There’s no doubt summer has arrived in earnest this week, sending temperatures near record levels across the region. Many of us have sought solace as we can. Snapping up fans and mini air conditioners off the shelves. Heading to the beach or the local outdoor pool. Heck, even dipping our feet in a bucket full of ice water. Whatever works. Some of us are lucky enough to get out of town for a while, camping or holidaying near the ocean or a lake where we can cool off. The rest of us, those in town out of choice or necessity, may be tied to our usual routines and responsibilities. If possible, this is a good time to break out a little. Forget the routines, let the dishes wait, put the projects around the house on hold. This kind of weather is only here for a brief stretch. We’ll be back to wet and cool before we know it. By drinking our fill of what we’ve been given today, we might—just possibly—be a little more able to savour those romantic, drizzly West Coast days that come in earnest by November. Head down to the beach with a basket of food and a blanket after work to savour the sunset. Invite some friends over for a barbecue, or meet them in one of our fantastic local parks for a picnic. Go to the fireworks, the festival—whatever strikes your fancy. Summer’s here. Embrace it. – Burnaby NewsLeader

Articulate young writer to be commended Editor: This is an open letter to both Brandon Southern, a Grade 11 student whose original letter was published in The Times on June 17, and Alexia Anastasiou whose letter was published in The Times on June 26 . Brandon, I read your letter with increasing respect as your writing and turn-of-phrase made clear that you have been an attentive student as evidenced by your English skills. Your abilities to express yourself will serve you well in your future. In these days where most communicate via text, tweets and email, often in an ‘individualized shorthand’ where English
structure is dramatically diminished, it is encouraging that persons like yourself are still out there and looking after the language. Thank you. Alexia, I’m sure that between Brandon, his parents and his teachers there has been plenty of effort expended to bring Brandon’s English skills to the level he so aptly demonstrated in his contribution to The Times, letters page. As much as I acknowledge and praise Brandon for his writing abilities, I do likewise and equally for both his parents and teachers. However Alexia, I wonder if you
appreciate the position in which you have now placed Brandon? This young man took time to express his thoughts and feelings as he saw them to encourage ultimately the affected sides moving together to resolve their issues. The present situation, we all agree, cannot continue endlessly or could possibly be considered as ‘best for the students’. I do agree that young persons like Brandon, and particularly those completing their high school education this year, are suffering extensively. I further agree that teachers need to be supported adequately
in both financing the classroom and teacher’s salaries. Yet, I see your response ‘at’ Brandon as excessive and misdirected. I have increasingly noticed BCTF members embroiling children into their very adult dispute with the provincial government. Perhaps I am unique, but I see this sort of activity as inappropriate. Disputes between adults should not engage or otherwise capture children in their actions. And frankly, this to me includes, for example, having children carry on-strike signs on the picket line. Deeds such as this twist the
point of the strike, and the position of the appropriate players, to such an extent that credibility is diminished, or lost, as the image of such behaviour appears unfitting, contrived and disingenuous. After all, children placed in such position haven’t, in most cases, an understanding of nor do they care about the dispute; they are pawns for the purposes of optics. Nonetheless, I do respect both mentioned previous writers for their opinions, and that they took the time to share them with us all. STEPHEN ROSS,
Finally, some common sense in José Figueroa’s court case Editor: Finally, a federal court judge with the common sense and sufficient understanding of life to point out the stupidity, insensitivity and complete ignorance of international affairs shown by the CBSA immigration case worker who ordered Jose’ Figueroa deported in the first place. Shame on the CBSA, which has officers still checking on Figueroa nearly every day to see that he hasn’t a place of sanctuary. More shame on the CBSA staff that they carry on insisting that the FMLN is a terrorist organization while their
Hockey not the ‘beautiful game’
employer (the Federal government) does not list it as such, and the FMLN is the current democratically elected government of El Salvador. More shame on the CBSA delegate who ordered the deportation in the first place, who thinks and insists that Figueroa could carry on a satisfactory father/son relationship by Skype, and concludes that “the applicant’s wife will be able to remain in Canada and care for the children (by herself).” What a blatant ignorance of reality. How sad that Figueroa actually needs to apply in court
Editor: Like millions of others around the globe, I enjoyed watching the world’s most popular sport, soccer, as they vied for supremacy. I am struck by some fundamental difference from Canada’s nation game of hockey. Hockey seems to have lost that desirable factor of sportsmanship. Note how the equally tough soccer players enter the game holding the hands of children; how they all shake hands before and af-
for an “official document” that says the FMLN does not appear on any Canadian list of terrorist groups. Why is the CBSA not required instead to prove a positive (that FMLN is actually on a Canadian list of terrorist groups)? How sad that some petty government people are allowed to exercise such foolish power, and make life hell for a family and their friends and supporters. How sad it is that they will probably keep their jobs after all this is resolved. MARDIE WOLSEY, SURREY

ter the game is over, and how very often they apologize to an opponent they have fouled. Hockey players, who certainly are no tougher physically, appear to be mortal enemies of their opponents and often fight to the delight of their fans. Unless it is a final there is no fraternization after the game as the losers stomp dejectedly back to their dressing room. Soccer is played for 45 minutes per
half. No rest, no time out and no time to visit the washroom as you might miss a goal. NHL hockey, which was definitely ‘Canada’s Game’ at one time as we supplied the majority of players, is now made of 50 per cent Canadians and 50 per cent from other countries. It is unfortunate that sportsmanship seems to have diminished as a requisite. MIKE HARVEY,
Editor: I can’t believe Sandra Steffan’s letter (Ghostly mayor, The Times, July 1). She does not, obviously, leave the comfort of her couch to attend community and charity functions. If she did, she could not have possibly called our mayor as invisible as a ghost. He is everywhere, and gives of his time enormously. Our mayor and council set a great example of community involvement. It’s tough to please everyone all the time, but you can’t deny the efforts of our elected officials to make our community better. One reason why claims for bodily injury, pain and suffering, future care and loss of earnings are going up is that more people are hiring lawyers. Another reason is distraction, not just from mobile devices but also more pedestrians and cyclists in urban areas. Are drivers getting worse? A recent report out of Saskatchewan suggests they are. In 2013, only 48 per cent of new drivers in Saskatchewan passed their road test. The test hasn’t changed much in the past decade, and there are more immigrants who aren’t accustomed to highway driving, North America style. But a veteran driving instructor calls today’s new drivers “the weakest generation I’ve ever taught,” after they spent their formative passenger years watching TV or playing with game machines and other screens while on the road. “The awareness level isn’t where it was when I started 15 years ago,” Margot Podiluk told the Saskatoon Star-Phoenix. “Today’s generation, they’re so connected to electronic devices they don’t look out of car windows.” If raising speed limits is a mistake, accident statistics will soon tell the tale. My expectation is that on rural highways, speed limits are just catching up to the traffic. Tom Fletcher is legislature reporter and columnist for Black Press. Environmental heroes honoured Langley’s 2014 Environmental Heroes were honoured during the Canada Day event at Willoughby Community Park on July 1. Langley MP Mark Warawa and members of the 2014 nominations committee handed out the awards. “Many Langley residents are passionate about the environment and recognize that environmental stewardship is an integral part of preserving Langley’s communities, forests, rivers and wildlife. “That’s why we started the Langley Environmental Hero Awards,” said Warawa. “These awards highlight the incredible work of Langley’s Environmental Heroes.” The 2014 Langley Environmental Hero Awards were given in two categories: individual and business/organization. In the individual category, Dianne Kask won the prestigious award for her 12 years of dedicated service to promoting the environment at Parkside Centennial Elementary School in Aldergrove. Two organizations were awarded Environmental Hero Awards: the Arboretum and Botanical Society of Langley won an award for the many hours of work spent enhancing the Derek Doubleday Arboretum. Langley’s Township 7 Vineyards & Winery is the first B.C. winery to offer consumers the ability to sample and purchase local wine at a Farmers Market. From now until Thanksgiving, Township 7 will offer tastings and wine sales at the White Rock Farmers’ Market. Township 7 has applied to be at Langley Farmers’ Market and is hoping to hear soon whether or not they have received approval to be there too. Recent improvements to provincial legislation allowing local wine, beer and spirits at Farmers’ Markets took effect on June 21. The updating was part of the 73 recommendations in the B.C. Liquor Policy review with the goal of creating new economic opportunities for local businesses and helping to complement the sales of B.C.-grown foods. B.C. joins other provinces (Ontario, Alberta, Nova Scotia and Quebec) that allow local wine sales at Farmers’ Markets. “We’re pleased to see the modernization and quick implementation of the new liquor laws. For a small business like us, an additional outlet for wine sales is really beneficial given how competitive the marketplace has become,” said Mike Raffan, Township 7 general manager. “Having access directly to consumers at our neighbourhood market is a win-win for everyone,” said Raffan. “Kudos to White Rock for being at the forefront of supporting artisan wine producers. Hopefully by B.C. Day other Farmers’ Markets will follow their lead.” With the ability to buy wine at a Farmers’ Market, those wanting to buy local can pick up everything they need to complete the dining experience, from veggies, fruit, meat, fish and dairy. The White Rock Farmers’ Market is held at Miramar Plaza at 15154 Russell Ave. and runs every Sunday from 9 a.m. to 1 p.m. until October 12, 2014. In addition to wine, White Rock Beach Beer Co and Dragon Mist Distillery are sampling and selling their beverages at the Market. Langley Farmers’ Market runs every Wednesday from 2 to 6 p.m. in the courtyard of Kwantlen Polytechnic University.
FUTURE SHOP – Correction Notice Construction at the Aldergrove border crossing
Construction au poste frontalier d’Aldergrove
In April 2014, the Government of Canada announced plans for infrastructure improvements to the Aldergrove port of entry (POE), including additional primary inspection lanes, a dedicated NEXUS lane, a larger traveller processing facility and a commercial examination warehouse. These improvements are part of the Aldergrove Redevelopment Project which supports the Canada Border Services Agency’s (CBSA) commitment to expanding and modernizing POEs in the Cascade Gateway region.
Closure of Zero Avenue Effective July 28, 2014, traffic patterns will change to accommodate the redevelopment of the Aldergrove POE and the temporary closure of Zero Avenue on the west side of Highway 13.

Ride into History July 25 & 26 Aldergrove Financial Group, Envision Financial, and Prospera Credit Union have partnered for the third time to present the Ride into History two-day event, featuring a cruise and concert on Friday, July 25 and the scenic ride and meals on Saturday, July 26. This fun, family event is a fundraiser for the Salvation Army Gateway of Hope in Langley. All the money raised will directly benefit and fund the vital community services provided at Gateway that work toward bettering people’s futures. “Friday evening’s Cruise ‘n’ Concert will kick off the weekend at the Fort Langley National Historic Site’s orchard with a concert featuring the Valley’s own Randy ‘Elvis’ Friskie and a Cruise-In for everyone to enjoy,” said Troy Gaglardi, chair of the Ride into History committee. The event organizers encourage car and bike enthusiasts alike to bring out their classics or showpieces. Donations will be accepted on site. “It’s important to recognize why we are doing what we are doing in the Langley community and the impact we are making.
“That is why we will share a special testimony at the Saturday banquet from one of Gateway’s Opportunities Program residents who is finding success in our programs,” said Les McAusland, emergency shelter and opportunities program manager. Saturday is for all motorcyclists who register for $65 online to enjoy a pancake breakfast, scenic valley ride, lunch, bike rodeo and a prime rib dinner provided by Milestones Langley. “I really enjoyed the ride last year — great people, and great food,” said Rod Peacock, president of Rev Sales & Marketing, “I was particularly impressed with the three community credit unions who are working together as major sponsors and supporting such an impactful organization, the Salvation Army Gateway of Hope. “I have already registered for this year and look forward to an enjoyable weekend.” Registration fee includes the three meals and a commemorative T-shirt and pin. Those interested are asked to visit www.rideintohistory.ca for more information and to register online.

Aldergrove Fair goes mobile With the 102nd Aldergrove Fair opening this Friday evening (July 18), organizers have launched a ‘smartphone’ version of the website designed especially for mobile phone users, to give easy access to information about the fair and the events scheduled for the weekend. “Having a tool that you can bookmark on your phone will hopefully encourage fairgoers to attend more of our events,” said fair president Karen Long.
“You can click on the various links more easily as the sizes of the icons and text are better designed for viewing on smaller screens.” “More people rely on their phones to get information these days, so we want to make it as easy as possible for folks to plan their weekend and enjoy their favourite part of this wonderful community event,” Long added. Also in an effort to take advantage of social media, the committee is challenging
Fair Supporters to change their facebook profile cover photo to the Fair Days image to promote the website and the fair. The fair kicks of at 6pm Friday with a show and shine at Aldergrove Secondary School featuring tractors (this year’s theme) — then the fair gets into full swing throughout the weekend with the parade downtown starting at 10 a.m. on Saturday. You can link to the mobile site by going to www.AldergroveFair.ca

Metrotown modern living at Burnaby’s Station Square By Kerry Vital
Anthem Properties and Beedie Living have teamed up to bring Station Square to Burnaby’s Metrotown neighbourhood. With a fantastic location, beautiful homes and plenty of amenities, it’s no surprise that people from all over the Lower Mainland are flocking to it. “Burnaby is a sought-after city to live in,” says Greg Zayadi, vice-president of sales and marketing for Anthem Properties.
“This is an incredible little neighbourhood we’re creating, and a lot of people want to live here.” The second tower at Station Square recently started sales, and it has already proven incredibly popular. The homes include quartz countertops with marble accents, stainless-steel appliances and flat-panel laminate cabinetry in the kitchens, as well as a soaker tub in the bathroom and wood laminate flooring in the living areas and bedrooms. Each home has its own generous balcony, perfect for entertaining or

relaxing and enjoying the view. Homeowners at Station Square will have access to plenty of amenities, including nearly an acre of indoor and outdoor amenity space, Zayadi says. The first and second tower will share some of their amenities, including an infrared sauna, fitness facility, entertainment lounge with a gourmet kitchen, indoor/outdoor seating and outdoor dining areas and a reflecting pool. Station Square will eventually include five towers and tons of retail and commercial space. Among the confirmed tenants are Rexall, Save On Foods, TD Canada Trust and Caffe Artigiano. There will also be direct access to SkyTrain and transit. If you choose to venture off your property, Metrotown offers plenty of options for shopping, dining, leisure and recreation, including several parks and other green spaces. You’ll also be close to Simon Fraser University and other education options. For more information, visit www.stationsquare.ca, call 604-689-3040 or stop by the presentation centre at 115-4600 Kingsway, open daily between 12 and 6 p.m.

Morningstar Homes is giving buyers the opportunity to live at the top of the world at The Summit at Grant Hill, their first project in Maple Ridge. With spacious fourbedroom homes, amazing views and 1/2 acre homesites, there is a lot to love.
Morningstar shines at The Summit at Grant Hill By Kerry Vital
You’ll be living at the top of the world at Morningstar Homes’ newest project, The Summit at Grant Hill in Maple Ridge. “We haven’t built in Maple Ridge before,” says Deborah Calahan, vice-president of sales and marketing for Morningstar. “Where else can you get a 3,900-square-foot luxury home on a ½ acre homesite for an amazing price? You just can’t.” Morningstar has long been known for its high-quality finishings and gorgeous homes, and this is certainly continuing at The Summit at Grant Hill.
“This is a really beautiful area,” Calahan says. “We’re offering big value and luxury combined – the best of both worlds – and at an exciting price!” The four-bedroom homes range from 3,840 to 3,900 square feet, with three-car garages, unfinished basements and vaulted ceilings on the second floor. “These are some of our best designs ever,” says Calahan. “We always do something new that’s specific to the neighbourhood, and add new twists.” Those twists include walls of windows that let the natural light pour into your space, and allow for some seriously gorgeous views.
“These homes are really luxurious,” says Calahan. “We’ve created new designs that address the stunning views and natural surroundings with grand foyers to welcome you, extra-large kitchens that are truly the heart of the home and elegant linear fireplaces that make a statement.” Window seats for admiring the view are included in most bedrooms, and the spalike ensuite is truly huge, with a stand-alone tub and semi-frameless five-foot shower with a seat. The master bedrooms are always spectacular in Morningstar homes, and this one at The Summit at Grant Hill is no exception. The large windows are continued here, and Morningstar is offering buyers the ability to include a master bedroom sitting room as part of their floorplan. Other possible customized options include glass hand rails on the stairs, a deluxe finished basement with a wet bar or granite island

Bright&Open Mason&Green by Polygon is the start of something new. With input from homeowners and people like you, we designed a new generation of two and three bedroom townhomes from the side-by-side parking garage on up. The result is open floorplans with more light, more living space, more storage, a main-floor powder room, and a way of life that feels just right. The result is Mason&Green.

Report shows river’s importance
FRAN K B U CH O LT Z Ti m e s Re po r t e r
A report on the Fraser River basin, presented at a conference on the Lower Fraser Valley Flood Management Program on Tuesday shows the economic importance of the river to residents of Metro Vancouver, the Fraser Valley and B.C. Chambers of commerce in the Lower Mainland have been instrumental in promoting a wider understanding of the many uses of the Fraser Basin, its opportunities and the risks ahead of it. A report commissioned by the Richmond Chamber of Commerce and supported by other chambers, entitled “The Economic Importance of the Fraser River, outlines some of the most interesting aspects of the river’s influence, and makes recommendations for the future. Greater Langley Chamber of Commerce has been studying the issue for several years, and presenting resolutions at provincial and national chamber meetings. “The Lower Fraser River is crucially important to the Fraser Valley and Metropolitan Vancouver, says the report, authored by D.E. Park and Associates. “It is one of the most economically significant waterways in Canada, and is a prime economic generator in British Columbia. The Lower Fraser is a key factor in supporting the 2.6 million population of the Lower Mainland of the province. “However, the Lower Fraser faces a number of significant challenges. If these are
not dealt with effectively and promptly, they could jeopardize future growth and could result in great damage and huge financial losses in the nearer term. The river is essential to numerous industries, including port activities, fisheries, agriculture, forest products, aggregate (sand and gravel), boating, outdoor recreation and float planes. One of the challenges they face is flooding, both from an increased river flow in some years and climate change, which makes it harder to know what to expect. “There are 300,000 people and $50 billion worth of development on the flood plain of the Lower Fraser River. These are vulnerable to the increasingly frequent extreme weather events that are projected to impact the river. In 2007, the river came perilously close to overtopping the dykes in the Fraser Valley during the spring freshet. A recent authoritative study predicts that “so-called 100-year flood events will occur in roughly four to ten year intervals, the report states. Three river crossings are badly in need of replacement. The George Massey Tunnel is slated to be replaced by a bridge, which has been announced by Premier Christy Clark. Construction will not begin until 2017. There are no specific plans to replace the Pattullo Bridge, built in 1937, although it has been mentioned by mayors in a recent transportation proposal. Meanwhile, the New Westminster rail bridge, built in 1904, remains a crucial choke point for rail traf-
fic, but there are no plans to replace it. “One of the main challenges to managing the Lower Fraser River is co-ordinating the many government and non-government stakeholders that maintain the river. At the time of writing this report, there were 15 municipal governments and 29 First Nations groups along the banks of the Lower Fraser River, and over 20 provincial and federal ministries involved in the administration of the river. The port is a key component of both the river-based economy and the provincial economy. Preliminary analysis carried out during the study indicates that the impact of port and shipping facilities and related activities for the Lower Fraser River in 2012 would have been approximately 41,500 jobs, $2.5 billion in wages, and $4 billion in GDP. The Fraser Basin Council is an example of the benefits of co-ordinating multiple stakeholders and stewards of the Fraser River. Over a period of 20 years, it has engaged the public in all regions of the Fraser River on how and what “sustainability of the Fraser River should look like. The report states that “Knowing that sustainability is best represented by a balancing of environmental, social and economic factors, and that the myriad agencies that administer unique aspects of the Lower Fraser River fall into one of these categories, the council is an appropriate organization to start a discussion in order to move forward.

Paul Lutman began cycling as a way to get in shape, but soon found a passion for the sport, so much so, that he has gotten his wife Dailene involved as well. The pair are taking part in the 2014 Prospera Valley GranFondo on Sunday. It will be Paul’s second time in the event, while Dailene is a rookie rider. Lutman raved so much about his positive experiences out on the road, that it has inspired his family. “Like typical middle-aged people, we have been busy raising a family,” explained the father of two. “My wife (Dailene) saw the benefit from what I was getting,” he said. “(And) I am not sure if she missed me because I was spending literally 15 hours a week on the bike and having a great time and telling her all the great things I was seeing, discovering what is in the Valley.” So his wife purchased a bike and will do the PrestoFondo. Lutman will stick with the MedioFondo and
the couple hope to cross the finish line together. His youngest daughter, Carrigan — she turns 18 this month — now has a bike as well, while older daughter Cassandra, 21, has asked her dad to do a triathlon with her next year. And while Lutman once thought riding a bike along quiet back roads was boring, he knows that is far from the truth. “Every day is a little bit different and it really is an entertaining way to spend a few hours,” he said. “I just wish I had found it 30 years earlier.”
The backroads of the Fraser Valley will be buzzing this Sunday as the third annual Prospera Valley GranFondo takes place. The mass cycling event — riders chose from three distances: the 50-km PrestoFondo, the 88-km MedioFondo and the 160-km GranFondo — will see cyclists start and finish at the Fort Langley Historic Site. The longest of the three routes will see riders head south through Langley’s country roads, go down along Zero Avenue, along the Sumas Prairie, up and over Sumas Mountain and then back to Fort Langley along the Matsqui Flats and through Glen Valley along the Fraser River. The MedioFondo departs from Fort Langley, goes along Zero Avenue and then back through Bradner and along the Fraser River through Glen Valley. And the PrestoFondo route stays within Langley, with a predominantly flat ride with just enough hills to challenge the riders while the enjoy the scenery. All of the cyclists depart at 7 a.m. and close to 1,200 riders are expected to take part. Following the ride, there will be food, music and other festivities at the Fort.

Play ball! North Langley set to host provincials GARY AH U J A Ti m e s Spo r t s
The road to Williamsport will first go through Walnut Grove. Seven teams from across the province are all fighting for the chance to represent B.C. at the Canadian national Little League championships in Valleyfield, Que. from Aug. 1 to 10. The winner of that tournament will represent Canada at the famed Little League International World Series in Williamsport, Pa. And last year saw Ottawa’s East Nepean break B.C.’s eight-year reign as the Canadian representative at the World Series. The Majors (ages 11 and 12) tournament, which kicks off on Saturday (July 19) and goes through until July 27, features North Langley, Little Mountain, South Vancouver, Forest Hills, Beacon Hill, White Rock and Trail. North Langley automatically qualified as the host team, while White Rock — which plays in the same district — won the district championship with a 1-0 victory on Sunday over Whalley as North Langley had also hosted the district 8 championships. The Langley All-Stars fell in the semifinals to Whalley. The seven teams will play a round-robin schedule with the top four advancing to the semifinals on July 26, at noon and 3 p.m. The championship final will be played at noon the following day. The opening ceremonies are set for noon on Saturday, with North Langley to play their first game at 2:30 p.m. The players will also attend a banquet on the Sunday at the Langley Events Centre at 6 p.m. The tournament is being chaired by Mike Fredo and he said there is a team of 50 to 60 volunteers set to serve over the duration of the event.
Silver lining for Xtreme The Langley Xtreme nearly pulled off a remarkable turnaround, ultimately coming up one game short. The 2001 U14 rep B girls softball team was competing at the provincial championships over the weekend in Delta and after a tough start — they went 0-4 in round robin and were relegated to the Silver division — rallied to capture the silver medal. Even more impressive was the fact they were the lone 2001 squad to find the podium as all the rest were 2000 teams. The Xtreme beat the South Delta Invaders 2001 9-2 in their first playoff game and then knocked off the Kelowna Heat 8-5 in extra innings to advance to the semi-
finals, where they beat Victoria 8-3. But in the championship final against the Abbotsford Outlaws 2000, the combination of heat and likely fatigue caught up to the Xtreme who were playing their fourth game in less than 24 hours. Langley looked to be in good position to win the gold medal after a 10-run fifth inning put them ahead 13-7. The Outlaws scored the game’s final seven runs to edge the Xtreme 14-13. The medal caps off an impressive season for the Langley squad, which medalled in five of the six tournaments, including four second-place finishes.

Ellenwood, Yee wearing Canada’s colours in Oregon Georgie Ellenwood will wear the Maple Leaf once again. Ellenwood, who turns 19 next month (Aug. 5) was announced as one of the 42 athletes who will represent Athletics Canada at the IAAF world junior championships, which run July 22 to 27 in Eugene, Ore. The junior level is for athletes 19 and under. Ellenwood, who finished her freshman season this past year at the University of Wisconsin, will compete in the heptathlon. The long-time member of the Langley Mustangs Track
and Field Club and graduate of Langley Secondary, has had a decorated career in her sport. At the high school level, she won four consecutive heptathlon B.C. provincial championship titles and won a total of 13 medals — including 10 gold. She has previously represented Canada at the youth (17 and under) and junior level and last summer, won bronze in the heptathlon at the Pan-American junior championships in Medellin, Colombia. Ellenwood is one of two local athletes on the Canadian roster as Trinity Western Spar-
tans’ Regan Yee will compete in the 3000m steeplechase event. And she enters the competition on a high after winning gold in the 2000m steeplechase and bronze in the 3000m at the Canadian junior track and field championships. The meet was held July 4 to 6 in St. Therese, Que. She won the steeplechase with a time of 6:38.81 and finished the 3000m in 9:29.68. Yee, who is from South Hazelton, B.C., is entering her second year with the Spartans in the fall.

Herbert, McNeill lead Olympians’ charge Stealth’s Hall gets A team of 25 represented the Langley Olympians Swim Club very well at the B.C. AAA long course championships at Victoria’s Saanich Commonwealth Place earlier this month (July 3 to 6). The meet featured four days of the top swimmers from around the province competing and the Olympians returned with a dozen medals, as well as several qualifying times for the up-
coming age group national championships. The Olympians also finished seventh overall as a team. Bailey Herbert led the way with medals of each colour — gold in the 11 and under 100 breast and 200 breast, silver in the 200 fly and bronze in the 200 IM — as well as three age group national qualifying times. She will now swim at six events at the Canadian na-
tional championships. Hugh McNeill also found the podium multiple times in the boys 11 and under division. McNeill won gold in the 200 back, silver in the 400 free and a pair of bronze medals in the 100 back and 200 fly. McNeill also won a silver and two more bronze medals in relay events. In the 12 and under 400 medley relay, McNeill teamed with Brayden Kells,
Joshua Kim and Ryan Hunter to place second. The quartet also won bronze in the 12 and under 200 medley relay. And the team of Kim, Kells, Bryce Dong and McNeill finished third in the 12 and under 200 free relay event. Renae Ledoux won gold in the girls 14/15 100 breast and Chelsea Borrowdale finished third in the 14/15 girls 100 breast event.
Hall of Fame nod
Former Vancouver Stealth head coach Chris Hall has been voted into the National Lacrosse League Hall of Fame. Hall, who stepped down after the 2014 season because of health concerns, was announced as one of the two nominees to gain induction last week (July 9). Hall coached for 12 years in the league, winning two Champion’s Cup NLL titles. He ranks third all-time with 85 regular season victories and his 11 post-season wins are fourth. Hall is still with the Stealth as a senior advisor.

Show some respect for this fleet car favourite
Chevrolet first introduced an Impala way back in 1958 and at one time, it was the best-selling car in America. The last time I had driven an Impala was in 2009. Chevrolet had given it a new flex-fuel E85 engine upgrade, so that it can accept up to 85 per cent ethanol content in its fuel. While an Impala is unlikely to be on your “dream drive” list, if you’re simply looking for an inexpensive, reliable and roomy, near-new sedan, then add it to your used car drive list. In 2010, even the base LS trim came with air conditioning, power mirrors, walnut burl (imitation) interior accent trim, cruise control, a tilt steering wheel, power windows and power locks with keyless entry and
Our Hawaii rental was an LT trim which added 16-inch alloy wheels, a leather-wrapped wheel with audio controls, CD/ MP3 stereo and a remote starter. The topline LTZ adds 18-inch alloy wheels, fog lamps, heated mirrors, deck lid spoiler, auto-dimming rearview mirror, eightway power driver’s seat, 60/40 split-folding rear seat, Bluetooth hands-free connectivity, sport suspension, electronic stability control, and a theft deterrent system.
Chevrolet added standard body-colour side mouldings to the 2011 model year Impala, and
The 3.5-litre V6 (standard on LS and LT) engine can generate 214 horsepower. Its companion four-speed automatic is smooth, competent and reliable, yet it lags behind five and six-speed units offered by competitors. Fuel consumption is still decent at 11.3/7.0 L/100 km (city/highway). The 3.9-litre (LTZ) engine can generate 240 horsepower. This generation Impala may be the last sedan to offer six-passenger seating. A drawback to having a bench style front seat is that it only provides a centre occupant a lap seatbelt. When not in use, however, the centre seatback can flip down and act as a wide central armrest with a built-in storage compartment. Although it is classified as a mid-size sedan, an Impala actually offers close to full-size room inside. The trunk is huge (527-litres/18.6 cu ft) and the rear seats flip-down to expand cargo space for long items. More than enough for our pack lunch and some beach
the OnStar system got a new Turn-by-Turn voice navigation feature. Major powertrain upgrades followed in 2012, with a

Ronald Stuart Munro
After a very fulĹľlling, adventurous life Dad passed away peacefully in Langley, B.C. Predeceased by his wife Peggy (1987) and daughter Ann (1963). Dad grew up and spent most of his life in Prince George, beginning his career as a butcher, called to service with the R.C.A.F. as a radar mechanic, then, lawyer and Ĺľnally a Provincial Court Judge. As a young man, Dad fell in love with traveling and adventure, whether it be driving to the 1939 San Francisco world fair; hopping a freighter to Australia; serving his country overseas during WW2; prospecting for gold along the banks of B.C.’s rivers; building his houses; organizing ski clubs and scuba diving around the world. It was in England he met his late wife Peggy and thus our family adventures began. Dad leaves behind his children; Cris, Neil(Gail), Pat(Chris), Judy(Luis) and Kevin (Anne), 13 grandchildren; Amanda, Adam, Sarah, Jennifer, Claire, Katie, Simon, Ben, Noah, Jacob, Madeline, Grace and Nicholas, and 7 great-grandchildren; Spencer, Cassia, Felicity, Brooklyn, Carson, Riley and Emma. We are so thankful for the gifts Dad instilled in us, especially the love of travel (‘no better education’), adventure, responsibility and independence. A celebration of Ron’s life will be held beginning with a Funeral Mass July 22 11:00 A.M., St Nicholas Parish, Langley BC. Interment in Prince George in the fall 2014. In lieu of Ĺśowers, please consider a contribution to the St. Vincent de Paul Society or a charity of your choice, in the name of Ron Munro.
