On advice from the fire chief, the Gold Pan City has a fire ban in full effect. This category one ruling keeps the City of Quesnel in line with a ban put in place by the Cariboo Fire Centre. A category one open fire ban prohibits the use of campfires and any other backyard open fires, including those in fire pits. “Public safety protection is the top priority for the City of Quesnel. By reducing the potential for person-caused wildfires, we’re meeting that goal,” Mayor Mary Sjostrom said. “Given the extremely dry conditions, it is prudent to implement this ban to ensure the safety of our community, infrastructure and, most importantly, our residents.” The ban will remain in place until the Cariboo Fire Centre has advised otherwise. Air quality The smoke advisory for Quesnel and surrounding area still remains in effect. The initial advisory, issued by the Ministry of Environment in collaboration with Northern Health, was released Wednesday morning and was still in effect as of press time. Over the past day, ministry has stated the air quality has improved in the Quesnel area. Current hourly average PM2.5 concentrations are 21 micrograms per cubic metre, and the 24 hour average is 87 micrograms per cubic metre. The advisory is being continued as smoke dispersion models suggest that there may be periods of smoke overnight or tomorrow. “Persons with chronic underlying medical conditions should postpone strenuous exercise until the advisory is lifted,” the release states. “If you are experiencing symptoms such as continuing eye or throat irritation, chest discomfort, shortness of breath, coughing or wheezing, follow the advice of your health care provider, particularly if you are elderly, have asthma, hay fever, breathing or lung conditions or if you react strongly to dust.” For more information on current air quality, see: www.bcairquality.ca

Highway 97 and Carson intersection goes two-lanes after traveller feedback AUTUMN MacDONALD Observer Reporter With a number of complaints citing confusion over signing to Prince George, Carson Avenue now has two lanes starting at the Moffat Bridge approach (RCMP building )and Carson intersection. “We tried to correct the detour issues that occurs every year due to flooding under the rail bridge,” MOT operations manager Brad Moores said, highlighting the stop sign at the Bottle Depot. “We had traffic from three different directions trying to go across the tracks, people weren’t obeying the stop sign. And during spring flooding, this intersection had some minor MVIs due to the traffic patterns.” Ministry traffic engineers then proposed to turn Legion Drive into one lane but business owners resisted and after a consultation process, which included meeting with city staff, it was decided on two-laning from Highway 97 and Carson intersection and to remove parking from set-bound traffic along Carson. The Ministry me\et with City Council when it was decided to remove the parking along Carson. “The city was informed of the changes and asked for feedback,”

city manager Byron Johnson said. “Council wanted to ensure that the Ministry conducted an adequate notification process particularly with the businesses which will be impacted. I understand this notification did occur. Council also had concerns with the loss of the parking, however the ministry was not able to address that issue. This change has been a year in the making,” Moores said. “It’s going to take some time to get used to.” New signs are being ordered and will be installed along Carson intersection notifying northbound traffic to stay to their right if PG bound. “This is all in response to concerns we’ve heard,” Moores said. “It’s for safety and clarity.”

Saturday nearly 700 visitors to Barkerville Historic Town were treated to the traditional sights and sounds of B.C.’s Central Interior First Nations communities during the National Historic Site’s first ever Aboriginal Celebration. communities as far away as Lillooet and Prince George. Saturday’s festivities kicked off first thing in the morning with an all-day presentation of Barkerville photographer C.D. Hoy’s collection of First Nations portraits from the turn of the 20th-century, and screenings of Wilds to Riches: a Cariboo Gold Rush Documentary, and Canyon War: The Untold Story. At 11:45 am a gathering of Barkerville’s costumed historical interpreters and members of several B.C. First Nations communities paraded up the main street of town before settling

in at the Kerr’s Phoenix Brewery stage for an official welcome. The opening ceremony began with a traditional blessing from Williams Lake resident Richard Duncan, as well as remarks from Barkerville Heritage Trust Chair John Massier and Cariboo Chilcotin Coast Tourism Association director and New Pathways to Gold Society First Nations coChair Cheryl Chapman (whose grandfather was an early aboriginal teamster driving stage coach from Soda Creek to Barkerville in the late 19th century). Duncan then led the gathered crowd in a

rousing and uplifting series of song and drumming demonstrations before turning the stage over to the Lhtako Dene Hoop Dancers from Quesnel. Despite recorded temperatures of nearly 35C, the performers delivered outstanding dance, drum and song presentations throughout the afternoon and the day rounded itself off nicely with traditional games for kids and Hoop Dance lessons for everyone. “Although our intent was to start small and later build upon the successes we were sure to have this season, our event organizers were

Hydro usage increases prompting tips for saving money and keeping cool

As the temperature rises, BC Hydro is seeing an increase in the overall provincial electricity load. Monday evening between 5 and 6 p.m., electricity demand peaked at 7,302 megawatts. This represents an increase of 433 megawatts over the previous Monday evening. Generally, BC Hydro sees the highest demand for electricity between 4 and 8 p.m. on weekday evenings. While BC Hydro has enough capacity available to serve the additional electricity load, the energy required to serve this increase in demand is equivalent to running four Ruskin generating stations at maximum capacity. Unlike utilities in California or Ontario, BC Hydro experiences peak load in the winter

months when people are using more heat in their homes. For the average B.C. household, about 50 per cent of home energy use over the year is for space heating, generated by electricity, gas or a combination of both. The highest hourly peak demand recorded was set on Nov. 29, 2006, when consumption reached 10,113 megawatts between 5 and 6 p.m. Six ways to stay cool that will save you energy and money With recordbreaking high temperatures around the province this week, BC Hydro is reminding customers how to stay cool and save power during this summer’s first heat wave. • Keep cool air in, and hot air out: lock out hot air during the day and open

Mitigating air advisory effects People with heart or lung conditions may be more sensitive to the effects of poor air quality and should watch for any change in symptoms that may be due to poor air quality exposure. If any symptoms are noted, affected individuals should take steps to reduce their exposure to poor air quality and if necessary see their physician. People with symptoms should go to their health care provider, walk-in clinic or emergency department depending on severity of symptoms. • Maintaining good overall health is a good way to prevent health effects resulting from short-term exposure to air pollution. • Use common sense regarding outdoor physical activity – if your breathing becomes difficult or uncomfortable, stop or reduce the activity. • Avoid roads with heavy vehicle traffic and areas with wood smoke. • Residents with asthma or other chronic illness should activate their asthma or personal care plan. • Pay attention to local air quality reports, air quality may be poor even though smoke may not be visible. • Stay indoors and reduce indoor sources of pollution such as smoking, vacuuming and use of wood stoves. • Run an air cleaner. Some room air cleaners, such as HEPA filters, can help reduce indoor particulate levels provided they are the right size for your home and filters are changed regularly.

temperatures by up to ten per cent, ensure the fan is rotating counter-clockwise. • Make laundry a breeze: hang dry half of your laundry to save up to $50 while keeping unnecessary heat out of your house. • Fire up the barbeque: cook outside to reduce the use of your stove or oven. • Keep your cool – Take shorter, cooler showers. Reduce your shower time by one minute and save $15 per person. That’s $60 for a family of four. It is with heavy hearts that we share the sad news of the passing of our son Robert Lance Culling at G.R. Baker Memorial Hospital. Lance was born and raised in Quesnel. Lance excelled at swimming and was a member of the Quesnel Aquatic summer swim club for many years. Lance was presently employed by Taseko Mines. He will be sadly missed by his parents Bob and Sharon, sister Becky McKenzie (Ron), niece Tenille, nephews A.J. and Reece, grandparents Jessie & Barry Pochay, grandmother Helen Culling many aunts, uncles, cousins, and many friends. He was predeceased by his grandfather Tom Culling. A gathering of family and friends will be held at Robert’s Roost Campground Thursday, July 24th, 1-4 p.m. Please bring your own lawn chair. Rod was born in Quesnel, BC on Feb 13th 1955, to Walter and Val Dyck. Rod was blessed with a sister, Janet. From a very early age and throughout his life Rod loved and excelled at sports, including hockey, baseball, golf and curling. He felt at home in the outdoors which led to much time spent camping, fishing, snowmobiling with family and friends. As a young man Rod left Quesnel to play junior hockey with the Vancouver Villas. His junior career continued with the Kamloops Chiefs, Penticton Broncos, Vernon Vikings, and the Medicine Hat Tigers. He then played for the Quesnel Kangaroos until leaving for South Africa in the summer of 1976 to play hockey there. While in South Africa, Rod was recruited to Morges, Switzerland, where he played for two seasons from 1976 -1978. It was in Switzerland that Rod met Patricia who shared his life for the next few years and remained his life-long friend. Rod returned to Europe in 1979 to play with EV Ravensburg Germany, performing as a player/coach in the latter years, until he returned to Canada for good in 1984. In 1990 Rod moved to Vancouver Island where he eventually called his beloved Bamfield home. Here he started a construction company and a building supply store. Rod was a skilled and talented carpenter, often generously sharing his wealth of knowledge. One does not have to look very far in Bamfield to see Rod’s hand. Here Rod met his partner, Kelley Bartlett and in 1996 they welcomed their daughter Erin into their lives’. The last 20 years of Rod’s life revolved around life with Kelley and Erin in Bamfield. Here he found purpose and joy in raising his daughter, and peace and tranquility in the beauty of the ocean and the rainforest. In later years he also found serenity on the golf course. Rod lived his life with humour, honesty and integrity. He was a practical, insightful man who was quietly effective in so many ways. He was

strong and courageous, almost seeming invincible at times – a role model to all who knew him well. Rod was predeceased by his parents Walter and Valerie Dyck and is survived by his partner Kelley, daughter Erin, sister Janet (Jules), nephews Waylon (Brooke) and Kayle as well as great nieces Jersey and Presley. A celebration of life will be held for Rod at his residence in Coombs on July 20, 2014, at 1:30pm. Arena replacement construction slated to start spring 2015 T

he Arena Replacement Project is moving forward and I would like to provide an update on the next steps in this joint project as there are some exciting things happening right around the corner. CEI Architecture will be in Quesnel next week and there will be a public open house on Tuesday, July 22 from 4 – 6 p.m. in the arena. Following the successful referendum on June 14 and sufficient funding secured for the project to proceed, a number of steps are required over the next nine months to prepare for a spring 2015 construction start. Key on the agenda is to advance the design process and revive fundraising efforts. The contract for Design Consulting Services/Prime Contractor for the Arena Replacement Project was recently awarded to CEI Architecture Ltd.

MAYOR’S MESSAGE (CEI) for a fixed fee of $1,088,000 (not including taxes or disbursements) up to a construction and site improvement value of $14.6 million and that fees for services in excess of this amount are based on 7.5 per cent. CEI will be in Quesnel on July 21 and 22 to meet with elected officials from both the Cariboo Regional District and the City, staff and the various stakeholder groups. They will be conducting another design charette with these groups and produce the design results of those meetings at the open house on July 22. As Prime Consultant, CEI will be responsible for co-ordination of the architectural,

structural, mechanical, refrigeration and electrical design as well as civil engineering and site development and landscaping. They will be responsible for providing design and engineered documents that will be approved by the jurisdiction/s having authority and will be responsible for ensuring code compliance. They will also be responsible for the interior design including furniture layout and circulation, integration of conservation and green building technology, building envelope design, the demolition of Arena 1, and the integration of Arena 2 into the overall site plan, including the need to consider options to provide refrigeration to Arena 2. Their services do not include geotechnical engineering, legal and topographic surveys, tender negotiating, cost consulting,

hazardous material surveys, acoustic design, sound system design and kitchen equipment design. The consultant plans to complete the schematic design phase by the end of this month so that we can move into the design development phase throughout the following months to October. Then there is the construction document phase which will probably go on until January, 2015. Following this, the quantity survey will be completed and we can go out to the Request for Qualifications.

The project should be tendered and awarded by March of 2015 and we anticipate that April will be the start of construction! But while it’s important to secure your home today, you will also want to help ensure it will be there for your family in the future, should anything happen to you. That’s why you’ll want to maintain adequate life and disability insurance. Know your route If you are driving to your vacation destination, you will want to plan your route beforehand, so that you can avoid time-consuming delays and detours. And to reach your financial goals, such as a comfortable retirement, you will also want to chart your course — by creating an investment strategy that is designed to help you work towards those goals based on your specific risk tolerance, investment preferences and time horizon. Keep enough gas in the tank As you set out on a road trip, you need a full tank of gas in your car, and you’ll have to keep refueling along the way. And to “go the distance” in pursuing your financial goals, you will need to have sufficient “fuel” in the form of investments with reasonable growth potential. If you only own one type of financial asset, and a downturn hits that asset class, your portfolio could take a big hit. Up in smoke

he proliferation of contraband tobacco in Canada is nothing new, but it’s often an overlooked crime in the public realm. It’s no surprise to smokers, but tax revenue on legally purchased cigarettes has been steadily rising for the past few decades with an average pack now costing $10. Advocates like the B.C. chapter of the Canadian Cancer Society say the increased cost is a win-win, as it boosts government revenue while incentivizing more people to quit the destructive habit because of prohibitive cost. Kathryn Seely, the non-profit organization’s chief advocate for healthy public policies, told the Vancouver Sun in 2013 that higher prices can be particularly effective in quashing youth smoking. “The youth who are price sensitive — it can cause them to not take up the habit,” Seely said. Yet it appears more people are finding alternative ways to satisfy their nicotine habit by avoiding government gatekeeping altogether. An analysis of hundreds of cigarette butts at five sites in Victoria and Saanich found up to 25 per cent were contraband, or illegal products. Finding a thrifty supplier seems to be the easy part, according to Andrew Klukas, president of the Western Convenience Stores Association, who conducted the analysis. Klukas also pointed out 22 per cent of cigarette butts collected at Vic High were classified as contraband, which suggests teens are finding ways to avoid expensive legal cigarettes in favour of illegal products as well. A baggie of 200 cigarettes can sometimes cost only $10, Klukas said. Klukas and his colleagues have a vested interest in locals purchasing cigarettes from their retailers, but the research suggests the B.C. government may be losing $120 million a year in tax revenue to illegal tobacco dealings. That’s money going into the pockets of organized crime from elsewhere in the country and as far away as Asia, and it needs renewed focus from both federal and provincial governments. ~Blackpress

Taking it one room at a time I

don’t know if the person who designed my house was a man or a woman, but judging by the size of its closets, I’d bet money the person wasn’t a clotheshorse. My 11-year-old daughter and I, on the other hand, should be eating hay. My family and I moved into our ‘70s house eight years ago and I immediately had to get creative about where to hang our duds. With one look at the cubby in the master bedroom I could tell there would be issues. My husband could see that too. “I can use the hall closet,” he said, referring to the one by the front door. Excellent, I thought. But where would we put our coats? Eventually I figured things out as we unpacked and I utilized every closet, nook and cranny downstairs and in my son’s room to store the overflow of whatever wouldn’t fit more conveniently upstairs. As long as I stayed organized it worked. I would store our winter

On A Brighter Note clothes in Rubbermaid bins in the summer and then switch them out in the fall. This strategy helped at first, but after time my organized chaos just turned to chaos. A couple of weeks ago I was madly looking for my polka dot halter dress and getting frustrated at not being able to find it anywhere. I could have worn something else, but I stubbornly kept looking. In a hurry, I bent over to pick a bag off the floor of my dark, cluttered closet and somehow drove my face directly into the sharp corner of a black stacking box, hitting it so hard that I thought I broke my nose. Luckily I didn’t. I did break the skin and

into labeled boxes and stacked on shelves. Once I was done it felt like I’d created a cheerful little clothing store that I couldn’t wait for Daisy to shop in. Sorting through the bins I’d found all kinds of stuff I’d forgotten I even had, and things that would seem brand new to her. When she first saw the orderly walk-in-closet she fell to her knees and screamed in delight. It was just the overly dramatic reaction I was hoping for. This re-arrangement will help me get more organized in all parts of the house, but I now have to deal with the aftermath of the office, scrapbooking and art supplies that has our downstairs looking like an episode of the TV show “Hoarders.” Oh well, it might take me days to uncover a stapler or paintbrush, but at least I can find my polka dot halter dress without looking like I’ve been in a fight. it bled for awhile, but getting that self-induced punch in the face made me realize that I needed to do something about my storage situation. At first I thought I’d do my regular juggling routine, swapping out the seasonal clothing and donating whatever didn’t fit or was rarely worn, but then I got an idea. Why not convert one of the small bedrooms I used to use as an office into a big walk-in-closet? If I could use that to store all my clothes, as well as all my daughter’s clothes, my husband could move his stuff into the bedroom, the coats could go in the hall closet and Daisy could have more space. While she was away at camp last week, I decided to do it. I removed the copious amounts of office, scrapbooking and art supplies from the chosen room and painted the walls a bright, happy orange. My husband attached long wooden dowels to the walls and everything from her room and mine were either hung up or folded neatly

W

hen Terry Worden was advised he’d need surgery in Vancouver, he discussed with his wife Lynne how they would arrange transportation. Going to the coast by car was fine, however the 10-hour drive back after surgery would be difficult. “A friend told us about Hope Air so we went online to find out more,” Lynne said. They soon realized they needed details of Terry’s surgery dates before they could finalize communication with the non-profit agency. Once that was in place, the rest of the process went smoothly and the couple were thrilled with the service. “We supplied our local doctor’s name

plus the name of the surgeon, advised them of our income and they approved flights on Central Mountain Air for both of us to Vancouver and home again,” she added. This process has been repeated for 15 other clients in Quesnel in the last six months and Hope Air has helped a total of 106 families in our community. Hope Air began in 1986 when a young girl needed to travel from New Brunswick to Toronto. “A corporation made a seat available on their corporate aircraft and the service began,” Hope Air communications manager Nandy Heule said. “Since then we’ve arranged 85,000 flights for clients all across Canada. Last year more than 7,000 flights were arranged and this year it’s looking like more than 8,000.”

Eligibility for Hope Air assistance is income based, but Heule said they don’t require verification of income but they take each request very seriously. However, through conversations with the family doctor and the specialist, they usually get a better picture of the client’s situation. “We take the family’s word on their financial situation,” she said. Heule also encourages anyone looking to fly with Hope Air to begin the application process as soon as they have a confirmed appointment with the out-of-town specialist. “We can complete the process in a couple of days if necessary but as one of the requirements is confirmation with doctors, that’s often where the holdup is in booking,” she added. “If they apply online,

they get immediate email responses. That way people feel confident they are in the process and we take their request seriously.” Hope Air flies clients anywhere in Canada where they have routes, “obviously we need to be able to fly there,” Heule said. The client’s medical appointment must be covered by BC Health Care Plan and the medical appointment must be needed in order to qualify. How do they pay for all this free flying? Heule said they rely on their fantastic donors. “We receive donations from across Canada from individuals and corporations and we have established relationships with airlines which provide discounts, free flights (through the Gift of Flight program) and some government funding,” she said.

“It’s really a unique service in Canada. We’re the only charity that does this on a national level.” However, Heule said Hope Air is careful how they publicize their service which is dependent on donations. “We don’t want to raise false expectations,” she said. “We depend on referrals from medical professionals and agencies who help patients such as Canadian Cancer Society and we must do our due diligence on each application.” Always looking for more donations to help more clients, Heule said if corporations, businesses, service clubs or individuals are looking to donate they would welcome it. “We get really cool donations from small towns where people and organizations are creative in fundraising

and we love when they choose Hope Air as the recipient.” She added many people in the southern regions of Canada don’t realize the challenge for people in more remote areas to access medical specialists and services. Terry and Lynne were amazed with the gift of flight from Hope Air and recommend people needing to travel to nonemergency appointments to contact the non-profit agency. “A couple of weeks before surgery we received confirmation of approval and tickets were reserved,” Terry said. “Once I was cleared to return home, Hope Air took care of all the prerequisites for me flying back.” To contact Hope Air visit www.hopeair.org, call toll free, 1-877-3464673 or email mail@ hopeair.org.

Workshop sparks young thespians Participants aged 8 – 18 entered the West Fraser Timber Room, July 7 and 21, very excited to be a part of the Musical Theatre Summer camp – Kids on Broadway, the Return of the Glass Slipper. Once name tags were handed out, the clinician Katherine van Kampen began a series of theatre games, to hear voices and give out roles, some specially written for the younger participants; everyone had a line to say. A bit of drama ensued when the Prince was not found; how could Cinderella function without a Prince? But one showed up to Tuesday rehearsal, knuckled down and learned lines and choreography (even how to waltz) and saved the show. Costumes were started; offerings from local Tickle Trunks, frantic searchings at the thrift stores and back home, gradually the villagers and various characters took shape. Of course the Royalty should have lovely crowns and tiaras, the Fairy Godmothers needed wands and the stepsisters needed goofier stockings. Lines were memorized in a hurry, reminders of where each character was to stand were whispered; volunteers helped back stage, a handy dad painted Cinderella’s chimney and an obliging brother hung a backdrop, assistants Katie van Kampen and Danielle Nicholsen helped with learning lines and songs, dance steps, making sure everyone got on and off stage at the right time and then Katie had to become one of the characters when illness prevented Sir Edward from continuing in his role. The West Fraser Timber Room was turned inside out to create the stage; the audience sat at the far end and the foyer and

hall and kitchen space became the backstage/ green room – worked very efficient. New friends were made, experiences shared, the older participants were great role models for the younger ones, helping with lines, tucking in and pinning costumes where necessary. Then the excitement of dress rehearsal on day five, in the morning. A good run-through and the director was pleased. Then it was time for the performance. Emily Eggert-Botkin played piano and the music swelled, a grand audience sat in awe as the small company presented a fine version of the Cinderella story in one hour. The Quesnel and District Arts and Recreation Centre is an excellent facility to use for such projects,

accessible by bus and for wheelchairs. Dunrovin Lodge and Maeford Place had special invitations and the residents really enjoyed their outing. The week finished up with a pizza party for all the participants and helpers (one small boy “N” ate seven pieces, thanks Panago) and the

clean-up was all done, the room quiet and dark again by 3:30 p.m. The Quesnel and District Community Arts Council, Children’s Concert Committee is celebrating the successful completion of the first part of our Theatre camp project. Thanks to

the B.C. Touring Council’s grant, the cost to participants was greatly subsidized and with in-kind donations of labour, food and lodging, the budget is in good shape to proceed to the second installment planned for Spring Break of 2015. – submitted by Cathy Heinzelman

CD Hoy honoured

Master photographers across Canada recognized in stamps ANNIE GALLANT Observer Reporter Quesnel’s own C.D. Hoy is featured in the 2014 Canada Post stamp collection which highlights the work of Canadian photographers. This is the second issue in a five-year series on Canadian photography. The collection is a celebration of the works of such master photographers as Edward Burtynsky, Lynne Cohen, Fred Herzog, Michel Lambeth, William Notman and LouisPrudent Vallee and Quesnel’s Chow Dong Hoy. Seven stamps featuring iconic photographs were carefully selected with the help of archivists and museum curators and other experts with historical and technical knowledge of photography. Canada Post contact Barkerville Historic Town, looked through the C.D. Hoy collection and chose an image called Unidentified Chinese Man. A few other photos will be featured in the write up on C.D. Hoy in the annual stamp book released by Canada Post. Born in 1883 in

Guangdong Province in China, Chow Dong Hoy came to Canada in 1902. Traveling from jobs in Vancouver, to Quesnel and Fort St. James, Hoy even started his own trading company which failed. Continuing with various work, he was able to send money home to his family in China. Eventually he returned to Quesnel and Barkerville where he worked as a barber, watch repairman and photographer. After a trip back to China where he married, Hoy returned alone again to Quesnel where he became a storekeeper and photographer. He used an Eastman Land Camera and turned the pictures into postcards that people could send to family and friends far away. By 1917 he was able to bring his wife over from China and by 1934 he had built a large house in Quesnel, eventually filling it with 12 children. During the 1930s and 1940s he also operated a movie theatre and power company in the nearby town of Wells. C.D. Hoy’s

photographs present a unique record of the coming together of cultures in the Cariboo, while simultaneously

providing evidence of cultures in transition. Hoy’s images are remarkable in that they are not ethnographic studies,

nor do they present the subjects as the exotic archetypes of the Mysterious Orient or the Savage West; rather, they are very personal portraits, commissioned by the subjects themselves.  During his time in the gold rush town of Barkerville, Hoy photographed the miners and people from all walks of life, making portraits for them to send home to their families. A collection of his glass plate negatives was donated to the archives of Barkerville History Town and is now part of a 80-print exhibit on long term loan to the Quesnel and District Museum

and Archives. In addition, they are also part of a travelling exhibition that has already been to Vancouver, Hong Kong and is scheduled to be on long term loan to the Overseas Chinese Museum in Guangzhou, China. Most of Hoy’s photographs are available for viewing on Barkerville Historic Town’s archival collections website at www. barkerville.ca. “We at the Barkerville Heritage Trust are pleased that Canada Post has chosen to feature the work of an early Chinese pioneer with deep roots in both Barkerville and Quesnel,” CRD director John Massier

said. Hoy’s photographs, including the one chosen by Canada Post Unidentified Chinese Man, are an invaluable record of the rich cultural diversity of B.C.’s Cariboo region between 1909 and 1920. They are important historical and aesthetic portraits of the Interior’s Aboriginal People, Chinese workers and Caucasian labourers. The stamps are available in booklets of 10 and booklets for domestic stamps and booklets of six for U.S. and International denominations. Ask for yours at the Canada Post office in Quesnel.

Keep the Wells Museum homefires burning Wells plays a vital role in telling the history of the North Cariboo and the Wells Historical Society is looking to keep that history alive in the Wells Museum and the surrounding historical buildings and aspects of the area. They have two fundraisers currently in the works to raise money needed to

install a new furnace, water heater and a paint job on the museum. Wells was originally planned and built as a mining town by the Cariboo Gold Quartz Mining Company to keep a stable population during the hard rock mining years between the 1930s – 1940s. The community still

thrives today and the museum is a integral part of keeping the history. The public is invited to attend a fundraising Pub Night at the Occidental Hotel, July 26 with lots of fun activities, a great dinner and dancing all night long. Life’s perspectives are what guide our positive and negative attitudes

T

wo men looked out of prison bars, one saw mud the other saw stars. A lot of life seems to be mostly how we have been conditioned to look at things. Human nature tends to carry negative experiences with them from the past that sometimes confines us to new and expanding experiences because of what we become accustomed to in our thinking. Sometimes this is referred to as being stuck in rut. And it seems that one struggles to grow outside of the place of old experiences if we never fully let go of those old experiences. It seems to form a magnetic field around us that seems to attract negativity. Human nature is to curse things, nurse things, rehearse things till we are depleted of anything positive to say. So back to the guys behind prison bars. One saw mud the others saw stars. One perhaps saw the mud and the doom and gloom of his situation and thought,

“this is it, I am just going to die this way and things are never going to change. My family hates me, I have made so many mistakes, there is no way out. This is so unfair, I will never forgive that person for what they have done and I will never talk to that person again.” The one with stars saw the hope of his future. The promise of a better tomorrow. I will get through to face a new day. The hope of no matter what happened yesterday, what is happening today or will happen tomorrow, my attitude and response within life and towards God will ultimately determine my life outcomes. The hope of being reconciled with his family, he saw in the stars the possibility

of being forgiven and restored and the hope of being free. Or perhaps he just felt the hope of being alive to see and enjoy the stars. The full power of Gods grace and love and power is released to us when we are able to see beyond the adversity, the injustice and the unfairness and to embrace the power of Gods’ ability to give us new perspective, a higher perspective to look up rather than down in life. He created us strong and able to withstand negative forces and he gave us the ability to adapt to any given situation. Jeremiah 29:11 says; “I know the plans I have for you says the Lord, thoughts of peace and not of evil, to give you a future and a hope.” The reality is that bad things happen to good people and life does not seem fair. I have met moms who have lost their babies and their grown children, moms who cannot have kids and some

who have aborted children. What was relevant in the past may not be relevant for you to deal with your current situation or your future. The challenge is not getting stuck in that rut. In the rut nothing anyone says or does to help will make a difference to where we are unless we make a better choice and decision to alter our response to our current situation. God has gotten a bad rap for everything gone wrong in the world and as humans we are constantly drawn to the negatives and someone to blame. It is said that bad news and negative news travels way faster than good news. It is no wonder that we live in a predominately negative world. There is no “magic solutions” out of the rut except to strive to make conscious new decisions to take you to higher ground. The bible says in Proverbs 3:4-6 “Trust in the Lord

with all your heart and lean not to your own understanding, in all your ways acknowledge Him and he will direct your paths.” Stars represents light and life cast on things lost buried or crushed, mud represents all that bogs us down in life. Life and death are right there at the tip of our tongue on the edge of our thoughts, Jesus said: “The thief does not come except to steal, and to kill and to destroy. I have come that they may have life, and that they may have it more abundantly.” Gods wants an extraordinary life for us and His measure of life is out of the temporal and the ordinary and extends into the eternal and extraordinary and our temporal world can fall apart but eternity is in the hands of God. In short we can let life circumstances, people and your own thoughts get in the way of discovering an eternal God who when this life is

over, you will have an opportunity to spend eternity with or we can embrace who we believe is the creator of all things and ask for a greater understanding and new perspective on

PCMRC nationals take over the raceway It was a busy weekend for the Knee Draggers, Quesnel’s amateur road racing association. Fifty-five riders of all ages from across B.C., Alberta and SK travelled to Quesnel to participate in the Pacific Coast Mini Road Racing Club (PCMRC) nationals rounds four and five at the Cariboo Raceway Park July 4 – 6. There were various classes for racers to participate including formula over 21, formula under 21, spec motard, spec thunder, spec over 21, spec under 21, spec supersport, formula supersport, formula thunder, formula GP, youth 6 –7, ladies, intermediate, 250 cup and CBR 125. Knee Dragger Michael Beaudoin raced in for second place in the CBR 125 class. The Knee Draggers will be participating in the Billy Barker Day festivities, see them in the parade on Saturday or stop by the track on Sunday at noon to try out this sport in a fun and safe environment. Parm Phangura–do you even lift? WHITNEY GRIFFITHS Observer Reporter A former Quesnel resident is making his dream a reality, with years of hardwork and training. Olympic weight lifter and nine-time national medalist Parm Phangura will represent Canada at the upcoming Commonwealth Games in Edinburg, Scotland July 23 – Aug.3. The team is comprised of 14 weight lifters, with Phangura being the only member of the Canada team representing B.C., 12 members are from Quebec and one from SK. Unlike the Quebec

members Phangura has received no provincial funding for training and must instead fund his weight lifting as a hobby rather than a profession. Raising a family and working makes this a tough challenge, but it’s Phangura’s passion for the sport and support of his family and friends that keep him going, training four – five times a week to prepare for events. There are 15 categories in weight lifting, Phanura will be competing in the +105kg Heavy Weight. Parm has been know to attend three – five competitions throughout a year. In preparation

Born and raised in Quesnel Phangura has many unbelievable memories. After graduating in 1997 and leaving for school at BCIT Parm still makes time to visit the town that he called home for so long. After all it was in Quesnel that his passion for weight lifting began, having been introduced to the sport while attending CSS.

After leaving for BCIT Phangura continued being extremely active in weight lifting while studying full time. Phangura is currently living in the Greater Vancouver Area working full-time as an occupational health and safety manager for ACM Environmental and part-time as a trainer and Olympic weight lifter. As a way to help aspiring weight lifters Phangura coaches athletes in the skills of Olympic weight lifting at his Performance Lifting Club. Riders stormed the Pritchard rodeo ground July 12 – 13, riding two days in the summer heat and competing against fellow riders for the win. In bareback, Quesnel rider Levi Lawlor charged in for first place in bull riding with a score of 76. Steve Lloyd roped in another win for Quesnel, taking first place with a score of 16.2 in tie-down roping. Second place went to Houston’s Kyle Bell and following in third was Nick Teixiera of Kamloops. In junior breakaway roping, Cache Creek’s Harley Antoine received a payout of $184.50 for a first place. Quesnel riders roped in second and third place, with a score of 4.7. Taylor Cherry took home second place and coming in third was Dyson LeNeve. Riders Jared Marshall and Cash Kerner tied for first and second place in bareback, with Quesnel’s Steve Hohmann and Jared Marshall tying for third and fourth place. Louis Creek’s Tristan Brackman held onto the reins as he raced in for first place in junior steer riding. Second place went to Jamie Muram of Barriere. Quesnel riders Micaiah Gordon and Denton spears tied for third place with a score of 68. In the saddle bronc, Kamloops rider Cole Scott rode in for first and second place, with Quesnel’s Steve Hohmann following in third. Cole Scott brought back another first place win for Kamloops, this time in steer wrestling. Second place went to Joel Isnardy of Cache Creek. First place in breakaway roping went to Allison Everett of 150 Mile House, with Peachland rider Candace Chevalier roping into second followed by third place winner Barb Beers. Monica Oram of Logan Lake held onto her mount as she rode in for first place in ladies barrel racing. Surrey’s Debbie Freemantle came in second place followed by Odessa Gerard from Savona in third place. In junior barrel racing, first place went to Carli Wardrop of Houston, followed by Tosha Seitz in second place and Brook Call in third. First place in pee wee barrel racing went to Zoey Hemming of Vernon. Cache Creek’s Gracie Antonie rode in for second place and following in third was Erika Ignace of Savona. Kamloops rider Aaron Palmer worked alongside Cache Creek’s Neil Antoine to place first in team roping. Second place went to roping pair Tim Teripak of Kamloops and Cody Breaton of 150 Mile House. Ty Lytton from Lone Butte teamed up with Myles King of 150 Mile House, taking third place. The next stop for the rodeo is Quesnel’s Alex Fraser Park. The Quesnel Rodeo Club

An intruder who comes once to all. Meets each living creature, The great and the small. We don’t give him welcome, But he comes just the same. No choice but to listen, As he calls out our name.

A group of local cowboys, having lunch one day, Decided that a rodeo, should come in place to stay. They put their heads together, a meeting they did hold, And from it “The Quesnel Rodeo Club” began to unfold. At Bouchie Lake we had our grounds, When our first rodeo made the rounds. Several rodeo’s brought us fame, Death Lots of cowboys played this game. Soon more room had to be found, The last foe that we will all have to face. We looked about for larger ground. Just one final hurdle, Donations for the cowboys kitty, As we finish our race. Sent us looking in the city. Our life struggle finished, The course has been run. Because our group has lots of spark, We’ve strived for the “Medal”, We headed to the Fraser Park. Our Lord’s words – “Well done”. We spent long hours in the sun, All because of rodeo fun. Friend We started out with nothing here, And soon our grounds looked like a fair. Grab the baton – Take your place in the fray. We’ll keep on a running, Billy Barker Days came to fame, While his words we relay. Riding on the Rodeo’s name. We run with a partner, We’ve now been going for twenty-five years, And he wants us to know. All our work done by volunteers. That death has no power – Our work is hard, and sometimes steady, He has conquered our foe. Just trying to get our program ready, When rodeo weekend starts getting near, Betty Beaven Our rodeo club is put in gear. We work away, and do our best, Relying on spectators to do the rest.

While an Impala is unlikely to be on your “dream drive” list, if you're simply looking for an inexpensive, reliable and roomy, near-new sedan, then add it to your used car drive list. In 2010, even the base LS trim came with air conditioning, power mirrors, walnut burl (imitation) interior accent trim, cruise control, a tilt steering wheel, power windows and power locks with keyless entry and automatic headlamps. Our Hawaii rental was an LT trim which added 16-inch alloy wheels, a leather-wrapped wheel with audio controls, CD/MP3 stereo and a remote starter. The top-line LTZ adds 18-inch alloy wheels, fog lamps, heated mirrors, deck lid spoiler, auto-dimming rearview mirror, eight-way power driver’s seat, 60/40 split-folding rear seat, Bluetooth hands-free connectivity, sport suspension, electronic stability control, and a theft deterrent system. The 3.5-litre V6 (standard on LS and LT) engine can generate 214 horsepower. Its companion four-speed automatic is smooth, competent and reliable, yet it lags behind five and six-speed units offered by competitors. Fuel consumption is still decent at 11.3/7.0 L/100 km (city/highway). The 3.9-litre (LTZ) engine can generate 240 horsepower. This generation Impala may be the last sedan to offer six-passenger seating. A drawback to having a bench style front seat is that it only provides a centre occupant a lap seatbelt. When not in use, however, the centre seatback can flip down and act as a wide central armrest with a built-in storage compartment. Although it is classified as a mid-size sedan, an Impala actually offers close to full-size room inside. The trunk is huge (527-litres/18.6 cu ft) and the rear seats flip-down to expand cargo space for long items. More than enough for our pack lunch and some beach gear. Chevrolet added standard body-colour side mouldings to the 2011 model year Impala, and the OnStar system got a new Turn-by-Turn voice navigation feature. Major powertrain upgrades followed in 2012, with a new 3.6-litre V6 replaced both the 3.5-litre and 3.9-litre engines in all trim levels.
