TERRACE – What seemed a long shot just several months ago has become reality as a Chinese investment firm has announced it is going ahead with the purchase of two large sections of land at the City of Terrace-owned Skeena Industrial Development Park. Amid much speculation over which industry or industries would be set up on the site, the city has announced that the first will be an alfalfa protein extraction plant, the first of possibly several different manufacturing plants. Taisheng International Investment Services, a Burnabybased investment firm, is paying

$11.8 million to the city for 480 hectares of the industrial park, located a couple kilometres south of the Northwest Regional Airport off Hwy 37 South. Taisheng is the investment arm of the Qinhuangdao Economic Development Zone located on the east coast of China, two hours from Beijing. A group of delegates representing Taisheng, Qinhuangdao and the provincial government’s major investments office were in Terrace July 9 and 10 on a brief private trip to meet with city council and staff. The delegation gathered at city hall July 9 for the official signing of the deal, and a catered lunch and dinner hosted by the city in the Rich McDaniel

conference room at the Terrace Sportsplex. “They were comfortable with me being the spokesperson,” said Pernarowski, recounting the details of the visit that was closed to the public and media, which included taking the group on a helicopter tour of the Rio Tinto Alcan smelter in Kitimat. “Today’s agreement marks a major milestone for the City and Kitselas. Diversifying our local economy is a priority for council, and this sale will pave the way for industrial development at the Skeena Industrial Development Park, create new employment opportunities and reduce our reliance on residential property and business taxes to fund services,” said Pernarowski in an emailed

release July 10. The alfalfa protein extraction factory will be located on a 13-hectare parcel of the purchased area and bring 170 new jobs to the region, the city release states. “Taisheng expects land preparation and supporting infrastructure work will begin soon and construction of the first factory could begin in 2017 or 2018,” the release continues. Pernarowski said that discussions surrounding the promotion of high environmental standards have been central to the negotiations and that the delegation saw first hand why people in the northwest want to preserve the natural value of the land in which they live. KITIMAT - A portable ultrasound machine is now in use at the Kitimat General Hospital emergency room. That and a laryngoscope were the two major purchases the Kitimat General Hospital Foundation made official at a donors luncheon on July 3. The purchase of the ultrasound machine is the Foundation’s first major purchase for the hospital. The group began with a donation towards the renovation of the emergency room, before fundraising to make this latest purchase. The laryngoscope was purchased with a $3,000 donation from the Haisla Nation Council. “I’ve heard a number of people who’ve expressed that they feel its Northern Health’s responsibility to purchase equipment,” said KGHF Chair Corinne Scott addressing donors who had gathered. “That used to be the case a number of years ago, but we are all aware

Health Services Administrator for the hospital Jonathan Cooper said the device is not limited to ultrasound technicians but can be used by physicians as well. He also emphasized that when the hospital puts its priorities for

equipment it would like, including the portable ultrasound, it comes from front-line staff who make those recommendations. So the ultrasound machine fills a real need that staff has identified, he said. The bottom line is

that the machine will speed up care. “One of the examples is if we had a trauma and we suspected some abdominal injuries we could use this to establish if there’s any obvious bleeding in the belly, for example,” said Cooper.

Port city wants to get ready in case the ‘big one’ hits By Kevin Campbell

PRINCE RUPERT - The question the City of Prince Rupert Fire Department and emergency response teams are trying to answer is simple: If the big one hits, is Prince Rupert ready? A sweeping consultation process with the Province of B.C. and Emergency Management B.C. has begun to answer that exact question. “The province is going under a review,” said Prince Rupert’s deputy fire chief, Jeff Beckwith. “They’re going to communities throughout the process to get feedback from them so they can develop a thorough emergency plan for the province.” Aimed at managing catastrophic and devastating earthquakes and tsunamis, the consultation and public education campaign is engaging all levels of government and any stakeholders associated with public safety. For Prince Rupert, that means the waterfront. “From Rupert’s point of view, what we’ve done is been able to identify if we do have a tsunami event with an earthquake, you have to worry about structural damage, infrastructure damage to the city. Obviously, with the tsunami event, you have to worry

about a high water event coming into the harbour,” said Beckwith. Monthly meetings between the waterfront authorities and safety officials have enabled the city to devise a strategic plan unique to the city. For Prince Rupert, citizens must reach a location 10 metres above the high water mark, along evacuation routes posted throughout the city. Informative blue signs have also been erected to inform people when they are entering a tsunami hazard zone. Beckwith said the initial rush of water wouldn’t be the main devastating force so much as the stacking phenomenon and ‘flush’ that occurs when the water pulls back out to sea. “We’ll probably get a bit of a stacking event where you get a surge of water coming into the harbour. It’ll be followed by a second or third one and it’s going to start stacking water on the inland and that’s where the biggest potential for hazard is; probably the flush ... [it will] pull docks apart and pull ships and vessels out of the harbour.” In 2012, a 7.7 earthquake ruptured near Haida Gwaii and was part of the driving force behind the government’s decision to have a province-wide plan. The use of an emergency siren

was brought up at the city’s last meeting with the province and it was well-received, said Beckwith, noting that Prince Rupert used to have one dating back to World War II but was decommissioned because of its maintenance costs. “Different sirens may represent different types of events,” said Bob Killbery of the Prince Rupert Port Authority. “It has to be connected to something else. There has to be an information centre people can contact to find out what the siren means.” Killbery added a multi-tonal siren may be more helpful than a single-toned installment. The provincial government has also acted to update its plan on how to inform people in the first place. The results of the consultations are expected to be filed in a final report by co-chairs John Les, former B.C. Solicitor General and Henry Renteria, former director of California’s Office of Emergency Services, to the Ministry of Justice by the end of the year. “When you’re talking about a province-wide consultation this is happening very quickly,” said Beckwith. Currently, residents can find information on what to do during an earthquake or tsunami warning at embc.gov.bc.ca.

Climate change is here, says MP “Climate change is something that we’ve been seeing and dealing with in the north of the country even more than the south. We’re just more closely connected to what happens with the weather,” said Cullen. This summer has brought severe thunderstorms and tornado warnings all across Canada, and flash floods have 16 areas of Saskatchewan declaring states of emergency in trying to keep up with the influx of water from rainfall. Prince George received a wildfire smoke warning from Environment Canada on Friday. “All we’re asking for is the Canadian government to tell the Canadian people what we’re planning to do on climate change every five years and then update the successes or failures with that plan,” said the MP. PRINCE RUPERT - Climate change is on our doorstep here in Canada ,says Skeena-Bulkley Valley MP Nathan Cullen. Along with his federal Official Opposition counterparts, Cullen will be telling residents nation-wide about the party’s Climate Change Accountability Act on their ‘Day of Action’ on July 19. The act, which is an updated version of the late NDP federal leader Jack Layton’s bill from 2006, “will require the government to establish a plan to avoid catastrophic climate change and meet the science-based targets to reduce greenhouse gases to 80 per cent below 1990 levels by 2050,” said the party. The bill is currently before the House of Commons, but Cullen will speak about it when make his yearly summer trip across the riding to visit his constituents.

Community comes to aid of family

KITIMAT - An family of five — two parents and three children — managed to safely get out of their Lillooet Street home before the structure was lost to a fire, says deputy fire chief Pete Bizarro. Just before 1:30 p.m. on July 14 the fire department was called to Lillooet Street and on arrival crews found flames already breaking through the roof. “Unfortunately the property was a total loss,” he said. “We were unable to make any entrance. It was all defensive.” The family cat unfortunately did not make it out of the house, said Bizarro. Fire crews had to fight the fire against a fairly strong wind, and had to deal with a down power line in front of the home in addition to the large amount of smoke. He said there is a possibility the fire began in the kitchen however the investigation didn’t officially begin until today and noted it was too early to make any conclusions. There was no structure damage to nearby homes — this home is attached to another by a garage — but neighbours did experience smoke damage. Meanwhile the community has rallied quickly behind the family. A GoFundMe page at www.gofundme.com/bkbtbs has been set up to raise money for the family and it is averaging $88 raised per hour since it opened. On Facebook there are a number of activities being promoted. A bottle drive is being held on Saturday. Amber Duff said on a Kitimat Buy and Sell Facebook page that she’ll pick up bottles on Saturday or they can be dropped off at 20 Widgeon Street any time. Text Amber at 778-818-0711 ahead of time. People are also welcome to bring donations of household items, clothing and other things to Two Dye for Decor. Lynn’s Hair Flair is organizing a donation day as well. Gitxsan work on deal to provide work camps By Marisca Bakker

HAZELTON - Britco and the Gitxsan Development Corporation are teaming up to create a building rental and workforce accommodation business. The two signed a memorandum of understanding June 26. The business will focus on large infrastructure projects proposed in the area. They have already started marketing to possible customers in Alberta and B.C. Britco, based in Langley, is one of the largest modular construction companies in the industry. They provide temporary and permanent residential and commercial modular buildings for construction, energy and resource sectors. “Many members of the Gitxsan First Nation are business owners and as part of this agreement we’ll be utilizing their services, the opportunity to work with these businesses is one that we look forward to,” said Britco president Mike Ridley. GDC president and CEO Rick Connors said there could be up to 200 people working in a proposed camp. “It’s jobs that the Gitxsan have the talent for, they just require some over arching management. To run a quality type operation that you have to run in these types of camps, you need that, its not just a burger joint, you are trying to cook gourmet meals on a regular basis.” The GDC, according to its website, is the holding company for Gitxsan enterprise and is governed by a board of directors appointed by the

trustees of the Gitxsan Lipgyet Trust. The corporation belongs to the Gitxsan people. Their site also says its structure is unique to the business world, melding the traditional governance of the Gitxsan to the contemporary needs of global businesses. Connors doesn’t think the Gitxsan Treaty Society pulling the plug on all discussions about any proposed pipeline development will hinder this new partnership with Britco. “From the outside looking in, it looks conflicting,” he said. “On the surface it looks like the chiefs are penalizing the proponents, the intent is to bring awareness to the government to have them address the problem and address it now. The GDC continues to perform its duties, we aren’t discussing the projects, we are implementing some things that have to be put in place.” The GTS stopped discussions surrounding LNG projects last month because the government has signed agreements in principle with neighbouring bands for land and rights that the Gitxsan said would be taken away from them. “Our partners all know and understand the implications and they are all in full support and full agreement with the hereditary chiefs in terms of their stance. It isn’t like they are making any statement against a project at all, they are simply stating their case when it comes to the handling of the agreements in principle with the other First Nations,” said Connors.

PRINCE RUPERT - The percentage of illegal cigarettes being smoked in Prince Rupert is higher than the provincial average. A study released by the Western Convenience Store Association (WCSA) examined discarded cigarette butts at 48 sites throughout the province to determine how much illegal cigarettes are being smoked throughout British Columbia. For the study, all cigarette butts found on the ground or in ashtrays in various areas were collected and examined. Sites were selected on the basis that a good cross-section of the public might be smoking in that area — the site chosen for Prince Rupert was around City Hall. The study was conducted between April 27 and May 26, with the average rate of illegal tobacco use at tested sites being 17 per cent. In Prince Rupert, the rate of illegal tobacco collected was 23.5 per cent. Andrew Klukas, president of the Western Convenience Stores Association, said the usage of contraband is a concern for a number of reasons, including loss of government revenue. “In British Columbia, if in fact the average is 17.3 [of cigarettes are con-

traband], and that’s what our numbers tell us, that would represent a $120 million a year in lost revenue ... it means the funding that would go into public services for everybody aren’t there,” he said. Data collected in other communities showed that there were high percentages of contraband butts near schools with underage consumption being another concern of illegal cigarette use. “When there’s people out there who are selling contraband products out of their trunks, or whatever it is, without any age testing, they sell to whomever’s willing to buy at a low cost, it undermines all of our efforts to get at the issue of youth consumption,” Klukas said. “It’s very frustrating for my members.” Klukas also said the RCMP has determined that contraband cigarettes have been linked to organized crime. Contraband cigarettes, while they look like legal cigarettes, are not branded with company logos or with mandated warnings on packages. The WCSA is now calling on the provincial government to address contraband through proactive legislation and by allocating additional resources for enforcement. It is also asking the B.C. government to work with all levels of government to address the issue.

PEACE RIVER - The community most affected by the proposed third dam on the Peace River is urging the B.C. government to get more answers before going ahead. Hudson’s Hope Mayor Gwen Johansson made the rounds of Vancouver media last week, backed up by a consultant’s report that questions the need for the $8 billion project assessed by a federal-provincial joint review panel this spring. Energy Minister Bill Bennett has said the cabinet will consider the federal panel’s report and decide this fall whether to issue permits to allow construction to begin in 2015.

The report by planning and engineering consultants Urban Systems reinforces many of the doubts expressed by the joint review panel, including the cost of the dam and the alternatives available to meet anticipated power demand. Those options include upgrading the gas-fired Burrard Thermal generating station in the Lower Mainland. The federal review estimated that upgrade could be done for the $1 billion that BC Hydro would pay in interest on the debt generated by the Site C dam. Urban Systems looked at other options, including geothermal, solar, new natural gas generation and “microgrids” with distributed power from solar or other small

SMITHERS - Campfires and open burning were prohibited in some portions of the region yesterday to help prevent human-caused wildfires and protect public safety. The prohibitions cover the following forest districts within the Skeena Forest Region. A map of the affected areas is available online at: http://bit.ly/1rckIMB * Nadina Forest District * Skeena Stikine Forest District (excluding the old Cassiar Forest District) * Coast Mountain Forest District (excluding the former North Coast Forest District) This prohibition will remain in place until Sept. 15, 2014, or until the public is otherwise notified. Specifically, prohibited activities include: * Category 2 open fires * Category 3 open fires * campfires, as defined in the Wildfire Regulation * outdoor stoves and other portable campfire apparatuses that are not CSA or ULC approved * open fires in an outdoor stove * fireworks, tiki torches and sky lanterns This prohibition does not apply to cooking stoves that use gas, propane or briquettes. It also does not apply to a portable campfire apparatus with a CSA or ULC rating that uses briquettes, liquid or gaseous fuel, with a flame height of 15 centimetres or less. The use of a portable campfire apparatus that does not meet these conditions is prohibited. This prohibition covers all BC Parks, Crown and private lands, but does not apply within the boundaries of local governments that have forest fire prevention bylaws and are serviced by a fire department. Please check with local authorities for any other restrictions before lighting a fire. The fire danger rating in the Northwest Fire Centre currently ranges from “high” to “extreme” and is expected to increase in the coming days.

City of Prince Rupert eyes watershed protection planning By Martina Perry

PRINCE RUPERT - The City of Prince Rupert is beginning to get a handle on how newly-acquired lands, gained in a recent boundary expansion, will be used. In May, the provincial government approved the city’s request to include a parcel of land located generally to the north of Prince Rupert across from Fern Passage, commonly referred to as Lot 444, within the municipal boundary. The city’s original rationale for the expansion was to include Prince Rupert’s watershed within the boundary, and shortly after receiving approval it was announced a LNG facility was being considered at the site. To complete the process, the city had to include the land in the Quality of Life Official Community Plan and assign it land use regulations. Prince Rupert city planner Zeno Krekic recommended that the lower portion of the land parcel be used for public facilities so if the community expanded in that direction residents could have access to the waterfront, and that the upper portion be designated as a new heavy industrial zone. The only issue members of council had was the 30-metre buffer zone in the M5 zoning, with Coun. Barry Cunningham saying it should be increased so development is further away from the community’s water supply. “That means someone could legally build within 30 metres of the watershed,” he said. “I don’t like the idea of [the upper portion] coming to the edge of the lake there ... it’s leaving it wide open for development right there against the watershed.” Originally there was one public hearing

planned for all amendments on July 28, however members of council agreed the zoning of Lot 444 should have a separate meeting which was scheduled for Sept. 15.

Kispiox band offers reward for fire info

KISPIOX - On July 7, 2014 the Kispiox Band Council authorized a cash reward of up to $2000.00 for information leading to the arrest and conviction, after the appeal period of 30 days, of the person or persons responsible for the arson at its gas bar on March 27. A photograph of a possible suspect is being extracted from the video surveillance hard drive and will be available for viewing on the RCMP website once it is processed, the RCMP said in a statement. But the police force also made clear that the Kispiox band’s reward is a private matter. “Please understand that this is a private reward and that the RCMP has no participation in the selection of reward recipients and the decision to pay all or part of the reward,” said the force in the release. “Should a dispute or civil litigation arise, neither the Government of Canada nor individual RCMP members will be defendants in the claim as the reward offer and decision to pay are not RCMP actions.” But the RCMP is encouraging people with infornation to come forward. “If you have information about this suspicious fire and wish to claim the reward, please contact the Kispiox Band Council at (250) 842-5248,” said the release. If you wish to remain anonymous, please contact Crime Stoppers at 1-800-222-8477 (TIPS) and you could receive up to a $2000.00 cash reward. The fire appeared to have been started on the outside north side of the building where a pile of wood had been placed. The gas pumps were not affected by the fire but the building and all contents have been destroyed, said RCMP Corporal Wenda Leask.

Led by two program instructors from Victoria and a number of volunteers, Science Venture had students participate in activities like gelatine brain launches, splatter analysis, DNA extactions, banana surgeries and more. The program will be held in Terrace next, with Prince Rupert’s portion being coordinated by Aisa Smithanik. The program is funded by Shell.

Ferenc (Frank) Reiter

August 27, 1937 – July 7, 2014 Frank lived the first 19 years of his life in Budapest, Hungary. He was once imprisoned for weeks for making a political joke while on the bus, and then severely beaten, suffering some hearing loss in one ear. In October 1956 he fought in the Hungarian Uprising where he was imprisoned and when he was about to be shot, his friends broke him out of prison and Frank fled across the border into Austria. He was in a refugee camp for a few months and then in the spring of 1957, he came to Canada. After a couple of short jobs he ended up in Kitimat and started working for Alcan in August 1957. There he worked as a potman, crane operator and mostly as a welder. He retired in 1997 but never gave up welding. People still came to him for his skill with a welding rod. In his spare time he enjoyed fishing, hunting and camping with his family. Frank was a caring and generous person who always did everything he could for his family. He fought valiantly against his pancreatic cancer and the chemo was working but his kidneys failed. He passed away with his wife by his side. Frank will be missed by his wife of 51 years Nellie, son Frank (Nicole), daughter Heidi (Anthony), grandchildren Alexis and Matthew, and his sister Eva in Hungary. The family thanks Dr. Van Schalkwyk (Skully) and the nurses (especially Debbie) at Kitimat General Hospital for the good care Frank received. Also thanks go to Roger Wallace, Mary Etta Rypma, and many other good friends and neighbours for their care and support. Donations to the BC Cancer Agency in Frank’s name would be appreciated. There will be no memorial service.

Track stars look for personal bests at BC Summer Games By Kevin Campbell

PRINCE RUPERT - Cody Schaeffer hasn’t had much down time these days. The Prince Rupert athlete just got back into town after a gig in Richmond saw him play left-mid and striker for the Prince Rupert rep under-17 soccer team, and now he’ll be whisked away down south again to compete in the BC Summer Games with Team Northwest for track and field in Nanaimo next week. “It’s been stressful I guess ... but I’ve been pretty good. I’m sleeping in of course,” he said at a practice at Charles Hays Secondary School (CHSS) last week. Sleeping in; what summers are made of. But not for long for Schaeffer and his three Rupert teammates joining him – Kody Deschamps, Isobel Leblanc and Emily Cavin. “The fact they’re out here basically on their own training is a good sign,” said CHSS head coach Dighton Haynes, preparing to rake the long jump sandpit. Schaeffer will run the 100, 200 and 300 metre distances at the games, while Leblanc will compete in the 200, long jump and high jump. Cavin will take on the 200, hurdles and triple jump,

champs all competed for the Prince Rupert Middle School in Grade 8 this past year. “This is going to be an eye-opener for all of them because they haven’t been to anything this big and then if

they can go out there and get close to their personal bests, then they’ll have a successful meet,” said Haynes. Cavin has some extra motivation to perform at her best in Nanaimo.

“We’re going down a couple days early to visit some family beforehand. I have an aunt in Nanaimo and some grandparents so they’re going to come watch me,” she said. For Cavin, hurdles have presented the biggest challenge so far, but she’s channeled her inner Perdita Felicien and conquered the obstacles after an initial rough patch. “It’s difficult. TERRACE - Terrace’s Hannah Dale travelled to the Special Olympics Canada 2014 Summer Games in Vancouver last week, competing in 5-pin bowling as a single and as a member of the Powell River Alley Cats for Team BC. The only player to travel from Terrace, Dale’s week consisted of competition at the Zone Bowling Centre in Richmond and celebratory ceremonies at UBC’s Vancouver campus. She placed 7th in her singles division. The games saw 1,700 Special Olympics athletes, coaches and staff compete in 11 sports.

KITIMAT - The Kitimat Marlins Swim Club attended the AAA long course (50 meter pool) provincial swim championships in Victoria. The AAA provincials are the highest level provincial champs. To attend swimmers had to achieve a minimum of two AAA provincial time standards. The Marlins had seven swimmers qualify and had six attend the champs. There were over 700 of the best swimmers from around B.C. and the Yukon in attendance making for extremely tough competition. Each event had between 40 and 60 competitors competing in them. Brander Pacheco (15) broke the Points North regional record in the 15-andover 100 meter butterfly in his heat swim then re-broke it during the final placing 6th overall in the 14-15 boys category. The old record was held by Kyle Nartz of the Terrace Bluebacks swim club from 1999. His time was 1:02.28. Pacheco’s new record time is now 1:01.41. Pacheco also made the A final (top eight race again to determine first to eighth every night) and finished 7th in the 200 butterfly. Pacheco made the B final (to determine placings 9-16th) in the 400 m and 200 bk placing 11th in both events. Kleanza Cathers (14) achieved her second western national qualifying time in the 50 meter freestyle an placed 12th in the 14-15 girls b final for the event. Zachary Dumas (14) had his best result in the 14-15 boys 400 IM placing 19th overall. Ben Anker (15) finished just behind Dumas for his best placing of the meet, a 20th overall placing in the 14-15 boys 400 IM. Alivia Soares (14) had her best placing in the 1415 girls 200 meter breaststroke, a 20th overall placing. Ethan Velho (13) had his best result in the boys 12-13 year old 200 backstroke placing 23rd overall.
