Illegal smoke sales flourish in Victoria Analysis of discarded cigarette butts by advocacy group reveals $120 million in lost tax revenue

Contraband cigarettes are flowing freely across Greater Victoria, according to a study that traced the origin of about 6,100 cigarette butts across B.C. The study, undertaken by Western Convenience Stores Association, found 15 to 22 per cent of cigarette butts collected at Victoria High school and Mount St. Mary Hospital in Fairfield were illegally produced or imported. “It’s the rock bottom pricing that’s so appealing to young people in particular,” said Andrew Klukas, association president. Contraband tobacco sales are as little as 10 per cent of the cost of legal purchases. Klukas said some sellers offer “baggies” of 200 cigarettes for as little as $10. Samples collected at Saanich Plaza found only a three per cent prevalence of contraband tobacco, the lowest in the region, and about 700 disposed cigarettes were collected across Greater Victoria at five sites. “We want a good cross-section of smokers: court houses, hospitals and schools because we’re concerned about kids having access to contraband tobacco,” Klukas said. The expectation was that contraband tobacco would be harder to obtain in B.C., as much of the U.S.-based or produced product is

originating from Ontario and Quebec. The Western Convenience Stores Association have conducted similar studies in Saskatchewan and Manitoba, but this marks the first study of its kind in B.C., where provincewide contraband tobacco use is estimated to be as high as 17.4 per cent. “That’s $120 million a year in lost revenue for the B.C. government,” Klukas said. It’s also higher than both Manitoba and Saskatchewan, where contraband was 14 per cent and 10 per cent respectively. Klukas said illegal tobacco is also being imported from Asia, though it’s difficult to estimate how much. “Tobacco may be light but it’s bulky,” Klukas said. “The Achilles heel for organized crime that deals in this is the size of Canada. With the Asian tobacco, they’re so good at packaging it to look legitimate, we can hardly distinguish them from legal cigarettes.” In 2011, the RCMP seized nearly 600,000 cartons and unmarked bags of contraband cigarettes, 2,200 kilograms of raw leaf tobacco and 38,000 kilograms of fine cut tobacco. Seized amounts decreased between 44 and 67 per cent in the first quarter of 2012, the most recent statistics available from the RCMP. dpalmer@vicnews.com

This Saturday will be a magical day for Mary-ellen Threadkell. Thousands of hours of work and meetings come to fruition as the 27th annual TD Art Gallery Paint-In returns to Moss Street. “It's a huge day and one I wait for with anticipation,” said Threadkell, co-ordinator of the event. This year more than 190 artists will leave their studios and line Moss Street from Fort Street to Dallas Road. Artists new and old will be painting, sculpting, carving, potting, printmaking and performing for the more than 35,000 spectators who are expected to take in the event from 11 a.m. to 4:30 p.m. It is Vancouver Island's largest outdoor visual event, say organizers. It hasn't always been that way. When Threadkell took over the event 14 years ago, only 40 to 50 artists participated. Today, there is a waiting list. Threadkell is not surprised by the popularity of the event. “The paint-in demystifies the art process,” she said. “People get really easy access to the artists. They're able to chat with them and learn about their craft.” Artist Noah Layne will be participating in his ninth straight paint-in this week-

Realist artist Noah Layne is among 190 artist which will take part in Saturday’s TD Art Gallery Paint-In. The event is held along Moss Street, between Fort Street and Dallas Road, from 11 a.m. to 4:30 p.m. end. Layne, an award-winning realist artist, said Paint-In gives him a chance to get out of the studio and talk to art lovers. He'll present a portrait drawing demonstration from 1 to 3 p.m. on Saturday. “People are interested in art and how it is done,” Layne said. “I find, though, when I'm working, people don't tend to interrupt me.” And while he doesn't usually sell a lot of his work during Paint-In, many people are interested in his art classes or making appointments to see his studio. Michigan Street Community Garden gardeners are looking for a new home now that their current location has been sold by the B.C. government. The allotment garden, built in 1999 with help from food sustainability group LifeCycles, predates the city’s community gardens program. The garden consists of 20 raised beds, used year-round, in the corner of a Michigan Street parking lot, formerly owned by the province, which was sold for development last year. “Many people are sad to see this corner go, it’s been a staple of the community for so long,” said Sherri Loken, vice-president of Michigan Street Gardeners. “Not a day goes by without a tourist walking past and telling us how lucky we are to have this, especially when we’re still growing in February.” City officials surveyed 10 possible locations, eventually settling on South Park as the new location. Jocelyn Jenkins, acting director of parks, recreation and culture, said that the next step in relocation will be sitting down with the James Bay Neighbourhood Association to hash out the methods for consultation with other groups. City councillor Chris Coleman said that discussions will begin this week, and though the city expects some opposition, he believes that “most will be pleased with (the city’s) decisions.” The decision was made based on the park’s size, around 9,000 square feet, larger than the current location, and its closeness to South Park School. The school staff have shown an interest in including the garden into the education curriculum. Despite the land being owned by the city, consultations will include School District 61, which maintains the property. “We’ve already began work-

Along with providing the community group with land, the city will install fencing and standpipes for water, and the new owners of the current property have offered to move the soil. Other costs incurred by the relocation however, such as creating new beds and a gardening shed, will be paid for by the volunteers who maintain and use the gardens. Loken said that wherever the garden ends up, she hopes another move won’t be necessary. “When you put as much effort and as much money into something as some of the gardeners do, you really hope you can stay put and continue improving it,” she said. reporter@vicnews.com

Tax revenue up in smoke The proliferation of contraband tobacco in Canada is nothing new, but it’s often an overlooked crime in the public realm. It’s no surprise to smokers, but tax revenue on legally purchased cigarettes has been steadily rising for the past few decades with an average pack now costing $10. Advocates like the B.C. chapter of the Canadian Cancer Society say the increased cost is a win-win, as it boosts government revenue while incentivizing more people to quit the destructive habit because of prohibitive cost. Kathryn Seely, the non-profit organization’s chief advocate for healthy public policies, told the Vancouver Sun in 2013 that higher prices can be particularly effective in quashing youth smoking. “The youth who are price sensitive — it can cause them to not take up the habit,” Seely said. Yet it appears more people are finding alternative ways to satisfy their nicotine habit by avoiding government gatekeeping altogether. An analysis of hundreds of cigarette butts at five sites in Victoria and Saanich found up to 25 per cent were contraband, or illegal products. Finding a thrifty supplier seems to be the easy part, according to Andrew Klukas, president of the Western Convenience Stores Association, who conducted the analysis. Klukas also pointed out 22 per cent of cigarette butts collected at Vic High were classified as contraband, which suggests teens are finding ways to avoid expensive legal cigarettes in favour of illegal products as well. A baggie of 200 cigarettes can sometimes cost only $10, Klukas said. Klukas and his colleagues have a vested interest in locals purchasing cigarettes from their retailers, but the research suggests the B.C. government may be losing $120 million a year in tax revenue to illegal tobacco dealings. That’s money going into the pockets of organized crime from elsewhere in the country and as far away as Asia, and it needs renewed focus from both federal and provincial governments. Time for a better system Re: A brief history of treaty talks (B.C. Views, July 4) Tom Fletcher states “no society has made significant social and environmental progress without individual property rights. See the woeful state of most of Canada’s communally owned aboriginal reserves, where individually owned property isn’t permitted.” I would like to point out that around the time Columbus brought “civilization” to North America, Europe was just warming up to nearly 300 years of torturing and killing an estimated 40,000 to 100,000 women and men on fearmongered charges of witchcraft. I’m no scholar, but from what I’ve read, it was common in healthy, pre-contact aboriginal communities to share food and possessions with the whole community. Aboriginal communities also originated the concept of restorative justice, which permitted a way for perpetrators to be forgiven and reintegrated into society, as well as for the victim to have a role in deciding appropriate consequences for the perpetrator. Homosexuality was accepted. Most aboriginals saw the Divine as one with all of nature,

so all of nature was treated with respect. How could we make more environmental progress than to live in sustainable harmony with nature, as aboriginals did? I’m sure aboriginal communities had their share of problems, but on the whole it sounds like they lived closer to Jesus’ teachings of loving one another, behaving charitably towards others, and not amassing wealth while others starve, etc., than we have been able to in our modern “civilized” societies. If “most of Canada’s communally owned aboriginal reserves” are indeed in a woeful state, I would see that more as evidence that it doesn’t work to take away a community’s children, subject them to physical and sexual abuse and neglect, teach them an old white man in the sky knows their every thought and will punish them, and then put them on a reserve and expect them to function optimally. Imagine the widespread hopelessness and despair that would result in our own communities, if all of our schoolaged children were taken away? Imagine the children returning to our devastated community years later, having been thoroughly

taught that they’re secondclass at best. How healthy could our community then become, without serious help and healing? I note that though John Locke was a great advocate of money and private property, he also believed government needed to play a role in distributing wealth more evenly. He neglected to say how that should be done. I would have thought that anyone who followed the libertarian-inspired role in de-regulating Wall Street, with touching faith in the integrity and self-regulation of those who put private profit above all else, and saw the resulting catastrophe, would at least have some second thoughts about where our driving economic forces are taking us. Surely it’s now apparent that a greed-based system works for only a tiny percentage of the population. Maybe it’s time to design a better system, one that places more value and respect on nature and fellow humans and animals. A system perhaps more inspired by simpler societies that achieved a level of social and environmental success than we can only dream of. Grace Wyatt Victoria

City Hall News is only six months away from its centennial, but owner Bob Streeter, 73, won’t be around to celebrate. Originally opened in 1915, Victoria’s largest selection of newspapers and magazines have been in the hands of the Streeter family since Bob’s father bought the store in the mid-50s. Looking to retire, but unable to let go of the shop, he sold it to his son, a pipefitter by trade who had grown weary of working in camps. Spending his last few weeks in the shop, Streeter pins the closing on the decline of the print industry, as well as nearby offices being consolidated by the provincial government, which he estimates has cost him around 300 customers over the past year. On top of a fading clientele, Streeter was diagnosed with cancer in January. “I guess you could say the writing was on the wall,” he jokes.

City Hall News carries publications on nearly every issue, “even ukelele.” Of the 3,500 titles carried by his supplier, Streeter boasts that most of them have a spot on his shelves. “I’ve always tried to supply what the people want,” says Streeter. “If there’s somebody out there looking for it, I need to have it.” While Streeter has no serious plans for retirement, he hopes to spend time in New Zealand or England, partly for the fish and chips. He says he’ll miss his customers the most. “I’ve had customers come in to tell me how much they appreciated the store, and that they won’t be able to get their favourite magazine anymore,” says Streeter. “It’s been really nice.” reporter@vicnews.com

Formula 1 in your driveway Keith Morgan

Even if you squint while looking at the Hybrid gas-electric car on your driveway, you likely have a hard time imagining it is anything like an F1 racecar. However, the new advanced hybrid technology at play in this 2014 season means that Formula 1 has never been closer to your driveway. The car power units are 1600cc turbocharged V6 engines with direct fuel injection. They have to complete each race with 35 per cent less fuel, with a maximum fuel load of 100kg (not litres) and the fuel flow is restricted to 100 kg/hour. That would mean your favourite driver would bow out half way through without further engineering help. In addition, the power units have two electric motors, one linked directly to the turbocharger, the other working in the same way that the Kinetic Energy Recovery Systems (KERS) used to do. The result is a combined maximum power output of around 760bhp, which is similar to the output of the V8 cars of last year. It is a certainty that the rapid-fire experimentation that is going on in F1 will result in improvements to our everyday cars. That’s the beauty of this highly competitive sport that is so geared to winning. Changes come faster because there’s no chance to undertake testing that takes ages

under normal testing. Last year, when I visited the Monaco Grand Prix as a guest of the Infiniti-Red Bull F1 race team, I chatted to Infiniti engineers who marvelled at the pace of improvement. Said one Infiniti engineer: “They do things so much more quickly than we can do under normal development processes because they have to. And the changes they make are so thoroughly tested on the track. It points two ways: sometimes what they do shows us the way to go but also the way not to go!” Hong Kong-based Infiniti has made a very shrewd move in tying itself to the F1 team and particularly the reigning F1 champion Sebastian Vettel. The German racer is the marque’s Director of Performance. His association goes far beyond the typical celebrity endorsement, for he takes on a literal hands-on-the-wheel approach to his role. He has played a significant role in the development of the compact Q30, which should surface later next year. He has already left his mark on the all-new Infiniti Q50 sport sedan and sports car enthusiasts pray a

high-powered ‘Eau Rouge’ version of the car will hit the production line. Yours truly, will join the team next month at the Belgian Grand Prix, at the Circuit de Spa-Francorchamps, location of the famous ‘Eau Rouge’ corner. We will drive Q50s from the south of England, through the Euro Tunnel and on to Spa. Immediately prior to the race weekend, yours truly will join international journalists in a behind-the-scenes visit to the team’s UK base in Milton Keynes. There we will learn something about the fast track work they carry out on the F1 cars. Having recently driven the spectacular Audi SQ5, from which this car is based, that 354hp rocket is a bargain at $60,000, almost fully equipped.

SUV. There might be some confusion surrounding the naming of this car. Both the Macan S and Macan Turbo come fitted with a V6 turbo. The base model is a 3.0L V6 with 340hp. While the cost of buying a home is costly, a realtor could end up saving you thousands of dollars. And while it may be tempting to skip the middleman and buy or sell your home on your own, the real estate market can be full of challenges, and having a professional to navigate it for you could save you a lot of grief. Licensed realtors go through a year-long program, often at the University of B.C.’s Sauder School of Business, followed by postlicensing training at a realty board. Many real estate companies also have mentorship programs, ensuring that new realtors are prepared before representing clients on their own. “We find a good match for the realtor, who takes them to listing and selling appointments, before reversing the roles to make sure the new realtor is doing everything right by the book,” said Megan John of DFH Real Estate, who has worked as a

much it has sold for in the past. Hiring a realtor can also save a lot of time. Instead of calling each seller’s agent, the buyer would only need to communicate with their own, who could also help to narrow down which homes to look at. Market information isn’t

a secret – a quick Google search or email can tell you what houses in a particular neighbourhood are selling for, how many are selling, etc. But along with having the most up-to-date and accurate information, as well as databases of historical information, real estate agents know how these numbers will affect any new home on the market. While hiring a realtor has obvious benefits for buyers, sellers can also benefit from the help of a professional. “Everybody has a right to sell their own home,” Ayres said, “but realtors have years of experience in selling, going through the process three or four times a month. They have market knowledge that the average person usually doesn’t have and can make recommendations on how to prepare a home for sale. If anything goes wrong, realtors are also insured.” Ayres said that most prospective home owners still find the right realtor through word of mouth. “It’s not unusual for a client to interview a potential realtor a couple times before hiring them,” Ayres said. “They’ll usually research the realtor online beforehand as well. People tend to do a lot of homework when it comes to real estate nowadays.”

The much-maligned fleet car Chevrolet Impala is the “I don’t get no respect!” sedan of the auto world, if I may quote the late Rodney Dangerfield. The Impala I rented in Hawaii early this year was confirmation of the beating, while on the job, that a car like this has to endure. Yet, you have to respect the sturdiness and competence that a car like this must possess. Body scars left by a multitude of indifferent drivers were visible evidence of the abuse. Although basic on the inside, the Impala turned out to be surprisingly comfortable and the biggest surprise of all was its performance. Impala offers good power, a quiet passenger cabin and a comfortable ride, which helped make the overall driving experience a pleasant one. Chevrolet first introduced an Impala way back in 1958 and at one time, it was the best-selling car in America. The last time I had driven an Impala was in 2009.

Zack Spencer When the Porsche Cayenne was introduced, I questioned why the iconic sports car maker would build a grocery-getting SUV. Boy was I ever wrong. Porsche was not only successful introduced the Cayenne, it went into become its best-selling vehicle and – wait for it – I even bought one! So, with the latest introduction of a smaller SUV called Macan, there is less fanfare around the fact that it actually exists and more excitement about how it performs. The bigger question is with so many small luxury SUVs entering the market, is the Macan worth the $54,300 to get a base model or $82,200 for the turbo?

The Macan uses same platform as the Audi Q5, a Volkswagen Group sibling, but features an entirely different body shell and engine options. The most striking design element is the wide hood that folds over the side of the front fenders, making a seamless, wide stance that is impressive. The hood actually has cutouts for the headlamps and weighs only 17kg. “Side Blades” decorate the lower body of the Macan and can be ordered in black, a matching body colour or carbon fibre. The back end of the Macan is particularly sleek and tidy, the taillights wrap around from the side and into the tailgate with precession. It’s the lack of a trunk release that makes the

that they believe they have something in this new SUV. There might be some confusion surrounding the naming of this car. Both the Macan S and Macan Turbo both come fitted with a V6 turbo. The base model is a 3.0L V6 with 340hp. The “Turbo” gets a larger 3.6L V6 with a higher output turbocharger and is rated at 400hp. The base model would be my choice. Driving in back country roads the power was fantastic and the additional money could be spent upgrading the suspension from the base steel springs to steel with Porsche Active Suspension Management (PASM) that allows the driver to set the firmness of the ride. This upgrade was noticeable on the track. The

turbo comes standard with this setup but the added power and expense was only really noticeable when the Macan was pushed very hard around the racetrack. For regular commuting the S is just fine.

Verdict

I love the way the Macan looks, the interior is wonderful and the handling can be very sporty if the buyer chooses. Here is the issue; the Macan can get very expensive in a hurry. All of the cars I drove in California were over $100,000 with features like PASM, additional air suspension and sport-chrono settings for the 7-speed duel clutch automatic. When I configure

a base S with the features I would want like navigation, PASM, front and rear parking sensors, bigger wheels, Bose stereo and a few other odds and ends, comes to almost $75,000, never mind the $82,200 starting price of the turbo. Having recently driven the spectacular Audi SQ5, from which this car is based, that 354hp rocket is a bargain at $60,000, almost fully equipped. I like the Macan, and they will sell every one to people who want to have the latest, but I think the pricing structure is a bit over the top. zack.spencer@drivewaybc.ca

Keith Morgan Even if you squint while looking at the Hybrid gas-electric car on your driveway, you likely have a hard time imagining it is anything like an F1 racecar. However, the new advanced hybrid technology at play in this 2014 season means that Formula 1 has never been closer to your driveway. The car power units are 1600cc turbocharged V6 engines with direct fuel injection. They have to complete each race with 35 percent less fuel, with a maximum fuel load of 100kg (not litres) and the fuel flow is restricted to 100 kg/hour. That would mean your favourite driver would bow out half way through without further engineering help. In addition, the power units have two electric motors, one linked directly to the turbocharger, the other working in the same way that the Kinetic Energy Recovery Systems (KERS) used to do. The result is a combined maximum power output of around 760bhp, which is similar to the output of the V8 cars of last year. It is a certainty that the rapid-fire experimentation that is going on in F1 will result in improvements to our everyday cars. That’s the beauty of this highly competitive sport that is so geared to winning. Changes come faster because there’s no chance to undertake

testing that takes an age under normal testing. Last year, when I visited the Monaco Grand Prix as a guest of the Infiniti-Red Bull F1 race team, I chatted to Infiniti engineers who marvelled at the pace of improvement. Said one Infiniti engineer: “They do things so much more quickly than we can do under normal development processes because they have to. And the changes they make are so thoroughly tested on the track. It points two ways: sometimes what they do shows us the way to go but also the way not to go!” Hong Kong-based Infiniti has made a very shrewd move in tying itself to the F1 team and particularly the reigning F1 champion Sebastian Vettel. The German racer is the marque’s Director of Performance. His association goes far beyond the typical celebrity endorsement, for he takes on a literal hands-on-thewheel approach to his role. Last year, I drove with Vettel on the Paul Ricard circuit in the south of France. He talked enthusias-

tically about how he hoped to influence future Infiniti design and performance. At trackside, Infiniti personnel were impressed with his ability to tell them what changes they needed to make to its set up after only a couple of laps of the track. He has played a significant role in the development of the compact Q30, which should surface later next year. He has already left his mark on the all-new Infiniti Q50 sport sedan and sports car enthusiasts pray a high-powered ‘Eau Rouge’ version of the car will hit the production line. Now if I were a betting man I would say confirmation of production might be soon. Yours truly, will join the team again next month at the Belgian Grand Prix, at the Circuit de Spa-Francorchamps . . . . location of the famous ‘Eau Rouge’ corner. We will drive Q50s from the south of England, through the Euro Tunnel and on to Spa. Immediately prior to the race weekend, yours truly will join international journalists in a behindthe-scenes visit to the team’s UK base in Milton Keynes. Airing down to gain better traction is only outweighed by the increased ride quality. This will increase the odds of a lost tire bead however. Make sure your jack is in good working order. If you carry a High Lift Jack on the outside of your vehicle, check and oil it often. Another handy item for tire work is a nylon winch hold down strap. These can be put around the centre of the tread and tightened to re-seat the bead.

The second is breakage due to over-working your vehicle. The weakest link in the drive train seems to be the U-joints. If you break a U-joint there is a good probability that you will damage the yoke as well. This usually is not a trail side repair. Just remember that you are driving a four-wheel drive vehicle and you can most often get home with the front or rear drive disconnected. You will need to remove the drive shaft with the broken U-joint

so that further damage is not done, then drive out in twowheel drive. If this is a front axle steering knuckle U-joint, the half shaft will need to be removed and a rag stuffed into the end of the open axle housing.
