Teachers to strike Tuesday, May 27 By Tracy Hughes BLACK PRESS
The B.C. Teachers’ Federation plans to start one-day rotating strikes at schools around the province, rejecting the offer of a $1,200 signing bonus for an agreement by the end of the school year. In the North Okanagan-Shuswap school district, Tuesday, May 27 has been designated for the oneday strike. School District #83 superintendent Glenn Borthistle is advising parents to make alternate arrangements for their children. “As in the past when this kind of situation has

occurred, parents will be advised to keep their students home on that day as classroom teachers will not be in attendance,” he said. In Chase, where schools fall under School District #73 Kamloops Thompson, teachers will strike on Wednesday, May 28. BCTF president Jim Iker said Tuesday the bonus doesn’t make up for the government’s wage offer of 6.5 per cent over six years. A simultaneous plan to cut teachers’ wages five per cent or more because of strike action is “just so disrespectful, so unnecessary, and we’ll be dealing with it at the Labour Relations Board,” Iker said. Unless there is some compromise on major issues, one-day strikes with picket lines will be
staged at one group of school districts in each of the first four days next week, with teachers returning to work across the province on Friday, May 30. Education Minister Peter Fassbender said the signing bonus and reducing the contract term from 10 years to six were significant efforts to move toward a settlement. “Unfortunately the announcement today says that the BCTF feels that disrupting classrooms, affecting children and their families is going to help to reach a settlement,” Fassbender told reporters in Vancouver. McIntyre Creek: Evacuees concerned over long wait. By Chelsea Grainger
MARKET NEWS STAFF
A month after the McIntyre Creek slide, area residents are concerned they’re still not permitted to return to their properties. At a meeting on May 20 in Salmon Arm, evacuees of the April 23 slide were told a work plan has been put in place, but it’s still unknown when it will be safe for them to return. The Shuswap Emergency Program hosted the meeting, set up to answer residents’ questions and address concerns. It was also attended by representatives from Emergency Management B.C., the Columbia Shuswap Regional District and Westrek Geotechnical Services Ltd. Westrek will be going ahead with a proposed plan to analyze what caused the debris flow and determine the likelihood of such incidents occurring in the future to ensure safety. The work plan is proposed to take until mid-June. Kevin Turner of Westrek stated they have established that the area was built on previous landslide sites, but they aren’t sure what the cause of the slide boils down to and will be investigating further. Residents expressed their concern about not being allowed access
to their properties since the slide occurred. “We are suffering real hard here,” said Bo Wilson, a resident who has been evacuated. “There doesn’t seem to be any urgency with what’s happening, nothing has been done to protect our property.” Gary Holte, interim leader of CSRD’s Environment and Engineering services, stated that investigators have been working, but they are taking their time as they don’t want to short cut. Resident Ken Gummo noted there was a significant amount of debris on his property and his home had suffered damage, yet he has been unable to access his property in order to clean it up. “We have invested a lot of our capital and our dreams of hope and retirement,” said Gummo. “We haven’t been allowed to go in to deal with the messes.” Holte stated that he understands the emotions people are dealing with but CSRD doesn’t have the level of confidence in safety required to let people attend to their properties just yet. “We do feel (your concerns) and understand the emotional investment that you have made,” said RCMP Sgt. Carlos Tettolowski. “It sucks, but we would rather see another broken window
Continued from front Iker reiterated the union’s position that more pay, more teachers and a return to contract language guaranteeing class size and special needs support are needed to reach a settlement. Peter Cameron, chief negotiator for the province’s 60 school districts, informed the union last week that a

Turner agreed they’re unpredictable. “Landslides are really dangerous, they occur without warning and we can’t put people in harm’s way.” Gummo also stated that the repair done on the roads after the debris slide created significant damage to land owners’ driveways. Murray Tekano, the Ministry of Transportation’s manager of the Okanagan Shuswap District, said the ministry will look into the issue. “We’re wanting to work with you to work around those repairs,” said Tekano.

Gas companies balk at talk
City, chamber: Meeting over higher prices denied. By Lachlan Labere
MARKET NEWS STAFF
Petroleum companies are reluctant to discuss local concerns over fuel pricing, leaving Salmon Arm drivers over a barrel with the highest gas prices in the region. As of May 8, the price at the pumps in Salmon Arm was 138.9 per litre. Enderby residents were paying 134.9 – the same in Vernon and Mara. It was 136.9 in Sorrento, while Kamloops drivers could pay 130.9, and in Kelowna, 135.9. Salmon Arm’s typically higher-than-average gas prices are what fuelled the Salmon Arm Chamber of Commerce’s ongoing effort to get some parity at the pump. This has included two surveys, one among chamber owners, the second geared to the general public, about how local gas prices have affected spending habits. The results of the former indicated retailers are losing money. The latter showed drivers are filling up elsewhere when possible and shopping in the process, meaning lost dollars for Salmon Arm. The chamber and city council had hoped to address this in person with the petroleum
companies represented in the city. All were invited by Mayor Nancy Cooper to meet with council and all turned down the offer. “I think they could have made that offer as a counter-offer, saying we can’t get together and meet with you but we’d be happy to discuss this further with the chamber and council...,” said chamber president Jim Kimmerly. Cooper called the companies’ response ‘disturbing.’ Though unable and/ or unwilling to attend a meeting in Salmon Arm, each of the petroleum company representatives provided written replies. Shell Canada general manager retail Sydney Kymball said the price is influenced daily by the price of crude oil, the cost of refining and local retail forces. She also notes how retailers in smaller markets need a greater operating margin to generate profit because they are selling less volume. Some respondents, including Armstrong Regional Co-operative general manager Jeff Payne, said a meeting with council to discuss pricing would violate the conspiracy provi-

n Gas prices in Salmon Arm are regularly higher than in surrounding communities. sions of Canada’s Competition Act. While other representatives state they already are competitive, Payne notes the Co-op offers patronage to its members that in 2013 translated to a saving of 8.7 cents per litre. One point Kimmerly picked up from the letters is a shared concept of “competition” that doesn’t synch with his own definition. “Their idea of being competitive is that we match the price of the other gas stations,” said Kimmerly. “Well, of course here, once the price is set, there’s no other matching that goes on until once the price of gas changes, whenever that is. “I was in the retail business for 17 years and you never try to play for a tie. You’re always trying to better your competition, attract more custom-
ers, which would result in increased sales and profits. But that doesn’t seem to be a factor here. It’s a business model where the petroleum company controls the gas side of the business and the retailer controls the retail store… it’s not a good mix for consumers, that’s for sure.” Kimmerly says the chamber’s next move is to forward the results of the recent consumer survey to the petroleum companies and their local retailers. “What comes out of it, we’ll wait and see,” said Kimmerly. “But for the dealer, it must be pretty frustrating to hear, give me $5-worth of gas, because I’m going to Kamloops or Vernon or wherever and I’ll get the rest of my gas there. That must be embarrassing. But that’s what they’re up against.”

Police: Sunday event to thank community, showcase services. By Martha Wickett
MARKET NEWS STAff
If all goes according to plan, you’ll be able to experience the world of policing from the inside out. What happens to a person (or crash test dummy) who is not wearing a seat-belt when a vehicle rolls? The ‘roll-over simulator’ will demonstrate. What’s it like to navigate an obstacle course while impaired? Special ‘drunk goggles’ will give you an idea. The Salmon Arm RCMP are holding a Police Fair, Auction and Community Appreciation Day on Sunday, May 25, from 10 a.m. to 5 p.m. at the Shaw Centre. Although not all the demonstrations can be confirmed ahead of time, features of the day planned include: a chance to see inside a police car and the special truck used by a traffic accident analyst; radar speed testing of baseball throws; find-
ing fingerprints and clues with the forensic identification section; photos with a police horse ridden by an officer in red serge; a demonstration by police dog services; a possible visit from the police helicopter and the underwater recovery team; a look at the police boat; and a chance to see the police tactical team – or riot squad – and the emergency response team. Along with using the drunk goggles, visitors can also try driving a scooter as well as texting while driving to see how many cones they knock down. There will also be an opportunity to find out more about auxiliary constables, citizens’ patrol, victim services and becoming a police officer. Also taking place will be a barbecue and bake sale. In addition to providing a chance for police to thank the community for its support, proceeds of the day’s admission-by-donation
will go to four-year-old Megan Leverrier. She is in Toronto’s Hospital for Sick Children awaiting a liver transplant made necessary by a rare tumour growing on her liver. Her father, Jaimie Leverrier, is a police office with the Salmon Arm detachment. Both he and her mom, Michelle, her little brother Gavin and her grandparents have been staying in Toronto. “The main reason that we’re doing it is to raise funds, but it’s also a good opportunity to come and meet everyone and interact with the police in a positive light,” says Const. Mike Dibblee, a good friend of Leverrier’s and one of the event’s organizers. Also at the police fair will be a live and silent auction, as well as Miracle for Megan bracelets, both fundraisers for the family. Once Megan receives a transplant, she and her family will have to stay three

School trustee positions fair game It’s good to hear North Okanagan-Shuswap School District trustees will leave no stone unturned when it comes to cutting costs, even if it means they may be directly impacted. The district is reviewing whether the number of elected officials should be reduced from nine to seven. Presently, there is one trustee each for Enderby, Falkland, Carlin/Sorrento, North Shuswap and Sicamous/Malakwa, two for Armstrong/Spallumcheen and two from Salmon Arm. Obviously, the $25,000 a year that would be saved by having two fewer trustees is a drop in the bucket compared to the overall $1.8 million shortfall in 2014/15. But when deficits occur annually, every penny counts and it would be interesting to know how many classroom supplies $25,000 would purchase? Could it make the difference between a student seeing a speech pathologist or not? The other thing to consider is that while the North Okanagan-Shuswap has nine trustees, most other districts, including Vernon and Kelowna, have seven. Granted, North Okanagan-Shuswap covers a large geographical area and has some distinct communities, but at a time when enrolment is shrinking and there are fewer schools to govern, why would this district have more elected officials at the table than other jurisdictions? Of course, before any changes occur, there needs to be a solid public consultation process to ensure communities continue to have sufficient representation. However, all potential money-saving options must be considered thoroughly, and by taking a new direction, trustees may develop a sense of what their laid-off employees have been facing. -Vernon Morning Star

OPINION
Annual fishing derby a community effort This past Sunday morning I was down at the end of the wharf putting up posters for the upcoming Salmon Arm Kids Fishing Derby (takes place Sunday, June 15), when I found myself watching a man fishing with two young boys. They were having fun catching pike minnows swimming around the waters near the docks. It brought back memories of the times my father took my older brother and myself fishing off the dock at Chetley Marsh. Those long ago, lazy summer Sunday afternoons spent casting worms to small sauger and pan fish remain very vivid images in my memory. I remember my father also took any kid that wanted to go fishing along with us. Most of the time he never even got a chance to cast a line. He was too busy keeping an eye on us kids, rigging up our gear, freeing snags and tying on new hooks, all the while making sure we didn’t fall into the water. Looking back, I guess I was pretty lucky that my
THE GREAT OUTDOORS James Murray father was willing to spend the time with all of us kids. I cannot help but wonder how many parents get to spend time together doing that sort of thing with their kids nowadays. It would seem that a lot of parents are too busy just trying to provide the material things in life for their kids, and don’t have the time. I’m just glad my father made the time. That is why I started the Kid’s Fishing Derby – the year after my father passed away. One thing I do know for sure is that for the past 18 years, the derby has brought hundreds of families together where they have been able to spend time at the end of the wharf,
sitting on the dock fishing, talking and enjoying each other’s company. It makes me feel good to see all those families together having fun. I think my father would be pleased. It certainly pleases me when each year I also see all the parents with their kids, fishing rods in hand, walking down towards the registration table set up at the end of the wharf on the day of the derby. I also see a lot of grandparents bringing their grandkids to the derby, as well as adults who have brought their kids and their kids’ friends. Not to mention members of our local Rotary clubs, who not only help sponsor the derby each year, but also volunteer their time to help out the kids who haven’t quite got the hang of catching fish – yet. It takes a good 30 people to put on an event the size of the Salmon Arm Kid’s Fishing Derby. That’s not including the lifeguards or Donna Flatman from the Shuswap Recreation Society – the derby’s official sponsor. She has co-ordinated the registration, life-
guards and awards presentation for the past 12 years, and is tireless in her efforts to see that the day of the derby runs well. Another thing that also really pleases me is that a fair number of young people, who have previously taken part in the derby, are willing to help out for years after they are too old to participate. One young fellow came back for 10 years to weigh fish in, and another young lady still comes all the way from Kelowna to mentor many of the younger kids. I want to say right here and now that I have complete faith in young people – in spite of what some of my generation might say. We also have a number of families who have moved away from the area but make the Father’s Day weekend a special occasion by coming back each year to participate in the derby. Each year they find the time. So I guess you could say that it takes one angler to catch a fish but a whole community to put on a fishing derby.

Prescription drugs problematic
FROM THE HILL Colin Mayes Members of Parliament, John Weston and Dave Wilks, two of my B.C. colleagues, have formed a Combatting Substance Abuse Caucus in Ottawa. This caucus is reviewing issues such as illegal drug abuse, as well as the abuse of prescription drugs and the effect of drugs to mental health and addiction treatment. It might surprise you to think that many Canadians, especially seniors, have become drug addicts through improper or prolonged use of pharmaceutical drugs. Canada is the second largest per capita consumer of opioids
(sedative, tranquilizer, depressant, painkiller etc.) in the world, up by 23 per cent from 2000 to 2010, which is a larger increase than the U.S. To give you an example of the statistics from just one province, in Nova Scotia the number of people in withdrawal management for opioid dependence increased by 112 per cent since 2006. On May 9, 2013 the minister of health, along with MP Weston, launched a ‘National Prescription Drug Dropoff Day’ with participating police services all across Canada. Collectively, across the country, 4,000 pounds of medications were surrendered. The impact of this initiative is obvious. By preventing drug abuse, reducing access and availability, chances of accidental deaths in the household, especially for children, is lowered. It also ensures that seniors will not mix drugs
that are not compatible, and keeps the medications out of our water system and landfill sites. Folks, this is a big problem. I encourage you to go to your medicine cabinet and separate the drugs you no longer need, review your dependency to any subscription drugs with your doctor, ensure your pharmaceuticals are safely stored, and when in doubt, go to your local pharmacy professional for advice on the usage and purpose of your prescription drugs. This will save lives as it is estimated that up to 10,000 Canadians die each year from improper use of pharmaceutical drugs, and one in nine ER visits are due to a drug-related cause – of which over two-thirds were deemed preventable. Some pharmaceutical drugs have been life changing for people that have health challenges, and we can be

Looking for answers on lake source Operations, cautions that over-stocking could cause further problems, with competition for food resulting in smaller fish. And while he says nobody knows what the problem is, Maricle suspects it is an overabundance of goldfish. “They’re far better competitors, they can handle warmer water and produce in the lake at a much higher rate.” Maricle says a longterm plan is in the works to have a masters student from Thompson Rivers University do a study on chara in White Lake and several other Interior lakes. “There have been some indications suggesting the changes in UV may affect sensitive aquatic vegetation,” he says, describing chara as an olive green food source that spreads carpet-like on the bottom of the lake, providing excellent nutrients and cover for the invertebrates that provide food for the fish. But Maricle cautions that even if studies do
produce answers, he’s not sure there is a lot that can be done. Killing off the fish now in White Lake as was done several years ago to rid Gardom Lake of bass and perch is not an option. Not only are there hundreds of water licences on the lake and creek, the cost to treat such a big lake with Rotenone would be astronomical, particularly as goldfish require double the dose. Maricle says he has floated the idea of stocking the lake with non-reproductive female kokanees. “They would do better and they are fishable the whole year,” he says, noting the fish are tasty and feed on plankton out in the deep water. “If it was decided the trout fishery has suffered beyond repair it would offer an opportunity for a better fishery.” But Maricle is quick to point out such a move would require majority public approval. The meeting was held after press time.

Potential problems in White Lake were the subjects of a meeting hosted Wednesday night by the White Lake Residents Association (WLRA). Concerns surfaced early in the year, when longtime fisherman Alf Davy raised the alarm about a substantial drop in rainbow trout catch in the past three years. Prior to the meeting, WLRA president Bryon Every said other fishermen have voiced their concerns about the drop in fish. “There were all sorts of ideas about what was causing it, including a beaver dam at the mouth of Cedar Creek that was potentially blocking the spawning trout from getting into the creek,” he says. Residents had also questioned if there have been changes to the food system or vegetation and decided they needed to do something besides speculating. Following several meetings and conversations, the association has garnered support from the ministries of
environment and forests, lands and resource operations, as well as the Columbia Shuswap Regional District, Shuswap MLA Greg Kyllo and Dr. Brian Heise of Thompson Rivers University Faculty of Science. As well as trying to raise funds to help offset the costs of proposed studies, WLRA members are providing volunteers to do some of the work. “The stomach samples we have offered to do for them will be a big help,” Every says of plans to examine the contents of the stomachs of fish that are caught on the lake for a full year. “They’ve never had a baseline on the food chain before.” Volunteers will be surveying fishermen and doing a spawning count to see how many fish are actually going up the creek. “That’s gonna help the ministry to establish how many stock fish they need to put in,” Every says. In the fall of 2012, the CSRD began using the yard and garden material brought in by residents to CSRD refuse disposal sites to create compost. The first batch of Columbia Shuswap Kickin’ Compost is now ready and will be sold, beginning June 2, at the Salmon Arm and Sicamous landfills, as well as several transfer stations in the Shuswap area. The compost is comprised of yard and garden material only. The composting process was carried out following the strict guidelines of the Ministry of Environment’s Organic Matter Recycling Regulation to ensure all quality and safety standards have been met. “The CSRD compost is a Class ‘A’ compost, and has been lab tested to ensure all quality criteria has been met to enable the distribution of the compost material to the public.” says Waste Reduction Facilitator Carmen Fennell. “Compost is a valuable soil amendment. The humus created in the composting process adds valuable fertilizer to your lawns, gardens and planters. The addition of compost to your soil also allows it to retain moisture better.” The compost will be available, while supplies last, at the Salmon Arm and Sicamous landfills, as well as the Malakwa, Scotch Creek, Skimikin, Glenemma and Falkland Transfer Stations, during regular business hours. “U-load” compost will cost $10 per cubic metre, with a $5 minimum charge. Residents are welcome to take their own pickup trucks to load compost or to take small containers, such as rubber totes, if only a small amount is required. For those wanting larger loads, the Salmon Arm Landfill will offer a “We-load” option available on Friday and Saturday mornings from 9 a.m. to noon for a cost of $30 per cubic metre. For more information, contact Fennell at 250833-5936.

Tipping fees increase for specific items Beginning June 2, residents will see a few new disposal fees at Columbia Shuswap Regional District landfills and transfer stations. A $10 per tonne charge will be implemented for disposal of clean soil (accepted only at landfills), and fees will be charged for new separation categories of wood waste: chipped wood waste; clean wood waste; and treated wood waste.
Chipped wood waste will cost $15 per tonne at the scaled sites or $5 per cubic metre at the unscaled sites. Clean wood waste and treated wood waste will cost $35 per tonne at scaled sites or $5 per cubic metre at unscaled sites. “The fee for wood waste disposal has not changed,” says waste reduction facilitator Carmen Fennell. “What has changed is the incentive to keep dirty and clean wood
separated.” As well, a new $15 per mattress recycling fee begins June 2. Fennell points out that mattresses pose significant challenges when disposed of in landfills. The decision to recycle mattresses, rather than burying them will save valuable space in the landfill and allow for the recovery of valuable wood and metal. “We have contracted with a company from
Mara to collect and disassemble the mattresses so the wood and metal can be recovered and recycled,” says Fennell. The fee charged for the disposal will cover the dismantling costs. Anyone who has a large volume of mattresses to dispose of may be able to arrange for a direct pick-up with the recycling company by calling Fennell at 250-8335936.

May is Better Hearing Month. So what should you know about hearing? What should you know about hearing aids? Do they even help?
CNIB VISION HEALTH MONTH
Are these questions that you too have asked? If so, read on - -
Do Hearing aids really help?? The simple answer is yes, but of course, it’s not that simple. Today’s hearing instruments are miniature computers, with many specialized features designed to keep conversation clear and maintain comfort. This is a rather daunting process when one considers the myriad of sounds we encounter every day, often changing from moment to moment. This auditory canvas evolves constantly as we encounter different voices, in varying situations. Each speaker’s voice has a unique pitch, volume, articulation pattern and resonance. Conversational situations also change quickly from quiet, to background noise, to groups of voices, to distant speech. In addition, the general acoustics of a room can play a significant role in communication. Large, open rooms make communication more difficult as sounds reverberate and come back on themselves. We all know that talking in an empty gymnasium can be challenging. In small, carpeted spaces sound is more easily absorbed, creating an easier listening environment. All these factors contribute to the challenge of hearing, and a challenge for hearing instrument technology. The ear, the brain, and the hearing device must adapt constantly and work as a team. The success of this “team” is im-
pacted by the individual using the hearing devices. Age, personality, life experiences, motivation, and the amount of hearing loss all play a role. Given all these human and acoustical obstacles, hearing aids work exceptionally well. Hearing instruments continue to bring people back into the auditory world, improving socialization and quality of life. They are comfortable, require very little adjustment, and improve communication in a wide range of settings. However, hearing aids cannot fix a damaged ear; replace what is missing, or stop the auditory
tem is very complex. Sound stimulates the eardrum, then travels through the various parts of the ear to the brain which categorizes and attends to the most important signal. Hearing loss develops when there are physiological changes somewhere in the auditory system. Sometimes these changes cause temporary hearing loss that can be medically treated, but more often, the hearing loss is permanent. The auditory information that reaches the brain is of ultimate importance. We don’t “hear” until the brain tells us there is sound, and we don’t “understand” until
Hearing instruments continue to bring people back into the auditory world, improving socialization and quality of life. brain from aging. They still do not put themselves in the ear, clean themselves, or force someone to listen when they really don’t care to hear. They still don’t stop someone from conversing two rooms away, or with their head in the cupboard. Does this mean hearing aids don’t work? No, it means we need to understand the basic challenges of hearing, what happens when the ear deteriorates, and what to expect from hearing aid technology. So, what about the auditory system? What happens with hearing loss? The human auditory sys-

the brain puts meaning to the signal. When there is missing data, interpretation becomes difficult. That is hearing loss. Hearing loss is rarely a complete lack of sound, or just a need for more volume. More often, it’s a matter of missing pieces, giving rise to the common complaint of “hearing”, but “not understanding”. Inner ear hearing loss is the most common (sensorineural). One of the most basic parts of the inner ear is the “hair cells.” There are “inner hair cells” and “outer hair cells,” each having a different function. The manner in which they are damaged
will affect how auditory information is relayed to the brain, and the impact on understanding. In addition, some hair cells respond to high pitched sound and some to low pitches. They do not deteriorate equally, and this will also affect how the hearing changes. It is certainly not difficult to understand how hearing loss is much more complex than just “not hearing.” Unfortunately, this complexity is also what poses challenges for hearing impaired individuals. Hearing aids today are very sophisticated, and effective, but they don’t fix a damaged ear, or match the complexity of the human auditory system. These limitations are what fuel the ongoing research and development by all hearing aid companies. Technology is constantly evolving but the “wild card” will always be the individual and the hearing loss. People are not clones of one another. Each person has a unique personality that affects motivation, flexibility and coping strategies. Each person’s brain has a unique way of analysing and making sense of information. These variables will always be present. They are what challenge Audiologists and Hearing Instrument Practitioners.

City holds off on marijuana zoning By Lachlan Labere
MARKET NEWS STAFF
Some city councillors would like to see licensed marijuana production facilities on agricultural land, others on industrial land, while at least one is intrigued with the idea of not allowing any. Council recently received a letter from the City of Pitt Meadows noting their council passed a bylaw prohibiting the growing, storing, processing, testing or distribution of cannabis in all zones within the municipality. The decision to pass the bylaw was influenced by one, financial implications associated with BC Assessment’s confirmation that commercial medical marijuana operations might qualify to be assessed at farm rates, whether or not they are located in agricultural areas, and two, concerns regarding the lack of services, emergency access and potential impact on neighbouring properties in agricultural areas. In response, Coun. Alan Harrison said he is interested in how Pitt Meadows makes out with the bylaw, stating he quite likes it, if it works. City development services director Kevin Pearson, however, reminded council of a recent staff report

CHELSEA GRAINGER/MARKET NEWS
that suggests what Pitt Meadows is doing is questionable. He said some municipalities are going that route, but, for the time being, Salmon Arm is taking a wait-and-see approach. “I’ve received feedback from some of the councillors who indicated they would like to see that use occur in the industrial zones, and some of the other councillors indicating they would like to see the use in the agricultural zones,” said Pearson. “The OCP policies that we have would support that
type of use in either industrial or agricultural zones.” Pearson added the cities of Kelowna and Vernon recently changed their position on appropriate zoning, and are now allowing medical marijuana production facilities on agriculturally-zoned properties. “There’s a lot of flipflopping going on and because of that, I’ve decided to just sort of stay dormant on this until we get a proposal,” said Pearson. New federal regulations restricting the production of medici-
nal marijuana were supposed to go into effect April 1, but an injunction was granted after a federal court judge ruled patients licensed to grow under prior regulations could continue to do so. The federal government intends to appeal the ruling. Under the new regulations there are currently 13 licensed producers in Canada authorized to sell or provide medical marijuana.

Students at Shuswap Middle School got the chance to put down the pen and paper and take in some exciting wellness activities last week. Sandy Little, counsellor at Shuswap Middle School, said that last year was such a hit that wellness week was brought back for round two, but this year, all grades got to enjoy the fun and learning. Students participated in both internal and physical wellness activities such as kickboxing, painting, yoga and cyber wellness. Little explained the school wanted a way to incorporate a variety of their usual wellness activities during a single week in order to reduce the amount of disruptions for students. “My hope is that this week will provide ideas for students to make good choices,” said Little. “This week is giving them a perspective on a variety of activities.” Twenty-five staff and community members helped instruct the wellness activities for the week.

Lee Creek joins other communities in the North Shuswap Official Community Plan as a Secondary Settlement Area. Columbia Shuswap Regional District directors unanimously supported a staff recommendation to redesignate Lee Creek at the May 15 board meeting which was held in Falkland. In presenting Bylaw 830-10 to the board, development services manager Gerald Christie explained the SSA designation is supported by Interior Health and the Ministry of Agriculture. And while there was some heated opposition to the move by some Lee Creek residents, Christie said the majority were in favour. At an April 15 public hearing attended by 83 people, 14 people spoke to the issue but only four were new submissions. Although three of those speakers opposed the new bylaw,

Christie provided an accounting of the submissions, noting there was duplication in both the for and against groups and some submissions came from as far away as Belgium and were therefore discounted. Christie said the objectives of managing growth in Lee Creek by redesignating Lee Creek as a second-
ary settlement area include: protect the natural habitat and agricultural land and preserve the area’s highly valued rural character; direct growth in an organized and desirable manner and provide a clear separation between rural and nonrural lands. “This settlement pattern will also facilitate shorter vehicle trips as well as encourage more walking, bicycling and, potentially, the introduction of
public transit,” said Christie, noting Lee Creek could also have a firehall under the new SSA designation. Christie told directors Lee Creek is one of the most densely populated residential areas of the North Shuswap and the area’s advisory planning commission recommended approval. Events co-ordinators to be hired
Project Comeback: Plan to create central directory. Chase’s Project Comeback is now investing funds with the support of the Village of Chase to hire two events and activities co-ordinators. The project is a provincially and federally funded initiative focused on addressing the needs of young adults in Chase and the surrounding area. Following a community survey and workshop in late 2013 and early 2014, a working group of concerned community members formed to investigate projects to help attract and retain young people in the Chase area. The survey and workshop
identified the need for local entertainment as one of several factors influencing the decision of young people to live in the area. In addressing the entertainment issue, the working group found that a number of activities, events and recreational opportunities already exist in the area. However, they decided, what is missing is a central directory of information about these happenings. People might not be aware, for instance, there is aqua-zumba at the Quaaout Lodge, bike repair at the Corn Farm on VLA Road and an annual Corn Stock music
festival in Chase. Not to mention pow-wows in the surrounding First Nations’ communities. One of the main goals of the two part-time co-ordinators will be to identify activities in the surrounding area and create a database of detailed information. Another important aspect of the co-ordinators’ role will be to help promote and bridge participation in events and activities among the First Nations and non-First Nations communities in the area. For more information on Project Comeback, visit the Village of Chase website or contact Joni at cao@chasebc.ca.
Majority of residents in favour of plan
Paul Demenok wap director Paul Demenok asked why a consultant originally recommended Lee Creek not be designated a secondary settlement area when the OCP was being created four-and-a-half years ago. Christie said that in searching regional dis-
trict records, staff discovered a map that did indeed designate Lee Creek as a secondary settlement area. “The original first version of Electoral Area ‘F’ OCP Bylaw No. 830 designated Lee Creek as a Secondary Settlement Area,” he said. “Public discussion and input resulted in the removal of the SSA designation from the Lee Creek neighbourhood prior to first reading of that bylaw.” Christie noted that from those initial discussions, the map was created by the consultants and presented to the OCP committee outlining the extent of a proposed Lee Creek SSA. “The boundary proposed at that time is the same boundary now proposed in Bylaw 830-10,” he said. Following the board meeting, Morgan said he had received emails confirming this information from Pat and Gord Robertson, who
sat on the original committee.

Continued from 19 munities in the North Shuswap were designated secondary settlement areas except for Scotch Creek, which is a primary settlement area. “The SSA will allow proponents to make application for rezoning and subdivision into strata or fee simple lots and will allow for the elimination of undivided interests,” he said. That is just one of the issues that worries Lee Creek resident Veronica Bene, who has been vocal in her opposition. Following the decision, Bene called the decision-making process flawed. “It’s water under the bridge now,” she said with resignation Friday, still worried about the possibility of rampant development in an area she believes should remain rural. “It’s done, it’s sad. I think some of the rationale they used is wrong.” But both Morgan and Christie are adamant that any new development proposal would have to go through the regional district’s development process and would have to stand on its own merits. Area D director René Talbot told Christie he had received emails warning of potential damage to the foreshore, particularly negative impacts on the Adams River sockeye salmon run.
But Christie noted there are stringent protection mechanisms in place for any development near the lake, including the riparian area regulation. “That doesn’t minimize concerns of people but I don’t think it’s justified,” he said. Area C South Shus-

Five tips to a healthy garden GAIA GARDENING Margo Westaway
When I went on safari in Kenya and Tanzania years ago, the drivers were always on the prowl for the ‘big five,’ which were the key animals like elephants and lions the tourists wanted to see most. As far as the gardening world is concerned, these are my ‘big five’ tips for springtime gardening. Look at your gardens with new eyes. Always try to see and treat your gardens as an ecological landscape, where natural systems created by the microbes and worms in the earth work for you to create healthy soil and plants. We want to support those systems with good compost, a nutrient-rich mulch and the right soil and light exposure and conditions for whatever you’re growing. Nylon weed barriers will suffocate and kill off your soil food web, as well as the use of toxic fertilizers or ‘cides.’ Keep in mind that natural soil systems are in layers of aerobic and anaerobic life forms, so flipping and tilling will also upset it too. Mulch instead and let the critters build up beautiful rich soil for you. Compost: I’m hoping you’ve got a big bunch of bagged or better yet, shredded leaves stockpiled from last fall to start layering in to your new compost with fresh green grass, wood chips, and anything else you can put into it (make sure it’s moistened between the layers and keep it covered). I saved a few bags of larch needles from last year as well as a stockpile of clean sawdust and sand (a little mineral content), because the more variety the better.
Manures are better mixed in with your compost, as it is only a nitrogen source and you want to have a good brown/green blend. If you have enough room, tailor a bin or two to certain soil requirements for different garden beds, such as one more acidic, sandy or alkaline than the other. Living soil is the essence of life, so make lots of it and give your beds a good cover to get things off to a healthy start! Plant your seedlings in compost too, in order to give them the nutrients they need to have maximum vitality and growing power. Mulch: Again, a green/brown diverse mix is key – not just one material. I mix together an equal amount of fresh, untreated grass, wood chips (a little cedar in there is OK) and my shredded leaves to get a great weed-free feast for the micro and macro critters, which will keep that soil food web consistently fed and teaming with microbes and worms. The mulch looks rich and healthy and will provide a good protective layer from the rains, hold moisture in the soil and be a steady source of natural high-test, slow-release fertilizer. So many gardens I see have bare
soil, which isn’t doing anything good for the critters or your plants. Remember, bark mulch is the protective outer layer of trees, which repels water and threats, so therefore isn’t a good food source or cover. Pruning: Pruning is best in early spring when the plant has lots of energy to repair the injury and it needs to be done with care and sharp tools so you don’t damage the tissues of the plant by smooshing it instead of slicing it. The rule of thumb is to never take off more than a third of the tree or shrub per year because it weakens the plant, and that includes the suckers. Always cut at an angle so the water drips off. Branches need to be cut right near the stem or tree trunk so that it can compartmentalize the wound easier. Please refer to a good pruning book or site on the Internet before you go snipping and chopping away at your plants. New plants/old plants: Take the time to re-arrange your plants so that they grow in the soils and exposures most suited for them. You don’t want a water-loving plant along with one that doesn’t and visa versa, and make sure they are right for this climate
zone in order to avoid plant stress or total loss. All you’ll get is weak or sickened plants that will attract nature’s clean-up crew – the bugs. Also, when you buy or have a plant gifted to you, take all the existing soil away from the root ball so that your soils are consistent, and you don’t end up with someone else’s soil or weed problems. Also be very careful not to buy invasive species of plants and please don’t throw those bad actors in the woods to take off on their own. The trees and woods on the island are choking with ivy vines now, because people are throwing them out and the birds are spreading the seeds. When you’re separating or thinning out your plants, re-home them by leaving them out at the end of your driveway for passersby to take, start a wayside garden where it’s appropriate or take them to the thrift stores or the annual plant swaps. And most importantly, support your organic plant and seed suppliers and the good people at the local farmer’s market, because they too, support life, wellness and health. Check out gaiagardening.ca for more information.

Mulch: directions for use
T
he use of mulch facilitates the task of caring for flowerbeds and is often recommended to gardeners by garden centre employees. It is one of the best known techniques for slowing or even eliminating the growth of weeds. In addition, mulch eventually decomposes into humus, which enriches the soil and makes it more fertile. Unfortunately, some gardeners make the mistake of believing that the thicker the layer of mulch, the better the result. That is not a good conclusion. A layer of mulch should only be five
Another important rule: flowerbeds should be weeded thoroughly before spreading the mulch. Some weeds, such as quackgrass (or couch grass), grow through the mulch if they are not removed first. Don’t forget
to seven centimetres thick. If the mulch is deeper than that, it could harm the growth of the plants, particularly annuals and perennials. Gardeners should also ensure that plant crowns (where the
plant stem meets the roots) are not covered by the mulch, as it could lead to rot. However, plenty of mulch can be spread around trees and shrubs, where you won’t need to worry about keeping the trunk clear.
