Forest fires

This photo is of the forest fire burning at Iron Point on Big Eutsuk, part of Ootsa Lake. This fire was discovered on July 14 and as of 1:00 p.m. on July 18 the fire had burned approximately 1447 hectares in the area.

A string of hot, dry weather has increased the alertness of firefighters in the Northwest Fire Centre (NFC) to possible fires. Currently in the NFC there are two wildfires burning. The first is the ongoing battle with the forest fire seven kilometres south of the Chelaslie River. The fire is burning directly north of the Entiako provincial park and protected area near Tweedsmuir Park and Ootsa Lake. The forest fire, started by lightning, was discovered on July 8 and as of 10 a.m. on July 17 had burned approximately 20,000 hectares in total area. There are currently 37 firefighters, four helicopters and four heavy equipment unit crews fighting the blaze, and a structural protection unit has been assigned to the fire due to the nearest structure being two

kilometres away. An evacuation order has been issued by the Regional District of BulkleyNechako for cabins located on the North side of Tetachuck Lake, and B.C. Parks has issued its own evacuation order for all cabin owners in the Entiako provincial park, any users within the park and any person at a facility threatened by the wildfire. British Columbia Parks has also issued the closure of Entiako provincial park to all recreational users. A second fire was discovered on July 14 by Eutsuk Lake. As of 10 a.m. on July 17 the fire had burned approximately 1147 hectares in the area. Both forest fires are being fought at a modified response stage, which means that the fire is being closely monitored and allowed to burn only within set policies and management guidelines. Council plans unsightly premises bylaw By Jackie Lieuwen Houston Today

Council plans a bylaw to require residents to maintain a standard of cleanliness in the District. In a recommendation to council, Director of Engineering John Guenther, says this bylaw adds weight to

the requirement for residents to reduce serious unsanitary and unsafe conditions in homes. It prescribes remedies and deals with the range of issues that could arise, he said. The bylaw includes rental properties, and requires structural integrity, and

well-maintained and weather tight buildings. It requires all plumbing to be free of leaks and run enough water to sinks, showers and toilets. Heat systems must be enough to maintain 20 degrees Celsius in each room. “No machinery, boats, vehicles, trailers

or parts of them that are in a wrecked, discarded, dismantled, inoperative or abandoned condition, or junk or rubbish or discarded furniture shall be kept or allowed to remain in a parking garage or parking area,” the bylaw says. Repeated nuisances, with police responding

to three or more calls in a year, could lead to fees for the property owner. With written warnings to residents after three calls, the District could fine $195 per nuisance call to police, $65 per call to District staff plus 10 percent of total fees for administration. Any nuisance that

require public works labour, equipment or subcontractors would be charged to the offender. Pest control requires all homes or units to be kept free of mice, rats, bed bugs, cockroaches and other vermin. It also requires garbage storage to be provided at all homes

Government won’t stop September school strike

he B.C. Teachers’ Federation had better not expect an imposed settlement to keep the beginning of the school year from being disrupted, Finance Minister Mike de Jong said Tuesday. Every other sector of the public service has been able to find agreements within the government’s balanced budget mandate, but the teachers’ union might be expecting a legislated settlement as has taken place in the past, de Jong said as he presented the public accounts that show B.C.’s budget balanced as of this spring. “You cannot send negotiators into a bargaining session with other public sector workers, hammer out agreements that include very modest settlements, and then because another group decides to make a little more noise, provide more, because you are taking from one group in order to satisfy the demands of another within the context of a balanced budget,” de Jong said. The BCTF strike for the last two weeks of June saved the provincial treasury about $12 million a day, while year-end studies and exams were disrupted. The two sides haven’t communicated since early July, when B.C. Supreme Court Justice Stephen Kelleher said they are too far apart for mediation to be effective. Education Minister Peter Fassbender said the BCTF has to reduce its demands, in particular improved benefits he said represent an additional $225 million a year. Those include increases to preparation time, pregnancy and parental leave, extended health and dental care and substitute teacher compensation. De Jong said the lesson of imposing settlements is that they haven’t worked. “Every other sector of the public service is able to negotiate an agreement,” he said. “What is it about this one area, and is it the expectation that the government will step up and simply legislate an agreement? One room at a time I don’t know if the person who designed my house was a man or a woman, but judging by the size of its closets, I’d bet money the person wasn’t a clotheshorse. My 11-year-old daughter and I, on the other hand, should be eating hay. My family and I moved into our ‘70s house eight years ago and I immediately had to get creative about where to hang our duds. With one look at the cubby in the master bedroom I could tell there would be issues. My husband could see that too. “I can use the hall closet,” he said, referring to the one by the front door. Excellent, I thought. But where would we put our coats? Eventually I figured things out as we unpacked and I utilized every closet, nook and

cranny downstairs and in my son’s room to store the overflow of whatever wouldn’t fit more conveniently upstairs. As long as I stayed organized it worked. I would store our winter clothes in Rubbermaid bins in the summer and then switch them out in the fall. This strategy helped at first, but after time my organized chaos just turned to chaos. A couple of weeks ago I was madly looking for my polka dot halter dress and getting frustrated at not being able to find it anywhere. I could have worn something else, but I stubbornly kept looking. In a hurry, I bent over to pick a bag off the floor of my dark, cluttered closet and somehow drove my face directly into the sharp corner of a black stacking box,

hitting it so hard that I thought I broke my nose. Luckily I didn’t. I did break the skin and it bled for awhile, but getting that selfinduced punch in the face made me realize that I needed to do something about my storage situation. At first I thought I’d do my regular juggling routine, swapping out the seasonal clothing and donating whatever didn’t fit or was rarely worn, but then I got an idea. Why not convert one of the small bedrooms I used to use as an office into a big walk-incloset? If I could use that to store all my clothes, as well as all my daughter’s clothes, my husband could move his stuff into the bedroom, the coats could go in the hall closet and Daisy could have more space. While she was away at camp last week,

I decided to do it. I removed the copious amounts of office, scrapbooking and art supplies from the chosen room and painted the walls a bright, happy orange. My husband attached long wooden dowels to the walls and everything from her room and mine were either hung up or folded neatly into labeled boxes and stacked on shelves. Once I was done it felt like I’d created a cheerful little clothing store that I couldn’t wait for Daisy to shop in. Sorting through the bins I’d found all kinds of stuff I’d forgotten I even had, and things that would seem brand new to her. When she first saw the orderly walk-incloset she fell to her knees and screamed in delight. It was just the overly dramatic reaction I was hoping for.

On a brighter note Lori Welbourne This re-arrangement will help me get more organized in all parts of the house, but I now have to deal with the aftermath of the office, scrapbooking and art supplies that has our downstairs looking like an episode of the TV show “Hoarders.” Oh well, it might take me days to uncover a stapler or paintbrush, but at least I can find my polka dot halter dress without looking like I’ve been in a fight.

B.C. budget surplus $353 million The B.C. government finished the fiscal year in March with a surplus of $353 million by keeping overall spending growth below one per cent, according to audited public accounts released Tuesday. It’s the first official surplus budget for B.C. since the 200809 recession, and a bigger surplus than

what was promised by the B.C. Liberal government in last year’s election campaign. Total program spending increased only 0.4% during the year, which Finance Minister Mike de Jong credited mainly to a hiring freeze and restrictions on discretionary spending in ministries. Health care spending

rose $360 million over the previous year, which was more than $500 million lower than the forecast in the government’s post-election budget. Education spending was up $299 million, while spending in natural resource ministries fell $337 million. The province stayed in the black despite taxation

revenues coming in $402 million less than the budget forecast. Natural resource revenues to the province exceeded forecasts by $109 million. NDP finance critic Mike Farnworth said the surplus budget was achieved “by picking the pockets of hard-working British Columbians” with higher fees

and increases to BC Hydro, ICBC and other rates. Farnworth estimated B.C. residents are paying an extra $300 million a year in such fees, not counting the latest increases to BC Hydro and Medical Services Plan rates. De Jong noted that the province’s total debt continues to rise, topping $60.8 billion including debt of

BC Hydro and other Crown agencies. “We are borrowing to build instead of paying for the groceries,” de Jong said of the additional debt, which includes $3.2 billion for schools, highways, transit and hospitals. B.C.’s debt stands at 18.2% of gross domestic product, about half of the level of Ontario and the

B.C. Views Tom Fletcher federal government’s debt-to-GDP ratio.

Lumber, pellet mills still have dust problems By Tom Fletcher Black Press

Sawmills have improved their control of combustible dust, but non-compliant wood product manufactures are still being found by stepped-up inspections since two fatal explosions in northern B.C. in 2012. Jobs Minister Shirley Bond has promised to implement all recommendations of a new report recommending continued inspections and penalties for mills, and a separate investigative unit for WorkSafeBC that will seek prosecutions for unsafe conditions. Bond released the report Tuesday,

showing that sawmill compliance with dust control standards has gone from 58% to 84% in the latest round of inspections. Inspections of 15 pellet mills, pressboard and oriented strand board manufacturers showed they are still lagging behind. “Their 40% compliance rate was a disappointment, especially in the wake of all that’s been said and done to this point,” Bond said. The B.C. industry has hired five independent advisors to help mills comply with WorkSafeBC health and safety rules, and the Council of Forest Industries has agreed to make membership in the outside audit

Two workers died and 20 others were injured when an explosion and fire tore through the Babine Forest Products sawmill in Burns Lake on Jan. 20, 2012. On April 23, a similar explosion killed two workers and injured 22 more at Lakeland Mills in Prince George. Babine Forest Products has appealed fines totalling more than $1 million imposed by WorkSafeBC. Crown prosecutors declined to charge companies and individuals in the two mill incidents, saying some evidence from the WorkSafeBC

investigation may not be admissible in court. Prosecutors also concluded that mill operators would likely be acquitted using a “due diligence” defence. Bond said WorkSafeBC investigators will be reorganized into two teams as a result of the sawmill findings. “It means that the moment they sense that an investigation may move from looking for the cause of an incident to the potential for prosecution, that the initial team would stop their work,” Bond said. “A completely separate unit would begin the work again with an eye to a successful prosecution.”
