Woman dies after car crash An out-of-control car created a scene of chaos at the intersection of Tyndall and Hillcrest Avenues on Sunday and led to the death of an elderly Saanich woman. A 42-year-old Saanich woman was driving a 2009 Toyota Corolla when the vehicle suddently crossed the centre line and hit an 88-year-old woman who was out for a walk in the neighbourhood. The car flipped and eventually settled overturned. Both the pedestrian and driver were taken to hospital, where the elderly woman was pronounced dead. “Investigators are still working on the file to determine the cause of the collision,” said Saanich police Sgt. Steve Eassie. “Until that investigation is completed, it cannot be definitively determined what caused this tragic accident.” Eassie said police are investigating whether or not a medical incident may have led to the crash. The B.C. Coroners Service will now be working with Saanich police to sort out what happened. reporter@saanichnews.com

Remembering the fight for a multicultural Canada Saanich residents will gather for celebration 100 years after the Komagata Maru incident off B.C. coast Daniel Palmer News staff
A devoted group of Saanich residents are celebrating a century of progress in the fight against racism by recognizing a dark day in Canada’s history. Today marks 100 years since the Komagata Maru left the B.C. coast carrying 376 Punjabi refugees after the Canadian government officially refused their request for asylum. “We’ve come a long way in 100 years,” said Sabba Sal, who organized an exhibition at Saanich Commonwealth Place in May to mark the 100th anniversary of the Komagata Maru’s arrival. It took another two months before the Sikh, Muslim and Hindu occupants were told to turn around and go home, a dismissal that sparked international controversy and eventual reform of Canadian immigration policy.
“We shouldn’t be stuck in the past, we should acknowledge it and then work to make sure no one is excluded and everyone is treated equally.” -Sabba Sal Prime Minister Stephen Harper apologized for the incident during a 2008 visit to Surrey, but a formal apology in the House of Commons has not yet materialized. “Back in 1914, they introduced a bill to basically exclude all Asians from entering Canada,” Sal said. “We’ve never had a formal apology for that, although the Komagata Maru Heritage Foundation is leading that charge and it looks good.” Sal and his colleagues at the India Canada Cultural Association of Victoria will join Saanich South MLA Lana Popham at her office tonight to commemorate the event, which has the dubious honour of being the first migrant-carrying ship to be turned away from Canadian shores. Popham expects representatives not only from the local Sikh community, but also Saanich and Victoria police officers and Songhees and Esquimalt Nations. The event is also open to the public. “It’s a way of putting that dark moment behind us and celebrating how far we’ve come,” Popham said. “We’ll be serving food and chai in

Second conviction for Melvin Shaw, 47, after astute parole officer finds evidence Andrea Peacock News staff
A 47-year-old Saanich man previously convicted of possessing child pornography was found guilty of the same crime while on parole last week. Melvin Shaw was sentenced July 16 to 12 months in prison, to be served concurrently with his former federal sentence. In July 2011, Shaw was convicted of possessing child pornography and sexual assault of a minor, said Shaw’s defence lawyer Robert Jones. To Jones’ knowledge, this was Shaw’s first criminal offence. Shaw was then sentenced to three and a half years in prison, but was released on parole in August 2013. After living at the Salvation Army shelter in downtown Victoria, Shaw moved to a rooming house in Saanich last February, when his parole officer paid him a visit. “[She] had authority to go to his residence to see that he was

Regional housing milestone celebrated Pacifica Housing and the Greater Victoria Coalition to End Homelessness hosted a celebratory barbecue Thursday to recognize that the Streets to Homes program has successfully housed 120 individuals. Created in 2009 as a pilot program between eight coalition partners, Streets to Homes was initially designed to move 30 people directly from cyclical homelessness to private market housing with supports. The pilot was so successful, that it was made permanent, expanded and transferred to Pacifica Housing to oversee in 2012. In the last few months, thanks in part to rental supplement funding provided by the provincial
government, the program was able to reach capacity – housing 120 people experiencing homelessness. editor@vicnews.com

The officer found one DVD that appeared to have a handwritten title on it, he said. “As a result of looking at [the DVD], she noticed two, possibly three video shorts on there that displayed child pornography.” The parole officer then reported the incident to the Saanich Police Department, who obtained a search warrant and seized his possessions before Shaw was returned to prison. Shaw is currently serving his sentence at a federal penitentiary in Abbotsford. He will be eligible for parole again in January 2015, but that doesn’t mean he’ll necessarily be released, Jones said. “The parole board can release him assuming that he’s not a danger to himself or others, and assuming they’re satisfied that he’s made good progress while he’s in prison,” he said.

As he grew up, Hopkins built his way to becoming a triathlete with swimming, track and field and mountain biking. He qualified for the B.C. Games at the Victoria Youth Triathlon in June where he was second to Ney. Hopkins is an avid mountain biker but also trains on his road bike at the velodrome. At Westwood Lake, he actually beat Ney out of the water in the swim portion of the triathlons, testament to Hopkins’ commitment to swimming with the Claremont Sports Institute academy. With longer swim distances in Hopkins’ future, he
believes he’ll have a better chance to catch Ney. “I’ll be traveling and camping this summer but I’d like to continue competing in triathlon next year,” Hopkins said. Hopkins wasn’t the only Saanichite to pick up four medals at Westwood Lake. Fourteen-year-old Hannah Henry of Mount Douglas secondary took silver in the duathlon and bronze in the aquathlon, super sprint triathlon and F1 triathlon. Simon Whitfield greeted the triathlon competitors on Saturday. Some of Saanich’s top results include gold for Kaitlyn Aylesworth and Marina Hurst in synchronized swimming, and a golden sweep of
the 4X100m boys and girls relay. Liam Gatensby, Jesse O’Neill-Bains and Finley Jantzen of Greater Victoria partnered with Oliver Speagle of Port Alberni for the boys while Thea Matthews joined three up-Island teammates for the girls. Swimmer Aly White won gold in the 50m freestyle and bronze in the 50m backstroke. In sailing, Tara Golonka won gold in the optimist (single-handed) blue fleet. The recent spell of hot, dry weather isn’t just a concern for Interior B.C. communities, it’s also vital to be smart about fires at home, say officials with the Saanich Fire Department. A campfire ban across all of Vancouver Island and the rest of the Coastal Fire Centre area came into effect last Thursday. For Saanich residents, that means campfires are not permitted in any parks or beaches, and Tiki torches and sky lanterns are also not permitted. However, barbeques that use propane or briquettes are still able to be used in public places, said Rich Pala, assistant chief of fire prevention with the Saanich Fire Department. “Our policy right now us we don’t allow any open air burning,” Pala said. “But people are still doing it.” As of Monday, there had been reports of 21 outdoor fires in the municipality this summer, seven of which were beach fires, Pala said. No beach fire permits have been given out in Saanich for the past two years, he added. “In [Saanich], a small percent of outdoor fires are started by natural causes,” Pala said.
Saanich Fire Department urges people to ensure their cigarette butts are out and to avoid using planter boxes as ash trays due to possible nitrogen in the soil, which can ignite a fire. Pala said people should keep the outside of their homes well maintained by keeping the grass cut and watered within rules of water restrictions. The Coastal Fire Centre instigated the campfire ban on Vancouver Island because of minimal rain and risks of wind and lightning, said Mike McCulley, fire information officer at the Coastal Fire Centre in Parksville. “The way the conditions are right now, it’s going to take a fairly significant amount of rain before we consider lifting any type of [fire] ban,” he said. Of the 86 fires in the coastal fire centre region so far this year, 57 have been human-caused, McCulley said. “The key message there is that we really need people to be more diligent around fire,” he said. “Anything people can do by being very conservative around fire would be much appreciated.” The fire ban will be in effect until Oct. 15 unless the public is notified otherwise. andrea.peacock@vicnews.com

Canada’s come a long way There are plenty of controversies that riddle a nation’s history, even for a country as young as Canada. The Komagata Maru incident, in which hundreds of asylum seekers from Punjab were turned away from our shores on July 23, 1914, marks one of those shameful moments. But these issues are at least subject to public checks and balances and not dominated by oldworld, closed-door mentalities. On Page A3, the optimism expressed by India Canada Cultural Association of Victoria member Sabba Sal is contagious, as he looks not to harp on the failures of the past but to instead strive for better outcomes in the future. As Sal rightly states, “The challenge now is to work the next 100 years to include everyone, no matter their colour, language or country.” Multiculturalism wasn’t always so ingrained in our daily perception of Canada, so take a moment to reflect on just how far we’ve come. Left lane drivers need monitoring Re: Letting Drivers Set Speed Limits (Letters, July 16) It is clearly time that left lane hogs are exposed for being a major cause of many accidents and road rage. I totally endorse signs such as that noted in Tom Fletcher’s article (“Keep Right, Let Others Pass”) and any other similar signage that could make our roads safer. For years, I have observed the impact of left lane hogs being the cause of tailgating and unnecessary or dangerous back and forth lane changes required to get around them. I have challenged others on this issue and have been told that I have every legal right to be in the left lane and I can go at whatever speed I want. This is short sighted arrogance in my view. I lived in Montreal for a couple of years in the 1970s and such left lane hogs were not tolerated, particularly by cab drivers who would tailgate with horns blaring and headlights flashing.
So long as the left lane was not congested, traffic flow was smooth and safe. I believe that legislation should be introduced to make it an offence to impede traffic in the left lane if a move to the right travelling lane could be safely made. Too many drivers stay needlessly in the left lane and continue alongside others in the right hand travelling lane and merely keep pace at the same speed. This creates the impediment and the related consequences. Only the police should have the task of enforcing speed limits and not some selfappointed left lane hog “traffic monitor.” I have absolutely no doubt that dangerous traffic maneuvers and accidents will be significantly reduced if drivers who continually travel in the left lane are eliminated, either voluntarily or by police enforcement. Saanich Parks and Recreation is beaming over three nods from the annual Best of the City awards. Mayor Frank Leonard said Saanich offers some of the
best recreational and outdoor activities in Greater Victoria with its network of four recreation centres, 169 parks and 100 kilometres of trails. “[We] continue to offer citizens of the entire region exceptional and affordable opportunities to participate in … activities that significantly contributes to the quality of living of our residents,” Leonard said. Best of the City allows Greater Victoria residents to vote on dozens of categories
for the best services and experiences in the region. The awards are administered and published annually in June by Black Press Greater Victoria. Stand up paddleboarder Darren Bachiu of Saanich came just shy of crossing the Juan de Fuca Strait on July 15 from Cheanuh Marina in East Sooke Park to Port Angeles. After a morning spent battling strong winds and riptides, the conditions grew too dangerous. Heavy fog obscured unexpectedly heavy tanker and freighter traffic heading eastbound in U.S. shipping lanes. To avoid a potential catastrophe, Bachiu, 36, and accomplice, Shane Battley, 32, hopped in Rick Gordon’s escort boat for about 6.5 of the 43-kilometre crossing. Bachiu and Battley, who met just one day earlier at a surf shop, vowed to try the crossing again. “In those conditions, you could see nothing until the last minute,” Battley said from his paddleboard in the water just off Port Angeles. They intentionally avoided landing to skip the rigamole of border customs. After they escaped the shipping lanes they returned to the water and arrived in Port Angeles Harbor at 12:32 p.m. They had started at 3:30 a.m. “It was disheartening at first,” Bachiu said. “You have no idea where you are [in the fog]. During my (June) kayak crossing I could see Port Angeles the whole way across.” The pair still hope to become the first paddleboard riders successfully cross the Juan de Fuca by SUP, aiming for later this summer.

The Victoria Writers Festival is putting local literature on the map, both figuratively and literally, with its latest project. While the festival itself is still months away, taking place Nov. 7 and 8, director Sara Cassidy expects the public to have added dozens of book references to the newly launched Literary Map of Greater Victoria before then. Up and running at victoriawritersfestival.org, the literary map is a bird’s eye view of the region, pocked with feathered pens. Each quill marks a geographic location referenced in a published work of literature, such as Mount Douglas secondary, which was the setting for Rebecca Godfrey’s 2001 novel The Torn Skirt. “We’re open to submissions. References can be from lines of poetry, sections of poems or stories that are specifically in the Greater Victoria region, and we hope the map will grow and grow to include the South Island and the Gulf Islands, there’s no limit,” Cassidy said.
With a soft launch the website is already boasting two dozen quills, though just two were in Saanich as of mid-July. Cassidy knows there are plenty of busy bookworms in Greater Victoria who will be eager to submit additional references. Another project up and running is the local libraries set up at cafés, laundromats, doctors’ offices and other spaces where people can embrace a few words. “We want to spread local literature around because we have so much,” Cassidy said. The first two local libraries are at the Fairfield Market and the Spiral Café with a goal of building a few around town, which happens with donations.
