Protest membership soars as feds OK pipeline Dogwood initiative says more than 48,000 took out membership in 48 hours Kevin Laird News staff
The federal government’s decision to let Enbridge build its Northern Gateway pipeline has put “some serious wind” in the
sails of a Victoria-based group fighting to stop the project. In the 48 hours after the June 17 announcement, the Dogwood Initiative, which says it’s B.C.’s largest non-partisan democracy group, picked up 48,000 new supporters, bringing the size of the network to more than 200,000 people – the greatest growth spurt in the history of the organization, said Kai Nagata, Dogwood’s energy and democracy director. More than 1,600 additional people have also volunteered to orga-

nize in B.C. communities. “People are passionate about the issue, but there is only so much they can do. This gives them a voice,” Nagata said. Ottawa’s approval of the project, based on 209 conditions, will run from Bruderheim, Alta., just north of Edmonton, to Kitimat, B.C. Nagata said the surge in membership will help with Dogwood’s organizing efforts throughout the province. The Dogwood Initiative has several teams working in orga-
nizing a citizens’ initiative. The group hopes to have support in the province’s 74 ridings. And while no formal plan is in the works for an initiative, Nagata said Dogwood wants to be prepared if such politicial action is needed. It hopes to achieve a 15 per cent threshold in each riding. Along with the 209 conditions laid down by the federal government, Premier Christy Clark has insisted on five further conditions before getting B.C.’s approval. “The biggest thing is B.C. deserves a say on what happens
in this province,” Nagata said. To keep the heat turned up in the anti-pipeline battle, the Dogwood Initiative will likely lobby politicians in the upcoming local and federal election. “We caught a wave last month, but we were only able to do that because of years of steady, disciplined work.” klaird@blackpress.ca

COMMUNITY NEWS IN BRIEF
Kiter saved by firefighters A 42-year-old man was saved by Victoria Fire Rescue last Friday after an equipment malfunction left him stranded off Clover Point. The man, who described himself as an experienced kite baorder was left 500 metres from shore when the lines from his kite tangled around his ankle. Responding to a 911 call, VFD spent nearly 15 minutes untangling the line. The man was uninjured.
Stolen sewing machine returned An Esquimalt man returned a $9,000 sewing machine to Victoria Police on Thursday, seven years after it was reported stolen. The man was immediately suspicious upon discovering the machine, which was still unused, while cleaning his home. It had been stored by a friend of his stepdaughter. VicPD discovered that the machine, originally purchased as a Christmas gift, was stolen in 2007. It has since been returned to the original owner.

The pair were there to answer questions about the memorial.
Memorial comemmorates Afghan mission A national memorial commemorating Canada’s mission in Afghanistan visits the B.C. legislature this week. The memorial honours the memory of soldiers and civilians who gave their lives in Afghanistan. The 192 plaques on display represent 204 people who died during the various military deployments in Afghanistan and include 156 Canadian soldiers, a Canadian
diplomat, a defence contractor and a journalist. The 43 Americans who died under Canadian command are also represented. The plaques were formally part of the Kandahar Airfield cenotaph, which was dismantled and repatriated in Canada. The cenotaph was a memorial structure for Canadian soldiers to commemorate their collegaues who died while deployed in Afghanistan.

Pacifica Housing and the Greater Victoria Coalition to End Homelessness hosted a celebratory barbecue Thursday to recognize that the Streets to Homes program has successfully housed 120 individuals. Created in 2009 as a pilot program between eight coalition partners, Streets to Homes was initially designed to move 30 people directly from cyclical homelessness to private market housing with supports. The pilot was so successful, that it was made permanent, expanded and transferred to Pacifica to oversee in 2012. In the last few months, thanks in part to rental supplement funding provided by the provincial government, the program was able to reach capacity – housing 120 people experiencing homelessness. editor@vicnews.com

A celebration of fine art More than 35,000 take in TD Art Gallery Paint-In Drew McLachlan News staff
The 27th annual TD Art Gallery Paint-In on Saturday was another success, and co-ordinator Mary-
ellen Threadkell said that she has the “collective conscious” of the artists and art lovers to thank. “Everybody was hoping for a great day, and that’s what we got,” Threadkell said. “We didn’t even see a drop of rain on Moss Street.” The Paint-In drew in a crowd of 35,000, comparable to last year’s event, as well as more than 200 volunteers and just under 200 artists. Threadkell described the
mood as “electric, in a peaceful kind of way.” The Paint-In organizers also launched a private Facebook group this year for artists to share tips and advice with each other, and Threadkell said that the feedback she’s received, both online and in person, has been phenomenal. “There have been plenty of thank-yous directed at the Moss
Street residents especially,” she said. “There were people coming out of their houses while we were still setting up, bringing tea for the artists, and then wine once we were finishing up. (Fairfield) is really the perfect place for the event, we just wouldn’t get that kind of welcome in the downtown core.” Threadkell noted a few small challenges over the weekend,
such as some people with an “entrepreneurial spirit” setting up stalls uninvited. She said that thanks to a city bylaw officer being assigned to the Paint-In, and VicPD officers keeping in touch with staff, the challenges remained small. The Paint-In ran from 11 a.m. to 4:30 p.m. with attendance peaking around 2 p.m. reporter@vicnews.com

OUR VIEW
Summer strike and no pickets School’s out and B.C.’s teachers are still on strike. Or are they? Drive past any of the province’s more than 1,600 public schools and the picketing teachers who waved at passing motorists, eliciting horns of support or scorn, are absent. Their signs pleading for better education for their students with smaller classrooms and better class composition are packed away. For all intents and purposes, it looks like another routine summer holiday season around B.C.’s schools. And yet it’s not. The acrimonious dispute that put the teachers on the street, and kids’ education on hold, continues. But there are no longer pickets to remind us that the strike is still on. That may be a missed opportunity for the teachers’ union to score a point in the battle for public support in this dispute. Continuing to picket the province’s schools through the summer, even in a skeleton fashion, would have been a constant reminder of what this dispute is about. Teachers could have shown their commitment to the cause they say they’re fighting for by continuing that fight even when they’re normally on holiday. And maintaining pickets through the summer would have increased the pressure on the government to reach an agreement, as CUPE workers had pledged to honour teachers’ picket lines meaning routine summer maintenance, repairs and paperwork wouldn’t get done. The provincial government is relying on public perception that teachers are already well paid and get to enjoy two months off every year to win support for its position. Seeing pickets march in the hot summer sun might have won fans for the teachers. What do you think? Give us your comments by email: editor@vicnews.com or fax 250-386-2624. Liberals can pass a taxation framework for the nascent liquefied natural gas industry, which the government hopes will generate the revenues to ultimately pay off the province’s $60-billion mortgage. Meanwhile there is more capital debt ahead. The cabinet is expected to green-light the Site C dam on the Peace River this fall, a decade-long project estimated to cost $8 billion. Along with the public accounts, the finance ministry released a list of surplus land sales. The sale of 50-odd properties, some of them closed schools, netted the provincial treasury about $310 million, which accounts for most of the surplus. Was this “selling off the family silverware to try and balance the books,” as now-NDP leader John Horgan termed it before the election? It’s certainly not a revenue source to be matched next year. ••• Tom Fletcher is legislature reporter and columnist for Black Press. Twitter: @tomfletcherbc Email: tfletcher@blackpress.ca.

Nikkei Society honours city’s Japanese pioneers
IN BRIEF
Logging mishap kills woman
Drew McLachlan
A Victoria woman died following a logging accident near Sechelt. On the morning of July 13, Sherry Belle Bennett, 45, was at a logging site on Storm Bay near Sechelt where land-clearing operations were underway. At about 9:30 a.m. she was struck by a tree which had just been felled. She was killed at the scene, said the B.C. Coroners Service.
Transit records ridership boost Ridership on B.C. Transit buses in the Capital Region increased by 5.5 percent last year. In its annual report last week, Transit said the increase was due in part to the addition of two buses and 5,000 service hours. B.C. Transit recorded 25,430,368 passenger trips in 2013-14 as compared to 24,112,232 trips in 2012-13.

Greater Victoria Harbour Authority president Curtis Grad unveiled the renovated E&N rail station, which will now serve as a shelter at Odgen Point.
Rail station finds new life as shelter Drew McLachlan News staff
Despite Via Rail ending service on Vancouver Island in 2011, Victoria’s E&N rail station has found a new purpose at Ogden Point. Greater Victoria Harbour Authority unveiled the refurbished structure last Thursday, which features a restored cedar shingle roof as well as a set of salvaged pedestrian posts. The iconic roof is set on a steel frame and will serve as a shelter for tourists waiting to board cruise or whale watching ships. The station was originally constructed in the mid-1980s to serve the Victoria-Courtenay route.
Despite its young age, GVHA president and CEO Curtis Grad said the station still contains a factor of nostalgia. “An iconic structure can be important in defining a city, regardless of age,” he said. “Lots of people miss the rail, and had we not been able to save (the station) there would have been a lot of regret.” GVHA purchased the building for $1 in 2011, after the city announced it would need to be removed due to renovations being planned for the Johnson Street Bridge. Reconstruction began earlier this summer, after GVHA secured the new location. reporter@vicnews.com
The Victoria Nikkei Society is spending its 20th anniversary with one foot in the past, as it honours the pioneers of the city’s JapaneseCanadian community. The Nikkei Society will be celebrating its annual Obon Festival on Aug. 10. Obon is a traditional Japanese ceremony in which participants wash the graves of their relatives – though the ceremony is celebrated a little differently in Victoria. After being forcefully relocated from B.C. during the Second World War, the families who originally established Victoria’s Japanese community did not return. Many of the original settlers who lived and died in the city still remain in Ross Bay Cemetery, and play a unique role in today’s community. Despite not sharing blood ties, Nikkei Society co-founder Tsugio Kurushima considers these pioneers to be ancestors of the entire community, and are honoured as such during Obon.
Kurushima says that a challenge the Nikkei Society faces today is encouraging younger Japanese-Canadians to become more involved in their heritage. Despite such a deep involvement in the community now, he admits that he once felt the same. “Growing up in Winnipeg, I wasn’t very involved in Japanese culture, I just wanted to be like every other white kid on my block,” recalls Kurushima. “It wasn’t until I grew older that I wanted to learn more about my heritage.” Kurushima hopes that the Nikkei Society’s events, including the New Year’s celebrations, cherry blossom festival and upcoming Obon can spark that interest for young Japanese- and non-Japanese Canadians. reporter@vicnews.com

Though Charlane Simpson, 62, considers herself an artist before a businessperson, she’s managed to make a fulltime job of the “entertaining aprons” she designs. Simpson’s business, I’m Sew Excited, designs ornate, custom aprons for flower shops, cafes, wineries, and other businesses. Simpson got her start last year, with help from Victoria’s Community Microlending. The non-profit supports local entrepreneurs through “microloans,” one- to five-year loans under $10,000 with an annual interest rate of 10 per cent. Many of the borrowers, like Simpson, have little or no business experience, while others may have bad credit or a criminal record — factors a bank or credit union would consider high-risk. “I needed money just to get started, to get fabric, brochures and cards, and I couldn’t have done it without them,” Simpson said. “I’ve been on social assistance since I was diagnosed with cancer (three years ago,) and now I’m finally working out of it.” The loans are consid-

ered peer-to-peer, as a majority of the funds are provided in small amounts by individual investors from the community. Though donors take on the risk of a project going under, executive director Vu Ndlovu said that Community Microlending

People ‘n Places
Victoria donor comes clean at Our Place HELPING HAND … Like most charities, Our Place has a “wish list” of items that would make serving the poor of Greater Victoria a little bit easier. And one of those wishes was a need for a new washer and dryer. Frank Neate heard the call and promptly wrote a cheque. Frank isn’t one to crave the spotlight, and seemed rather embarrassed by the gushing of staff when he visited to see the machines at work. “You’re the ones who should be thanked,” he says. “I wrote a cheque, but it’s Our Place that makes the difference in people’s lives.” ••• LEADING BY EXAMPLE … Al Kemp is a true believer in Leadership Victoria, so much so he’s opening up his wallet to prove it.
He holds a diploma in civil engineering technology from Camosun College supplemented with several leadership and management courses. David is the District
of Saanich’s manager of street operations. ASTTBC is a self-governing professional association of over 10,000 engineering and applied science technologists,

Dance examines human psyche Drew McLachlan News staff
Dance and photography will intermingle for Ghosts of Rorschach, a performance and art exhibit inspired by the famous psychologist’s inkblot tests. Working with photographers Alina Sotskova and Ian Sparks, the experimental project marks the first collaboration for Victoria dance company Broken Rhythms. “I’ve had people reach out to me after shows, saying that they had written poems based on our performances,” artistic director Dyana Sonik-Henderson said. “So it’s great to now be completely connected.” The presentation will include a viewing of photographs developed by Sotskova and Sparks, which use dancers to form imagery akin to inkblots, followed by short performances of the images in motion. The night will be interspersed with interactive segments designed to look at the audience’s impressions. “One question that came with the original

photo project was ‘what do you see?’” Sotskova, also a doctoral student of psychology at the University of Victoria, said. “The reactions that people have had continue to surprise me – people can see a fairly abstract photo and project something concrete onto it.” Ghosts of Rorschach takes place at Dance Victoria Studios, 2750 Quadra Street, on July 26 at 7 p.m.

St. Ann’s showcases Victoria’s French connection Drew McLachlan News staff
VANCOUVER ISLAND
Though the majority of St. Ann’s Academy now houses the B.C. Ministry of Advanced Education, the building’s old Quebec-style masonry, Mansard roof and stained glass windows stand as a testament to its rich history. Rev. Modeste Demers, bishop of Vancouver Island, brought the first group of sisters to Victoria from Quebec in 1858, in order to tend to the sick and educate both European and First Nations children. As the mission pre-dated confederation, Demers chose the four most physically capable sisters to head west with him. St. Ann’s cathedral was erected that same year, followed by the school in 1871, the sisters’ residence in 1886 and the auditorium and boarding

house in 1910. St. Ann’s was operated by the Roman Catholic Sisterhood until 1973, when declining enrolment led the sisters to sell the buildings and grounds to the provincial government for $1. In 1985, the building was closed for 10 years, until being designated a National Historic Site of Canada in 1989 and spending half a decade undergoing renovations. More than $16.5 million was poured into restoring the site by municipal, provincial and federal governments, the highest renovation cost of any heritage site in B.C. Nowadays, the academy serves as a monument to the Victoria’s French connection and pre-confederate history. By-donation tours are given every Sunday during the summer, at 1 p.m. in French and 2:30 p.m. in English. reporter@vicnews.com

Sunglasses, clip-ons and tinted lenses are used to block out the glare of bright sunlight. They can also filter out ultra-violet (UV) rays. These rays are invisible to the eye, yet potentially harmful. UV is thought to be mostly absorbed at the corneal level. This is the cause of “snow blindness,” an extremely painful condition. However, UV exposure is also a risk factor for increasing the formation of cataracts and the development of macular degeneration. Misconceptions exist regarding sunglass selection and protection. It is true that you can’t tell how much UV a pair of sunglasses is blocking by the color or the density of tint. Blocking UV light www.oakbayoptometry.com does not have to be difficult or expensive. Even a basic pair of sunglasses that claims Dr. Neil Paterson to block 100% of UV almost certainly does. The Dr. Suzanne Sutter advantage of some premium products lies in Optometrists the quality of their optics and the ability to enhance the 100 -2067 vision of the wearer. Cadboro Bay Rd. Victoria squad falls at B.C. championship The Beacon Hill Little League All-Stars made a run at the provincial championship in Trail last week, but in the end came up short. The squad, made up of nine and 10 year olds, finished the tournament at 1-4 and missed the playoffs. Beacon Hill won their first game 10-9 against Dunbar (Vancouver), but then lost to host Trail 20-14, Highlands (North Vancouver) 12-2, Hastings (East Vancouver) 20-2 and White Rock 20-1. “All the coaches, parents and community members that were involved in getting these kids onto the ball field are very proud of how they played and conducted themselves both on and off the field,” said assistant coach George Bielay. The Beacon Hill AllStars went undefeated to win the District 7 title and the right to move on to the provincial championship. editor@vicnews.com
