Businesses and developers will want to take advantage of that.” Among the proposed uses for the new commercial project on Main Street is a financial institution as well as a drivethrough business. The developer asked for a variance to allow the drive-through and it was passed, although Coun. Lisa Cameron voted against it as she has with past drivethrough applications. The Main Street development is one of three commercial developments currently before Lake Country council and all include drivethroughs. “The whole point of Main Street is to get people out of their cars,” said Cameron. “(But) this is definitely a positive. We went through the global economic downturn which changed the landscape for development. The economy is getting better and the development on Main Street is a great step.” Lake Country council did send the developer back to the drawing board in strategy sessions and asked that the proposed commercial development feature doors facing Main Street and not just Highway 97 in an effort to build Main Street into a pedestrian-friendly centre. Pioneer Park waters fit for swimming L

Camp fires banned Campfires are now prohibited in all Central Okanagan municipalities. The ban took effect last Wednesday and coincided with similar action announced by the B.C. Ministry of Forests across the Kamloops Fire Centre region. The ban impacts all B.C. Parks, Crown and private lands, with the Central Okanagan falling within the Kamloops Fire Centre area. The ban will remain in effect until further notice, the result of extremely dry conditions and an extended period of hot, dry weath-

er. Open burning has not b been allowed in the re- i gion since April. As well, local bylaws prohibit the use of any fireworks at any time throughout most areas of the Central Okanagan. Use of fireworks in the District of Lake Country and District of West Kelowna must be approved in writing by the local fire chief. Violators could receive a fine and be charged the cost of the fire department response to a burning complaint. The public is asked to report any illegal burning by calling the Regional Fire Dispatch Centre, at 250-469-8577.

Lake Country’s Gray Monk winery honoured

The Canadian Vintners Association has announced the results of the inaugural Canadian Wine Industry Awards and Lake Country’s Gray Monk Estates is the recipient of the group’s award of distinction for outstanding leadership, commitment and passion for the advancement of the Canadian wine industry. “It is a great honour to recognize George and Trudy Heiss of Gray Monk Estates, British Columbia’s oldest family owned and operated winery, with the Award of Distinction,” said Tony Stewart, CVA chair and president of Quails’ Gate Winery. “The Heiss’ are trail blazers and can be credited with bringing many

high quality vinifera vines to Canada, as well as helping to establish the Vintners Quality Alliance (VQA).” The Canadian Vintner’s Association awards recognize individuals, organizations and businesses that have gone above and beyond to support and enhance the wine industry in Canada, celebrating the success, leadership and outstanding commitment in Canada’s grape wine industry. The Award of Distinction is the preeminent award for the Canadian wine industry and regarded as the highest form of peer recognition and appreciation. The Heiss’ moved to the Okanagan from Ed-

monton in 1972. In 1982, they opened a winery with a production of 175 cases. Four decades of grape growing and three decades of winemaking have passed for this visionary couple, filled with national and international recognition for their wines. Today, Gray Monk has exceeded 80,000 cases per year of wine production. Among many accomplishments, the couple introduced high quality vinifera vines to Canada. In 1976, they imported and planted 50 vines of Pinot Gris from France. These were the first plantings of Pinot Gris in Canada, which today is recognized as not only the signature grape of Gray Monk, but

as the top planted white varietal in the Okanagan, with a growing presence across Canada. The Heiss’ were always team players when introducing new varietals to the Okanagan, which played a key role in laying the foundation for quality wine in British Columbia and the nation. They were trail blazers in the creation of the B.C. Wine Institute and founding members in the creation of the Vintners Quality Alliance, with George serving as a board member of VQA Canada. The Canadian Vintner’s Association awards were presented on July 8, in concert with the BC Wine Institute’s Wine Industry Recognition Award, which recog-

Together with the Main Street project, there are more commercial development proposals underway that began in the planning stages before the economic downturn of 2008 occupying about 70,000 square feet in total, said Roycroft. “All three of these projects still require

All three have their development plans in place and all of them are looking to get building in short order, assuming they get the rest of their approvals.” With the approval process in various stages for the three developments, it’s not clear when construction will begin, but Roycroft said the

projects will provide a much needed shot in the arm for the community. “Just the opportunity for residents to get a lot of new services without driving to Kelowna or Vernon is a real good thing,” he said. “The more services people can get in Lake Country creates a positive cycle where potential businesses see more and more people shopping in the community and want to take advantage of that.”

The latest dinner in Gatzke Orchard’s Go Foodism series will feature Canadian/Jamaican chef Cornel Fisher for an outdoor roaming fourcourse meal on Sunday, July 27. Billed as reggae nights, the third in the Go Foodism series will haver Fisher cooking up Caribbean flavours and sprinkling in some storytelling and songs spiced up with local farm ingredients and wine tastings by Arrowleaf Cellars. “Cornel has been connected to the Gatzke Orchard for over a decade,” said third generation orchard owner Al Gatzke. “It’s a great moment to have him take part in our Go Foodism series after hearing me talk about it all these years. Cornel brings a great energy to all our events. Reggae Nights will be very special for sure.” Gatzke Orchard just hosted its Woodstock Revival music festival for the third year, where

Fisher was a prominent performer on the scene. “I love working with the Gatzke family,” said Fisher. “Their orchard is a very special place in the Okanagan Valley and I continue to create more amazing memories each year. This year, Woodstock was incredible, not only for all the happy hungry people, but for the music as I was able to perform with my sevenyear-old son Benjamin Moon. An unforgettable experience.” A total of six orchard dinners this year will feature a diverse group of B.C.’s finest chefs taking over the orchard. Fisher is the third chef featured in the Gatzke Orchard outdoor, roaming dinner series, taking place on the last Sunday of the month, from May through to September. “Cornel has also been our pizza chef heating up our clay wood burning oven on feel-good Fridays and at our weddings and music events,” said Joseph Pinheiro, event manager.

B.C. back in black, deep in debt W hen the audited public accounts confirmed a $353 million surplus for the last fiscal year, B.C. Liberal political staff were quick to remind reporters of the NDP’s main theme from last year’s election campaign. Pages of election quotes from almost every NDP MLA were waiting to be distributed. It was a “bogus budget,” one of the more polite tags applied to the government’s pre-election fiscal plan. “It underestimates the costs in a whole bunch of ministries and we’re going to have to review that because all of the decisions that we propose in our platform will have to be implemented,” said then-leader Adrian Dix, describing the NDP’s plans to tax and spend more. Skeena MLA Robin Austin targeted health care in the budget debate: “Bearing in mind that our population is ac-

Tom Fletcher tually increasing, bearing in mind that our population is aging, I think it’s very unrealistic to think we can actually limit health care expenditures to 2.7 per cent.” As it turned out, health care spending grew by just over two per cent. It still went up by $360 million from the previous year, but after annual increases of six or seven per cent had become the norm, this is quite an achievement. New agreements remain to be negotiated with doctors and nurses, so we’re unlikely to see the same cost control results

for the current year. Ottawa’s health care transfer payment formula has changed, and increases are to be capped at three per cent a year by 2016, so this is the kind of spending restraint all provinces are expected to produce. Education was the only other ministry to receive significant extra funding last year, up $299 million despite continuing enrolment decline. Like health, the education budget goes up every year, and these increases, along with strong student performance results, expose the rhetoric of the B.C. Teachers’ Federation about a cash-starved system for what it is. But the biggest fabrication of last year’s election was the “debt free B.C.” slogan emblazoned on the side of Premier Christy Clark’s campaign bus. The public accounts confirm that the province’s total debt rose to just over $60 billion, the

latest of a series of increases since 2008. The much-touted balanced budget is on the operating side, while the province continues to pile up debt to pay for the Port Mann mega-project, hospitals, schools and other big infrastructure. Finance Minister Mike de Jong emphasized the difference between capital and operating expenditures. “We’re borrowing to build as opposed to paying for the groceries,” he said. “Debt free B.C.” was not an outright misrepresentation, merely one of the most farfetched promises ever delivered in the history of B.C. politics. The legislature is to convene in October so the B.C. Liberals can pass a taxation framework for the nascent liquefied natural gas industry, which the government hopes will generate the revenues to ultimately pay off the province’s $60-billion mort-

gage. Meanwhile there is more capital debt ahead. The cabinet is expected to green-light the Site C dam on the Peace River this fall, a decade-long project estimated to cost $8 billion. Along with the public accounts, the finance ministry released a list of surplus land sales. The sale of 50-odd properties, some of them closed schools, netted the provincial treasury about $310 million, which accounts for most of the surplus. Was this “selling off the family silverware to try and balance the books,” as now-NDP leader John Horgan termed it before the election? It’s certainly not a revenue source to be matched next year.

Okanagan Valley sets healthy living example for rest of Canada

et another national study of our healthy (or not-so-healthy) habits lauds British Columbians for our efforts to keep fit and get our daily dose of fruits and vegetables. But what’s interesting about this latest survey by Statistics Canada is its particular focus on Kelowna. New numbers released in May singled out Kelowna-Lake Country for having the lowest rate of obesity in the country, well below the national average of 24.8 per cent. Here’s how we stacked up against other cities: Kelowna, 17.0 per cent Vancouver, 17.4 per cent Victoria, 19.6 per cent Toronto, 20.2 per cent Québec, 20.9 per cent Montréal, 21.5 per cent. In comparison, obesity levels tended to be higher than the national average in the Atlantic provinces and in northern and southwestern Ontario: 5 Saint John, NB, 38.1 per cent

weight. Having a BMI of more than 30 deems one ‘obese.’ Kelowna residents can take pride in the fact they are well below the national average when it comes to obesity. Maybe it’s the sunshine we enjoy in abundance, which keeps off the couch and active in our community. Perhaps it’s an increased interest in nutrition, and the careful observation of food labels. Or maybe it’s the easy access to delicious Okanagan fruits and vegetables, which I may be biased in touting as our province’s Agriculture Minister! But while we’ve been recognized as a Canadian leader in health and wellness, we can and

must do more. Chronic disease is the largest contributor to B.C.’s health care costs. Here’s some food for thought: If every British Columbian had a healthy weight, was physically active and didn’t smoke, the Province could avoid more than $3.8 billion in economic and health care costs each year. Smoking and obesity are the highest preventable causes of death among British Columbians. We must continue to address these issues because left unchecked, our younger generations are in danger of being the first to live shorter lives than their parents. It’s critically important that all of us make healthier choices, and our government is committed to making those choices easier. Our $68.7 million Healthy Families B.C. strategy focuses on improving the health and wellness of British Columbians through programs which aim to decrease tobacco use, increase opportunities for physical activity, support healthy eating, and pro-

Kwikwetlem First Nation gives its position on Riverview To the editor: The Kwikwetlem First Nation wishes to put the Province and its agencies, local municipalities, and citizen’s groups on notice that the Kwikwetlem claim aboriginal title interests to all the lands associated with Riverview Hospital (Riverview lands), among other areas in their traditional territory. The Kwikwetlem First Nation have plied the waters and lived on the land of their traditional territory since time immemorial. Evidence of the Kwikwetlem First Nation’s occupation of the territory reaches back nearly 9000 years. In particular, elders’ stor-

ies tell of the Kwikwetlem intensively using and occupying the lands surrounding what is now referred to as the Coquitlam River, including the Riverview lands. The Kwikwetlem First Nation have thousands of years of traditions tied to the Riverview lands, including the use and occupation of the land itself. Through community consultation and legal review, the Kwikwetlem First Nation have decided to announce their position on Riverview based on their claim of title. The Kwikwetlem First Nation wish to make it clear that they expect to become an owner of the Riverview Lands and lead the

future development of these lands. The Kwikwetlem First Nation envision a development scenario for Riverview that is based on highest and best use with a goal towards maximizing the benefits to the Nation as land owner. In response to the myriad of recommendations for the future development of the Riverview lands, the Kwikwetlem First Nation will contemplate any use that makes economic sense. thest ends. The pattern replicates in many other forms of life. It’s no coincidence that when we draw our ancestral lineages, we call them a family tree. The tributaries of a river make a root pattern as they flow together; when they reach a delta, they branch profusely. Our human circulatory system pumps blood out into smaller and smaller capillaries, then reverses the process to gather it back for cleansing and

renewal. Even our brains may work the same way. An impulse fires millions of axons and dendrites; the brain filters that input to the neurons most capable of handling it, and feeds back a conscious thought. We ourselves, when born, have only one connection—an umbilical cord to the person whose bodily organs sustained us for nine months. Then that connection is severed, and we start building invisible networks of relationships. Conscious-

ness networks, perhaps. Filaments of shared experience which extend farther and grow more complex as we mature. The pattern seems so universal, I’m tempted to extrapolate from it. For example, to hypothesize that growth only happens at the ends and edges. In our personal lives, that means we need to keep pushing into uncharted territory to keep growing. We need to send out feelers into untested theories, unfamiliar relationships, un-

explored situations, to see if something might take root there. Also in our corporate lives. Growth does not come from our boardrooms and our head offices. The main trunk of any tree is mostly deadwood. Its sole purpose is to support the growing edges. The early Christian church, a theology professor once pointed out, grew at the edges. The new ideas—whether gentiles must observe Jewish law, whether women could be lead-

ers, whether slaves could be free—got fed back from the new Christian communities to the central core. Not all new ideas succeeded, of course. Some roots ran into dead ends. But others split the ancient rocks of tradition and created new ways of living. The message seems clear—personally and collectively, we need to keep branching out beyond our comfort zones. Land owner’s frustration continues trying to solve water service problems A To the editor: Regarding the article of frustration with the District of Lake Country (DCL) (Land Owner Frustrated by Lack of Water Service on Lot, July 16 Lake Country Calendar. Mayor James Baker says his land has been surveyed for a possible water right-of-way— that is correct only because he was going to subdivide his property.

Then he let the application expire along with the right-of-way. This action does not assist the district to establish a water line through his property. Last year the DCL planning and development department suggested that we privately negotiate with Mayer Baker for a Statutory Right-Of-Way, yet assemble it in the district’s name and use the

municipality’s Standard Document Template. This is absurd. I am sure this is not an accepted process and adds to the complication DCL seems to be creating around this issue. We are also in favour of a full six-inch extension of the Lake Pine Water System, i.e. fire hydrant etc. at our easement roadway. This water line would serve more than our two lots. The excavation and installation of this sixinch water line, complete with a fire hydrant, could have been completed in three weeks. All five lots in this area, need service and have signed a petition indicating they prefer this line instead of wait-

ing—who knows how long—for DCL to decide when they can take over the existing small Moberly Water System? This line to service our five lots, could be extended in the future, to service the other six lots of the existing Moberly system on this easement road. The district applied for a $10,000 grant from the Infrastructure Grant Program (IPGP), which is funded by the Ministry of Community, Sport and Cultural Development from Victoria. This money was to be used to study how to bring the Moberly Water System into the Lake Pine System. The study would be done by an independent consultant.

The decision on the grant was to be made in March 2014 and announced in April 2014. A couple of weeks ago I mentioned this to a principal of the Moberly system and he was surprised to hear this, as it was all news to him. The mayor claimed that the Moberly system had petitioned DCL about taking over their water system—this is a fallacy. Over the years, they may have talked about doing something but no signed petition has been given to DCL The district has taken it upon itself to use this study to postpone a more positive approach and service our five lots now, then extend the six inch water line to service the

other part of the Moberly system, if and when those lot owners agree to pay the added costs of an upgrade. On June 11, 2014, I asked Mayor Baker, in an email, what the status was for the funds and the study. I am still waiting for a reply. This is just one example of how uncooperative DCL seems to be. During a meeting with the mayor and the consultant, they did not have proper drawings of the service area to aid a constructive conversation about the water system. This leads me to question their intent to solve this issue. The lack of communication and non-response to inquiries has been un-

conscionable. This is not a productive, ami- K able way to treat a taxpayer that has spend almost $30,000 in prop- M erty taxes and supporting a the district over the years. An interesting way to get a break from the everyday

Her derby name is Major Psycho but she is anything but. It’s a play on words for Kelowna’s Winona Phillips, a 34 year old mother of two. But when she hits the floor as a member of the Okanagan Derby Dolls, one of three teams that skate in the Okanagan Shuswap Roller Derby Association, she tends to live up to the name, leaving it all out there on the floor in the growing sport of roller derby. Like many, Phillips uses the sport as an outlet from the hectic pace of everyday life. “Derby absolutely is a physical outlet for me,” said Phillips. a psychology major at UBC Okanagan. “I have two kids and a loving husband and I study full time so it’s a great workout and something like derby to take my mind off of things is nice. In derby you absolutely

When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced. “The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.” Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.” Walter and Lorie hope to spend the rest of their lives in their home. The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

Her last whitening experience was at a hair dresser's shop in Vancouver. I see her wincing when she drinks anything hot or cold. Can she be doing any permanent damage here?

That is entirely possible. We do see some misguided attempts to 'beautify' oneself that result in more whitening than healthy teeth are designed to endure. First off, not everything that results in discolouring or staining of teeth can be removed. Yes, a thorough hygiene visit takes care of much of it – but as we put it in dentistry – sometimes 'life just gets in the way'. Coffee, red wine and tobacco all take a toll on the colour of teeth. Nonprescription drug use can destroy the health of teeth in a heartbeat, and the appearance is the first casualty. To counteract this damage, some patients choose excessive whitening and will chase one whitening special after another in search of the perfect smile. This can result in teeth actually appearing darker as it turns the teeth more translucent. All of this is dependent on the individual, and thickness of enamel, shape of the teeth, and other factors such as genetics come into play. One family I met has a genetic history of short lived teeth. Everyone was in full dentures in

Only a professional dental exam will determine whether your daughter's discomfort is a result of her vanity and whitening adventures – or whether or not there is an underlying and undiagnosed dental issue causing her problems that are not yet visible. Moses and his people were in the desert, but what was he going to do with them? They had to be fed, and fed is what he did, according to the Quartermaster General in the Army. It reported that Moses would have to have 1500 tons of food each day. Do you know that to bring that much food each day, two freight trains, each a mile long, would be required! Besides you must remember they were in the desert, so they would have to have firewood to use in cooking the food. This would take 4000 tons of wood and a few more freight trains, each a mile long for one day. And just think they were forty years in transit. And oh yes! They would have to have water. If they only had enough to drink and wash a few dishes, it would take 11,000,000 gallons each day, and a freight train with tank cars, 1800 miles long, just to bring water! And another thing! They had to get across the Red Sea at night. Now if they went on a narrow path, double file, the line would be 800 miles long and would require 35 days and nights to get through. So, there had to be a space in the Red Sea 3 miles wide so that they could walk 5000 abreast to get over in one night. But then, there is another problem. Each time they camped at the end of the day, a campground two-thirds the size of Rhode Island was required, or a total of 750 square miles long... think of it! This space just for nightly camping. Do you think Moses figures all this out before he left Egypt? I think not! You see Moses believed in Jehovah. Jehovah took care of these things for him. Predeceased by her husband Bill in 1977 and all of her siblings. Funeral will be held in Tisdale, Sask. at the Anglican Church, July 24 at 2pm. Arrangements are by Baron’s Funeral Home in Tisdale.
