After yet another litter of kittens was abandoned in the hot sun, the Langley Animal Protection Society has decided it has to do something to help stop it from happening. On Saturday, July 26, LAPS is hosting a “Kitten Roundup,” encouraging anyone with unwanted kittens or pregnant cats to drop them off at the shelter, no questions asked. On July 3, two litters of kittens were placed in a box which was taped up and left in the hot sun, beside a Langley City dumpster. Another batch of kittens was dumped at Aldergrove Park on Monday ( July 14). That day was one of the hottest of the year, and the kittens were left in a Rubbermaid bin. “This time, they were left in a shaded area with a dish of water inside so it seems they were meant to be found quickly,” said Langley animal shelter manager Sean
Baker. Six kittens were found by a member of the public who did the right thing and brought them to the Patti Dale Animal Shelter in Aldergrove. “They are around six weeks old and are in good condition,” said Baker. A foster family has already taken them in until they are ready for adoption. In the case of the two litters of kittens left in the box, one died and the others arrived to the shelter very hungry and sick. “They are now doing well, wily and busy. They received a fair amount of TLC when they arrived,” Baker said. But it is the sad reality that people are choosing to dump kittens instead of drop them off at the various shelters, which has prompted the Langley Animal Protection Society (LAPS) to host its first ever “Kitten Roundup” to encourage Langley residents to turn in unwanted kittens and receive free spay/ neuter vouchers.

Zero Avenue to close near Aldergrove crossing Aldergrove Star
The section of Zero Avenue that runs west of highway 13 to the Aldergrove border crossing will close down on July 28 for 18 months. Traffic heading south to the border on highway 13 will be redirected to a new crossing. The date was confirmed in a Monday ( July 14) memo from the Township of Langley engineering division to mayor and council.
The shutdown will accommodate the $17.7 million reconstruction of the Aldergrove port of entry that was announced in April. The Canadian Border Service Agency held a public information session on Wednesday, July 23 from 5 p.m. to 8 p.m. at the Aldergrove Alliance church at 26291 - 28 Ave. The memo said representatives from the provincial ministry of transportation “will be in attendance to
present an improvement concept for the intersection of Highway 13 at 264 Street.” The $17.7 million overhaul of the buildings and road access to the Aldergrove port of entry was announced April 14 by Minister of Public Safety and Emergency Preparedness Steven Blaney and Langley MP Mark Warawa. Warawa said the decision was the result of “seven to eight years of work

to make the Aldergrove crossing, a strategic location, work to its full potential.” Blaney said the aging Canadian Border Services Agency building at Aldergrove “would be gone in 18 months,” replaced by new structures that would serve “two new commercial lanes and five travel lanes, with the potential for up to eight in the future.” The project also includes a Nexus
lane and a new commercial examination warehouse. The Aldergrove border crossing project includes an expansion of Highway 13 to four lanes. Access from Zero Avenue would be eliminated, something some south Aldergrove farmers are unhappy with, because Zero Avenue currently provides farm machinery access to working farms on both sides of the highway.

Crash closes highway
The intersection of Fraser Highway and 268 Street in Aldergrove was closed to traffic Tuesday afternoon as emergency responders assisted the occupants of a police car and recreational vehicle which collided at the intersection.

One person was airlifted to hospital and at least another person injured in a serious crash between a police car and a recreational van at the intersection of Fraser Highway and 268 Street on Tuesday. The crash happened just before 2 p.m. It appears the RCMP vehicle was T-boned on the driver’s side. The impact of the crash caused the van to flip onto its side.
There is extensive damage to most of the police car and debris from the crash is spread out along Fraser Highway. The road is currently blocked off at that intersection. The Air Ambulance landed at Parkside Elementary nearby before taking off with its patient to Royal Columbian Hospital. It’s not known at press time what the injuries are or how many people were injured. More details to come on the website: www.aldergrovestar.com.
LAPS to host ‘kitten roundup’ Saturday FROM FRONT:
“Our goal is to make it super easy for people to do the right thing with unwanted kittens,” said Baker, LAPS executive director. “We also hope to raise awareness that the best way to prevent unwanted kittens is to spay and neuter your cats.” “Nothing like this has been attempted before, so we don’t know what to expect,” said Baker. The shelter has lined up 10 foster homes, should it get busy. “This wasn’t in our budget. We don’t have space for bunches of new kittens. But what’s the alternative?” The shelter is already nearing its capacity for cats and kittens with around 75 kittens alone,

Throughout the day, LAPS will be broadcasting kitten intake exams, talking about spay/neuter programs, and answering questions live on the web at http://tinykittens. com/roundup. “It astounds me that
kitten season grows every year, despite our efforts to get as many cats neutered and spayed,” said Baker. To that end, LAPS will also be handing out vouchers for spay and neuters to the first 20 people who come to Patti Dale that day. To help raise awareness, Dr. Renee Ferguson from Mountain View Veterinary Hospital will broadcast spay/neuter surgeries and answer questions live on the web on Thursday, July 24. An Abbotsford municipal worker barricades a section of River Road after it gave way on Thursday afternoon. The collapse happened just east of the border with Langley Township. According to reports, the large section of road crumbled immediately after a vehicle crossed over it and just as a motorcyclist was approaching. No one was injured. The road is expected to remain closed between 272 Street and Lefeuvre Road for an extended period of time.

Celebrating Rachel’s ride for Rwanda Aldergrove Star
On Saturday, June 7, the first “Rachel’s Ride for Rwanda” event took place at Derby Reach Regional Park in Langley. This event was initiated by 11-year-old Rachel Fitz of Surrey, who lived in Rwanda for three years, and who wanted to engage other B.C. children in helping Rwandan children receive a great education. (See website: www.rachelsride.ca) Rachel’s Ride saw a small group of local children, between Grades 2 and 7, cycle 12 kilometres on the Fort to Fort trail to raise funds for the work of the Wellspring Foundation for Education. Their achievement was celebrated at the finish line with a barbecue and awards ceremony, and with the incredible news that $5,600 had
been raised to help bring quality education to children in Rwanda. Given the success of Rachel’s Ride, plans are underway to repeat this event for families in the summer of 2015. Wellspring’s CEO Andy Harrington says, “To see young people raising funds for children who are just like them, but who don’t have some of the same advantages, was deeply meaningful. I loved the way that kids were empowered, and the way in which they were not overlooked or ignored in the process. Kids count, they matter, and they can be world changers.” Based in Kigali, Rwanda, with a support office here in B.C., the Wellspring Foundation is a nonprofit organization committed to empowering Rwanda’s next gen-
eration through quality education. Community grants, donations, and hard work by volunteers have made playing and watching soccer a better experience at Aldergrove Athletic Park. On July 19, a recognition ceremony was held to officially open the new improvements to the east synthetic turf field at the Park, located at 29 Avenue and 267B Street. Two players’ seating areas, two goal storage
areas, and a concrete spectators’ seating area on the west side of the turf field – a value of about $16,000 – were added thanks to community members who worked in conjunction with Township of Langley staff. The project was funded by Aldergrove Credit Union members Brian Thomasson and Joe Breier, Aldergrove United Soccer Club, and the Aldergrove Youth Soccer Club, which utilized a Township of
Langley Neighbourhood Initiative Program matching grant. ‘Ride Into History’ set for this weekend for Gateway of Hope Aldergrove Star

Education economics Editor: During a Langley forum on education it was said that governments (i.e taxpayers) funnel too much money into private and independent schools. I have been privileged to serve as treasurer in two of these independent schools and here are the facts about these schools. Independent schools save the government 50 per cent of operating costs and 100 per cent of building capital costs. It sometimes appears that folks who make allegations such as the one above are unwilling to look at the facts. Guidelines are the problem Editor: The Blueberry Council has done a good job creating the myth, and convincing provincial and some municipal politicians, that the problem is because of a few errant blueberry farmers not adhering to the provincial guidelines for cannon use. Not so! The problem is the guidelines. It is the provincial guidelines that for years have allowed the daily bombardment of noise. Putting these guidelines into a bylaw with the only changes being a fee to register a cannon and fines for noncompliance do absolutely nothing to change the amount of noise. All the agriculture ministers up to the present one have refused to change the guidelines, especially as to frequency of blasts and daily start and end times. VICTORIA – When the audited public accounts confirmed a $353 million surplus for the last fiscal year, B.C. Liberal political staff were quick to remind reporters of the NDP’s main theme from last year’s election campaign. Pages of election quotes from almost every NDP MLA were waiting to be distributed. It was a “bogus budget,” one of the more polite tags applied to the government’s pre-election fiscal plan. “It underestimates the costs in a whole bunch of ministries and we’re going to have to review that because all of the decisions that we propose in our platform will have to be implemented,” said then-leader Adrian Dix, describing the NDP’s plans to tax and spend more. Skeena MLA Robin Austin targeted health care in the budget debate: “Bearing in mind that our population is actually increasing, bearing in mind that our population is aging, I think it’s very unrealistic to think we can actually limit health care expenditures to 2.7 per cent.” As it turned out, health care spending grew by just over two per cent. It still went up by $360 million from the previous year, but after annual increases of six or seven per cent had become the norm, this is quite an achievement. New agreements remain to be negotiated with doctors and

nurses, so we’re unlikely to see the same cost control results for the current year. Ottawa’s health care transfer payment formula has changed, and increases are to be capped at three per cent a year by 2016, so this is the kind of spending restraint all provinces are expected to produce. Education was the only other ministry to receive significant extra funding last year, up $299 million despite continuing enrolment decline. Like health, the education budget goes up every year, and these increases, along with strong student performance results, expose the rhetoric of the B.C. Teachers’ Federation about a cash-starved system for what it is. But the biggest fabrication of last year’s election was the “debt free B.C.” slogan emblazoned on the side of Premier Christy Clark’s campaign bus. The public accounts confirm that the province’s total debt rose to just over $60 billion, the latest of a series of increases since 2008. The much-touted balanced budget is on the operating side, while the province continues to pile up debt to pay for the Port Mann mega-project, hospitals, schools and other big infrastructure. Finance Minister Mike de Jong emphasized the difference between capital and operating expenditures.
“We’re borrowing to build as opposed to paying for the groceries,” he said. “Debt free B.C.” was not an outright misrepresentation, merely one of the most farfetched promises ever delivered in the history of B.C. politics. The legislature is to convene in October so the B.C. Liberals can pass a taxation framework for the nascent liquefied natural gas industry, which the government hopes will generate the revenues to ultimately pay off the province’s $60-billion mortgage. Meanwhile there is more capital debt ahead. The cabinet is expected to green-light the Site C dam on the Peace River this fall, a decade-long project estimated to cost $8 billion. Along with the public accounts, the finance ministry released a list of surplus land sales. The sale of 50-odd properties, some of them closed schools, netted the provincial treasury about $310 million, which accounts for most of the surplus. Was this “selling off the family silverware to try and balance the books,” as nowNDP leader John Horgan termed it before the election? It’s certainly not a revenue source to be matched next year. Bird numbers are falling significantly. Listen for the bird calls, the mating songs, the clamour of the nestlings as a parent brings foods. It is becoming quieter. Watch for birds on wires or flying overhead; the flocks are gone, there are only few stragglers. This week Nature published a Netherlands study linking neonicotinoid pesticides with the decline of birds. Canada has 11 million hectares of neonicotinoid protected/tainted crops. This highly effective pesticide, already linked to the decline of bees, isn’t an environmental priority as only one province, Ontario, has the slightest regulations pertaining to its use. Aboriginal title doesn’t ‘lock in’ communal ownership Editor: Just some clarifications regarding Tom Fletcher’s column, Life after the Tsilhqot’in decision (B.C. Views, July 2). 1. Federal and provincial authority may vary with the strength of an aboriginal title claim, as Fletcher contends, in the sense that the obligation to consult and accommodate is proportional to the strength of the claim. But this is not so once aboriginal title has been proved in court (as the Tsilhqot’in have done). Once such title is established it is no longer a matter of a “claim” and the aboriginal owners must consent to any development proposal respecting their land – unless the government supporting such a development meets the stringent constitutional test for limiting aboriginal rights and title in the absence of consent. 2. A finding of aboriginal title does not necessarily “lock in” communal ownership. Just as treaty First Nations may agree to convert land to fee simple title, aboriginal title holders may agree to surrender land to the federal Crown on the condition that it be re-conveyed to them for the purpose of conversion to fee simple. I suspect that obtaining such agreement is no easier in the former scenario that the latter, but it may be. 3. The Tsilhqot’in had a long history of keeping others out, and were the only First Nation that was hostile even to the fur trade. But they did not fight a war in the 1860s to defend their territory from a “wave of gold seekers.” They expelled everyone. In 1864, after being threatened by the foreman of a crew building a wagon road through their territory – he had warned darkly of bringing back the small pox that had killed at least one third of their population two years earlier – they killed nearly all the crew and then killed or expelled all white settlers from their territory. Compilation highlights Valley talents Aldergrove Star
The Fraser Valley music scene might lack recording studios and show venues, but according to music blogger Adam Roper it has no shortage of community— something he hopes to show in his compilation album, Old Clayburn. Roper’s blog, Birds of Canada, focuses on Canadian content (CanCon) and highlights music coming out of the Fraser Valley, a local scene both varied and vibrant. But, Roper says, it’s also poorly supported and underrepresented. There are few venues for live shows in and around the valley, and while modern technology enables artists to record an album or EP just about anywhere, it’s difficult for that music to spread and be heard outside of the Valley. “It’s a great community, despite the fact that there’s no central venue space for the music scene,� Roper says. “It’s very surprising; there are all these great artists producing music without the support of basic resources— venue spaces or labels or recording studios.� As long-time host of CanCon-focused radio show Birds of Canada on CIVL 101.7 fm, Roper had the chance to host open-mic nights, indie shows,

And with this compilation, named for the historical brick factory in Abbotsford’s historic downtown, Roper wanted to bring a taste of that community to the wider public. “If you catch it on the radio it’s enjoyable, but then the next week it disappears,� he says. “I’ve found that compilations have more of a permanence, where they can be there basically forever. What I was trying to do was to be representative of that music
scene, to hopefully give it a larger audience—just recognition of the fact that there are so many great bands and so many great things happening here.� The resulting compilation is home to artists and bands from across the Valley, stretching from Chilliwack to Aldergrove, even featuring a few Valley ex-pats— bands who got their start in the Valley and have since moved to greener pastures. Roper pursued a few bands he knew he wanted represented on the album, but also made a
general call for submissions— which led to a few surprises. The Magician & The Gates of Love contributed an unreleased track, making Old Clayburn the first and only place the song appears. Roper was also pleasantly surprised by a band entirely new to him: Chilliwack’s Catfence, which has been in hibernation for the better part of two decades. “I’d never heard of this band, so I did a bit of research,� Roper explains. “They’re this band that played in Chilliwack from 1982 to 1984; they released a cassette tape and basically disappeared from history. But now they’ve resurfaced, just by chance. “There are lots of surprises in the scene. There are a few bands missing from the compilation, but I think it’s a fairly good representation of the Fraser Valley scene.� And while not much ties these bands together besides proximity, they’re also bonded by a sense of community— which, as Roper proves, is enough to keep a local music scene thriving. Mission Folk Fest to host world musicians Aldergrove Star
The Mission Folk Music Festival is set to begin this weekend. Organizers and volunteers are putting together some final touches in the program, and festival founder, Francis Edwards, is excited about the talent that will be on display at Fraser River Heritage Park, July 25-27. He is looking forward to special guests Dervish from Ireland, and Quartetto Gelato, with members from Canada and Poland. Formed in 1989, Dervish has been enchanting crowds around their world with their rollicking
reels and melodious melodies. The band is now composed of six members: Brian McDonagh (mandola), Cathy Jordan (vocals, bodhran, bones), Thomas Morrow (fiddle), Michael Holmes (bouzouki), Shane Mitchell (accordion), and Liam Kelly (flute, whistles). The group released its 14th album last year and signed a publishing deal the year before that. Quartetto Gelato has enchanted audiences worldwide with its exotic blend of musical virtuosity, artistic passion, and humour for almost two decades. Peter Do Sotto is the founder of the group. He is a seasoned
classical violinist and a gypsy virtuoso. Alexander Sevastian is a fourtime world accordion champion who emigrated to Canada from Russia in 2001. Elizabeth (Liza) McLellan brings her classical charm and sought-after skills as cellist. Talented multi-instrumentalist Colin Maier rounds out the group on oboe. Korea’s Dulsori is another group to keep an eye on, said Edwards. The Dulsori ensemble works with the percussion phenomenon known as “pungmul,� used by Korean farmers to summon
and celebrate the elementary natural forces. Their instruments imitate the sounds of the natural world – thunder, lightning, rain and wind. Through synchronized drumming, the ensemble accumulates energy, thus asking for exuberant joy. Through the throbbing of the drums they rekindle forgotten Korean celebratory rituals in accordance with their modern musical feeling, transforming the old tao philosophy into a passionate musical act. Megan Champoux has returned from the BC Games with a bevy of medals. At the BC Games in Nanaimo she won the Silver in high jump, Gold in the 80m hurdles, Silver in the 4 x 400 relay, Gold in the 200 m hurdles, and set a new BC Games record. Megan is 14 years old and lives in Aldergrove. She trains with the Langley Mustangs track and field club. This is her fifth season with the club. Megan won all her events at the trials for her zone back in May. This was her second time to the BC Games. In 2012 she competed in equestrian show jumping where she received a Gold and Silver medal. Megan just recently has been named to the BC provincial team for the national championships that will be held in Langley in August at the McLeod Athletic Park

DuPaul leads ‘Special O’ medal charge Mustangs win 25 medals at B.C. championships Aldergrove Star
Led by swimmer Karina DuPaul and her four medals, Langley athletes cashed in at the Special Olympics Canada 2014 Summer Games last week. The Games ran July 8 to 12, primarily at the UBC campus in Vancouver. DuPaul found the podium four times in her six events in the pool. The Langley swimmer won gold in the 100 individual medley, a pair of silvers in the 100m breaststroke and 50m butterfly, and bronze in the 100m butterfly. She also placed fourth in the 100m freestyle and fifth in the 100m backstroke. Another swimmer, Josh Low captured a pair of medals in the pool, winning gold in the 25m freestyle and silver in the 25m butterfly. He was also fourth in the 25m backstroke. Trisha Boyle finished with a fourth-place finish in the 25m back-
stroke and seventh in the 25m freestyle. Her relay team also came fifth in the 4x25 freestyle. In five-pin bowling, Ashleigh King and Tyler Page won gold in their respective divisions, while Jennifer King won silver in another division. Jas Nagra just missed the podium in his division, placing fourth. The four bowlers also teamed up with Ridge Meadows’ Brent Langridge to win gold in the team bowling Division D competition. In the athletics competition, Abigale Calvert won a trio of bronze medals in the long jump, 100m and 200m. She also placed sixth in the shot put and seventh in the 400m. David Cairns won silver in the 100m and was seventh in the long jump and eighth in both the shot put and 200m. Andrea Zonneveld finished fourth in the 100m and long jump
and seventh in the shot put. And Dustin Beard was sixth in the shot put, seventh in the 1500m and eighth in the long jump. The B.C. Warriors — made up of Langley’s Sean Annan, Carson Buzdegan, Chris Lawrie, Kyle Liftin, Trevin Martel, Kailyn Potomak, Alastair Singh, Matthew Williams as well as Campbell River’s Andrew Wainwright and North Shore’s Tyrone Liebenberg — won gold in basketball while two other Langley players — Karl Beugh and Chris Shaxon — helped the B.C. Eagles takes bronze in the division. And members of the Team B.C. Langley Dynamite softball team won silver in Division D. The Dynamite players from Langley are Chris Beugh, Christian Burton, Jade Deakin, Jaykob Low, Jenifer Burton, Jeremy Wright, Kathy Foss, Krista Sanders, Matthew Sanches and Stuart Stevenson.

The Langley Mustangs grabbed 15 gold, six silver and four bronze medals at the 2014 BC Athletics track and field championships jamboree. The meet was held July 11 to 13 in Kamloops. Leading the way was the Mustangs junior-aged athletes. Georgia Ellenwood won four gold (high jump, 200m, long jump and 100m hurdles) as well as a silver in the javelin. Ben Marshall (400m hurdles), Brittni Wolcyzk (javelin), Hannah Beaton (heptathlon) and Teagan Rasche (hammer throw) all won gold. A cold wind and drizzling rain got the 102nd Aldergrove Fair Days off to a chilly start on Saturday morning, but as the day warmed up the crowds grew and the smiles broadened. It actually started out well with the Fair’s Car Show and Shine on the Friday evening, July 18, which enjoyed both great weather and great crowds. The parade officially got the events started on Saturday morning. The route was longer this year as it travelled from downtown Fraser
Highway then south on 272nd and west of 29 Avenue, to bring the parade entrants to the site of the Aldergrove Fair at the high school and community centre and adjacent parklands. There were so many competitions to take in, from the homegrown exhibits at the Aldergrove Agricultural Association Fair inside the Kinsmen Community Centre, to the Fast Draw Championships in a fenced-off area of the park. There were also Riding Lawnmower Races on the bicycle track, and the Antique Tractor Pull in the Athletic Park also featured a junior event in the form of Garden Tractor Pulls. A new addition this year was the Zucchini Racing Luge, which towered 30 feet above ground. Youngsters and the young at heart created and decorated their own zucchini race cars, which then were sent
hurtling down the luge track. The Chili Cook-off featured brisk competition between local chefs, with the judges’ favorite once again the team from the Aldergrove Legion. The main stage featured a wide range of local talents performing bluegrass, country and rock tunes, and the ever-popular midway kept the thrills going with their rides. actor and former WWE star – but Newfoundland. With only a couple of days to figure out some adventures, time would be tight, but I’d enjoy each minute of it. Complete with a hightorque Lineartronic CVT, I had the option to up and downshift through the Outback’s simulated gears, in case I needed to pass cars en route to my various adventures. First: sea kayaking in Cape Broyle. Though the drive from downtown St. John’s is only about 66 kilometres, I’ve learned that giving yourself a little extra time when going anywhere is a good idea. Let’s just say the city wasn’t built on a grid so it’s not always a straight shot getting out. And even though you’re on roadways, they’re not highways. Furthermore, not everyone was on such a tight time budget as I was! That said, when I was happily soaking in the surroundings, I did so in peace and quiet. It’s amazing how serene the cabin remains even at highway speeds, with the wind blowing furiously. Furthermore, the Outback has incredible off road capabilities, in case I needed to get to some hard to reach spots. With a ground clearance of 220mm – like the Forester and XV Crosstrek – it can tackle the trails without even breaking a sweat. Thanks to the X-Mode feature, it allows for even more traction in highslip environments. This all-wheel drive vehicle is just as happy being on the road as it is playing in the puddles, mud or climbing rocks. Another adventure that wasn’t as physically
demanding took me to Ferryland. Established in 1621, this community south of St. John’s rests quaintly on the coast. While many clusters of homes do too, this one is particularly magical. After parking, it’s about a one-kilometre walk until you reach a lighthouse. Not just any lighthouse, but one that serves picnic lunches so you and your loved ones can enjoy a meal while sitting on blankets, partaking of a sandwich prepared on freshly-baked bread, sipping homemade lemonade and breathing in the natural beauty of the open ocean. Onto a higher paced adventure - sort of - was a stop in Brigus. One particular bridge was on my mind. The one that competitors in the Targa Newfoundland race fly over. The sign says 10 km/h. That’s not the case when drivers are blasting through the tiny waterfront community. But I wanted to be a part of the fun, even if I was at a complete standstill on the crossing. A trip to Newfoundland wouldn’t be complete without at trip to Cape Spear; Canada’s easternmost point. Looking out into the Atlantic, another iceberg lazily floats by as the humpback whales are out and breathing. A cool ocean breeze blows the salty air around. public notices Japanese Knotweed Roadside Control Strategy Japanese Knotweed is an invasive species whose root system has the potential to ruin home foundations, roads, parking lots, sewerage, and water main infrastructure. The Township of Langley is working to eliminate the threat of this invasive plant. You may see markers along various roads identifying where Japanese Knotweed is located. Do not remove the plants or mow these areas. Improper removal of the plant could result in the plant reproducing rapidly or spreading further. The Roads Department is spraying a mild herbicide to control the Japanese Knotweed. The removal process will take several treatments and inspections throughout the year. Car smashes are the leading cause of accidental death among children in British Columbia. According to government statistics, every year more than 1,300 children under nine are injured or killed. Putting that in scary perspective, that’s the equivalent of around five elementary schools. It’s estimated that the proper use of child car safety seats reduce the risk of injury by a massive 85 percent and death by 70 percent. Very frightening then to contemplate that around five percent of parents don’t put their children in seats and of those that do, more than half improperly install them. It’s an issue to which I’m particularly attuned after the recent birth of my first grandson. I found myself
