Teacher banned for life DEBORAH RALPH PROHIBITED FROM TEACHING IN B.C. M O N I Q U E TA M M I N G A Tim e s Re po r t e r

Former Langley elementary school teacher Deborah Ralph has been banned for life from teaching in B.C. In a consent agreement the B.C. Commissioner for Teacher Regulation cancelled her teaching certificate and Ralph agreed not to apply to teach ever again. In March, Ralph admitted to sexually assaulting a former student at James Kennedy Elementary from 1998 to 2001, while the boy was between the ages of 11 and 13. Supreme Court Judge Selwyn Romilly handed down a two-year conditional sentence to be served at home and in the community. The 59-year-old Langley resident was also ordered not to have any contact with the victim or any child under the age of 14, excluding her grandchildren. She was also placed on the Sex Offender Registry for 20 years. After years of depression, along with alcohol and substance abuse, Ralph’s victim came forward to Langley RCMP in 2011, the court learned. Ralph was charged shortly afterward. The Teachers’ Regulation branch suspended her from teaching that same year. In June 2012, the teachers’ branch terminated her employment. At the sentencing hearing, the victim read his impact statement, saying Ralph stole his childhood, his innocence and caused him irreparable harm, causing him to start drinking and using drugs as early as 12-years-old. He considered suicide on several occasions and suffers from depression. He also has a difficult time with relationships.

Gang squad hunts for suspect

Family of four taken to hospital after crash

TWO ARRESTED AFTER THREE-HOUR SEARCH NEAR 240 STREET AND FRASER HIGHWAY

A three-hour police manhunt ended with the arrest of a suspect in a gang-related drug case in Langley near 240 Street and Fraser Highway Tuesday afternoon. The suspect fled the scene after members of the Combined Forces Special Enforcement Unit (CFSEU) gang unit arrested another person at a house near 236 Street and 47 Avenue, close to Peterson Road Elementary. The second suspect was captured following a three-hour search of the area by CFSEU officers, Langley RCMP, police helicopter Air One and a police dog team. Officers could be seen going door-to-door and searching under tarpaulins at a nearby construction site while the helicopter circled overhead. Both suspects, men in their 20s, are facing drug-related charges, CFSEU spokesperson Sgt. Lindsey Houghton said. “It’s an ongoing case, so we can’t say much at this time,” Houghton said.

An RCMP officer was searching under tarps at a construction site near 240 Street and 49A Avenue Tuesday afternoon.

Debris from the crash was scattered across Fraser Highway. Several fire trucks and ambulances responded and the road was quickly closed down, with numerous witnesses helping out. The police officer’s vehicle was hit on the driver’s side and air bags were deployed. He sustained injuries and was taken to hospital via air ambulance. The Air Ambulance landed at Parkside Elementary nearby. The family of four in the camper van were taken to various hospitals, said the IIO in a press release. The extent of injuries of the family aren’t known at press time. The camper van has Alberta plates and there is some indication it was a family visiting the area. IIO investigative teams were on scene of the collision for hours. The Langley RCMP remains responsible for investigating the actions of the travel van while the IIO has jurisdiction over the investigation into the actions of the RCMP officer. The area was closed until around 8 p.m.

Government won’t stop September school strike TOM FLETCHER Black Press

The B.C. Teachers’ Federation had better not expect an imposed settlement to keep the beginning of the school year from being disrupted, Finance Minister Mike de Jong said last week. Every other sector of the public service has been able to find agreements within the government’s balanced budget mandate, but the teachers’ union might be expecting a legislated settlement as has taken place in the

past, de Jong said as he presented the public accounts that show B.C.’s budget balanced as of this spring. “You cannot send negotiators into a bargaining session with other public sector workers, hammer out agreements that include very modest settlements, and then because another group decides to make a little more noise, provide more, because you are taking from one group in order to satisfy the demands of another within the context of a balanced budget,” de Jong said.

The BCTF strike for the last two weeks of June saved the provincial treasury about $12 million a day, while year-end studies and exams were disrupted. The two sides haven’t communicated since early July, when B.C. Supreme Court Justice Stephen Kelleher said they are too far apart for mediation to be effective. Education Minister Peter Fassbender said the BCTF has to reduce its demands, in particular improved benefits he said represent an additional $225 million a year. Those in-

clude increases to preparation time, pregnancy and parental leave, extended health and dental care and substitute teacher compensation. De Jong said the lesson of imposing settlements is that they haven’t worked. “Every other sector of the public service is able to negotiate an agreement,” he said. “What is it about this one area, and is it the expectation that the government will step up and simply legislate an agreement? I hope that’s not the expectation, because that’s not the plan.”

Murrayville rental building given unanimous approval CRITICS FEAR PROJECT WILL BE ‘BLIGHT’ DAN FER GUSON Tim es Reporter

A proposed rental apartment building in Murrayville won the unanimous approval of council on Monday, July 21. The decision to green-light the Kelson Investments Ltd. plan to build a 105-suite rental building on 1.68 acres of land near 49 Avenue and 220 Street came one week after a public hearing and

dire warnings about the impact of introducing renters into an area of home owners. Some critics complained the project would be a “blight” and renters might “not take pride in their rental units or the surrounding Murrayville area” and would have “little pride in home ownership” to quote some of the messages. It was enough of a controver-

sy that three people who spoke in favor of the project asked to remain anonymous. They said the Township needs more good quality rental housing. Kelson, a Kamloops-based company that manages and maintains thousands of rental suites throughout B.C., said the building will be aimed at “high end” tenants.

The City of Langley will consult with the public about four possible locations for a new community garden, and hopes to partner with local community groups willing to take on the commitment of day-to-day operations for the project. City Council received a report during their regular July 21 meeting from the Parks and Environment Advisory Committee, recommending that they consider Michaud Park, Douglas Park, Linwood Park and Dumais Park as possible spots for a new community garden. The report also recommends that a public consultation meeting take place to asses interest in the proposed locations from local residents, and that community groups or area residents be approached to create a group that will organize, maintain and take care of day-to-day operations for the garden.

A Langley senior will jump out of a plane in Abbotsford on his 90th birthday to raise funds for the Crohn’s and Colitis Foundation on behalf of his daughter. Ken Smith will do the tandem jump on Aug. 10 at Skydive Vancouver, located on Gladwin Road in Abbotsford. He said he wanted to do the jump not only to complete another adventure on his bucket list, but to help out a good cause. His daughter, Joni Tessier of Mission, has been battling Crohn’s disease, a chronic inflammatory disease that can affect any part of the gastrointestinal tract from the mouth to the anus, since 1983. Tessier, 56, had major surgery to remove her damaged bowel and, when the lab tested the tissues, a cancerous tumour was found. She has since been battling the illness, with numerous hospital visits and further testing to determine why she is not getting better. Smith first jumped out of a plane 10 years ago, and vowed he would do it again on his 90th birthday. After witnessing his daughter’s health struggles, he decided to make this jump more meaningful. “This time was different. “I thought, ‘I really have done this. It’s kind of selfish unless I make it worth something’ … It makes me feel better if something is produced from it, rather than my ego,” he said. Smith said one or two of his eight grandchildren might join him on the jump. He also has one great-grandchild. Although Smith, born in England, was a pilot with the Royal Air Force in the Second World War, he had never jumped out of a plane until 2004. “In those days (the war years), we dreaded ‘having to take to the silk,’ as we called it … You could almost expect a broken leg (with how hard you would land),” he said. But advances in technology have produced better-designed parachutes, resulting in softer

landings, and Smith enjoyed his first jump at age 80, enabling him to tick off another item on the bucket list he made upon retirement from the log-supply business at 65. He has also para-sailed, trav-

You can’t just sit around and vegetate,” he said. Smith does not have a formal procedure for raising funds in his name for the Crohn’s and Colitis Foundation. Rather, he asks people to make a general donation through the website crohnsandcolitis.ca. “As long as I know the money is going to the cause, that’s what I want,” he said.

Raises for Langley City workers RATIFICATION OF NEW CONTRACT ANNOUNCED DA N FERGU SO N Tim e s Re po r t e r

The 170 people who work for Langley City have voted to accept a new four year contract. The deal, announced by the union and city on Tuesday, includes retroactive pay hikes of 1.25 per cent for 2012 and 1.75 per cent for 2013, followed by a 1.75 per cent hike this year and a two per cent increase in 2015. Under the previous collective agreement, city workers’ pay ranged between $13 to $43 an hour depending on pay grade and experience.

The new contract also includes improvements in seniority rights for temporary full-time employees and improvements to general leave and union security provisions, the union said. CUPE 2058 president Andrew Brown called the bargaining process “respectful.” The City of Langley issued a press release saying the wage increases were “consistent with other settlements in the region.” “The new collective agreement meets the needs of both the City of Langley and our employees,” said acting mayor Ted Schaffer.

Summer is CounterAttack season Motorists can expect to encounter Counter Attack checkstops all over Langley this summer, including this Friday night, warn Langley RCMP traffic services. “If you’re going to drink and drive in Langley, expect to get caught and dealt with according to the law,” said Langley RCMP Sgt. Gerard Sokolowski, officer in charge of traffic services. A CounterAttack checkstop was held on the 204 Street overpass and on 88 Avenue at 201 Street for seven hours on Friday, July 11 with several drivers caught drunk behind the wheel. One driver was given a 90-day driving suspension for drunk driving, one three-day driving suspension, one 12-hour suspension and one notice of a prohibited driver.

In total, nine seatbelt tickets were handed out, two for cellphone use, two for speeding, three for intersection infractions, and 11 for disobeying their N restrictions. Impaired driving continues to be one of the RCMP’s national priorities. For the month of July, a particular emphasis will be placed on locating Langley’s impaired drivers, said Sokolowski. To that end, on Friday night the Langley RCMP will be out and visible, actively looking for people driving under the influence. Enforcement efforts will focus on several key areas. Also present at one of the check spots will be members of Families for Justice, many of whom are people who have lost a loved one to a drunk driver.

“If your summer activities involve alcohol, plan ahead for a safe ride home,” said Hilary Matheson, local ICBC road safety co-ordinator. “Arrange a designated driver, call a taxi or take transit. Share the responsibility of being the designated driver this summer to help your friends and family get home safely.” On average, 96 people die every year in crashes involving impaired driving. Shockingly, impairment remains a leading cause of car crash fatalities in B.C. despite new, stricter laws and consequences. However, the new legislation that sees drivers lose their license and have their vehicle impounded, has lowered the number of impaired drivers significantly.

Question langeytimes.com

It shouldn’t come as any great surprise that a recent ICBC survey found many parents are passing along poor driving habits to their teenagers. What is less expected is that only about a third of them seem to be aware of the impact their bad behaviour is having. Whether it’s speeding, failing to come to a complete stop or not properly concentrating on the task at hand, for some, the rules of the road tend to grow a little hazy over the years. And the more comfortable we get behind the wheel, the more corners we tend to cut. Thanks to experience, most of the time, it works out. But for young drivers, who in all likelihood still occasionally flip on the wipers when they mean to signal a turn, there is an overwhelming amount of information coming at them fast. Add to that, heavy traffic, aggressive and impatient drivers and a seemingly endless succession of construction projects to create stress and confusion, and new drivers have enough to deal with. “Driving is particularly risky for new drivers because they lack experience. Not only are they more prone to crash but on average, 18 per cent of crashes involving young drivers result in an injury or fatality,” the insurance corporation points out. Allowing teens to start out with bad habits passed down — however inadvertently — is like setting them up to fail. Along with the caveat, ICBC offers a few tips for parents as they prepare their teens for one of the (simultaneously) greatest freedoms and responsibilities they will ever know. When possible, they suggest, provide your teen with a vehicle that is a manageable size and has good visibility and an automatic transmission. Write and sign a family contract, laying out in no uncertain terms what is expected and the consequences of violating the agreement. Ensure they have a firm grasp of the rules and regulations. Most important, they say, parents should remove themselves from an emotionally charged situation and allow an expert to provide instruction. Whatever the cost, it’s worth it to know you’re giving them their best shot at success. And, of course, it never hurts to set a good example.

Games were great they

Months of planning and organizing came down to four days of passion and enthusiasm for thousands of athletes, coaches and volunteers at the B.C. Summer Games in Nanaimo this past weekend. By all accounts, it was a successful, well-organized Games of which Nanaimo’s organizing committee should be proud. The accommodations team found space for nearly 4,000 athletes and coaches to sleep in dozens of empty schools, while the transportation committee organized the province’s largest temporary fleet of buses to transport the teens and coaches to their events across the city. Security detail kept athletes, coaches and spectators safe, while parking attendants kept lanes clear for emergency personnel. Nearly 39,000 meals were prepared to feed hungry athletes to ensure they were well-nourished for competition in track and field, baseball, lacrosse, water sports and more — all overseen by another army of volunteers. Nanaimo stepped up to the plate in a big way this weekend — even those who just watched from the sidelines should be proud of the effort put in by their friends and neighbours. Any of those volunteers will probably tell you, that despite the heat on Friday and Saturday, the long nights of preparation and execution, and the stress of putting on a province-wide event, it was all worth it. It was worth it to see the happiness on the athletes faces as they raced for the finish line or sunk that last basket before the buzzer. Those volunteers provided a lifelong experience for the young athletes — one that Olympic great Simon Whitfield can attest will continue in their memories and possibly drive them to further greatness in the world of sport and beyond. – Nanaimo News-Bulletin

Do you have CHRONIC OBSTRUCTIVE LUNG DISEASE?

Odd way to conduct an open house Editor: I recently attended an invite-only open house for a new development at Mavis and McBride in Fort Langley. I live in Fort Langley, but I was not invited. None of my neighbours around Fort Langley knew anything about it, so only a handful of people were there. Is this how open houses are conducted within the Township of Langley? How is this is acceptable? It seems strange to me. Why would the developer go to the trouble of hosting an open house if they don’t want anyone to know about it? It doesn’t seem very open. How can you get a feel from the community when it is less than a handful of people? Perhaps this is why: the proposed development would create 21 new townhouses on half an acre. The official community plan permits seven. It will require a change to the OCP that will effectively triple the density in Fort Langley going forward.

It seems like a fairly big change in what is permitted for the zoning of the area. Does this mean future developments will be given the same allowance? It is concerning to me. Twenty one units there equates to 40 units per acre, double the typical density of Willoughby, and triple the density permitted. It is more than triple the density of the brand new McBride Station, a wonderful village-like development perfectly appropriate for Fort Langley. I am hoping that Fort Langley is not going to become the next Clayton. Is this really how planning is done in the Township of Langley? Do our planners support it? According to the architect, they do. What is the justification for tripling the density? I couldn’t get an answer to that question, so I am assuming it must be profit. In truth, I couldn’t get a lot of concrete

Refund taxpayers for school strike

Editor: Taxpayers paid more than $200 million in taxes for educational services which were not delivered in June. Therefore, we should get a refund. The teachers’ dispute started with three weeks of rotating strikes, which saved government $18.5 million per week. When they went to a full strike, the savings grew to $80 million for each of the last two weeks of June. More has been saved with the cancellation of summer school. Government has a responsibility to refund that money, at least $200 million, to the people who paid for the educational service but didn’t receive it. That works out to roughly $40 for every man, woman and child in B.C. For a family of four, that would be $160 — certainly a welcome amount for households who burned through vacation days or had to hire unexpected childcare during the strike. The BCTF believes itself to be a “social movement,” which makes it virtually impossible to negotiate a

deal with. While each and every other government union has settled two or three reasonable contracts with the province over the past six years, the BCTF has engaged in bitter personal attacks and strayed far beyond a mandate to promote education, instead fighting every major economic development in the province. For those who believe public education is underfunded in B.C., they could take their $40 refund cheque and donate it to a local school district foundation. Others could use the money how they see fit. Premier Christy Clark and Education Minister Peter Fassbender have been suspiciously tightlipped about how the strike savings will be spent. If you believe that money should be refunded to taxpayers, please sign our petition at www.taxpayer. com. JORDAN BATEMAN, CANADIAN TAXPAYERS FEDERATION

answers to a great deal of my questions, which was concerning to me. I encourage you to try your luck finding any information online about it, or anyone’s name on the invitation. It seems like this development and its ability to bypass our existing zoning is being kept as quiet as possible. How is this happening? If you want to triple the density of someone else’s neighbourhood, you should engage the community properly and sincerely, not with invite-only “open houses.” Council should send a clear message right away that this is not acceptable. We need our council to remain accountable. We need our Township planning department to make their intentions clear to our community, so we are at least made aware of how they plan to shape our city. Editor: I attended the Brookswood Secondary School graduation ceremony at Christian Life Assembly in Langley on June 25. I am the elderly grandmother of a graduate. The ceremony went well, with a few minor glitches, in spite of the teachers’ strike — thanks to the parents and administrators. However, I was not impressed that we were locked out of the building until 15 minutes before the ceremony started. We all came early, as the grads had to come early. I believe that Christian Life Assembly could have shown a more Christian attitude by at least allowing the elderly and disabled into the hall earlier as some of us had been standing outside for half an hour. Japanese Knotweed is an invasive species whose root system has the potential to ruin home foundations, roads, parking lots, sewerage, and water main infrastructure. The Township of Langley is working to eliminate the threat of this invasive plant. You may see markers along various roads identifying where Japanese Knotweed is located. Do not remove the plants or mow these areas. Improper removal of the plant could result in the plant reproducing rapidly or spreading further. The Roads Department is spraying a mild herbicide to control the Japanese Knotweed. The removal process will take several treatments and inspections throughout the year. After the roots are killed, the plant stock will be removed and discarded safely. For more information on the roadside control program, contact: Engineering Division 604.533.6006 tol.ca/invasive

Master These Water Wise Tips to Decrease Your Water Usage: Water Wise is a Township initiative delivered in partnership with Langley Environmental Partners Society. During the summer, the Water Wise team has been distributing door hangers and post cards to Township communities to provide general information to residents on how to conserve water this summer. • Limit lawn sprinkling to once a week for an hour. This allows your lawn to stay green while increasing the grass’s resilience to drought. • Fix leaks in your toilets, showers and faucets. Repairing leaks is a great and easy way to save a lot of water. • Replace old inefficient fixtures in your house with water-saving fixtures. • Spread a layer of organic mulch around your plants to help the soil retain moisture. • Use rain barrels to water the garden – the flowers love rain water. Food distribution service responds to critics COMPLAINTS ABOUT LANGLEY-BASED FAIR SHARE FOOD SERVICES SOCIETY MADE IN SURREY, MAPLE RIDGE AND CHILLIWACK DAN FERGUSON Times Reporter

Fair Share Food Services Society founder Kelly Fowler says he can’t understand the controversy over their door-to-door food-collecting campaign. “None of us can figure out why,” Fowler told The Times. “I do not know what the issue is.” Fair Share operates two low-cost storefront grocery outlets for low-income people in Langley City at 5765 203A St. and in Aldergrove at 27117 Fraser Hwy. Most of the complaints have come from food banks and are about Operation Clean Out Your Pantry, a Fair Share initiative that drops off paper bags with a note requesting donations of non-perishable foods and canned goods. “Just leave your bag of groceries by your front door and we will pick it up … ” the note attached to the bag says. There has been negative reaction to the campaign in Surrey, Maple Ridge and Abbotsford. In 2012, when Fowler was operating as the Fraser Valley Grocery Resource Society and just starting out, he ran afoul of the Abbotsford Community Services’ (ACS) Food Bank. The food bank complained the grocery bag note was misleading because Fair Share was saying “we support the local food banks” and that would make people think ACS was operating the program. At the time, Fowler told the Abbotsford News the bag campaign would be halted in Abbotsford. “I don’t like stepping on anyone’s toes,”

Fowler said. This year, the bag campaign attracted flak in Maple Ridge and Surrey. In May, Youth Unlimited, a group that operates an in-school breakfast program in Maple Ridge, complained it was misleading of Fair Share to say it supported Youth Unlimited. Dennis Hemminger, the area director of Youth Unlimited, said his organization is not associated with Fair Share. “They shouldn’t be soliciting outside their area,” Hemminger said. Fowler told the Maple Ridge News it was a mistake that has been dealt with. “We’ve got it all straightened out,” Fowler said. In March, when Fair Share donation bags appeared in a Cloverdale neighbourhood, it prompted criticism by Marilynn Herrmann, executive director of the Surrey Food Bank. Herrmann told the Cloverdale Reporter newspaper that organizations like Fair Share are “popping up all over the place” and are not affiliated with the food bank. “We do not barter, trade or sell donated food,” Herrmann said, adding the food bank also doesn’t canvass door-to-door. Fowler said Fair Share is soliciting donations outside Langley because it delivers food outside Langley, as far away as Tsawwassen. He estimates Fair Share has more than 800 clients, people who don’t qualify for food bank assistance even though they make less than $20,000 a year. “They’re [the food banks] saying ‘we can’t service those people, and you ain’t either’,”

DAN FER GUSON Langley Time s

Kelly Fowler, founder of the Fair Share Food Service Society, at the Langley City outlet. Fowler sad. The donated food is distributed to the homeless, shut-ins and Fair Share volunteers, Fowler said. “Very little” of it is sold in the two Langley grocery stores, which rely on corporate donations for most of the products they sell, Fowler said. He estimated the bag campaign accounts for about 30 per cent of the food donated to Fair Share. The stores sell food “at or greater than 50

per cent less than the price offered by generic grocery stores” according to the Fair Share website. Fair Share is not a registered charity, but Fowler said he has filed the necessary paperwork and hopes to be registered in about six months. Fowler said no wages are paid to volunteers or society directors like himself, but they do get reimbursed for expenses. “I’m a retired truck driver. I have a pension,” Fowler said. Fair Share provided The Times with a list of agencies it assists, including Triangle Community Resources (a Langley-based agency that provides employment services under government contract for people with “multiple barriers”), the SDA (Seventh Day Adventist) Food bank in Aldergrove, Betty Gilbert Elementary School, Salvation Army Soup Kitchen, Mission Food Bank and Christian life Assembly Recovery Church. Fowler said he has offered donated food to the Langley food bank, which operates across the alley from the Fair Share Langley City location, but he has been turned down “every time.” At press time, the Langley Food Bank had not responded to a Times request for comment. Fowler said Fair Share plans to move its Langley City operation at 203A Street to premises on Douglas Crescent later this year. “We’re here to stay,” Fowler said. Before establishing Fair Share, Fowler was co-founder of the Oasis Outreach Society in Chilliwack, which recently opened a store in Langley on 203 Street and Douglas Crescent that re-sells donated food items at reduced prices to low-income people. Fowler is no longer associated with Oasis. - with files from Jennifer Lang, Monisha Martins and Vikki Hopes.

The newest addition to Canada’s first luxury auto mall has been green-lighted by Langley City council. The new 33,271 square foot Jaguar/ Land Rover dealership will be located at 5978 Collection Drive, off the Langley Bypass, and is part of OpenRoad Auto Group’s luxury auto retail complex, known as “The Collection.” Council unanimously approved the development permit application for the project at their July 21 regular meeting. Designs from Christopher Bozyk Architecture Ltd. presented to council include a two storey building with showroom, sales offices, a parts department and service

garage. The property will also house a separate one-storey “Super Luxury Pavilion” showroom specifically for used luxury vehicles.

Following the international brand image of Jaguar/ Land Rover, the design will feature a modern look, high quality building mate-

rials and large glass facades, all while trying to maximize visibility from Glover Road and Collection Drive. In a separate motion,

council voted unanimously in favour of approving a 400 square foot addition to the two existing freestanding pylon signs for “The Collection” in order to accommodate the number of new luxury dealerships being developed. Extra panels will be added to the signage, but the overall height of the signs will remain the same. “This is probably one of the classiest signs that we have in that area,” said Councillor Teri James. “It’s prominence speaks volumes and I personally can’t wait until evCh ristoph er Bozyk Arch itects L td. ery single one The new dealership, to be located at 5978 Collection Drive off the Langley Bypass, will of those slots is include a separate “Super Luxury Pavilion” to showcase used luxury vehicles. filled.”

ALDERGROVE-BASED CO-OP SURPASSED LAST YEAR’S TOTAL SALES BY ALMOST $5 MILLION AND ADDED 3,000 NEW MEMBERS K URT L A NG MA NN B lack Pre s s

Another great year of financial results for Otter Co-op has added up to four consecutive years of record growth for the member-owned co-operative. The co-op held its 92nd annual general meeting on May 29 and the 176 members in attendance were given mostly good news about their performance over the past year. Despite the challenges of cross-border shopping and new gas bar competition in Langley, the Aldergrove-based co-op surpassed last year’s total sales by almost $5 million for a year-end total of $171,954,134. Some of this sales increase is attributed to the acquisition of Armstrong Feed and the Hatzic gas bar. Work also continues on the

new gas bar outlets in Chilliwack, Abbotsford-Mission Highway and renovation of the 248 Street gas bar. The co-op also added 3,000 new members for a total of 36,000 active members. Sales were up in all divisions except for the gas bar division, and with this the equity and cash repayments to members this year will total $5,679,000. The co-op also allocates $100,000 annually in community grants and donations, including scholarships. Nine scholarships were awarded that evening to further post-secondary studies for the recipients. Three candidates for the board of directors were elected by members that evening, and they are incumbent Dick Mayer and new directors Martin Power and Kent Strobel.

NEW HOME DEVELOPMENT

A few more tips for making your home more energy efficient

Photo submitted by FortisBC

FortisBC’s Joan Churchill is behind the popular Renos with Joan series, and now the Shopping with Joan series. She offers homeowners tips for conserving energy, including installing a low-flow showerhead in your bathroom.

Save money with natural gas water heating By Kerry Vital

A warm shower or a relaxing hot bath is one of life’s simple little pleasures. Most of us don’t think about what it takes to heat that water until a rush of cold hits you. But it should be one of the top things on your list when looking to purchase or renovate a home. According to Natural Resources Canada, heating water takes up more than 25 per cent

of your home’s total energy use. So installing the most efficient water heater possible is well worth the initial outlay. “Look beyond the granite and the stainlesssteel appliances,” advises Joan Churchill at FortisBC. Churchill is the woman behind the popular Renos with Joan series, and now the Shopping with Joan series that appears in The Conserver, a free enewsletter filled with easy energy-saving tips that you can sign up for at

fortisbc.com/conserver. In 2010, Churchill purchased a pre-war bungalow and started renovating it into her energy-efficient dream home. Four years later the major renovation is complete. It began by upgrading the inefficient furnace to a high-efficiency, natural gas ENERGY STAR® model. “I wanted a natural gas water heater because heating with natural gas is more affordable,” Churchill says. Plus, FortisBC offers a rebate of up to $1,000 when installing an ENERGY STAR® water heater. Learn more at fortisbc.com/ waterheater. She chose a non-condensing tankless

It’s easy to save on water heating. Wash your clothes in cold water (except for your dirtiest whites), and take shorter showers. Try running your dishwasher only when it’s full, and make sure you fix your leaky pipes. It’s surprising how much water you waste when you leave a faucet dripping. Another way to save energy is to install a programmable thermostat, which will help you save up to 15 per cent on your home heating bills. Or, just wear more layers! Adding a sweater to your outfit will keep you cozy and save you money. Ensuring your home is well-insulated is one of the smartest things you can do. Not only will it keep you cooler in the summer by keeping hot air out, it will also keep your warm air from escaping when the temperatures drop. When it’s chilly outside, keep your doors and windows shut to prevent the heat from escaping your house, and caulk the interior side of your windows where the sash meets the frame to keep those cold winds out. You can also add weatherstripping to your exterior doors and the windows that open. Ensuring you change the filter on your furnace every three to six months will protect your furnace, as well as prevent the fan motor from overheating. This will keep a bit more money in your wallet! It is incredibly important to hire a professionally trained and licensed contractor when you are looking to install natural gas, whether it’s for a renovation or a new home. FortisBC has developed the Contractor Program to provide homeowners with easy access to licensed contractors. These contractors are well-informed about energy efficiency incentives and innovative technologies. They will provide you a written quote with an outline of costs and work involved. FortisBC recommends getting at least three quotes, and asking each of them if they are familiar with available rebates for including natural gas in your home. For more information about the program, visit fortisbc.com/findacontractor.

model, which she notes will last about 20 years and fits her lifestyle. “If you’re not sure what water heater is right for you, consider how many people live in your home, how many bathrooms there are and how long you plan to stay in the home,” she advises. “I love my natural gas water heater,” Churchill says. “I never run out of hot water; I can fill my soaker tub and run the dishwasher at the same time.” Churchill also included natural gas in her kitchen renovation via a natural gas range. “I’ve never had one before, and I love it!” she says. “I heard natural gas gives you infinite control for cooking, and it’s true! Plus, a cooktop or range will also work in a power outage.” In her Shopping with Joan series, she sifts through the abundance of information that’s out there – so you don’t have to – and provides easy shopping and energy-saving tips that make sense. So far she’s discussed low-flow sink faucets and saving water with low-flow showerheads. “I want to give people the information they may need in one place,” she explains. “Little things like switching to a low-flow showerhead can add up to savings on your energy bills.” If your home doesn’t have natural gas, start by calling FortisBC and inquiring as to the location of the nearest gas main. Depending on where you live, there may be a natural gas main already in the street in front of your house. You can then request an estimate on how much it will cost to install a service line to your home. For more information about the benefits of natural gas in the home, visit fortisbc.com/choosegas.

He brings that fun attitude to his training, imagining himself as his running alter-ego, the “Super Sonic Roadrunner,” said Mike. Mike is confident his son has the talent and drive to allow him to work towards representing Canada in national and international Special Olympic competitions. There is no question about Michael being able to handle the pressure, he added. “If there’s a task at hand, that’s all he’ll think about.”

When Langley runner Michael Savage settled in at the starting line during the 2014 BC Summer Games, he had just three months of formal training behind his belt. The 20-year-old, surrounded by athletes with years more practice on the track, didn’t even use a starting block like many other competitors. It would be hard to tell looking at the final results from the July 17 to 20 Special Olympics division at the Games in Nanaimo. Michael, who is autistic, took home five gold medals, earning a spot on top of the podium in the 100m, 200m, 400m and 4x100m relay events. In one race he beat his nearest opponent by a full three seconds, Michael’s dad Mike told The Times. The “dominant” performance came as no surprise to his parents. “He’s been running for years, anytime he gets frustrated,” said Mike, explaining that Michael would escape to the family’s two acre yard when he had problems communicating, always coming back feeling better with barely a bead of sweat on his forehead. “He would run what seemed like miles, like Forrest Gump.” Michael’s younger brother Alexander has a passion for track and field too, and after taking gold in midget (16 and under) long jump last year at the Legion Canadian track and ALYS S A O’DELL L an gley Time s field championships, Michael wanted to earn Twenty-year-old Michael Savage from Langley proudly shows off his five gold medals from the July 17 some medals of his to 20 B.C. the 5.7L Hemi V8 with 360hp, moving all that power to four wheels through an 8-speed automatic. City fuel economy can be frightening but I was surprised at how good this truck is, even when taking advantage of the new 120 km/h speed limit on the Coquihalla highway. The Durango put in a solid 11.8 L/100km, with more than 900 km driven. Keep in mind I didn’t soft foot my way to or from Kelowna. I did notice that the fuel economy improved vastly the closer I stayed to 100 km/h. The handling is a bit top-heavy in the corners, especially at higher speeds, but after some initial body roll, the Durango is very stable. One notable feature is the automatic fantastic adaptive cruise control, making the ride very enjoyable. Verdict If you drive in the city, the base 3.6L V6 engine might be a better choice based on fuel consumption but, if you drive a lot on the highway or tow a boat (3,265 kg towing capacity), the

Hemi is the right choice. Power was always there to pass and pull up a hill and the fuel economy can be good if the driver watches their speed. The V8 has the ability to switch off four of the eight cylinders when the truck is under light load and accessing this as often as possible makes a big difference. Another thing to consider is price: the Durango is not inexpensive, starting at $39,995 for the V6 and running up to $52,495 for the top Citadel V8. My family loved spending time in the Durango, we all had a lot of space and the trip was effortless. Our next adventure is to Portland, Oregon in the Jeep Grand Cherokee Diesel. I can’t wait to see how that new truck compares. The Lowdown Power: 3.6L V6 with 290hp or 5.7L V8 with 360hp Fill-up: 15.6L/9.1L/100km (city/highway V8) Sticker price: $39,995-$52,495

BETTER RETAINED VALUE IS BUILT-IN. *

St. John’s, Newfoundland: Atop Signal Hill is an arrow that points westward. It reads “Vancouver, 5,031 km/3,126 mi.” I’m a long way from home. But as I look over the rock wall of the historical landmark in St. John’s, Newfoundland, I don’t feel so far away. An iceberg presents itself in the distance as the warm, morning sun lights up the Atlantic Ocean. The faint hum of a vessel’s engine drones Follow us at: away in the background. To think, on December 12, 1901, the first transatlantic wireless signal was received by Guglielmo Marconi at that spot is a by Alexandra Straub fascinating piece of history. Interestingly, my phone whistles telling me I’ve received a message. As I walk towards the all-new 2015 Subaru Outback, I realize that this vehicle is also making its own little history. Touted as the world’s first sport utility wagon, it’s now 20 years old and better than ever. There’s an all-new exterior look, the interior is much more refined, there’s a vibrant gauge cluster, a new audio system,

Let’s just say the city wasn’t built on a grid so it’s not always a straight shot getting out. And even though you’re on roadways, they’re not highways. Furthermore, not everyone was on such a tight time budget as I was! That said, when I was happily soaking in the surroundings, I did so in peace and quiet. It’s amazing how serene the cabin remains even at highway speeds, with the wind blowing furiously. Furthermore, the Outback has incredible off road capabilities, in case I needed to get to some hard to reach spots. The latter of the two engines is what powered me around “The Rock” – not to be confused with Dwayne Johnson, the actor and former WWE star – but Newfoundland. With only a couple of days to figure out some adventures, time would be tight, but I’d enjoy each minute of it. Complete with a high-torque Lineartronic CVT, I had the option to up and downshift through the Outback’s simulated gears, in case I needed to pass cars en route to my various adventures. One particular bridge was on my mind. The one that competitors in the Targa Newfoundland race fly over. The sign says 10 km/h. That’s not the case when drivers are blasting through the tiny waterfront community. But I wanted to be a part of the fun, even if I was at a complete standstill on the crossing. A trip to Newfoundland wouldn’t be complete without at trip to Cape Spear; Canada’s easternmost point. Looking out into the Atlantic, another iceberg lazily floats by as the humpback whales are out and breathing. A cool ocean breeze blows the salty air around. I could get used to this, along with the companionship of the 2015 Subaru Outback. The 2015 Subaru Outback has a starting MSRP of $27,995. Visit www.subaru.ca for more information

traction in high-slip environments. This all-wheel drive vehicle is just as happy being on the road as it is playing in the puddles, mud or climbing rocks. Another adventure that wasn’t as physically demanding took me to Ferryland. Established in 1621, this community south of St. John’s rests quaintly on the coast. While many clusters of homes do too, this one is particularly magical. After parking, it’s about a one-kilometre walk until you reach a lighthouse. Not just any lighthouse, but one that serves picnic lunches so you and your loved ones can enjoy a meal while sitting on blankets, partaking of a sandwich prepared on freshly-baked bread, sipping homemade lemonade and breathing in the natural beauty of the open ocean. Onto a higher paced adventure - sort of - was a stop in Brigus.
