OUTPOURING FOR KAUREEN ▶ COMMUNITY RALLIES AROUND WOMAN WHO LOST BOTH HER LEGS AFTER BEING HIT WHILE WAITING FOR A BUS IN GUILDFORD KEVIN DIAKIW
On a sunny morning a month-and-a-half ago, Kaureen Lamy was waiting at the bus stop on 88 Avenue and 148 Street, on the way to her dream job. Lamy, 35, was enamoured with dogs and had attended school to learn the techniques required for her dog grooming job at Uptown Dawg in Port Moody, where she had
worked for just two months. Fate was about to deal Lamy an unthinkable blow. Just before 8 a.m. on Monday, June 30, a Toyota Tacoma pick-up truck, which witnesses said ran a red light, careened off of a van and rocketed into the bus stop where Lamy was sitting. She lost both her legs and suffered extensive organ damage and broken ribs on impact. Kaureen Lamy continued on page 4
$100M PONZI SCHEME SNARED 200 VICTIMS
▶ THOSE SCAMMED IN SURREY HAD INVESTED $50,OOO TO $1.1 MILLION EACH JEFF NAGEL
A former notary public who bilked scores of Metro Vancouver investors out of more than $100 million has been found by securities regulators to have run a Ponzi scheme. Vancouver-based Rashida Samji committed a fraud under the B.C. Securities Act on more than 200 investors between 2003 and 2012, a B.C. Securities Commission (BCSC) panel ruled. Surrey lawyer Scott Nicoll, who acted on behalf of 51 victims from Surrey and Richmond, is not surprised by the finding. “It was pretty apparent it was a fraud from the outset,” he said. Samji claimed she was offering a secure investment guaranteed to pay 12 per cent a year. Invested cash would go into a trust account that would secure borrowing by a B.C. winery so it could expand internationally. continued on page 3

Human error caused SkyTrain shutdown
▶ ELECTRICIAN ACCIDENTALLY TRIPPED MAIN BREAKER; FREE DAY OF TRANSIT OFFERED ON AUG. 4
JEFF NAGEL
TransLink says an error by an electrician working on the Evergreen Line triggered Monday’s five-hour shutdown of the SkyTrain system and passengers will be offered a free day of transit use on B.C. Day (Monday, Aug. 4). The technician was installing a new circuit breaker at a power distribution panel for the new SkyTrain line to Coquitlam when he accidentally tripped the main breaker feeding critical systems at SkyTrain’s operations centre, TransLink chief operating officer Doug Kelsey said. “Two major disruptions in one week is unprecedented, and the two incidents are completely unrelated,” Kelsey said. The electrician has been suspended and TransLink continues to review what went wrong. Some area mayors are also press-

ing for an independent review. Asked how a free transit day on Aug. 4 will help passengers who buy a monthly pass, Kelsey said the aim is to let regular riders bring family and friends on a holiday outing via transit for free. “We really apologize for what happened,” he said. “We want to share our customer appreciation with more than just the riders because others were indirectly affected.” Monday’s shutdown was the second in less than a week that led SkyTrain passengers to pry open train doors and walk away along the tracks. The complete halt of trains on the Expo and Millennium Lines started around 12:30 p.m. Monday and the shutdown lasted nearly five hours until service was restarted on both lines. Canada Line service was unaffected. It followed last Thursday’s rush hour service shutdown after a computer malfunction that also stranded thousands of passengers for hours. Despite pleas from TransLink to stay in SkyTrain cars for safety, numerous riders once again made their own exit, sometimes stopping to take photos and share them on social media.
Transit Police spokesperson Anne Drennan said “dozens” of riders left trains and walked along guideways unescorted Monday – many more than last Thursday – while others were escorted out by attendants. She said the presence of passengers on guideways again caused the shutdown to last longer than if passengers had followed instructions, stayed on board and enabled the trains to move sooner. Drennan admitted there’s little that can be done to block illegal exits – she said issuing tickets would “add insult to injury” – so the focus will be educating people about the danger. “The electrical charge on the line can be there for quite some time after a shutdown such as this and people do risk being electrocuted if they touch the wrong part of the track,” she said. “We completely understand the high level of frustration and the fear and panic people are experiencing but we ask people to recognize the danger and be as patient as they can be.” continued on page 5
Suspected arson hits North Delta school ▼ BLAZE CAUSES AN ESTIMATED $100,000 IN DAMAGE AT SUNSHINE HILLS ELEMENTARY BOAZ JOSEPH
A two-alarm fire kept about 30 firefighters busy early Wednesday morning at North Delta’s Sunshine Hills Elementary. Crews were called to investigate burning debris at the back of the school about 2 a.m. and found a fire spreading through the wall
into the second floor, said Delta Fire Rescue Services’ Deputy Chief Ken Sim. It took the crews – including four pumpers and three ladder trucks – about three hours to knock down the fire in an “offensive attack,” said Sim. Although the fire was contained to the area of the fire’s origin, several classrooms were damaged by smoke and water, and the roof was damaged as crews cut their way in to fight the fire. The damage estimate has been put at $100,000, and the fire is considered suspicious. “It definitely had some logs or something put up against the building,” Battalion
Officials assess the damage at Sunshine Hills Elementary on Wednesday. EVAN SEAL
Chief Mike Richardson told CTV News. “I would suspect arson in this case.” Delta School District Manager of Communications Deneka Michaud said that although several classroom were damaged, staff on site have begun repairs, and the school will be ready for students in September. “(Repairs) won’t take long,” she said. In the meantime, Delta police are investigating the incident. No one is reported to have been injured in the fire. “The crews are all safe, but tired. It was a tough fire to put out,” Richardson said. – with files from CBC
▶ HIGH RETURNS WITH NO RISK ARE IMPOSSIBLE, SECURITIES COMMISSION NOTES ▶ “(The victims) were either elderly or still working in very average jobs. These were not people who could afford to lose these invetments and then go about their lives.” SCOTT NICHOLL
from page 1
“The whole investment scheme was one big lie,” the BCSC panel states in its ruling. “There was no investment related to the wine business. “Samji used investors’ funds to pay other investors in order to keep the scheme going. She also used investors’ funds for her own purposes. It was a monumental deceit.” The BCSC has yet to determine its sanctions against Samji, who also faces criminal charges of fraud and
is named in civil lawsuits. Nicoll said the Surrey victims he represented invested between $50,000 and $1.1 million each. “They were either elderly or still working in very average jobs,” he said. “These were not people who could afford to lose these investments and then go on about their lives.” Nicoll said Samji succeeded in keeping her scheme afloat for so long in part because she ensnared a former investment advisor at Coast Capital Savings who recommended her investment to clients
at the credit union. Coast Capital didn’t know its employee Arvin Patel was selling more than just mutual funds and this spring reached out-of-court settlements in civil action brought by many of the fraud victims. The securities commission said in a previous ruling that the credit union advisor – who put $600,000 of his own money in the scheme – should have known Samji’s claims were false and that high returns with no risk are impossible. Other warning signs included the fact the investment wasn’t ap-
proved by the credit union, had no disclosure documentation, and was described as an “exclusive” opportunity not available to the general public. “One of the things that lured them into this investment in the first place was the comfort that their money would be held in a notary public trust account,” Nicoll said. He is now pressing the Society of Notaries Public of B.C. to agree to use its special compensation fund to help Samji’s victims recoup more of their losses.

She remains in hospital, and as of Monday was undergoing surgery to deal with an infection in her right stump. She also remains in a medically induced coma. She does not yet know she’s lost her legs. “She’s not aware of what’s going on at all,” says her mom, Johanne Michelin. “She will open her eyes when her sedation wears off, but she won’t recall anything of it.” While Lamy is slowly

At Port Moody’s Uptown Dawg, where Lamy worked, the suds were flying in her honour on Sunday, July 20. Manager Shannon O’Reilly said her staff members were giving it their all from 12 noon to 4 p.m., during which time the dog grooming business raised $10,000 for Lamy’s care. The money will go toward paying Lamy’s rent so she doesn’t lose
her apartment, as well as various other costs. “We had so many volunteers and so much help, it was just a nut house here,” O’Reilly says. At least 200 people came through to wash their dogs and donate to Lamy’s care. At the end of it, staff were exhausted, including O’Reilly, who is eight-and-a-halfmonths pregnant. “My feet were like balloons and we were all in a bit of a blur, but we just didn’t even think about it. gy was so positive and exciting,” O’Reilly says. Michelin says her daughter’s accident has resonated deeply with the public. “So many people have been touched by her story,” Michelin says. The help for Lamy began at the time of the crash, when a couple of neighbours ran out of their house and put pressure on her wounds. “She was bleeding to death,” Michelin says. “It was their efforts that stopped the bleeding enough to save her life.” Lamy’s sister, Annick Lamy Wedley, started up a web page on Go Fund Me for future medical expenses. In the last 12 days, it has raised $6,035. Anyone looking to donate can visit http:// www.gofundme.com/ b9hpc8. Michelin is taken aback by the public reaction. “I want to thank every one of them with a big kiss and a hug, but it would take me forever to do.” Charges are expected against the driver of the truck, police said. Because of the complexity of traffic investigations, it will likely take more than a year for the case to go to court, if charges are approved. NDP is ‘wrong’ about university LIVINGSTONE Denture Clinic pay cap claims, says Amrik Virk â–ś OPPOSITION SAYS 14 EXECUTIVES HAVE EXCEEDED LIMITS BY OVER $1.1 MILLION JEFF NAGEL
Advanced Education Minister Amrik Virk says the NDP is wrong in its claims that more B.C. universities have paid senior executives more than permitted under salary caps set by the provincial government. The NDP obtained salary cap details for three universities – Capilano University, the University of the Fraser Valley and Vancouver Island University – and said reported compensation paid to 14 executives at the schools exceeded their caps by a total of more than $1.1 million over three years.
Financial disclosures show the three universities paid their presidents between $230,000 and $245,000 in the last year – more in each case than their $225,000 caps, according to the NDP. “What is the point in having caps in the first place if they’re basically meaningless and you’re not going to enforce them? asked NDP advanced education critic David Eby. The Public Sector Employers Council (PSEC) which enforces the policy, has since refused to disclose pay caps for other B.C. post-secondary institutions, prompting the Opposition to accuse Virk of covering up further violations in the wake of a recent probe of overpayments at Kwantlen Polytechnic University. But in a statement
Amrik Virk emailed by his office, Virk said the caps on presidents’ total compensation do not apply to other senior post-secondary executives, who are subject to a salary range approved by PSEC. Those ranges don’t include additional benefits and pension, which he said the NDP mistakenly counted in its calculations, adding about 20 per cent.
Virk also said total compensation for presidents can fluctuate year to year due to higher benefit and pension costs beyond the employer’s control, and due to one-time payments such as unused vacation. “The critic’s misinterpretation is intended to make it appear that these individuals are being paid outside the compensation they should be paid, he said. Virk said institution board chairs have given signed confirmations that executive compensation was paid out in line with approved plans. Virk previously faced calls to resign for his role before being elected MLA as a director on the board of Kwantlen, where an investigation found extra $50,000 signing bonuses under
â–ś $30M BACK-UP SYSTEM HARD TO JUSTIFY Prying doors open in several trains meant they wouldn’t close later and then attendants couldn’t manually drive them back to stations, Drennan added. “Staff and equipment had to go out and repair the doors to the point they could actually close and the trains could be moved. That created further delays.â€? Officials estimate service would have been restored 90 minutes to two hours sooner had doors not been forced. TransLink advised SkyTrain commuters early in the afternoon shutdown to make other transportation arrangements during rush hour. But the challenges were compounded because the electrical failure that halted trains also prevented audio communication with passengers in SkyTrain cars and platforms. “I think that frightened a lot of people,â€? said Drennan, who
advised passengers in future shutdowns without announcements to seek updates via smartphone and then relay them to other passengers in the same train. Surrey Mayor Dianne Watts wants to know whether TransLink will
pursue a back-up control system for SkyTrain. “The last couple of shutdowns have really impacted the residents South of the Fraser, Watts said. “When you are dealing with that number of people on the system who cannot get
to their work or cannot get to their children, it’s very problematic. But Kelsey said it would be “exceptionally expensive – at least $30 million – and difficult to justify installing a backup system that might only rarely be used.

the guise of consulting fees were made to the president and vice-president to circumvent their pay caps. Virk has admitted he erred in agreeing to the payments in 2010-12, saying he wasn’t properly informed of the rules. Virk told Eby in a May 27 letter that the precise caps on public sector pay aren’t made public so they don’t become a negotiating floor on salary when governing boards are in talks to hire new executives. Eby said continued secrecy around pay caps gives the appearance of a minister unwilling to properly enforce rules.

VIEWPOINT
The Surrey-Nor th Delta Leader Thursday July 24 2014
THIS WEEK’S QUESTION: Do you routinely visit a hospital ER because you can’t access health care anywhere else? To answer, go to the home page of our website at surreyleader.com
Last week we asked: Does the City of Surrey do enough to protect trees? Here’s how you responded:
Yes 21% No 79%
Health on life support A recent review of Fraser Health Authority concluded that people in the region it serves rely on hospital care too much – particularly emergency services, but also in situations where people are required to wait in hospital for a long-term care bed. The provincial government response is to work towards setting up more clinics which would take the place of emergency rooms, and to reallocate funds within the FHA budget for non-acute care. However, Health Minister Terry Lake also said FHA should be able to manage within its budget. That budget is set to rise 4.3 per cent this year, 1.4 percent in 2015 and 1.2 per cent in 2016. FHA is the largest and fastest-growing health region in B.C. It has 36 per cent of the provincial population, but gets 28 per cent of the health care funding. While FHA residents are able to take advantage of specialty health services in the adjacent Vancouver Coastal region, most of their health needs are taken care of within FHA. A strong case can be made that FHA has been systematically underfunded by the province, and such underfunding long predates the creation of FHA and the earlier South Fraser Health Region.
Thus saying that FHA can manage within its budget and allocating small annual increases fails to take into account the historical under-servicing of Surrey, Delta, White Rock and other FHA communities by the province, which is responsible for health care. The health needs within Surrey are growing dramatically, which isn’t surprising. The population is growing very rapidly, but no one, at Surrey City Hall or in Victoria, is trying to reduce population growth in order to manage the health care budget more effectively. Instead, the province prefers to let the well run dry, rather than take the step of allocating significantly more funds to the health region to deal with population growth. When this fiscal approach is combined with historical under-servicing, the result is crisis after crisis. This is particularly true at Surrey Memorial Hospital - even after the recent expansion project was completed. Historically, SMH has only been expanded long after patients were bursting out of the door. The hospital didn’t even open until 1958, about 12 years after Surrey began to boom from post-war population
expansion. Expansions, including the most recent one, have been welcome but always come too late. The province’s fixation on a balanced budget (it has just reported a $353 million surplus for 2013-14) shows prudent fiscal management, but this fixation has come at the expense of some services. Health care, by far the biggest budget item for the province, has its spending growth capped. The education system is in the midst of a teachers’ strike that, at its heart, is all about money, and even in fast-growing Surrey, the school district cannot get approval to build new schools in areas where there are already the children to fill them. Health Minister Lake needs to stand up for this region more forcefully in cabinet, because the health care needs here are not being fully met from the existing budget. It is important to keep acute care for patients who are most in need of hospitalization, and to reduce reliance on emergency room care, but all that requires money as well as reallocation of resources.

INBOX
Indoors is the cat’s meow ▼ PET FELINES SHOULD BE KEPT INSIDE AND ALL KITTIES SHOULD BE SPAYED/NEUTERED
Ten kittens from two separate litters were found taped shut in a cardboard box and left behind a Langley garbage bin on a sweltering July day. They’d not have lasted another hour for lack of necessities of life, including fresh air. This case is yet another clear cry that society needs to procure an appreciation for cats, most notably the homeless. When cats are devalued because they’re not readily
obedient and are potential predators of cherished small songbirds, it makes it a lot easier to dispose of them in such a cruel manner. Contrary to popular belief, cats can be very pleasant pets if they receive enough genuine affection. This includes frequent talks to them (judging from my cat’s behaviour, they can appreciate an enthusiastic talking to) and especially physical contact. You pretty much get what you put into them, as with dogs. As a priority, they should be collected and spayed or neutered; perhaps their eventual reduction in number will then
translate into proper appreciation or at least respect as sentient life. Furthermore, it would greatly help if respective city halls would order that pet cats be confined indoors when not on a torso-brace leash and accompanied by their owners. Yes, pet cats likely will go through “outdoors withdrawal” and cry by the front door. However, keeping them healthy and safe should make their finite whining worthwhile.
Re: The Leader’s 85th anniversary (July 17). I didn’t know that. Congratulations. I enjoyed reading the news from a bygone era. Being a young country, there is not that much history compared to old countries. But,there is history here. Most immigrants, even those who have been here for a long time, may not be aware of it. They are likely too busy establishing themselves in their adopted country. I think it would be quite their worthwhile to check it out at the Surrey Museum in Cloverdale. It shows Surrey history and what life was like in early last century.

Walking Club steps out every day Aging well is all about taking the right steps. And nothing rings more true for residents at Bria Communities, where they’re literally stepping up their game via regular walking groups. We’ve been doing it our whole lives. One foot in front of the other, without a thought. Yet at 80+, it can prove to be a little more challenging and require a more concerted effort. Let’s face it: balance and mobility are not necessarily what they used to be. But with a little incentive, good friends and time set aside, some residents at Bria Communities (two communities in Langley and two in Tsawwassen) are boldly stepping into increased health and longevity. Walkers head out whenever they desire, often up to three times a week, in big groups or small, sometimes with staff joining the fun. The residents themselves decide the route, frequency and duration. Groups can be as small as two, or as a larger group rambling and wheeling off to a nearby park or even just around the block. The fresh air, exercise
and camaraderie go a long way towards health and well-being. Other activities available at the residences, like the popular armchair fitness class, help to enhance the results even more so. Recreational programs and activities are always being tweaked and enhanced. There are even wheelchairbound attendees from the Care Centre at Magnolia Gardens. Pam Murphy, Area General Manager for Langley attests to the benefits she sees: “I’m always hearing from the residents how much better they get around. They feel more stable on their feet and maintain a good fitness level, and by strengthening their core, my residents have the ability to do more.” Seeing their residents active and happy reminds everyone at Bria why they get so much satisfaction in their positions. The residents literally inspire all the

staff to get more involved. Whether through walking, fitness class, gardening, games or social recreation, at all four Bria communities, living vibrantly and fully is part of the culture. There is a lively engaging feel around the residences which begins with the upbeat tenants and even emanates from the buildings themselves. All Bria communites have renovated their suites and common areas
over the past few years with the expertise of award-winning Hager Designs. With Bria’s outside-the-box approach to active living and the energetic residents who live there, life really does seem a step above. Police seek Surrey dog-stabber Man shoots
friend in leg, takes off
KEVIN DIAKIW
Mounties are looking for the man who reportedly shot his friend in the leg by accident this week. At about 4:30 p.m. Monday, Surrey RCMP were called to 187 Street and 60A Avenue by a woman who said a man had been accidentally shot. Police arrived to find a man in his late 20s with a single gunshot wound to the leg. He was taken to hospital where he was treated for his injuries. He is in stable condition. Police say the victim is giving them “limited details” of the incident. The suspect was last seen speeding away from the area on a dark-coloured, two-tone motorcycle He is described as Caucasian in his early 30s, slender with light-coloured hair, wearing blue jeans and a t-shirt. Police are asking for public assistance. If anyone was in the area and observed the suspect leaving on the motorcycle, or saw the described motorcycle, they are asked to call Surrey RCMP at 604-599-0502, or to call Crime Stoppers at 1-800-222-8477 (TIPS).
58 Avenue. Police at the time were told that a lone male had trespassed in an apparent attempt to take a shortcut. Once on the property, he was confronted by Spirit. The dog’s owner told police she heard Spirit bark, then saw the trespasser stabbing her dog. The attack stopped when the owner screamed at the assailant. He then jumped a fence and left. Spirit underwent extensive surgery for
▶ PHOTO OF SUSPECT RELEASED FOLLOWING APRIL INCIDENT WITH SHEPHERD TRACY HOLMES
Nearly three months after a trespasser viciously stabbed a Belgian shepherd in Surrey, police have released a photo of a man they believe was involved in the incident. “Investigators have been unable to identify the suspect thus far and are now appealing to the general public for their assistance,” a statement from Surrey RCMP explains. The shepherd, named Spirit, was injured around 7:30 p.m. April 28 on private property in the 12700-block of
multiple stab wounds to his face and head. Despite extensive patrols by officers, the perpetrator was not located. After speaking with witnesses and viewing area surveillance footage, police are asking the public to help locate and identify a suspect described as a white male in his late 20s to early 30s, with a medium build and dark hair. In the surveillance video, he is wearing a checkered shirt, backpack and jeans with a rip near the knee. Anyone with any information is asked to call 604-599-0502. To remain anonymous, call Crime Stoppers at 1-800-222TIPS.

Crash witness sought
(UPON APPROVAL)*
Investigators are asking for the public’s help locating a possible witness to a crash that occurred on 184 Street near 40 Avenue last week. Police say an off-duty RCMP officer was at the wheel of a Ford pickup northbound on 184 Street when it collided with an eastbound Ford Explorer SUV at 40 Avenue around 2:30 p.m. July 9. A nine-year-old girl who was a passenger in the Explorer was airlifted to hospital with serious injuries. Her mother – the SUV’s 29-year-old driver – and four-year-old brother were taken to hospital with minor injuries. The 35-year-old driver of the pickup also suffered minor injuries, but was treated at the scene. The occupants of both vehicles are Surrey residents. Surrey RCMP are looking to talk to a motorcyclist who was travelling behind the pickup when the crash occurred. It’s believed the rider stopped to help and may have spoken to one of the drivers. He left the scene before police arrived. The Independent Investigations Office is investigating the off-duty officer’s actions, while Surrey RCMP’s Criminal Collision Investigation Team is investigating the actions of the Explorer’s driver. Anyone with information who has not already spoken to police is asked to contact the Surrey RCMP at 604-599-0502 or, to remain anonymous, Crime Stoppers at 1-800-222-TIPS.

Surrey implements summer burning ban ▶ NO BARBECUES ALLOWED ON BEACHES, IN PARKS KEVIN DIAKIW
Open fires in the city, as well as barbecues in parks and beaches, are now expressly forbidden in Surrey. Because of the recent dry weather, the provincial wildlife branch has banned all burning in the coastal fire region. Those same conditions have made Surrey extremely hazardous to fire, officials say. Surrey is cancelling all burning permits and is prohibiting outdoor fires until further notice. Barbecues in city parks and beaches are also prohibited, but cooking appliances such as propane barbecues are allowed. A few cautionary notes to avoid fires in
Surrey include: • Dispose of smoking materials properly and make sure they are completely extinguished. Do not dispose of cigarette butts out of your vehicle window or in planter boxes. • Don’t leave barbecues unattended and ensure they are turned off properly after you have finished using
them. Keep barbecues at least one metre (three feet) away from the side of buildings. • Explain the dangers of playing with and lighting fires to children. • Properly dispose of bottles and broken glass you find outdoors to avoid them magnifying the sun’s rays and starting a fire.

ar sales have been robust in the first six months of 2014. Despite its ignition switch recalls, GM’s US sales of cars and light trucks totaled 1.46 million, up from 1.42 million for the same period in 2013. Ford’s US vehicle deliveries declined by 1.9 percent, but Chrysler had a 12 percent increase in its US sales. US sales of Toyota’s Camry sedan rose 7.2 percent putting it on track for the 13th year as ‘the top-seller.’ And global car buying has matched the US trend with sales up 8% over 2013. Nevertheless, industry experts are making predictions based on these numbers that can hardly be a comfort to the car companies characterizing this not just a temporary peak, but as the ever closer approach worldwide to ‘peak car.’ Peak car is the point at which annual global sales growth will top out marking the start of an irreversible downturn—a revolution in which the new paradigm will be multi-modal ‘mobility’ and not personal car-ownership. The average ‘rich’ country car-owner— neither auto industry expert nor big-picture economist—is unlikely to find this ‘peak car’ forecast surprising. Evidence of this potentiality is everywhere. Seniors remain enthusiastic car owners and drivers— indeed they may be the most car-engaged cohort ever. Surrendering their keys is as much to be avoided for as long as possible as first receiving them was desired as
soon as possible. Hence their interest in vehicles designed with their general physical characteristics in mind: suboptimal vision—but corrected, sub-optimal hearing—but assisted, declining flexibility in neck and shoulder muscles and in joints, and declining physical robustness. As the modern car has become ‘a computer on four wheels,’ seniors’ lack of familiarity and hence comfort with digital instrumentation and computer-like information screens is also problematic. Many seniors have fixed incomes making overall affordability, particularly fuel and insurance costs, also an important issue. A recent (July 18, 2014) Consumer Reports article on the “10 Best Cars for Older Drivers” may be a useful guide, but almost as striking is how little there is to work with in the way of industrial design features with the older or senior driver specifically in mind. Affordability is a big issue, but this cuts across the spectrum of buyers. Many of the vision-assisting features that are highlighted: —back up cameras, blind spot detection, collision monitoring, and lane-departure warning are new standard safety features for all buyers. Today’s cheapest sub-compact is a marvel of safety features and fuel efficiency. What comes across most clearly is the degree to which designs are for people born in the 1980s and 90s, referred to as “Millennials”, who should be the next generation of car owners. However, Millennials aren’t getting drivers licenses, aren’t buying cars and hence aren’t driving much as might be expected. This curious trend, noticeable for the past few years presents an extremely difficult challenge for the car companies. Road Rules will look at the causes and implications of this development in future articles. …by Cedric Hughes, Barrister & Solicitor with regular weekly contributions from Leslie McGuffin, LL.B.

U.S.A. in Monday night’s championship game, a contest called after five innings on the mercy rule. U.S.A. finished as the second-place team, going 9-3 overall. Team Canada, which upset the United States 10-6 in their first playoff game Saturday night, lost to the Americans 9-2 in Monday’s semifinal game and settled for a bronze medal. In the championship game, Japan took an early lead on a two-out, two-run single from Yukiyo Mine in the top of the first inning. Japanese pitcher Sayuri Yamane kept Team U.S.A. off the score board, allowing just four hits and a walk in four and two-thirds innings pitched, with five strikeouts. Japan put the game away in the fifth inning, scoring five times on five hits and one error. Back-to-back two-run singles upped the difference to seven runs, and a two-out single from Haylie McCleney was all the U.S.A. could manage in their last at-bat. Outscoring the opposition 73-11 in the 10 games, Japan was the class of the tournament in 2014. Last season, they needed to extra innings to defeat Australia 2-0 in the championship game. The closest Japan came to losing was in a 4-2 victory over Canada in a round robin game last Thursday. Five of their 10 victories were by shutout, and only once did they surrender more than two runs, when they defeated Canada 8-4 in the playoff round Sunday night. That loss sent Team Canada to the semifinal round, where they were eliminated by Team U.S.A. in a five-inning game. Two runs in the second inning and six more in the third game the U.S.A. a quick 8-0 lead. Canada cut the difference to six runs with a pair in the top of the fifth, but they conceded a score in the bottom half of the inning and the game ended. Q The Delta Heat ’97 took second place in the Futures (U19) Gold tournament, falling 12-2 to the undefeated Beverly Bandits of Illinois in Sunday’s championship game. In the Futures Select championship game, the Washington Acers topped the Washington Nitro 7-2.

Pattullo repairs ▶ BRIDGE TO CLOSE FOR THREE SUMMER WEEKENDS BLACK PRESS
The Pattullo Bridge will be closed for three weekends this summer for repair and repaving. The first weekend scheduled for a shutdown is July 25 to 28. It will close Friday at 8 p.m. and reopen Monday at 3 a.m. The bridge is also scheduled to be closed the weekends of Aug. 15-18 and Aug. 29 to Sept. 1. However, those dates may change because
the work is weather dependent. While the work is being done TransLink, the bridge’s owner, will review the condition of the bridge’s driving surface and make improvements as necessary. But all of the work is maintenance only. Structural issues such as narrow lanes, seismic upgrades or barriers to protect pedestrians and cyclists will not be included. While the bridge will be closed to all traffic, including bicycles and pedestrians, emergency vehicles will have access.

NEW HOME DEVELOPMENT
A few more tips for making your home more energy efficient
Photo submitted by FortisBC
FortisBC’s Joan Churchill is behind the popular Renos with Joan series, and now the Shopping with Joan series. She offers homeowners tips for conserving energy, including installing a low-flow showerhead in your bathroom.
Save money with natural gas water heating
By Kerry Vital
A warm shower or a relaxing hot bath is one of life’s simple little pleasures. Most of us don’t think about what it takes to heat that water until a rush of cold hits you. But it should be one of the top things on your list when looking to purchase or renovate a home. According to Natural Resources Canada, heating water takes up more than 25 per cent
of your home’s total energy use. So installing the most efficient water heater possible is well worth the initial outlay. “Look beyond the granite and the stainlesssteel appliances,” advises Joan Churchill at FortisBC. Churchill is the woman behind the popular Renos with Joan series, and now the Shopping with Joan series that appears in The Conserver, a free enewsletter filled with easy energy-saving tips that you can sign up for at
fortisbc.com/conserver. In 2010, Churchill purchased a pre-war bungalow and started renovating it into her energy-efficient dream home. Four years later the major renovation is complete. It began by upgrading the inefficient furnace to a high-efficiency, natural gas ENERGY STAR® model. “I wanted a natural gas water heater because heating with natural gas is more affordable,” Churchill says. Plus, FortisBC offers a rebate of up to $1,000 when installing an ENERGY STAR® water heater. Learn more at fortisbc.com/ waterheater. She chose a non-condensing tankless
It’s easy to save on water heating. Wash your clothes in cold water (except for your dirtiest whites), and take shorter showers. Try running your dishwasher only when it’s full, and make sure you fix your leaky pipes. It’s surprising how much water you waste when you leave a faucet dripping. Another way to save energy is to install a programmable thermostat, which will help you save up to 15 per cent on your home heating bills. Or, just wear more layers! Adding a sweater to your outfit will keep you cozy and save you money. Ensuring your home is well-insulated is one of the smartest things you can do. Not only will it keep you cooler in the summer by keeping hot air out, it will also keep your warm air from escaping when the temperatures drop. When it’s chilly outside, keep your doors and windows shut to prevent the heat from escaping your house, and caulk the interior side of your windows where the sash meets the frame to keep those cold winds out. You can also add weatherstripping to your exterior doors and the windows that open. Ensuring you change the filter on your furnace every three to six months will protect your furnace, as well as prevent the fan motor from overheating. This will keep a bit more money in your wallet! It is incredibly important to hire a professionally trained and licensed contractor when you are looking to install natural gas, whether it’s for a renovation or a new home. FortisBC has developed the Contractor Program to provide homeowners with easy access to licensed contractors. These contractors are well-informed about energy efficiency incentives and innovative technologies. They will provide you a written quote with an outline of costs and work involved. FortisBC recommends getting at least three quotes, and asking each of them if they are familiar with available rebates for including natural gas in your home. For more information about the program, visit fortisbc.com/findacontractor.

model, which she notes will last about 20 years and fits her lifestyle. “If you’re not sure what water heater is right for you, consider how many people live in your home, how many bathrooms there are and how long you plan to stay in the home,” she advises. “I love my natural gas water heater,” Churchill says. “I never run out of hot water; I can fill my soaker tub and run the dishwasher at the same time.” Churchill also included natural gas in her kitchen renovation via a natural gas range. “I’ve never had one before, and I love it!” she says. “I heard natural gas gives you infinite control for cooking, and it’s true! Plus, a cooktop or range will also work in a power outage.” In her Shopping with Joan series, she sifts through the abundance of information that’s out there – so you don’t have to – and provides easy shopping and energy-saving tips that make sense. So far she’s discussed low-flow sink faucets and saving water with low-flow showerheads. “I want to give people the information they may need in one place,” she explains. “Little things like switching to a low-flow showerhead can add up to savings on your energy bills.” If your home doesn’t have natural gas, start by calling FortisBC and inquiring as to the location of the nearest gas main. Depending on where you live, there may be a natural gas main already in the street in front of your house. You can then request an estimate on how much it will cost to install a service line to your home. For more information about the benefits of natural gas in the home, visit fortisbc.com/choosegas.

▶ PREMIER LEAGUE SEASON ENDS FOR WHALLEY, ONE GAME LEFT FOR NORTH DELTA RICK KUPCHUK
The B.C. Premier Baseball League will stage its playoff round next weekend, and the North Delta Blue Jays and Whalley Chiefs won’t be among the eight teams participating. Neither team managed to crack the top eight in the regular season standings, although the Chiefs will still have some baseball to play. While North Delta’s season has ended, the Chiefs will host the championship tournament at Whalley Stadium Aug. 1-4. The four winners of next weekend’s best-ofthree playoff series among the top eight teams will advance to the tournament, along with the Chiefs as the host team. Whalley played its last games of the regular season last weekend, hosting the lastplace Parksville Royals Sunday afternoon at Whalley Stadium. The Chiefs won the first game 11-6, but dropped the second 6-5 to finish the season in 10th place at 18-30 (won-lost), two games out of a playoff position. Knowing they were already out of playoff contention before play began Sunday, the
Jacob Robazza of the Whalley Chiefs led the PBL in batting this season with a .434 average. BOAZ JOSEPH
Chiefs did their best to get a sweep. In the first game, Whalley scored six times in the second inning for a 6-1 lead, only to have the Royals tie the score by the end of the fifth. Batting in the bottom of the sixth, the Chiefs added another five runs. Thomas Espig provided most of the offense in the second inning, driving in three runs with a bases-loaded single then scoring on a triple from Jacob Robazza,
who finished the season with a league-best .434 batting average. Spencer Rankin had the big hit of the sixth, a two-run single. He later scored on an error. In the second game, the Chiefs fell behind early 4-0 before cutting the difference to one run late in the game. In the seventh, the Chiefs had the tying run thrown out at the plate for the game-ending out. Lucas Soper was the offensive leader with a double and two RBIs.

The Blue Jays hosted the Nanaimo Pirates for a double header Saturday at Mackie Park, and like the Chiefs, knew they were’t going to make the playoffs. The Pirates knew they still had a chance to climb into eighth place with a sweep, and by collecting 25 hits in the two games, they scored 29 runs in a pair of victories. The Blue Jays fell behind early in the first game, as Nanaimo crossed the plate three times in the second inning and added another run in the third. The Pirates carried a 6-2 advantage in the final inning, putting the game well out of reach with seven runs in the top half of the seventh for a 13-5 victory. Frank Hurt Secondary student Matt Gillen and Evan Rogers each had a pair of hits for the Jays, Gillen also driving in three runs and scoring once. Nanaimo continued to take advantage of Jays’ pitching in the second game with a dozen hits to go with nine walks. The Pirates led 6-1 after batting in the top of the third inning, but North Delta came back to tie the game with five runs in the bottom half. The Pirates responded with a seven-run fourth inning and never looked back in a 16-6 triumph. Tyler Hoefer had two of North Delta’s total of four hits, driving in a pair of runs. The Jays managed a split of two makeup games against the Vancouver Cannons Tuesday night at Mackie Park. Originally scheduled for Sunday, the doubleheader saw the Cannons win the first game 7-0 with the Jays taking the second 5-3. North Delta was held to just three hits in the opening contest, with Brock Morgan accounting for two of them with a single and a double. In the second contest, a three-run third inning by North Delta proved to be the difference. Tyler Hoefer was two-for-two, and Nathan Unrau drove in two runs for the Blue Jays. North Delta, at 1631, still has one game to play. They visit the North Shore Twins Thursday night in another makeup game.

the 5.7L Hemi V8 with 360hp, moving all that power to four wheels through an 8-speed automatic. City fuel economy can be frightening but I was surprised at how good this truck is, even when taking advantage of the new 120 km/h speed limit on the Coquihalla highway. The Durango put in a solid 11.8 L/100km, with more than 900 km driven. Keep in mind I didn’t soft foot my way to or from Kelowna. I did notice that the fuel economy improved vastly the closer I stayed to 100 km/h. The handling is a bit top-heavy in the corners, especially at higher speeds, but after some initial body roll, the Durango is very stable. One notable feature is the automatic fantastic adaptive cruise control, making the ride very enjoyable. Verdict If you drive in the city, the base 3.6L V6 engine might be a better choice based on fuel consumption but, if you drive a lot on the highway or tow a boat (3,265 kg towing capacity), the
Hemi is the right choice. Power was always there to pass and pull up a hill and the fuel economy can be good if the driver watches their speed. The V8 has the ability to switch off four of the eight cylinders when the truck is under light load and accessing this as often as possible makes a big difference. Another thing to consider is price: the Durango is not inexpensive, starting at $39,995 for the V6 and running up to $52,495 for the top Citadel V8. My family loved spending time in the Durango, we all had a lot of space and the trip was effortless. Our next adventure is to Portland, Oregon in the Jeep Grand Cherokee Diesel. I can’t wait to see how that new truck compares. The Lowdown Power: 3.6L V6 with 290hp or 5.7L V8 with 360hp Fill-up: 15.6L/9.1L/100km (city/highway V8) Sticker price: $39,995-$52,495

St. John’s, Newfoundland: Atop Signal Hill is an arrow that points westward. It reads “Vancouver, 5,031 km/3,126 mi.” I’m a long way from home. But as I look over the rock wall of the historical landmark in St. John’s, Newfoundland, I don’t feel so far away. An iceberg presents itself in the distance as the warm, morning sun lights up the Atlantic Ocean. The faint hum of a vessel’s engine drones away in the background. To think, on December 12, 1901, the first transatlantic wireless signal was received by Guglielmo Marconi at that spot is a fascinating piece of history. Interestingly, my phone whistles telling me I’ve received a message. As I walk towards the allnew 2015 Subaru Outback, I realize that this vehicle is also making its own little history. Touted as the world’s first sport utility wagon, it’s now 20 years old and better than ever. There’s an all-new exterior look, the interior is much more refined, there’s a vibrant gauge cluster, a new audio system, and around back, there’s a total of 1005L of cargo capacity (that’s up 33L from the 2014 model.) There’s also a choice of two engines, a humble 2.5L, 4-cylinder with 175 horsepower and 174 lb-ft of torque, or a more potent 3.6L, 6-cylinder with 256 horsepower and 247 lb-ft of torque. The latter of the two engines is what powered me around “The Rock” – not to be confused with Dwayne Johnson, the actor and former WWE star – but Newfoundland. With only a couple of days to figure out some adventures, time would be tight, but I’d enjoy each minute of it. Complete with a high-torque Lineartronic CVT, I had the option to up and downshift through the Outback’s simulated gears, in case I needed to pass cars en route to my various adventures. First: sea kayaking in Cape Broyle. Though the drive from downtown St. John’s is only about 66 kilometres, I’ve learned that giving yourself a little extra time when going anywhere is a good idea. Let’s just say the city wasn’t built on a grid so it’s not always a straight shot getting out. And even though you’re on roadways, they’re not highways. Furthermore, not everyone was on such a tight time budget as I was! That said, when I was happily soaking in the surroundings, I did so in peace and quiet. It’s amazing how serene the cabin remains even at highway speeds, with the wind blowing furiously. Furthermore, the Outback has incredible off road capabilities, in case I needed to get to some hard to reach spots. With a ground clearance of 220mm – like the Forester and XV Crosstrek – it can tackle the trails without even breaking a sweat. Thanks to the X-Mode feature, it allows for even more traction in high-slip environments. This all-wheel drive vehicle is just as happy being on the road as it is playing in the puddles, mud or climbing rocks. Another adventure that wasn’t as physically demanding took me to Ferryland.

OBITUARIES
PATTON, William Lawrence December 3, 1936 July 3, 2014 After months of declining health,
Bill passed away peacefully surrounded by his loving family. He will be fondly remembered by all that have been touched by his warm-hearted spirit. Bill served as a Principal / Teacher in the Delta School District for his entire career. Bill was well respected and loved by students and colleagues alike. Bill will be dearly missed by Dianna,
his wife of 26 years. Bill was the proud father of four daughters; Kelly, Allison (Caleb), Melissa, Laurel (Clayton), and loving grandfather to Olivia, Charlotte and Aislin. He is also survived by his sisters Nadine Thom, Karen (Paul) Palitti, his brother Brian (Carol); many nieces and nephews and his step-children Debbie Reynolds (Jay) and David (Suzanne) Pearce; and his step - grandchildren Katrina, Jennifer and Michael. Celebration of Life to be held on Sunday, July 27, 2014 at 2:00 p.m. Sunnyside Villas clubhouse at 15008 26th Ave., South Surrey, B.C.
It is with great, great sadness we announce the unexpected passing of Heather Mary Eadie (nee Smith) on July 13th, 2014 at Surrey Memorial Hospital. Heather was preceded in death by her parents Charles & Helen Smith, her best friend later in life Tilly Parker and her beloved furry best friend Muffin, who will all no doubt be waiting to greet her on the other side. Heather is survived by her 3 daughters Laurie Eadie, Anna Arcuri (Joseph Arcuri), Emma Eadie and her one and only grandchild Autumn Heather, her greatest joy. Heather is also survived by her older sister Hazel Smith (Mike Smith), her younger brother Scott Smith (Janet Smith), nephews and niece Blaine Smith, Caelie Smith and Cameron Smith, her life long friend Susan Wells and her former spouses Phillip Hughes and David Eadie. Heather was born and raised in Dumfires, Scotland and like most Scots was extremely proud of her homeland. There was no mistaking her heritage! Heather had a very sarcastic sense of humour. She was also very stubborn and headstrong, as well as extremely feisty but extremely loving and caring and would go to battle for those she loved without a moment’s hesitation - think Braveheart in a designer kilt! Heather will be deeply missed by the staff of Zion Park Manor who grew to love her off beat, quirky ways. She always kept things interesting and will definitely leave a big hole in the hearts of all who knew and loved her. Thank you to everyone who has sent their condolences, the family greatly appreciates them and loves to hear everyone’s unique stories about the times they have shared with Heather. A memorial service will be held on Saturday July 26th, 2014 @ 2:00pm Sonrise Church 5588 188th St., Surrey, BC. In lieu of flower donations the family asks that you please make donations to the Zion Park Manor Arts Program.
