The new fire truck received a hands-on blessing from the elders and the people and according to firefighter tradition was washed down and pushed by hand into its holding bay, said Gitwinksihlkw fire chief and village law officer Marven Morgan. “The Nisga’a always blessed

Fire engines have a life expectancy of 20 years and the previous one was going on 30-yearsold, said Morgan. The main priority is to fight fires in Gitwinksihlkw but if called upon by the other three villages in the Nass Valley, it will go where needed, he added. people of the lizard, the fire truck was named Lizzy, said Morgan. The name was because of the history of the lizards, or salamander, that used to be plentiful before the volcano, said Morgan. “After the volcano, the cold water moved in and pretty much reduced the numbers. “The Nisga’a didn’t have a translation for salamander. They say it is good luck to see and catch one.” The old fire truck is in storage and has been kept “bare bones” and if for some reason is needed too, it could be used to douse blazes, he added.

City strikes deal with second LNG firm By Martina Perry

PRINCE RUPERT - The City of Prince Rupert is hoping liquefied natural gas (LNG) will turn Watson Island into the economic generator it once was. The city recently entered an exclusivity agreement with Watson Island LNG Corporation (WILNG) to explore repurposing the former pulp mill site into a small LNG export terminal. The city had “entertained” other offers but chose to proceed with WILNG because it “represented the best value for taxpayers”. The exclusivity agreement will span until the end of 2014. Prince Rupert Mayor Jack Mussallem said he is not permitted to disclose how much the city will receive for the deal as part of the agreement, but did say WILNG will be taking on the site’s

maintenance fees. “We recognize the city has gone down this road before, however we have never given up on our vision to repurpose Watson Island and get it back on the tax roll,” said Mussallem, adding council believes the company has a vision for Watson Island that will be beneficial. Ed Neibauer, who throughout nearly 40 years working in oil and gas industries has owned and operated a number of companies and projects based primarily in the U.S., formed WILNG in April. He said the project is in the planning stage, with WILNG anticipating the facility will begin operations and handle between one and two million tonnes per year in the later part of 2016. “We are looking forward to establishing good working relationships with the community, First Nations and regulators to

bring the company’s development plans to fruition,” he said. Before the city can sell Watson Island it must settle a lawsuit launched by the Watson Island Development Corporation (WatCo) that includes certificates of pending litigation on the site. But unlike the lengthy legal battles the city had against formerowners Sun Wave Forest Products, Mussallem alluded to a difference in the claims. “In the province of British Columbia for anything to be enforceable it must be in writing. We don’t believe that WatCo has a case,” he said. As well, the city is working to obtain Provincial assistance for the removal of industrial chemicals and is managing a number of other environmentally dangerous substances. Court documents filed by the city indicate the cost to remediate the site could top $50 million.

Wildfire likely caused by unattended campfire By Cameron Orr THE NORTHERN CONNECTOR

KITIMAT - The Kitimat Fire Department says an unattended campfire is the likely cause of a one hectare wildfire which put at risk the developments at Strawberry Meadows and left downtown blanketed in smoke July 17. The blaze was in challenging geography for the local fire department to reach and after an initial assessment they called the Northwest Fire Centre, based in Smithers, for aerial support. Water tankers and helicopters were immediately dispatched to get the fire under control. Meanwhile, heavy machinery was put to use to create fire breaks, to contain the fire if it managed to spread. A fire break is essentially knocking down trees and leaving a fire-fuel free buffer. “We weren’t allowing any members to go in, of our members or their [forest fire] members to go in, just due to certain hazards. The condition of the fire and the speed it was progressing,” said Deputy Fire Chief Pete Bizarro. In all, there were about seven air drops with water tankers, while helicopters continued to drop water throughout the evening. Once air support finished, ground forest firefighters went in and took care of hot spots. “Jack [Oviatt] was on site, obviously had lots of equipment. We had a number of excavators working to make these fire guards,” added Bizarro.

The fire was also the first activation of Kitimat’s new Emergency Operations Centre (EOC) since they set up in the Public Safety Building in the former council chambers. “Equipment and personnel all gelled really well, and we’re very pleased with the outcome of the EOC,” said Bizarro, sayPete Bizarro ing their new setup proved very useful. As for evacuations, the Lower Dyke area was evacuated but he said there was no imminent danger to campers in the area. “The only reason I initiated that is because of the direction of the wind and the fact it would take some time for those campers to leave,” he said. If an evacuation was needed, emergency services, including the fire department and the RCMP, would do a combination door-to-door knocking, loudspeaker service and using local media to alert people of the need to leave, and would establish a place for evacuees to gather. One Kitimat Firefighter did injure his ankle during the event and was treated at hospital and released.

PRINCE RUPERT - The Prince Rupert housing market saw gains in both the number of properties sold and sale price during the first half of 2014, a trend that is expected to continue. The BC Northern Real Estate Board (BCNREB) reported that by June’s end 197 properties worth $40.3 million were sold through the Multiple Listing Service (MLS) in Prince Rupert, up from 153 properties totalling $33.2 million in the first half of 2013. Keith Lambourne, managing broker of Royal LePage Prince Rupert, said residential detached homes costing up to $250,000 have been the fastest sellers of the total 141 homes sold by Prince Rupert realtors for a total value of $29,116,053 as of June 30. This is up from the first six months of 2013 when 114 sin-

HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced. “The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.” Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.” Walter and Lorie hope to spend the rest of their lives in their home. The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

Drone gives new perspective By Caitlin Clow

TERRACE - Loud buzzing sounds have been heard over Terrace lately, but it’s nothing to worry about—it’s just Terry Heinricks’ drone. Heinricks recently purchased a Phantom Drone to get a new perspective on the city and take some photographs from new vantage points. Terry and his wife Shannon have been having some fun with the $1,300 purchase that they made online and Shannon said that this technology is definitely an investment. “It’s more than just a toy,” she said. “It can be used for some incredible things.” Terry explained that drones, or Unmanned Aerial Vehicles (UAV), are easy to fly and the onboard 14 megapixel camera sends a live feed via Wi-Fi to either a smart phone or tablet and can be used in a variety of useful ways. “Search and rescue teams could use them to check things out if it is unsafe for them to enter,” she said. Drones could change the way people work and not only in the military but for commercial businesses as well. For instance, Langara College’s journalism school in Vancouver has been using UAVs since January. Instructor Ethan Baron has been teaching students how to use drones for news gathering. These

devices could be especially useful when reporting on wars or in other unsafe conditions. “Media outlets around the world have just begun using drones to gather news, and these aircrafts will play a crucial role in news coverage in the future,” Baron explained on the school’s website. Terry explained that his drone has been attracting some attention from spectators around Terrace, but people are more curious than upset. However, drones can cause quite the distraction. The couple was flying the drone over the old steel bridge while watching the live feed on their iPad when they noticed a man driving a convertible who was focused more on the aircraft than on the road. “It has about 25 minutes of flying time,” Terry said as he was snapping photographs of the cityscape from the old Co-op parking lot. Terry said he uses it around his workplace as well. He recently had his roof redone and he would occasionally send the drone up to check on the progress. Although this technology has many valuable and sometimes life changing uses, the debates about drones are still heated. As UAVs become more accessible to the general public, concerns are raised about how the devices are going to be used. In New York City, it is illegal

to fly drones without permission. Police there are concerned that the devices may be used for nefarious acts. Recently, one UAV pilot was fined $2,200 for flying too close to buildings and later crashing near a pedestrian in Manhattan. Earlier this month in Vancouver, RCMP and Transport Canada were investigating a close encounter between an aircraft and a drone. The technology is still in its infancy, but currently UAVs are regulated under two licensing streams—Transport Canada for civil regulation and the Department of National Defence for military regulation. Transport Canada requires an application before every UAV flight that defines flight plans and safety precautions. Users are also to abide by specific rules regarding flying in urban areas. UAVs are not to be operated within noise restricted areas such as churches or hospitals and they are to be flown far away from property and people. However, if the drone is under 35kg, like Terry Heinricks’, than it is considered a model aircraft meaning no special permission is required. Transport Canada’s media representative said so long as the device is being used for pleasure or relaxation it is OK, but the second that it is used for any non-recreational uses than it is considered a UAV and requires a certificate.

Four survive crash as seaplane goes down near Bella Bella By Shaun Thomas THE NORTHERN CONNECTOR

PRINCE RUPERT - Four Sandspit residents are lucky to have survived a seaplane crash near Bella Bella on July 11. Members of the RCMP West Coast Marine Service were not scheduled to be in the area when they heard a Mayday on the VHF radio of the RCMP vessel Lindsay at Shearwater. The plane had crashed and was on fire just north of St. John Harbour, near the south entrance of Seaforth Channel, approximately one hour from the vessel’s current location. Sgt. Rob Pikola had Const. Roe and Const. Judd take the 733 Ridged Hull Inflatable fast response vessel to quickly arrive on-scene, with Pikola, Const. Miles and civilian member Butler arriving just under one hour later. Help for the passengers of the burning plane also

came from an unexpected boar in nearby waters. “Due to the quick response of our members involved, everyone on the downed Beaver floatplane received medical treatment within 30 minutes of the crash. Not only was it fortunate that we were close by, but there was a fishing charter boat in the area that had six medical doctors on board who were from the Williams Lake and Vanderhoof area,” said Pikola. The Canadian Coast Guard vessel Cape Farewell and search and rescue personnel also attended the scene. Members of the Lindsay were able to assist with the transport of two passengers while two more seriously injured passengers were transported to the Bella Bella hospital. The aircraft was burned beyond recovery. The owner the seaplane was not identified by RCMP.

Nisga’a hereditary chief receives Order of BC TERRACE - A Nisga’a hereditary chief is one of 23 people honoured with the Order of BC, the province’s highest form of recognition, at Government House today, July 22. Chief Chester Moore, a hereditary chieftain from the Nisga’a Community of Gingolx, and whose Nisga’a name is Sim’oogit Hay’maas, is dedicated to the preservation of traditional arts in carving, cultural feasts, and dance groups. He was privileged to have a traditional upbringing because he was one of the few not sent to a residential school. The late Dr. Frank Calder called him a “Nisga’a walking encyclopedia”. Moore has been actively composing songs, choreographing dance groups and drum-drills, teaching carving and cultural practices since the early 1970s. He has assisted in the formation of cultural dance groups in the communities of Gitwinksihlkw, Laxgalts’ap, and Gingolx, and has taught cultural dancing in Terrace, Prince Rupert, and Vancouver. He is proactive in adopting new media to support retention and promotion of culture, reflected by his incorporation of multimedia technology and utilizing this medium to preserve and share Nisga’a culture. He was an advisor and researcher for development of a website (Gingolx.ca) that allows visitors to revisit the oldest villages of the Nisga’a,

study their totem poles, and understand the cultural practices and ways of life that sustained this Northwest Coast people since time immemorial. Moore has inspired others to learn about Nisga’a culture by sharing with his people, his guests, and his neighbouring nations and has done so in a humble and respectful manner. His enthusiasm and support for cultural survival of the Nisga’a is reflected in the many totem poles he has carved, murals he has painted, drums he has made, cradles he has constructed, songs he has composed, and drum drills he has choreographed. His previous achievement was as a successful logger. In 1978, he started Zaul Zap Industry, a Gitwinksihlkw Village logging company, after working in the industry for 14 years. In three years of logging, the company exported four shipments of cottonwood to China and one shipment of spruce to Japan. With the profits, Chief Moore built a regulation-size gymnasium valued at $1.3 million and a new church at a cost of $340,000 for the Village of Gitwinksihlkw, which consisted of 15 houses. He then retired from logging in 1989. The Order of British Columbia is bestowed annually to citizens who have demonstrated outstanding distinction and achievement in any field. Since the order was first introduced in 1989, 370 people have been appointed.

PRINCE RUPERT - Although many Hollywood blockbusters today are released in both 2D and 3D, moviegoers in Prince Rupert shouldn’t expect to see 3D movies at the Prince Rupert Famous Players anytime soon. Cineplex Entertainment, which owns the theatre, said it currently does not have any plans to implement 3D technology on the North Coast. “Based on historical box office performance, we’re able to fairly accurately predict which types of movies perform well in different markets. Based on this data in Prince Rupert, at present, we see greater interest in genres that are more typically shown in 2D format,” said communications director Michael Langdon, noting installing the technology is not a cheap undertaking. “The cost to install 3D technology is significant. We’d have to add a RealD 3D unit to the projector and also outfit the auditorium with a new screen. Both of those items carry significant costs in their own right. Unfortunately, that’s also before the cost of transporting these items to Prince Rupert.” Langdon noted that the majority of Cineplex theatres do offer 3D movies, but there are a number that still do not. TERRACE - Music, a parade, ­fireworks, great food—it’s Riverboat Days! This is the time of year people gather in Terrace to celebrate this place, its natural beauty, its history, its people. Riverboat Days is the time to have fun during the peak of summer. So many new experiences on offer as event organizers open their doors. Never tried archery before? Never been to a drag race? Never peaked inside the Grand Trunk Pathway railcar? Why not this year? Back 100 years ago, great changes were underway in the Skeena Valley. The year 1914 marked completion of the transcontinental Grand Trunk Paci­ fic Railroad, thus signalling the end of the Sternwheeler era. It was also start of the Great War. The economy would change, people would move to and from the region. In many ways, this history still shapes us and maybe parallels current events. Riverboat Days is a chance to reflect on our history and what we have become as a community. In 1914, crowds might be drawn to the train station. In 2014, at Riverboat Days, we excitedly assemble at George Little Park. New this year are the first-ever Street Medley that will see the “4600 Block” abuzz with music, art and activities. Try the Terrace Mountain Orientation Hike, celebrate the 100th anniversary of Kitsumgallum School or enter the Charity Poker Tournament.

For a little fun and exercise, the Zumba Extravaganza invites people out to try this dance fitness craze from South America for an afternoon fitness party on the first Saturday of Riverboat Days. Concerts in the Park, the Legion Parade, fireworks over Ferry Island are sure to attract big crowds. But expect a big crowd too at the Skeena Mall as the FMX Motocross Madness returns to Riverboat Days after eight long years! Huge acrobatic leaps on motor bikes with blue sky and our mountains in the background will make awesome pictures. Concerts in the Park again presents the best musicians in the northwest, with the Saturday lineup voted in by fans of CFNR radio. And it is a triple feature for the headline act: Rock of Ages brings three top-notch tribute bands playing the music and looking the part of Heart, Led Zeppelin and ZZ Top! Plus the music continues Sunday, with acclaimed singer/songwriter Mark Perry closing out the concerts. Riverboat Days is in all meanings a community festival. It is the product of dedicated work of volunteers, individuals, non-pro­fit organizations, the business community, First Nations and local governments organizing and sponsoring each event. Local media play a huge role in spreading the information and the enthusiasm. The Terrace Riverboat Days Society thanks them all. Riverboat Days Captain and Queen ready to shine By Margaret Speirs THE NORTHERN CONNECTOR

TERRACE - This year’s Riverboat Queen feels honoured with the title and will add it to the many honours she’s had in her life. Mary Ann Misfeldt is thrilled to be chosen and says her husband, Doug, also feels the same way. “Well, it’s quite an honour. This has been my home for a long time and I’m very excited about it,” she said. “Yes actually, he (Doug) is. Guys are a little more reticent to go ‘yay’ but yes he’s very pleased.” She has been a member of the Royal Canadian Legion Branch #13 here since 1969 – that’s 45 years – and her husband has been a member for 28 years. Mary Ann was in the air force police force for peacekeeping service. She was in Afghanistan with the legion in 2005 on a public relations trip, and not for peacekeeping. In 2004, she was the first woman named as Royal Canadian Legion Dominion president, an honour in itself. “That was very much. Although I said so many times, the honour was in being elected, having your comrades feeling you can handle the position regardless of gender,” she said, adding she was surprised to be chosen being the first woman in more than 81 years and someone coming from a little place called Terrace. For the last 28 years of her working

life, Mary Ann worked for the provincial government, which was convenient as it gave her weekends off, with regular working hours so she could balance home, family and the legion with it. Doug worked for years in logging before going into sales. Now they’re both retired from everything but the legion. He came out west from Saskatchewan to Kemano in 1955 with his family, went to high school in Kitimat and then during university, started working summer in the logging industry here in Terrace, she said. She came out from Saskatchewan in 1969 and they met here years later. They’ve been together for about 20 years and have been married for four years, she said. They love to travel, go cruising and go back to the prairies regularly. And they’re both ready to dress up in style for Riverboat Days. “I definitely have a dress and a hat and I’m looking for a parasol and trying to track down a captain’s hat,” she said. She has a warning for visitors coming to town. “They better be careful. I came for five years in 1969 and I’m still here,” said Mary Ann. “That’s what Terrace does to people, it just holds them.” The Riverboat Days Captain and Queen will be in the parade and at various events during the 10 days of the event.

Riverboat Days 2014 Motocross Madness returns 2015 BUY AN ALL NEW

TERRACE - The stars all came into alignment this year for the return of the highest flying, fastest sport at Riverboat Days after eight years without it. Freestyle Motocross Madness returns to the Skeena Mall parking lot with Reagan Sieg and Jeff Fehr launching their bikes off steep ramps into the air where they do handstands on the bikes and many more stunts for the crowd below. Promoter Steve Pereira says it’s thanks to the upswing in the economy, local sponsors and the riders’ schedules that have brought the show back this year after so long. “All the kids born or a couple years old [back then] are now 10 and older so it’ll be pretty neat to see new young kids there,” he said. And Fehr, who was new to riding back then, has since performed in the U.S., Mexico and

Europe and really improved his game. The weather also plays a big role with rain and wind putting a bit of a damper on the show previously so Pereira’s hoping for nice weather. Once again, free swag will be given away, shirts etc. and the local sports stores will have bikes and ATVs there too. And Sieg and Fehr will sign autographs. “I’m really excited to be doing it again,” said Pereira, adding he’s anticipating an even bigger crowd than in previous years. The riders will perform for 20 to 30 minutes at a time and then take a 10 or 15 minute break and repeat it during the two hour event. Sieg and Fehr will ride in the parade and put on their free show Aug. 2 in the Skeena Mall parking lot, which will be blocked off to parking. People are advised to park elsewhere such as the old Co-op parking lot and walk.

PRINCE RUPERT - Lelu Island isn’t the right location for the Pacific NorthWest LNG (PNW LNG) project, according to an independent Prince Rupert scientist. Dr. Barb Faggetter, a registered professional biologist with a bachelor of science in chemistry/biochemistry and a PhD in biological and chemical oceanography, has been publicizing the findings from her report LNG in the Skeena Estuary: What is the Risk to our Salmon?, warning of potential dangers at a number of events in recent months (as reported on in the May 14 and June 11 editions of the Northern View) and making a presentation to city council. “I’m not absolutely anti-industry. I’m a scientist who sees issues and I want to make sure in the long run we still have a viable environment, as well as whatever we need from the industry perspective,” Faggetter said. “I’m definitely opposed to Pacific NorthWest LNG.” Her main issue is the project’s proximity to Flora Banks, a region of the estuary that she said is “an extremely important juvenile salmon rearing area in the direct path of approximately 331 million juvenile salmon out-migrating from the Skeena River”. But Pacific NorthWest LNG’s communications advisor Krissy Van Loon said Lelu Island is a good spot for the project. “The island provides mostly flat terrain, it is designated for industrial use by the Prince Rupert Port Authority, it provides direct access to shipping routes to our customers in Asia, and it is geographically situated close to a potential labour pool with existing infrastructure,” Van Loon said, adding the company is committed to the health of the Skeena salmon run. “Our project has been designed to minimize potential effects to fish populations and fish habitat and we are confident that our mitigation measures will ensure the overall salmon population is not impacted.” But Faggetter said that’s not likely because of dredging required for the project, which she said would be one of the biggest risks to Flora Banks and its eelgrass beds that are nursery habitat for juvenile salmon. This is because there are dioxins and furans that accumulated in the area’s sediment from the former pulp mill, explained Faggetter. Dredging would occur at two sites to allow for

safe berthing and navigation of cargo ships: 615,000 cubic metres of materials at the proposed Materials Offload Facility and between 7 and 7.5 million cubic metres of sediment for the marine berth area. “By comparison, Port Metro Vancouver annually dredges 3 to 4 million cubic metres to ensure marine traffic safety,” said Van Loon. To mitigate potential loss, Van Loon said the project will include an offsetting plan restoring or creating 240 hectares of wetland habitat, along with a fish habitat offsetting strategy. “We are engaging First Nations and local stewardship groups to build a robust offsetting plan that complements the natural productivity of the area. This could include the placement and creation of islets, increasing eelgrass beds and their productivity,” she said. This isn’t reassuring for Faggetter. “Offsetting in general is seldom very terribly successful ... there’s going to be damage, we need to know if we can tolerate that damage,” she said.

It is with great sadness that we say goodbye to Alistair who passed away July 18th. Alistair was born and raised in Telkwa; B.C. moving to Prince Rupert with his family in 1944. He worked in various occupations but spent the majority of his career at City Transfer until moving to Delta. Upon his retirement he returned to Prince Rupert. Alistair looked forward to spending time with family and enjoyed a coffee with his many friends. The family would like to thank Dr. Kloppers for his care of Alistair. A very special thank you goes out to the nurses on the third floor of Prince Rupert Regional Hospital for the wonderful support and compassion they gave to Alistair and the family. TERRACE - A Terrace shortstop played a big role in a Williams Lake fastball team’s recent provincial gold medal. Mason Richey travelled to U-14 rep fastball provincial championships in Surrey July 11 - 13 with the Williams Lake Prospects, where coach Brad Alexander said Richey was one of the team’s top players and a key part of the A division championship win. Alexander said Richey was picked up to play – along with a few other northwest players – because the team was short on players “He fit right in with our team, he was dominating at the plate and was excellent at short stop,” Alexander said. “He was even called upon to pitch and give our only pitcher a break.” A true underdog story – a number of the players on the team hadn’t played ball before and the team was supposed to play in the ‘C’ division but was bumped up – the team had a tough round robin go, but once they broke into the semi-finals, they began hitting it out of the park all the way to the final. In the semi-finals, Williams Lake beat the Sooke Drillers 15-5 with Richey batting three for three with one home run and two singles. And the gold medal game saw Williams Lake beat the strong 100 Mile ‘N Hour team – the favourites to win – 15-14. In the final, Richey, who is also a standout hockey player, hit two home runs, a triple, two singles and seven RBIs. He also won the longest hit in the skills competition by batting the ball 253 feet.

TERRACE - The Goalgetters Soccer Camp took over Christy Park pitch in Terrace last week, with 89 soccer players –some as young as three – learning basic skills and development. The popular camp has taken place for at least 15 years, and sees soccer players split into teams at the end of the week to compete in the “World Cup.” This year, because many of the players had watched this year’s World Cup and had a favourite team beyond the regular offenders, it was easy to split the players up and give them their first choice.

TERRACE - Across the country – and especially here in host province B.C. – folks are laying the groundwork for the 2015 Canada Winter Games, to be held in Prince George next February. During the lead up to the games, torch celebrations will be held in three northern B.C. regions – north-

east, northwest and central interior – part of celebrations planned across the country. But which cities will have the honour? That’ll be up to a public vote later this summer, once the July 31 deadline for applications has passed. And Terrace plans to go all in to win the rights to the ceremony, with Terrace city council voting at last week’s regular council meeting

to support Kermodei Tourism’s bid to submit expression of interest to the games society following a presentation by tourism director Tyler Clarke. “We’ve had some huge success in the past with events – Hockeyville, BC Winter Games, Riverboat Days – they’re all community-building events,” said councillor Brian Downie. “I for one really think this is
