regarding certification. “There was a mix of old staff and new staff and that group sought the help of the union,” Old said. “A majority of the staff signed a union card indicating they wanted to be members of the union.” The Hospital Employees Union filed an application with the Labour Relations Board two weeks ago and during a hearing last Friday, the labour board ruled that
there was enough support from New Horizons staff to go ahead with a certification vote. “When we made the application we had good support from both the workers who were originally part of the union and from the new workers,” Old said. “Sometime between now and then they changed their mind about wanting to join a union and we have to respect that.” Old said that while the decision is disap-
pointing, he’s hopeful it doesn’t mean it’s the end of the road. “We believe we’ll have another chance in the future,” Old said. “But we respect their decision and we wish them the best. At the end of the day, the choices are workers’ choices and they chose not to join the union. We’re disappointed but we know the workers are providing good support for their clients and their families.”

On Saturday, roughly 54 per cent of those who turned out to cast a vote, agreed to that figure. Abram said while he’s pleased the regional district finally got the assent of voters after so many years, he was surprised to see such a low turnout at the voting station. “It was a number very surprising to me,” Abram said. “I was told by the regional district that 100 voters were eligible to vote and out of 100 we got 33, so I’m quite surprised – with the debate we had over whether we should or we shouldn’t do a sewer, and there were a lot of people who
spoke out against the sewers.” Russ Hotsenpiller, chief administrative officer for the regional district, said the results of the referendum will go to the regional district board for review at its next meeting Aug. 13. The project is expected to go out to tender with construction to begin in the spring of next year and completion is estimated by October 2015.

City supports entering into agreement for infrastructure project grant funding KRISTEN DOUGLAS CAMPBELL RIVER MIRROR
C it y c ou nc i l has endorsed entering into a 10-year agreement in order to access grant funding from the newly expanded federal Gas Tax Fund. Campbell River is expected to receive $1.3 million each year of the agreement with payments made biannually – once in July and once
in November. This year, the federal government has expanded the program so municipalities have a broader range of projects they can opt to use the funds for. Dennis Brodie, the city’s finance operations supervisor, said in the past, the city had to be selective in applying for Gas Tax funding. “The ability to use
these funds has in the past been somewhat limited by the strict criteria placed on the funds,” Brodie said. “The new agreement expands the eligible projects considerably and will be a valuable funding source for many new infrastructure projects the city will be undertaking over the lifetime of the agreement.” Under the new agree-
ment, eligible projects include: n Highways n Airports n Public transit n Drinking water n Waste water n Solid waste nAmateur sport infrastructure n Recreational infrastructure n Tourism infrastructure n Disaster mitigation
Ineligible projects include leasing of equipment, overhead, land purchases, legal fees, routine repair and maintenance costs. According to Brodie, Gas Tax funds have been “heavily relied on” by the city to fund past capital projects. Last year, the city used $86,000 in Gas Tax monies to buy two new hybrid vehicles – one
for use as the city’s land use department’s field vehicle and the other as a command vehicle for the fire department. Also in 2013, Gas Tax funds of $40,000 were used to rehabilitate the city’s shoreline between Discovery Harbour and Rotary Beach following damage from a recent storm. And in 2010, the city used $489,039 in Gas
Tax funding to put in the green roof at city hall, which is covered with native plants. The federal Gas Tax Fund has provided Canadian communities with $13 billion since its inception in 2006. Under the new and expanded plan, the Gas Tax Fund is expected to provide close to $22 billion in funding for municipalities.

Coun. Larry Samson put city staff on notice that he will be checking up on the city’s downtown parking lots. Samson, at last week’s Tuesday council meeting, tabled a notice of motion that he wants more information on public parking in the downtown core.
“I’ll be asking for the overall conditions and maintenance of our public parking lots within the downtown parking reserve,” Samson said. That motion is expected to go before city staff at next Tuesday’s council meeting. The city began cracking down on downtown parking in June. The addition of one part-time bylaw officer earlier this year allowed the city to carry out regular downtown parking patrols last month. City Clerk Peter Wipper said the enforce-
ment was prompted by requests from local businesses. “Increased activity in the downtown core has led to a higher demand for parking, and the city is receiving complaints about people leaving their vehicles parked on the street in excess of the posted time limits,” Wipper said in May. “This has led to requests from local merchants and the Downtown Business Improvement Association and the Pier Street Association for increased parking enforcement.” Mayor Walter Jakeway

It’s moot, but 14 city voters oppose Area D expansion Kristen Douglas CAMPBELL RIVER MIRROR
Campbell River taxpayers have weighed in on the city’s proposed Area D boundary extension. City Clerk Peter Wipper announced Tuesday that he received forms opposing council’s proposal to extend its city boundary southward in order to provide 535 northern Area D properties with city sewer
service. “I confirm that the city received 14 valid elector response forms from city residents before the July 21, 2014 deadline indicating their opposition to the boundary extension,” Wipper wrote in a report to council. The forms were part of the Alternate Approval Process which technically passed because less than 10 per cent of eligible Campbell River voters signed and deliv-
ered an opposition form to city hall. However, that vote is a moot point because in a referendum on June 28, Area D residents voted overwhelmingly in opposition, with 589 no votes (84 per cent) and 110 yes votes. “Since voters in Area D voted against joining the city, the AAP process has become redundant,” Wipper said. If the project had gone ahead, it was expected to cost Campbell River
taxpayers an extra $24 annually in user fees for the next 20 years, in order to pay off an anticipated $3.9 million project debt. Area D residents would have had to pay a one-time hook up fee of $9,300, either in one lump sum or over the course of 20 years, likely starting in 2015. Residents would have had five years to connect to the city sewer and pay another $1,800 connection fee.

Tensions rise between Salvation Army shelter and its neighbours Mike Davies Campbell RiveR miRRoR
Abby Morris says she has had enough of the needles and crack pipes that litter her yard on a regular basis. She’s had enough of the drug deals that happen in front of her house and she’s had enough of having to be vigilant to make sure her son and his friends are safe as they play on their own property. “I have compassion for these people, I really do,” she said Tuesday morning as she was putting up signs around her Evergreen property and on the lawns and fences of her neighbours, who are in support of her enterprise. But when her sixyear-old son is finding syringes in their carport, she said, that’s when it’s gone too far. Her initiative was originally just to keep the Salvation Army shelter next door from changing their mandate and become a “low-barrier” shelter (one that doesn’t discriminate based on the intoxication levels of those seeking shelter) from its current “highbarrier” categorization (restricted to those who are clean at the time of assessment), but said since it isn’t managed like a high-barrier facility anyway, she and her
neighbours just want it gone altogether. “I’d like to find a solution,” Morris said. “I’ll even volunteer when they find a place for it, but that place isn’t here. The ‘alcohol and drugfree’ bit clearly isn’t happening.” Niki Pye, whose son is friends with Morris’, was helping Morris put up her signs, and supports her goal, despite living in Willow Point, herself. “I’ve seen the needles and the stuff in the backyard,” she said. “My kid plays in that backyard, too, so I’m all for [moving the shelter].” According to the salvation Army’s Sean Junglas, who has been involved in the community consultation aspect of the shelter, they have been actively addressing concerns of those in the nighbourhood, such as adding garbage cans outside the property to prevent littering, and getting some windows locked. “We have a very open format,” he said, in terms of neighbours being able to air complaints about the facility. Junglas said he couldn’t c on f i r m n or d e ny whether Morris’ complaints about blatant drug use on and around the property are true. “I’m not aware of any drug use that’s been going on,” he said, but added that their intake is

Junglas said that they are currently in consultation not only with the community members and concerned neighbours, but have also hired a consulting company in cooperation with the city of Campbell River and the Campbell River Homelessness Coalition to find a solution to this issue. all boaters, including sailboats, canoes and kayaks to raise awareness about boating and drinking with Operation Dry Water. In the second year of the campaign, Operation Dry Water aims to reduce the number of alcohol-related fatalities on Canadian waterways as well as provide a visible deterrent to drinking and boating. With several gorgeous lakes and miles of ocean to choose from, Island boaters and visitors have plenty of opportunities to cool off without having to resort to alcohol. According to the Criminal Code of Canada, a boater can be charged with impaired operation of a vessel
if their blood alcohol concentration exceeds the 0.08 threshold while operating a vessel. A first offence can see the boater liable for a fine of $600. A second offence carries a 14-day prison sentence, and a third offence extends that to 90 days. With the number of vessels plying the waters off Campbell River, especially during the fishing season, it is imperative that all vessel operators be alert to their surroundings. On Aug. 1 and 2, SWI is hosting a series of Interpretive Nature walks in the Buttle Lake area of Strathcona Park. Closer to the Comox Valley at Paradise Meadows and Forbidden Plateau, the first August program is a hike to Mt Becher on Saturday, Aug. 9. On Sunday August 10, join an easy Nature Walk focussing on Seeds & Berries, starting from the Wilderness Centre at 1 p.m. There will be two hikes on Saturday August 16, one in the Buttle Lake area and one at Paradise Meadows. To register for the 7 km Upper Myra Falls Hike in the Buttle area, contact coordinator@strathconapark.org On the same day at Paradise Meadows, join another in a popular series of dog-friendly walks around the Lake Helen Mackenzie Loop. Leashes are required for pets in this area, and well-behaved dogs on leash are welcome on this 8.5 km, 3-4 hr hike. Meet at 10 a.m. at the Wilderness Centre. On Sunday Aug. 17 there is another choice of two activities. For hikers, Julian Brooks will guide an outing to Panther Lake. Pre-register atcoordinator@strathconapark.org for this 20 km, 8 hr. hike. In defence of British Columbia’s younger drivers

A recent column on the B.C. government’s decision to raise speed limits on portions of rural highways excited numerous comments from readers. Some questioned my suggestion that today’s new drivers are worse because they spend their formative years staring at screens in the back seat instead of looking out the window and grasping the grim physics of the real world. There is no doubt that B.C.’s graduated licensing system for new drivers is more difficult than what my generation faced. Those vehicle stickers with the “L” (for learner, or as teens prefer “loser”) and “N” (for novice, or in teen-speak “nerd”) have been around since 1998. The two steps make getting a full driver’s licence a longer, more difficult and expensive process.
Statistics provided by ICBC show what new drivers are up against. First there is the written “knowledge test” to obtain a learner’s permit. From 2004 to 2008, more than half of applicants failed in their first attempt. Things improved in subsequent years, with a 46-per-cent failure rate in 2009 declining to 42 per cent by 2013. The first road test is required to go from “L” to “N” and it seems sufficiently harsh. The failure rate has been consistently around 47 per cent in the past six years. More practice and another $35 are required to try again. Students fare better on the second road test, where the failure rate has consistently been 21-22 per cent for the past decade. ICBC reports that in the first three
years of the graduated licence program, the new driver crash rate dropped by 16 per cent. In 2003 the required learner and novice period were extended, and restrictions on the novice stage were increased. New driver crashes fell by another 28 per cent. Those restrictions include the number of passengers and a “zero tolerance” for alcohol. Impaired crash and injury statistics aren’t available for drivers in the graduated licence program, only fatalities. They grew as more new drivers were enrolled in the new system, to a high of 24 in 2007, but that declined to 14 by 2012. There will always be young people who drive impaired, speed or make other fatal errors. But it’s difficult to argue that
today’s system in B.C. is lenient. A couple of readers were concerned about the effect of higher rural speed limits on older drivers. One suggested that higher limits on rural highways are a poor mix with vacationing seniors hauling around oversized motorhomes, trailers and boats. Another cited the coming wave of retired baby boomers and added a likely increase in marijuana-impaired drivers, all emboldened by the invitation to drive faster. B.C.’s medical health officers issued a letter denouncing the decision by Transportation Minister Todd Stone to raise speed limits. Provincial Health Officer Dr. Perry Kendall said the research is clear that higher speeds increase the risk

Then there is the government’s own position, articulated in a road safety strategy released last year by Attorney General Suzanne Anton. “Research is conclusive that at higher speeds, more people are killed and injured in the traffic system,” it states. “At lower speeds, fewer are killed and injured as a direct result of the safety buffer that lowered speeds create.” The strategy notes that new technologies such as adaptive cruise control are becoming available. B.C. is also testing electronic highway speed limit signs that change with weather and traffic conditions. Gallery exhibits Lament of the Butterflies, Vestiges The Campbell River Art Gallery invites you to stop by and enjoy two new exhibitions, Lament of the Butterflies by Lower Mainland artists Edith Krause and Doris Auxier, and Vestiges by Campbell River artist Bob McLeod. Both of these exhibitions open July 31 and remain on display until Sept. 12. Lament of the Butterflies, co-sponsored by MacVeigh Contracting and John and Bania
Chan, is comprised of two bodies of work. There’s an installation entitled Mausoleum: Red List Lament by Auxier that consists of paintings of endangered or “red list” plants suspended on piano scrolls surrounding a pillar of light, as well as a series of multi-media works called The Butterfly Effect, by Krause, that layers screen-printed maps of invasive species and digital photographs of butterfly wings to cre-
ate beautiful and disturbing images. McLeod’s Vestiges is an exhibition of multimedia sculptures, mainly glass blown through found metal hardware and parts. The exhibition, sponsored by Gary and Pam Dobbs, is inspired by cast-off parts found along our shores and in the trash. McLeod transforms these abandoned pieces into sculpture by blowing glass through metal
forms, creating an aesthetic tension. The public will get a change to meet all three artists at a special reception pm Aug. 21, 7 p.m. at the Gallery. Caregiving for a person with dementia can be extremely challenging for Campbell River families, both physically and emotionally. But there is hope. “By educating yourself about dementia and learning caregiving techniques, you have the ability to
maintain quality of life for both you and the person you are caring for,” says Hope. Pancel has that Vegas sound Saturday, August 16 is the date for Campbell River’s 1st Annual Music Festival – Rockin’ The Island! With 10 all-Canadian bands and artists performing, this year’s talent will deliver an incredible show that all ages will enjoy. This year’s special guest MC is Diane Pancel. Pancel is an artist who knows how to connect with her audience. She draws inspiration from her Portuguese background giving her music a strong sense of international soul. Based in Los Angeles for the past two years this Canadian artist has flourished as a singer, songwriter and performer. Since being chosen as the single “wildcard” entry out of over 1500 submissions and eventually winning the AMWAY IBO talent show (as well as being first runner up in the Canadian Country Music National Singing Competition), Diane has gone on to work with such artists as David Foster, Nelly Furtado, Leanne Rimes, Matt Dusk, Louise Rose, Rob Hajacobs, Morry Stearns, Jake Simpson, Jason Graae, Misha Tsiganov, Tobin Stokes, and the late Linton Garner. Pancel has also performed all across the U.S. singing at major events
for the L.A. Kings, L.A. Galaxy, Orlando Magic, Grand R apid Griffins, the Jose Cuervo pro beach volleyball tour, and the US Women’s national Soccer team airing worldwide on NBC Sports. In addition to her career as a performer and recording artist, Pancel has an impressive portfolio of commercial vocal work. Storm add to coaching staff The Campbell River Storm have hired a new assistant coach. Andy Seppanan will join the Storm coaching staff behind the bench this fall. This will be the Campbell River native’s second Vancouver Island Junior Hockey League (VIJHL) coaching position. Seppanen will join the bench staff specializing in player development, focused on goaltending. He will also bring a focus on tracking and implementing change to the Storm program with the use of statistics. Seppanen, who grew up in Campbell River, played his junior hockey as a goaltender in Alberta where he was awarded Playoff MVP in his 20-yearold season, despite losing in the league finals. For the past several years Seppanen has owned and operated Progressive Goaltending based out of Victoria, with his most recent junior coaching stint two seasons ago with the Westshore Wolves. Seppanen brings an added set of eyes to help provide the players and particularly the goaltenders added on and off ice development. “It’s a very sentimental feeling joining the Storm,” Seppanen said. “Hockey has taken me all over Western Canada the past 10 years and it is literally a home coming. I grew up across the street from the Brindy and have been a rink rat since the age of four. Now my life has come full circle back to where it all began and I couldn’t be more excited to be spending my time at the Brindy again. “I am very anxious to get the season going after talking with (head coach) Lee (Stone) and hearing the high expectations for the season. Personally, I am looking forward to continuing my passion in helping develop kids move on with their hockey careers,” Seppanen added. Stone welcomed the addition of Seppanen. “After last season two main areas we felt we needed to improve on was specific development in our goaltending position and more detailed statistical evidence benefiting the team,” said Stone. “Not only does Andy help us in both of those areas, but more importantly he brings the type of character and charisma to the rink we’re looking for on an everyday basis. I am very excited about the staff we have assembled for the upcoming season.” The Storm will kick off the 2014-2015 season with its Identification Camp this weekend. The next wave of Storm prospects and players camp will start Friday at 4 p.m. with practices and 7 p.m. with games. Games will continue on Saturday from 1 p.m. to 7:45 p.m. Sunday features the first place game at 12:15 p.m. All practices and games will be on rink two at Strathcona Gardens.

B.C. sent two girls volleyball teams to this year’s U-16 Western Elite Volleyball Championships in Edmonton July 18-20. The Western Elite team selection process started three weeks earlier at the Baden Cup tournament in Kamloops, where a field of 72 female athletes was reduced down to the top 24 girls, forming the two teams to represent B.C. at the Western Elites. Campbell River setter, Tommie Corder (#14) was one of only two athletes from Vancouver Island selected to this year’s Elite Team B.C. After two intense weeks of training in Kamloops under head coach Chris Dahl (also the head coach for the Camosun Chargers), the two teams took to the courts at the University of Alberta’s Saville Sports Centre in Edmonton for the three-day Western Elite tournament. B.C.’s teams were expected to do well this year with Corder’s Team B.C. Red ranked number one coming in this year, and they didn’t disappoint.

Tommie Corder of Campbell River wins a gold medal with Team B.C. at the Western Elite Volleyball Championships in Edmonton.
Both had a great weekend, with both teams fighting for a medal and one of them coming away with a gold. Corder and her team swept both of their round robin matches against Saskatchewan and Manitoba, and followed up with a win against Saskatchewan’s second squad in the first round of playoffs to seed into the semi-finals. The semis had the team facing one of the local Alberta teams in front of the Alberta hometown crowd, where B.C. swept the match in three straight sets.
B.C. then faced the second Alberta team in a hard fought Gold medal match. After B.C. opened to a 2-0 set lead, Alberta fought back to win game three. But Corder’s Team B.C. fought them off in game four to go undefeated 5-0 for the weekend and take the Gold Medal. B.C.’s second team also swept its pool play matches, and then defeated Saskatchewan to hit the semi-final round. However they were not able to get past the two strong Alberta teams in
the semis and the bronze medal matches, placing fourth in the tournament overall. “It has been an amazing experience to play with some of B.C.’s best players and coaches these past few weeks,” Corder said. “The support from my family, and local coaches and teammates has been awesome, and really helped me to be at the top of my game.” Corder is excited to join Team BC alumni player, Sarah Chase, on the Timberline Wolves senior girls’ team this school year.

On Sunday, June 22nd, we had over 100 junior golfers from 5-18 years old out for a 9 hole scramble, a meal and prizes. A big thank you to all the volunteers who make the program so successful. The storey creek junior program had grown from around 40-50 golfers to nearly 200 over the last 4 years.
