Water meters were the focus of a City of Grand Forks information session/open house Tuesday night at the seniors’ centre. The open house allowed the city to introduce Neptune Technology Group and their representatives from Mississauga, Ont. to local residents. Neptune was awarded the recent contract to install water meters in Grand Forks. On hand at the open house were city council members, city staff and Neptune representatives, who answered questions from the public on the installations, which will begin in September. “The open house went extremely well with great attendance,” said Mayor Brian Taylor. “There were approximately 65 people that came through to ask some great questions and see what the installation process was going to look like.” Andre Knights, field operations officer for Neptune, said he and his crew enjoyed the hospitality in Grand Forks and getting to meet local residents and answer questions. Knights said that Neptune has done several projects in B.C. and Alberta, including Kamloops and Richmond. He said they’ve heard many of the same questions and concerns from residents throughout Canada. “Every project has its own challenges,” said Knights. “A lot of the questions people have are very common throughout any project we’ve done. We try to ensure we educate people through facts instead of hearsay. We do

our best to educate them because we feel it will help resolve their concerns by having open houses, giving them information, and letting them know how the program’s going.” Knights said they take residents’ concerns seriously. “We want to make sure homeowners are comfortable and answer all their questions with the most respect and give them all the facts they need to know,” he said. Knights said there is no concern regarding radiation produced by the water meters. “These meters are radio frequency and it’s no different than the old cordless phones,” he said. A reader using a hand-held unit reads the meters from the road. Knights said the unit emits a signal every 14 seconds for a couple of milliseconds at a time. “For a full day it’s only emitting for a total of 44 seconds if you add it all up,” he said. Neptune plans on beginning installation of water meters in Grand Forks the first Monday in September. • See WATER METERS page A8

In-depth Advertiser feature details salaries BLACK PRESS
For the Grand Forks Gazette
The editorial resources of the West Kootenay Advertiser are as far-reaching as its circulation, and they’re being coordinated for an in-depth feature of interest to anyone who pays local or regional taxes. A concerted effort has been made in the past couple of weeks to put together a comprehensive article on salaries paid to local and regional administrative staff members. The article, to appear in this week’s West Kootenay Advertiser, is being written by the Nelson Star’s Greg Nesteroff with input from Black Press staff in Trail, Castlegar and Grand Forks. For those who can’t wait for the print edition, this story will be available prior to the print edition one day in advance at the www.nelsonstar.com, www. castlegarnews.com, www.traildailytimes.ca and www.grandforksgazette.ca. This is an important and interesting topic for several reasons, for one: it provides a useful measuring stick between communities in our coverage area. The story will also provide information that’s helpful for assessing the work done by various officials on our behalf. You’ve heard the expression relating to ‘voting with your wallet?’.. this is another variation on that concept. Nesteroff is known for digging below the surface of an issue, getting right to the useful details. Like it or not, money is a large part of most stories relating to government— the universal currency, if you’ll excuse the expression, and those of us paying the freight have an obvious stake in the process. Watch for this illuminating feature coming up in this week’s issue of the West Kootenay Advertiser.

Storm leaves debris field CRAIG LINDSAY
Grand Forks Gazette
A short but powerful storm ripped through the Grand Forks area last Wednesday night (July 23), bringing with it a fair amount of destruction. In a press release, Grand Forks Fire Chief Dale Heriot said the department responded to eight calls during the storm. “Damage from the storm resulted in two trees on houses, one tree on a vehicle, and trees that had fallen on utility lines, as well as tree branches blocking roads and driveways,” he said. Roger Huston, manager of operations for the city, said his crews were busy much of night clearing trees and debris from city roads. “We got the call last night after the storm event,” he said. “We cleared out the main roads to get them passable. Most of our focus was in the
downtown area on 75th St. in between Second and Sixth. There were large trees, tree branches and limbs that came down onto the road, so the crew was out clearing that off.” Huston said that crews were out Thursday morning tackling the other debris that wasn’t as urgent. “We’re at City Park, the campground and the side streets,” he said. “We were at Central Ave. pulling out some of the smaller stuff, chipping it up and making it look good.” Huston said he is unaware of any injuries caused by the storm although he does say there have been some damaged vehicles. “Last night on 75th we did see a vehicle on the side of the road that took one of the limbs from a tree right through the windshield,” he said. “We’ve heard other personal property issues and boats on land.”
Conga event raises thousands Gazette Staff
The Women Who Ride Conga 7 Eh! event held two weeks ago was a three-day fundraising and awareness affair featuring riders from as far as Kansas City, Mont., Prince George, southern California, Wyoming, Idaho, etc. The event raised $5,450 (and climbing, thanks to donation buckets) for the Canadian Breast Cancer Foundation and the National Breast Cancer Foundation. “Every year riders come in from all over and

we agreed that we split the money donations for each country. Cancer is cancer and it is just our way of trying to make a difference,” said organizer Flo Fuhr. “This was the first Conga in Canada, as we usually travel the States.”
She added, “People ask what is a conga? A conga is a dance—we dance our motorcycles across the country decked out in our royal pinkness raising awareness and funds to help make a difference and put smiles on people’s faces along the way.”
Thank You The Christina Lake Health-Care Auxiliary would like to thank all those volunteers from the community who helped to make the New to You Sale on Saturday, July 19th such a success. Special thanks goes out to the Christina Lake Fire Fighters for their help with bringing donated goods from storage to the Hall. Without the contributions of our many donors of used goods, we could not have met our objective of raising funds for this year’s equipment donation to the Boundary Hospital We could not have done it without you all!
Also on July 25, at 6:36 p.m., police received a report of a possible plane crash, Harrison said. “A person claimed they observed a plane sputtering and went down at a weird angle near Gilpin out towards Christina Lake. Extensive patrols were made by police in the area; our helicopter was brought in to search the area as well.” The fire department and Search and Rescue were put on standby; bringing in the helicopter earlier, rather than later in the evening, was important to the search. Police were able to determine who was flying the aircraft and that there was no crash. “It was a person flying a little low over an unpopulated area,” Harrison reported. “Somebody made an assumption that they had crashed.” Reporting the possible crash was the right thing to do, Harrison said. “The sooner we know about it, the sooner we can act upon it.”
Vehicle taken without consent
On July 25 at 11:03 a.m., police received a report of a stolen auto. “The suspect was named by the complainant who claimed his 2009 Mitsubishi Lancer was stolen,” Harrison said. The vehicle was recovered later that day; a female was in the vehicle with the person who took the vehicle. “The person responsible was arrested and will be facing charges of taking a vehicle without the owner’s consent,” Harrison confirmed. “We’re also investigating that he may have been under a driving prohibition at the time, so that charge may be recommended as well to Crown counsel.”
Cooler stolen from campground
On July 24 at 11:19 a.m., police received a report of an electric cooler stolen sometime overnight from the city campground. There are no suspects or witnesses.
Bench damaged
On July 22, there was a report that a bench behind Holy Trinity Church had been damaged. The back legs were broken. It’s unknown when the damage occurred, or by whom; and it may have also been an accident, Harrison reported. Damage to a sign at the Crow and Beer Pub at Christina Lake was reported Sunday. Apparently overnight someone threw a rock through two panes of plexiglas. There are no suspects at this time.
Boat checks
Expect boat checks on area waters: over 20 vessels were checked this past week and warnings and/or tickets issued. Most were for failing to produce a an operator competency card or failing to display the numbers on their vessels, Harrison said.

Crunching numbers
Each year, local governments are required, by law, to release financial information detailing how much was paid on salaries, including a list of all employees that made more than $75,000 per year. And each year, most media outlets grab those numbers and throw them into their newspapers and onto websites. The difficulty is, they are just numbers. You can gaze at them for hours but they won’t tell you anything, not without context. Does running these numbers serve the public? Does it explain government spending? With those questions in mind, Black Press papers in the West Kootenay decided to join forces to bring a more complete picture to the financial statements. Led by Nelson Star reporter Greg Nesteroff, reporters in Castlegar, Trail and Grand Forks began compiling information to create a comprehensive package that examined, not just the salaries paid, but at the population of the communities and the services offered. Instead of just looking at the totals, our reporters explored where that money was being spent. The result is a three-page feature called Crunching Numbers. It looks at local cities, school boards and regional districts in our area and compares their figures. The special news feature will be published in the West Kootenay Advertiser this Thursday, July 31. We encourage everyone interested in knowing where their municipal tax dollars are going to read it. More importantly, we want to know what you think. Did we dig deep enough into the story? Does it make the numbers more understandable? Do you want more features like this? Send your editor an email, a letter, post to Facebook or on our website. Make your opinion known. – Kevin Mills, Nelson Star Editor

Global warming a ‘threat’ to hockey advantage Second Opinion JIM HOLTZ The NHL has announced that they are supporting the idea of climate change because warmer winters are beginning to severely shorten the amount of time that outdoor hockey rinks can be used. The league issued a letter from Commissioner Gary Bettman which said in part: “Our sport can trace its roots to frozen freshwater ponds, to cold climates,” said Bettman. “Major environmental challenges, such as climate change and freshwater scarcity, affect opportunities for hockey players of all ages to learn and play the game outdoors.” And professor Danny Harvey of the University of Toronto geography faculty said, “Global warming threatens Canada’s advantage over other
countries in hockey. We know that Wayne Gretzky and Mario Lemieux and the Staal brothers—a lot of elite Canadian hockey players—got good because of the hours and hours of unstructured time they could spend playing on natural outdoor rinks in their backyards. As the climate warms, we’re going to lose that.” NHL teams are now encouraged to do what they can to reduce their carbon footprint, and of course, improve their image with the public. One wonders why other sports don’t adopt the NHL’s concern over environmental issues. Olympic athletes are always bemoaning the fact that they can barely support themselves during training because their sporting associations have so little money. What if the swimmers, rowers, kayakers could band together to promote clean, unpolluted water? Think of the images that could be generated for TV:
swimmers or oarsmen struggling to propel themselves or their craft through an estuary littered with floating plastic bags. The public would be quick to support clean water initiatives and, naturally, the Olympic funds that benefit the courageous athletes. And baseball players could win more loyal fans, higher TV ratings—and therefore profits—by supporting animal rights groups and banning horsehide covered baseballs and making them instead from biodegradable synthetic materials. Professional golfers? They could refuse to play on courses that use massive amounts of water, fertilizer and pesticides to keep those greens and fairways in shape and instead play on brown grass and dirt to please all their environmentally concerned fans. The terrific PR gained by having the nightly news interview Tiger alongside picketers in front of the lush green

grass of the Augusta National Golf Club would double the amount of prize money they could win. And what about that courageous group of Greco-Roman wrestlers in Iran and Turkey that would like to see their sport return to its roots by wrestling in the nude in front of male only crowds just as they did in ancient times? At the moment, no one seems interested, but if they aligned themselves with one or more of the big hotel chains that always want clients to help them “be green” by reusing all their towels, everything might change. Especially if they dropped the demand to wrestle only in front of males. Ads that tastefully show them wrestling accompanied by a voiceover promoting the value of not having to wash again and again a bunch of sweaty wrestling uniforms would certainly alter the image of their sport, not to mention the hotel chain.

Applying for Don’t take away natural park area pensions can be a lengthy process
Letters
to the editor
Editor, The Gazette: With respect to Jill Gresley-Jones letter to the Gazette last week: we couldn’t agree more. We were beginning to think that we were the only ones at the Lake opposed to further encroachment on our beautiful “natural” park area. Faye and I were members of the Christina Lake Chamber of Commerce a number of years back when the chamber obtained the
lease on this land from the government. It was always understood that this land would remain undeveloped. Some years ago other members and ourselves tried to have a small area graveled and a picnic area developed. We were totally shot down by the chamber, as they wanted to keep it “natural.” This is the same chamber which has since put up a large building
and huge parking lot. Now they are wanting to further develop the most pristine part of the park for housing. What a ridiculous notion. There are any number of beautiful areas at the Lake where seniors or other housing developments can be put. To take away any more of our natural park in the centre of our community would be a crime. Ian Brooker and Faye Gustafson, Christina Lake
Editor, The Gazette: I see that Grand Forks now wants to have every water user (property with a house on it) fitted with a meter to measure the flow of this watery liquid into one’s dwelling. Why do we need such devices tacked onto our pipes? Will we be elevated to the status of say Detroit or Chilliwack where careful scrutiny of one’s private flushes will now be possible? Have the citizens gathered before City Hall to
demand that we have these meters? I can find no reports in the local newspaper of such demonstrations. Nevertheless, the city marches on to further regulate our thirst. And the penalties for not having a water meter by next year are draconian, rivaling those for a DUI. Thousand-dollar fines, $10,000 levies, these are possible results of non-compliance. And it is not just the property owner or tenant who may be busted. The meter bylaw is
worded such that any person who contravenes the bylaw is guilty. Ludicrously, if I pass by a faucet on some non-metered property and take a drink, I could be found at fault. The city needs to throw out this bylaw and begin again. Listen to us taxpayers and consult at great length over this change. And have a referendum. Gregg Cherrington-Kelly, Gabriola Island, B.C. (Grand Forks property owner)
Throw out bylaw and start again
What happened to democracy? Editor, The Gazette: Grand Forks’ mayor and city council have decided to install water meters in Grand Forks. They are proceeding at an alarming, accelerated pace, going forward despite major opposition to the plan from local residents and taxpayers. There was a petition circulated earlier this year, calling for a referendum on water meter installation. The petition accumulated some 800 or so signatures in favour of a referendum on the matter. This was presented to the mayor and city council, and was ignored. They are still proceeding with the water meters. This is totally appalling and unbelievable. First, in order to get 800-some-odd signatures on anything in a town like this is a major landmark event… something to really take note of. Second, this means that a major proportion of residents/taxpayers are deeply
concerned, or totally opposed, and want either further preliminary steps or cancellation of the project. Pretty obvious and straightforward, right? Anyone who cared about democracy would really stand up and take notice. Well, apparently our mayor and city council are doing their best to ignore the democratic process. Our civil rights and liberties are being violated. We have every right to vote on how our town is run. It doesn’t matter WHAT the issue is: could be water meters, urban deer, street paving, whatever. The issue here is that we are getting railroaded against our collective wills. Mayor and city council do not have the right to force installations and “improvements” on us that we don’t want, no matter how good they can make it look; there are always alternatives. If the majority is in favour of a project (or against it), no matter how silly it sounds, that is the way it should be.
Celebrating
It’s called democracy. The only way to proceed on a contentious issue like this is by placing a moratorium on the project now, and holding a referendum at the upcoming election. Let the people speak. This is our town. We have a right to speak and be heard. It’s time to speak up and do whatever you can to put a stop to the current water meter program, and get a referendum going. I suggest that at the November civic elections, we speak loudly and vote for a brand new mayor and city council that believe in democracy. For further information please attend the Info Session on Aug. 6 (7-9 p.m.) at the Grand Forks Christian Centre on the corner of Fourth St. and 75th (as per the Gazette ad in this issue) or call 250-442-6000. Recent conversations with constituents who are just starting their application process for Canada Pension and Old Age Security benefits are bringing to light issues that younger members of the Canadian workforce should keep in mind sooner rather than later, in order to avoid unpleasant surprises when retirement time comes. Mr. and Ms. Boomer have always been well regarded wherever they have lived. They even spent some time working in another country for Canadian and foreign From the hill employers before they Alex atamanenko decided to come back home and settle down. When the Boomers applied for their Canada Pension and Old Age Security benefits, they had many obstacles to overcome before they saw their first cheque or direct deposit. Suddenly they had to start a frantic search for the old documents that proved when they left Canada, where they worked, for how long and when they returned. They wished they kept their old passports stamped with all the necessary dates. It would have been helpful if they had kept those old airplane tickets or other documents that showed the dates they entered the foreign country and when they returned to Canada. Keeping old pay stubs or staying in touch with their foreign employer would have been helpful, too. Now it is crunch time—trying to retrieve any useful documents from 35 to 40 years ago, especially from a foreign country, before their savings run out (if they still have some left). This scenario should come as a warning to all Canadians who are travelling abroad for work and still plan to retire in Canada in some distant future. Predicting what regulations will be in force 30 years from now is impossible but it is always better to plan ahead. If you immigrated to Canada as a child on your parents’ passport or visa, you might want to start looking for that old passport. Even if you obtained Canadian citizenship in the meantime, you will still be required to submit the document showing when you first landed in Canada with your pension applications. If you do not have your original landing document, you will need to request a Verification of Entry from Citizenship and Immigration Canada. It might take some time to get the document, especially if Immigration is required to do a manual search through its records—if you arrived to Canada before computers were put to official use for record keeping. Service Canada advises people to apply for their Old Age Security benefits and the Guaranteed Income Supplement up to 11 months before they turn 65. In April 2013 Service Canada implemented a process to automatically enroll seniors who are eligible to receive the OAS pension. If you can be automatically enrolled, Service Canada will send you a notification letter the month after you turn 64. If you do not receive this letter, you must apply for your OAS. If you have always lived in Canada and have kept your personal records in a safe place, no problem. Otherwise, you might want to start looking for those old immigration documents and get a head start on what can be a lengthy process.

Solar projects help community
Editor, The Gazette: A 9.1kW roof-mounted Solar Photovoltaic (PV) Electric system, generating approximately 10,400 kWh/yr which is 75 per cent of the annual usage in my home, awaits City of Grand Forks approvals. Once installed, hopefully within the next few weeks, this will be the first grid-connected solar electric system in Grand Forks. A net metering application for this project was filed July 7, and included provisions for interconnection permission (which has been conditionally approved in principle by the city’s electrical engineer), bylaw consents, and net metering
terms of agreement as the city does not yet have a net metering program or bylaw in place. I also submitted a letter to the city in April recommending that the city establish a net metering program. The city is presently considering a bylaw that will cover net metering, which is scheduled for first reading in August. My project will act as a pilot project and may help to form the net metering bylaw. FortisBC, which services the surrounding area, and BCHydro have had net metering programs since 2009. These programs allow customers to generate their own electricity, supply excess to the utility at
the same rate they are charged, and hedge against rising electricity costs. So our new bylaw will bring our community up to date and open the door for grid-connected renewable energy systems in Grand Forks as well. In addition to developing my own project, I will continue to promote the harvesting of our abundant solar energy in our community and, teaming up with Boundary Electric and Howell Mayhew Engineering, help our community by developing more solar electric projects in the Grand Forks area. Roxanna Bolton, Grand Forks

Council not interested in governing
Editor, The Gazette: After reading the proposed bylaw regarding the “smart” water meters I would like to point out a few flaws in it, especially in chapter 16.1. As a landlord I have to give a 24-hour notice before entering my own (rented) house (provincial and federal law). Even the RCMP cannot (in no emergency situation) enter
iNFORM
your home without a warrant (provincial and federal law). When we go on vacation, a friend’s teenage daughters usually do house and pet sitting for us. From now on I will instruct them, that in case someone bullies himself inside the house, to call 911 and report a home invasion. Anyone can disguise themselves as a city worker, right?

So because the mayor has not heard about any lawsuits yet, does not mean they are not possible. By the way, five minutes with a phone book can reveal an interesting fact: the mayor and councillor Kendel (almost 30 per cent of the city government) do not live within the city limits and are not supplied by the city water system, meaning no meters in their homes. From the way this bylaw is written it seems clear that this current council is not interested in governing, but ruling the people. Richard Soukop, Grand Forks

Conservatives elect candidate SUBMITTED
to the Grand Forks Gazette
Conservative Party members in the new riding of South Okanagan West Kootenay (SOWK) have elected Marshall Neufeld by a margin of 88 per cent as their candidate in the next federal election. A total of 649 party members
voted in nomination meetings held in Castlegar, Grand Forks, Osoyoos and Penticton. “I am honoured and humbled to receive such a strong mandate from the party membership,” Neufeld said. “It gives me great confidence moving forward toward the next federal election.” In his speech to the member-
Water meters “We’re going to start on an area-byarea basis,” he said. “We’re going to divide the city into smaller areas because we find that more efficient rather than jumping all over the place.” Knights says that residents will be receiving information booklets prompting them to book an appointment. “These booklets will be different than the ones people just got—the orange ones, those ones are strictly information—this one will be a different colour so they can identify it. (The booklet) will have our call centre’s number where
ship prior to the vote, Neufeld noted that this new riding of SOWK is winnable for the Conservative Party…“If there is a high enough voter turnout.” He appealed to the membership to not become apathetic and that, with their help, he and the party can win this seat together. “Now the real work begins,” concluded Neufeld.

they can call and book an appointment. They can also go online as well. There will be information on that. They’ll be prompted to call only when they get that booklet.” The cost of the water meter installation program is $1.3 million which will paid for by the federal gas tax program. Knights said that using water meters is a fairer way of charging customers for water usage as he has seen in other communities in which they have installed water meters. “It’s case by case, really, but it does
produce a significant reduction in water usage; but it’s all dependent on the homeowner,” he said. “It’s in their control now because they will be paying for what they use. That’s the beauty of it. It’s not a flat rate anymore, it’s what you use. Only they can control it. We can’t make any guarantees because if people want to wash their car in the rain, we can’t control that. We can’t guarantee (lower water bill) unless you’re consciously controlling your consumption.” Knights commended the City of Grand Forks for implementing the mock billing period for a year, which will give people an idea of how much they will spend will the water meters. “(The mock billing) will allow people to adjust their consumption because they will see what they are consuming in a monthly or quarterly and adjust accordingly, which is really fair and great for them,” he said. Knights said Neptune expects to complete the inside installations by the end of this year. He does add it will take longer to install outside (pit) meters. There was a good turnout at the city’s open house for water meters.

Lobster Fest sure to be a feast CRAIG LINDSAY
Grand Forks Gazette
The Grand Forks Rotary Club is starting September off with a bang as the club is presenting Lobster Fest. Be sure to get your claws on some tickets before they all sell out to avoid disappointment. “Over half the tickets have already been sold,” said Peter Perepelkin, chair of the Lobster Fest committee. “We’re anticipating that it’s going to be a sell out. For people who are interested in the lobster or just wish to donate, don’t wait for the last minute. It will sell out.” Lobster Fest goes Saturday, Sept. 6 at the Christina Lake Community Hall and is a fundraiser for the club’s spray park,
which will be built in City Park. The Rotary club is importing fresh Maritime lobster and will be pairing it with local, fresh produce for the event. “All the veggies and other produce will come from the Boundary,” said Rotarian Graham Watt. “It’s going to be East meets West. Everything is going to be prepared by a local chef, Devon Butterfield.” Perepelkin said Lobster Fest is open to all ages and people are free to come dressed as they wish. “It’s not a formal even. We expect people to come ‘classy, casual dress.’ Let’s go out and celebrate lobster and building a park.” Rotarian Lynne Burch, who chairs the spray park committee, said she expects the event to be one of the highlights of the fall. Perepelkin added, “Hopefully,

this will be the start of an annual event.” Watt said that lobster fests and feeds have been very successful in other cities in B.C., such as Kelowna and Merritt. “We ‘borrowed’ the idea from other Rotary clubs who have used lobster fests as a successful fundraiser for major initiatives,” he said. Insects abound
CRAIG LINDSAY
Grand Forks Gazette
A local woman has a real problem with bugs. In fact, her yard has become almost overrun by grasshoppers. Bonnie Swetlishoff, who lives at the top of Valley Heights, said it’s the worst she’s seen in her 25 years living there. “Never like this,” she said. “Last year was really bad. This year is worse. I’ve never seen it this bad.” She admits she is no entomologist, but she fears that the grasshoppers might be migratory and could ravish the area. “We are agricultural based,” said Swetlishoff. “We have farms here and if these things start moving we could be in trouble.” Swetlishoff said the grasshoppers have destroyed her flowers, her trees and much of her lawn. She has not tried any pesticides or other means of removal. “There are so many I wouldn’t know where to start,” she said. “Plus I’ve got a small cat.” She said she’s talked to her neigh-

Gigliotti said the mechanical plant was added in 1998 and is what is called an extended duration plant. Even though most of the waste sludge is returned back in the process, there is some left, he said. “Over the years, that sludge has been dumped into cell #2 of the plant,” he said to council. “The result is that it has accumulated to the point where it has formed an ‘island’ of sludge in the pond.” Gigliotti said that one of the questions that have come up is what to do with the sludge and get the plant operating the way it should be, and in the long-term

what to do with the sludge that daily comes off the plant. Gigliotti said one of the solutions is to remove the sludge, dewater it and haul it away to a ground site (application). Sasha Bird, manager of development and engineering for the city, told the Gazette in an interview that sludge is a common issue with wastewater lagoons. “All municipalities that use the lagoon system have to address (the sludge build-up) at some point,” she said. Other options for the sludge island are geo tubes (a specially engineered textile designed for containment and dewatering of high moisture content sludge and sentiment) or disposal or removal to another location, although that would be quite costly, said Bird. She adds that as long as the sludge is appropriately managed it poses no threat to the environment. At the Committee of the Whole meeting, Doug Allin, city administrative officer, said the city would like to see much more collaboration and public consultation before making any decisions on the excess sludge.
“Really, we’re just in the infancy of looking at this issue,” he said. Mayor Brian Taylor said that the presentation from Urban Systems was very thorough and well done. Taylor said it doesn’t appear to be an emergency situation. “It all still works, it just could work better,” he said. “In the long run we have to do something about this. We have to plan some strategy about addressing it. The time frames given were fairly (long) 5-10 years.” He said the problem hasn’t just developed “overnight” and that it will take a while to come up with a solution. Taylor said there are many different options to deal with the sludge but it can also be an asset. “Municipalities have used it to fertilize community forests or on farmlands to improve the potency of the soil,” he said. “There are lots of nutrients.” He also cautioned against public perceptions—concerns about it leaching into the water shed and that kind of thing. I think he gave a very balanced look at what we might consider in the future but nothing jumped out as the situation at this point.”

Robusters in fine form
SUBMITTED
to the Grand Forks Gazette
The Kootenay Robusters Dragon Boat Team was in fine form for the Kelowna Dragon Boat Festival held July 19-20 in Waterfront Park. As usual, many of the 15 women’s teams taking part were made up of young, competitive athletes, putting the Robusters, with an average age of 61, at a significant disadvantage. Despite this, the Robusters won their first three races and posted times that resulted in the opportunity to take part in the women’s championship final. In that race, the team placed fourth, putting in a good effort and enjoying the encouragement of their fans on the shore.
The main disappointment of the weekend was that the Robusters, who were formed to support breast cancer survivors in the region, were not able to enter the race for the Breast Cancer Cup. A minimum of 18 survivor paddlers is needed to take part and the Robusters could only come up with 16. The team did, however, take part in the Carnation Ceremony, held to remember those who have lost their fight with breast cancer and to encourage those who are fighting the disease. The team would like to remind breast cancer survivors (and women who would like to become associate paddlers) that new members are welcome. Now would be a great time to join since our next festival is not scheduled until early September. Call 250-362-5289 for more information.

NOTICE OF PRUNING
FortisBC Inc. has contracted Asplundh Canada ULC to manage vegetation near power lines within its service area. This work is necessary to reduce safety hazards near electrical wires and to prevent power outages caused by trees or tree limbs making contact with the lines. Clearing around the low voltage lines that deliver power to individual residences remains the responsibility of the property owner. For safety reasons, FortisBC encourages homeowners to enlist the help of a qualified professional when pruning near low voltage lines. Over the next few weeks, Asplundh Canada ULC crews will be pruning, treating and removing hazard trees in the FortisBC service area of Christina Lake. The work location is described as - Christina Lake town site. Every effort will be made to minimize disturbance to local property owners. If you have any questions about this project, please call Asplundh Canada ULC at

Locals dare to cross the lake CRAIG LINDSAY
Grand Forks Gazette
A number of local swimmers recently braved cold water and strong currents to finish the Across the Lake Swim in Kelowna on July 19. The swimmers were among 900 competitors who attempted to swim across Okanagan Lake near the William R. Bennett Bridge. At the best of times the 2.1km is challenging but the 2014 version was even more so with strong currents pushing swimmers off course. Despite the difficult conditions, four members of the Grand Forks Piranhas Swim Club finished the swim as did five other local residents. Piranhas coaches Robyn Van Ek and Nicole Nuyten swam side by side and both finished with a time of 57 minutes good for 10th in their respective categories (Robyn – Female 20-29, Nicole – Female 10-19). Another Piranha coach, Doug Van Ek, finished 8th in the Male 10-19 category with a time of 43:01. For Nuyten, assistant coach of the Piranhas club, this was her second race and she said it was much harder than the first one. “Last year was our first open water swim,” she said. “Our goal was just to finish the race. As competitive swimmers we rely on the line (on the bottom of the pool) to swim straight, so we thought staying on course would be challenging enough. After finishing the race last year, we felt that we could have swum much faster.” With the conditions in the lake this year, Nuyten and her fellow coaches were just happy to finish the race, especially with over 200 swimmers having to be pulled out of the lake. “Last year the water was calm and warm,” she said. “This year it was extremely windy in the middle of the lake. The waves were pretty bad and there was a pretty strong current to fight against.” Nuyten said they didn’t wear wet suits as the water was warm the previous year and they had no problem. “Last year we swam fine without them, but this year the water was much colder (21 degrees),” she said. “A few people were even pulled out of the water with hypothermia. The distance from start to finish is 2,100M, but the current caused us to swim off course. The race crew suspected we swam over three kilometres.”
Grand Forks Piranhas swim club coaches Robyn Van Ek (middle) and Nicole Nuyten (right) are still smiling after finishing the grueling Across the Lake Swim in Kelowna on July 19. Submitted photo
Also finishing the lake swim was Piranha swimmer Ethan Argue, who finished 14th out of 33 in his category (Male 10-19) with a time of 59:01. Robyn, head coach of the Piranhas, said that Argue and Nuyten have been training hard and pushing each other throughout the Piranha season. “They swam the (lake) race after completing two intensive weeks of training,” said Robyn. “I am very fortunate to coach these two. They are very hard workers and provide support to their teammates when the going gets tough.” The Piranha swimmers are now training hard getting ready for the regional championships in Trail on Aug. 2/3. Other local finishers were: Grand Forks: Mathew Gray, Male 20-29, 3rd out of 25 Jim Grey, Male 70-79, 5th out of 12 Jennifer O’Brien, Female 30-39, 51st out of 93 Christina Lake: Sandra Dorgelo, Female, 40-49, 13th out of 141 Melina Hoodle, Female 30-39, 52nd of 93
Sieche Wave
The phenomenom affecting the lake was either attributed to something called a sieche wave, which is a stationary wave in a body of water caused by a change in atmospheric pressure, seismic activity or wind; or to an angry lake monster, Ogopogo. An article from Across the Lake, stated: “We came up with a theory. The strong and sustained winds running parallel along the long, narrow shape of the lake days prior to and the morning of the swim created a current running north. The narrow point of the lake where the swim occurs (near the big bridge) focused the wave/current to be stronger there. The bridge itself further narrowed the opening, increasing its velocity. This seiche wave pushed the swimmers north up the lake.” The other theory, the one saying that someone ticked off “fictional” lake monster Ogopogo, is a little harder to prove.

Two thumbs up for the members of the Grand Forks Fire Department that travelled to West Kelowna to assist the West Kelowna Fire Department with the forest fires over there the weekend of July 18-19. Thumbs up to Craig Lindsay and the Grand Forks Gazette staff for “burning the midnight oil” to fairly report and speedily publish breaking water meter issues to the public in last week’s Gazette. Well done! Thumbs up to the Conga 7 Eh! riders for their devoted participation in raising funds for breast cancer and to the businesses and folks of Grand Forks that made the events such a success.

Amalia a story of strength LORRAINE GORDON
to the Grand Forks Gazette
Amalia is the beautiful catalyst who turns the world of Metzenbaum and his sons upside down, when she literally falls into their lives. A story of inner strength, resourcefulness, and long-suppressed physical and emotional longings, Amalia is a satisfying tale that kept me spellbound to the stunning last sentence. Available now as a Kindle ebook, and in hardcover at Pharmasave, Grand Forks.
Imagine being the sole survivor of a plane crash, high in the rugged mountains of British Columbia. How would you cope with the shock, the isolation, and the fear of the unknown? This is the story of Amalia, written by Grand Forks author Helen Armstrong-Durham. Amalia is a writer with a new book contract in her hands from a Vancouver publisher. Card of Thanks
In the recent loss of our dear husband and family patriarch, Eli A. Popoff, we’ve been very much uplifted from our sorrow by the loving support and kindness of many people. Firstly, we wish to sincerely thank the doctors, nurses and staff at Boundary Hospital; all the personnel at Hardy View Lodge; and Boundary Hospice volunteers. Also, a sincere thank you to Deborah and all her helpers at the Grand Forks Funeral Home; USCC staff, Ladies Cooking Groups and Bread Ladies; Paul J. Seminoff for officiating; all the Verigin family for their support - USCC Executive Director, JJ Verigin for his thoughtful tribute at the service; Mayor Brian Taylor for his participation and kind words; MP Alex Atamanenko for his touching personal message emailed from Australia; all who offered condolences, sent cards and messages, brought food and made memorial donations; all who spoke, sang and otherwise participated in the services, including those who traveled from the West Kootenays, and other parts of Western Canada and who helped to create the moving and beautiful traditional choral send-off that dad would have deeply appreciated. To all those dear relatives, friends, neighbours and community members who assisted in so many ways in supporting our family through this trying time -

Ralph Elvin Johnson It is with great sadness that we announce the passing of Ralph Elvin Johnson on July 19, 2014 with his loving family by his side. He was born in Nelson, BC on February 4, 1922 to Elvin and Marjorie Johnson. After completing high school, Ralph joined the U.S. Navy. On July 28, 1942, he headed to San Diego for specialized training for Machinist and Refrigeration. During the next two years, Ralph was stationed on the John Penn and was involved in many campaigns; Iwo Jima, Guam, Bougainville, Solomon Islands and Guadalcanal, where on August 13, 1943, his ship was torpedoed and sank. He was 1 of 123 survivors out of a crew of 460. On December 25, 1945, Ralph received an honourable discharge and many commendations. He then attended the University of Idaho in Farragut, Idaho where he completed his mechanical engineering. Ralph then went to work for The Boeing Company in Seattle where he worked in developing the B52 Bomber, KC135 re-fueling aircraft and the minuteman missiles. On April 29, 1953, Ralph married Peggy Smith, with whom he spent the next 61 years. In 1965, Ralph and the family had the need to return to the Kootenays and Ralph obtained a position with Cominco (Teck). He worked on many projects, one of which was the pilot project and eventually building the new zinc electrolytic plant in Trail. Ralph loved to golf, travel, hunt, fish, fly planes but most of all, spending time with family and friends. Ralph was predeceased by his parents Elvin and Marjorie, his son Gregory and his older sister Dorothy. He is survived by his wife Peggy, sons Graeme and David (Joann) as well as nieces and nephews. A Celebration of Life will be held on Friday, September 12, 2014 at 11:00 am at the St. Andrew’s Anglican Church Iona Hall in Trail. Bill Clark of Alternatives Funeral and Cremation Services™ has been entrusted with arrangements. As an expression of sympathy, donations in Ralph’s name may be made to the CNIB Service Dog Fund at #101-1456 St. Paul Street, Kelowna, BC, V1Y 2E6 or online at www.cnib.ca You are invited to leave a personal message of condolence at the family’s online register at www.myalternatives.ca
