When Sean Keely, owner of Positive Apparel Thrift Store in Nelson, saw the amount of unsold clothes that he was dumping into the landfill he wondered if there was a better way. Like most thrift stores, Positive Apparel relies on clothing donations from the public, but many clothes are either un-sellable because it’s dirty or ripped, or it just might not sell. All that unsold and unusable clothing ended up at the landfill, which also cost the thrift store a dumping fee. “My wife and I knew when we started up the thrift store that there was going to be waste—every thrift store has waste,” he said. “Every thrift store has stuff that needs to be thrown away—they’ve sat too long. But they’re not necessarily garbage. So rather than throw it into the landfill right away we began to stockpile it.”

Keely came up with the idea of taking his unused, leftover clothing and binding it together and shipping it to a company in Vancouver, which then processes the clothes and sends them overseas. “We were originally doing about 10 tonnes every four weeks doing it out of our building and hand bombing truckloads ourselves,” he said. “But it became clear that there were more thrift stores and more textile waste in the area that we could bring in to the fold.” Business took off quickly and soon Keely was driving around in a cube van and picking up unsaleable clothes from thrift stores throughout the West Kootenay and Boundary area. Keely said they are now doing around 50 tonnes each month. “I’m now bailing it myself,” he said. “We acquired a bailer, a new location, a new forklift and a scale. We’re able to, for the time being, relocate it to Vancouver as we

always have been but in larger quantities. It adds to the little bit of profit we have. It doesn’t pay a lot but it sure keeps it out of the landfill and allows us to cover our overhead.” Keely said the next step is for the company to start milling (repurposing) the clothes themselves. He said that would save the step of having to send the clothes to India to be milled. “There are people in North America that buy raw, recycled material like denim,” said Keely. “We could mulch it, mill it and bail it and sell it to a fellow (who makes insulation) in Quebec who is currently buying it from India. It would be a much less footprint, probably less cost to him.” On one of his trips to Grand Forks, Keely came across Alfie and Marilyn Paul. The Pauls had been taking clothes from Grand Forks to Penticton for a non-profit organization called Food for Children.

We’ve been taking clothes to Food for Children in Penticton for a number of years using our truck and trailer, said Marilyn. “We told them about this organization in Nelson (Positive Apparel) that would take the clothes that were dirty and no good and process it,” she said. “When we told them about that they also said they had a horrific bill for the landfill. Instead of putting

clothes in the landfill now, when we take a load of clothes up to them that are good that they send to disaster areas—they have saved us bags and bags and we bring them here to go to Nelson.” Marilyn said instead the un-saleable clothes going to the landfill in Penticton, the Pauls bring it back on the empty truck. Keely (now new driver Al Williamson) then picks up the clothes from the Pauls on his regular trip through Grand Forks to bring to Nelson.

How much do local governments spend on salaries? The West Kootenay Advertiser looked at the payrolls of local cities and regional districts as well as school districts — although direct comparisons are difficult because not all bodies provide the same services. The data comes from annual statements of financial information each organization is required to file, which is usually available on their websites.

From those documents, we extracted the total payrolls including expenses, the number of employees making over $75,000 and $100,000, and the division of the payroll above or below the $75,000 mark. We then compared the figures to the populations served and also came up with lists of each body’s top five earners, and rounded it out with figures for other organizations in the Kootenays and BC.

HE CITY of Nelson had the highest payroll among West Kootenay’s four largest cities in 2013 as well as the largest number of high earners, but its mayor insists there was good value for the money. The city’s salaries totalled $9.6 million, a per capita rate of $942 that was also higher than Castlegar, Trail, or Grand Forks. It had 37 employees making over $75,000 and 16 making over $100,000, more than twice as many as neighbouring cities. The difference can largely be attributed to Nelson Hydro and the city’s professional fire department. Nelson is the only municipality in BC that both generates and distributes its own electricity, which requires a high outlay of capital and staffing — four of the city’s top five earners last year worked for the electrical utility, with wages of up to $158,632, much of it paid in overtime. But Mayor John Dooley said Nelson Hydro is still a net benefit to the city. “It’s a major revenue generator,” he said. “Plus they’re involved in other initiatives such as broadband.” The utility produces about half the power used by customers in its service area, which stretches beyond city limits, and buys the rest from FortisBC. It’s expected to put about $3.1 million into city coffers this year. Dooley also said a professional fire department is an asset considering the community’s condensed downtown core and many older

for a probationary officer to $102,467 for a sergeant. In 2013, staffing was budgeted at $2.78 million, including salary and benefits. Police chief Wayne Holland has said the department’s proportional share of the city budget is lower than other similar-sized BC communities while the case-load burden per officer is higher. Dooley said the primary advantage of a municipal police department is that it lets the city set priorities and police the community as it sees fit. As for hiring practices generally, he said there is a “competitive environment for qualified people” and they try to keep salaries in line with the rest of the province. “It’s important to pay fair compensation to

the city to keep reserves robust and contribute a portion of electrical revenue to other city expenses.” Taylor said the city has been asked repeatedly to consider selling its system — as Kelowna recently did to FortisBC — but community control “is working very well for the city now and as we struggle with sustainability it may be even more important in the future.”

CHOOL districts have little leeway in controlling salaries, the chairs of two local boards say. Financial reporting for 2012-13, the most recent available, showed the Kootenay Lake district had the highest payroll at $38 million, followed by Kootenay Columbia at $27.5 million, and Boundary at $11.4 million. Expressed per student, the sequence is reversed with Boundary the highest at $8,683 for each of its pupils, followed by Kootenay Columbia at $7,113 and Kootenay Lake at $6,612. The Ministry of Education’s funding formula includes a base amount for each student plus supplementary grants to address things like declining enrolment and salary differentials in districts with higherthan-average teacher salaries. Overall, perpupil provincial fundDarryl Ganzert ing was about $8,500. Kootenay Columbia chair Darryl Ganzert said teacher and support staff numbers are largely dictated by enrolment and provincial contracts, limiting trustees’ ability to keep staffing costs down. “The more years experience you have, the more expensive you are,” Ganzert said. “We will occasionally hire people with a lot of experience, but most teachers [hired] are beginning teachers at lower wages.” As for senior administrators, Ganzert said wages have been frozen provincially for the last two years and when they hire someone, there is no dickering. “Typically if a position comes up, we would set the wage and people would apply or not. The wage would be pre-set on the job posting,” he said. Prior to the freeze, increases corresponded to teachers’ raises. Kirk & Ritchie are surveying a townsite on Toad mountain, adjoining the Dandy, which will be on the market before long.” Two weeks later, the paper reported: “Fredericton forms the apex of a triangle of which the centre lines of the Dandy and the Silver King

form the base. It is thus in the most favorable location for townsite purposes and whatever settlement can be made in the immediate neighborhood of the mines.” At 5,950 feet (1,813 m) above sea level, it had the highest elevation of any town in Canada — or would have, had it flourished beyond a mining camp.

One of Fredericton’s few businesses was the Toad Mountain Hotel, also known as the Grand View or Morice House, presumably made of logs cut on site and operated by David Morice, whose wife gave birth there to a son, John William Frederick, on November 23, 1892. (Morice named a mining claim, the Freddie Morice, after his child.) The hotel was also a polling station in the 1894 provincial election. The last townsite ad appeared in 1894, but five years later, Morice was still running the hotel when a petition began circulating asking that his license be cancelled. According to the Nelson Tribune, “It is said that the petition is being engineered by some of

If you put it in valet mode, rpms are limited to 4,000. Gosh, I really hope I can take the red key… This Matrix-like conundrum is a good one to have. Take the safer route (black key) if you’d rather ease off on harnessing the gargantuan horsepower of the 2015 Dodge Challenger Hellcat. It’s the most powerful production Chrysler V8, as well as the most powerful production muscle car to date, so it needs to be treated with respect. But then again, the red key will allow me to tame this muscled feline one shift at a time, whether through the 6-speed manual or an 8-speed automatic. Looks like the decision has been made for me. Red key is sitting pretty in the centre console. And it’s in track mode. Electronic intervention is minimal. I

have access to all 707 horsepower and I’m at the Portland International Raceway. I’d say this will be a heavenly day. With a new look on the inside and outside, the 2015 Dodge Challenger is ready to take on its Ford Mustang and Chevrolet Camaro competition head-on. “Rolex or Mao hat!” was the street hawker’s sales cry, as our rickshaw sped past him through the narrow streets of old Beijing. It could also be the question posed for an emerging supernation struggling to blend new-world economics with a communist social order. Our four-city, fifteen-day tour of China included many other interesting and modern forms

of transportation. To start with, we were very impressed with the cleanliness of airports and train stations. Eating or drinking is not allowed on metro trains in Beijing and Hong Kong and another plus was having important signage in English, as well as Chinese. China now has more than four billion kilometres of highways and expressways, for road users. Rail travel is inexpensive and popular, and

carried more than two billion passengers last year. The high-speed rail line system is expanding rapidly and expected to reach 18,000 km of track by the end of 2015. Shanghai also boasts the world’s first ultra high-speed maglev rail line. In fact, the only old-world transport during this tour was that rickshaw, which could also be described as a pedicab. The only other rickshaws we saw were a few for sale

at a closed “for hire” location near a ferry terminal in Hong Kong. The other city we visited was Xi’an, a famous fortress city at the Asian end of the historic “Silk Road”. It’s also the home of Terracotta Warriors, a UNESCO world heritage site. Cars: China is the largest auto market in the world. More new vehicles are sold in China every year than in all of North America. While it has about a dozen major home auto man-

ufacturers, most have production agreements with foreign auto makers. Which explains why, for the most part, you’ll see the same Volkswagens, Buicks, Hondas and Toyotas that you’ll find on any street in Vancouver. How they’re driven is different. Many drivers ignore crosswalk rules, so it’s advisable to cross busy intersections with a group of fellow pedestrians, there’s safety in numbers! Our in-car experiences were

Five Ford F150 secrets

The F-150 has been the best-selling pickup truck since 1978. Yes, 36 years — that’s longer than a lot of you reading this have been alive. However, there are a few things about Fords popular pickup that most people don’t know about. Earliest Ford pickup wasn’t an F-series. Although Ford offered delivery-bodied cars sporadically since 1905 and one-ton trucks since 1917,

its first factory-assembled “pickup” was built on April 15, 1925. The 33,795 1925 model T runabouts with pickup body sold for $281. Why it was called the F-150. The earliest use of the F-series name dates to the all-new 1948 Ford trucks, the half-ton model being the F-1. Ford made the jump to the F-100 name in 1953, but the F-150 nomenclature didn’t arrive until 1975. This was a model that debuted to evade emissions requirements, as it was essentially

a “heavy half” pickup rated at just over 6,000 pounds gross weight — the line in the sand drawn by the EPA at the time, which required catalytic converters and subsequently unleaded gasoline. International Harvester also did this for 1975 — its final year of pickup production — making all half-ton 100 models 150s, to avoid installing catalytic converters. The final year of the F-100 was 1983 — by which time leaded vs. unleaded was a moot point.

Built all over North America, then there were two. When introduced for 1948, The F-1 was built at all 16 U.S. assembly plants that also built Ford cars. In 1956, with trucks becoming more specialized along with the opening of the Detroit Truck Plant, Ford started consolidating truck production to fewer plants. Beginning in the late

1970s, Ford split its North American assembly groups into car and truck. Today, only two plants build all F150s globally – the Kansas City Assembly Plant in suburban Claycomo, Mo., and the Dearborn Truck Plant near Dearborn, Mich. Off-white or chrome? The front bumper was longestrunning component constantly used on every single pickup and remained unchanged during the F-series era from 1959 to

1979. I guess he liked it. Sam Walton, founder of Walmart and one of the richest men in America, drove the same 1979 F-150 Custom 4x4 to work every day until he died in 1992. This story could be obsolete in a month as automakers add electrification to existing models and introduce all new models, at an incredible rate. The market for electric cars or plug-in hybrids is very small but it is growing. The success of Tesla’s Model S has shot its stock price into the stratosphere, as investors bet on that company’s emergence as the electric car and technology leader. The stock price

should really reflect the cars sold, as Tesla can only make about 20-25,000 cars annually for a worldwide market. The Market Green Car Report recently published a sales report on all electrics sold in Canada for the first six months of the year. The list of vehicles sold is compiled from companies’ self-reporting but Ford’s data is missing. This Green Car Report estimates that Ford’s numbers will push overall electric sales to 2,200 for the first half of the year, a 50

percent improvement over a year ago. What we do get is a good snapshot of the market. With only 1,941 electrics officially counted, amounts to only 0.21 percent of the overall Canadian marketplace. (Canadians are on track to buy almost 1.7 million vehicles this year) So these are tiny but important numbers and the trend is higher. The clear winner isn’t the Tesla at all; in fact it is in third place behind the Chevy Volt and Nissan LEAF. Chevy sold 831 Volts up to July with Nissan

selling 462 LEAFs and Tesla moving 290 Model S cars. The Smart Full Electric Drive comes in fourth with 163 cars sold and in its first month of sales (June) the BMW i3 looks good with 50 units sold. Not all electric cars are the same What many people don’t realize is the complexity of the electric car market. I look at it this way, if the car can be plugged into an outlet; it is at least partially electrified. There are pure electric cars like the Nissan LEAF, Tesla Model

S, Smart Electric, Mitsubishi iMiEV and BMW’s new i3 – all of these use just electricity to propel the car. Then there are electric cars that have an onboard generator, should the range of the electric pack limit driver’s intentions. The Chevy Volt, Cadillac ELR, the Toyota Prius Plug-In and the BMW i3 are, or can be equipped, with a gasoline engine to either drive the wheels or charge the battery. This is one area where the Chevy Volt wins. With roughly a 65 km range on pure electricity and a

small generator on board to extend the range indefinitely, this car makes a lot of sense. This is why the BMW i3 has an optional generator for $3,000 to extend the range of that model. But if the buyer chooses this option, the range of pure electric drive is limited because of the added weight of the car. Electric car buyers need to know if they can live with the limits of the electric cars range or want the flexibility to extend the range with an on-board generator. What is still to come?

We are living in interesting times. More and more electric cars are being added, not to meet the demand but to meet regulatory requirements. For the model year 2016, the United States has a new cooperate average fuel economy (CAFE) standard that has each manufacturer trying to hit 35.5 mpg average across their fleet, including small trucks. This isn’t doable with the current internal combustion engine technology,

The deepest form of creativity is not simply art, invention or strategy; it is the inspired orientation to cultivate true civilization, which by its very meaning includes mutual respect, tolerance of differences, equal representation regardless of economic class or political standing towards the realization of greater justice, and freedom in its varied and genuine expressions. HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced. “The basement was a black hole when we moved in,� recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.� Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

PETS on PARADE WE ARE VERY FORTUNATE TO LIVE IN THE BEAUTIFUL WEST KOOTENAYS, BUT THE BEAUTY OF OUR AREA ALSO BRINGS WILD ANIMALS RIGHT INTO OUR COMMUNITIES AND SOMETIMES OUR YARDS. The Trail Regional BCSPCA would like to talk about a common idea in this area. The topic at hand is DON’T FEED WILDLIFE! When wild animals are attracted by food, they may become habituated, losing their healthy fear of people and posing risks to humans, pets and the wild animals themselves. Feeding wildlife is also responsible for human-wildlife conflicts in many BC communities. Feeding wildlife can also disrupt population and migration patterns. Animals adapt to an artificial abundance of food, but when food becomes scarce, as in winter or when people stop feeding them, animals face starvation. When “harmless” wildlife is attracted to an area, larger predators are also encouraged into the area as well. This brings us to the subject of the number one domestic small animal predator, the coyote. Urban coyotes have become very comfortable around humans and have learned that domestic pets can be an easy prey source. There are a number of things you can do to keep coyotes away from your neighbourhood, your pets and your livestock. 1. Keep all garbage securely stored until the day of collection. Plac-

ing garbage at the curb before collection day is poor behaviour and often illegal if your community has garbage bylaws in place. 2. Keeps your pets indoors, especially at night. Cats and small dogs that are left to free-range, hunt small birds and rodents and in turn become prey themselves. 3. Bird feeders can attract coyotes. If spillage from the feeders is not picked up, seeds can accumulate and can attract rodents, which in turn can attract coyotes and other predators that feed on the rodents. 4. Feed pets indoors, or if fed outdoors, take in any feed that is no immediately eaten. 5. Manage your compost properly. Composts that aren’t working well can attract rodents which in turn can attract coyotes. 6. If you keep chickens or small livestock use a property installed and maintained electric fence. Store all of your feed in a secure location and ensure feeding areas are clean and free of attractants. The feed can attract rodents which can, in turn, attract coyotes. By knowing where coyotes are and what is bringing them into our area, we can all do our part to keep wildlife wild and our communities and pets safe.

News of the hike of 10 km/h to the posted speed limit on long stretches of major highways was announced swiftly the other weekend, taking many by surprise. By Sunday, I was taking a 2014 Toyota Highlander for a faster spin on the Okanagan Connector/Coquihalla Highway route than I had expected when I headed to Kelowna days earlier. What was still more surprising was that the

signage reflecting the higher speed limits was already up. (I’ve never see the provincial government bureaucracy move so fast!) This was not going to be a trip to try to prove or disprove Toyota’s boast that the 3.5-litre V6 under the hood would, with the aid of the six-speed auto transmission, transport me to the coast sipping just 8.2-litres for every 100 klicks travelled. No, I would be calling on all 270 horses to do more than canter up those steep hills that separate the Okanagan from the Lower Mainland.

Climbing to the Pennask summit was a quiet and fast run. The cruise control was set to the maximum limit of 120 km/h . . . . . . and I was passed by everyone on the road! Some things don’t change. Hike the limit and most drivers will tack on another 10 klicks. I passed a few nervous folks, who seemed determined to stick to the defunct maximum of 110. Speed differential is what causes big problems on the

highway. If there is a wide variation and people are not showing lane discipline i.e. keep right unless passing, that’s a recipe for disaster as impatience and frustration takes over. I tacked on another five klicks so as not to be too far out-ofsync with my fellow travellers. However, along stretches of the Coquihalla, my 125 wasn’t enough to satisfy the need for speed exhibited by many others. On the straights, 130 was the low end and I figure that most who passed me were travelling at nearer
