Consultation sheds light on farmland changes

Since commercial production of wine or cider is allowed on farmland, why not a brewery, distillery or meadery? Should energy co-generation be allowed on farms, using manure or other biodegradable waste to produce methane gas and carbon dioxide? These are some of the questions included in the B.C. government’s consultation on changes to Agricultural Land Reserve regulations, released this week. Others deal with controversial proposals to allow specified non-farm uses, secondary residences and subdivisions without permission from the Agricultural Land Commission. Developed after consultation with the B.C. Agriculture Council, local governments and the commission, the 11 questions offer more detail on changes the government is considering under legislation passed despite protests this spring. The legislation divided the ALR into two zones, to permit more flexibility in the Interior, Kootenay and North regions (Zone 2) where both agriculture revenue and development pressure are lower. One question asks whether farmland in all of Zone 2 should be able to be subdivided down to a minimum of a quarter section (65 hectares) without application to the ALC, as is now allowed in

the Peace River and Northern Rockies Regional Districts in northeast B.C. Another proposal is to allow subdivision without ALC approval where farmland is divided by a major waterway or highway, subject to a minimum size. The province is also considering relaxing lease rules, which currently permit leasing of an entire farm property without ALC approval. The consultation asks if a portion of property should be allowed for lease to permit “intergenerational transfer,” where farmers retire on a portion of their land so their children can continue to farm the rest. Another proposal for partial lease without ALC approval would allow unfarmed land to be brought into production. The partial leases would not require a formal subdivision. Agriculture Minister Norm Letnick has emphasized that changes to the ALR are designed to support farming, not erode the protected agricultural land base. Public input is being accepted until Aug. 22. Smoke‐free housing – a smoking’ hot issue?

“Yes,” say smoke‐free housing advocates, including the BC Lung Association (BCLA), the Heart and Stroke Foundation of British Columbia & Yukon (HSFBCY), which are supported by the Condominium H o m e o w n e r s Association (CHA) and Landlord BC (LBC). They are eager to see more multi‐unit property owners and managers implementing 100 per cent smoke‐free policies. Fuelling the issue is that more and more British Columbians are living in multi‐unit housing, whether for reasons of affordability, down‐sizing or personal choice. More than 45 per cent of British Columbians live in apartments and condos and second‐ hand smoke is a big problem. “People today are less tolerant of smoking and more conscious of the importance of breathing clean air,” says Jack

Boomer, BCLA and HSFBCY consultant. “B.C. families want to live in healthier, smoke‐ free environments, but for those who live in apartments and condos, 100 per cent smoke‐free options are scarce.” Even if smoking is restricted to a person’s apartment, the smoke easily travels through ventilation systems, electrical outlets, under doors and through open windows into the surrounding units. While B.C. already has laws that regulate smoking in workplaces, public places and residential building common areas, these laws do not apply to people’s private spaces. Despite the fact that no‐smoking policies and bylaws are legal in B.C., few buildings have opted in. The BCLA and the HSFBCY are keen to move the issue forward, particularly given the increasing number of weekly complaints they receive from residents

who feel helpless about smoke entering their homes from neighbouring units. Complaints tend to spike during the summer months when more people are spending time outdoors and more people are smoking on their balconies. A 2013 Angus Reid survey of residents living in BC condos and apartments found that one‐half had experienced second‐hand smoke entering their homes from neighbouring units. The same survey confirmed the majority would prefer to live in a 100 per cent smoke‐free building. Given the short supply of smoke‐free housing options in B.C., the BCLA Association and the HSFBCY are working with leading stakeholders in the multi‐housing sector to

educate housing providers on the benefits of going smoke‐free, highlight the success of those who already have – and encourage others

New licencing plan announced

The government of British Columbia has red tape in its crosshair. A new five-year guide outfitter licence plan, meant to save time and paperwork, has been announced by the Ministry of Forests, Lands and Natural Resource Operations. While the one-year licensing option, which costs $500, remains available for hunting guides, the fiveyear licence is set at $2,000 - $500 less than if five consecutive one-year terms were purchased. “The Guide Outfitters Association of British Columbia is pleased to see government offer fiveyear guide outfitter licences,” executive director Scott Ellis states in a news release. “This ‘red tape’ reduction is a win for government and the guide-outfitting industry. It will help foster a healthy business environment for our fami-

ly-run, guide outfitting businesses, and it is another step towards improving business confidence and investor certainty for our sector.” Steve Thomson, Minister of Forests, Lands and Natural Resource Operations, states in the same release the change eases the “regulatory burden” for outfitters, “so they can focus more on what they do best - giving people a world-class outdoor experience.” Deep in Peace River country last fall, local resident Todd Nichol guided a hunter from Texas who bagged the biggest moose in B.C. on a guided a hunt in the 2013 season. Nichol says the five-year scheme is good, but it’s a lot of money up front. “I think that’s going to discourage a lot of guides.” The government states there are approximately 245 licensed guide outfitters in the province, which employ more than 2,000 people, and the guide-outfitting industry brings an estimated $116 million to the province each year

Barkerville hosts inaugural Aboriginal Celebration

Visitors, participants enjoyed singing, drumming and dancing On July 12, nearly 700 visitors to Barkerville Historic Town were treated to the traditional sights and sounds of British Columbia’s Central Interior First Nations communities during the National Historic Site’s inaugural Aboriginal Celebration. The event, which was a collaboration between the Barkerville Heritage Trust and both the Xatśūll and the Lhtako Dene First Nations (on whose shared traditional territory Barkerville rests) drew a healthy number of first-time and repeat visitors to Barkerville, including representatives from Aboriginal communities as far away as Lillooet and Prince George. The festivities kicked

off first thing in the morning with an allday presentation of Barkerville photographer C.D. Hoy’s collection of First Nations portraits from the turn of the 20thcentury, and screenings of Wilds to Riches: a Cariboo Gold Rush Documentary, and Canyon War: The Untold Story. At 11:45 a.m., a gathering of Barkerville’s costumed historical interpreters and members of several B.C. First Nations communities paraded up the main street of town before settling in at the Kerr’s Phoenix Brewery stage for an official welcome. The opening ceremony began with a traditional blessing from Williams Lake resident Richard Duncan, as well as remarks from Barkerville Heritage Trust chair John Massier and Cariboo Chilcotin Coast Tourism Association director and New Pathways

Dame’s Rocket wreaks havoc

Often sold in “wild flower” mixes, this pretty little invasive plant is escaping cultivation and taking over woodlands and forest edges. Dame’s Rocket is native to Eurasia and was brought to North America as a garden ornamental. This plant is also referred to as Dame’s Violet, Sweet Rocket and Mother-ofthe-Evening. Dame’s Rocket is often confused with Phlox, which looks similar but has five petals and some differences in the leaves as well. Dame’s Rocket is a biennial or a short-lived perennial that develops

as a rosette in its first year and will flower in its second spring/summer. The leaves of a Dame’s Rocket plant can grow up to 10 centimetres in length and 4cm in width and will have a lance-shaped appearance with hairs on the top and the bottom, giving them a rough feel. The flowers vary in colour and can be purple, pink as well as white, with the most common being purple and lavender. The flow-

ers have four petals and are extremely fragrant; the fragrance becomes even more noticeable towards the evening. The more cultivated varieties can be mixed colours with double flowered forms. Dame’s Rocket is an abundant seed producer and can produce up to 20,000 seeds per plant. It wreaks havoc on the natural environment by out competing

Ladies inter-club golf matches underway

Thirty-four golfers reported for a 108 Ladies Club round at the 108 Golf Resort on July 22. Judy Scarrow and Joanne Garrow scored birdies. In the first flight, Heather Matsuda shot closest to the pin on No. 10 and hit the longest drive on No. 18. Gloria Corno shot closest to the pin on No. 15 in the second flight, while Lori Henderson hit furthest on No. 13. Sharlene Anderson fired closest to the pin on No. 12 in the third flight and Norma Haggard cranked the

longest ball on No. 11. “We had a good turn out to enjoy the great weather,” says 108 Ladies member Sharon Claassen. “The wine challenge was ‘earring bling’, and we had some ‘bling’. Next week’s challenge will be ‘hydration fun’. I can’t imagine what that will bring.” Cathy Waite (43) scored low gross through nine holes in the first flight. Scarrow (48) was second. Maureen Menzies (35) and Garrow (38) were lowest net golfers. The second flight saw Leslie Bell (51) and Carol Lidstone (52)

Invasive plants can threaten biodiversity

native plants and in turn threatens the biodiversity in some areas. At the edges of woodlands, Dame’s Rocket will inhibit the germination of tree seedlings, preventing further forest growth. It is important to prevent further spread of this invasive plant, and to prevent its establishment in the first place. Be sure you know the names of the plants that are in any wild flower mixes that you are thinking of purchasing and ensuring that they are all native to your area. Once this plant has rooted itself in your area, it is important to care for it in a manner that is not going to cause further spread.

Smaller infestations can be manually pulled while large infestations should be clipped not pulled as this will disturb the soil and create prime growing area for any new germinated seeds. Make sure to bag the plant material and any seeds in heavy plastic bags and take to designated invasive plant bins at the Williams Lake, 100 Mile House or Quesnel landfills. Pouring rain, thunder and lightning. Those conditions didn’t deter 55 golfers from a weekly round at the 108 Golf Resort on July 23. The 108 Men’s Club members recorded closest to the pin, long drives, deuces and low gross and low net scores. Deuces went to Jim Zailo, Bill Harris, Matt McNeil and John McNeil in the first flight, Met Boyson in the second and Al Kregosky in the third flight. J. McNeil fired closest to the pin and Chris Stevens cranked the longest drive in the first flight. The second flight saw John Coulter hit closest to the pin and Bob

Wieduwilt hit the longest drive. Kregosky was the pinseeker in the third flight and Steve Randell hit the longest ball off the teebox. Duane Ney hit the longest drive and closest to the pin in the fourth flight. First flight low gross scorers were Zailo (34) and Shane Wilkie (36). Kuharski (34) and Lee Hansen (34) shot low net. John Tomlinson (42) and Ron Vandermay (43) scored lowest gross in the second flight. Low net scorers were Met Boyson (36) and Greg Aiken (36). Ken Brennan (41) scored low gross in the

third flight, followed by Dan Hadden (43). In the second flight, Kregosky (34) and Theo Weiring (35) shot low net. The fourth flight saw

Mike Scorse (42) score low gross, followed by Ron Kelly (44). Doug Johnston (32) and Peter Messner (34) scored low net in the final flight.

Cardiologists are now looking to this symptom as a sign the patient needs help soon. Bendopnea comes from the root word “apnea” meaning shortness of breath. Swimmer’s ear is an infection in the outer ear canal caused by water remaining in the ear after swimming or bathing. It’s common in the summer months. Drying the ears well after swimming is part of the prevention. You can also use a home-made ear drop of equal parts vinegar and rubbing alcohol to help the ear dry and the acidity of the vinegar could help prevent infection. Even though advertising drugs in the media is illegal in Canada, Canadians still see those ads flowing across the border from the U.S. The ads paint glowing pictures of the drugs and how great they are, however, many of these drugs are no better than others already in use.
