Tour de Victoria drops tip of the Peninsula Mass cycling route will only come as far north as Central Saanich this year

In a move to increase the challenge for riders in this year’s Tour de Victoria bike event, much of the Saanich Peninsula has been left out.
The 2014 Ryder Hesjedal’s Tour de Victoria is Sunday, August 24 and will only come as far north as Benvenuto Avenue in Central Saanich. Its route stays mainly in Saanich, Victoria, the Western Communities and Metchosin. Last year’s event followed a
route into Sidney and North Saanich but event coordinator Sheleena Gutierrez says rider feedback indicated people wanted a more challenging route. “A lot of cyclists don’t like straight, flat roads like there are in the upper Peninsula,” she said.
“To provide more challenges for the riders, we do follow West Saanich Road in a much windier route.” This year’s Tour de Victoria route, she continued, has more twists and turns. Please see: Plenty for cyclists, page 4

Military flare goes missing
CENTRAL SAANICH — Earlier this week, the Central Saanich Police were notified by the Department of National Defense that a C2A2 Marine Smoke Flare fell from a Sea King Helicopter as it flew over Central Saanich during a routine training flight. Witnesses apparently saw the flare descending in the area of the Pat Bay Highway and Keating X Road and the police and fire department are actively looking for it. The flare is a cylinder shape, 16” long and 3” in diameter, and can burn at very high temperatures. It is activated by contact with water. If you find it, don’t touch or move it, and contact the Central Saanich police at 250-652-4441. — News staff

CENTRAL SAANICH —During a special meeting of council on Monday night, Central Saanich council asked staff to look into the feasibility of a mini-roundabout or a general layout reconfiguration of the intersection at East Saanich Road and Mount Newton X Road. The intersection, cited by some as being dangerous, has been the subject of several letters to the editor and the municipality in recent weeks.

J
ack McClintock, a retired Central Saanich police officer, is busy training three days a week for the Tour de Rock this fall. Turning 60 at the end of August, McClintock is the oldest member of the team of 24 people from Vancouver Island. After retiring six years ago, McClintock felt it was time to get involved with the police community again as part of a good cause. The Canadian Cancer Society Cops for Cancer Tour de Rock raises money for pediatric cancer research and for programs such as Camp Goodtimes, a summer program for youth with cancer and their families. McClintock has three daughters of his own, ages nine, 12 and 17. He said he couldn’t imagine the agony of a parent of a child who has been diagnosed [with cancer]. “We have to continue rides like this to combat this illness,” he said, adding that the cause itself is what motivated him to join the Tour de Rock team. He said he is most looking forward to the journey of the ride and getting to

money outside of Serious Coffee on Beacon Avenue in Sidney from 9 a.m. to 3 p.m. The following Saturday, Aug. 9, is the Bekins and Sweenie Moving Teams garage sale and barbecue fundraiser for Tour de Rock. Customers of the moving companies have been donating furniture and household items since the end of last summer, said Denise Sweenie of Sweenie Moving Ltd. There are two or three 20-foot containers full of stuff to be sold at the garage sale, said Sweenie. This event holds special meaning for the moving companies. “We’re dedicating the event to Kevin Sweenie who is battling cancer,” said Sweenie. Kevin’s brother is the owner of Sweenie Moving. If the garage sale is a success, Sweenie said they are hoping to make it an annual event. The sale will be at 2070 Keating X Road from 9 a.m. to 3 p.m. on Aug. 9. Other Tour de Rock fundraisers coming up this summer include breakfast, lunch or dinner at the Prairie Inn in Saanichton on Aug. 23 and the Telus Tour de Rock block party in Central Saanich on Aug. 27.

of teams signed up for the August 17 Bed Races on Beacon in Sidney and many are pre-
paring elaborate costumes and activities for the fun-filled day. Twenty teams have registered for the Races, being run by Hennigar and the Rest Haven Foundation. It’s a fundraiser for the Rest Haven Lodge’s palliative care unit. Some of the teams have said not only is it a good cause, but that they are looking forward to the fun. Hennigar, the Foundation’s executive director, said there’s a team captain’s meeting August 6, where they will get to see the beds themselves for the first time. They are modified hospital beds, donated by the Saanich Peninsula Hospital (which has its own team in the races). Hennigar expects a little bed road testing that night. With the full slate of teams, she added she is taking a wait list — just in case — but expects everyone to be at the start line. Tom Watson has been tapped to act as emcee of the event. Asked their take on the route change this year, members of Sidney’s Tuesday Night Ride Group, a collection of around 40 cyclists who regularly tour the Peninsula, say they understand the change. “I agree that riders do want more windy roads,” said member Bonnie Mitchell. Arthur van Deth added however that if it’s harder roads the event organizers are looking for, they should try Land’s End Road in North Saanich. “That’s real workout,” he said. They added, however, the loss of a portion of the Tour at the north end of the Peninsula is unfortunate, as there is a lot for cyclists to see in the area. Hesjedal, a professional cyclist from Victoria, is the Tour’s creator through the Ryders Cycling Society of Canada. The annual Tour de Victoria is a mass-participation cycling event, raising money for the Society, which promotes and support cycling across the country. Last year’s ride, said Gutierrez, drew an estimated 1,800 people and organizers hope for the same this month. She added the event is looking for more volunteers. She said they need around 300 people to work all aspects of the ride. As an incentive, they are entering volunteers who sign up before August 8 in a draw for some great prizes. Consultation sheds light on farmland changes Tom Fletcher Black Press
VICTORIA – Since commercial production of wine or cider is allowed on farmland, why not a brewery, distillery or meadery? Should energy co-generation be allowed on farms, using manure or other biodegradable waste to produce methane gas and carbon dioxide? These are some of the questions included in the B.C. government’s consultation on changes to Agricultural Land Reserve regulations, released this week. Others deal with controversial proposals to allow specified non-farm uses, secondary residences and subdivisions without permission from the Agricultural Land Commission. Developed after consultation with the B.C. Agriculture Council, local governments and the commission, the 11 questions offer more detail on changes the government is considering under legislation passed despite protests this spring. The legislation divided the ALR into two zones to permit more flexibility in the Interior, Kootenay and North regions (Zone 2), where both agriculture revenue and development pressure are lower. One question asks whether farmland in all of Zone 2 should be able to be subdivided down to a minimum of a quarter section (65 hectares) without application to the ALC, as is now allowed in the Peace River and Northern Rockies Regional Districts in northeast B.C. Another proposal is to allow subdivision without ALC approval where

farmland is divided by a major waterway or highway, subject to a minimum size. B.C. is also considering relaxing lease rules, which currently permit leasing of an entire farm property without ALC approval. The consultation asks if a portion of property should be allowed for lease to permit “intergenerational transfer,” where farmers retire on a portion of their land so their children can continue to farm the rest. The bed races themselves are against the clock. A new trophy — the Bed Races on Beacon Cup — is the prize for the fastest team over two heats and a final doze-off between the fastest teams. Additional prizes will be handed out to the best costumed teams. “Is it critical to cross the finish line? One team asked me that and no, it’s not, but the clock is ticking.” Bed Races on Beacon start at 12 p.m. and run until 4 p.m. on Sunday, August 17. The races take place on Beacon Avenue between Fifth and Third streets. Community at heart of SVFD
C
ommunity could be defined in simple terms as a group of people coming together for a common benefit. That’s a pretty basic outline and when you apply it to a bunch of dedicated individuals, the term takes on a deeper meaning. This weekend, the Sidney Volunteer Fire Department celebrates its 100th anniversary. It was in 1914 that the original Sidney Fire Brigade formed with the steely resolve to help protect the residents and businesses in town from the calamity of fire. Times may have changed since those early years — equipment, training standards, the integration of male and female firefighters and volunteer numbers — but one thing remains true about the fire department: its sense of community. In working with the firefighters, current and retired, for its 100th anniversary special section this week (it came out in Wednesday’s PNR find it now at www.peninsulanewsreview.com under e-editions) we found out just how tightknit they are. As well, many put in a lot of extra time — that’s volunteer time — to better their skills, raise money for a variety of good causes and help out others in the community. Yes, firefighters are a unique group of people whose ranks can sometimes be at arms length from the general public, but nearly all of the men and women we spoke to know of their responsibility in their home town and to their neighbours. And responding to fire and accident calls is only the beginning. This weekend, they get to celebrate all of that and more. Their gala dinner event at the Mary Winspear is an invitation-only affair where they can let their hair down a bit. On Saturday, everyone is invited to the morning’s fire truck parade down Beacon Avenue and a show and shine to follow at the fire hall. Come out, line the streets and let these dedicated volunteers know their service is valued by the community. What do you think? Beacon dock needs to come alive again As a resident home owner in Sidney since 1992, I have seen large ships tie up at the federal government dock at the end of Beacon Avenue. These were always interesting events as fishing vessels, tourists yachts or educational sailing ships tied up here. Then this dock was declared unsafe and repairs were made to pilings and decking. I expected everything would return to the situation it was before but this was not to be. The area is now closed to cars and no ships of any size are allowed to tie up. In my opinion this most recognizable point in Sidney should not only be utilized by artists, but also by fishermen, tourists, naval vessels and mini cruises. This could probably be achieved if the federal, provincial and local governments worked together on this. A working dock in Sidney could mean a tourist attraction and a real boost to the Peninsula. Is gateway a done deal? Well said Mr. Paquette (PNR letters, July 23)! Unfortunately however, it seems that this folly is a done deal. If that’s the case we’re going to need a name for this new development and I propose it be called Cross Mall. Now, let me make this perfectly clear. This has nothing whatsoever to do with Larry (Cross, Sidney’s mayor). I just thought that since you have to cross the highway to get there, it would be an appropriate name. And since I’m talking about crossing the highway, there will soon be a pedestrian overpass built for that purpose. As for the so called gateway, why not just hang a banner on the north side of this overpass saying “Welcome to Sidney by the Sea - TURN LEFT”or something like that. What struck me in the conversations, is that contrary to Premier Christie Clark’s public accusation that for teachers, “it’s all about the money.” In fact, they are all about the kids. They told me about large classes with too many special needs kids with inadequate support; about buying school supplies or helping pay for field trips out of their own pockets; about volunteering for coaching and other extra-curricular activities. Teachers feel insulted by a provincial government that has twice been sanctioned by the courts for its illegal attempts to strip class size and composition from their contracts. Make no mistake, public education is suffering from the cumulative effects of a Liberal government ideology of tax cuts and privatization. It isn’t just our children who will pay the price for this shortsighted agenda, we all will pay, in the form of lower productivity and incomes, and higher social costs. Challenged by one Hellcat of a muscle car Portland, Oregon – Do I take the red key or the black key? The black key limits horsepower to 500. Jaws drop. If you put it in valet mode, rpms are limited to 4,000. Gosh, I really hope I can take the red key… This Matrix-like conundrum is a good one to have. Take the safer route (black key) if you’d rather ease off on harnessing the gargantuan horsepower of the 2015 Dodge Challenger Hellcat. It’s the most powerful production Chrysler V8, as well as the most powerful production muscle car to date, so it needs to be treated with respect. But then again, the red key will allow me to tame this muscled feline one shift at a time, whether through the 6-speed manual or an 8-speed automatic. Looks like the decision has been made for me. Red key is sitting pretty in the centre console. And it’s in track mode. Electronic intervention is minimal. I
have access to all 707 horsepower and I’m at the Portland International Raceway. I’d say this will be a heavenly day. With a new look on the inside and outside, the 2015 Dodge Challenger is ready to take on its Ford Mustang and Chevrolet Camaro competition head-on. According to market research, two thirds of Challenger buyers say they don’t cross-shop anything else. That said, those who did cross-shop, and decided to go in another direction, attributed it to its archaic interior. That problem is no more. Now Challengers come with a driver-centric and cool-looking interior setup. Whether you have the standard 5-inch touchscreen or the optional 8.4-inch (the biggest touchscreen in its segment), you can’t lose. Then there’s a new 7-inch multi-view driver information display instrument cluster that adds to the chic execution; standard
on all models. Not to mention, it displays all the vital stats that you’ll need when driving. Combined with physical buttons – for those who don’t like to control everything by a screen – its evolutionary changes certainly help its cause. A lot. Speed differential is what causes big problems on the highway. If there is a wide variation and people are not showing lane discipline i.e. keep right unless passing, that’s a recipe for disaster as impatience and frustration takes over. I tacked on another five klicks so as not to be too far out-of-sync with my fellow travellers. However, along stretches of the Coquihalla, my 125 wasn’t enough to satisfy the need for speed exhibited by many others. On the straights, 130 was the low end and I figure that most who passed

BC drivers are getting used to a faster life in the fast lane very quickly. News of the hike of 10 km/h to the posted speed limit on long stretches of major highways was announced swiftly the other weekend, taking many by surprise. By Sunday, I was taking a 2014 Toyota Highlander for a faster spin on the Okanagan Connector/Coquihalla Highway route than I had expected when I headed to Kelowna days earlier. What was still more surprising was that the signage reflecting the higher speed limits was already up. (I’ve never see the provincial government bureaucracy move so fast!) This was not going to be a trip to try to prove or disprove Toyota’s boast that the 3.5-litre V6 under the hood would, with the aid of the six-speed auto transmission, transport me to the coast sipping just 8.2-litres for every 100 klicks travelled. No, I would be calling on all 270 horses to do more than canter up those steep hills that separate the Okanagan from the Lower Mainland. Climbing to the Pennask summit was a quiet and fast run. The cruise control was set to the maximum limit of 120 km/h … and I was passed by everyone on the road! Some things don’t change. Hike the limit and most drivers will tack on another 10 klicks. I passed a few nervous folks, who seemed determined to stick to the defunct maximum of 110.

The F-150 has been the best-selling pickup truck since 1978. Yes, 36 years – that’s longer than a lot of you reading this have been alive. However, there are a few things
since 1905 and one-ton trucks since 1917, its first factory-assembled “pickup” was built on April 15, 1925. The 33,795, 1925 model T runabouts with pickup body sold for $281 each. Why the F-150? The earliest use of the F-series name dates to the allnew 1948 Ford trucks, the half-ton model being the F-1. Ford made the jump to
gasoline. International Harvester also did this for 1975 – its final year of pickup production – making all half-ton 100 models 150s, to avoid installing catalytic converters. The final year of the F-100 was 1983 – by which time leaded versus unleaded was a moot point. Then there were two When introduced for 1948, The F-1 was built at all 16 U.S. assembly plants that also built Ford cars. In 1956, with trucks becoming more specialized along with the opening of the Detroit Truck Plant, Ford started consolidating truck production to fewer plants. Beginning in the late 1970s, Ford split its North American assembly groups into car and truck. Today, only two plants build all F-150s globally – the
Kansas City Assembly Plant in suburban Claycomo, Mo., and the Dearborn Truck Plant near Dearborn, Mich. Off-white or chrome? The front bumper was the longest-running component constantly used on every single pickup and remained unchanged during the F-series era from 1959 to 1979. I guess he liked it Sam Walton, founder of Walmart and one of the richest men in America, drove the same 1979 F-150 Custom 4x4 to work every day until he died in 1992. When asked why in an interview, he stated: “What am I supposed to haul my dogs around in, a Rolls-Royce?” Today it can be seen enshrined in the company’s visitors centre/ museum in Bentonville, Ark.

Around seven dozen big rigs are expected at Heritage Acres this weekend for The Butch Taylor Memorial Truck Show. The ninth annual show, which was named after a local trucking icon, runs Saturday and Sunday and benefits the B.C. Children’s Hospital. “The show is put on every year by the Island Big Rig Club,” explained one of the event organizers, North Saanich resident Ron Basi. “It’s a wonderful event because it not only gets truckers together to network and share stories and advice, but it also allows the public a glimpse into the these trucks that they might otherwise not get,” Basi explained. “Normally people see trucks as slow moving, loud, smoke belching things that are in the way. The show gives us a chance to give back to the community and let people find out more about what we do and who we are.” Basi, who owns rigs himself as well as CSTT Driver Training School and Jencam Transport (both on Mills Road in
Sidney) said the show attracts drivers from all around B.C. “Most of the trucks at the show are every day working trucks that the drivers take pride in. Owning and driving rigs like these is a labour of love. I’ve been a truck driver for 37 years and I can honestly say I feel like I’ve never worked a day in my life,” he laughed. Basi said the show saw close to 100 trucks and drivers attend last year and expects close to the same numbers this year. “I always try and get out to shows around the area. I was in Duncan two weeks ago for a show and last year a bunch of us went to
Yakima, Washington for a big show there.
“Owning and driving rigs like these is a labour of love.” – Ron Basi It’s fun because you meet different people and get new ideas. It really brings people
who have pride in their rides together.” Since the beginning of the show at Heritage Acres, the Island Big Rig Club has donated over $30,000 to the B.C. Biggest Little Airshow returning to Michell Airfield Victoria aircraft modelers raising money for charity at 13th annual show Steven Heywood News staff
Fans of aircraft‚ little tiny aircraft, will be pleased to now that the Biggest Little Airshow is back this summer out at Michell Airfield in Central Saanich. Hundreds of remote-control model aircraft will be on display and in the air at the grass airstrip located on Lochside Drive near Michell Farm. Run for the last 13 years by the Victoria Radio Control Modelers Society (VRCMS), the event is a fundraiser for C-FAX radio’s Santas Anonymous program and the Saanich Peninsula Hospital. Last year’s airshow, says organizer Mike Scholefield, raised $20,000, adding to the $188,000 VRCMS has collected for charity since they started the event. “This year, we hope to break the $200,000 mark,” Scholefield said. There were an estimated 3,000 people watching the airshow over the two days of last summer’s event. Scholefield believes people will be back for more. The lineup for this year’s event includes model Corsair aircraft, jets from Vancouver and a group of flyers from Sacramento, California. Scott Davies from Utah will be back again this time with his

The Biggest Little Airshow will have rises up for grabs in their main draw. First prize is a trip for two anywhere that Westjet flies. Second prize is a Helijet return trip from Victoria to Vancouver. Additional prizes will be up for grabs and there will be 50/50 draws as well. Money raised at the airshow goes to the two charities. HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced. “The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.” Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.
“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.” Walter and Lorie hope to spend the rest of their lives in their home. The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

Greater Victoria’s waterfront properties, are among the most soughtafter in the real estate market these days. And, once acquired, a buyer often wants to invest in building or landscape projects that involve developing or renovating the property. To dig or not to dig – that is the question that weighs heavily on waterfront property owners all over the southern tip of the island, including the municipality of Oak Bay. Over the years people have discovered, or rather uncovered, artefacts and other vestiges that show this land is archaeologically sensitive. These are links to the province’s past, so before any renovation or property development gets under way, the first step for the owner is to find out if their property contains an archaeological site. The province’s Archaeology Branch advises property owners to start by going to their municipality or regional district, who can access provincial records of known archaeological

Volunteers with the Association set up the fences in the horse arenas Tuesday to allow riders to warm up for the end Wednesday. Thursday night was the Association’s welcome party. This weekend features the Lochside Lane Double Diamond Hunter Derby (Fri., Aug. 1) and Sager’s Home Living Mini Prix. Participants and spectators are encouraged to wear their beach clothes. On Saturday, members gather for a tailgate party, followed by the Rupert Green Memorial Gamblers Choice event and Nicky Reid & Co. Handy Hunter Classic. At 4 p.m., there’s a dog show.
