Wayne, who is now retired, will do the Self Transcendence’s classic Olympic distance (1.5 kilometre swim, 40-km bike, 10-km run) for the 20th time (he estimates) since he first completed it in 1980, while Jacqui will do the sprint distance, which is half the Olympic. “For me this race is safe, volunteers make it safe, and it’s about accomplishing it for me, and the support that I get from the race and volunteers, I really cherish,” she says. “The whole point of the Self Transcendence is to look inside yourself and see what you’ve got, and to dig it out.” The mass start for the event happens Sunday at 7 a.m. from Hamsterly Beach.

Call it a vomit violation. Cab drivers in Victoria and throughout B.C. have a new tool to deal with over-served customers who leave a mess in their vehicles. Under new rules from the B.C. Passenger

Transportation Board, anyone who vomits in a cab can be charged a $75 cleanup fee. “Passengers who soil or damage the interior of a vehicle with bodily fluids or solids may be required by driver or taxi company to pay a cleanup fee of $75 in addition to the meter rate or any other rate,” says the new standard rules for taxi regulation. Surinder Kang, a manager with Yellow Cab in Victoria, says it’s an ongoing prob-

lem particularly in the downtown core on Friday and Saturday nights. “It’s a recurring problem. If some one gets sick in the back of a car, drivers lose money because of it.” Kang says it can take anywhere from two to four hours to get a taxi cleaned, but in the meantime drivers are off the road and not making any money. The previous rule permitted drivers to bill for the cost of cleanup

or repair, however, no amount was specified. Kang welcomes the new charge, but admits cabbies could have problems recouping the fine from some passengers. “It could be a problem,” he said, “but we have other avenues to collect, like calling the police.” The so-called puke fee is in other locations across North America including Calgary, Toronto and Chicago. editor@saanichnews.com

Residents favour amalgamation The majority of Greater Victoria residents are in favour of amalgamation, according to a new poll sponsored by the Greater Victoria Chamber of Commerce, Amalgamation Yes, the Victoria Real Estate Board, and the Victoria Hotel Association. A total of 84 per cent polled say they are “strongly in favour”of amalgamation. The poll, conducted by Angus Reid, also showed 89 per cent of those polled want a non-binding referendum on amalgamation.

A special place to live One of the most anticipated long weekends of the year is finally here – welcome to B.C. Day. Back in 1974 when a newly minted New Democrat government came to power, Premier Dave Barrett thought it would be a great idea to have a day off and celebrate British Columbia. Good idea, Dave. His first thought was that it should be a day to recognize the thousands of pioneers who made this province great. But it has developed into much more than over the ensuing 40 years. We have, believe it or not, become almost patriotic – and for good reason. Over the years Canada has been named the best country in the world. Ever wonder how that’s scored? Do you think they look at Winnipeg (nope)? Resolute (not a chance)? Or, God forbid, Toronto and say Canada is pretty special? Not a chance. No, they would have to only consider the West Coast. And yes, they need not go any farther than Victoria or Esquimalt to realize you can’t get better than this – anywhere.

Pass the barf bag Puking penalty. Vomit violation. Upchuck charge. Whatever they call it, cabdrivers in Victoria can now charge you extra if you vomit in their car, thanks to new rules announced recently by the B.C. Passenger Transportation Board. The new regulation states that if you upchuck in a taxi, the cabbie can charge you a $75 cleanup fee. It’s a move that’s being celebrated by local cabbies who can be out of pocket for cab cleanup, never mind the lost fares. And we can certainly understand their angst. However, we wonder just how easy it will be to collect that $75. One cabbie told us there are different avenues for collection, such as bringing in the police, but will police be all that excited to be bill collector? A plan to save tax dollars It costs the Greater Victoria Water District more than $40 million a year to treat our drinking water. We are very fortunate to have access to the world’s cleanest water – just turn on the tap and it flows out of sight and down to the sea. Our hands are sanitized, teeth whitened and we may have popped a few pharmaceuticals to correct a dysfunction. It’s all good. In B.C. there are some water bottling companies that use municipal water, bottle it and sell it. Has the Capital Regional District ever considered doing this? Imagine a natural, local renewable resource that might actually help reduce taxes. To take this idea even further, I watch as several local schools have their field sprinkler systems turn on automatically as most Victorians are still sleeping. Thousands of litres of expensive treated water irrigates the school fields. It is an added expense to the school districts’ budgets using treated water and the taxpayer’s pay for it. Yet, we are warned by expensive CRD media ads “to conserve water or a CRD bylaw officer will be at your door.”

If the municipalities were to agree on building greenhousestyle tertiary plants within their municipalities, the potable water could be used for disbursement to school playgrounds and nearby boulevards. It might reduce the need for some pipeline retrofits and replacement. The greenhouses facilities would attract ecotourists, dignitaries and even a few impoverished local taxpayers. Has this idea been considered as a cost-benefit by Seaterra? I Imagine the Seaterra plan actually trying to save money. It’s been said: “If you can dream it, you can make it happen.” I dream of the day when the water, schools and CRD districts might implement a plan that would combine and reduce taxpayer’s expenses. Could the CRD actually try to save money, or is the CRD only in the business of spending money? Am I only dreaming? Art Bickerton Saanich

Enbridge project not a done deal

Re: Dogwood Initiative membership soars in wake of pipeline OK (vicnews.com, July 23) I found this story misleading.

The writer referred several times (including in the headline) to the feds “okaying” or “approving” the Enbridge pipeline. The federal government has not given a simple greenlight or rubber stamp as Victoria News and the Dogwood Initiative imply in the story, but approval only after Enbridge meets more than 200 conditions, including environmental conditions and receiving the approval of First Nations. These are arduous standards that Enbridge is unlikely to ever meet, and talking about the pipeline like it’s a done deal and construction is imminent is inaccurate and disingenuous. The services are punishingly expensive for most families: a single prosthetic leg can cost up to $7,000, most of which isn’t covered by Pharmacare in Tytan’s case. Speciality limbs for swimming or other sports can cost more. Moira was still pregnant when The War Amps reached out to her and offered a network of financial and emotional support. The War Amps’ charitable focus has shifted over the decades to include not just veterans but thousands of children across Canada. Moira knows only two others in B.C. with Tytan’s condition: the trio and their families met in person for the first time at The War Amps annual conference earlier this year in Vancouver. “Matteo, who’s seven, was playing with Tytan, showing him how to put on his legs when they met,” she says. “I just know they’re going to have this amazing friendship as they grow up. It’s like having an older brother.”

Rob Larman, director of The War Amps Playsafe/Drivesafe program, lives The War Amps’ motto, “Amputees helping amputees,” as he lost a leg in a rail accident at 14 years old. He said no other country in the world has an organization that offers the same level of amputee support as The War Amps. “The financial support, counselling, seminars, safety campaigns across the country – you name it, we do it,” Larson says. “The legacy that’s being left behind by our veteran members is truly a legacy of love for these kids.” The War Amps also covers the Beckfords’ travel expenses to and from appointments as well as coverage to attend conferences. Tytan’s surgeon said The War Amps are vital to his profession and patients. “We wouldn’t be able to do what we do without them,” Dr. Penny says. “What I really love is the counselling process where the older kids have been through this, and for the parents (of young kids) to see a teenager who had an amputated foot who now lives a very productive

life … it shows other kids everything’s going to be OK.” Zamira, 8, is spearheading the Playsafe campaign at Quadra elementary to inform her classmates about Tytan’s reality and how losing limbs can be prevented. The school’s families are already rallying around the Beckfords, said Tytan’s grandfather Ted Baxter. “He goes to school to pick up Zamira and they all know who he is, they adore him. They all play together,” Baxter says. HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced. “The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.” Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.” Walter and Lorie hope to spend the rest of their lives in their home. The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

Almost five years ago, James Sharp faced a crisis of diet. Doctors had helped pin down his constant stomach problems and adverse reactions to certain foods to celiac disease, in combination with gastroesophageal reflux disease, sometimes known as acid reflux. They told him his body was not absorbing enough nutrients out of his food, in essence leaving him malnourished – the hallmark symptom of celiac disease. “I literally crawled up and down the stairs, I was that sick and I was that malnourished,” James recalls. Once he knew what the problem was, he

switched to a glutenfree diet overnight, avoiding any product containing gluten proteins. His wife, Helen, began devouring as much information as she could on glutenfree recipes and other food options for celiacs. Having completely cleared out the cupboards upon hearing the diagnosis – she chose to consume no gluten at home – she went to work cooking up and baking items that James could eat. “It’s a combination, because obviously when you’re baking with gluten-free ingredients, you’re not using just one type of flour, you’re using tapioca, corn starch, brown rice flour or white rice flour,” she says. “I use quinoa

flour in my carrot cake and my brownies.” During the couple’s culinary journey, Helen has created recipes that have earned her accolades in the

well. Saanich resident Emilia Campbell discovered Helen’s gluten-free products recently at the market. Diagnosed with celiac disease about a year ago, she’s still sorting out her new dietary lifestyle. Conversations with Sharps have helped her understand what kinds of foods are safe, Campbell says. “I still haven’t overcome my anger about my change in eating,” she says. Social gatherings have been the toughest for her. “If a whole bunch of friends are over, you feel relegated. With so many social interactions around food, it’s difficult to adjust.” Campbell is the only one in her home who is celiac – her husband and daughter eat differently. To avoid contamination, she has her own microwave, her own pots. She admits to not being a good cook before, but now has to prepare her own meals separately. She belongs to the Victoria chapter of the Canadian Celiac Association (victoriaceliac.org) and has received a list of what foods to avoid, where to buy celiac friendly foods locally and what local restaurants offer full gluten-free menus. James says he has basically given up eating out, since even restaurants that claim to have gluten-free options on their menu seem to have a hard time avoiding crosscontamination. With strict guidelines laid down by Island Health for anyone selling gluten-free products to the public, Helen has just received approval to sell her breads at the market. James is thrilled with the fact he can eat and enjoy yet another of his wife’s recipes. “I feel terrific now. I can eat well and that food can be digested,” he says. “I didn’t know what was wrong for years and years, and I think back to my reactions to food and think I was sick back then. I count myself lucky (to be diagnosed within a few years), because the average celiac diagnosis is about 12 years.” editor@saanichnews.com

Mariners earn chance at championship title

Cochrane wins four golds at Commonwealth Games

After a 48-game regular season and a best-of-three playoff round, the Saanich-based Victoria Mariners have qualified for the B.C. Premier Baseball League (BCPBL) championship tournament this weekend at Whalley Stadium. The Mariners swept the White Rock Tritons in two straight games at Henderson Park last Saturday. A third game wasn’t needed. Conversely, the Victoria Eagles will not be defending their 2013 BCPBL championship. Despite jumping ahead with a 2-0 win over the North Shore Twins on Saturday, the Twins came back with a walloping 9-0 win to even the best-of-three series. Sunday’s game was close, with the Twins edging the Eagles 2-1 to eliminate the Eagles from the playoffs. The five-team tournament runs B.C. Day long weekend, Friday to Monday, with the Mariners, Twins, host Whalley Chiefs, Langley Blaze and Vancouver Cannons competing for the championship of the elite 18-andunder league.

Saanich’s Ryan Cochrane won his fourth Commonwealth Games gold medal, his second at this year’s Games in Glasgow, as he was first in the men’s 1,500-metre freestyle swim on Tuesday. Cochrane, 25, finished with a time of 14 minutes and 44 seconds, more than four seconds ahead of ahead of silver medal winner Mack Horton of Australia and 11 seconds in front of bronze medal winner Daniel Jervis of Wales. With Cochrane’s gold in the men’s 400-metre freestyle on Thursday, he has repeated his 2010 success, when he won gold in the 400m and 1,500m freestyles at the Commonwealth Games in Delhi, India. Cochrane has an Olympic bronze (2008) and silver (2012) in the 1,500m and is a graduate of Claremont secondary and the University of Victoria, where he earned a CIS national championship as a Vike.

Take the safer route (black key) if you’d rather ease off on harnessing the gargantuan horsepower of the 2015 Dodge Challenger Hellcat. It’s the most powerful production Chrysler V8, as well as the most powerful production muscle car to date, so it needs to be treated with respect. But then again, the red key will allow me to tame this muscled feline one shift at a time, whether through the 6-speed manual or an 8-speed automatic. Looks like the decision has been made for me. Red key is sitting pretty in the centre console. And it’s in track mode. Electronic intervention is minimal. I

have access to all 707 horsepower and I’m at the Portland International Raceway. I’d say this will be a heavenly day. With a new look on the inside and outside, the 2015 Dodge Challenger is ready to take on its Ford Mustang and Chevrolet Camaro competition head-on. Life in the fast lane gets faster

BC drivers are getting used to a faster life in the fast lane very quickly. News of the hike of 10 km/h to the posted speed limit on long stretches of major highways was announced swiftly the other weekend, taking many by surprise. By Sunday, I was taking a 2014 Toyota Highlander for a faster spin on the Okanagan Connector/Coquihalla Highway route than I had expected when I headed to Kelowna days earlier. What was still more surprising was that the signage reflecting the higher speed limits was already up. (I’ve never see the provincial government bureaucracy move so fast!) This was not going to be a trip to try to prove or disprove Toyota’s boast that the 3.5-litre V6 under the hood would, with the aid of the six-speed auto transmission, transport me to the coast sipping just 8.2-litres for every 100 klicks travelled. No, I would be calling on all 270 horses to do more than canter up those steep hills that separate the Okanagan from the Lower Mainland. Climbing to the Pennask summit was a quiet and fast run. The cruise control was set to the maximum limit of 120 km/h … and I was passed by everyone on the road! Some things don’t change. Hike the limit and most drivers will tack on another 10 klicks. I passed a few nervous folks, who seemed determined to stick to the defunct maximum of 110.

Speed differential is what causes big problems on the highway. If there is a wide variation and people are not showing lane discipline i.e. keep right unless passing, that’s a recipe for disaster as impatience and frustration takes over. I tacked on another five klicks so as not to be too far out-of-sync with my fellow travellers. However, along stretches of the Coquihalla, my 125 wasn’t enough to satisfy the need for speed exhibited by many others. On the straights, 130 was the low end and I figure that most who passed

me were travelling at nearer 140. The descent to Hope was like a racetrack but then it always is. In the days that followed, the anti-speed lobby woke up and took to the airwaves with dire warnings of increased carnage. Simple math and rudimentary physics teaches us that the harder people hit, the harder they fall. Let’s hope the poor driving practices that lead to such collisions don’t increase and reprove such a simple truth. I achieved 9.5 L/100km on the journey home. keith.morgan@drivewaybc.ca

There’s a face-lift coming to the neighbourly Central Saanich Boys and Girls Club. Ceremonial shovels broke ground on Monday for the Central Saanich Boys and Girls Club being built in the heart of Brentwood Bay. The 1,400-square-foot clubhouse will continue to house the various services offered by the Brentwood Bay club, which has long been accessed by Saanich residents, as well as the chapters on Yates Street in Victoria and Macaulay Street in Esquimalt. “Youth who are closer to Central Saanich than Victoria can certainly access programs like Outdoor Adventure and Youth Leadership,” said Boys and Girls Club director of development and communications Kate Mansell. There will also be a Rogers Learning Centre located there for youth 13 to 19. Students come after school and it’s a place where they can learn, discover and receive academic support, all within the safe, supportive and encouraging environment of the club. “We’ve been a part of the Central Saanich

community since 1978,” said the Shannon Russell, the president of Boys and Girls Club Services of Greater Victoria during the ceremony. “This is a very momentous occasion for us and we give our sincerest thanks to all our supporters and to the municipality of Central Saanich for making this a reality.” In May of last year, the Club made a presentation to Central Saanich council during a committee meeting concerning the deterioration of their facility located behind the United Church in Brentwood Bay. The facility was in a state of deterioration and needed major upgrades, which would cost as much or more as it would to build a modest new facility, they said. By June of 2013, Central Saanich staff had outlined four possibilities for a new facility and a fifth was recommended by the Boys and Girls Club. In December of last year, council approved the site at the back end of the library and cultural centre parking lot (municipal land) and this spring they unanimously approved a 25-year licence agreement with the Boys and Girls Club for the land. “I think it was a unanimous agreement that we had to find a permanent home in Central Saanich for the Boys and Girls Club,” said Central Saanich Mayor Alastair Bryson during the ceremony. “We’ve had a long-term relationship with the organization and we’ve gotten to see

the benefits of the Boys and Girls Club through many of the youth that have been a part of the program,” said Bryson. Tsartlip First Nation Elected Chief Don Tom said the Central Saanich Boys and Girls Club has been an integral part of their community as well. “I am so pleased to be here today and be a part of this,” he said, adding the club has benefited many of Tsartlip’s youth by giving them a safe and engaging place to spend time after school and in the evenings. The Boys and Girls Club of Victoria has four locations (Victoria, Esquimalt, Westshore and Central Saanich) and has been serving the Greater Victoria community for over 50 years. “We pride ourselves on developing partnerships with groups in the regions,” said Russell, adding that the organization is embarking on a fundraising initiative to help cover the costs of building the new Brentwood Bay facility. “We’d like to call on the community to step up and donate,” said Peter Baillie, the chair of the fundraising campaign. The clubhouse will be located at the back end of the parking lot of the Brentwood library and cultural centre. B.C. Day weekend celebrations in the West Shore will have a decidedly homegrown flavour. Former Colwood resident Ken Lavigne headlines a full lineup of ticketed and unticketed events. A partnership between the West Shore Arts Council and Westhills features a talented and varied showcase of the best in entertainment. “It is just a super opportunity to have a small venue to enjoy Ken’s music and learn about new emerging artists in our community with respect to B.C. Day,” said Laura Davis of the West Shore Arts Council. “There is just so many different types of music as well as

municipalities acknowledge that a performance arts centre is a possibility,” Davis said. “(The B.C. Day event) shows the West Shore certainly has the artists to embrace such a project. Most of the artists are from the West Shore and we try to design (events) around our residents.” Lavigne, whose parents still live in Colwood, said

he is looking forward to performing and is already planning a special treat for audience members when they take in the show. Bigger and Better 5th Annual Mela celebrates Indian culture, music, dance & food. Head to Centennial Square to take in music, dance, fashion and food Aug. 8 to 10, 2014 This year the Mela is two and a half days of free events and performances celebrating the richness and diversity of India’s arts and culture. More than eight thousand visitors and spectators enjoy the Mela every year and they are thrilled every year by the modern and traditional performances including Bollywood music, internationally renowned Bhangra dances, fashion, palmistry, the art of henna and more, not to mention mouth-watering, Indian cuisine prepared with authentic and aromatic spices! And as Victoria’s premier multicultural event, performers include the internationally renowned Chinese Lotus Dancers, powerful Japanese Taiko Drummers, beautiful Polynesian Dancers and exotic Middle Eastern Dancers—and much more. Presented by the 36-year-old India Canada Cultural Association “Mela” means “fair” in the Indian language. “A Mela is an ageold celebration of life in India and it is an opportunity to share the richness of Indian arts & culture, create community partnerships and demonstrate a healthy way of life,” said Gordy Dodd, President of the Association. Here in Victoria, Mela is a way to continue those traditions, and share and celebrate with the greater Victoria community. “In growing up in India we had places we could go to see and participate in Melas, where people gathered to learn about one another, share food and enjoy art and music. Now we have those places less and less and they are much needed here in

Victoria,” explained Mr. Sehmi, an IndoCanadian Elder. Part of the Mela’s success is its ability to create cultural pride & bridge generations as well as cultures. “I love to go on the decorated stage in my beautiful clothes and show people watching how I have learned to dance. It makes me feel proud and good when they clap and I think that they like what I am sharing with them,” said one young Bhangra performer. While in the square enjoying the many performances, be sure to leave time to enjoy delicious Indian treats, lunch or dinner. A full menu of Indian foods, prepared in the authentic way, is available at the colourful & numerous food booths, including butter chicken, naan, vegetable curries, rice, pakoras, samosas, papadam, plus a chai and sweets booth and a barbecued Indian delicacies booth. Browse and learn from the cultural kiosks offering Indian arts, clothes, Rajasthani jewellery, henna hand decorations or learn about your future from the ancient art of palm reading. Take a look at the ICCA’s powerful Echoes of Courage: Komagata Maru 1914-2014 display that offers a look at how far Canada has come in a hundred years in becoming one of the most multi-cultural nations in the world. Various themed performances, from classical to modern, are offered from 4:30 to 7:30 p.m. on Friday and two full days of performances, with local and internation-
