A four-unit apartment building donated to Victoria’s Threshold Housing Society will help alleviate the “appalling number” of homeless and at-risk youth in the city, says a housing official. Located in South Jubilee, the $725,000 building will be used as transitional housing for six homeless youth aged 16 to 24. The number of homeless youth in the region was estimated at 543 in a study conducted by the Community Social Planning Council in 2008. Threshold received more than 100 referrals last year. While the donor wished to remain anonymous, said society executive director Mark Muldoon, she had worked with at-risk youth for more than 20 years, and donated the building on the grounds that it be used to house homeless youth. “At-risk youth are a separate population,” Muldoon said. “They have certain reasons for being on
the street, and different barriers for getting off.” Threshold’s transitional housing operates on a long-term basis, with residents typically staying for 12 to 18 months. Along with providing living space, the society also works with youth to provide like-skill training, such as cooking, budgeting and financial literacy. Muldoon said that due to previous abuse or neglect, many youth have developed a “massive mistrust” of adults, which Threshold aims to repair through counseling and talking circles. “We put an emphasis on selfesteem, which is the biggest obstacle for homeless youth,” Muldoon said. “The best way to do that is to ensure safety, and make them feel included. Despite some of them claiming hundreds of friends on Facebook, loneliness is a huge problem.” Extensive renovations on the building will be carried out by HeroWorks, and is expected to open on Oct. 5.

There’s a face-lift coming to the neighbourly Central Saanich Boys and Girls Club. Ceremonial shovels broke ground on Monday for the Central Saanich Boys and Girls Club being built in the heart of Brentwood Bay. The 1,400-square-foot clubhouse will continue to house the various services offered by the Brentwood Bay club, which has long been accessed by Saanich residents, as well as the chapters on Yates Street in Victoria and Macaulay Street in Esquimalt. “Youth who are closer to Central Saanich than Victoria can certainly access programs like Outdoor Adventure and Youth Leadership,” said Boys and Girls Club director of development and communications Kate Mansell. There will also be a Rogers Learning Centre located there for youth 13 to 19. Students come after school and it’s a place where they can learn, discover and receive academic support, all within the safe, supportive and encouraging environment of the club. “We’ve been a part of the Central Saanich

community since 1978,” said the Shannon Russell, the president of Boys and Girls Club Services of Greater Victoria during the ceremony. “This is a very momentous occasion for us and we give our sincerest thanks to all our supporters and to the municipality of Central Saanich for making this a reality.” In May of last year, the Club made a presentation to Central Saanich council during a committee meeting concerning the deterioration of their facility located behind the United Church in Brentwood Bay. The facility was in a state of deterioration and needed major upgrades, which would cost as much or more as it would to build a modest new facility, they said. By June of 2013, Central Saanich staff had outlined four possibilities for a new facility and a fifth was recommended by the Boys and Girls Club. In December of last year, council approved the site at the back end of the library and cultural centre parking lot (municipal land) and this spring they unanimously approved a 25-year licence agreement with the Boys and Girls Club for the land. “I think it was a unanimous agreement that we had to find a permanent home in Central Saanich for the Boys and Girls Club,” said Central Saanich Mayor Alastair Bryson during the ceremony. “We’ve had a long-term relationship with the organization and we’ve gotten to see
the benefits of the Boys and Girls Club through many of the youth that have been a part of the program,” said Bryson. Tsartlip First Nation Elected Chief Don Tom said the Central Saanich Boys and Girls Club has been an integral part of their community as well. “I am so pleased to be here today and be a part of this,” he said, adding the club has benefited many of Tsartlip’s youth by giving them a safe and engaging place to spend time after school and in the evenings. The Boys and Girls Club of Victoria has four locations (Victoria, Esquimalt, Westshore and Central Saanich) and has been serving the Greater Victoria community for over 50 years. “We pride ourselves on developing partnerships with groups in the regions,” said Russell, adding that the organization is embarking on a fundraising initiative to help cover the costs of building the new Brentwood Bay facility. “We’d like to call on the community to step up and donate,” said Peter Baillie, the chair of the fundraising campaign. The clubhouse will be located at the back end of the parking lot of the Brentwood library and cultural centre. Fernwood co-housing group applauds approval from city Fernwood Urban Village will become the first co-housing community in Victoria Drew McLachlan News staff
After four years of “jumping through hoops,” the Fernwood Urban Village Project, led by Bill McKechnie, is one step closer to seeing its dream neighbourhood become a reality. Victoria city council voted 7-1 in favour of granting the group a rezoning permit on July 24. The group originally presented its proposal in 2011, but was told it would have to iron out some issues with various city departments before moving ahead. The next step for the hopeful neighbours will be to present building plans to the city. Once completed, the Fernwood Urban Village will become the first “co-housing” community in Victoria. “There’s a trend now to go back to living in a community – not to be friends, but to build a special kind of trust as neighbours,” McKechnie said. “You can have your own private space just by closing your door, but it’s laid out in a way that people will naturally combine.” The idea is to have a series of self-contained homes built around 4,600 square feet of shared community space, which would include a courtyard, gardens, guest rooms, a laundry room and a multi-

New boss at CFB Esquimalt CFB Esquimalt has a new “mayor.” Capt. (Navy) Steve Waddell takes over as base commander, replacing Commodore Luc Cassivi. CFB Esquimalt is the second largest base in Canada and home to one of three Naval formations in Canada. It is sometimes called the 14th municipality of Greater Victoria, as such the Base Commander is occasionally referred to as the mayor. Waddell takes command of CFB Esquimalt following studies at the U.S. Naval War College in Newport, Rhode Island and has led a distinguished career as a ship officer.

McKechnie listed group meals, workshops and yoga classes as possible uses for the community space, though in the end, it’s the residents that will decide how it gets used. “The legal framework is the same as a strata-title condo, but decisions are carried out by the whole community — each member has a say,” McKechnie said. “It’s slow, but it works.” The village is planned as a “low-impact
environment” and will utilize solar energy and water retention to maintain low costs for residents. Currently standing at 22 members, the group will be looking for more as it moves forward with its plans, hoping to fill the 31 planned units. Plan to pay up if you puke in a taxi Regulator OK’s $75 cleanup fee for cabs

Under new rules from the B.C. Passenger Transportation Board, anyone who vomits in a cab can be charged a $75 cleanup fee. “Passengers who soil or damage the interior of a vehicle with bodily fluids or solids may be required by driver or taxi company to pay a cleanup fee of $75 in addition to the meter rate or any other rate,” says the new standard rules for taxi regulation. Surinder Kang, a
manager with Yellow Cab in Victoria, says it’s an ongoing problem particularly in the downtown core on Friday and Saturday nights. “It’s a recurring problem. If some one gets sick in the back of a car, drivers lose money because of it.” Kang says it can take anywhere from two to four hours to get a taxi cleaned, but in the meantime drivers are off the road and not
making any money. The previous rule permitted drivers to bill for the cost of cleanup or repair, however, no amount was specified. Kang welcomes the new charge, but admits cabbies could have problems recouping the fine from some passengers. “It could be a problem,” he said, “but we have other avenues to collect, like calling the police.” The so-called puke
fee is in other locations across North America including Calgary, Toronto and Chicago.
Campfires have again been banned in the Coastal Fire Centre region, with the exception of the coastal area known as the “fog zone.” The fog zone is a two-kilometre-wide strip along the outer coast of Vancouver Island, stretching from Owen Point (near Port Renfrew) north to the tip of Vancouver Island and around to the boundary of the District of Port Hardy. The Coastal Fire Centre is implementing this campfire ban due to increasing temperatures and no precipitation in the forecast. This is the second strong drying period of the summer, with lightning in the forecast through the long weekend. Public assistance is needed to reduce the number of human-caused fires and enable crews to respond to naturally occurring wildfires.
Residents favour amalgamation The majority of Greater Victoria residents are in favour of amalgamation according to a new poll sponsored by the Greater Victoria Chamber of Commerce Amalgamation Yes, the Victoria Real Estate Board, and the Victoria Hotel Association. A total of 84 per cent polled say they are “strongly in favour”of amalgamation. The poll, conducted by Angus Reid, surveyed residents on issues relating to governance structures. The results show not only strong support for amalgamation but also having a non-binding referendum on amalgamation at 89 per cent support.

The other two reels were shot by pioneering B.C. filmmaker A.D. (Cowboy) Kean, who attempted to document every unit that left the province to serve in the Great War. Duffy has taken all of this footage and constructed a poignant and meaningful visual story, set to music, conveying the optimism and enthusiasm of recruits as they trained and departed for a conflict of unimaginable violence. Commemoration will continue in fall 2014 with the digitization and online publishing of 5,000 pages of letters and diaries from the B.C. Archives related to the First World War.

City envisions plan for Inner Harbour area Study suggests changes for Ship Point, Belleville Terminal, Lower Wharf Street Kevin Laird News staff
Take a glimpse into the future. As you take a stroll along the Inner Harbour, you stop at the amphitheatre at Ship Point and take in a show of local entertainers. Walking further along, you purchase some fast food from a local food kiosk vendor and take in the view of MV Coho and the Clipper moored side by side at Belleville Terminal. It’s a dream the City of Victoria hopes isn’t too far-fetched as it envisions a new plan to revitalize the Inner Harbour. The city released the draft report Harbour Vitality Principles 2014, which conceptualizes what the Inner Harbour could look like at three specific locations: Belleville Terminal, Lower Wharf Street and Ship Point in the years ahead. The report follows extensive public consultations where the
Council approves waterfront lease Victoria city council has approved a longterm lease with Victoria Float Plane Terminal Ltd. for the water lot area that fronts the City’s lands at 950 and 1000 Wharf Street. Under the new lease, the float plane terminal will move off of the existing site on the city’s land and onto the city-owned water lot where the float plane docks are currently located. This will enable a new public plaza to be constructed on this site in the future, as part of the future David Foster Way, a four-kilometre waterfront pathway. The design of the new floating terminal building, docks and upland plaza were approved by Council in April 2013. public and other harbour stakeholders were asked for input. Among the findings of the report: The Belleville Terminal – Valued as a key transportation hub. Completion of a waterfront pathway connecting the terminal to the Inner Harbour, more green space, combining the MV Coho and Clipper ferry terminal with a rooftop park and widened sidewalks, plazas and public outlooks were looked at as beneficial options for the area. Ship Point – Special event site. With its location in the heart of downtown and along the Inner Harbour, the site is ideal for community gatherings. The best use of the space was for a permanent, weatherprotected site for small to large scale events, more green space and seating areas, an amphitheatre and a covered parking lot. “The most common improvement the public would like to see made is the reduction of space currently allocated to parking,” the report said. Lower Wharf Street – Downtown location and marinerelated activities are highly valued attributes of this site. The report, through public input, suggests eliminating
parking completely. Improving the public walkway and adding more services such as cafes, food kiosks and a space for informal gatherings. The purpose of the report is to provide a “renewed vision and strategic direction” that will help to better position the City of Victoria and other Inner Harbour landowners for potential capital funding, grants and development opportunities as they arise, said the city communications department in an email to the News. So far, the report has received favourable reviews. Curtis Grad, president and chief executive officer of the Greater Victoria Harbour Authority, says the city has taken positive steps forward with its conceptual plan. “Ultimately, (the harbour authority) is keen to see consensus around a plan that embraces the land-water connection and preserves the continued diversity of commercial activities that make our harbour vibrant and compelling,” he said. Coroner identifies crash victim The B.C. Coroners Service has identified a 14-year-old Victoria teen killed in a motor vehicle accident in Kelowna on July 15. Thomas Rhys Edward Davies was riding in a vehicle with his
great-grandparents, Harold Reinhardt Miller, 82, and Juline Miller, 79, when the accident occurred. All three were deceased at the scene. The B.C. Coroners Service and RCMP continue to investigate.

The sun forces Ed Wiebe to squint as he swings open a heavy door and steps into broad daylight on the roof of the Bob Wright Centre of Ocean, Earth and Atmospheric Sciences at the University of Victoria. When he opens his eyes, he makes his way through a grid of student astronomy telescopes to a weather monitor a few metres away. The little black spoons of the anemometer are constantly spinning as they measure the wind and add another piece of weather data to the School-based Weather Station Network, comprised of about 150 stations at schools across Vancouver Island. “We received some grant funding and put these stations around the South Island in partnership with the school districts. Right away we learned there is a great discrepancy in weather conditions across Greater Victoria,” says Wiebe, who started the project in 2002 with Andrew Weaver, now Oak Bay-Gordon Head MLA. The stations record and report the temperature, humidity, wind speed and direction, air pressure, rainfall, sunshine (solar power), amount of sun energy coming in, UV index and rain rate. It’s all collected in a server at UVic and made available (with a four minute delay) at victoriaweather.ca. Even more handy is the smartphone app, which reports the weather from every station on the

Island within the last five minutes. “The first station we ever installed is actually on the Ian Stewart Complex as we used to be in an office there,” Wiebe says. The network has since grown substantially but remains a parttime job for Wiebe, a research associate in UVic’s renowned Cli-
mate Modelling Group Lab, led by Weaver. “We were fascinated by what the station was showing. We wondered if we could install more but have them in a closer distance than the local Environment Canada stations,” Wiebe said. Environment Canada provides
a fairly accurate weather picture with a few stations in Greater Victoria. But Environment Canada’s station at the airport, which is often referenced, is quite a distance from Victoria and Saanich, and its results are delayed in comparison to the School-Based Network.
For example, it’s often two to three degrees warmer in the Highlands than the coastal zones of James Bay and Fairfield. It also rains approximately 50 per cent more at the airport than downtown Victoria. “With the stations so close together we could see interesting weather differences, especially cold fronts moving across the Island, which we pick up quite accurately,” says Wiebe. The majority of the stations are built on elementary and middle schools, with some high schools too. It’s part of the project’s mandate to educate and engage students with science, when resources are available. Each station comes with a display monitor that teachers and students use to follow along. “We’ve provided educational resources on site for teachers and there are established lesson plans for teaching weather,” Wiebe says. “We’ve also found teachers are using it in different ways. Some schools chart the data each day on the wall in the hallway, and some have students announce the daily weather report on the PA.” reporter@saanichnews.com

The annual Esquimalt Arts Festival will be expanding as it enters its third year, and the Township Community Arts Council, which takes the reins this year, is hoping to bring in a larger, younger crowd. The festival will feature an “artist walk” made up of 35 artists from across the Island, who will showcase their work and discuss their process with attendees. Arts council secretary-treasurer Louise Ryan said artists will be grouped closer together this year, hopefully resulting in a more “community feel.” “Our main goal is to engage Esquimalt, and to bring people out here to enjoy the art and enjoy the park,” Ryan said. “But we also want to bring our artists together,

Maritime Museum, which will be hosting a “pirate school” at the festival. More digital media-based artists will also be included this year, which organizers hope will inspire interest in younger attendees. The event will also feature six musical acts, including headliner Louise Rose, a local, awardwinning jazz singer. A convoy of food trucks will also be present. Sitting in his store, surrounded by woolen scarves and sweaters — his handiwork — Ryan Davis recalls getting his start as a weaver. Working as a bike courier at the time, Davis would spin at a makeshift wheel in the back of his car while waiting for calls. “My wife introduced me to it, and it just kind of stuck,” he explains. “It was very meditative at the time, it still is. Its just satisfying creating something unique.” Davis, along with his wife Stephanie Papik, now runs Knotty by Nature, a fibre and craft store in Fairfield. Along with the business, the team also runs Good Fibrations, Victoria’s annual crafting festival. Now in its fourth year, Good Fibrations has grown to a gathering of 60 vendors, along with five demonstrations by expert crafters. Davis and Papik will be holding their own demonstration on nuno felting, a technique that involves binding loose fibres to fabric. Other demonstrations include back strap weaving, silk fusion and weaving with dog and cat hair. Davis hopes to foster the next generation of weavers with a new addition this year — a “kids’ tent” hosted by Crafty Victoria. Good Fibrations will be takes place in the orchard of St. Ann’s, on Aug. 17, 10 a.m to 4 p.m.
Mount St. Mary’s Hospital and the Society of Friends of St. Ann’s Academy are inviting Victoria for an afternoon of tea, music and history — all in proper Victorian fashion. The Sophie Pemberton Tea is a new fundraiser for the two groups, who hope it can grow into an annual event. Taking place in the orchard of St. Ann’s Academy at 835 Humboldt St., guests will be treated to tea, historic finger foods, a musical performance by Raven Baroque and a Victorian fashion show by Victorian Vogue. Guests are also encouraged to dress in period, though there is no code. “A surprising amount of people have some Victorian pieces hiding in their closet, but the occasion to actually wear them doesn’t often come up,” co-ordinator Barbara Newton said. Guests can also take a tour of the academy, guided by historic impersonators. The event is being supported by more than 300 volunteers, with funds being split between the two groups. The hospital is partly funded by Island Health, though it relies on donations in order to
provide activities, art and music therapy, pet therapy and church services. “For many of the people who live here, chances are its going to be their last home,” Newton said. “Island Health only covers medical needs, but these people have emotional, spiritual and personal

Gordy Dodd’s fifth annual Walk for Peace was held last Sunday and managed to raise more than $30,000. The recipient this year was Victoria Hospice’s Touchstones counseling program, which helps young people through the grieving process. A total of $28,000 was donated by the Telus Victoria Community Board and Dodd’s Furniture, with remaining funds being donated by participants.
The walk took place at Beacon Hill Park, and was inspired by Guru Nanak, the founder of Sikhism, who walked across South Asia and the Middle East promoting peace. reporter@vicnews.com

A special place to live One of the most anticipated long weekends of the year is finally here – welcome to B.C. Day. Back in 1974 when a newly minted New Democrat government came to power, Premier Dave Barrett thought it would be a great idea to have a day off and celebrate British Columbia. Good idea, Dave. His first thought was that it should be a day to recognize the thousands of pioneers who made this province great. But it has developed into much more than over the ensuing 40 years. We have, believe it or not, become almost patriotic – and for good reason. Over the years Canada has been named the best country in the world. Ever wonder how that’s scored? Do you think they look at Winnipeg (nope)? Resolute (not a chance)? Or, God forbid, Toronto and say Canada is pretty special? Not a chance. No, they would have to only consider the West Coast. And yes, they need not go any farther than Victoria or Esquimalt to realize you can’t get better than this – anywhere.
Pass the barf bag Puking penalty. Vomit violation. Upchuck charge. Whatever they call it, cabdrivers in Victoria can now charge you extra if you vomit in their car, thanks to new rules announced recently by the B.C. Passenger Transportation Board. The new regulation states that if you upchuck in a taxi, the cabbie can charge you a $75 cleanup fee. It’s a move that’s being celebrated by local cabbies who can be out of pocket for cab cleanup, never mind the lost fares. And we can certainly understand their angst. However, we wonder just how easy it will be to collect that $75. One cabbie told us there are different avenues for collection, such as bringing in the police, but will police be all that excited to be bill collector? It’s one thing to bring in a regulation, but it’s another to actually enforce it. A plan to save tax dollars It costs the Greater Victoria Water District more than $40 million a year to treat our drinking water. We are very fortunate to have access to the world’s cleanest water – just turn on the tap and it flows out of sight and down to the sea. Our hands are sanitized, teeth whitened and we may have popped a few pharmaceuticals to correct a dysfunction. It’s all good. In B.C. there are some water bottling companies that use municipal water, bottle it and sell it. Has the Capital Regional District ever considered doing this? Imagine a natural, local renewable resource that might actually help reduce taxes. To take this idea even further, I watch as several local schools have their field sprinkler systems turn on automatically as most Victorians are still sleeping. Thousands of litres of expensive treated water irrigates the school fields. It is an added expense to the school districts’ budgets using treated water and the taxpayer’s pay for it. Yet, we are warned by expensive CRD media ads “to conserve water or a CRD bylaw officer will be at your door.”
If the municipalities were to agree on building greenhousestyle tertiary plants within their municipalities, the potable water could be used for disbursement to school playgrounds and nearby boulevards. It might reduce the need for some pipeline retrofits and replacement. The greenhouses facilities would attract ecotourists, dignitaries and even a few impoverished local taxpayers. Has this idea been considered as a cost-benefit by Seaterra? I Imagine the Seaterra plan actually trying to save money. It’s been said: “If you can dream it, you can make it happen.” I dream of the day when the water, schools and CRD districts might implement a plan that would combine and reduce taxpayer’s expenses. Could the CRD actually try to save money, or is the CRD only in the business of spending money? Am I only dreaming? Art Bickerton Saanich
Enbridge project not a done deal Re: Protest membership soars as feds OK pipeline (News, July 23) I found this story misleading.

The writer referred several times (including in the headline) to the feds “okaying” or “approving” the Enbridge pipeline. The federal government has not given a simple greenlight or rubber stamp as Victoria News and the Dogwood Initiative imply in the story, but approval only after Enbridge meets more than 200 conditions, including environmental conditions and receiving the approval of First Nations. These are arduous standards that Enbridge is unlikely to ever meet, and talking about the pipeline like it’s a done deal and construction is imminent is inaccurate and disingenuous. B.C. Day weekend celebrations in the West Shore will have a decidedly homegrown flavour. Former Colwood resident Ken Lavigne headlines a full lineup of ticketed and unticketed events. A partnership between the West Shore Arts Council and Westhills features a talented and varied showcase of the best in entertainment. “It is just a super opportunity to have a small venue to enjoy Ken’s music and learn about new emerging artists in our community with respect to B.C. Day,” said Laura Davis of the West Shore Arts Council. “There is just so many different types of music as well as
municipalities acknowledge that a performance arts centre is a possibility,” Davis said. “(The B.C. Day event) shows the West Shore certainly has the artists to embrace such a project. Most of the artists are from the West Shore and we try to design (events) around our residents.” Lavigne, whose parents still live in Colwood, said

Challenged by one Hellcat of a muscle car Portland, Oregon – Do I take the red key or the black key? The black key limits horsepower to 500. Jaws drop. If you put it in valet mode, rpms are limited to 4,000. Gosh, I really hope I can take the red key… This Matrix-like conundrum is a good one to have. Take the safer route (black key) if you’d rather ease off on harnessing the gargantuan horsepower of the 2015 Dodge Challenger Hellcat. It’s the most powerful production Chrysler V8, as well as the most powerful production muscle car to date, so it needs to be treated with respect. But then again, the red key will allow me to tame this muscled feline one shift at a time, whether through the 6-speed manual or an 8-speed automatic. Looks like the decision has been made for me. Red key is sitting pretty in the centre console. And it’s in track mode. Electronic intervention is minimal. I
have access to all 707 horsepower and I’m at the Portland International Raceway. I’d say this will be a heavenly day. With a new look on the inside and outside, the 2015 Dodge Challenger is ready to take on its Ford Mustang and Chevrolet Camaro competition head-on. According to market research, two thirds of Challenger buyers say they don’t cross-shop anything else. That said, those who did cross-shop, and decided to go in another direction, attributed it to its archaic interior. That problem is no more. Now Challengers come with a driver-centric and cool-looking interior setup. Whether you have the standard 5-inch touchscreen or the optional 8.4-inch (the biggest touchscreen in its segment), you can’t lose. Then there’s a new 7-inch multi-view driver information display instrument cluster that adds to the chic execution; standard
on all models. Not to mention, it displays all the vital stats that you’ll need when driving. Combined with physical buttons – for those who don’t like to control everything by a screen – its evolutionary changes certainly help its cause. A lot. But the heart of the Challenger lies underneath its sheet metal – the curves and edges that were inspired by the ’71 Challenger. When it comes to engine choices, you’re not without options. Speed differential is what causes big problems on the highway. If there is a wide variation and people are not showing lane discipline i.e. keep right unless passing, that’s a recipe for disaster as impatience and frustration takes over. I tacked on another five klicks so as not to be too far out-of-sync with my fellow travellers. However, along stretches of the Coquihalla, my 125 wasn’t enough to satisfy the need for speed exhibited by many others. On the straights, 130 was the low end and I figure that most who passed

BC drivers are getting used to a faster life in the fast lane very quickly. News of the hike of 10 km/h to the posted speed limit on long stretches of major highways was announced swiftly the other weekend, taking many by surprise. By Sunday, I was taking a 2014 Toyota Highlander for a faster spin on the Okanagan Connector/Coquihalla Highway route than I had expected when I headed to Kelowna days earlier. What was still more surprising was that the signage reflecting the higher speed limits was already up. (I’ve never see the provincial government bureaucracy move so fast!) This was not going to be a trip to try to prove or disprove Toyota’s boast that the 3.5-litre V6 under the hood would, with the aid of the six-speed auto transmission, transport me to the coast sipping just 8.2-litres for every 100 klicks travelled. No, I would be calling on all 270 horses to do more than canter up those steep hills that separate the Okanagan from the Lower Mainland. Climbing to the Pennask summit was a quiet and fast run. The cruise control was set to the maximum limit of 120 km/h … and I was passed by everyone on the road! Some things don’t change. Hike the limit and most drivers will tack on another 10 klicks. I passed a few nervous folks, who seemed determined to stick to the defunct maximum of 110.

new minimums. That will still be the case for pints in some locales – bars that had charged less than $5 must raise their prices to that minimum for 20 ounces. The province has also increased the minimum price for spirits from $2 to $3 per ounce. Addictions experts had called for higher minimum pricing to reduce health and safety risks to drinkers. Alliance of Beverage Licensees executive director Jeff Guignard supported the spirit price increase in the interests of public safety, noting a patron previously could have bought five singleounce shots for $10. But he said the lower minimum beer pitcher price of $12 against a minimum 20-ounce pint price of $5 may encourage over-drinking and intoxication. “You’re more likely to start sharing pitchers than you are to buy individual pints,” he
said. Provincial regulations limit a single serving of beer to 24 ounces, so pitchers can’t be ordered by a lone patron. But Guignard noted it’s harder for a server to track how much patrons are drinking when they’re ordering beer by pitchers instead of glasses. “You don’t know if a particular person has had one pint or had the entire pitcher.” The new minimums mean little for bars and restaurants that charge higher prices already. Guignard senses a “rural-urban divide” in which many Interior bars charging lower prices than the new minimum will have to raise prices, while that won’t generally be the case in much of the Lower Mainland, outside of parts of Vancouver. Unique courses abound at UVic Don Descoteau Reporting
Of all the unique communities one can find in Greater Victoria, few are more identifiable than our local universities and colleges. Bubbling forth with ideas and creativity, by their very nature universities create community by providing a central location, set borders and a common goal. They can also be places with a pretty original outlook on the world, reflected in the often quirky classes offered. Some courses at the University of Victoria, for instance, focus on subjects most people wouldn’t immediately think of as academic, but delve into interesting aspects of modern society. The Fine Arts department offers a technology and society class on Mario versus Minecraft: The History of Video Games, as well as a new course on the representations of time travel in popular culture. In the Humanities department, students can choose to study motorcycle culture and literature. The English course looks at literature, Internet culture, movies, history and anthropological and sociological research, all relating to the two-wheeled vehicles that have long captured our imaginations. An electrical engineering class teaches computer network security and exposes students to ethical hacking and penetration testing, to
learn how to keep a network safe and secure. History students can take an in-depth look at Hockey Night in Canada, a starting-off point for studying sports and their relationship to Canadian Identity. HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced. “The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.” Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.
“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.” Walter and Lorie hope to spend the rest of their lives in their home. The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

Aly White can recall when she first arrived in Canada at five years old. She wasn’t just afraid of swimming, she didn’t even want to wash her hands. “I was petrified.”
The stressful condition had a lot to do with the orphanage she came from, says adopted mom Ingrid White of Saanich. Now 27, Aly has long overcome any fears she ever had with water and has blossomed as an accomplished swimmer, thanks to the opportunities made available through the Special Olympics. The freedom of the water gives Aly a break from the symptoms of ADHD, as she finds

White hauled in eight medals (three golds, four silvers and a bronze) at the recent Special Olympics division of the B.C. Summer Games in Nanaimo. It was a surprise despite winning three medals at last year’s B.C. Special Olympics in Abbotsford, her first provincial meet. In Nanaimo, White won gold in the 50m freestyle, 100m individual medley, and 50m butterfly, silver in the 200m freestyle, 100m freestyle, 100m backstroke and 50m breaststroke, and bronze in the 50m backstroke. “I was not expecting eight medals,” Aly says. “Even though I was sitting in (medal)

Aly is busy working as a leader at youth summer camps with the Emmanuel Baptist Church at Cedar Hill Cross and Henderson roads, and is back training often with the Special Olympics at Crystal Pool. “It’s important that my coach Sara Ozog was so hardcore. An important question to ask when you’re purchasing property in Victoria and Esquimalt is not, ‘is there a buried oil tank?’ rather, it’s ‘where is the oil tank buried?’ Underground oil storage tanks are common in the region, as natural gas wasn’t brought to the area until the early ‘90s and oil heat was common. If you’re selling your home, you’ll want to know if there’s a tank buried on your property and if there is: “Get rid of it,” says real estate agent Cassie Kangas. “There is a culture of fear around them,” she says. The fear is due to the cost a leaking tank can cause the owner – upwards of $50,000, if the spill has spread. When selling, Kangas says start with a realtor who knows the area. “They can pull the records at the ... fire department – homeowners can do that themselves, but that’s why you have

a realtor, they can do those things for you. They understand what the records mean and can sit you down and tell you what you need to do,” she says. There are a variety of steps a homeowner can take to prepare their property for sale. If an oil tank that has not been rendered inert is on the property, a scan can be done to find it and Kangas says, if the seller is in a
financial position to remove it, that’s the best option. It’s better to find the tank and deal with it prior to putting your home on the market because a buried oil tank can be a deal breaker when it comes to making a sale. “We’ve seen some fairly scary situations where people have done work with no permit,” Kangas says. buried under driveways and patios and even under extensions made to the home. “Just because you don’t know it’s there doesn’t absolve you (financially, if there’s a leak),” she says. Those looking to buy in the area should be just as diligent about buried oil tanks. “Again, use a realtor who knows the area. … If a seller hasn’t disclosed that
there’s a tank, or doesn’t know, get (your realtor) to go to the Oak Bay Fire Department and pull the records.” Then, she says, you can negotiate with the seller to have the tank removed. “The seller really needs to deal with it prior to selling,” says Kangas. “A buried oil tank is no big deal, but if it’s leaking, suddenly it’s a big deal.” editor@saanichnews.com

Challenged by one Hellcat of a muscle car Portland, Oregon – Do I take the red key or the black key? The black key limits horsepower to 500. Jaws drop. If you put it in valet mode, rpms are limited to 4,000. Gosh, I really hope I can take the red key… This Matrix-like conundrum is a good one to have. Take the safer route (black key) if you’d rather ease off on harnessing the gargantuan horsepower of the 2015 Dodge Challenger Hellcat. It’s the most powerful production Chrysler V8, as well as the most powerful production muscle car to date, so it needs to be treated with respect. But then again, the red key will allow me to tame this muscled feline one shift at a time, whether through the 6-speed manual or an 8-speed automatic. Looks like the decision has been made for me. Red key is sitting pretty in the centre console. And it’s in track mode. Electronic intervention is minimal. I
have access to all 707 horsepower and I’m at the Portland International Raceway. I’d say this will be a heavenly day. With a new look on the inside and outside, the 2015 Dodge Challenger is ready to take on its Ford Mustang and Chevrolet Camaro competition head-on. According to market research, two thirds of Challenger buyers say they don’t cross-shop anything else. That said, those who did cross-shop, and decided to go in another direction, attributed it to its archaic interior. That problem is no more. Now Challengers come with a driver-centric and cool-looking interior setup. Whether you have the standard 5-inch touchscreen or the optional 8.4-inch (the biggest touchscreen in its segment), you can’t lose. BC drivers are getting used to a faster life in the fast lane very quickly. News of the hike of 10 km/h to the posted speed limit on long stretches of major highways was announced swiftly the other weekend, taking many by surprise. By Sunday, I was taking a 2014 Toyota Highlander for a faster spin on the Okanagan Connector/Coquihalla Highway route than I had expected when I headed to Kelowna days earlier. What was still more surprising was that the signage reflecting the higher speed limits was already up. (I’ve never see the provincial government bureaucracy move so fast!) This was not going to be a trip to try to prove or disprove Toyota’s boast that the 3.5-litre V6 under the hood would, with the aid of the six-speed auto transmission, transport me to the coast sipping just 8.2-litres for every 100 klicks travelled. No, I would be calling on all 270 horses to do more than canter up those steep hills that separate the Okanagan from the Lower Mainland. Climbing to the Pennask summit was a quiet and fast run. The cruise control was set to the maximum limit of 120 km/h . . . . . . and I was passed by everyone on the road! Some things don’t change. Hike the limit and most drivers will tack on another 10 klicks. I passed a few nervous folks, who seemed determined to stick to the defunct maximum of 110. Speed differential is what causes big problems on the highway. If there is a wide variation and people are not showing lane discipline i.e. keep right unless passing, that’s a recipe for disaster as impatience and frustration takes over. I tacked on another five klicks so as not to be too far out-of-sync with my fellow travellers. However, along stretches of the Coquihalla, my 125 wasn’t enough to satisfy the need for speed exhibited by many others. On the straights, 130 was the low end and I figure that most who passed me were travelling at nearer 140. The descent to Hope was like a racetrack but then it always is. In the days that followed, the anti-speed lobby woke up and took to the airwaves with dire warnings of increased carnage. Simple math and rudimentary physics teaches us that the harder people hit, the harder they fall. Let’s hope the poor driving practices that lead to such collisions don’t increase and reprove such a simple truth. P.S. I achieved 9.5 L/100km on the journey home. keith.morgan@drivewaybc.ca

Rickshaws, cars and bullet trains
Bob & Yvonne McHugh “Rolex or Mao hat!” was the street hawker’s sales cry, as our rickshaw sped past him through the narrow streets of old Beijing. It could also be the question posed for an emerging super-nation struggling to blend new-world economics with a communist social order. Our four-city, fifteen-day tour of China included many other interesting and modern forms of transportation. To start with, we were very impressed with the cleanliness of airports and train stations. Eating or drinking is not allowed on metro trains in Beijing and Hong Kong and another plus was having important signage in English, as well as Chinese. China now has more than four billion kilometres of highways and expressways, for road users. Rail travel is inexpensive and popular, and carried more than two billion passengers last year. terminal in Hong Kong. The other city we visited was Xi’an, a famous fortress city at the Asian end of the historic “Silk Road”. It’s also the home of Terracotta Warriors, a UNESCO world heritage site.
Cars
China is the largest auto market in the world. More
new vehicles are sold in China every year than in all of North America. While it has about a dozen major home auto manufacturers, most have production agreements with foreign auto makers. Which explains why, for the most part, you’ll see the same Volkswagens, Buicks, Hondas and Toyotas that you’ll find on any street in Vancouver. How they’re driven is different. Many drivers ignore crosswalk rules, so it’s advisable to cross busy intersections with a group of fellow pedestrians, there’s safety in numbers! Our in-car experiences were mostly taxis and all were Toyota Crown models. In fact, in all four cities, it seemed like every taxi was a red and white Toyota ... even in Hong Kong where they drive on the left side of the road, a British legacy. One memorable drive was a speedy, wild taxi ride to the Airport in
Shanghai, a “kiss the ground” on arrival experience. Should have taken the train.
Trains
Out first train experience was in the Beijing Metro system and it’s the fastest way of getting downtown. Even though there are vehicle restrictions that only allow odd and even license plates on alternative days, traffic congestion is a problem. Beijing has the second longest subway system (in terms of track length) in the world (after Shanghai), but its average weekday ridership is over 10 million. During our week in the city, it actually recorded a world one-day ridership record of 11.24 million. By comparison, the weekday ridership on the Skytrain system in Metro Vancouver is less than 400,000. It’s certainly a good idea to plan a Beijing metro trip

rail line system is expanding rapidly and expected to reach 18,000 km of track by the end of 2015. Shanghai also boasts the world’s first ultra highspeed maglev rail line. In fact, the only old-world transport during this tour was that rickshaw, which could also be described as a pedi-cab. The only other rickshaws we saw were a few for sale at a closed “for hire” location near a ferry
in advance, but we found it surprisingly easy to navigate. We made an early morning start in Beijing to catch a bullet train to Xi’an. This 1,144-kilometre trip use to take more than 11 hours, but a high-speed (over 300 km/hour) train can do it in less than five. Impressively smooth, relatively quiet and comfortable, it’s a relaxed mode of travel and you can move around as much as you want. You don’t fully appreciate the high rate of movement until another bullet train passes in the opposite direction – there’s a sudden blur, whoosh and it’s gone! Maglev looks like a traditional train until you realize it uses magnetic levitation – no wheels! Powerful magnets provide both lift and forward
thrust and it can reach speeds of more than 400 km/hour. Unlike friction-based (wheeled) rail, it’s unaffected by snow, ice or rain. The ride is also more cushioned ride than the bullet train. The track, which is about 30 km long, had banked corners and the trip took about ten minutes.
Last but certainly not least
A truly unique and relatively new transportation structure in Shanghai is the Pearl Loop Pathway. Above a massive roundabout in the heart of the financial district, this wide elevated circular pedestrian pathway has street-level escalators and connections to business towers and tourist attractions, including Shanghai’s famous Oriental Pearl Tower. Not all electric cars are the same
TESLA S13 Zack Spencer This story could be obsolete in a month as automakers add electrification to existing models and introduce all new models, at an incredible rate. The market for electric cars or plug-in hybrids is very small but it is growing. The success of Tesla’s Model S has shot its stock price into the stratosphere, as investors bet on that company’s emergence as the electric car and technology leader. The stock price should really reflect the cars sold, as Tesla can only make about 20-25,000 cars annually for a worldwide market.
The Market Green Car Report recently published a sales report on all
electrics sold in Canada for the first six months of the year. The list of vehicles sold is compiled from companies’ self-reporting but Ford’s data is missing. This Green Car Report estimates that Ford’s numbers will push overall electric sales to 2,200 for the first half of the year, a 50 percent improvement over a year ago. What we do get is a good snapshot of the market. With only 1,941 electrics officially counted, amounts to only 0.21 percent of the overall Canadian marketplace. (Canadians are on track to buy almost 1.7 million vehicles this year) So these are tiny but important numbers and the trend is higher. The clear winner isn’t the Tesla at all; in fact it is in third place behind the Chevy Volt and Nissan LEAF. Chevy
What many people don’t realize is the complexity of the electric car market. I look at it this way, if the car can be plugged into an outlet; it is at least partially electrified. There are pure electric cars like the Nissan LEAF, Tesla Model S, Smart Electric, Mitsubishi i-MiEV and BMW’s new i3 – all of these use just electricity to propel the car. Then there are electric cars that have an onboard generator, should the range of the electric pack limit driver’s intentions. The Chevy Volt, Cadillac ELR, the Toyota Prius Plug-In and the BMW i3 are, or can be equipped, with a gasoline engine to either drive the wheels or charge the battery. This is one area where the Chevy Volt wins. With roughly a 65 km range on pure electricity and a small generator on board to extend the range indefinitely, this car makes a lot of sense. This is why the BMW

What is still to come? We are living in interesting times. More and more electric cars are being added, not to meet the demand but to meet regulatory requirements. For the model year 2016, the United States has a new cooperate average fuel economy (CAFE) standard that has each manufacturer trying to hit 35.5 mpg average across their fleet, including small trucks. This isn’t doable with the current internal combustion engine technology, so these manufacturers are looking to electrification as the answer. Even though more and more electric versions will

Even though electric car sales are very small and many new models will go unnoticed, the trend to electrification is here. With markets like China mandating a percentage of electric cars to offset its horrific pollution, will help move the numbers of electric vehicles worldwide. This, along with steady adoption rates here in North America will help promote better charging infrastructure. Another factor is the price to own an electric car. The Smart Electric is priced at $27,000 making it the least expensive full electric car. With Nissan hacking its price on the
