Salaries comparable to other B.C. regional districts, says RDN BY KARL YU THE NEWS BULLETIN
According to its 2013 statement of financial information, 20 employees of the Regional District of Nanaimo earned salaries north of $100,000 in 2013. Paul Thorkelsson, re g i o n a l d i s t r i c t chief administrative officer, had the highest earnings, making approximately $208,388, an increase over the $163,036 he earned in 2012 when he was general manager of strategic and community development.
“
We use a process where they go out and compare to the market kind of thing.
Carol Mason, Thorkelsson’s predecessor who left for a position with Metro Vancouver, made
around $154,386 in 2012, although she would’ve made an estimated $205,000 if she had remained for the whole year, according to Wendy Idema, regional district finance director. Tom Osborne, general manager of recreation and parks ser vices, had the second-highest salary, earning $151,835 in 2013. He made $145,027 the year prior. Thorkelsson and Osborne’s expenses totalled about $9,931 and $3,065 in 2013 respectively. In comparison, Sukh Gill, chief administrative officer of the Thompson-Nicola Regional District, whose population is comparable to the Nanaimo district, made $186,221 in 2013. Ron Storie, Thompson-Nicola’s manager of community services, made $98,333 in 2013. Idema said Nanaimo regional district contracts are negotiated and while raises are offered – with board approval – performance bonuses are not. See ‘BOARD’ /4

Trail blazers Nanaimo Mountain Bike Club partners with city to create new route around Westwood Lake

Sections have yet to be built and it still needs a name, but Nanaimo Mountain Bike Club and the city are working together to cut a mountain bike trail around Westwood Lake that riders, runners and hikers can share. The club started construction in December 2012 on what is the first mountain bike-specific trail authorized on city property. So far more than 20 work parties, made up of Nanaimo Mountain Bike
Club members and other volunteers, have put in hundreds of hours cutting the trail and building boardwalks and bridges for which the city contributed $5,000 to cover materials costs. Several kilometres have been built with more sections to come, but trail building can only be done properly in the winter months, so work is on hiatus through the summer. Trail builders have to follow city directions on where to route the trail, which sometimes runs through watercourses and

boggy areas that can be damaged by foot and bike traffic.
“The most time-consuming part of building this trail has been water management and making sure the water is running naturally rather than creating a river on the trail,” said Jenn McGarrigle, club secretary. “To build a sustainable trail you have to deal with the water properly. “If you don’t, then you’ll be spending hours after the fact, fixing things up because water, as you know, does a lot of damage all by itself. A trickle of rain moves mountains over time.” See ‘TRAIL’ /4

Nurses continue to fight hospital care model
Funding helps train nurse practitioners By Tamara CunningHam The News BulleTiN
A funding injection from the First Nations Health Authority will help equip and train nurse practitioners, according to Island Health. The First Nations Health Authority, in charge of administering federal health programs and services for First Nations in B.C., has given Island Health $145,000 to support hiring nurse practitioners and the start-up of their practices. According to Ian Knipe, Island Health’s director of aboriginal health, both organizations see the need to prioritize access to primary care for First Nations people, who face challenges to access services due to geographical barriers or past experiences. Knipe said the latest funding will be focused on providing resources for the health professionals. “It will not increase the number of nurse practitioners, but it will give them the additional equipment and resources to provide services and part of the funds will be going to support the nurse practitioners to take cultural safety training,” he said. While Snaw-Naw-As First Nation Chief David Bob is waiting to see how the funding is administered, he says expanding and supporting nurse practitioners is good, especially for rural and isolated areas. Bob said he is also interested in seeing one of the health professionals at his community’s new health centre. A nurse practitioner would save residents from having to travel to their physicians, according to Bob, who says one of the community’s main issues is transportation. news@nanaimobulletin.com

Spots open in trades training By Karl yu The News BulleTiN
In order to accommodate the burgeoning liquefied natural gas industry, the B.C. government has committed $837,000 to Vancouver Island University’s trades programs. From that, $727,000 will go toward 132 new trades training spots – 80 welder and 36 electrician for preemployment courses and 16 heavy-duty equipment mechanic apprenticeship seats. The remaining $110,000 is earmarked for operating and training equipment funding. Dan Hurley, university spokesman, said the money will help address the student wait-list for some of the high-demand occupation trades. “It depends on the program but my understanding is that in the electrician program, that will help cut it down by 12 months, so that’s a big deal for a lot of students who are looking to
get into the industry right away,” said Hurley. According to the provincial government, one million jobs will be available in the province by 2022.
“
i must point out these are transferable to any other demand.
Trades offered by the university, including electricians, carpenters, heavyduty equipment operators and welders, are among the 12 most in-demand liquefied natural gas trade jobs based on current labour market numbers. B.C. Advance Education Minister Amrik Virk said 80 per cent of the jobs will

require some form of postsecondary education and the skills aren’t just beneficial to liquefied natural gas industry. “These jobs are the Top 12 jobs that are aligned with our liquefied natural [gas] job strategy. However, I must point out these are transferable to any other demand,” Virk said at a funding announcement at the university Thursday. “This is training that’s equally as appropriate to LNG as it is to mining, as it is to forestry, as it is to pulp and paper, as it is to the truck loggers’ association ... it’s applicable, it’s cross-functional, it’s good for every industry, it’s good for Vancouver Island,” he said. The money the Nanaimo university will receive is part of $6.8 million that the provincial government is granting to 14 public postsecondar y institutions across B.C. for the creation of 1,424 new training seats.
A new care model at Nanaimo Regional General Hospital could make Island Health the poster child for poor safety and low morale during provincial negotiations, says the president of the B.C. Nurses’ Union. The nurses’ union is continuing to push back against Island Health’s new care delivery model, calling for the health authority to reinstate nursing positions and do an independent review. It delivered upwards of 3,000 petition signatures during an Island Health board meeting in Nanaimo last week, making the grand total more than 21,000. The two organizations have been at loggerheads since Island Health announced last year it would implement staff changes that would see some registered and licensed practical nurses replaced with care aides. According to the health authority, the move is meant to free-up nurses for tasks for which they were educated. But nurses are still doing nonnursing jobs, according to Debra McPherson, union president. “If [Island Health] want to be the poster child for bad staffing and low morale and poor safety then they are going to be it, because they are refusing to even discuss with the nurses the concerns that they have,” she said. Kris VanLambalgen, union steward at the Nanaimo hospital, said nurses have seen an increase in patients, which led to wait times and late medication. Nurses are also taking on jobs that pull them away from patients, like portering and inspecting and cleaning bed pans – a task that previously fell to infection control aides. The aides were part of an effort by Island Health to address a high rate of Clostridium difficile and have moved into different roles now that the issue is resolved, according to the authority. VanLambalgen, however, calls the move a “huge infection risk” and said a complaint has been filed with WorkSafe B.C. “[Care delivery model] was so that the right nurse could do the right job and allow us more time for our patients,” she said. “Now the only thing we have is more patients and more jobs.” Island Health is aware of the nurses’ complaints and Elin Bjarnason, executive director of emergency inpatient and ambulatory care, said the model allows nurses to delegate tasks to other team members. Bjarnason also says the authority is confident in the quality of care being offered at the Nanaimo hospital and plans to stick with the team-based model, which she says is considered best practice internationally.

Trail built to international standards From /1
Club members, who have been trained in trail construction by the International Mountain Bicycling Association of Canada – the city made free classroom space available for trail-building and standard classes – also adhere to association design standards to ensure trails, bridges and boardwalks are safe and also meet city parks standards. What has resulted is a trail suitable for beginner- or intermediate-level riders, runners and hikers that is safe, resilient to traffic and weather, and that challenges users with tight turns, dips, stiff climbs and downhills, all within easy access from the Westwood Lake Park parking lots. The full trail will likely be complete sometime in the spring of 2015 when City of Nanaimo Parks, Recreation and Environment workers will install signs
and distance markers. “We think it’s great and those guys have been a pleasure to work with because they’re doing all the hard work,” said Rich Coulthard, city trails division supervisor. “I think it’s great for the city, too. They’ve done a great job and I think they’ve been happy with what we’ve been doing, too.” One of the most important aspects of the trail, which is intended as a multi-use trail, is that it will help separate mountain bikes from other users on existing trails in the park. “It’ll get the riders who should be off the chip trail, off the chip trail,” said Bill McMillan, Nanaimo Mountain Bike Club president. “Our ultimate goal is to have a north-south connector that’s going to completely surround Nanaimo.” photos@nanaimobulletin.com

Parents offered daycare money if the teacher strike isn’t settled by september, the B.C. government will use the payroll savings to pay $40 per missed school day to parents of children under 13, Finance Minister Mike de Jong said Thursday. Negotiations with the B.C. Teachers’ Federation remain stalled after a two-week strike in June. De Jong said older children don’t require as much supervision, and have online options to maintain their studies. Parents would have to register online to be eligible for compensation, to be paid by October. De Jong said if a deal is struck by end of summer and the program won’t be needed.

rESidENtS iN Nanaimo Regional District have another voting option. By Karl yu The News BulleTiN
Residents of Mudge and De Courcy islands will now have the option of mailing their ballots when the municipal election takes place this fall. Previously, residents from the Area B islands would have to boat or ferry to Nanaimo or Gabriola to cast a vote, but the Regional District of Nanaimo board passed a general local election bylaw at its July regular meeting, which included provisions to designate the two as ‘remote’ areas and thus afford those residents the extra option. Electors who have physical disabilities, illness, or injuries that prevent them from voting, or are absent from the regional district on general or advance voting days, can also take advantage of mail voting. Howard Houle, Area B director, said the islands received the

While new to the Nanaimo regional district, mail balloting has been offered by other local B.C. governments. The City of Nanaimo offers it for registered voters, but only for in absentia votes and people with physical disabilities, illness or injury. “I think it’s going to really open up things, particularly for Area B, with these two areas being allowed. It should mean about another 300 or 400 people being able to vote in the local elections,” Houle said. People can also register to vote in conjunction with mail ballots, according to Jacquie Hill, regional district manager of administrative services. B.C. municipal elections are scheduled for Nov. 15.

EDITORIAL
All of province invested in LNG Liquefied natural gas isn’t yet creating a trickle in British Columbia, but the provincial government steadfastly forecasts a heavy flow. B.C.’s Ministry of Advanced Education held a press conference last week at Vancouver Island University to announce $837,000 in funding that will specifically target trades training for potential LNG careers. The money means VIU will be able to enrol additional students who are interested in becoming welders, electricians and heavy-duty mechanics. This extra share of B.C. taxpayer dollars is appreciated here on Vancouver Island, the furthest corner of the province from where the fracking will happen. As our university goes, so goes our city, in many ways – we know that young people come here and become happy, productive and sometimes lifelong contributors to our community. Considering that LNG was a blustery out-of-the-blue campaign promise last spring, it’s positive that the B.C. goverment is trying to make good on that promise now. Post-secondary job training suggests some foresight and planning for a fledgling industry. Of course there is uncertainty, and it’s probable some of the trades students being trained on Vancouver Island will, upon certification, take the first direct flight out to Alberta’s oil sands to seek their fortunes. The provincial Liberals believe that liquefied natural gas will fuel our future in B.C. but honestly, we hope that it isn’t a long-term economic fix. Fracking and fouling the environment is easy enough, and the deeper we dig, the more riches we will uncover, but it won’t be sustainable forever. For now, the government has a strong mandate from British Columbians to pursue this path of fossil fuel extraction. LNG is going to be fracked and we in Nanaimo deserve our share of the trickle or the flow. The Nanaimo News Bulletin is a member of the British Columbia Press Council, a self-regulatory body governing the province’s newspaper industry. The council considers complaints from the public about the conduct of member newspapers. Directors oversee the mediation of complaints, with input from both the newspaper and the complaint holder. If talking with the editor or publisher does not resolve your complaint about coverage or story treatment, you may contact the B.C. Press Council. Your written concern, with documentation, should be sent to B.C. Press Council, PO Box 1356, Ladysmith, V9G 1A9. For information, phone 888-687-2213 or go to www.bcpresscouncil.org.

Smart meter opponents within their rights inconsistency, of no force or effect. Why does that matter? According to the Constitution Act, in each province the legislature may exclusively make laws in relation to the development, conservation and management of sites and facilities in the province for the generation and production of electrical energy. Nowhere does
it state that the province has any authority whatsoever to make laws with respect to the distribution of electrical energy. In other words, the provincial government’s attempts to impose smart meters upon anyone via legislation is unlawful and of no force or effect. B.C. Hydro is being disingenuous and deceitful when it implies otherwise.

To the Editor,
Re: Dam remediation moves forward, July 17. I am curious as to what volume of water each dam holds. How many hectares of land are under threat? If the dams are that fragile, why didn’t they collapse in the 1946 earthquake? Why bus Cedar students to a hazardous area? They should bus John Barsby Secondary School students to a safe area like Cedar Community Secondary School.

Re: SPCA deserves public funding, Letters, July 8. I have a win-win situation for funding for the SPCA: license cats and have the SPCA monitor the program and receive the income. A cat can get pregnant at four to five months of age. Cats that are not neutered or spayed should have higher licensing fees. This should reduce the amount of unwanted kittens as the responsible cat owners would get their cat fixed. I like cats, I just feel that I have to pay to license my dogs, why shouldn’t cat owners have to license their cats? What I don’t like is roaming cats using my vegetable garden as a litter box. The fees from cat licences would offset the cost to the SPCA for housing and feeding all the unwanted cats they deal with every day.

History lessons lead to musical career
“
THE NEWS BULLETIN
W
hen northern British Columbian high school teacher Shane Philip found himself teaching a subject he didn’t know anything about, he turned to music. “I was teaching subjects, one in particular, social studies. I never even took social studies in high school and I found myself in a position where I had to teach it,” Philip said. “I was basically a couple weeks ahead of the kids learning the material and trying to come up with a way to make Canadian history exciting.” In order to make the subject more exciting for himself and his students, Philip, who happened to have hidden musical talent, decided to write a bunch of songs on the various topics and sing them in the classroom. “We turned Canadian history into music. A lot of my lessons involved kids getting the lyrics to my songs that I wrote, overviewing the things like the Upper Canada rebellion and the prime ministers in Canada,” Philip said. “It was kind of interesting for me because there is nothing worse than a dry teacher just spouting out facts about history. I tried to make interesting for both me and the students so they could do well.” It didn’t take long for Philip and his students to realize that he was in the wrong profession. “I kind of realized there that I had a bit of a knack for this songwriting business thing,” Philip explained. “A lot of the kids were saying, ‘Why are you teaching? You should be out there playing music,’ and that got me enthused and motivated to make a bit of a career change.” Philip decided that he was done with teaching and became a full-time musician.

Multi-instrumentalist Shane Philip plays the Dinghy Dock Pub tonight (Aug. 5).
“I just dove into the waters very deep and I never turned back,” Philip said. “That’s exactly how it was ... I just decided to put it all together and make it my own band. It was a big leap of faith but honestly, the teaching was stifling my creativity so much or at
least the way I was going about it, it was.” Tonight (Aug. 5) Philip will be performing at the Dinghy Dock Pub. “I am really stoked about it. I’ve played that place once before,” Philip said. “It was neat taking a boat over with all my
stuff. It was quite exciting.” Philip has become known in music circles for the many instruments that he can play, which includes the didgeridoo. “I went to a concert and I heard this guy play the didgeridoo and he played it really well,” Philip said about his decision to play the Australian instrument. The Toronto native has toured throughout Canada. He recalled the reaction he got from the audience when he first played the didgeridoo. “I remember playing up in Smithers and I got to play the ski hill and did my didgeridoo guitar thing that I was just starting to do and immediately it got favourable reactions,” Philip said. Since his decision roughly a decade ago, Philip has gone on to have a successful career as a musician. “Quite honestly, I am doing better as a musician than as a teacher,” he said. “It’s good. It’s a good career. Especially when I started making CDs because I could sell CDs …on the side.” He credits his students in northern B.C. for encouraging him to become a musician. “The kids really inspired me to get out of teaching and get into music,” he said. Philip’s performance starts at 7:30 p.m. Tickets $25 from Lucid, Dog’s Ear, Desire Tattoo and the pub. arts@nanaimobulletin.com
Almost seven decades ago the United States dropped an atomic bomb on Hiroshima, Japan, which killed nearly as many people as Nanaimo has in population today. To mark the event, which took place on Aug. 6, 1945, there will be lantern ceremony at Maffeo Sutton Park’s Swy-a-lana Lagoon tomorrow (Aug. 6) at 9 p.m. The ceremony will feature approximately 35 unique lanterns. Organizer Dyane Brown said the annual event, called the Hiroshima Lantern Ceremony, is held to uphold the Harbour City’s status as a nuclear-free zone. “It’s keeping with Nanaimo’s status as a nuclear-free city, which came to council about 15 years ago or so,” Brown said. The lantern ceremony will also feature live music from Aunalee Boyd, the Everybody Sings Choir, and The Owl and the Pussycat. “The Owl and the Pussycat is a couple that sings peace songs,” Brown said. “They usually come about 15 minutes before the ceremony begins and they play.” For more information, please visit www. bit.ly/1tL6H6C or contact Dyane Brown at dyanebrown@shaw.ca. arts@nanaimobulletin.com

Hockey players after another record Inbrief I sports
GROUP TRYING to play for 105 straight hours. BY GREG SAKAKI The NeWS BuLLeTIN
It’s not about who wins, who scores the goals or who makes the highlight reel. This type of hockey takes a totally different mindset. Nanaimo’s Youth Sticking Together group is getting ready to make another Guinness World Records attempt this week at the Quality Foods World’s Longest Street Hockey Game. The group set the record for longest indoor hockey game last summer, playing for 50 and a half hours. This year’s challenge is more significant – the teams will try to play for 105 hours, 17 minutes. Preparations are going well, said Tali Campbell, the event organizer. “The players have been practising, they’ve been gathering together,” he said. “This is the closest the guys have ever been – whether it’s, ‘Hey, I need a stick,’ ‘Hey, I can’t get a ride to practice,’ they’ve really bonded.” A lot of the players have been with Youth Sticking Together since the start. There was a failed attempt at the outdoor record in 2012, when the decision was made to call it quits after 50 hours. So for some of the guys, this year’s attempt offers “redemption” for two

years ago, said Kal Beveridge, one of the players. There’s also the desire to replicate the feeling from last summer’s successful attempt. “It was pretty amazing,” Beveridge said. “It was probably the best thing I’ve ever done in
my life, to be a part of the group and to be able to achieve that.” Campbell said the players have experience now and know what it will take – determination, heart, soul, pride and passion. “I’ve seen a team come together in playoff situ-
ations, I’ve seen a team come together in big games, overtimes, but I’ve never seen a team come together like this,” he said. “It’s [about trying] to do better and be a brotherhood. Can they do it? Absolutely.” The players will need to
do their part to manage the game, being respectful of one another and avoiding high-sticking and bodychecking. “You just try to pace yourself as you go and then when you [have] your shift off, you just try and get as much rest as possible,” Beveridge said. The 40 players will be split into two squads – Team University Village Mall and Team Coastal Community Credit Union – and play six-on-six, including goalies. If the ball goes out of play or there’s an injury, the play can only be paused for a matter of seconds. It will be a tough slog to play for 105 hours, maybe in the hot sun, maybe in the rain, and definitely during the wee hours. Campbell hopes the community will come out to support the record chasers at any hour of day or night. “It’s all about cheering these guys on, because these guys are putting everything they have on the line for it,” he said. Organizers hope to garner donations for Big Brothers Big Sisters of Central Vancouver Island, Canuck Place children’s hospice and Victoria’s Topaz Box revitalization project. GAME ON … The game will be played at the Lions Sports Centre lacrosse box next to the Nanaimo Curling Centre. Faceoff is Friday (Aug. 8) at 8 a.m. and players hope to break the record on Aug. 12 at 5:17 p.m. sports@nanaimobulletin.com
Duncan defeats Wheatsheaf in fastball final
GREG SAKAKI/ThE NEwS BullETIN
Wheatsheaf pitcher Chris McCormick throws a strike during Wednesday’s final at the Wheatsheaf fields.
An upset wasn’t in the cards – the Duncan Masters were unbeatable this season. The Duncan squad defeated the Wheatsheaf Fastball Club 6-2 on Wednesday night at the Wheatsheaf field complex in Cedar in the championship game of the Nanaimo Senior Men’s Fastball League.
The final is usually a best-of-three series, but a rainout last week led to this week’s winner-takeall showdown. Blake Hunter had a two-run home run for the Wheaties in defeat. Craig Snyder was the winning pitcher for Duncan and received offensive support from Trevor Gicas and Brad Robinson, who both hit homers.
The Duncan squad was undefeated (9-0-1) in league play this summer and only allowed eight runs against in those 10 games. The team also won the B.C. Cup tournament last month at the Wheatsheaf fields, beating Vancouver Meralomas 5-2 in the July 20 final. In other local fastball news,
Blake Hunter and Todd Belton of the Wheatsheaf team will play for the Sooke Loggers senior A team at the International Softball Congress World Fastball Tournament in Kitchener, Ont. from Aug. 8-16 and also the Softball Canada championships in Charlottetown, P.E.I. from Aug. 26-31. sports@nanaimobulletin.com
Long weekend delays scores
A great long weekend is sometimes followed by a not-so-great sports section. Due to early deadlines necessitated by the B.C. Day long weekend, the score from Saturday’s V.I. Raiders game was not available at press time. The Raiders were looking for their first win of the B.C. Football Conference season as they visited the Westshore Rebels. An article on the Raiders is available online at www.nanaimo bulletin.com/sports.
Hockey players hope for hosts With hockey season approaching, the Nanaimo Clippers and the Nanaimo Buccaneers are looking for help from host families. The junior A Clippers and the junior B Bucs are both looking for families who can billet players in 2014-15. “By providing a stable and secure home away from home for our players, a nurturing host family allows our players to realize their potential and live out their dreams,” notes a Clippers press release. For information about being a host family for a Clippers player, please call Laura Landry at 250-751-0593 or e-mail laura@nanaimoclippers. com. For info about being a host family for a Bucs player, please call Brenda Levesque at 250-616-1404 or e-mail buccaneers@shaw.ca.
Acme T-men starting finals The Nanaimo Acme Timbermen begin playing for a championship tomorrow (Aug. 6). The Acme Painting T-men host the Tri-City Bandits at 7 p.m. at Frank Crane Arena in Game 1 of the West Coast Senior Lacrosse Association finals.

My dad used to grumble when school summer holidays appeared on the horizon. He described the two months of summer as ‘a desert’ for business. “Everybody’s wallet goes on vacation,” he would say. This Ebenezer Scrooge of summer wasn’t opposed to good times and great weather; his focus was on the bottom line. Dad would have liked business in Nanaimo in the summer, though. Opportunities for retailers and the tourism sector are prime. Each year, as we work our way through June, Nanaimo goes into ‘festival season.’ Multicultural Festival, Paddle Fest and several others are just rehearsals for what is to come on July 1, when people flock to Maffeo Sutton Park in droves for Canada Day. Fast on the heels of our national love-in, the annual SaveOn-Foods Nanaimo Dragonboat Festival welcomes thousands of out-of-towners to this friendly competition and celebration of life in Nanaimo’s harbour. We’ve barely said goodbye to these folks when our unique Silly Boat Regatta invades the shores of Swy-a-lana Lagoon with 10,000 people helping to raise more than $100,000 for the Nanaimo Child
Development Centre every year. 2014 is a unique year because we welcomed thousands of visitors from across the province to the B.C. Summer Games. Every hotel and motel room, B&B and campsite was booked solid and restaurant sales went through the roof. Estimated impact: $2.6 million over only four days. And a $900,000-plus Legacy Fund. Our own iconic Marine Festival and world-famous Bathtub race took over the last weekend in July. Thousands attend the individual events, the fireworks over the harbour and the race itself. Let’s add new energy to this legacy event that helps define Nanaimo’s culture. In August, the fun continues with events like the Blues Festival, Symphony by the Sea and VIEX. More on these in this newspaper. Summer in Nanaimo brings a lot of fun to our little city, as well as rising tourism revenues. With airport, ferries and festivals busier than ever, there’s a liveliness in local shops and restaurant patios that are finally full from ‘light to night.’ A season that could spell slowdown for some becomes a season of opportunity for many. Dad would have liked that a lot. We all should.

The company franchises out its stores, which are typically 450 square-metres (5,000 square-feet) in size. “A lot people may or may not know, especially in a new market like this, that they are locally owned by individuals,” Wilton said. “Sometimes they might associate us [Bulk Barn] with the bigger grocery stores.” Wilton, who also owns the Bulk Barns located in Langford, Courtenay, Duncan and downtown Victoria, said the Nanaimo location is more than ideal. “The location is phenomenal, being on the busy road that it is and being in a plaza that has great anchor tenants was a no brainer for us that this was going to be a strong site,” Wilton said. Bulk Barn has been open since June and has experienced a wave of customers. “It’s a phenomenal load off when you open the doors and people come in to shop,” Wilton said. “I can’t even tell you the overwhelming feeling when people come out to support us. We’ve got a lot on the line and we put ourselves out to do this store, it’s a phenomenal relief.” For more information, please visit www. bulkbarn.ca.

New construction keeps working its way into downtown Nanaimo’s available nooks and crannies. The most recent project is Aqua Residences, a condominium complex going up in what was a small parking lot near the Skinner and Chapel streets intersection. The building will be snuggled in behind the old Katrina’s Restaurant and Nanaimo courthouse. Because a Hilton Hotel that will block views of the harbour is proposed for Front street, the complex will be oriented to take advantage of views toward Departure Bay and Newcastle Channel.

Foundations are being poured for Aqua Residences, a new six-storey condo complex at the corner of Skinner and Chapel streets.
John Nguyen, project developer, said the six-storey complex, including parkade, will add 20 121-square-metre condominium units when construction is complete in summer 2015. Don’t bother asking the selling price of one of these condos, though.
“They’re all sold out a long time ago,” Nguyen said. “Now you have to build and keep everything under budget, which is kind of tough.” The Chapel Street project will also feature a streetlevel, deli-style café, expected to draw traffic from the court-
house and nearby downtown residences and businesses. Aqua will be Nguyen’s fourth project in Nanaimo. He said he was looking for an investment opportunity downtown. “I like the downtown and I’d like to see it revitalized,” he said. photos@nanaimobulletin.com
Regional district approves land use for Fairwinds Regional District of Nanaimo directors took a major step forward in bringing the Fairwinds development project to life. Four bylaws were adopted at July’s regular board meeting, representing the final step in ensuring land use regulations are in place before the developer may proceed. The plan will see a range of residential housing types and densities, regional and community parks and trails, local commercial shops and services, and a mixed-use village and marina with a publicly accessible waterfront boardwalk and pathways. “This (project) has been six years in the works and it’s been tough, one of the toughest things I’ve done since being on the board,” said director George Holme, who repre-

sents Nanoose Bay. Holme said this project has “almost split the community at times” and recognized Snaw-nawas (Nanoose First Nation) chief David Bob, who attended the meeting. “Due to his (Bob’s)
diligence we have a huge area called ‘the Notch’ that will never be developed on,” said Holme. “I’m glad we got that done.” A public hearing for these bylaws was held on May 12 and the inspector of municipalities
approved the 20-year phased development agreement term on June 25. “This is a flagship project in our community and for our region,” said Holme. “I look forward to seeing the community benefits realized.”

Nanaimo Economic Development update
with CEO Sasha Angus The Nanaimo and region business community has an exciting new digital tool at its disposal: the business-focused social platform Townsquared. This impressive online network improves businessto-business communication and acts as conduit for new business partnerships within the Nanaimo region. Townsquared allows businesses to collaborate with each other about their activities and events. They can also use the network to ask for advice about the industry, products, marketing strategies, and other concerns. The platform can also be used to form partnerships with other companies in the area. As a private and encrypted network, only those owners, managers and employees who represent local businesses are permitted to utilize Townsquared Nanaimo. This includes any business located north of the Nanaimo Airport and south of Nanoose, including Gabriola island. This is the first time that Townsquared has been established in a community outside of the united states. The service had its official launch in the Nanaimo region on July 21 and within 10 days had already reached a membership of more than 100, representing 90 community businesses. This means that not only is Nanaimo the first international location utilizing this platform, but also that Nanaimo has officially outpaced all other communities in adoption of Townsquared. Nipul Patel, co-founder of the san Francisco-based service, remarked that they have “never experienced an uptake like this before,” and was interested to learn what sets
Nanaimo apart in order to improve future launch efforts. The success of the Townsquared Nanaimo launch can be greatly attributed to the strong partnerships and co-operative nature shared among the various community organizations: Nanaimo economic Development Corporation, Greater Nanaimo Chamber of Commerce, innovation island, Downtown Nanaimo Business improvement Association and Community Futures Central island. with a promising future in the world of online business networking, we at the NeDC are proud to have played a key role in securing the Nanaimo region as the first community outside of the u.s. to embrace Townsquared. To learn more and to sign up, go to www.Townsqd.com. On Aug. 14 at 10 a.m., an online video chat with Kim smythe, chamber CeO, Patel and myself will discuss how businesses can benefit most from Townsquared. This discussion, via Google+ hangouts, will stream live at www. investNanaimo.com/Townsquared.
