Courtenay city council is prepared to suspend legal action against the owners of Maple Pool Campsite until the new year to allow a group of citizens the opportunity to bring the site into compliance with zoning and other regulations. Maple Pool — which provides low-rent housing for about 50 at-risk individuals — flooded in 2009 and 2010. The following year, the city initiated legal action against campground owners Dali and Jin Lin. The issue is zoning, which prohibits the couple from housing people on the property. Advocates fear that most of the

the floor of the trailer would be above. We said we could do that if they could see their way clear to give us the rezoning or drop the court case at least, and then call it legally non-conforming.” The case has already incurred a six-figure expense. The Local Government Act does not allow the city to permit the underside of a residential structure to be located below the flood construction level for the property, or to permit fill within a 30-metre setback of the Tsolum. However, the act allows the city to consider an exemption to these requirements if it receives a report certified by an engineer that the land may be used safely.

Dr. John Webb saved Sharon Daly’s life. He did so by way of an experimental procedure called transcatheter aortic valve replacement, which he pioneered at St. Paul’s Hospital in Vancouver. Six years ago, Daly underwent the now-approved procedure which gave her a bovine, aortic valve. “It worked,” said Daly, 67, a Comox resident who works as a teacher on call. “There were some anxious moments there.” Daly, who has always lived with a heart murmur, realized she would eventually need a new valve. The wing and base staff also “responded wonderfully” to a bomb threat aboard a Korean Air plane that made an emergency landing at the Comox Valley Airport in 2012. “After they landed on the ground we were able to get them out,” Benninger said. “The first thing that we were able to do was to get them some warm food. “Very proud of what our people have done, and very humbled to be able to take so much positive feedback and credit for what they do.”

City: ‘Compromise is possible’

Continued from Page A1 “We appreciate the efforts of the Friends of Maple Pool to find workable solutions to the concerns at the site,” acting mayor Bill Anglin said in an Aug. 6 news release. “We felt the (July) meeting was productive and represented a positive step forward towards eventually resolving this issue.” While the City is required to follow provincial and federal regulations in searching for solutions, it says “compromise is possible” in some areas. “The City is willing to use its discretion in these instances to make a workable solution more attainable,” the news release states. Council is prepared to proceed with a unilateral rezoning, which

requires a public hearing but would not require the Lins to pay rezoning application costs. Council is also asking for an affordable housing covenant that restricts rent increases at the campsite to the level of inflation, except under circumstances beyond the property owners’ control. It also wants a covenant that waives the city’s liability in the event of a flood, as well as sufficient insurance by the Lins to cover flood losses, and waivers of liability from each resident. “I think everybody wants the same thing at the end, but there’s differing opinions on how to get there,” Hamilton said. reporter@comoxvalleyrecord.com

Let us be warned

he recent Mount Polley Mining tailing pond breach in Likely, B.C. should serve as a warning to all of us on Vancouver Island, none more so than those in charge of granting mining licences. While media and political parties point the finger of blame this way and that, the bigger question is; who will pay for the cleanup? Very likely, the majority of the bill will be footed by taxpayers. Sure, Imperial Metals, which owns Mount Polley Mining Corp., is apt to be slapped with a hefty fine – some reports are suggesting amounts up to $1 million – but that would barely begin to cover the costs of reclaiming the waters, should they be deemed critically contaminated. There was a comparable tailings pond breach in the state of Tennessee in 2008 (Kingston Fossil Plant). More than six years later, restoration efforts continue. Some estimates have the total costs of that cleanup to be in excess of $1.2 billion U.S. So what does all this mean to Vancouver Island? Could it happen here? The answer, of course, is yes. It could happen anywhere there are tailing ponds; and, as a byproduct of mines, there are tailing ponds on Vancouver Island. The requests for exploratory site testing by mine companies is an ongoing issue with the various Island governances, Comox Valley Regional District included. In fact, in June, the CVRD submitted a letter to the Ministry of Energy and Mines, expressing concern over a proposed site testing by a mining company in the Woodhus Creek/Oyster River area and requested that “no coal licence be issued” to the company in question. Consider it a proactive approach. Some economists were undoubtedly crying foul over the decision, upset at the number of potential jobs being lost by such a request. But it’s a far cry more economically sound than the reactive approach being incorporated in regards to the disaster in Likely, B.C. There are proposals to bypass the Agricultural Land Commission for certain kinds of farmland subdivision in zone two. These are where the subdivided parcels are a quarter section (160 acres) or bigger, or where they are divided by a road or waterway. And finally there are proposed exemptions from ALC scrutiny of leases, to allow “intergenerational transfer,” so retiring farmers don’t have to plead for state permission to remain on their own property. Watershed Society has solution for sawmill site Dear editor, In a recent letter to the Record, Frank Burden describes the abandoned Field’s sawmill site as an offensive sight for sore eyes (What’s derelict to some are dream homes to others, July 17). It is indeed an eyesore, particularly when one considers its potential as an environmental asset with continuity to the natural “Hollyhock Flats” area immediately to the south. Fish and wildlife habitat, and flood mitigation are but two of the many “environmental services” that would be provided

by restoration of this important area. These lands should be protected and they should be restored to their naturally functioning condition. Comox Valley Project Watershed Society has a vision to accomplish just this objective (while providing further public access to the K’omox Estuary) re. this derelict and heavily impacted piece of ground that is a blot on our community. Readers take exception to recent letters condemning Israel Dear editor, I would like to respond to the two recent letters to the editor, that were sent into your department asking John Duncan to intervene in the Israel/Gaza conflict (authored by Fred Zumpano and Scott Agur). Namely these two articles castigated Israel for killing some 1,900 – as they called it – civilians.

This is not true, as approximately 50 per cent of those slain people were Hamas terrorists,

with, I might add, no identifying uniforms and who were cowardly hiding amongst civilians.

If people are so “gung-ho” to blame Israel, why have they forgotten the approximately 3,000 people killed on 9-11, by these same type of terrorists. Correct me if I am wrong, but were these not civilians? Also, the Olympic athletes killed in Munich… the list goes on and on and why are some people “cherry picking” events? I am personally very proud of

Don’t get me wrong, I’m still grateful to the Canadian forces for liberating us, but when it comes to criticism, we should not become the pot that calls the kettle black. 6. Remember, this war had its

start in 1948 when Israel became a sovereign state, and is still going on; a war declared by the Arab countries around them. In the past many peace accords have been suggested and accepted by Israel, only to be flatly rejected by the Muslim adversaries, whose sole and self-declared goal is to drive Israel from their land and kill every Jew. Polley Mine situation evidence of a government more concerned about profits than its people Dear editor, During my dip into one of our local beautiful rivers, I thought of the shocked, dismayed people who live in the Cariboo region along other rivers, once also sparkling clean and rich with life, the Horsefly, Quesnel, Mitchell Rivers; all waterways directly affected by the Polley Lake tailings pond disaster; 10 million cubic feet of water contaminated with a mix of toxic metals, arsenic, mercury, copper, cadmium and lead has swept into the creeks and rivers emptying into the Fraser and, I assume, the Pacific. What went wrong? Where are the regulators, the monitors, the enforcers, our watchdogs, our scientists? I assume there are not enough trained scientists left in the Ministry of Environment to oversee resource extraction projects. Instead, we have now a political system that sees independent science as getting in the way of progress and

development. How can we trust a government that gives industry the right to self-regu-

lation? Profit is industry’s defining motive. A government’s priority needs to be the welfare

Des Larson playing in the park Submitted Warm summer nights and hot summer music continue Thursday, Aug. 14 with the Filberg Summer Concert series and a special show from home grown talent of the highest order — The Des Larson Band. Des Larson has a big city heart and small town soul. Pop vocals with a West Coast edge. Comparable to artists Michael Buble, JT and Dave Matthews Band. His unique style reflects West Coast lifestyle with urban appeal. Des always captures the perfect moment with straight-to-the-heart vocals, soulful falsetto and mesmerizing guitar work. Larson, 23, has grown to capture and engage his audience. “That’s why I make music, to make people feel something, to create moments,” explains Larson. “It was at church that I learned the power of music. I guess it could be called a power of manipulation – it can make people feel things. Atmosphere Gathering set for weekend The atmosphere in Cumberland will be perfect for a gathering this weekend. The inaugural Atmosphere Gathering gets going Friday. The two-stage event – with one stage being inside a 1,000-person circus big-top tent – takes place at Cumberland Village Park and features more than 55 acts, from hip-hoppers to crooners to throat singers, and more. A Tribe Called Red, Tanya Tagaq and Gaudi are among the acts scheduled to appear.

That’s the travel itinerary for the Canadian men’s rowing team, which has been training at Strathcona Park Lodge & Outdoor Education Centre for the past three weeks on Buttle Lake, the largest fresh-water lake on Vancouver Island, for the Aug. 24-31 World Championships in Amsterdam. The world’s oldest man-made rowing course, the Bosbaan, will stage the championships. Located seven kilometres from the historic city centre of Amsterdam, the Bosbaan was officially opened by Queen Wilhelmina on June 12, 1937. More than 1,200 athletes will compete at this year’s World Rowing Championships, representing more than 70 countries. The Canadian team, which is based in London, Ont. (women and lightweights) and Victoria (men) will be leaving shortly for a pre-

worlds training camp in Italy. With exactly two years remaining until the 2016 Olympic Games in Rio, countries are jockeying for supremacy in the coveted 14 Olympic class rowing events. Sandra (Sandy) Christie Gillis Born May 19, 1945 ~ Died July 11, 2014

It is with profound sadness the we announce the passing of Sandy after a long and brave fight against Cancer. She died peacefully at home with her husband and good friend Louise by her side. Sandy was born in Sydney, Cape Breton, the daughter of Chris and Cristina (MacLeod) Funge. Left to mourn Sandy are her devoted husband Frank, children Dana (Dave), Earl (Tina), Patrick (Margaret Anne), Cheryl, Richard (Tanya) & Chris. She was also blessed to have five Grandchildren Ryan, Helena, Nathan, William, and Cassandra. Sandy also has two surviving sisters, Loraine (Tommy) in Glace Bay, NS, Carol (Cliffe) Waltham Mass. One living Aunt Evelyn and many cousins and friends in Cape Breton. Frank and Sandy retired to the Comox Valley in 1985. People were attracted to the couple by their unique and affable personality and affection for each other. Sandy will be remembered in Comox as a capable cook whose aim was to please people. She was also employed by Legion Br 160 where she continued to please people. She was an Associate Member of Br 160 and attended many functions in support of the Legion which she regarded as her second living room. Sandy will be sadly missed by her family and her many friends and acquaintances. In memory of Sandy, a Celebration of Life and a Maple Leaf Service will be held a BR. 160 Comox Legion at 1pm, September 14, 2014.

August 21, 1925 - July 25,2014 After a long and happy life our much loved Dad, Grandpa, Great Grandpa, Uncle and Friend passed away peacefully July 25th at the Campbell River and District Hospital. Predeceased by Marion his wife of 35 years and both his parents, Fredrick Leonard Ibbs and Elsie Irene Crago [nee Walker]. Survived by his three children Cheryl [Brian], Penny [John], Len [Erika], sister Marjorie and family , five grandchildren Karen, Chad [Natalie], Jodie [Trevor], Nairn,Todd [Leanne], eight great grandchildren Ocean,Tait, Brodie, Colton, John, Cael, Alice, and Payton. He took such great pride and enjoyment with all of them. He passed on his love of nature,reading books and his gentle manner. He served in the Royal Canadian Navy in WWII. His love of the outdoors showed in his choice of careers especially the 25 years working for the Ministry of Forest, as a government scaler. He will be sorely missed by his family, coffee buddies, scaler lunch mates and numerous friends. His strength and love from his family carried him through the last few months of his life struggling with cancer. When last seen, his spirit was at the helm of a sailboat heading towards that final sunset, the seas were calm, the wind at his back, sails full of love, heart aglow and calling back to his family and friends “Fare thee well� Many thanks to the doctors and nurses on the third floor of the Campbell River Hospital, for all their help and support. Donations can be made to either Canadian Cancer Society or charity of choice. Please join the family for a celebration of his life at Maritime Heritage Centre (Rotary Hall) anytime between 1 and 4 o’clock on Thursday, August 21st.

Weaver, Carvel Alton

It is with great sadness that we announce the passing of Carvel Alton Weaver on July 24, 2014 after a very courageous battle with Cancer. Carvel was born in Petticodiac, New Brunswick on May 9, 1945. He was predeceased by his mother Doreen Letitia Weaver (nee Sinclair), his father Willard Chesley Weaver, his son Mark Anthony Weaver, his sister Dawna Kay Lewis, & his sister Elaine Marilyn Dickie (nee Strang). He is survived by his children Steven (Becky), Corey (Lynn) and Lori (Rick); his grandchildren Ty, Dylan, Dominique, Danica, Sarah, & Jessica. He is also survived by his sisters, Vivian Storey – Christina Lake, BC, Darla Crossman – Moncton, NB, and Marilyn Dalbergs (nee Strang) – St. Catherines, Ont. as well as his brothers Dana (Carla) Weaver – Moncton, NB, Ernest (Susan) Weaver – Moncton, NB, and Kelvin (Cheryl) Weaver – Red Deer, AB. Carvel will also be greatly missed by his many nieces, nephews and great nieces and nephews in BC, Alberta, New Brunswick, Nova Scotia, and Ontario. As requested by Carvel, there will not be any service.

EVELINE RAMSAY THOMPSON September 09, 1925 - August 01, 2014

Eveline Ramsay Thompson passed away on August 1, 2014 in Comox, B.C. at the age of 88. She was the last of the family's senior generation - loving mother to Pauline (Robert) and Sheila (Winston); grandmother to Rowan (Lauren), Aman and Kambili; great-grandmother to Luca and MaÍlle. Eveline was predeceased by Leslie in 2008, her husband of 60 years, and her son Brian in 2012. Eveline was born in Sunderland, England, where she met and married Leslie. Together they immigrated to Calgary with their two daughters Pauline and Sheila and where Brian was born. Eveline lived in Calgary for over 60 years. In 2012, after her son passed away, she moved to Comox, B.C. to enjoy the coastal climate and be close to her daughter's family. Ev, as she was known, was a caring woman, with a ready laugh. For most of her life she was a bundle of energy and took on many challenges. Her spirit of adventure and love of family trips took her on many journeys - to southern Africa, Guyana, the Caribbean, England, Europe and the South Pacific. She was a very skilled craftswoman, who tackled hundreds of projects - knitting for many babies, quilting, sewing and doing needlepoint. We all benefited from her amazing hand-made items. Ev had a strong loving presence. She will be fondly remembered by her family in Canada and the UK, and her special long-time friends in Calgary and her new friends in Comox. Rest in peace, Ev, we’ll always be moved by your warmth, love, generosity and devotion. Ever loved! Her family would like to extend their heartfelt gratitude to her wonderful doctors, Dr. Erin Gregory and Dr. Anthony Booth and to Sandy, with VIHA home care, who guided us through the last days. In lieu of flowers, donations can be made to the Canadian Diabetes Association. There will be a memorial in Calgary at a future date. Gale Wheeler Sept. 3, 1948 - June 26, 2014

(Sandra) Gale Wheeler passed away at the age of 65 on June 26, 2014 at Royal Jubilee Hospital, following heart complications, her family by her side. Predeceased by her brother Gordon, she is survived by her husband Percy, daughters Elizabeth and Kathryn, sister Margaret Anne and nieces Chelsea, Brianne, and Alec. Also survived by many longtime friends who were considered family. Gale was born in Winnipeg on September 3, 1948 and grew up in Edmonton. Her travels in life allowed her the opportunity to live in many places including New Mexico, Hawai’i, Asia, England, Jasper, and Utah before settling in Cumberland BC, in 1991. She worked as a waitress, teacher, graphic designer, bus driver and tour organizer, mother, and just about everything in between. Gale approached everything with passion; Christmas, walking with dogs, camping, theatre, and painting amongst others. She cared deeply about Cumberland, including the United Church, but was particularly dedicated to volunteering, supporting, and participating with the whole community in general. Her paintings hang on and in the buildings along Dunsmuir Avenue. Gale was also devoted to KidStart where she became a mentor to Chloe, who was an important part of Gale’s life in recent years. For that, her daughters are forever grateful. A celebration of life will be held August 23, 2014 at 1pm at the Cumberland United Church (2688 Penrith Avenue, Cumberland, BC, 250-400-7800). Donations can be made to KidStart or the Cumberland Forest Society.

Gunter lands roster spot on national squad for Pan-Am Cup Submitted TIJUANA, MEXICO – For the second straight year, Brad Gunter of the Thompson Rivers University WolfPack will be representing his country and his CIS team on the international stage. The G.P. Vanier grad was chosen to be a member of Volleyball Canada senior men’s “B” team. Canada began play on Saturday (Aug. 9) at the Pan-Am Cup at Tijuana, Mexico. “Training camp was very intense,” stated Gunter, the CIS and Canada West Player of the Year for 2013-14 of the 12-week training period. “I have been learning a ton from everyone. The rest of the squad are all older than me.” The native of Courtenay felt he had held his own during the training camp and feels confident going into the Pan-Am Cup. “I still need some more experience at this level of game play,” he added. Team Canada head coach Georges Laplante praised Gunter’s work ethic and athleticism. “Brad has been one of the

best players in training,” said Laplante. “He will be working with Dallas Soonias on the right side. Dallas has a lot of international experience and he should help Brad understand the demand at this level.” Gunter saidBrad Gunter the team’s chances of coming home with a medal should be good. “We look strong. The goal obviously is to win but there are only three other teams that can compete with us so theoretically, we stand a good chance.” Laplante has no doubt that Gunter will return to the CIS and the WolfPack a better player. “Working with the best players in the country will certainly help him,” said Laplante. “I

am sure his fitness level will be much higher and I am sure as he returns to TRU his own expectations will be higher.” “I have improved so many of my skills so far this summer,” added Gunter. The Canadian team is comprised of players who played with the senior “A” team in World League, along with players who trained at the national full-time training centre in Gatineau, Que. Gunter and Nicholas Del Bianco (Surrey, B.C.) of the Trinity Western University Spartans are the only CIS players on Team Canada. Gunter and the WolfPack kick off their 2014-15 Canada West season Oct. 10 at Trinity Western. Their home opener is Oct. 24 against the University of British Columbia Thunderbirds. •••

Track ‘n’ Trail Kids Run set for Aug. 23 at exhibition grounds Submitted The Comox Valley Exhibition is once again inviting families to the Track ‘n’ Trail Kids’ Fun Run. The run takes place at the exhibition grounds on Saturday, Aug. 23. Race day registration is 9-9:45 a.m. at the Dove Creek entrance (on Dove Creek Road). Registration and entry to the exhibition is free for all participants for the day (parents must pay entry to CVEX). Warm-up is at 9:45 a.m. at the horse track start area.
