Sunken wreck removed from harbour

NANAIMO PORT Authority uses a contractor to remove a sailboat from water near Protection Island. BY KARL YU
THE NEWS BULLETIN
The Nanaimo Port Authority and Heavy Metal, a local marine contractor, eliminated a problem vessel Saturday. The Valkyrian II, a large ferro-concrete hull sailboat, has lain derelict off Protection Island since last October, after it drifted off during high wind and ended up aground. It had been a n c h o re d i n t h e extended stay permit area off the island and didn’t have an engine in place nor proper ground tackle, which didn’t comply with port practices and procedures, according to Edward Dahlgren, port authority harbour master and director of operations. Attempts were made to contact the owner, a Nanaimo resident, through Transport Canada’s receiver of wrecks officer, to no avail. “ T h e r e ’s c o s t s attached to all of this, which are documented and which we’ll be taking court action to attempt to recover,” Dahlgren said.
He said the boat lost structural integrity due to the grounding and water started to get in between the layers. There was no possibility of re-floating or lifting it. “We’ve had to use basically a clam shell bucket and take it off bite at a time and then it will be taken to the landfill for disposal, having ensured there’s no hazardous materials in it – you know, asbestos, oil,” said Dahlgren. As part of the recovery, an 61-by-61-metre oyster bed had to be relocated in order to avoid damage during recovery. Dahlgren said once the boat has been removed and the beach cleaned, the bed will be returned to the site. Mitigation measures were taken in case of unforeseen circumstances that could affect the environment, said Dahlgren. “Recovering it has far less impact than leaving it there,” he said. The recovery operation is expected to cost about $60,000, Dahlgren said. reporter@nanaimobulletin.com

The race is on for Nanaimo’s mayoral seat. Nanaimo city Coun. Bill Bestwick announced Friday he will run for mayor, making him the second challenger in the upcoming election Nov. 15. Brunie Brunie has also thrown her hat into the race. “I think the time is now. I spent nine years, three terms, apprenticing for the possibility that one day this decision would have to be made,” Bestwick said in an interview with the News Bulletin. “I am all in. I am committed to hopefully having the opportunity and challenge to lead our city.” Bestwick, former general manager and coach for the Nanaimo Clippers and Victoria Grizzlies, will enter the civic election as a threetime top vote getter. This is his first time vying for the position of mayor and while he has yet to release his platform, he says his first job would be to restore and stabilize confidence in city hall. “I am going to do what I’ve always done,” Bestwick said of the upcoming election. “I’m going to be passionate, I’m going to be committed, I’m going to work harder than anyone else. “I hope that we can all work together, we need to be able to do that with a vision and not every coach’s, manager’s, visions are the same as their players but somebody has to have the vision to take us to the next stage and I hope that people believe in my vision.” Brunie, the only other candidate to publicly state intentions to run for mayor, has had her name on the ballot in several provincial and municipal elections. She hasn’t won a seat on council yet, but she says if elected, she’ll look at a tree-cutting moratorium on developments and make Nanaimo a “skateboarding capital,” which is fun and green. “No one is going to have the courage to change things and raise their voice like I would,” she said. “The news calls me the underdog politician. People can change that and vote the underdog politician top dog.” Candidate nomination packages are available at city hall Aug. 22 and the nomination period begins at the end of September. news@nanaimobulletin.com

Nanaimo Fire Rescue and RCMP investigators are piecing together evidence of a suspicious fire that caused an estimated $100,000 in property damage. Firefighters rushed to the fire scene at a house at 168 Cilaire Dr. at about 3 a.m. Thursday where they were confronted with four vehicles and a hedge fully ablaze, dense smoke, and fire dangerously close to igniting that house and one next door. Four vehicles in the driveway, including a Ford pickup, a BMW sedan and two Jeeps were destroyed as was a boat parked between the two residences. The fire caused minor damage to the exterior of both homes. Nanaimo Fire Rescue turned the investigation over to the RCMP.
Const. Gary O’Brien, Nanaimo RCMP spokesman, said in a press release that the investigation was active. “To assist investigators, we are asking the public to call us if they saw or heard anything prior to 3 a.m. that may relate to the fire,” O’Brien said. “Namely, cars parked or driving in the area that do not normally belong there, persons walking or running and any sounds heard immediately before or after the fire was reported.” u Fire investigators turned over a second structure fire to RCMP after a house on Victoria Road at Rainer Street went up in flames early Sunday morning. One person rented the home and did not have insurance but was able to stay with family locally. Anyone with information about this incident is asked to call Nanaimo RCMP at 250-754-2345 or contact Crime Stoppers at 1-800-222-8477 or online at www. nanaimocrimestoppers.com.

Small businesses in Nanaimo seeking to aid disabled people in attaining gainful employment are being encouraged to apply for federal grant money. Minister of State for Social Development Candice Bergen was in Nanaimo Wednesday to call for proposals for the Enabling Accessibility Fund. Grants of up to $50,000 will be available for successful proponents with fewer than 50 employees and less than $5 million in annual gross revenue. Projects must make workplaces easier to access for people with disabilities and costs will be shared between recipients and government. At least 50 per cent of total eligible cost must come from

Candice Bergen, federal minister of state for social development, announced a call for proposals for businesses to access grants to improve accessibility.
sources other than government. “We’re actually talking about elevators and steps and doors that are able to open for people who can’t open them on their own,” said Bergen. She pointed to the City of Nanaimo’s successful bid during a previous call, where the city used funding for an elevator at city hall. People who previously had trouble accessing the build-
ing can now apply for employment and “fully participate in city governance,” she said. Proposals can include renovation, construction or retrofit projects. While business owners might think their building is accessible, that might not be the case, said Bergen. “Unless you’re in a wheelchair, you don’t always understand what accessibility
really means, so even the walkway up to the door ... maybe there’s a lot of pebbles and gravel, so a wheelchair can’t actually get up to your entrance, so if you can pave it and make it a smooth place for the wheelchair to go through, and have an accessible door, you now are fully accessible,” said Bergen. Barb Barry, acting executive director for Nanaimo Association for Community Living, believes wheelchair users still have problems getting around Nanaimo. “I would suspect that persons using wheelchairs and facing those barriers would say [Nanaimo] has a ways to go,” Barry said. “I know certainly in the Parksville and Qualicum community where I’m from, there’s a ways to go.” The submission deadline is Oct. 1 and a total of $5 million will be available. TSN will roll in with its satellite trucks and crew and create a mobile set at Maffeo Sutton Park that day. “Kate and I are the clowns,” joked Dutchyshen. “The circus rolls into town and we know who the clowns are.” Doing a live show at a public park far from the studio in Toronto adds some unpredictability to the broadcast, but crowds across the country are supportive of SportsCentre, Dutchyshen said. “We have not had a problem whatsoever,” he said. “The people have been fantastic. The people kind of police themselves because the community wants to be represented in a good light.” The TSN personalities tend to get celebrity treatment on the tour. Canadians love their sports, said Dutchyshen, and have built a sort of relationship with their favourite highlights show. “We’re there every night … and I think we do a pretty good job,” he said. “I’m pretty proud of what we do on a day-by-day basis.” The event begins at 1 p.m. with a free community barbecue and SportsCentre starts at 3 p.m.

Hotel project puts city on international radar
I
MoRE iNquiRiES to economic development follow announcement. By Tamara Cunningham The News BulleTiN
Nanaimo has landed on the radar of Chinese tourists and investors with the help of a new conference centre hotel, according to the head of economic development, who predicts more spinoffs are on the way. Investors behind a $50-million conference centre hotel announced the construction phase of the project last week. The hotel is anticipated to draw an estimated 70,000 tourists when it opens in 2017. Even without shovels in the ground, local organizations and businesses have reported an interest in capitalizing on the new market, as well as an increase in Chinese tourists and investors thanks in part to destination awareness by those behind the skyscraper hotel. Sasha Angus, chief executive officer of the Nanaimo Economic Development Corporation, says his office gets two or three investment inquiries a week compared to 2012 when inquiries ranged from one every five to 10 days and he’s seen the rubber hit the road on a number of deals, including the conference centre hotel and Hilton. Chinese entrepreneurs are also buying sole proprietorships and small and medium-sized businesses, he said, adding he’s seen five business transactions in nine months.
“We’ve definitely seen an uptick as far as the amount of inquiries and the uptick in the number of transactions that have taken place both on a commercial and residential level and we are likely to see that increase over the next few years as well,” he said. Businesses like DTZ Nanaimo have started to prepare for the market by participating in a language and cultural awareness pilot program put on by the Downtown Nanaimo Business Improvement Association and Literacy Central Vancouver Island while others are waiting to see the hotel complete. DTZ, a commercial real estate brokerage, has seen a lot more inquiries including from China since the hotel got its legs a year ago and company controller Dan Kucherka expects activity to compound in coming years. The more people who come to Nanaimo and tell their friends about it, the more people are going to be interested and aware of the area, he said. “[The hotel] is a game changer,” he said. “It’s way beyond filling up the conference centre. It’s that one big project that could have a ripple effect. There are other projects being talked about as a result. For us and our business we feel … it’s the start of a new time here.” Tony Adema, owner of Acme Food Co., says he could look at dressing up the restaurant to be inviting to new guests but it’s something he’ll think about once the hotel is finished. He is still “cautiously optimistic” about the project until he sees people out there with power equipment and excavators. news@nanaimobulletin.com

Craig Reid shows off his stylized Canadian Tire tattoo with the help of his daughter, Marcia Kent, during a birthday party thrown by the Nanaimo store Friday.
Canadian Tire throws super-fan birthday bash By Chris Bush The News BulleTiN
Some guys are into cars or planes, motorcycles or boats, hunting or fishing, but Craig Reid is seriously into Canadian Tire. In fact, for the retired RCMP officer from Qualicum, loyalty to the company runs so deep he even has a stylized Canadian Tire logo tattooed on his left arm and said his dream would be to spend just one day as a Canadian Tire employee. Sometimes dreams come true because Nanaimo Canadian Tire store staff, family and friends rewarded Reid’s lifetime of loyalty by hosting a surprise 60th birthday party at the store Friday, when Brett Roper, regional district manager, pre-

ing customers and handing out $200 in Canadian Tire money. “We don’t often get a chance to do this,” said Carl Head, Nanaimo Canadian Tire franchise owner. “For 50 years I’ve been doing this and it’s the first time I’ve ever known someone to put a [Canadian Tire] tattoo on their arm.” Reid’s son-in-law, Peter Kent, recalled the day Reid decided to get the tattoo. “He went out to the tattoo place and he came back and we were all excited to hear what he’d planned and he said he was getting a Canadian Tire logo,” Kent said. “We just said, ‘Well, that makes perfect sense given the fact that his dream was to be locked overnight in the store.”

Reid was also made an honorary Canadian Tire employee for the day. “Oh, my God,” Reid said upon receiving the gifts. “I’m lost for words, I have to tell you. This is unbelievable. Two thumbs up for Canadian Tire. Thank you very much.” With presentations made, Reid, who now works as a bylaws officer in Parksville, got down to cutting and serving his birthday cake before donning a Canadian Tire shirt and setting out on his job for the day, greet-

Accessibility a basic right
All residents and visitors to the Harbour City should have the freedom to come and go where they please. Unfortunately there are still accessibility barriers in Nanaimo – and in every community – but perhaps we can knock down some of those barriers locally. The federal government’s minister of state for social development, Candice Bergen, was in the city last week to invite small businesses to tap into an Enabling Accessibility Fund. The City of Nanaimo and the Nanaimo Child Development Centre have benefitted from the fund in recent years, but this current call for proposals is targeted toward small businesses. Applicants can come up with a plan to construct ramps, paved walkways, easyaccess doorways, etc., and the feds will match funds on certain approved projects. Ultimately this program redirects taxpayer dollars toward business improvements, but perhaps in a more acceptable manner than other kinds of tax breaks for big business. We hope Nanaimo commercial property owners will try to take advantage of this program. If they were already considering those sort of upgrades, great, if they weren’t, even better. We know our city isn’t completely wheelchair-friendly. Ramps help, but they’re not the be-all and end-all to accessibility. If they lead to shops where the aisles are too narrow, it subjects certain customers to discomfort and maybe even a little disrespect. It isn’t just people who use wheelchairs, either – some people have hidden disabilities, and an aging population means that more and more customers will run into trouble handling heavy doors or too many stairs. Nanaimo shouldn’t be off-limits to anyone. If there are areas that aren’t accessible, in this era, we should be asking why.

provincial government’s plan for the economy. How the B.C. government handles this cleanup and punishment of Imperial Metals will set the tone for any future resource extraction project in the province. Those who are sitting on the fence right now about Northern Gateway pipeline, or LNG fracking in the Peace River, will quickly decide on which side to land, depending on how Premier Christy Clark’s government handles this environmental disaster. If it looks like the provincialgovernment is in control, and the mining company is satisfactorily contrite, the projects might squeak out the support they need. If the company slides, if it gets away with proverbial murder, battle lines will be drawn and it will be all-out war in the woods as blockades and protests halt progress on not only the pipeline and fracking, but also any further resource development in B.C. Residents on the left coast have gone to jail before to protect the environment – not just so-called professional protesters, either. editor@nanaimobulletin.com

Regional district salaries shocking because of the same over generosity of the taxpayers’ purse, we should all be concerned. Re: Salaries comparable to other B.C. regional districts, says RDN, Aug. 5. When I read the salaries of some of those working for the Regional District of Nanaimo it is shocking. To the Editor,
Re: Smart meter opponents within their rights, Letters, Aug. 5. The provincial government of Saskatchewan has recently announced that all smart meters in that province will be removed. Why? Smart meters are causing house fires just as they have been reported here in B.C. The response of our own Minister of Energy was to question the wisdom of the Saskatchewan decision, stating that the B.C. government is confident that if they had stayed the course, the program would have a positive impact on keeping rates low. Apparently our government is willing to sacrifice your homes and the lives of your families if it means keeping utility rates low. It makes one wonder, what is the true agenda of the provincial government when it is clearly prepared to roll the dice with your life? The emperor does indeed fiddle while the empire burns.
The venerable E&N railway is approaching a very important period in its history: whether the railway will continue or not. As politicians hesitantly debate its future, one option should be explored: run the railway as a ‘preserved railway,’ using the successful U.K. model. Today, in the U.K., there are over 50 standard gauge and over 20 narrow gauge preserved railways in operation, offering scheduled passenger services with many operating all year round. The preserved railways were created by groups of people wanting to retain and operate local and historic railways, many using steam locomotives. The foundation for an E&N preservation society is already in

service and a commuter railway for Greater Victoria. Far fetched? No, as many U.K. preserved railways successfully do the same thing. A preserved railway would not only be an international tourist draw, it would be a magnet for the movie industry, which searches internationally for vintage railway locations. What is most important is that a preserved railway would be a jobs generator. The financial spin off from a preserved E&N, from jobs to increasing business potential, would be tremendous. Supporting a preserved E&N railway, would be supporting a continuing and viable economy on Vancouver Island.

Bandits best after beating Acme T-men I
Street hockey players could break record
“
TRI-CITY takes series after 8-7 win Sunday.
It’s a work in progress. We’ll use this to do better.
BY GREG SAKAKI THE NEWS BULLETIN
The Acme Timbermen couldn’t beat the champs, but lacrosse season isn’t over yet. The Nanaimo Acme Painting Timbermen lost 8-7 to the Tri-City Bandits on Sunday at Frank Crane Arena to lose the bestof-five league final three games to none. It was the seventh straight West Coast Senior Lacrosse Association championship for the Bandits, and since that club is hosting the Presidents Cup nationals, both finalists advance to that tournament in two weeks. Sunday’s game was the closest in the series after Nanaimo lost 11-3 the previous night in Coquitlam in Game 2. In Game 3, the contest was 6-6 going into the third and even in the dying seconds, the T-men had possession as they tried for a tying goal. “We played hard, just like we did the entire series,” said Mike Maughan, the team’s coach. “There’s no questioning the guys’ heart and desire, but when it comes down to it, the other team executed a

lot better.” The Bandits play a high-pressure style and never relented, “forcing us into bad decisions, and forcing us to make a lot of tougher plays on offence,” said Maughan. “They definitely stifled us a little bit.” Jon Diplock, T-men captain, said the Bandits play to their strengths. “They know what their
job is and when it comes down to crunch time, everyone puts the team ahead of themselves and makes the right decisions,” he said. “And they capitalize on their opportunities.” Darren McEwen, Tri-City captain, said Nanaimo is a hard-working team that battles and hits hard. He said his team’s defence came up
huge in the series. “We locked down on their goal scorers,” McEwen said. “We know who they are and we locked down on them so they didn’t get any good chances.” Steve Higgs and Ryan Forslund scored hat tricks for the Timbermen, Ryan Dietterle also scored and Nick Patterson made 39 saves.
For Tri-City, Brendan Shea and Robert Danilkiewicz had two goals apiece and Chad Miller made 34 saves. Tri-City’s championship celebration was muted – the Bandits didn’t even unravel the B.C. banner when it was first presented to them. “It’s the seventh one in a row. It’s still exciting, but we’ve got the Presidents Cup coming up and that’s the big one this year for us…” McEwen said. “We want to win this one. Our team is pretty good this year so we’re hoping we’ve got a good chance.” Nanaimo has a chance, too, since this playoff loss isn’t the end. Diplock said “it’s huge” for his team to know that nationals are still ahead. “It’s like a second chance … We’ve just got to learn from our mistakes,” he said. “It’s a work in progress. We’ll use this to do better in the Presidents Cup.” sports@nanaimobulletin.com
Raiders scorched by Sun in shutout
FRED SCHAAD/BLACK PRESS
V.I. Raiders quarterback Liam O’Brien is tackled by an Okanagan Sun opponent during Saturday’s B.C. Football Conference game in Kelowna.
The V.I. Raiders were burned by the Okanagan Sun this weekend in the Interior. Nanaimo’s Canadian Junior Football League team suffered a 38-0 shutout loss to Okie at Kelowna’s Apple Bowl on Saturday night. The Sun had a fast start, taking a 31-0 lead into halftime, and the Raiders couldn’t get much going offensively. Okie used a multi-faceted run attack to gouge the V.I. defence, with seven different rushers combining for 257 yards on 30 carries. Kasey Russell scored two short rushing touchdowns,
Dillon Fortune and Kory Nagata also scored rushing majors and Jesse Kendall had a 24-yard TD reception from Cam Bedore. Former Raiders back Mikhail Maloff gained 51 rushing yards. Raiders quarterback Liam O’Brien was 13-for-22 passing for 145 yards, with Marshall Caook making five catches for 58 yards. O’Brien was V.I.’s top rushing threat, carrying the ball seven times for 44 yards. The Raiders hurt their cause with penalties, as they were flagged 15 times for 162 yards compared to the Sun, who took seven penalties for 40 yards. Defensively for Vancou-
ver Island, Ash Gayat and Fabian Ross had six tackles apiece and Daniel Dubinski had an interception. For Okanagan, Jean Ventose had five tackles, Lucas Machado and Jonas Gering had sacks and Brennan Van Nistelrooy recovered a fumble. GAME ON … The teams play a rematch on Saturday (Aug. 16) at 4 p.m. at Nanaimo’s Caledonia Park. Look for a preview in the next issue of the Bulletin … In other B.C. Football Conference action this past weekend, the Westshore Rebels doubled up the Valley Huskers 28-14 on the mainland.

It’s being billed as the world’s longest street hockey game, and it’s shaping up to become just that. As of press time, Yo u t h S t i c k i n g Together was on pace to complete 105 hours, 17 minutes of street hockey to get into the book of Guinness World Records. “They’re now on that downhill glide. It’s really time for the countdown to start,” said Tali Campbell, event organizer. The Quality Foods Wo r l d ’s L o n g e s t Street Hockey Game is going on at the Lions Sports Centre lacrosse box next to the Nanaimo Curling Centre and faceoff was Friday morning. If everything goes to plan, the record will fall today (Aug. 12) at 5:17 p.m. As of Monday morning, only one player had left the game due to injury. Everyone else has played through bumps, bruises, blisters and exhaustion. “I’m so tired right now…” said Madison Boond, one of the players, at midnight Monday. “I know I sound like a hockey player, but you’ve just got to take it one shift at a time.” A couple players have been slowed by heat stroke, but have rested and returned to action. Quick shifts and sunscreen would get them through another hot day Monday, Campbell said. “ We ’ r e really pleased with the dedication of all these players…” he said. “We’re proud of every single one of them for how far they’ve come and we know they’re not quitting.” Boond said everyone will stick with it and break the record. “Oh yeah,” he said. “There’s no going back from here.” sports@nanaimobulletin.com

Junior Pirates beaten in one-run ball games The Nanaimo Pirates junior baseball team put itself in a position to contend at provincials, but didn’t cash in its chances. The city’s B.C. Junior Premier Baseball League club went 0-3 at the championship tournament in Victoria this past weekend. The
juniors lost 2-1 to the North Shore Twins, lost 5-0 to the White Rock Tritons, then fell 2-1 to the North Delta Blue Jays. In the first game, Nanaimo had the bases loaded in the final inning, and in the third game, Nanaimo had men on second and
third when the game ended. Matthew Stevenson was 2-for-3 at the plate in the loss to the Twins and Bryce Berg-Stromquist threw six innings in defeat. In the third game, Adam Humphreys allowed two hits and no earned runs over 4 2/3 innings.
Two teams that the Pirates lost to ended up meeting in the final, with the junior Jays beating the junior Twins 2-1. The junior Pirates won 11 of their final 16 regular-season games to take the No. 7 seed into playoffs.

Tennis courts partly closed Nanaimo’s Wimbledon wannabes have plenty of places to play, but the lower courts at Bowen Park will be out of commission for a few weeks. The courts are being resurfaced during the next two months and the venue won’t re-open until the end of September, according to a City of Nanaimo press release. “The [courts] are wearing out and in need of a new surface,” said Sandy Raddysh, city manager of recreation services. “The city appreciates the public’s patience while this project is underway.” Bowen’s upper courts, freshly painted last month, remain open. Other public tennis courts can be found at Beban Park, Diver Lake Park, Departure Bay Centennial Park, Beaufort Park, Cinnabar Valley Park, Harewood Centennial Park, John Weeks Park and May Richards Bennett Pioneer Park.

hile Mackenzie Cooper and Maria and Therese Pirie were apprehensive when their parents signed them up for the Leaders in Training and Quest programs, they’ve since pulled a 180. The parks and recreation department program offers youths between 13 and 18 years the chance to work with children and gain work experience and the three are now grateful. Therese, Quest participant, wants to be a social worker and is gaining experience that will aid her in her future endeavours. “This is pretty good because usually I [feel] awkward but after two years, I kind of feel more comfortable around kids and it really showed me that I actually like being with kids and can handle it,” she said. Cooper, a Leaders in Training member, has learned problem-solving skills working with the children and rather enjoys it. “At first I was kind of nervous when I got to my first placement and I was like, ‘I don’t really know what to do,’ but after a while you get used to it,” he said. The programs have been beneficial to Maria as it helped the Quest member overcome shyness. “This kind of helped me bring me out of my shell, just to interact with all the kids and to hang out with the kids is really awesome,” she said. “You laugh a lot and have fun with them all the time.” Leaders in Training represents the first level of the program, while Quest represents the second and according to program leader Alita Dancy, partici-

pants must fulfill requirements. “The LITs and the Quests are asked to complete a passport to leadership, which touches on several different areas of leadership elements, so they’ve got day camp placements, sport, art and preschool placements, they take part in workshops and have social fun nights, where they get together.
“And we have our training component which happens at the beginning of the summer, where the kids get the skill sets to go out into the community with customer service, working with children, learning how to do crafts, games and face paints,” Dancy said. She said participants are set up and go to volunteer in different areas of
the community and there are fall and summer sessions. “It’s a great opportunity, it helps build communication skills, leadership, you interact with kids from all over the city and some kids from out of town as well,” Dancy said.
