A good-sized crowd was on hand Wednesday night at the Grand Forks Christian Centre for an open house on water meters. The session was put together by the People’s Review Commission, an ad-hoc group formed recently that is against the city’s water meter installation project. There were several speakers who talked about the various dangers of water and smart meters. Local resident Karin Bagn spoke about the legalities of the city and the contractors installing water meters against the wishes of most residents. Bagn practices law in the U.S., and is in the process of passing the Canadian Law exams—she did not speak as a lawyer, she stressed, but as an area resident. Bagn spoke about ways to challenge the water bylaws which council is looking at putting in upon fourth and final reading on Aug. 18. She also spoke about how the People’s Review Commission is requesting a copy of the contract between the city and the water meter contractors, Neptune Technology Group. “The government does not have any immunity from either the constitution or the will of the people—we just have to speak up,” she told the crowd. “If we look at these bylaws and we recognize that the city government is on record as refusing any comment to the bylaws, any suggestions that there might be illegal and/or unconstitutional provisions in the bylaws...Once the horse is out of the barn, guys, it’s going to be very hard and we’re going to be saddled with the bill.” At the conclusion of the speakers, there was a question and answer period with several audience members asking questions. Mayor Brian Taylor and several councillors were on hand as observers. Beverley Tripp, one of the organizers and speakers, said the group was very pleased with the turnout and how the evening went. “The thing that made me feel most excited was that people got a chance to actually say what they felt and express their concerns,” said Tripp. “I think people in the community have needed that kind of forum. City council has not been able or willing to provide that kind of forum. So tonight, we had about 60 people that got to hear about the water meters and what they really feel • See WATER METERS page A8

With Councillor Neil Krog appearing just in time to allow quorum, Grand Forks city council met Friday morning at a special meeting to discuss the mural project. With a much lower cost than originally proposed, city council unanimously approved the mural project. Benson Musaev of the mural committee presented council with a $6,000 total budget for the mural which will cover four sides of two buildings (washroom and BENSON MUSAEV lift station) at City Park. original cost was set at $20,000. “They had originally included some fees to the artists which they removed from the budget,” said Mayor Brian Taylor. “That was the understanding from the beginning—that it would be done voluntarily. We really appreciate the volunteer part of it.” Many council members objected to the original cost which included payment to the artists, he added. Taylor said he expects the artists to begin the mural project immediately. “I think they’re going to get started as soon as they can,” he said. “We’re talking about this meeting, this special meeting, which was called because they didn’t want to wait.” The artists are expected to have the drawings ready for council approval at the next council meeting, which is on Aug. 18.

1919: First plane ever lands on Flats 1909 Dr. Kingston announced that his plans for his new private hospital were complete and construction work was soon to commence on the site at the corner of Winnipeg and Fourth. 1914 Introduction of the creamery bylaw was the feature of the city council meeting chaired by Mayor Gaw. Having been given its several readings, the bylaw was to be referred to the taxpayers for a vote. Details of the bylaw specified that in return for two lots, water at cost, and free taxation for eight years, Mr. LeQuine was to have a creamery, costing $5,000, in operation by March 1, 1915. 1919 The first airplane ever to land in Grand Forks was expected to arrive here this week en route from Vancouver to Calgary, with Capt. George Dixon as pilot. Arrangements were made for the landing to take place on Columbia Flats. 1924 Grand Forks extended a royal welcome to His Excellency Baron Byng, Governor-General of Canada, accompanied by Lady Byng, on their visit to this city; the vice-regal special train was met at the CPR western depot by Mayor Acres and other city officials. 1929 Threatening vengeance on any person who would touch any timber in the region near his cabin on the North Fork, about 30 miles from town, Charlie Harrigan chased off a crew of men who were starting to work on some timber limits. 1934 The most spectacular and terrifying forest fire Grand Forks has ever known lit up the sky and hundreds of men were called in to fight the flames at the scene some six miles west of the city.

The work contains photographs and historical details concerning one of the Boundary’s growing communities and geographical landmarks. 1999 A 34-year-old citizen from Great Britain is dead after jumping the border into the Untied States at the Cascade-Laurier crossing. Someone was reported to have crossed the border illegally; a border guard investigated and found Gary Mayers hitchhiking on Hwy 395 a few kilometres south of the customs office. Mayers apparently attacked the guard from behind, threatened to take the guard’s weapon and kill him. He is reported to have started choking the guard; the guard fought him off, but Mayers is said to have resumed attacking him. The guard took out his gun and fired a shot to the chest. 2004 Local BMX racer Melissa Faulkner, 10, took home two trophies in the ABA World Championships held in Nanaimo, B.C. 2009 The Boundary Museum Society has retaken custody of the community artifacts after three moves and over one year of controversy.

Smoke on the increase CRAIG LINDSAY

Smoke continues to increase in Grand Forks and region as the hot and dry weather continues. On Monday, the Ministry of Environment in collaboration with Interior Health issued a smoke advisory for Grand Forks and surrounding areas because of forest fire smoke that is affecting the area. A press release from the ministry stated that the current hourly average PM2.5 (particulate matter 2.5 micrometers or smaller) concentrations are 40 micrograms per cubic metre, and the 24-hour average is 44 micrograms per cubic metre. The high concentrations of smoke are a result of the long distance transport of smoke

Halloween is coming early to at least one Grand Fork residence. At the house of local mechanic Jim Hartley, he’s already got a Jack O’Lantern pumpkin out on the deck. Hartley has been busy growing some very large pumpkins after getting into a contest (for $5) with a couple of buddies—although those buddies have long since conceded soon after Hartley’s pumpkins passed the 50-pound mark. Hartley has lived in Grand Forks for four years after moving here to take care of his parents. He has been growing pumpkins for seven years. “The first year, the first pumpkin was about the size of a plum,” he admitted. “(I spent) $7 on seed and $100 on dirt and it was that small.” Last year, Hartley’s top pumpkin was up to 85 pounds. When he has finished growing the pumpkins he takes them to Boundary Lodge where the residents have a “guess the weight” contest. “They really look forward to it,” he said. This year he also plans to take one (of the three left) to Silver Kettle where his dad resides.

“I take a razor blade and carve my grandchildren’s names into the pumpkin so they grow a big scar with their names on it,” he said. Hartley is hoping to break 100 pounds this year. “I think I’m going to do better than that this year,” he said. He started the pumpkins as seedlings in the house in March. He has removed 240 pumpkins from his patch to concentrate on four large ones he is growing. Hartley’s keys to growing big pumpkins is having really good dirt and using chicken manure. “Pumpkins like a real hot dirt,” he said. “They’re dirty eaters. The richer the soil, the more they like it.” He has not entered any contests with his pumpkins but is looking at entering the Rock Creek Fall Fair pumpkin contest this year. “I was there last year and my pumpkin was bigger than the one that won the competition and it was only 85 pounds,” he said. Another highlight of the pumpkin growing for Hartley was having his grandchildren come in from Ontario for a visit recently and to help carve and decorate one of the pumpkins. “I have a Jack O’Lantern on my deck in the middle of August,” said Hartley.

Trails group makes stairs Gazette Staff

A permanent set of stairs now links the pavement of the Trans Canada Trail to the beach on the west side of the Nursery Trestle, a popular swimming hole and transit point for tubers and boaters on the river. Grand Forks Community Trails members volunteered several hours of a Saturday last month to build the stairs at the trestle located east of Grand Forks. “With all the traffic up and down the embankment, the surface has been worn away in the past creating a trench, eventually compromising the trail surface,” said Community Trails member Chris Moslin. “When the paving was done last year, the contractor filled the trench with large boulders to create the surface for the pavement. By building the stairs, we have ensured that persons travelling back and forth from the trail to the beach will be able to do so safely and that the integrity of the trail surface is assured.” The trestle is known as the Nursery Trestle by locals. Technically speaking, the trestle was named by the Canadian Pacific Railway by its milepost (M92.3). The truss bears a 1912 builder’s plate from the Manitoba Bridge & Iron Works. In July 2003 the trestle and its longer counterpart, the Kettle River Trestle, were decked by the British Royal Engineers and the CME 44th Squadron from Trail. After the trestles were decked they were renamed in honour of two local soldiers: the Kettle River Trestle became the Smitten Trestle and the Nursery became the Munro Trestle.

The closest B.C. fires are in Slocan Park and at White Tail Brook near Canal Flats. The ministry suggests residents avoid strenuous activities. Exposure is particularly a concern for infants, the elderly and those who have underlying medical conditions such as diabetes, and lung or heart disease. The air quality rating has increased from 6.1 PM2.5 at 2 p.m. on Aug. 9 to 44 on Aug. 11 at 11 a.m.

Murals are good news

After some haggling over the costs, council finally gave the mural project the go ahead after receiving a much lower bill of sale. Apparently, there was some miscommunication about the original costs including artists’ fees. Now that that has been cleared up, its should be clear sailing from here on in. The mural, which is set to be the first of several, is sure to make City Park much more artistically pleasing. Already a haven for music and play, the park will soon boast a wonderful mural painted by some of the top artists in the region. Several local communities have had their image boosted by adding murals. A quick drive to Christina Lake allows one to view a beautiful mural on the village building as you enter town. That mural shows a wonderful beachscape. James Wilson, executive director of the Boundary Country Regional Chamber of Commerce and mural committee member, said the City Park mural is expected to be the first of many. “It’s really good news,” he said. “It’s nice to see the city come aboard. We’re looking at this as a legacy project. We hope it becomes as successful as the Sculpture Walk project in Castlegar. We want it to be something to be proud of.” The theme for the first mural is, “A river runs through it.” Several local artists will depict different scenes involving work and play around the river. It will be great to see more murals A LITTLE spring up around town. Grand Forks and PERSPECTIVE the Boundary are already known for its many great artists. Prominently displayed murals are an even better way to help display those artists.

KELLY The possibilities that are opened to us by owning a computer have always been a fascination for me. But personally I am a bit wary of the false promise that computers will somehow make me more efficient or more intelligent. I have never really been able to understand computers. Not really—not the insides. Either you find a way to make the computer work or you learn to adjust. Last week I learned to adjust to having no sound on my PC for four

days (nobody promised that this adjustment period would be short or painless) because I’d deleted something called the drivers. The idea that a computer might be useful in organizing my life is simply a bald-faced lie. Believe me, I’ve tried. I plug in all my data and get things working pretty good for a few days, or maybe a week and whammo!—it’s time to learn to adjust again. Maybe a file gets corrupted or deleted or it was saved three years ago in a file format that your current computer can’t read. Or you might well discover you are spending so much time organizing your life on your computer that you have

no time to actually live it anymore. So you learn to adjust. Computers keep changing: that’s another problem. You can’t just learn once and then take off the training wheels. Every five years or so old age and redundancy (the computer, not you) mandate the purchase of a new computer and then you have to learn everything all over again. You learn to adjust. Storing data is no problem at all these days. The problem is remembering where you put it. It might be on any of three or four “devices” you have hanging around the house or, with this new fangled thing called The Cloud, your files could be stored almost anyplace out there in cyberspace.

I did get very, very lucky the other day when I was looking for my to-do list. It’s named “HOT – Daily to-do list”. They say it’s good to sit-down with yourself in the morning and go over your list of things you are going to accomplish that day. Unfortunately I’d lost track of this list a while back and, the fact was, I hadn’t gotten too much done for the past week or so because I was never really sure what I was supposed to be doing. I opened the file with great eagerness to find only two things on my old list. The first was clean the house and the second was to generate a todo list. It’s not like I needed a computer to tell me that!

Meter plan a poor one

No need for water meters Editor, The Gazette: There are many reasons not to go ahead with the current water meter program Grand Forks’ mayor and city council are hastily trying to implement. It is a serious health and security risk. It forces the homeowners to bear an unfair cost penalty if they want to avoid the health or security risk. The people just don’t want it. Many question the need for it at all. Here is some information you may not be aware of: Creston, as a single example of successful water management without household metering, has implemented a water conservation program that includes addressing mains leakage, public awareness/education, reducing peak demand, water ambassadors… but no household meters. Many communities in the Columbia Basin are doing a similar program. Why not follow their lead? According to the website www.cbt.org/ watersmart/cm-creston.asp, “From 2009 to 2013 the Town of Creston has achieved a 17 per cent decrease in gross community water demand…” “What’s Working in Creston? • Location and repair of leakage in the municipal distribution system. • Extensive water loss management training for Creston’s water operations and management staff. • Significant improvements to Creston’s capacity and expertise in water data collection and analysis. • Implementation of a successful public education and outreach program (Water Smart Ambassador). • Ongoing collaboration with RDCK (Erickson) on optimization of the shared water sys-

tem.” According to the Urban Systems Ltd. engineering water report of Dec. 4, 2013 to the City of Grand Forks: “While the aquifer appears to have sufficient capacity in the near term and long term, the hydrologist noted for the three largest wells that the current extraction rates from the water wells exceed the recommended rate…” … so there is a need for more capacity and conservation. The report further states, “Installation in the near future of a new 71 Lps well, at a cost of approximately $615,000, will provide sufficient domestic and fire protection for the city until year 2024, based on an annual growth rate of 1 per cent. Further, this entire cost of $615,000 can be funded by Bylaw 1922, which has already been approved by the electorate of the City of Grand Forks.” So why the need for household meters at all? We are really being duped! The city water system has not been audited for leakage since 2006. Taxpayers are paying for the sum total of water pumped by the city, whether the water is delivered to us, or is leaking into the ground. Apparently, we will be okay if we just go ahead and install the well, and come up with a with a sensible, cost effective water conservation plan… much better than having hazardous water meters installed in our homes! Mayor and city council are going to leave us with a huge, very expensive mess. They’ve committed to spending over $1.3 million dollars of taxpayer money on a plan that won’t work. Editor, The Gazette: When I first read about the intense opposition to water metering in Grand Forks, I was surprised. We all know our community uses far too much water—about double the Canadian average. If we aren’t willing to reduce our excessive water use ourselves, then I thought it was a good thing for the community as a whole to persuade us to change our ways. And so I was in favour of water meters to protect and preserve our limited water supply. But the more I learned about corporate maneuvers across the globe to privatize water, the more concerned I became about the city’s plan to install water meters. As Maude Barlow has said in her book Blue Covenant, “The world is moving toward a corporate-controlled freshwater cartel, with private companies, backed by governments and global institutions, making funda-

mental decisions about who has access to water and under what conditions.” Maybe the city’s plan is really a benign attempt to conserve water or maybe the city is being fooled by corporate interests that seek to privatize our water supply for profit. Water is not a commodity; it is a necessity of life. Let’s not forget that ultimately the water, the air and other vital natural resources necessary for our survival belong to us all—and to future generations. Government is expected, and indeed obligated, to preserve and protect natural resources that are vital for our survival. The City of Grand Forks should reconsider its plan to force water meters on its citizens and instead should fulfill its duty to protect our public resources from corporate interests. Editor, The Gazette: The mayor and city council may have studied water meters for years, and checked out water meter installations in other cities, but they clearly have not done so for Grand Forks. If they did, they would have found that there is a huge proportion of residents/taxpayers opposed to the current water meter installation plan. Many homeowners or renters are: • Concerned about compromised health and are extremely worried about the effects of radiation from the water meters. (In the July 30th issue of the Gazette, the Neptune rep stated, “There is no concern regarding radiation produced by the water meters… …no different than the old cordless phone.” But, according to a reliable source at the city, the meter readers can read up to 400 homes at one time! If this is correct, imagine how much more radiation these water meters must put out compared to the old cordless phones! Something here really doesn’t add up.) • Very worried about allowing access to their homes. (This is a retirement community—we have a large proportion of elderly residents. How are they supposed to determine who is a bona-fide water meter repair tech, and who isn’t ? Anyone clever enough can theoretically gain access to a residence. To allow third-party metering devices into our homes sets a dangerous-feeling new precedent, one that many homeowners are not comfortable with.) In either case, if they can’t have or don’t want an indoor meter, why should they have to pay the additional estimated $600-$800 fee for a curbside pit meter, when others are having indoor meters installed for “free”? The costs should be the same for all residences, regardless of circumstances. Besides, how can any low income or pensioner residents afford to pay an additional $600-$800 of after-tax dollars for a water meter? Ridiculous. Totally unfair. If you look at the Richmond, B.C. water meter website, www.watermeter.ca/english/installation.html, you can read the following comments to Richmond homeowners: “Your water meter will normally be installed near the City’s water shutoff valve located at or near your property line. A hole will be dug to access your water service…” Richmond city council obviously thought this through. But why are Grand Forks’ mayor and city council trying to access peoples’ homes? The Grand Forks homeowner is getting a raw deal… he either agrees to being radiated by the meter and possibly compromising home security, or agrees to paying the huge $600-$800 pit meter fee. Also, the potential for lawsuits against the city arising from enforced home access may skyrocket the cost of this program, not only for installation but for years to come. What’s up with the home invasion plan? Back to the drawing board for this half-baked water conservation plan. Poorly thought out, it does not sit well with a large proportion of Grand Forks residents. There are always alternatives. Gary Popoff, Grand Forks

Butts show lack of respect

Editor, The Gazette: We are so fortunate to have so many scenic walking trails in our city! The paths along both the Granby and the Kettle River are wondrous worlds filled with wildlife of all kinds. The sights, smells and sounds can be truly breathtaking—unless you happen to look down! The pathways are literally carpeted with cigarette butts! There are butts along the shores of both rivers, the Trans Canada Trail and the sidewalks are littered with the ugly foul smelling things. The fact that smokers are willing to pay $10 a day or more to facilitate their inevitable horrible choking, cancer-ridden death is truly puzzling but not nearly as puzzling as the disgusting lack of respect shown to the non-smokers, the wildlife and the planet by this dwindling dying minority tossing their butts everywhere. Smokers! If you don’t want to quit smoking so be it, but at least show a little respect and clean up your act! E. Walker, Grand Forks

Park plan contrary to councils Editor, The Gazette: The 44 acres between Christina Lake and Highway 3 is a park because my wife and I accepted the challenge from Susan Sandner in the late eighties and took the time to seek support from six city/town Councils in the West Kootenay/Boundary for a park designation. Ron Walker, then Area C representative, had sought public support for the purchase of private property at the head of Christina Lake and the south end. Ron was forced to square up with the curse of democratic societies; a strong compelling argument supporting public interest was discounted in favour of a vicious attack on personalities. The Gilpin grasslands is another example of how hollow vacant voices that play their game in the shadows have successfully held public interest in

contempt! The councils of Greenwood, Midway, Rossland, Castlegar and Trail were angry at the pathetic public access and all were bitterly disappointed that the Kingsley property had not been purchased by the provincial government. I believe that was the name of the property located due west of the Kool Treat adjacent to Highway 3. Mayor Sugimoto of Grand Forks smiled at us when we presented the five endorsements to council as we were seeking a park designation. The mayor was well aware that without the five endorsements it was unlikely we would get their support. The five councils who were quick to support the park designation all knew the site had been a lumber mill and log yard. Nevertheless they all wanted quick easy access for their campers,

trailers and motorhomes. Without the park endorsement from all six councils, you would not have a park. Mike Ladd, a former park supervisor, confirmed that Parks had a different opinion and did not want a site that had plenty of woody debris, notwithstanding the fact there was no other location available that satisfied the premier asset of good business—location. So instead of a provincial park catering to traveling tourists we have a regional park with a management plan contrary to the interests of six councils. Bigger than the endorsements was the fact that the Social Credit government were great believers in small “d” democracy, a tactic that empowered credible rural British Columbians. BC Used Oil Ambassadors Susan Zhang and Therese Mah stopped in Grand Forks Thursday. They are two of four ambassadors canvassing the province for 17 weeks stopping at 130 municipalities to visit over 1,400 collection facilities promoting sustainable recycling practices. Due to the success of the BCUOMA program, B.C. now has one of the highest recovery rates in the country. Not only has the association been able to connect with more program stakeholders and residents of B.C., but the program has also encouraged fellow industry associations to get involved. Communicating sustainable recycling practices to the greater public is a crucial aspect of the program, said Kelly Furey, public relations spokesperson. She was not surprised that Mayor Taylor, Councillor Gary Smith and others did not speak up. “I think on their part it was the better part of discretion for them not to speak,” she said. “I think they understood it was an info session by the community for the community. I respected the fact they allowed the people to have their say and they weren’t willing to get into any boxing match. I think the nonresponse was appropriate under the circumstances.” Tripp said she was very impressed with the presentations from all the speakers. “I was thrilled with the presenters,” she said. “I think their information was educational. Certainly Karin apprised us of things most of us don’t have any clue about. As citizens, any resident should have a handle on what their rights are. I’m blown away from what I learned tonight.” After the meeting, Taylor told the Gazette he had spoken to one of the info session attendees asking the mayor if the city was going to address all the questions raised at the meeting. “We’ve done all that,” he said. “We’ve done all those documents. We’ve put the correct information out in different forms. We’ve mailed it out,

we’ve put it on the paper, we’ve put it on the radio. We have copies of all that if people come forward but we’re not going to do another concerted mail out to this group at this late date.” Taylor said it was a very broad spectrum of concerns the presenters spoke about including the recent smart meter fires in Saskatchewan. The province of Saskatchewan recalled 105,000 smart (hydro) meters after eight caught fire. “The ones that stood out that we can answer immediately is the fires in Saskatchewan,” he said. “I think we can look at the technical end of that and realize it was a pretty unique situation with that product, that electric meter. They were hoping it would be a reason for council to turn around the decision on this but in fact there was a fairly accurate quote from me stating, ‘If we elect a council that tries to turn this around, the city will be out a lot of money.’” Taylor said the contract with Neptune has been signed and they will begin installations soon. During question period at the end of the session, several citizens spoke up asking questions about the water meters such as: why can’t there be a referendum and how long until water meters come to the rural areas of Grand Forks. One of the speakers, Julia Butler, responded stating that she had heard from the RDKB

that they were considering installing water meters in one of their areas. “There’s also the questions of meters on private wells that’s coming up,” she said. “I’m not very educated on it, but if you do your research— it’s in the works.” Taylor also said that any thoughts about him saying the city somehow pushing water meters into the rural area surrounding Grand Forks is false. “I’m racking my brain trying to figure out where they got that idea from,” he said. “They asked me a while back what I would think of having a water meter in your house (Taylor lives in Area D). I said I’d welcome it. If they extrapolated that (to mean) that the city had the power or influence to expand the water meters past our borders (they’re wrong). There were many people there from the rural area who heard we were going to put water meters in their area (Area D). It’s very complicated to put meters in a rural area to start with.” RDKB board chair Grace McGregor concurred that there are no plans for rural water meters. “There’s no talk of that whatsoever,” she told the Gazette. “If there was there would be such a long process because every director would be involved, the province would be involved, the regional district would be involved. So, no plans whatsoever.”

Habitat for Humanity is used to raising the roof for housing for those in need in the community, but this Friday the local habitat group will be “Raising the Roof” party-style in City Park. The event will be an all-ages affair featuring live music, vendors and other entertainment, running from 4 to 10 p.m. “We’re putting on a fundraiser on Friday,” said Cindy Fairs, resource development coordinator for Habitat for Humanity Southeast B.C. (formerly Habitat for Humanity Boundary). “From 4 until 5:30 p.m. there will be children acts: story time with Lizanne Eastwood; magic tricks with Nathan Vogel; and dog tricks with Robin MacLean and her border collie Beret. Starting at 5:30 p.m. we’ll have family entertainment with various performers.” Performing in the evening session are: Kyra and Mayanne; Three Quarter; Tuesday at the Café; Damian and Jay Alblas; Dave Soroka; and Luminosity. Acting as master of ceremonies will be city councillor Gary Smith. Admission for the event is free but donations are gratefully accepted. Fairs said there will also be several local artisans displaying their wares such as Painted Horse and Tack, Nature’s Element Jewelry, Get Pickled, Wired By Tara, and many more.

Get ready for airplanes and good times at the Grand Forks Airport as the Airport Appreciation/Fly-in returns on Sunday, Aug. 24. The fly-in is once again put on by the local Grand Forks Flying Association and is sure to be a big hit for young and old. The fly-in does happen the same weekend as the Grand Forks Fall Fair. Ann Gordon, president of the flying association, said the conflict seems to come up every year. “We’re hoping people will get what they want at the fall fair on Friday and Saturday and then come out and see us on Sunday,” said Gordon. The fly-in kicks off Saturday at 7 a.m. with a pancake breakfast put on by the local Elks Club.

“We’ve got airplanes coming in and going out all day from different places,” she said. “I’m still waiting for the military to find out what they would like to have come in for demonstration purposes.” Gordon said they will have Harvard class Warbirds on site for display. “They were here last year and will be back this year,” she said. “They may do a demonstration—that’s up to them. Most people like to walk around and ask questions when demonstration aircraft are here.” The always-popular remote control (RC) aircraft will be on site once again as well. Gordon said she expects the fly-in to be another well attended success. “A lot of people, especially the kids, like to see aircraft, especially the model aircraft,” she said. “People love the pancake breakfast as well. We have pilots

from other flying clubs that come in as an exercise. It’s always a good idea to fly into different airports. They come in and have breakfast and tour around. We have a bicycle and car they can use if they wish.” There will be several vendors on hand at the event as well including the local air cadets, who will be selling hot dogs as a fundraiser. “Kids and parents can ask about joining the air cadets,” said Gordon. “The air cadets do provide flying experience in the gliders.” On the Saturday, there will be “runway theatre” featuring a movie on the tarmac under the stars. The featured movie is the animated movie Wings and the starting time will be after 9 p.m. and before dusk. Everyone is welcome to come and watch at no charge.

Ponderosa festival features music, art Gazette Staff

Billed as Rock Creek’s niche festival and a unique getaway festival experience, the Ponderosa Arts and Music Festival will return to the Boundary from Friday, Saturday and Sunday, Aug. 2224. The festival is the brainchild of Kia Zahrabi and Kris Hargrave, two friends that grew up in the Okanagan and Boundary who had the dream of creating unique events, sharing good music,

and making great memories. This is the second year for the festival. Two bands—Plants and Animals, and Braids—are coming from Montreal. Two Portland-based bands are coming as well. There will be two stages running, alternating on the three nights of the festival. Up-and-coming talent is still big too. Hargrave says that Ponderosa provides an opportunity to good bands that don’t normally get a chance to play on stage in front of a large crowd.

“You may not recognize the name, but you probably will remember them once you’ve seen them play,” he promises. Indie rock is the main theme, with some folk, reggae and blues in the mix to keep everyone happy. Two DJs will be coming in from Mexico to provide Latin beats. Installing water meters and billing according to usage is the single most effective water conservation measure a water utility can initiate. The City of Grand Forks is inviting volunteers to sit on the water meter rate and installation committee. This committee will assist in: • Determining preferred water system financing principles and development of a new rate structure that balances revenue needs, water conservation, meter financing, and asset management requirements • Engaging stakeholders on water rate principles and practices

The event was sponsored by the Boundary Peace Initiative, Kootenay Region United Nations Association (KRUNA), and the USCC working groups. Speakers included Phillips, Southern Interior Member of Parliament Alex Atamanenko, Laura Savinkoff, Simon Shenstone, Bob Purdy, and Patrick Stephenson, who offered an Aboriginal prayer, drumming and spoke as well. Nagasaki Day honours the victims, past and present, of the nuclear industry that is the worst destructive force to date created by humans, said Laura Savinkoff of the Boundary Peace Initiative. The groups also sponsored Hiroshima Day on Aug. 6 at the Mir Centre for Peace in Castlegar. J.J. Verigin, president of KRUNA and executive director of USCC, said they have been holding the commemorative events for several decades. “It’s to remember the tragedies that happened in the hope that our governments won’t ever use those weapons again,” he said. Verigin said that although countries have agreed on non-proliferation pacts, nuclear weapons are still around and, in fact, are being added to. “These things could fall into the hands of groups that would not hesitate to use them to leave their marks.” He added that with all the conflicts throughout the world in the Ukraine, Middle East, Gaza and more, it’s as important as ever to stand up for peace.

The men try to rig up a cricket field as they have heard the young doctor is a great fan—well, the scene where the doc is arriving by boat and spots the men all dressed in white trying to look like cricketers is one of the funniest scenes in the movie. There is much more fun to be seen, but I will leave that for you all to find out. This movie is based on the 2003 film called Seducing Dr. Lewis and was all filmed in and around St. John’s and Trinity Bay, Newfoundland, also Labrador. A local Border Services Agency officer is making quite the name for himself in both the “tough mudder/Spartan” style obstacle races and the Police and Firefighter games. If you’ve been to the Grand Forks Recreation Centre, you’ve probably seen Frank Phipps around. Phipps, a tall and slender 44-year-old, works out there twice a week. He also runs outside four times a week. He recently competed in 11 events in the Can-Am Police-Fire Games in York County, Pennsylvania on July 13-20 and took home an amazing five gold, five silver and one bronze. Phipps won gold in 5k cross country, 10k cross country, triple jump, 5k road race and 1,500m track.

Phipps said the competition was decent but not as tough as at the world championships. “I’ve done the World Police and Fire Games and this is like the baby brother of that,” he said. “Sometimes I got pushed and sometimes I didn’t. I had to really pace myself because I knew I had the 11 events. I just ran what I needed to run.” On the Saturday before the event, Phipps competed in a couple of obstacle course races. He also participated in an obstacle course race in West Virginia on the Saturday after the event. “It was 64k of racing and 14 events in eight days,” he said. Phipps said he finished 18th out of a couple of thousand competitors in the obstacle course race which was filmed for CBS. “It was an athletic vacation,” he said. “I just wanted to see how I could do against North American competition.” Phipps participated in the World Fire and Police games in 2009 in Vancouver and 2011 in New York. In Vancouver, he won a gold in the Grouse Grind and a bronze in team triathlon. In New York, he placed first in a race up the stairs at World Trade Center #7, second in triathlon and a bronze in indoor rowing. For the events, Phipps has to go on his own time and pay his own way.

Phipps said he has always been active and enjoys training. “I’ve gone from running to cycling and now I’m back to obstacle racing,” he said. “Running was getting a little boring so you throw some obstacles in there and it really changes the dynamic and makes it more exciting. With running, the fittest guy at the start of the race is usually the guy who wins. In obstacle racing, the fittest guy doesn’t necessarily win. If you miss an obstacle, you have to do 30 burpees (one burpee is a jumping jack followed by a push up and a sit up) as a penalty. So you could be ahead and fall off an obstacle and someone could pass you when you’re doing your burpees. It’s just something different than just getting on a road and straight running.” Phipps plans on attending the World Fire and Police Games next year in Fairfax, Virginia. “It’s all about the competition,” he said. “It’s also a slight addiction. Exercise addiction.” He’s also hoping to compete in the upcoming Obstacle Course Race World Championships in Ohio this year, which combines the winners of several well known races such as Spartan, Warrior Dash, Tough Mudder and more. “There’s a whole bunch of different races around the world,” he said. “This is a group that has said, ‘hey, let’s bring everyone from around the world who has quali-

Three other men’s teams were on the pitch—the Nelson Grizzlies, Trail Colonials and Grand Forks Wanderers. One team of women came this year and proved that it pays to show up. The Ridge Meadows Lady Bruins, with the help of members of several other clubs that came and subbed in for a game against the men, took home a custom-made rugby trophy ball made by Ingram Creek Saddlery in Greenwood. Phipps recalls getting caught on the barbed wire in a course in Pennsylvania and receiving a nasty gash on his face. “I got caught on the barbed wire right between the eyes and got a little scar,” he said. “I got tagged pretty good. That was the result of not paying attention to the barbed wire.”

Trail was named the most social team. “They not only played hard on the pitch but were the guys who partied the hardest and were the most fun team to hang out with,” explained Glaser. The Dave Van Dyke (DVD) Memorial Award was won by Trail player Bryan Oauzon for being the most social player. Glaser said that Van Dyke was a longtime rugby player and friend to many on the pitch who, while his cancer was in remission, played in the first Boundary Bash last year. But his cancer returned and he passed away in May and this was the inaugural year of the award. Since moving to the Boundary two years ago, Glaser says he has played with the Grand Forks Warriors, a team started about five or six years ago by Keith Kuromi. Glaser says he misses rugby here in the Boundary and he uses the tournament to help him reconnect with his teammates and the culture as well as a way to foster more participation locally.

Many joined in prayer for end of world war During the Second World War, a man by the name of Rees Howells directed a bible college in Wales and strongly felt led by God to pray for end of the Battle of Britain. Many joined him in daily prayer for this to happen. Allen Spooner Allen passed away in the hospital in Edmonton following a cerebral hemorrhage caused by a blood disorder. He was 49 years old. He leaves to mourn his loss his sweetheart Jan with whom he was very happy and his beloved daughter Shelby Carmen. He also leaves his mother, Jannette Spooner of Rock Creek, his father Ralph (Carol) Spooner of Grand Forks and two sisters, Gail (Russ) Bryan of Midway and Marie Ludwar and Jeff French of Vernon. He will also be sadly missed by his nephews Mike (Mora) Ludwar of Kamloops, Chris Ludwar of W. Kelowna and Garry Ludwar of Medicine Hat, Alberta. There will be a celebration of his life in Ponoka, Alberta on August 14 at 1:30 p.m. There will also be a local service in Bridesville, B.C. on September 20, 2014 at 2:00 p.m.

Marlene Engels We are sad to say Marlene Engels passed into the hands of God on August 1st, 2014, just before her 80th birthday. She was born in Sydney, Manitoba, September 8th, 1934, to Florence and Edward Jenkins. From an early age her artistic talents shone through. In school whenever a special poster or banner was needed Marlene and her cousin Muriel were called upon to create it. She loved to crochet, paint, and write poetry. In later years she even joined the Writers Guild and showed some of her paintings at the art gallery. She was laid to rest on August 9th, 2014 in Grand Forks. Marlene was predeceased by her mother & father, her sister Joyce, daughter Valerie, and by her loving husband Arthur Engels. She is survived by sons Dana & Darrel Green (Paula); daughter Teresa Cooper (Dean); stepchildren Cynthia, Rhonda, Wayne, Linda, Teg, Shirley, Darlene and Rudy; 27 grandchildren and over 20 great grandchildren; her sisters Margaret Darbyshire, Shirley Paulsen (Percy); brother in-laws David Engels (Linda) and Bob Fujimoto (Verla). May 12, 1951 – August 8, 2014 On August 8th, 2014 the world lost barnstorming flying ace Bill Relkov. Raised in Grand Forks and Port Coquitlam, Bill returned to the Kettle Valley for the remainder of his life. Bill will be missed and lovingly remembered by his wife Mary, children Dan (Keri), Sara (Chris), mother-in-law Dorothy and his little granddaughter Marijane – “Grandpa’s girl.” As well as too many friends to list. Bill was a man of integrity with a strong love for family, friends and adventure. His curious and intelligent nature led him to become an avid aeronautical enthusiast, including everything from hang-gliding to piloting experimental planes he built himself. To finance his many hobbies, plots and plans Bill was a recently retired welder for the Boiler Makers Union, Lodge 359, after 41 years. His thirst for knowledge and answers to the unknown led him to spend many hours in his man cave building, creating and experimenting while listening to Jimi Hendrix on the Hi-fi and the hockey game in the background. While pondering the next step he enjoyed playing his guitars, reading, and brainstorming over a beer with friends. Although he left us too soon, all of our lives are better for having been along for the ride. He was one of a kind and second to none. In lieu of flowers, put on your finest sweat pants, grab a beer and do something awesome to make “Wild Bill” proud.

Cudworth Elvira E. Cudworth born April 27, 1920 in Anaconda, B.C. passed away July 30, 2014 at the age of 94. Predeceased by her loving husband Alan in 2004. Survived by her son Lee of Greenwood, B.C., daughter Heather Humes (Dave) of Peachland, B.C., son Arnold (Kathy) of Grand Forks, B.C., daughter Chala Aura (Wayne), of Richmond, B.C., seven grandchildren, ten great-grandchildren, two great-great-grandchildren and sister Violet Draper of Cranbrook, B.C. A wonderful, much loved Mother who will be truly missed. Vera had a long and distinguished life of community service. She is perhaps best known as a member of the Greenwood Community Association, whose Friday Night Bingo provided much of the funding for the city’s community needs and activities. Vera was also promoter, guardian and president of the Greenwood Museum. She had been a City Councillor (1963-72), member and President of the Boundary Historical Society, Secretary of the Greenwood Heritage Advisory Board, Secretary-Treasurer of Girl Guides, Treasurer of St. Jude Anglican Church and member of the Greenwood Board of Trade. Vera helped form the Ladie’s curling club in 1947 and was on the executive until 1964. She also was presented with the Governor General’s prestigious 125 Medal in 1993. A special thank you to the staff at Village at Smith Creek for their wonderful care and support for our mother and her family. There will be no service by request. A private family memorial will take place at a later date. Donations may be made in Elvira’s memory to the Alzheimer’s Society.

Born October 14, 1935 to Maria and William Barisenkoff in Grand Forks, B.C. Paul was the youngest of four children, Helan (Bernice) Lapshinoff, Anastasia (Jenny) Hagel, and Peter (Don) Barisenkoff. In 1959, Paul married his beloved wife Olga Rezansoff and she had their first and only child, Cindy. She was the light of his life. Cindy traveled to Russia in her adult years to study at Moscow State University and married her husband Alec Musaev and they had three wonderful children, Benson, Pall, and Biatta. Paul adored his grandchildren and spent his entire life teaching them the fine skills of carpentry, how to swing a golf club, and to sing all his favorite Hank Williams songs in perfect harmony; all the things he was great at. Paul was part of the community choir for many of his young years and enjoyed being part of the USCC. After the tragic passing of his daughter Cindy, Paul and Olga assumed responsibility of their three grandchildren and raised them for the remainder of their lives. He was an amazing provider and gave his grandchildren a lot of great memories. On Sunday, August 3, 2014, Paul left us to start his journey to be with many loved ones, namely his wife Olga, his daughter Cindy, his mother and father Mary and Bill, his siblings Bernice, Jenny and Don, and many of his close friends and other relatives. He is probably playing a few rounds of golf with them already! He is survived by his grandchildren, Benson, Pall, Biatta, and many nieces and nephews; all whom loved him deeply. We will miss our Deda, our uncle, our friend.
