Margaret Snowball was shaking with emotion. She had come almost 15,000 kilometres to face the man who had killed her daughter with his vehicle in a New Westminster crosswalk and he wasn’t there. Ryan Follack was scheduled to appear for a pre-sentence report in New Westminster provincial court Friday. A bench warrant was issued

for his arrest when he didn’t show. Earlier this year, Follack pled guilty to two charges in connection with the incident. Gemma Snowball was 25 when she was struck by a vehicle while in a crosswalk at Sixth Avenue and Sixth Street late in the evening of March 11, 2013. She was headed home after finishing her shift at the Royal City Centre Safeway delicatessen. The popular native of Perth, Australia, died a few days later at Royal Columbian Hospital. It took until February 2014 before Crown counsel approved charges of driving without due care

and driving without reasonable consideration. Follack pled guilty in April and a date for a pre-sentence report was set at that time for Friday (Aug. 8). Crown counsel Lionel Yip told provincial court judge Therese Alexander he contacted Follack by phone Friday morning and he was in Grande Prairie, Alta. Yip said Follack told him he thought his court date was Aug. 18 and had a plane ticket to return Aug. 10. But Yip produced documents Follack signed that stated the pre-sentence report was scheduled for Aug. 8.

Alexander instantly agreed to Yip’s motion to issue a bench warrant for Follack’s arrest. Alexander pronounced the matter was a priority, especially considering Snowball’s mother and sister, Hannah, had flown from Australia for the court appearance. “I’d like to move mountains to get this done,” said Alexander. The justice appeared concerned because the pre-sentence report indicated Follack would be starting law school in Leicester, England in September.

International Trade Minister Ed Fast won’t say if he supports the controversial export of U.S. coal through Port Metro Vancouver, which is proposed to greatly increase if a new terminal is approved at Fraser Surrey Docks across from New Westminster’s Queensborough and Quayside neighbourhoods. The federal minister was asked that question by Black Press following a speech Thursday (Aug. 7) before the Surrey Board of Trade. Port Metro Vancouver maintains its role is strictly to act as a conduit for all cargo and that any policy decisions to exclude certain commodities would be up to the federal cabinet. “I’m not going to prejudge the outcome of the application to develop a coal terminal on the Fraser River,” Fast responded. Uptown Live sizzles in summer heat Mario Bartel

Organizer Douglas Smith wanted to ensure better weather for the third annual Uptown Live music festival so it was moved to August. He got that Sunday as hot sunshine blazed down on the 14 acts playing three stages and their thousands of fans. But with the move of the festival to its own standalone date away from its former association with the conclusion of the Hyack International Parade in May, Smith also got a very short timeline to pull the musicians, food trucks, vendors and other entertainers together. He also faced a whole lot of competition on one of the busiest weekends of the summer in Metro Vancouver. Not the least of which came from the massive Squamish Music Festival, which not only drew some of the bands Smith hoped to secure for his show, but also strained his access to set-up crews and food trucks. Let alone the attention of music fans. Still, Smith said he had plenty to be pleased about. The crowds were similar to the festival’s previous two incarnations, he said. But they’re

now coming from all over the Lower Mainland. “We’ve nurtured this event for three years and I think it’s evolved to the point where it’s now in the consciousness throughout the entire Lower Mainland,” said Smith, who counted fans from places like North Vancouver, Coquitlam and even Chilliwack. “It’s a regional event.” One that’s also hitting the radar

of local bands looking to break out. Smith said the festival’s ongoing mission to showcase some of the best independent bands on the local music scene has made it a red letter date on their gig calendars. “The event has stayed loyal to its roots,” said Smith. “It’s all about the music. The bands just love it.”

That bodes well for the future of Uptown Live, said Smith. He’ll debrief with the City of New Westminster and the Uptown BIA in coming weeks to cement partnerships so planning for next year’s event can begin sooner. They’ll also look at the date and timeframe of the festival to try to overcome some of the hurdles it faced this year. Smith said the biggest

accomplishment of this year’s festival is that it showed it could stand on its own, without the built-in crowd that hung around after the Hyack parade in its first two years. “Going to the summer was absolutely the way to go,” said Smith. “There was some benefit of capitalizing on the audience, but an event takes on a life of its own.”

Cities make bridge deal Grant Granger

Coquitlam and New Westminster have finally agreed on the Braid Street Bailey bridge. It took a while, but the two cities have announced an agreement to replace the existing one-lane structure with two single-lane Bailey bridges. One of the crossings would include pedestrian and bicycle pathways. The existing bridge was declared unsafe and closed in March. New Westminster wanted to replace it with another single-lane bridge while Coquitlam wanted two. New West balked because council felt two lanes would add to congestion at the busy Braid and Brunette Avenue intersection. Coquitlam said two was needed for the proper movement of goods and for emergency reasons. The matter went to a provincial adjudicator whose decision was binding. He ruled in Coquitlam’s favour last month. A single-lane bridge New Westminster acquired from Ontario before the ruling will be used for one of the crossings.

The second one will be provided on loan from the provincial government. “Obviously the City of New Westminster was trying to make the best out of a difficult situation,” said Coun. Jonathan Coté, who is serving as acting mayor this month. “Ultimately we had no choice but to implement what the provincial arbitrator had decided.” The total cost of the replacement is estimated at $1.2 million and will be shared by both cities. That includes paying the province for its bridge if it’s still needed three years from now. Coté said the prep work required for the second bridge will eat up a lot of the cost. New Westminster was set to spend $170,000 on the replacement bridge it had purchased and its installation before the arbitrator’s ruling

came down. Coquitlam Mayor Richard Stewart said he looks forward to moving together with New West to develop a long-term solution. “We have long maintained that the Braid Street bridge is an important piece of the region’s transportation network, and we know that many businesses on both sides of the Brunette River count on this corridor for goods movement,” said Stewart. Coté said New Westminster will be keeping a close eye on the consequences of having two lanes connecting Coquitlam’s United Boulevard to the Braid industrial area. He fears backups will increase at the nearby train crossing and at Braid and Brunette. “If problems do arise we might have to look at other ways of solving those problems that the one-lane bridge was looking to alleviate,” said Coté. Installation of the two bridges will begin immediately and is expected to be completed by mid-September. Until one of the bridges is operational the crossing is closed to all traffic, including cyclists and pedestrians.

Alison Redford resigned her seat as an Alberta MLA last week. She may be taking the Alberta Progressive Conservatives out the door with her — polls show that the party is in rough shape, just two years after Redford took it to an historic victory, in an election where the PCs had been behind in the polls. The PCs are long in the tooth — they have been in office since 1971, under six different premiers. The reason Redford resigned as premier in March, and now as MLA, was her spending habits. She used government aircraft for personal and party business, and it has recently come out that her staff would book fictional passengers so that she didn’t have to share the private jets with anyone — that is, her own MLAs. She also arranged to have a private penthouse built in an Edmonton building owned by the government. Work on it was well underway when she left the premier’s job. She took arrogance and entitlement to a new level, one rarely seen anywhere else in Canada. A remark in the auditorgeneral’s report on her spending habits is worth repeating. Auditor-General Merwan Saher wrote “How could this have happened? The answer is the aura of power around Premier Redford and her office and the perception that the influence of the office should not be questioned.” That phrase sums up the way most governments in Canada operate. The leader of the party that wins an election quickly cloaks him or herself with an “aura of power” and no one, including other cabinet ministers or government MPs or MLAs, can question their actions. Redford is far from the only government leader to surround herself with an “aura of power.” No wonder Canadians are so cynical about politics. —Black Press

Farm changes a great leap forward VICTORIA – The B.C. government’s intentions for the Agricultural Land Reserve have been clarified by a public consultation that proposes new commercial and industrial uses on farmland. Political watchers may recall that this was the hill the NDP was prepared to die on this spring. It was going to be a farmland looting spree for rightwing property developers and all hope of “food security” would be dashed. As I attempted to explain at the time, the changes have little or nothing to do with ALR exclusions. Now a discussion paper poses a series of questions, some of which illustrate the need to bring farmland regulations up to date. The first one deals with restrictions on retail sales, a case study in arbitrary state control. There is a strict maximum floor space. A minimum one half of retail sales must be produced on that farm. Food packing, preparation and processing are similarly restricted. This requires multiple duplicate

operations of questionable viability. It brings to mind Mao Tse Tung’s Great Leap Forward, where farmers all had little iron smelting furnaces out back to make tools. But I digress. “Amongst other things,” the discussion paper says, “lessening the restrictions on on-farm processing could allow the establishment of abbatoirs (large, small or mobile) on farms, to serve surrounding cattle, game or poultry farms.” Then there’s cheese, fruit juice and even medical marijuana products. And did you know that wineries and cideries are allowed on farmland but breweries, distilleries and meaderies aren’t? (Mead is made from honey, and doesn’t have to be drunk from a bronze mug while wearing a horned helmet.) Now that we’ve discovered that

breweries don’t have to be giant urban industrial plants producing mediocre lager that all tastes the same, possibilities abound. On-farm wine and cider sales have similarly quaint retail space and product origin restrictions. The government proposes to allow sales of products not made on site, as long as they’re made in B.C. This could make more local retail beverage co-ops viable. Or it could spawn a wave of unregulated rural liquor stores that create chaos on country roads. You decide. On a more serious note, there are a couple of questions about changes to the newly created “zone two,” the Interior, Kootenay and North regions. One repeats the government’s intention to open up non-farm use rules to allow certain oil and gas service functions on farmland. This is to reflect the reality already on the ground in the Northeast. What other nonfarm activities it may entail is not yet known, as the consultation and regional meetings continue until Aug. 22.

There are proposals to bypass the Agricultural Land Commission for certain kinds of farmland subdivision in zone two. These are where the subdivided parcels are a quarter section (160 acres) or bigger, or where they are divided by a road or waterway. And finally there are proposed exemptions from ALC scrutiny of leases, to allow “intergenerational transfer,” so retiring farmers don’t have to plead for state permission to remain on their own property. Another exemption would “encourage the use of otherwise unfarmed land by existing or new farmers.” NDP agriculture critic Lana Popham, who circulated a photo of herself with a samurai sword in a theatrical “Kill Bill 24” campaign, continues to insist that these changes open up 90 per cent of ALR land for “development.” It’s a hypocritical as well as a misleading statement, since a portion of her own Saanich farm property is rented to a successful craft gin distillery.

I read with interest your July 30 front page news story regarding TransLink rejecting New Westminster’s request to get trucks off the major routes in the city. As a Surrey resident, I support your plan that was outlined to TransLink. Should the same thing happen to us in Surrey, the approach will be the same. Every time I drive down Royal Avenue I see the huge traffic jams that are occurring. I encourage city council to continue pressing this issue. Ron Watson Surrey

GET MORE NONESSENTIAL VEHICLES OFF THE ROAD I read with interest the article about banning the trucks on three New Westminster routes due to residents suffering the wrath of almighty truck traffic. I also read with eyebrows raised about the alternative solution of deterring tri-axle trailers from crossing the Pattullo Bridge.

All the above suggests to me that New Westminster is becoming very NIMBY to the idea of trucks passing through this city. New West plays a vital role in the economy of the Lower Mainland since it is a vital truck route. It is a feeder route for trucks accessing a number of cities in all directions. Unfortunately, residents chose to live in that city and not any trucker who twisted their arm and forced them to buy property there, and once they’ve bought property there they complain about trucks and trains. Sorry to say, trucks and trains were in this city long before you ever were, longer than you’ve probably been alive reading this, and it is vital that goods get to market the quickest and shortest route possible. Suggestions were raised about tolling the Pattullo. I have my own ideas also. To reduce congestion, allow trucks to divert away safely and efficiently. Why don’t we go to a

New West man charged with SkyTrain stabbing A 26-year-old New Westminster man has been charged for a serious stabbing on the SkyTrain following the Celebration of Light fireworks display in Vancouver on July 27. Transit Police say a woman ran off an eastbound train after it arrived at Edmonds station in Burnaby at about 1:40 a.m on Sunday. She was screaming that her boyfriend had been stabbed. Police said the investigation revealed the couple boarded the train at Main Street Station and became involved in an argument with another young couple and another man who boarded at Broadway Station. During the altercation a knife was pulled and the woman’s boyfriend was stabbed in the

The other man, the suspected stabber, managed to get away although the knife was recovered. West End groper sought by NWPD New Westminster police are looking for a man believed to have groped a woman walking in the West End last Wednesday. Police said the woman was walking east in the 1800 block of Seventh Avenue about 11 a.m. when she passed a man who appeared to be urinating. New Westminster mayoral candidate Jonathan Coté has named fellow Coun. Bill Harper and board of education chair Jonina Campbell as his campaign co-chairs. Responsive behaviour is a way a person with dementia may be trying to express something important to them. The behaviour may be unwanted and disturbing but they are clues that the person is expressing a need. It is our responsibility to look beyond the behaviour and find the true meaning of what the person is trying to communicate. The following are some common responsive behaviours, possible meanings, and strategies. AgitAtion

Dealing with a High-Tech Headache?

H

eard of a High-Tech Headache? How about Texter’s Thumb, or Gamer’s Neck? Modern day conditions require modern day diagnoses. One study by Harris International looked at over 2,000 Americans over age 18 and found 60 per cent experienced some form of health problem due to the use of technology during their day.

• 36% had eyestrain • 30% had back pain • 27% had neck pain • 24% had headaches • 21% had wrist pain • 11% had carpal tunnel syndrome • 9% had insomnia While today’s average senior may not suffer Gamer’s Neck (at least not yet), I’ve seen an increasing number of High Tech Headaches and neck pain in seniors walking in my office over the past few years. And its not because they’re working eight-hour days in an office.

Dr. Gohar Sheikh Here’s how it happens: The average adult head weighs around 10-12 pounds. Grab two five-pound bags of sugar or flour and hold them with one hand. Or think about a 10-pound bowling ball. It’s a lot of weight perched up there on your neck, especially as a senior when musculature, ligaments and cartilage can begin to weaken. So those few hours watching TV, or the 20 minutes leaning forward in front of a computer, can be enough to fatigue neck muscles, stretch ligaments and irritate nerves in the neck. Even peering into a smartphone to read a text message or email, can be enough strain to trigger a headache. Voila... the High

Tech Headache. Let’s look at this a little closer (no pun intended). Combined with a weakening neck, many seniors have ongoing challenges with their eyesight. Single vision, active lenses, progressive or bifocal? Let’s face it, the eye muscles keep weakening, and the prescription keeps changing. As a result, I’ve seen many seniors who get used to holding their heads in a challenging forward posture, to get a better look. That’s fine for a few seconds, but not for minutes, let alone hours? For seniors who don’t get regular spinal care, that unstable and highly demanding forward head posture means inflammation to the joints of the neck, rigidity and weakness of the neck muscles, and irritation of delicate spinal nerves. This leads to a variety of issues, most commonly headaches. A traditional examination

often leads to a diagnosis of arthritis or “just getting older” and the prescription for pain relievers or muscle relaxants. More persistent cases will often lead to antiinflammatory medication. But is more Tylenol or Advil the best solution here? Prudent advice is to have a careful spinal exam by a doctor trained as a specialist of the spine. The accurate detection, correct diagnosis and successful treatment of conditions similar to the one I’ve described above happen every day in the thousands of offices of doctors of chiropractic. The subject property was seized because there was a warrant authorized by the court pursuant to the Controlled Drugs and Substances Act of Canada to seize evidence in respect of an offence (or offences) under section 5(2) (Possession for purpose of trafficking) of the Controlled Drugs and Substances Act of Canada.
