And when garbage crews are feeling like sleuths, they get their hands dirty by sifting through dumped garbage bags for identifying mail and other documents. “We’re sometimes able to go through garbage and figure it who it belongs to, but there’s not much in the way of ID on a broken futon,” Leonard says. McAra says staff plan pick-ups in the most efficient way – usually a onceper-week pick-up sweep – to keep costs down, but he hopes residents take a more proactive approach to catch culprits. “The important factor is it’s not just Saanich,” McAra says. “The City of Victoria deals with it, Oak Bay deals with it, but it needs to be addressed across North America somehow, because it’s costly for municipalities.”

Ugly green padding protrudes from a worn pleather couch in an empty lot at the corner of Shelbourne and Cedar streets. As a Saanich municipal truck pulls in, its driver wearily eyes the abandoned furniture before radioing his location to colleagues. It takes another half hour before a larger truck arrives with a bed full of discarded mattresses, recliners and other dated garbage bound for Hartland landfill. “As a manger of solid waste, I like to see a little more pride in the community,” says district manager Dave McAra after hearing of the latest haul. The “free-cycling” and illegal dumping phenomenon is nothing new in North American municipalities, and Saanich appears to be no exception. “It’s definitely a minority of material being picked up by others, but anything of quality is usually put up immediately by residents. The rest is left for us,” McAra says. Saanich’s solid waste services is allotted $80,000 to deal with illegal dumping each year, though assistance from other departments means the real cost is actually higher, he adds.

Abandoned furniture, a familiar sight in certain pockets of Saanich, cost the municipality at least $80,000 annually in pick-up and disposal fees. Refuse is predominantly couches and mattresses, though dated cathode ray tube TVs commonly dot Saanich boulevards as well. “The TVs are frustrating, because they’re free to drop off at recycling centres under the province’s stewardship program,” McAra says. “Sometimes they’re

dumped three blocks away from a recycling station.” Mayor Frank Leonard says it’s difficult to identify those responsible for the dumping of abandoned furniture, though a healthy student population combined with an esimated 9,000 rental suites is undoubtedly a factor.

“There are a lot of very responsible students, but it does seem with the turnover of the campus community, we can get a few broken futons on the street,” Leonard says. Add Saanich’s vast rural network of dead-end roads and illegal dumping headaches are never-ending for

the municipality, whose workers keep a close eye on dumping hot spots when they can. “It’s a problem that’s not going away,” Leonard says. The most effective way to identify illegal dumpers is to grab a licence plate number and call bylaw officers, who can follow up with

at sea. Right now we have about 27 on the roster, though there are only 22 in the boat,” Wiggins says. The mixed division demands a minimum of eight women paddling, which works well for the Navy Dragon Anchors. “Dragon boating is one of the unique sports where a couple can be on the same team and compete, and we have a lot of couples,” Wiggins says. The team’s 2014 jersey features submarines in the design to commemorate the 100th anniversary of submarines in the Canadian Navy. The festival begins on Friday at 1 p.m. with a blessing by Songhees and Esquimalt Nation elders, followed by the traditional eye-dotting ceremony, in which Taoist priests dot the eyes of each dragon boat to awaken them before racing. Racing begins at 8 a.m. on Saturday, with qualifying teams moving on to the semi-finals at 8 a.m. on Sunday. Awards will be given to paddlers on Sunday afternoon, followed by a closing Paddlers’ Dance at 4:30 p.m. Food trucks will be on-site and historic First Nations and Chinese walking tours will take place each afternoon.

As a civilian on a team of military and military spouses, Mike Weirmier fits in just fine. The autobody technician has been paddling with the CFB Naden-based Navy Dragon Anchors since 2008. A perennial favourite, the Navy Dragon Anchors were the top mixed team in the platinum category of the 2012 Victoria Dragon Boat Festival and hope to be among the medal winners again this weekend. The majority of its 22 paddlers are in the Canadian forces, or are married to someone in the forces, and includes naval officers and submariners. But it’s a different game in the dragon boat, says Weirmier, a long-time Saanich resident. “They tend to relax a little bit when paddling. I actually find some of the rankings in the boat fall by the wayside because at work, some of them might not talk to each other in a certain way, but when we’re paddling, everyone’s just teammates.” Weirmier is a competitive paddler and will join the Gorging Dragons in September when it competes at the world club championships in Italy. Until then, he’s committed to

the Navy Dragon Anchors and their less demanding schedule. “The Anchors are one of the more fun teams you can be on that doesn’t have to practise six days a week to be at the level we’re at,” Weirmier says. When it comes to race day, the Navy Dragon Anchors tend to stand out. While others walk to their boats, the Anchors march, with paddles over their shoulders like rifles, and sing Heart of Oak.

tive by the Falaise Community Association, Saanich’s smallest community association and the second oldest. “This was once a thriving community with a lot of activities that eventually disappeared,” said Franca LaBella, president of the Falaise Community Association. LaBella has researched the neighbourhood and its namesake, Falaise, France. He’s in touch with members of the original families, including Smith and 93-yearold Lenore Ehmkee, who’s husband Joe was wounded in the Battle of Falaise before moving to Saanich. Smith has been a lifelong Falaise resident and was part of the original wave of veterans’ families to take up residence there. He remembers his father, Ian Smith, building their house in the 1950s after acquiring the property through Saanich and the Veterans’ Land Act. “The 10-year forgiveness was meant to create communities like this one, to encourage putting down roots,” LaBella said. reporter@saanichnews.com

Social media warnings go out after mysterious deaths Mysterious pet deaths in a concentrated area of Saanich are ringing alarm bells for neighbours. The two official deaths of one dog and one cat occurred in the 3900-block of Carey Rd. over the weekend, said Saanich Police Sgt. Steve Eassie. “It’s possible they got into a substance, we’re not certain if it was intentional or unintentional,” Eassie said. Social media reports indicated a second cat

had died as well, after a warning went out on Facebook. Eassie said the onus is on the owners to pay for a toxicology examination to determine what killed the pets. “It’s an expensive exam, so I don’t know whether they’ll opt to do that,” he said. Improperly placed rodent poison is appealing to household pets, though it’s not clear what caused the deaths in these cases.

Homes targeted in break-ins A series of daytime and evening break-andenters are concerning Saanich police, in some cases affecting residences in the middle of the day while homeowners are working. After a spate of business break-ins this month, five residential break-ins and thefts have occurred since Aug. 6. The affected blocks include the 2800-block of Admirals Rd., the 4700-block of Elk Lake Dr., a ground floor apartment in the 3900block of Shelbourne St., the 1100-block of Union St. and an apartment in the 900-block of

Inverness Rd. In most cases, electronics, cash and jewelry were stolen, but police can’t yet say whether all the breakins are connected. “There are some similarities amongst these incidents,” said Saanich Police Sgt. Steve Eassie. “Police are asking all area residents to be aware and to report any suspicious activity that may be observed.” Eassie said anyone with relevant information should call 250475-4321. The Capital Regional District is facing an invasion of knotweed, a bamboo-like plant described by the International Union for Conservation of Nature as “one of the world’s worst invasive species.” The Coastal Invasive Species Committee (CISC) has been working with local municipalities in an attempt to prevent the spreading of knotweed across the CRD in recent years. The invasive species committee treated 120 sites of infestation last year, as well as 67 in 2012. Executive director Rachelle McElroy cited an increased awareness of the plant as the reason for treatment almost doubling. “Knotweed is quite widespread in the region, but not to the point where we can’t get ahead of it,” McElroy said. “More people

are reporting it as they become more aware of what it looks like and the kind of damage it can do, and more people are learning that we offer free treatment.” Knotweed is capable of growing four centimetres a day, though McElroy referred to the portion of the plant above surface as “the tip of the iceberg.” Knotweed spreads by the roots, and if left untreated, can spread 20 metres wide and 3 metres deep underground. The plant has been known to grow through concrete and home foundations. In the U.K., knotweed has become a huge issue for property owners, even disqualifying some from taking out mortgages. Knotweed can be identified by its hollow, bamboo-like stems, large green leaves, small white flowers and red colouring along the stems. Residents are asked not to cut, mow or compost knotweed,

Saanich’s proposal to reclassify 14.5 hectares of land as Agricultural Land Reserve property is moving to public hearing on Monday. The proposal includes drainage improvements to enable agricultural use, the creation of a seasonal habitat for native

animals and plants and development of a more extensive trail system through 4112 Carey Rd. Realignment and restoration of sections of the adjacent Colquitz River would also aim to enhance fish habitat and restore the local Garry Oak ecosystem. Saanich announced the $2.4-million deal to purchase Panama Flats from Island Berry Co. in February 2011. A concept plan came before council earlier this year for consideration before next week’s public hearing. “I think the master plan that we’re laying out is icing on the cake, really,” Mayor Frank Leonard previously told the News. Leonard said applications to

add land to the ALR are relatively rare but that the proposal is the right fit for Saanich. The District hopes to establish the site as public open space to provide floodplain management, optimize environmental values, create new park space and trails, and enhance food security. Illegal dumping needs a fix The problem of illegal dumping in Saanich and other Greater Victoria municipalities is endemic. Worn-out couches, recliners and mattresses often riddle particular streets, as nearby neighbours scoff at the lack of pride shown by others in their community. But the problem goes deeper than laziness. It’s not cheap to properly dispose of larger household goods at the Capital Region’s dump, Hartland landfill, nor is it anywhere near convenient. The lure of a quiet boulevard during the stress of a move means a lot of unwanted toasters and TVs become eyesores waiting to be vandalized and eventually picked up by municipal crews. Any items of value are quickly scooped up by passersby. Exacerbating the problem is a lack of widespread awareness about the province’s product stewardship program, in which dozens of kitchen appliances, electronics, lightbulbs and florescent tubes, paint and mechanical oils can be dropped off at various recycling stations without charge. (For a full list of recyclable items, search “B.C. product stewardship.”) As stated by Saanich’s solid waste services manager Dave McAra on our A1 story, it would be nice to see more pride in the cleanliness of one’s neighbourhood. But it would be equally nice to figure out a way for residents to dump their larger items in a proper location without charge. Perhaps a system where one annual large drop-off is permitted is a place to start. Until then, remember the boulevards and empty lots are no place for your crusty couch. What do you think? Don’t point the finger at teachers The message I’m taking away from your editorial is that teachers need to capitulate to the Liberal government. Well, guess what - we’ve been capitulating for some time now, and we’ve had enough. We capitulated to the previous NDP government in 1998 when we accepted a 0-0-2 three-year contract, in return for getting $150 million injected into the education budget to be used to hire back the teacherlibrarians and counsellors whose positions had been cut in years previous (schools kind of need teacherlibrarians and counsellors to help kids do well in schools, you know?). In point of fact, teachers have taken seven years of zero increases since 1998 (in 1998, 1999, 2004, 2005, 2011, 2012, 2013). By contrast, since January 2010, nurses have had a total of 8.2% of pay increase, while teachers have had 2%. In 2007, MLAs voted themselves double-digit pay increases, including a 48% one-year pay hike for the position of premier. BC teachers, meanwhile, rank near the bottom of pay scales compared to teachers across Canada. You won’t be hearing this information from the BCTF, for some strange reason; it can be found, however, in former GVTA president Tara Ehrcke’s excellent blog post of May 28 - staffroomconfidential.com. In it, she provides a wealth of information to explain why teachers feel it’s time they put their paycheques

Charity audits rightfully concerning Your editorial regarding Victoria MP Murray Rankin, and his efforts to have a summer meeting of a parliamentary meeting to clarify the criteria for auditing charities for their political activities, is timely and troubling. The Canada Revenue Agency has created a team of 15 auditors to audit the political activities of selected charities. Some 52 audits are underway or concluded, with eight more to be launched by 2016, drawing upon a special $13.4 million fund. Ironically, this is the same CRA that has cut staff employed in chasing down wealthy individuals and corporations that hide from $5 to $8 billion annually in potential tax revenue through their secret foreign tax havens. The initial wave of political audits in 2012-2013 was aimed at environmental groups that opposed the Harper government‘s energy and pipeline policies. Now they have targeted voluntary associations that are fighting

poverty, providing international aid and promoting human rights. Your editorial’s call for Harper government transparency is bang-on. We do know that an oil industry lobby group, “Ethical Oil”, has submitted formal complaints to the Conservative regime in 2012 and subsequently environmental groups such as the Tides Canada Foundation and the David Suzuki foundation have been audited. Now groups such as the Ottawabased Canada without Poverty charity and the United Church of Canada are under government scrutiny, as is Amnesty International Canada. Their sins are apparently similar to those of Oxfam Canada, which was required by government officials to alter its mission statement to no longer refer to the prevention of poverty, only its alleviation! Government intrusion into the legitimate political activities of free, voluntary associations is yet another nail in the coffin of our dying democracy. I hope Rankin continues to shine the light of openness and transparency on this issue as well as the national scandal of billions of dollars of tax revenues lost annually because of a government that does not have the will to close tax shelter laws and loopholes of the elites! Rankin wrong: Minister Re: Transparency goes both ways (Editorial, Aug. 8) I would like to set the record straight regarding registered charities in Canada. Charities registered under the Income Tax Act are granted the privilege of providing tax deduction receipts to their donors. In 2012, $14.24 billion dollars was tax receipted from approximately 86,000 charities. It is CRA’s duty to ensure this money is used for charitable purposes. The Government has an obligation to taxpayers to manage this foregone tax revenue responsibly. Registered charities are required by law to have exclusively charitable purposes. Provided a charity devotes substantially all of its resources to charitable purposes, it may also devote up to 10 per cent of resources to political activities that are non-

partisan in nature and connected and subordinate to the charity’s purposes. The CRA is guided by the Income Tax Act and common law in applying the rules related to registered charities and their political activity. Budget 2012 provided additional resources to the CRA to increase transparency and reporting obligations for charities. So far, the CRA has undertaken audits of more than 50 charities representing a cross-section of the sector. Throughout these audits, the CRA follows an educationfirst approach and uses the full range of tools at its disposal, including education letters and compliance agreements, to achieve compliance. Regarding suggestions that the CRA is “refusing” to provide the names of the charities being audited, in fact the

law prohibits the CRA from releasing this information. Moreover, disclosing details of how audit files are selected would compromise the effectiveness of the entire compliance regime. Home gardens calling Annual art gallery tour includes 1950s manor at Elk Lake Kevin Laird News staff

Five of Greater Victoria’s most beautiful homes and gardens – each one hosting a local artist for the day – will be featured in this year’s Art Gallery of Greater Victoria House Tour. The event takes place Sept. 7 from 11 a.m. to 5 p.m. and features unique homes with inspiring gardens, art and interior design. One of the elements that makes the AGGV House Tour unique is its Art in the Garden program, with some of Victoria’s most accomplished artists working at their art at each home. This year’s artists include Bev Petow, Robert Amos, Richard Hunt, Brian Simons and Debora Tilby. The Victoria Flower Arrangers Guild also create flower arrangements specifically to complement the décor of each house. “This is one of the most important annual fundraisers benefiting the Art Gallery of Greater Victoria,” says event co-chair Pieta VanDyke. “The funds raised support the mandate of the gallery, which includes the development of education as well as exhibition programming.” This year, the selfdirected tour will lead visitors to three homes in Oak Bay built between 1918 and 1930, an Old Esquimalt residence from the 1950s overlooking the treetops, and a 1950s manor on a sprawling acreage behind Elk Lake. Organizers promise a day filled with beauty, from the homes to the gardens (one of which was once featured in Better Homes and Gardens) to the Art in the Garden as well as floral arrangements, furnishings and art collections, Tickets are $35 and available at the AGGV, GardenWorks, Brown’s the Florist and online at aggv.ca/housetour2014. Welcome to the driver’s seat

Getting the whole family behind the wheel for fun British Columbians start driving at an early age. We can barely walk on two feet before many of us are pushing replica models over the carpet at home, complete with self-generated engine sound effects. Then it’s dodgem cars at the fun fair or pedal cars like those that youngsters will be revving up at the 2014 Vancouver Island Motor Gathering on Sunday at the Viscount Aero Centre, at 9800 McDonald Park Road, in Sidney. Dodgem cars are not the recommended way to learn how to drive as the intent is to ram into as many others as possible! Despite the moniker, that’s what I found to be the aim when I got behind the wheel of what were called bumper cars back in the 1960s. However, the pedal cars from the Tom Thumb Safety Program teach traffic and pedestrian safety to children from five to eight years old and thus intro-

duces hundreds of kids every year to the joys of being at the wheel. Of course, the annual Vancouver Island event, presented by the German Auto Import Network (GAIN) is not Dodgem just for kids. It promises cars are not the four-wheel fun for the entire family and raises recommended way money for the Children’s to learn how to Health Foundation of drive. Splish, splash diesel dash to ride a wave Summer. What a wonderful time of year, heading out on the open road with family. Okay, it isn’t all fun and games, especially with 11-year-old and nine-year-old boys bickering in the back seat, but for the most part it can be enjoyable. For the first time I recently decided to take a road trip to one of my many car-related events. Usually I fly to a vehicle launch, but this time I thought I would take some extra time, and the family, on the road from Vancouver to Portland, Oregon. While I attended the 2015 Dodge Challenger event at the Portland International Raceway, my family could take in some of the local sites.

There’s no action, just half-built planes sitting around. I found it all amazing but my boys – Jack and Charlie – didn’t share my enthusiasm. After a night in Redmond, Washington, we continued our trek to Portland, the land of tax-free shopping, the Evergreen Wings and Waves Waterpark. The waterpark just outside of Portland, in McMinnville, has a real 747 on the roof with water slides that exit the fuselage, pass through the roof of the building and splashing into a huge waterpark complex. I checked in throughout the day and the comments were universal. “This is the best waterpark ever!” As I wrapped up the day at the track, I did get a frantic call from my wife “The Jeep has lost power, I can’t drive over 30 mph, what should I do?” The gang at Chrysler jumped to attention and before I knew it, I was on the road with another Jeep Diesel and being accompanied by two PR reps in a 2015 Challenger. From the track to my stranded family took over an hour; in total they sat at a Shell station for two hours waiting. To pass the time, the kids ate what they wanted from the Shell convenience store and taking “selfies” seemed to do the trick. Once we arrived, we realized a Dodge dealership was literally five minutes up the road!

Day Four

With a belly full of Voodoo Doughnuts, including Double Bubble flavour, fruit loops, coco puffs and good old chocolate, we were ready to go. It took a while for our repaired Jeep to arrive so on we went to sample more tax-free shopping and some of Portland’s

Grand Cherokee is solid in heavy rain, on highway many food trucks. When the Jeep did arrive, it turns out the Diesel went into “limpmode,” enabling the driver to get to the next dealership. The fix was a simple computer program flash, which took no time at all. Regardless, we were on the road, heading to Seattle for some underground fun.

Day Five

After a great night in Seattle, we woke up to rain, lots of rain, so we went underground to visit the old, hidden city of Seattle. These tours take visitors on a walk through the ruins of Seattle after the massive fire of 1886 and the rebuilding that took place. Seattle is built on top of the old city; there are tunnels and abandoned sections of buildings there to explore. Time to head home. The Grand Cherokee never set another wheel wrong; it was fantastic in the heavy rain and very solid on the highway. After 1,300 plus kilometres behind the wheel, I averaged 8.5L/100km.

PAC parents offer tips on transition back to class

September marks the biggest transition of the year for students, and while the switch from endless summer nights to six hours days in the classroom is never painless for them, or their families, some local parents shared their own tips for making back to school time a little smoother. Audrey Smith, vice-president of Spectrum community school PAC, said that one of the first steps should be physical preparation. For elementary students, this means buying and labeling school supplies. For middle and high school students, this means going over reading lists. Going over supplies and books also helps get students into a school mindset. Reading lists for most ministrymandated courses are available online at each school’s website. Kyla Ward, a director of the

Victoria Confederation of Parent Advisory Councils (VCPAC), said that the best way for a parent to prepare their child for school is to ask questions about what they’re wondering. “Just to clear up any concerns we (parents) don’t often get answers from kids unless we ask open-ended questions,” Ward said. “If we just give solid info, it’s sometimes wrong, and that can leave them disappointed.” Sleeping schedule is also important, and though younger kids are may be more influenced by their parents’ rules, Smith said that teenagers just need to be given a reason to get up early, so its helps to plan activities for the morning. With younger kids, Ward said that its important to help them deal with things not going exactly as planned, and with the ongoing labour disputes, its unclear if the start of the school year will go as, or when, planned.

“I’m still working on it myself,” Smith said, “to help my own kids be aware of what they are planning on studying and to be ready to do some ‘pre-homework’ if the semester doesn’t start on time. If that happens, they may have to rush through their curriculum, so students who’ve already looked ahead are going to be more prepared.” Ward said that some parents are talking about different temporary solutions should the strike continue into the school year, but all parents should keep in mind a few things they can do at home. “That 15 to 20 minutes of home reading a day is key,” she said. “Engage with kids about their day, have that conversation or dialogue around the dinner table, and look for learning opportunities in everyday activity. If your younger ones are helping you cook, have them measure ingredients out.” reporter@vicnews.com

Make lunchtime fun time, says expert Daniel Palmer News staff

Kids can often be much pickier eaters than their parents, particularly when it comes to healthy options. But there are ways to pack a healthy lunch and get kids excited about eating well – even if they don’t realize they’re doing it, says Sarah Voldeng, a registered nutritionist and founder of Absolutely Nutrition in Victoria. “Eating creative is really important: when packing fruit and vegetables, make it fun for kids by cutting food out into different shapes, or making it a bit more decorative,” Voldeng says. Including yogurt or salad dips is one simple way to make vegetable and fruit healthy and exciting at the same time, she says. A second tip? Parents tend to skimp on protein when packing school lunches, often forgetting that plenty of protein helps stabilize blood sugar. “Protein is good for focus and stamina during the long school day, whether it’s meat, cheese, yogurt or other vegetarian options, that’s a substantial part of

a healthy meal for kids,” Voldeng says. A lot of parents tend to go “carb-heavy” with packed lunches and snacks (think crackers and chips) while forgetting about the importance of protein, says the nutritionist. Last, don’t forget about healthy fats. Avocado, salmon, tuna, or fatty seeds like pumpkin and sunflower do the trick while satisfying that snacking itch. “Stay away from foods that will cause fluctuation in behaviour, and foods definitely do that,” Voldeng says. “Putting in something that’s too high in refined sugars will speed kids up and cause them to crash too quickly. Parents’ positive attitude goes along way to happy school days First day of school jitters are a normal right of passage, but for kids experiencing their first day of school ever, parents can do a lot to set the tone for years of happy school days ahead. “Send the message that you’re confident,” said Oak Bay Parent Owned Preschool teacher Amy Grbavec. “If you exude an air of confidence about preschool or school, your child will feel that and they will have the same confidence about school.” As an early childhood educator for 23 years, Grbavec has some experience with ensuring a smooth transition to school. “As parents, we’re excited about this new stage in our child’s life. But it’s very abstract to children,” she said. She lists a variety of ways to ease your child into a new learning environment. “Read books about it, ***Maisie Goes to Preschool is a good one, ask the librarian for suggestions.” She also advises moving bedtime back, so your child is well rested for school. “About two weeks prior, start tapering your bedtime routine. Most people are in summer mode so you need to transition to an earlier time, just five or 10 minutes a day. A rested mind is a rational mind,” she said. BACK TO SCHOOL Staples’ Stock the Lockers reaches out to those in need Angela Cowan News staff

With back-to-school season fast approaching, Staples is once again collecting donations for their Stock the Lockers fundraiser. The office supply retailer has partnered with a number of elementary and middle schools, as well as the 1Up Single Parent Resource Centre, to ensure that no child goes without the necessities when school starts up again. Staples is collecting cash donations until the first day of school. Proceeds from those efforts will purchase a back-to-school kit for any child whose family can’t afford it. The way it works is parents let their schools know if they need help, then the schools send a list of every child in need to Staples. The store, in turn, sends out the kits, which can be delivered anonymously through the

schools. The kits, part of the company’s School Tools program, are new this year for Staples stores in Western Canada. They give parents the chance to buy a put-together pack at a fixed price for their kids while avoiding the shopping chaos that abounds in late August. As well as binders, pens and art supplies, the kits also contain coupons from many local businesses including Pizza Hut, the YMCA and Pita Pit. For Gerry Denis, general manager of the Langford Staples, giving back to the community is one of the most important things the company does. “Whenever you’re dealing with education, it’s so important to support any causes that lead to better education and equal opportunities,” he says. s the Victoria Dragon Boat Festival Society prepares to celebrate two decades of bringing people together through dragon boating, Wednesday’s 20th Anniversary Gala Fundraiser honoured three individuals who have spent their lives and careers giving back. Held at the Inn at Laurel Point, the gala included cultural entertainment, auction, wine tasting and a reception, in addition to the presentation of Victoria Dragon Boat Festival Society Honourary Life Memberships to three local businessmen and philanthropists: Don Yuen, Mel Cooper and Cedric Steele.

Fifty years ago, Don Yuen founded his very first Fairway Market store on the philosophy of providing quality, value and a commitment to community. He has lived that philosophy ever since, growing the company to 10 stores on the Island and hundreds of employees, all the while supporting the people and communities that support Fairway, including a long-time commitment to the Victoria Dragon Boat Festival. “Don Yuen and Fairway Markets were integral not only to the founding of dragon boating as a sport in Victoria but in maintaining the viability and ongoing success of the Victoria Dragon Boat Festival Society. His son Doug has continued that support on behalf of his father and the Yuen family with a recent gift of $80,000 which helped found the Fairway Gorge Paddling Club Society.” For his considerable business and community successes, which began as a child working in his family’s grocery store in southern China, Don Yuen recently received a lifetime achievement award from the Ethno Business Council of B.C. Throughout the last 50 years, Don Yuen and Fairway Markets have placed “great value on the communities our stores inhabit (and we) make it our mission to support and enhance these neighbourhoods through sustainable initiatives and store programs.”

Long-time broadcaster and the former owner of C-FAX 1070 radio station, Mel Cooper has embodied the philosophy of community philanthropy for decades, including contributing much to the success of the Victoria Dragon Boat Festival. Recognizing Cooper as a true friend of the festival, his nomination for honourary membership notes that “Mel was instrumental from the beginning in supporting the growth of the festival. His connections with media and with other businesses in the community helped in growing the festival.” Cooper, who spent many years at the helm of the local children’s charity C-FAX Santas Anonymous, has indeed contributed to many aspects of the community. Recognized as “a consummate volunteer and community leader,” Cooper was honoured as the inaugural recipient of the Leadership Victoria Lifetime Achievement Award. He has served as chair of the TELUS Community Board since 2007, is an Honourary Citizen of Victoria and an Honourary Director and Special Advisor to the David Foster Foundation. Cooper’s community leadership for initiatives such as Expo ‘86 in Vancouver and the 1994 Victoria Commonwealth Games contributed to his receiving both the Order of Canada and the Order of British Columbia. Most recently, Cooper received United Way’s Honourary Life Membership for his part in making life better for Greater Victoria’s more vulnerable citizens over the past 40 years.

Another early supporter of the Victoria Dragon Boat Festival, Cedric Steele has been instrumental over the years in the society’s ability to forge community relationships, especially with the Canadian Navy and CFB Esquimalt. In addition to celebrating with the festival for many of the last 20 years, including the eye-doting ceremony and gala dinner, “with his help we were able to start the long-term community partnership with CFB Esquimalt.” President of Cedric Steele & Associates Ltd., a commercial real estate company he founded in 1972, and owner of Prospect Lake Golf Course since 1974, Steele has served the community as president of the Greater Victoria Chamber of Commerce, chairman of the Glenlyon-Norfolk School board of governors, chairman of corporate fundraising for Timmy’s Telethon, as a board member of the Queen Alexandra Centre for Children’s Health and the Victoria Police Board. He also served on the Tourism Victoria executive and the advisory board to the Faculty of Business at the University of Victoria. Appointed an Honorary Captain in May 1997, Steele has been involved with the Canadian Forces Liaison Council since 1994 and actively promotes a closer relationship between the local business community and the Armed Forces.

Weekend festival celebrates 20 years Back in 1994, when no dragon boats trained in Victoria, the Victoria Dragon Boat Festival emerged as part of the festivities surrounding the 1994 Commonwealth Games in Victoria. In commemoration of Hong Kong Day, the Victoria Chinese Commerce Association arranged for dragon boats to come to Victoria from Vancouver for a one-day exhibition race. With an enthusiastic response from dragon boaters, fans and supporters, the festival quickly grew into a three-day celebration of Asian sports and culture, today drawing as many as 80,000 people to the harbour to cheer on teams, sample global cuisines, enjoy music and entertainment and raise funds for the BC Cancer Foundation. A burst pipe is a home owners’ nightmare, but ask any plumber and rare is the owner who pro-actively replaces old or suspect pipes. “You see $50,000 renovations to a house, but you have to think, the house is like your body: just because you put new clothes on, it’s what’s going on inside that tells you how healthy you are,” says John Hurley, owner-operator of Olympic Plumbing and Draining. “It’s the same with plumbing. You never see proactive homeowners when it comes to plumbing. It’s all reactionary.” Hurley’s crew handles calls all over Greater Victoria including a fair share of emergency calls for burst pipes in Saanich. Whether it’s the sewer line, main water line or a drain, the costs to fix and replace the pipes escalate quickly. To avoid any immediate plumbing issues upon moving in, have a plumber do a camera inspection as part of the purchase agreement. “Plumbers can run a camera through the main lines and make sure there are no serious catastrophes waiting to happen. I especially recommend it when there
