Gather up your beach towels, sand buckets and sun screen. The urban beach on Timber Wharf, at the east end of Westminster Pier Park, is scheduled to open on Saturday. Although, said Dean Gibson, New Westminster’s director of parks and recreation, it’s still a bit

of a work in progress. Gibson said while the sand, logs and expansive wood seating areas, as well as a row of shade trees will all be in place, the umbrellas envisioned for the site aren’t yet ready from the manufacturer. “They’re just not an item you walk into Walmart and buy,” said Gibson. The beach is built on top of the asphalt deck that was left undeveloped after the completion of the first phase of Pier Park in

2012. It will be a temporary feature until the city can secure the funding to bolster the structural supports of that end of the park to fully develop it. That could take years. In the meantime, said Gibson, visitors will be able to dig their toes into the tons of beach sand that was dredged from the upper reaches of the Fraser River. Although kids won’t be able to bury dad up to his neck in the sand as it’s only about a foot deep. “It’ll be up to people’s

imaginations as to how they use it,” said Gibson of the new beach, which was budgeted to cost $65,000. The beach is adjacent to two beach volleyball courts which were added to the park last year. An off-leash dog park, fitness area and a sculptural water garden featuring play misters will be built in the fall, said Gibson. “We just couldn’t technically get to that aspect,” he said. In total the project is budgeted to cost nearly $310,000.

The mother of a woman killed walking in a New Westminster crosswalk last year has called on British Columbia to change its motor vehicle laws. A disappointed Margaret Snowball made the comment after the man driving the Jeep that ran over Gemma Snowball, 25 at the time, received the “maximum” penalties for his conviction. Ryan Follack, 30, was fined $2,000 and given a five-year ban on driving in British Columbia by provincial court Judge Rory Walters on Tuesday. Follack pled guilty to driving without due care and attention in connection with Gemma’s death at Sixth Street and Sixth Avenue on a rainy March 11, 2013 night. “He’s got away with killing Gemma,” said Margaret following the sentencing. “I really feel changes in the law need to be made in British Columbia. It is totally wrong. There was no mention in the charge of it being a fatality. I’ve been totally disgusted by it, to be honest.” Please see ‘I WILL NOT’, A3

Crown counsel Lionel Yip told the court the evidence didn’t support a criminal charge so Follack was charged under the Motor Vehicle Act. The maximum penalties for a conviction are a $2,000 fine, a five-year driving ban and up to six months in jail. Yip did not seek a prison sentence because previously it had only been levied in cases where there were more serious factors involved. “It would seem to be a trivial legal response to such a horrendous consequence,” admitted Walters in handing down the sentence. Margaret said she understood it was up to Crown counsel to determine what charges would be laid, but had been told by police if it was up to them he would have been charged criminally along with numerous traffic charges. While Follack initially asked for a three-year driving ban, he later changed his mind agreeing the fiveyear ban and fine asked for by Yip were appropriate. “I am here to take responsibility for my actions,” Follack told Walters. “It saddens me to know I took the life of a beautiful young woman who shared much of the same interests as I do. I am deeply sorry.” Margaret shook her head when asked if she believed Follack was remorseful. “Sorry, I can’t buy that one.” Yip told the court Follack was stopped at a red light while on Sixth Avenue pointed west toward the Royal City Centre mall at about 10:30 p.m. that night. He was driving a Jeep YJ modified with 36-inch wheels. The bumper was 31.5 inches off the ground. Motor vehicle regulations allow only 16 to 20 inches, said Yip. Left turns are not allowed in any direction at the intersection. But

Yip said the driver in the car behind Follack told police when the light went green the Jeep turned left onto Sixth Street. Court was told the driver’s side front tire rolled over Gemma, who was heading home after finishing her shift at the nearby Safeway delicatessen. She suffered a severe skull fracture, a broken pelvis and broken leg. By midnight doctors at Royal Columbian Hospital told police she was brain dead. She was kept alive until her mother arrived from her home in Perth, Australia. After the life support systems were removed Gemma’s liver, pancreas, lung, kidney and eyes were donated for transplants. Her heart was too damaged to be transplanted. Collision experts estimated the vehicle was traveling between 19 and 26 km/h when it hit Snowball. Follack stayed at the scene. Witnesses and police said he appeared to be distraught. He claimed his windows were foggy and

he thought the green light was for left turns. “It is somewhat difficult to accept at face value that his windows were foggy and the wipers were streaky,” said Walters. “Clearly if Gemma Snowball was there to be hit, she was there to be seen.” Walters called a motor vehicle a lethal weapon and it’s up to the driver to be on the lookout. “There is not a good explanation for why Mr. Follack didn’t see Miss Snowball when she was directly in front of his vehicle.” Police said Follack denied drinking that evening. But the officer detected liquor in an empty cup in the Jeep and asked Follack to take a roadside test. He registered a .027 reading for alcohol, below the legal limit. Two months after the incident he received a three-day roadside suspension after being stopped by police in his hometown of Kelowna. Follack, 30, went to BCIT before

getting a degree from Simon Fraser University in 2012. He has been working in the energy field in Alberta. He has been accepted to law school in Leicester, England and begins studies in September. Walters said while previous cases imposed a three-year ban at most, he felt five years was appropriate because Follack, who is still facing a failure to appear charge for not showing up for last Friday’s original court date, would be living outside of B.C. for at least two years. “It would be meaningless if a great portion of the time took place when you were not in the jurisdiction,” said Walters. Eleven victim impact statements were submitted to the court. “It is quite clear from those statements that Gemma Snowball was a spectacular 25-year-old young woman who was very loved by her family and had a bright future,” said Walters. Margaret read her impact statement in court. “Gemma lost her life that night and will never know the excitement of travelling to all the countries she had planned, never have the thrill of falling in love and planning a wedding. Never experience the joy of having her own children,” said Margaret. “As Gemma’s mum I will not be able to recover from her death. I will just hopefully get better at hiding the hurt and grief that I feel inside.” Margaret and Gemma’s sister Hannah went for a walk along English Bay in Vancouver on the weekend. They spotted a sign that stated the maximum fine for not having a dog on a leash was $2,000. “Mum, how is it that’s the same penalty as it is for the guy who killed Gemma?” asked Hanna. They headed home to Australia without an answer.

The Stanley Cup hasn’t been hoisted victoriously in Vancouver since 1915. But the coveted trophy will be making its second appearance in New Westminster in three years on Thursday, Aug. 21. That’s when Bill Ranford, the goaltending coach for the NHL champion Los Angeles Kings, gets to bring the Cup to his hometown for a day of private and public celebrations. He also brought the trophy to the Royal City in 2012, after the Kings won their first championship. The Stanley Cup will be at the Glenbrook Fire Hall from 3:15 to 6 p.m. where the public will get a chance to see the trophy, get their photo taken and enjoy a barbecue put on by the New Westminster Firefighters’ Charitable Society. Admission is by donation, with all the proceeds going to the society as well as Honour House. “This is a great chance for people of all ages to see the Stanley Cup up close and take a photo with it,” said New West fire chief Tim Armstrong.

“We get surrenders because people are being evicted, they can’t afford to pay their rent, they can’t afford to buy food,” said Millar. “Sometimes people know their animal is sick but they have no money to take it to a vet.” On Sunday, from 11 a.m. to 2 p.m., the animal services department is hosting its first community pet outreach day at Moody Park. The event will connect pet owners with a myriad of resources available to help them weather the financial challenges of pet care. Like a food bank for pet food, advice from a veterinarian to help keep their pet healthy and happy, some simple obedience instruction. “There are resources out there,” said Millar. “But people don’t know

where to look.” Some of the donated items and pet food are surplus at the shelter. Some has been collected by Bosley’s at Columbia Square. A vet from Queen’s

Park Pet Hospital will be able to handle pet care and health questions. A trainer from Hug A Bull advocacy and rescue society will give training advice.

“Little tips and tricks can really lower the stress level for pet owners,” said Millar. And ultimately make for healthier and happier animals.

Troubling tailings Just over a week ago, a dam containing a tailings pond at the Mount Polley mine near Likely collapsed. It sent water and mine waste down the hillside and into nearby Polley and Quesnel Lakes. There are many very troubling issues that arise from this incident. One is why earlier concerns about the amount of water contained in this pond were not addressed more quickly. An independent study conducted several years ago suggested that there could be a problem, due to the amount of water going into the pond. Another is how often mines of this nature are inspected. There were no initial answers to that question, but on Friday a detailed press release from the ministry said that there had been 16 geotechnical inspections of the dam since the mine first received an operating permit in 1995. The most recent inspection was conducted in September, 2013. An inspection in September, after several months of dry weather, is almost certain to give the mine operator a break. One of the biggest concerns is how this release of minerals and waste water will affect a large run of sockeye salmon. They are expected to be in the Quesnel River and the lake within the next few weeks. Another troubling issue is the fact that Imperial Metals, the operator of the mine, has been a large donor to the BC Liberals. In addition, Murray Edwards, a large shareholder in the company, was personally involved in raising funds in Calgary for Premier Christy Clark’s re-election campaign. There is nothing wrong with individuals, companies or unions donating to election campaigns. But when their activities come up against government regulators, it is absolutely essential that there be an arm’s length investigation which cannot be influenced by the politicians in power. —Black Press

recent review of Fraser Health concluded that people in the region it serves rely on hospital care too much – particularly emergency services, but also in situations where people are required to wait in hospital for a long-term care bed.

The provincial government response is to work towards setting up more clinics which would take the place of emergency rooms, and to reallocate funds within the health authority budget for non-acute care. However, Health Minister Terry Lake also said Fraser Health should be able to manage within its budget. That budget is set to rise 4.3 per cent this year, 1.4 percent in 2015 and 1.2 per cent in 2016. FHA is the largest and fastestgrowing health region in B.C. It has 36 per cent of the provincial population, but gets 28 per cent of the health care funding. While Fraser residents are able to take advantage of specialty

Frank Bucholtz health services in the adjacent Vancouver Coastal region, most of their health needs are taken care of within FHA. A strong case can be made that FHA has been systematically underfunded by the province, and such underfunding long predates the creation of FHA and the earlier South Fraser Health Region. Thus saying that FHA can manage within its budget and allocating small annual increases fails to take into account the historical under-servicing of Surrey, Delta, White Rock and other FHA communities by the province, which is responsible for health care. The health needs within Surrey are growing dramatically, which isn’t surprising.

The population is growing rapidly but no one – at Surrey city hall or in Victoria – is trying to reduce population growth in order to manage the health-care budget more effectively. Instead, the province prefers to let the well run dry, rather than take the step of allocating significantly more funds to the health region to deal with population growth. When this fiscal approach is combined with historical underservicing, the result is crisis after crisis. This is particularly true at Surrey Memorial Hospital – even after the recent expansion project. Inattention to health needs here doesn’t end at SMH. The province also sold off a possible hospital or clinic site at 152 Street and Highway 10 several years ago. About 20 years ago, it was looking into a possible North Delta hospital, but never followed through with any action. The province’s fixation on

a balanced budget (it has just reported a $353 million surplus for 2013-14) shows prudent fiscal management, but this fixation has come at the expense of some services. Health care, by far the biggest budget item for the province, has its spending growth capped. It is important to keep acute care for patients who are most in need, and to reduce reliance on emergency room care, but all that requires money as well as reallocation of resources. Surrey and Delta BC Liberal MLAs need to make the case for improved health care much more publicly and forcefully. If that means next year’s budget surplus is smaller, that isn’t a bad thing. The provincial government has the constitutional obligation to provide health-care funding for its citizens – including those in fast-growing and under-serviced areas. In a recent meeting between NWLL executive and Bob Lenarduzzi and his associate it occurred to me we have a lot in common with Mr. Lenarduzzi. He has spent many years being a tireless advocate for his beloved sport of soccer and this push to locate a team in New West is just another step in the journey. What his organization doesn’t realize is for the past 15 years the dedicated parents and volunteers of New West Baseball have also been advocating for the betterment of our beloved sport of baseball. During that time we have brought community-run youth baseball into the stadium and

now able to wear the NW jersey and represent their hometown right up to the age of 25! This period in their lives makes a big impression on who they become and their connection to their community. The boys and girls that begin as kids at Moody Park emerge as adults from Queens Park. This is a great New West tradition in it’s infancy that to date has seen local families such as “McNeney, Helmer, Johnston, Suffron and Oliver” become the pioneers of this process. Callously throwing it aside would be shortsighted and contrary to what this city is largely about. History and Tradition. Remember, Queen’s Park Stadium was originally built as a baseball stadium and should remain so. We have also seen our enrolment numbers nearly triple and there is every indication the future is bright and stable. The continued use of the stadium is a key component in this success. It truly is one of the nicest “Big League” calibre ballparks in B.C. and the sheer size and grandeur of it is not lost on the young T-ball through Little League age kids that come to see where the big kids play. Talk about your “Field of Dreams.” We are very much the envy of all the teams that come to play here. As every parent knows, keeping kids in sport through the teen years is a challenge. In the 60-year history of New West Baseball, it has only been in the last 15 that kids have not had to go elsewhere to play once they reached the age of 15. This positive change is a direct result of having access to Queen’s Park Stadium. They are

Organizing Fun Day fun for organizer Mario Bartel

Nur Elmasri is having fun when everyone else around him is having fun too. So it’s little wonder when kids and parents told him how much they enjoyed his first free Kids

Fun Day that he organized last August for Moody Park, he set out to organize another. It will be held Aug. 27 from 12-3 p.m. Elmasri, who’s still just a kid himself, said he organized the first Fun Day to give kids whose families can’t afford to send them

to camp or on excursions to places like Grouse Mountain a highlight event they could look forward to. He applied for, and received, a neighbourhood grant from the Vancouver Foundation, organized snacks and activities, booked the entertainment.

It was a lot of work, said Elmasri. This year, he said, was a lot easier. For one thing, Elmasri already has established relationships with many of the businesses and organizations that helped support

the first event. And with one successful Fun Day already under his belt, he has a track record that adults take seriously. Many of the activities from the first Fun Day are back this year. Please see BIKE CLINICS, A10

The Tiger Exhibit Band will provide live music and the Save-On Foods grocery store in Sapperton is supplying free snacks like fruits, vegetables and chips. New this year will be bike riding clinics put on by The Hub, demonstrations of Tae Kwon Do by a local martial arts club, and a visit from New Westminster Police who will allow kids to crawl into one of their cruisers to get a taste for what life might be like if they ever step into the wrong side of the law. Elmasri said about 500 kids showed up at last year’s Fun Day. This year he’s got himself a clicker so he can get an exact count. Which will help him plan future Fun Days. Something he said he intends to keep on doing. As long as he’s still having fun himself. The event goes ahead rain or shine.

Some of Western Canada’s unique never before seen cars, collectively worth millions, will be on display at the Hard Rock Casino Vancouver’s Ultimate Car Show. But it’s my bet that an ‘old’ bus may will capture the attention of many attending the free auto extravaganza, set to get underway in the outdoor parking lot at 2080 United Blvd, Coquitlam, this Saturday, at 1 p.m. The Red Bull tour bus, built by Abbotsford’s 360 Fabrications, will take its place among more than 350 uniquely designed exotic, muscle and collector cars at this inaugural event, staged by the Casino in partnership with 360. The bus, which doubles as an outdoor stage, was actually built from three buses – the front metre and a half

Inside is a party room with coolers and video screens, which doubles as a green room when the world famous beverage company puts it into action at a concert or festival. It is also a fully functional transformer with 120,000watt sound system and 80,000-watt generator. Keeping it company will be some impressive automobiles, including a 2015 Aston Martin Vanquish, one of only two in Canada; a 1965 Malibu SS, appraised at over $500,000; and a 1969 Chevrolet Camaro appraised at more than $700,000. The 2015 McLaren 650S is one of the most highly anticipated vehicles to come into the market and one will be featured at the event. Car and Driver magazine dubbed it as McLaren’s bid to compete with Ferrari. It has a twin-turbocharged and intercooler DOHC 32-valve V-8, 641-hp, engine.

You don’t need to own a super car to take part in the show. Those interested in displaying their specialty vehicle should arrive at the venue at 11a.m. with $20 in hand for registration. The proceeds will go to SHARE Family and Community Services, the signature charitable partner of Hard Rock Casino Vancouver. The judging panel will award prizes in eight categories including a $2,000 ‘winner take all’ prize for the Best in Show. If you are on Vancouver Island this weekend, there is another great auto show worth visiting. The 2014 Vancouver Island Motor Gathering will take place on Sunday at the Viscount Aero Centre, at 9800 McDonald Park Road, in Sidney. It’s an annual event presented by the German Auto Import Network (GAIN), with proceeds going to the Children’s Health Foundation of Vancouver Island and the Saanich Peninsula Hospital Foundation. Hundreds of spectacular cars, motorcycles and even some airplanes are expected. Rare examples of the Porsche 904, 2006 Ford GT, and a 1964 Mercedes-Benz 300SL Roadster will be among many classics. Be sure also to check out the Aston Martin DB5, Lamborghini Aventador, Ferrari 348i and Pininfarina-styled 308 GTB. The Gathering (www.motorgathering. com) runs from 11 a.m. until 2 p.m. and admission is by a suggested minimum donation of $2 per person.

from swaying back and forth, a few things can be done. Try placing heavier cargo in the front of the trailer, ahead of the trailer’s axle. Also center the cargo left to right and use tie downs to keep the load from sliding. Trailer Sway can also lead to a loss of vehicle control. When starting out with a new load on a trailer, make sure it will not sway by gradually increasing your speed in intervals until highway speed is reached. If the trailer does begin to sway, try adjusting the cargo and equipment accordingly and then repeat the test. If repositioning the load and equipment did not help reduce the sway, a sway control or a weight distribution system with sway control may be needed. Trailer sway can be a scary experience, especially if it is a large trailer. If this happens, do not panic. Take your foot off the accelerator and coast to a slower speed; avoid sudden movements of the steering wheel. Apply the brakes slowly when you are down to a safe speed. Check your hitch ball, coupler, and safety chains every time you tow. Many people with long trailer experience use a checklist to be sure all equipment is hooked up and in good condition. Damage can happen quickly when something goes wrong. For example, safety chains wear through very quickly if they are in contact with the pavement. Never allow anyone in or on your trailer while it is being towed and speed limits for trailers are generally lower than for other vehicles. Leave a little extra room between you and the vehicle in front of you. Even if you are using trailer brakes, you will not be able to stop nearly as fast as you can without a trailer. A good general rule is to double the two-second rule, making sure you maintain at least a four-second gap between your vehicle and the vehicle in front of you. For heavier trailers, you will need to leave even more space. The longer the trailer, the further you will have to drive straight into intersections before beginning your turns. Watch your mirrors carefully and go extra wide, at first, until you get used to it.

Board chair Campbell to run for reelection Jonina Campbell says her work as chair of the New Westminster school board isn’t finished. So she’s running for reelection in November. Campbell says after years of turmoil, the board is finally working together and making strides. Not the least of which are the opening of a new elementary school in September, the CAMPBELL construction of a new middle school which began in June and the ongoing negotiations to get a new high school built. The board is also making headway in wrestling its financial challenges to the ground, says Campbell. “It has been a challenging term,” she says. “But as a board we came together and people acted collaboratively. Now we can work together as a team.”

Campbell says the stability will allow her to work toward achieving some other projects that had to be shifted to the back burner, such as an initiative to encourage more kids to ride their bike to school. “We’ve got great teachers, great staff, but there’s work I still want to be there to do,” says Campbell.

The driver of a vehicle that crashed into a tree on 10th Avenue and caught fire Tuesday afternoon went to hospital in critical condition. The vehicle was eastbound in the 200 block of East 10th Avenue when it left the road and hit the tree. When New Westminster police arrived, the male driver was unresponsive. Investigators believe he may have suffered a medical issue that caused him to lose control of his vehicle.

Harris, who has starred on Extreme Makeover: Home Edition, hosted Canada’s Handyman Challenge and is the current co-host of Love It or List It Vancouver, drew inspiration from her passion for Kelowna, her current home.
